Since the early 1990s it has been evident that electricity demand has outstripped investment in generation and transmission. At the same time, concerns were being expressed about the risks associated with the run down of the Maui gas field. It is axiomatic that the necessary investments firstly require a stable and supportive regulatory and fiscal environment, and secondly that such investments have long lead times. A unwillingness by successive Governments to fund the necessary infrastructure, however, lead to the profound restructuring of the electricity with the ultimate objective of transferring the investment risk from Government to the private sector. Successive power crises since 1992 result from a failure to put in place a regulatory framework necessary to provide the environment to allow the private sector to make the needed investments within the necessary timeframe. The electricity sector has now stabilised to the extent that the regulatory risks associated with generation investment have been reduced. This does not mean that risk has been eliminated, however, and both economic and environmental issues will continue to constrain investment in some power proposals particularly those in the South Island and especially any South Island coal or gas thermal proposal. This is firstly because of several very simple economic issues:  1. while the South Island may have significant coal resources it lacks a significant electricity market; 2. except for a six to ten week period in a dry year, low cost hydro will price any large-scale South Island thermal out of the market which will restrict any large scale thermal station to a dry year and/or peaking load; 3. except for a six to ten week period in a dry year, export capacity on the HVDC link to the North Island is constrained to around 964 MWe (and 482 MWe from North to South in dry years); and 4. construction of any new thermal plant in the northern half of the North Island will price any South Island thermal station out of the market. There are also significant environmental issues associated with the establishment of a large scale thermally based power station in the South Island. Because the South Island lacks any large scale economically proven gas reserves, the environmental constraints considered are those associated with coal production. A coal mine dedicated to power generation will have significant on-site impacts associated, in particular those associated with disposal of opencast overburden and visual impacts. These will, however, be partially offset by the relative remoteness of such sites to population centres. What cannot be offset, however, is the off-site impacts, in particular, CO2, SOx and NOx emissions, water disposal and acid mine drainage.

Block caving is becoming a more widely adopted mining method allowing for underground massive low grade orebodies to be extracted economically. Underbreak during cave propagation is difficult to predict in terms of recovery and is not well-researched due to the small number of caving operations. During mining of E26 Lift 2 (E26L2) block cave at CMOC Northparkes Mines, a wedge of high grade material failed to cave, even with the assistance of preconditioning and subsequent attempts to induce caving. The ultimate solution for recovery of the uncaved wedge was the establishment of the E26 sublevel cave (SLC), which commenced mining in 2015, with production following in 2016. The SLC provides approximately 1Mtpa to supplement the lowering grade of the current E48 block cave feed. Applying the sublevel caving methodology to recover block cave underbreak has proven challenging. The impact of the caving stresses and preconditioning of the wedge have caused production limitations requiring continual remediation throughout production of the E26 SLC. The dependence on remediation work created a roadblock to implementing precharging as the prevalence of brow loss raised concerns over the inability to hook up the charged ring. In 2018, a wireless initiation trial was completed in the E26 SLC over 24 rings. The trial showed that precharging was achievable in this environment and greatly improved the safety of charge up personnel.

This paper reviews the historical data on relative height changes of landmasses with respect to sea level for Pacific Rim countries.It discusses existing theories of the Greenhouse effect, and the interaction with the vertical movements of the continental plates which leads to different effects for different places. Possible future scenarios are described and directions for future research and measurement programs are given.Relative sea levels are governed not only the increase of water from deglaciation but also by a range of other factors such as variable water storage in lakes and the atmosphere, thermal expansion of the ocean, ocean currents, and the shape of the ocean and the continents. Sea floor spreading, for example, is ultimately more significant than deglaciation in sea level control but is generally much slower.

