The smelter building at Sarcheshmeh Copper Complex, Iran, houses two reverberatory furnaces and five Pierce-Smith converters. Under normal operating conditions SO2 emissions fill the building, posing a major health problem for all workers in the building, and reducing their ability to maintain the plant. The converter fume extraction system was analysed using plant measurements, engineering modelling of the entire system and CFD modelling of the extraction hoods. By applying fundamental engineering concepts, a user-interactive computer program was developed that enabled plant engineers and operators to gain a detailed understanding of the system. In conjunction with plant measurements, the model quantified the amount of inleakage throughout the system, identifying it as a significant contributor to the poor extraction performance. Furthermore, it enabled investigation of the effects of hood gates, converters on line, hood dampers, flue insulation, electrostatic precipitator (ESP) operation, and inclusion of an acid plant. The model gave unprecedented insight into the operation of a counterintuitive buoyancy-driven extraction system.

The current genesis of pisolites and channel iron deposits (CID) has been defined in a way that presents CID as unique in the world. The published material on detrital pisolites mostly details the West Australian CID; most other global occurrences of iron-rich pisolites would seem to have an in situ genesis. An alternate theory for the origin of the Hamersley CID is suggested, involving an older greensand protore derived from volcanic ash and deposited on a glaciated Hamersley surface. This paper presents the author's observations, sampling and mapping after several years study and exploration for pisolites and CID in WA and in some locations overseas. It is not what one would call scientifically complete, and possibly asks more questions than it answers, but it is presented as a point for discussion.

Declines for both access and rock haulage are replacing shafts for mining relatively shallow deposits of down to 1000 m below surface. Where the orebody does not outcrop and where surface access may be restricted, it is often necessary to drive long dead end headings before a connection can be made back to surface and a ventilation circuit created. In hot tropical areas and where large diesel powered equipment is used for mining, heat may also be a problem at these relatively shallow depths. The normal design criteria based on statutory limits and good practice used to evaluate ventilation and cooling requirements in terms of air velocity, dust, gases, diesel exhaust dilution, re-entry after blasting and heat stress are described in this paper. These are then used to design and cost alternative auxiliary ventilation systems that include leakage based on general fan performance curves and typical duct systems. The implications of the current European Community recommendations regarding nitrous fumes are also briefly considered. The actual problem relates to a 2100 m long decline that may have to be extended to 3000 m long without a connection to surface or through ventilation and is located in a hot tropical area where the surface wet bulb temperatures may exceed 25¦C for more than a third of the summer period. Once the preliminary ventilation design is completed, the auxiliary ventilation system can be modelled and simulations undertaken that incorporate heat and moisture transfer routines with the objective of determining the cooling load and amount of refrigeration required. Cognisance is taken of cyclic diesel operations and the thermal flywheel effect of the surrounding rock on the wet and dry bulb temperatures resulting from these operations.A suitable modular cooling system located at the portal is described and optimised with capital and operating costs of both the ventilation and cooling systems provided.

Empirical methods are deeply rooted in geomechanics. This is a consequence of the recognised complexity of the nature of the rock mass. The usual assumptions of material continuity, homogeneity, isotropicity and linear elasticity often assumed for soil, concrete and steel are difficult to justify in a rock mass except for mathematical convenience. These assumptions form the bases for most mechanistic, analytical and numerical methods in geomechanics. Believers in empirical methods argue that the complexity of the rock mass and its interaction with structures developed in it is adequately accounted for in empirical methods, which compensate for our ignorance.Franklin (1993) defines empirical design as quantified judgement based on experience. He further states that empirical methods often prove ‘closer’ to the ‘truth’ than the apparently more precise predictions of theoretical analysis, adding that based on real data empirical methods provide a standard against which theoretical predictions are measured and can be judged. This paper takes a critical look at the common empirical methods in geomechanics – rock mass classification systems (Bieniawski, 1973; Barton, Lien and Lunde, 1974; Hoek, 1994a), Laubscher block caving design rules (Laubscher, 1994), the stability graph (Mathews et al, 1981), pillar design equations (Salamon and Munro, 1967; Hedley and Grant, 1972; and their derivatives), pillar design chart (Lunder and Pakalnis, 1997) and failure criteria (Hoek and Brown, 1980; and its derivatives). The common thread in the application of these methods is that in most cases they are often applied blindly without an understanding of the underlying assumptions and database limits. This paper emphasises that users of these methods need to know the underlying assumptions, database limits and inherent hidden risks that are often unmentionable for their satisfactory use. The Royal Bafokeng community in South AfricaÆs North West Province represents a unique case in Sub-Saharan Africa in terms of its positioning in the natural resource economy. It receives royalties directly from mining firms for the extraction of Platinum Group Metals, which include platinum, ferrochrome, rhodium and palladium. In 2007, royalty income of about R290 million (approximately US$32.2 million) was reported. Such direct revenues have enabled the community to invest in educational, medical and other social infrastructure, thus complementing governmentÆs social provisioning efforts. Indeed, the Bafokeng community owes its present-day modernisation efforts to mineral rights, and in particular, the legal-institutional arrangement that has enabled it to play an active role in South AfricaÆs lucrative extractive economy. However, the distribution of platinum wealth in this community is not only uneven, but also appears to have had little impact on the broader socio-economic conditions in the community. Despite claims by community leaders of heavy investment in education and skills development, the community continues to be faced with very high levels of unemployment, illiteracy, sprawling informal settlements, poor access to medical facilities and malnutrition. This paper examines the sociological paradoxes and contradictions thrown up by the approach adopted to involve community members in the mobilisation of mining royalties for developmental ends. The central argument is that the current æmodelÆ contradicts the communityÆs stated goals of using platinum wealth to drive up broad-based development and modernisation. This is mainly because it leaves out the vast majority of community members, who are uneducated and unskilled. The core analysis is based on pilot data from an ongoing study in the Royal Bafokeng community.

Mineral sands represent an important new resource being developed in the Murray Basin, including parts of western Victoria. This paper will outline a simple methodology for mineral sands characterisation, developed as part of the AMIRA-managed project P777 æThe Development of Heavy Suspension Techniques for High Density Separations (Replacement of ClericiÆs Solution)Æ. This project is currently sponsored by three multinational mining companies (De Beers Consolidated Mines, Iluka Resources Limited and Rio Tinto Limited) and is developing an innovative laboratory mineral characterisation procedure that will allow the replacement of the currently employed highly-toxic chemicals.Mineral sand resources almost always contain more than one valuable (and relatively heavy) mineral. Titanium minerals are found with a large range of titanium contents, giving rise to density variation and often subjective mineralogical descriptions. Companies tend to rely on laboratory heavy liquid separation in the evaluation of samples arising from exploration, mining or metallurgical processes. Unfortunately, there are only a limited number of high density (æheavyÆ) liquids and these tend to be more toxic as their density increases. Low-toxicity inorganic solutions, based on tungsten compounds, have been developed that can be utilised at relative densities (RD) up to 3.0. However, beyond this value currently only organic liquids can be used. Diiodomethane (methylene iodide) having a relative density of 3.31 is commonly used; however, this presents significant health and safety hazards. Mixtures of thallium formate and thallium malonate were found in the early 1900s by Clerici to provide liquids having specific gravities between 4.0 and 5.0, hence æClericiÆs solutionÆ. For the characterisation of the heavy components of mineral sand deposits (eg anatase sg 3.9, rutile sg 4.2, ilmenite sg 4.4 û 4.7 and zircon sg 4.6 û 4.8) there is currently no heavy liquid alternative to ClericiÆs solution. ClericiÆs solution is highly toxic and testing is now conducted by very few laboratories worldwide with costs reflecting the chemical costs (though extensive efforts are made to recover and reuse the liquid, plus the requirement of its removal from the mineral samples), the infrastructure costs and health and safety regimes (eg blood testing of exposed staff, inventory management). A simple laboratory technique of density fractionation is being developed, employing suspensions of fine tungsten carbide particles in lithium heteropolytungstate (LST) solutions, that can replace ClericiÆs solution in the evaluation of fine mineral sands samples (eg -250+150 microns). The developing methodology that can achieve low-cost, low-toxic separations at relative densities above 5.0 will be outlined and the comparison of results with ClericiÆs solution presented.