A comprehensive feasibility study should be submitted as part of the loan application to a financial institution for debt funding of a proposed project. Its scope should include technical, costing, marketing and other aspects pertinent to the project. The technical presentation should be sufficiently detailed to show that the assumpt- ions concerning future performance are realistic. A lender needs to be convinced that the capital and operating cost estimates are conservatively based with adequate allowances included for contingency and escalation. The marketing assumptions determine the level of revenue from which operating cost, debt servicing, and other commitments are to be met. The foregoing aspects establish the economic viability of the project, and are therefore relevant to the risk assessment and cash flow analysis carried out by a potential lender which determine his ultimate lending Decision

This paper covers period from 1973 through to 1988 and the mines of West Coast Mines, Elur Mine, North Mine and Risdon Zinc Smelter, now all part of the Pasminco Group. During this period, optimisation started with one mine (West Coast Mines) producing four Product concentrates with constant steady feed to the smelter and progressed to three mines producing eight products and a smelter varying feed inputs to maximise benefits. The initial optimisation was done manually using a desk top calculator and hand drawn graphs. This ultimately advanced to the use of PC plus linear programming software and spreadsheet generating relevant graphics. The financial benefits were achieved with no capital expenditure and increased from an initial $0.5 to $1.0 M/year (1973 $'s) to $5 to $10 M/year (1988 $'s).

Ore control systems at Ridgeway have been designed to deliver gold and copper metal production through focussing on the ore characteristics that impact on mine and mill performance and ultimately metal delivery. This is achieved using data collection and management systems which allow data to be collected digitally with æat captureÆ validation routines. This data forms the basis of forecasting systems which aim to accurately assess local in situ and drawn ore characteristics. Physical attributes of ore such as draw characteristics, brow conditions and visual grade estimation are rountinely recorded. Ore tracking and accounting systems monitor gold and copper grade, copper mineralogy, host lithology and ore sizing. These have material impacts on concentrator throughput and metal recovery. Routine reconcilation and check sampling allow calibration of these systems.

The application of methods using large diameter down holes has become an important facet in both the development and stoping operations of mines within the Aberfoyle group. Holes of up to 98 metres (vertical) and 78 metres (inclined) have been successfully used in stoping operations. A number of rises have been developed to meet ventilation, servicing and escape-way requirements. The most ambitious rise to date has been a..vertical 93 metre long by 4.50 metre square ventilation rise. Although some early problems were experienced, the ultimate successful completion of this rise has enabled the technique to be incorporated with confidence in future mining plans. This paper summarises experience in long hole rising techniques, their evolution from the original cratering concepts, and the approach to further development of these techniques.

The requirement for economic operation of unit trains carrying bulk materials has dictated that rapid and accurate bulk loading methods be provided. The train loading station at Phosphate Hill, built for Queensland Phosphate Ltd. to load rock phosphate, provides this facility and whilst the concept used is not unique, it contains a number of novel features that are considered to advance the "state of the art'' in this field. This paper briefly reviews some alternative concepts evaluated, and describes the design and operation of the scheme ultimately selected as being most appropriate to the project requirements. it is one which utilises a variable speed belt feeder whose speed is controlled in proportion to the weight rate of material moving on the belt as measured against a set point

The competition between various options for the use of land is ever increasing. Commonly in Australia large tracts of land were un-encumbered by sweeping land use option limitations, but this situation has been rapidly altering in recent decades as governments are obliged to maximise the utility of the land for a broad range of competing interests. While the interests of miners have always been considered, the effects on limiting access to land for exploration and possible mining have not always been effectively incorporated into decision-making processes. As a result the challenge for national and state organisations representing these interests has been to develop a transparent process to allow for the mineral potential of an area to be systematically assessed and for information to be presented for use by specialists and non-specialists. Government agencies are called upon to implement government policy but also to provide accurate and meaningful advice which can assist in policy and land use decisions. Commonly timeframes are short and information can be less than complete. Nevertheless on-going decisions are made based upon the best available understanding. It is in this operational framework that the methods described in this paper are set. The paper describes a process for quickly and systematically providing advice on mineral potential for use by government agencies and ultimately the community within tight time and resource constraints. It is a method of combining the accumulated knowledge about mineral resources and their potential and presenting this information in an easily accessible form which can be used in a negotiation and policy development environment. Development of the method was undertaken to meet the needs of the Regional Forestry Agreement process in Australia. The method has been applied to study areas in New South Wales, Tasmania, Western Australia and elsewhere. Examples in this paper are taken from north eastern New South Wales.

Iron ore screening plant productivity is strongly affected by the performance of the shuttle operation, with the control system robustness and associated strategies having a direct impact on utilisation and throughput rates. A number of aspects intrinsic to the methods and technologies traditionally applied on the motion control of shuttles are often observed to decrease the efficiency of the ore distribution process across multiple screening modules, which ultimately impacts the plant’s production. Those include the number of operational scenarios that are unmanaged by conventional discrete control logics which may intermittently lead to undesired events, such as ‘high level alarms’ and ‘low level interlocks’ in the screening bins. This outcome usually demands excessive manual intervention by Control Room Operators. A Reinforcement Learning (RL) Artificial Intelligence (AI) solution was deployed to control the motion operation of the scalping and products screening shuttles in an iron ore handling plant. The RL algorithm was trained in advance to handle multiple operational scenarios and generate optimised outputs. In nominal operation, the shuttles are moved in a modulating and highly predictive fashion over the whole range of safely reachable bins. When the need occurs, the AI control agent deviates from that modulation behaviour, limiting its travel range or moving to other groups or clusters of available bins by employing ‘bin jumping’ or ‘ore break’ strategies. The RL platform capabilities include the ability to learn in real time to account for and auto-adapt to new operational patterns and process changes whilst applying improved strategies for shuttle dwelling times, target setting and speed control. The deployed Reinforcement Learning AI solution has better managed the existing challenges associated with the shuttle operation and control, and resulted in a more efficient ore delivery process, superior operations stability and increased production rates.

The Blue Cube Mineral Quantifier Inline (MQi) instrument uses reflective light spectroscopy and advanced chemometrics to measure mineral or elemental grade in a slurry line. The instrument takes scans continuously and sends data to the DCS or PLC control system.Controlling the concentrate grades on a flotation circuit using low-frequency measurements can be difficult or impossible, especially on a circuit that has fast process dynamics. The ability to rapidly measure changes in grade makes it possible to continuously manipulate the flotation circuit operating parameters such as level, airflow and reagent addition set points to optimise plant performance throughout changing conditions.At Barrick’s Porgera mine in Papua New Guinea the flotation circuit feeds sulfide concentrate slurry to a pressure oxidation circuit. In order to maximise gold recovery in the flotation plant and increase performance in the pressure oxidation process, there is a stringent requirement to maintain a stable and optimum sulfur grade. The gold recovery is directly affected by the sulfur grade as most of the gold at Porgera is submicroscopic and associated with the sulfides (disseminated?pyrite).Porgera considered various points in the flotation circuit for installing Blue Cube analysers. This was part of a plant upgrade to improve process control. Due to budget constraints it was decided to initially only install one Blue Cube analyser on the final concentrate stream of the flotation circuit measuring sulfur, sulfides, gold and particle size. The accuracy of the calibration results were very good for all these properties. The sulfur measurement was used in an advanced control system to optimise and stabilise the grade. The paper presents comparisons between mineral grades determined using analytical laboratory analyses and the online Blue Cube data measurements, as well as benefits achieved by measuring grade online. Much has been written about the fact that most transformation efforts disappoint. This paper addresses factors that should be taken into consideration in planning and implementing transformation programs to ensure success.In 2009, St Barbara commenced a transformation program to address issues of chronic poor quarterly operational performance; financial pressure caused by the unreliable operational performance; and an inability to develop business plans with integrity and to reliably deliver on the plans. As a result of a number of years of disappointing operational performance, St BarbaraÆs culture was not conducive to business success.This paper uses lessons learnt during St BarbaraÆs transformation program to highlight key characteristics of change programs that can generate significant sustainable benefits. While there were many benefits from the transformation program, the most significant impacts of St BarbaraÆs program have been transformation of the companyÆs culture and capability of people as business leaders; the establishment of a business systems framework to guide the design and development of systems; and developing support functions, for example centralised procurement and supply chain, business improvement and technical services.CITATION:Campbell-Cowan, G, 2012. Ridgeway Deeps is a block cave (BC) located down dip of the operating Ridgeway sublevel cave (SLC) mine. The BC is located approximately 210 m vertically below the lowest SLC level and approximately 1100 m below surface. Due to the mine layout containing a number of common pieces of key infrastructure the activities of both were interlinked.When investigating project construction options for the BC, a number of potential risks were identified including a conflict of priorities between operational and project deliverables and the varying safety and work methods between an owner mining approach in the SLC and a potential contractor workforce in the BC. This led to a review of the construction philosophy and the opportunity to utilise the existing SLC workforce as the basis of all activities in the mine. It was identified that a number of synergies existed with the current SLC operators and mine supervision including common work practices and the opportunity to build on the unique SLC skills of the operators and supervisors which could then be used at other Newcrest caving mines.With the commitment to this philosophy of building on the existing SLC crews and supervision the number of employees reporting through the superintendent underground operations grew from 95 to 245. This increase led to a restructuring of the reporting and work requirements of the superintendent, foremen and shift bosses. In order for the foreman and shift bosses to focus on running the larger crew numbers for the full 12 hour shift the mine superintendent became a pseudo human resources manager taking over all non-mine focused activities including overtime allocation and work and behavioural performance management. In simple terms, ensuring there were competent bums on seats when and where required. As the additional workers were recruited to top up the existing employee numbers, their employment history was used to place them in the most suitable roles. For example, those with building industry experience were placed on the civil construction crews and those with a farming background were used as truck drivers, nippers or on the service crews. To cope with the increased number of new starters a number of key personnel were seconded from the crews into the training group to act as on shift trainers. This initially caused a reduction in mine performance as the main operators were reassigned but it proved a valid move as the time for new operators to reach acceptable levels was significantly reduced with safe operating standards being maintained. This paper discusses how the Ridgeway Deeps Project was delivered on time and under budget whilst at the same time retaining its position globally as an operation to be benchmarked against.