The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. Management of historic tailings is a major challenge facing the mining industry and its regulators. However, through improved mineralogical and chemical characterisation of such materials the opportunity to develop better rehabilitation strategies arises. Microanalytical techniques including microscopy, mineral liberation analysis and laser ablation inductively coupled plasma mass spectrometry (ICPMS) allow for improved tailings characterisation – but the challenge posed by these techniques is how to use them effectively. Additionally, data sets collected by such techniques must be properly integrated, only then can they assist in the identification of the most appropriate rehabilitation strategies. A study conducted at the Old Tailings Dam (OTD) located at the Savage River Mine, Tasmania allowed for the integrated use of several microanalytical techniques to help evaluate the benefits of a shallow water cover as a potential rehabilitation strategy. Samples (n = 144) from 14 trenches and 11 boring cores (2 m maximum depth) were collected across the OTD. These were subjected to routine acid-base accounting, with a subset subjected to detailed mineralogy using a modified sulfide alteration index (SAI), X-ray diffractometry and mineral liberation analysis (MLA). In addition, representative samples (n = 6) from across the OTD were subjected to laser-ablation ICPMS to characterise the pyrite chemistry. Our results showed that tailings in the northern area submerged under a natural water cover were relatively unoxidised from approximately 1 m depth, with SAI values of 1 to 2. Tailings from the subaerial southern portion were extensively oxidised to approximately 35 cm depth (SAI = maximum 5.8), with fresher materials observed underneath (SAI = 5 to 5.8). Pyrite from across the OTD is enriched in Co, Cu and Ni. Through the integrated application of microanalytical tools, we determined that establishing a water cover of at least 1.5 m depth across the OTD is a suitable rehabilitation option for this historic site. A great deal of technical and research effort has been applied to the development of models to predict fragmentation from rock blasting. A number of quite useful empirical or engineering models are currently available to blasting engineers and consultants, while more sophisticated approaches using mechanistic and numerical descriptions of rock breakage continue to be developed and applied by researchers and explosives companies.The fragmentation resulting from any blast will be heavily dependent on the properties of the rock mass being blasted; however, most empirical models rely on ‘rock factors’ generated from simple rock mass properties to describe the influence of the rock on the blasting outcome. In contrast, mechanistic models need explicit rock mass properties that require sophisticated laboratory measurements and detailed structural data if realistic outcomes are to be generated. The fragmentation modeller is caught between excessively simple rock mass descriptions for the empirical models and excessively complex data requirements for the mechanistic models.This paper briefly reviews the basis of a range of fragmentation models and the rock mass properties on which they rely. Shortcomings in the way that the mining industry tends to characterise the blasting properties of rock are discussed and some practical approaches are described to quantify these properties in both operating and greenfield mining environments. WMC has mined the Perseverance disseminated orebody exclusively by SLC (sublevel cave) methods. Deteriorating ground conditions in the vicinity of an orebody inflection forced a re-evaluation of future mining at Perseverance and a strategy to drop down below the inflection zone and recommence the cave was implemented. This strategy has led to increased production at higher grades, resulting in lower costs and better mill recoveries. This paper describes the evolution of mine planning, development, support and production strategies through the successful process of implementing the ædrop-downÆ and re-establishing the SLC.

The knowledge in the field has been reviewed by literature studies, and using experience from personal research in sublevel caving. There is a lot of material regarding gravity flow of fine grained materials in bins, but the theory of flow for these materials are normally not applicable for coarse blasted rock. This study was therefore concentrated towards coarse rock fragments created after blasting in orebodies. The goal for this study was to make a report of known knowledge, and identify what we have to learn more about. The Bergmark-Roos theory, which was a paradigm shift in the science of gravity flow, is today the best mathematical theory for calculation of the drawbody for a homogenous material or when we wish to simulate the mean drawbody for a large number of draws. The Bergmark-Roos theory must however be improved, so it can take into account the flow pipe effect. When this is done it will be possible to construct a 3D computer model for calculation of ore extraction versus amount of loaded ore and waste. It is also necessary to find the 3D shape of the flow cone to be able to calculate the 3D ore rest that normally develops on footwalls. Calculations should be done for the draw on several sublevels including determination of the ore losses and temporary ore rests. First when this computer model is developed optimisation of ore recovery and waste rock dilution can start for a given orebody. The author points out the importance for international co-operation and standardisation of methods for determination of material properties. More field tests and model blasting tests should also be done. When enough knowledge is gathered, a handbook of the optimisation of sublevel and block caving should be written.