The main access decline at Carrapateena mine was excavated through two different underground aquifers. In these areas of decline, pressurised water finds the path of least resistance through the rock and into the excavation. In some locations the ground water would upwell underneath the roadway resulting in rapid deterioration of the running surface. The deterioration of the road was so rapid that the two areas of decline required significant roadworks every single shift or it would become impassable by mine traffic. With a full fleet of underground trucks hauling to the surface, managing these sections of roadway was impractical and unproductive. The site team resolved this issue by installing Roller Compacted Concrete (RCC) to the affected sections of decline. RCC is a specialist concrete product that is delivered to the site near dry and is installed using a grader and roller similar to road base. This product can be installed quickly and be trafficked within hours of installation, making it ideal for mines with single access declines and unfavourable road conditions. RCC roadways were successfully installed at Carrapateena mine in conjunction with under-road drainage. These roadways have proved to be a very effective solution which requires minimal maintenance and are resistant to water ingress from the aquifer. This paper discusses the technical aspects of the RCC, as well as the practical implementation of the solution as a whole.

This paper outlines the contributing factors to a series of erroneous Mineral Resource estimates which led to considerable loss, including significant reduction of mine life and consequently a large write-down of asset value. The error prompted divestment of the mineral asset in the short-term by the owners, a major mining company. There were multiple and complex contributions to the result: • The mine was undergoing a transition in the deposit geology with increasing depth that was not accommodated in the models. Early indications of the geological transition in initial drilling were generally unrecognised in resource modelling. The shortcomings of the models became apparent with increasing infill drilling and subsequent production reconciliation. • There was a lack of recognition of, and confidence in, site-based input and skills by corporate technical management. The site had a reputation internally for over-delivery to plan early in its life and that supported the anticipation of ongoing metal delivery into the mine plan by management. • A corporate lack of confidence in site being able to adequately domain the mineralisation led to the use of a CIK domaining process, rather than one which was geologically based. This domaining process led to gross over-statement of mineralisation trends reflected in the subsequent OK estimate. • Timelines on the outsourced estimation process were so short that validation was not possible. Obvious errors in the estimate versus data were not able to be used to correct the issues and the site’s Competent Person sign-off occurred without adequate checks. This case study is presented to reinforce the concept that Mineral Resource estimates are not solely based on the ability of the Competent Person to satisfactorily guide the process. There are usually multiple complex issues in the estimation process which need to be recognised and considered in judging reconciliations of model to actual.