German hard coal mining operations have decreased for more than 40 years. Current political decisions are leading to a discontinuation of subsidised black coal mining by the year 2018. This decision will, however, be reviewed once again in the year 2012. The enormous increases in productivity, which were achieved in previous years, have so far not led to an achievement of market requirements. Coal mining at depth of more than 1200 m in multiple seam environments is not yet competitive in global comparison. In 2008 the 24 faces left in eight mines produced about 20 million tonnes of usable steam coal. Management and the workforce will be reduced in parallel; from today until 2012 by more than half. The average age of personnel is increasing dramatically and nearly no new personnel are recruited. With this background in mind, increasing continuously coal mining productivity becomes more and more difficult. Above all, this goal was reached by mechanisation, then by increasing the mining machine power and then by enhanced machine control systems. The first attempts to automatically operate full face equipment from above ground were in the early 1980s. After successful automation of the face equipment, the emphasis is now on mine logistics. Autonomous monorail transport was introduced and tested in 2007. Since the development rate of machine improvements has its limits, the focus is on the full interaction of the total production system. Here information technology (IT) becomes important; the driver for more productivity. Actual developments aim for the complete and general homogeneous IT infrastructure both above ground as well as underground. The explosive environment needs high level investments in safe technology, eg access points for WLAN and fibre optics for underground use (ATEX certification). New technology availability also drives the enhancements of management and process control systems. Innovations in the mining industry often comprise technology advances through the adoption of well-known technologies. With virtual reality (VR) teaching and training systems advanced computational instruments, both in software and hardware development, were applied in the German coal mining industry for ten years. Widening lists of applications as well as the encouraging achievements show the economical benefits of investing in virtual reality technology both for teaching and training and for knowledge management. The paper discusses the actual technical achievements as well as in IT infrastructure utilisation and also in employment of virtual reality based systems. Special focus and deeper insight will be given to the fibre optics and WLAN hardware integration as well as software developments. The pocket personal computer (PC) is used to enhance underground material transport and data acquisition. The knowledge-based maintenance system (KBMS) integrates real-time virtual reality knowledge elements, such as repair process descriptions. It gives access to expert documentation by intelligent search algorithms and 3D representations of major mining machinery.