At its simplest, the classification and characterisation of an orebody is a matter of Where, What and When. Where and with what spatial resolution are measurements taken, What properties are measured, and When are the data acquired, processed, and delivered to create the most value. This paper delves into how existing and near-term advances in measurement technologies, field automation, and whole-system-digitisation are combining to open new routes for mine and exploration productivity improvement. Commencing when the initial exploration hole is dug, the advancement in deployment of survey technology—from expert-operated, to driller-operated, to driller-integrated—is used to demonstrate a template for adoption of higher technology measurements. We then introduce and discuss the multi-use measurement as offering outsized returns from a single measurement run, highlighting two new technologies that acquire rock strength while drilling and downhole assay data as examples. For rock strength, we highlight a novel approach to determining Uniaxial Compressive Strength (UCS) while drilling, its relationship to and advantages over Mechanical Specific Energy (MSE), and how it offers utility to multiple downstream processes. For downhole assay, we detail how a back-tophysics approach to Pulsed Fast and Thermal Neutron Activation (PFTNA) analysis offers significant advantages over other measurement methods and earlier implementations of PFTNA, generating a rich data set that can significantly extend and improve the information on which mining decisions are made. Finally, we discuss the possibilities enabled via optimising data delivery, collection, and curation— noting a fundamental limitation of historical systems and exploring the possibilities that will be unlocked by soon-to-market solutions that better enable Orebody Characterisation data to (virtually) move in space and time with rock material post-blasting. Ultimately, the value of optimising the Where, What, and When from point of measurement to the moment it generates maximum value will create greater life-of-asset production for a lower cost and energy input.

In a ætypicalÆ gold deposit each tonne of ore will contain tens of millions of very fine gold particles, whereas; at Bendigo the majority of gold in each tonne of ore is present in just five to 15 very coarse gold particles, a distribution more akin to diamond deposits. At Bendigo the minimum sample size required for good assay repeatability is estimated at 4.5 t for each assay. Drill core samples are several orders of magnitude too small to generate representative assays.The drilling data are characterised by a nugget effect approaching 90 per cent, a very skewed distribution and, on average, under-report in situ grade by 50 per cent to 75 per cent. Since 2002 Bendigo Mining NL has completed 47 000 m of diamond drilling, 1200 m of on reef development, collected and processed 100 bulk samples (150 t each), 800 mini bulk samples (50 kg each) and processed in excess of 25 000 t of ore through a pilot plant. The results of this work have provided the information required to develop and verify a robust grade estimation procedure. No standard geostatistical manipulation of the drilling assay data can generate an accurate grade estimate as the samples and associated assays are not representative of the ore being sampled. The recognition of this fact was critical as a radical transformation of the raw drill assay data was required to develop a workable methodology for grade estimation in such a high nugget environment. The aim of the transformation was to reduce the nugget effect and high variance and so approach a lognormal assay distribution. Ideally the average drill grade would approximate actual in situ grade and the assay distribution would reflect actual grade distribution within the reefs. Following the data transformation simple block modeling within the defined resources allows grade estimates to be made that can be used in the estimation of Indicated Resources and hence Probable Reserves. The grade estimates have been checked by extensive bulk sampling and processing of 25 000 t of ore (three per cent of total resource) through a pilot plant with planned full scale mining to provide the ultimate verification.

The life cycle of a mining project begins with initial regional exploration and ends with mine closure and rehabilitation. Between resource definition and the commencement of mine construction is the study phase. In this phase technical concepts and processes are defined, evaluated and assessed with the aim of establishing whether the deposit is economically feasible. The study phase usually involves various steps from a concept/scoping study to prefeasibility and ultimately definitive feasibility study. The complete study phase can take several years. Although the costs for studies are low in comparison to actual construction and operating costs of a mining project, they are significant especially for junior exploration and mining companies advancing projects to the point of being funded.The studies aim to determine selected parameters for the project, eg mining and processing methods, operating strategy, etc and provide a roadmap for project development ahead. Although mining studies are of the utmost importance for the mining project and the project owner, they are usually carried out using a conventional engineering approach: the consultant or design engineer works to a defined scope of work. The resulting design might be based on good engineering, but might often also fail to provide the solution for the project owner that delivers the best shareholder value. An alternative to this more traditional approach to project evaluation is what we have termed a value engineering approach. Value engineering is a creative, organised effort, which in the case of a mining study analyses the requirements of the study for the purpose of achieving the essential outcomes with the highest shareholder value. The outcome of a study is a concept that delivers the highest achievable value of the resource project and shows the way ahead to realise this value. Through a group investigation by experienced, multi-disciplinary teams the value of the resource is improved through the study of alternative options, methods and processes. The scope of the study is not limited to a narrowly defined engineering scope, but to the creation of value.The study commences with the identification of key value drivers and risks, based on the available information (drill data, geotechnical data, metallurgical test work, etc). This enables the quantification of key uncertainties, risks and value adding opportunities. Study efforts concentrate on key value drivers and are not unnecessarily spent on side issues. A common problem in the mining industry is that company geologists can operate in relative isolation to the rest of the company (Jones and Moorhead, 2011). This may result in poor knowledge transfer and often priority conflicts with geology, operations and project departments. This problem is amplified by the acquisition of mineralogy capabilities and other metallurgical (met) test work undertaken by many companies in order to solve for complex orebody problems. Met data is often not located and viewed in 3D space so that geologists and engineers can create and work with geometallurgical (geomet) models (Bye, 2006). Visualisation of data in an interactive graphical 3D model provides a bridge enabling met professionals to collaborate with engineers and geologists to provide a common understanding of the relevance of geomet data.In recognition of this problem, Newcrest has undertaken an effective collaboration strategy to improve internal and external engagement through the use of large visualisation displays (Jones, 2009). The displays are underpinned by IT systems and information management practices that recognise the needs of underlying disciplines. Today it is generally understood within Newcrest that this is required to improve decision-making, deliver faster cycle times and improve governance.Collaboration in companies has been generally associated with the introduction of new IT functions (IBM, 2008). However, the science and engineering process that are used to structure modern IT-based collaboration systems and practices are now known to be simplistic compared to the long-standing practices associated with collaboration and knowledge management in disciplines such as geology and mining.CITATION:Jones, J and Moorhead, C, 2013. Water has played a key role in the Pilbara’s 60-year history of iron ore operations. In contrast to many of the current-day mining environments, iron ore mining was initially hosted by geological formations that were typically above the water table. Such mining operations required no dewatering or dewatering at rates that were less than mine and mining township requirements. The challenge for these operations was not pit dewatering but water supply for mining operations and municipal supply for nascent mining towns.The current industry sees new deposit styles being increasingly targeted, including channel iron and Marra Mamba Formation deposits. These deposits are often lower in the landscape and can require extensive dewatering. Furthermore, increased water demand for ore beneficiation has resulted in major programs of water-supply borefield development. Added to this is the emergence of magnetite projects and their significant levels of water use in ore beneficiation.The large volumes of water that are being extracted to support Pilbara iron ore mining is attracting attention. The Western Australian Department of Water has recently commissioned a study to assess the potential use of surplus mine water as a medium- to long-term supply for irrigated agriculture.This paper outlines the changing landscape of water management in Pilbara iron ore operations and explores strategies for maximising mining productivity.