The iron ore mining industry is currently going through an adjustment from high to more moderate growth as China’s economy transitions from capital-intensive investment to a more services-oriented economy. We are now witnessing a renewed focus on productivity improvements and cost savings as planned expansions are completed. Despite the scale and importance that the mining industry plays in the global economy, innovation literature is generally more targeted at faster-moving industries with shorter innovation timeframes and lower capital requirements. To fill this gap, VCI set out to understand the state of innovation in the mining industry in 2014. This State of Play report aims to give an objective appraisal of the strengths and weaknesses of innovation in mining. The report has three sections covering both the structure and delivery of innovation in mining:Ecosystem – focused on understanding how the iron ore mining innovation ecosystem system works, including the roles of large and small miners, service companies, researchers and governments. Our recommendations focus on what is required for the system to work well and improve the level and quality of innovation in the industry.Strategy – how do companies define their innovation strategy in relation to their corporate strategy? How are these related to prevailing global and industry trends? How do they communicate this with their business? How successful are they? These are among the questions that this section attempts to answer. Our recommendations are pitched at the executive leadership of iron ore mining and service companies.Delivery – focused on how companies develop and deliver innovation, looking at the success of different structural options, leadership and culture, partnerships and the best approaches to change. Magnetite mineralisation within the South Middleback Range has been known since the early 1930s; however, it was not until 1989 that BHP (then owners of the Middleback Ranges mining leases) drilled 10 700 m of diamond core into what was then known as the Iron Duchess low-grade deposit. In 2002 a review of Iron Resources left in the Middleback Ranges and the identification of downstream processing benefits using magnetite as a primary feed source led to the commencement of an 18 000 m resource drilling program of the high-grade core of the Iron Duchess low-grade orebody (renamed the Iron Magnet deposit). This paper describes the geology, processes and procedures used since drilling recommenced in early 2003. The Iron Magnet deposit is located 53 km southwest of Whyalla in the South Middleback Range, South Australia. It is a Paleoproterozoic stratabound magnetite deposit that lies down-dip and lateral to the Iron Duke hematite deposit, hosted within the Lower Middleback Iron Formation of the Hutchison Group meta-sediments within the Cleve subdomain of the Gawler Craton. Magnetite bearing host units within the Lower Middleback Iron Formation can be divided into a æmixedÆ basal sequence, a lower iron carbonate unit, a middle iron talc unit and an upper iron silica unit, all units grading up sequence and laterally into one another. The magnetite mineralisation is hydrothermal in origin. The strongest consistent mineralisation coincides with the iron carbonate unit, and the hematite orebodies of the Iron Duke are interpreted to represent up-dip supergene enrichment of the same unit. The Iron Magnet occurs within a large-scale parasitic syncline-anticline pair on the west limb of a larger syncline. Major bounding north-south shear zones occur on the east and west sides of the deposit. Cross-cutting west-northwest, northwest, northeast and east-northeast trending faults displace mineralisation. The commencement of drilling in 2003 lead to the migration of geological and geochemical databases, re-logging and re-assaying of all old cores that intersected the deposit, updating of logging codes and procedures, and strict Qa/Qc procedures to ensure the study satisfied JORC standards. External consultants were used for auditing and bench marking. The strong geophysical responses of magnetite and the wealth of close spaced ground magnetic and gravity data already completed over the Middleback Ranges allowed for refining of drill hole targets for the drilling program. It also provided an indirect method for ascertaining magnetite grade and tonnage volumes.

The Australian mineral industry involves a diverse range of expertise and skills. Within that, the mining industry, representing mine planning, mine management and equipment operation, has capital intensive, high productivity equipment and a small but skilled workforce. Continuing education for all personnel in the workforce after formal school courses will be an important contribution towards improving competitiveness. The non-tertiary sector represents a significant proportion of the workforce and requires as much attention as the tertiary educated group. Competency Based Training is now being developed for the mining industry in Australia under the National Training Board and the mining industry is well represented in establishing standards and curriculum. TAFE is a major source of accredited courses but some mining companies are also developing internal courses not necessarily for external accreditation. Articulation of such accredited courses to tertiary mining engineering courses has been considered. The education and training of equipment operators through continuing education requires attention to operating skills, an understanding of the productivity factors under the direct influence of the operator and providing product quality to the customer. The education and training of mining engineers has been widely covered and continuing close involvement of the mining industry is required to ensure well balanced courses in technical and interpersonal skills as well as motivation to continue learning for life. Postgraduate research is a part of continuing education but the mining industry has to continually address the adequate recognition of post-graduate qualifications for the increased technical or management expertise and the development of better analytical and problem solving skills which can be directed towards improving competitiveness. More attention has to be paid to providing adequate financial incentives to attract suitable students, particularly after attaining some experience, and to address their professional career path with a company so they are not significantly disadvantaged by undertaking post-graduate studies. The Chartered Professional Engineer status as provided by The Institution of Engineers, Australia to qualified candidates is being considered by The Australasian Institute of Mining and Metallurgy as a further recognition of a member's specific expertise and competence in mining and metallurgical engineering. Continuing education plays a major part in the maintenance of the expertise and competence required for a professional engineer to develop and also to retain chartered status. Continuing education will be a significant part of the education and training of all the mining workforce towards improving the competitiveness of the mining industry. The major challenges will be the motivation of all towards lifelong learning and the integration of the various programs towards providing the opportunity for a steady and satisfying career progression.

Fimiston Open Pit is operated by Kalgoorlie Consolidated Gold Mines (KCGM) as a joint venture between Barrick Gold and Newmont Mining. Over 110 years of underground mining resulted in the development of nearly 3500 km of underground workings including backfilled and open stopes up to half a million tonnes in size. These voids significantly complicate blasting processes at KCGM, influencing blast movement direction and magnitude. Blast movement monitoring to improve mine reconciliations was identified as an improvement project in the business plan for the geology team in 2008. Following successful trials in 2008 to 2009, blast monitoring and translation of ore blocks were implemented as a permanent grade control program from late 2009 and is now part of the Management Operating System (MOS) of the mine. This paper presents a summary of results from the Blast Movement Monitoring (BMM®) data collected to date. Ore blocks at KCGM are translated primarily using BMM® data. This data is obtained from the BMM® system which measures the movement of a radio transmitter installed in a blast pattern from a preblast position to a post-blast position. The application of the data collected by the BMM® tends to be both mine site and blast specific. At KCGM, an average distance obtained from the BMM® data within a given shot is the primary method used for translation. In the case that BMM® data is unavailable, a theoretical movement vector established from Orica Shotplus with distances gained from the historical BMM® database is used. Data is presented in an ore loss and dilution exercise for a bench undertaken at KCGM to understand the potential effects on reconciliations. Improvements that have flowed from implementing blast monitoring include improved reconciliations when combined with other grade control improvement projects. The increase in liaison between the geology and blast personnel at KCGM has been a significant improvement gained from the implementation of the blast monitoring program. This has allowed a better understanding of blast movement and the effects on ore dilution and ore loss by the mine geology team. In addition, the discussion of blasting tie-in plans between geology and blasting personnel has been improved which leads to more favourable blasting practices that take ore movement into account.

Work practices involved in shaft construction can be aligned with current industry standard operating practices. However, the working environment during conventional shaft construction introduces unique conditions which can not always be overcome by hard engineering controls. To provide an improved working environment, future shaft diameters will generally be greater than has historically been the case for the Australian hard rock mining industry. This paper aims to explore both what can be constructed from the contractors perspective, and how does an owner extract maximum business efficiency from an asset that in many ways is likely to be larger, more complex and more expensive than initially envisaged.Newcrest Mining Limited, or an associated company, has constructed two major shafts over the last seven years. In both cases, Byrnecut Mining, or an associated company, was the contractor engaged for the shaft sinking activity. The first is the 1127 m deep, 7.0 m diameter production and intake airway at the Telfer Gold Mine, the second is a 295 m deep, 5.5 m diameter split shaft at the Gosowong Gold Project in Indonesia that was primarily designed as both an intake and exhaust airway. Importantly both shafts are designed to provide emergency egress from the respective underground operations.From an Australian shaft sinking perspective, the construction of these two shafts resulted in the following learnings: •constructability is of equal importance to desired functionality;•allow six months of interactive design between the owner/engineer/contractor/regulator to get it right;•shaft sinking and equipping are intimately entwined, therefore engineering of both needs to be complete prior to any activity commencing; and•the mobilisation of both equipment and experienced personnel to a new shaft sink takes up to eight months.Shaft sinking is not extinct in the Australian hard rock mining industry. But, if you are considering constructing a shaft, approach it as a long life asset, front end planning to a high level of detail is required to unlock its full value. Think – plan – think and remember it’s going to take 12 months to get from the whiteboard to firing the first cut.

This paper synthesises the findings of five studies undertaken by the CSIRO Wealth from Oceans Flagship in 2009-10. This research explores the concerns, expectations, and information needs of a range of stakeholders, (ie government, seafloor exploration and mining industry, other marine industries, environmental non-government organisations (NGOs), community members) in relation to the possible exploration and mining of minerals and aggregates from the seafloor, as well as the conditions for meaningful engagement with communities regarding seafloor exploration and mining (SEM) activities. The SEM industry has been described as the ‘next minerals frontier’, as incentives to explore and mine seafloor resources increase because of diminishing reserves of easily accessible onshore mineral and aggregate deposits. However, the conditions (if any) under which SEM would be acceptable to stakeholders (notably the public and regulators) have not been established. This work seeks to address this gap and ascertain the levels at which potential environmental and social impacts become unacceptable to those stakeholders. The research follows an earlier phase of studies undertaken in 2006 - 2008 that: identified the opportunities and barriers to the development of SEM in Australia, took the first step towards understanding the public and political contexts surrounding the industry, and mapped the positions of key stakeholders and captured their major issues and concerns. Together, these two phases of research confirm that environmental concerns dominate stakeholders’ responses to the idea of an expanded industry. However, the most recent phase of research has also found that, similar to current onshore scenarios, reservations due to environmental concerns do not completely outweigh social and economic objectives. This is provided stakeholders feel confident that there are systems in place (regulatory frameworks, watchdogs, independent research, and stakeholder consultation) to ensure that all interests are protected. When making decisions about the social acceptability of potential seafloor mining, stakeholders favour a precautionary approach, supported by rigorous scientific analysis of the potential environmental impacts, transparent and socially responsive management processes, and meaningful stakeholder engagement. This paper outlines the details of these findings, which may also be relevant to understanding the social acceptability or ‘social licence to operate’ for other future mining scenarios featuring a new approach or technology.

Iran has had an active mining sector for some 7000 years. Exceptional in terms of its mineral diversity, Iran produces 62 minerals, and is ranked among the world’s 15 most mineral-rich countries. Many people around the world know Iran as one of the major petroleum exporters. Oil and natural gas dominate Iran’s economy, and oil exports provide the principal source of income, contributing more than 80 per cent of foreign exchange earnings. Transformation of Iran from an oil exporter to an independent country to oil has been on the table for many years, even before the Islamic Revolution of 1979. Development of the Iran’s mineral industry is one of the major replacements for petroleum exports. In the last decade, Iran invested billion dollars in the mining and mineral industry sectors and to increase the added value, tried to export processed minerals instead of the raw materials. In accordance with the ‘20-year Perspective 2025’ that targeted by the Supreme Leader, Iran will be a country with the first rank in economy, science and technology in its region. The objectives over this perspective include briefly increasing annual production to 55 Mt of crude steel, 800 000 tonne of copper cathode, 1.5 Mt of aluminium, 200 Mt mineral products, 300 000 tonne of zinc and 5 000 kg of gold. These goals are achievable in normal circumstances, but concurrency of the 20-year Perspective 2025 with commencement of the UN Security Council sanctions against Iran, frustrated objectives of the perspective, at least the ones related to the mining and mineral industry sectors. This paper tries to elaborate the development programs and following challenges for the mining activities of Iran by 2025.

Definition and delineation of in-pit ore and waste material are the most significant tasks for an open pit production geologist; adding or destroying value in the mining value chain. Anglo American’s Mogalakwena Platinum mine, an open pit operation in South Africa moving 100 Mt/a, has recognised the value of improved material definition and is in the process of changing from blasthole to reverse circulation (RC) sampling for in-pit grade control. This is aimed at obtaining more representative samples, which are required to maximise ore recovery, minimise waste dilution and to increase the accuracy and confidence of production forecasts. Early in the project, it was realised that the key risks for implementing RC grade control were related to change management processes, rather than failure of technology. Recognising the importance of this issue, Mogalakwena chose an integrated implementation approach that incorporates all stakeholders of the mining cycle in order to develop a process that delivers maximum value and is sustainable within an active mining environment. The following core goals were addressed over five phases of project implementation: extensive definition and design of integrated project implementation, comprising: project buy-in and ownership from all key stakeholders, including survey, geology, mine planning, drill and blast, load and haul, maintenance, supply chain and finance; and detailed analysis of all potential issues and possible solutions, allocated to stakeholders as part of the scoping process; optimising hole patterns and drilling procedures, focusing on delivering maximum value for minimum cost using multiple scenario analysis from borehole data and operational sequencing requirements; and evaluation of lessons learnt during project implementation in order to optimise the technical solution and operational efficiencies. Although this project is not yet finalised, Mogalakwena Platinum Mine is already providing a blueprint for the effective development, implementation and optimisation of sustainable in-pit grade control RC drilling for other open pit mines within Anglo American plc.
