The acid rain legislation has passed into law. This new law has caused the power generation community to investigate alternative methods to obtain compliance with the new legislation. One thing all of the power companies have concluded is the answer is not easy. Do we switch fuels to burn all low sulfur compliance coal? Maybe possibly only partial desulfurization by means of a dry sorbent system? Or, finally, maybe a wet scrubber system? Whatever the choice, the power community needs to investigate all of the alternatives. In 1988, ICF Kaiser Engineers, Inc. (ICF KE) responded to a request by the U.S. Department of Energy for the engineering development of advanced physical fine coal cleaning. ICF KE responded and was awarded a contract to conduct a multi-task program to develop an advanced flotation system to eliminate pyritic sulfur and retain as much energy as possible. ICF KE assembled a team that included members of industry, academia, and industry research organizations to conduct this multi-task program. The program includes sixteen (16) tasks. This team had personnel to help solve some of the anticipated problems and to provide industry prospective on the viability and commercial potential for any concepts proposed. The primary team consists of a major coal producer, Babcock and Wilcox, Eimco Process Equipment Company, and Virginia Polytechnic Institute and State University.

The treatment of materials for the recovery of the precious metals imposes many processing and environmental challenges. Sunshine Mining and Refining Company has developed hydrometallurgical technology for recovery of values from refractory precious metal materials. At Sunshine, the industrial focus of these processes has been for the direct recovery of silver without cyanidation. However, recent work has indicated that these technologies can provide a means for treating complex, refractory gold concentrates. This will be the focus of this paper. The practice of pretreating ores and concentrates to make them more amenable to cyanidation is becoming more common. Several pretreatment options for sulfide concentrates containing gold include roasting, bio-leaching, direct pressure oxidation and nitrogen species catalyzed pressure oxidation. The industrial use of nitrogen species catalyzed pressure oxidation has been limited to the Sunshine refinery where its focus has been for the treatment of silver concentrates. Much of the reluctance, outside of Sunshine, to use this type of technology may be based on the perception that high costs are associated with using nitrogen species (e.g. nitric acid, sodium nitrite) to leach. Also, the use of nitrogen species catalyzed pressure oxidation on an industrial scale is unfamiliar to most metallurgical professionals. A summary of pressure leaching processes which utilize nitrogen species as a catalyst is presented in Tables 1 and 2.

"The reactivity of an enargite mineral electrode was investigated spectroelectrochemically under conditions typically found in alkaline sulfide leach solutions, with pH 11-13 and Na2S additions of 50 and 250 gL-1. A bulk enargite electrode was cycled between 0 and -1,000 mV for each set of solution conditions. Raman spectroscopy was used to determine and compare surface formations against species in mass-balanced EH-pH diagrams generated using STABCAL. Previously, it was determined that arsenic could be selectively leached under alkaline conditions at an average solution potential of -300mV, across the pH range 11-13. Operating under such conditions allowed for the selective leaching of arsenic with elemental sulfur formation. From several of the voltammograms obtained during this current testing, the formation of elemental sulfur appeared at increasingly reducing conditions with increasing sulfide concentration. At high concentrations, copper started to dissolve, possibly as a bisulfide complex, reducing the selectivity of the leach, unlike previous studies. However, the presence of the higher sulfide concentration is also anticipated to prevent passivation by consuming any surface formation of elemental sulfur. This study provides insight into the operating parameters of alkaline sulfide leaching in regards to the selectivity of arsenic leaching, as well as guidance for control of reagents and solution potential and, of course, the need for water treatment afterwards.IntroductionEnvironmental limitations on the pyrometallurgical processing of arsenic-bearing concentrates have forced operations to consider other solutions. Attempts to hydrometallurgically process enargite (Cu3AsS4) fall into two categories: the co-dissolution of arsenic and copper under acidic conditions, and the selective leaching of arsenic under basic conditions. The authors believe that the selective leaching of arsenic is more amenable because it produces a solid copper phase, preferably chalcocite (Cu2S) or covellite (CuS) that could then be processed using conventional methods already in place in the copper and gold industries. Potential leaching methods include alkaline sulfide leaching (Achimovicovica et al., 1999; Anderson and Twidwell, 2008a,b; Tongamp et al., 2009 and 2010), hypochlorite leaching (Vinals et al., 2003; Curreli et al., 2005; Mihaljovic et al., 2007), ammoniacal leaching (Gajam and Raghavan, 1983), and acid leaching (Gow et al., 2014b) with or without fine grinding to mechanically activate the enargite surface and increase normally slow leach reaction kinetics (Achimovicova et al., 1999; Balaz et al., 2000; Balaz and Achimovicova, 2006). The National Institute for Occupational Safety and Health has observed that many control rooms and operator compartments in the U.S. mining industry do not have filtration systems capable of maintaining low dust concentrations in these areas. In this study at a mineral processing plant, to reduce respirable dust concentrations in a control room that had no cleaning system for intake air, a filtration and pressurization system originally designed for enclosed cabs was modified and installed. This system was composed of two filtering units: one to filter outside air and one to filter and recirculate the air inside the control room. Eighty-seven percent of submicrometer particles were reduced by the system under static conditions. This means that greater than 87 percent of respirable dust particles should be reduced as the particle-size distribution of respirable dust particles is greater than that of submicrometer particles, and filtration systems usually are more efficient in capturing the larger particles. A positive pressure near 0.02 inches of water gauge was produced, which is an important component of an effective system and minimizes the entry of particles, such as dust, into the room. The intake airflow was around 118 cfm, greater than the airflow suggested by the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) for acceptable indoor air quality. After one year, the loading of the filter caused the airflow to decrease to 80 cfm, which still produces acceptable indoor air quality. Due to the loading of the filters, the reduction efficiency for submicrometer particles under static conditions increased to 94 percent from 87 percent.

During a period of six months in FY2018, a series of trials were conducted to compare drilling accuracy using two different methodologies and the subsequent impact this had on ore dilution. Testing was conducted at Cracow underground gold mine in Queensland, Australia. The drill rig’s existing alignment process was compared to a new technology system with the following observations: - Using the existing alignment process only 20% of holes surveyed recorded toe points within the +/-300mm (11.8in) tolerance blast-hole deviation. - The new technology was proven to limit rig alignment error, reducing average blast-hole deviation and increasing the number of holes drilled within tolerance by 160%. The increased accuracy reduced stope dilution by reducing over-break of subgrade ore: - Stopes drilled using the new technology recorded 62.6% less average dilution. - This contributed to an overall reduction in dilution for the full year (FY18) of 5 percentage points compared to FY17 - from 22% to 17% (a net decrease of 22.7%). A cost-benefit analysis extrapolated from the trials stipulates that if the new technology were in use for a full 12 months, when applied to FY17 full year data, a 10 percentage point reduction in dilution would represent a net 45.4% decrease, and would result in AUD8.2M (USD5.9) additional ore recovered, with AUD4.5M (USD3.2M) less spent on wasted cost of haulage and processing of diluted ore. As a result, return per tonne would increase 22%, from AUD87 (USD63) to AUD106 (USD77.1). INTRODUCTION Dilution – planned and unplanned – remains a significant cost impairment in the mining process. A series of trials were held over a six-month period in FY18 which established the cost-benefit of new technology as it applies to the alignment accuracy of production drilling rigs in underground mining, thus confirming its ability to limit drilling as one of the causes of dilution. The trials identified three underlying factors affecting drilling accuracy, measurable by blast-hole deviation surveys of planned vs actual toe data. These were; rig alignment error, collar location change/error, and in-hole deviation. The trials involved a comparison of existing rig setup processes and technology, with the new technology (Minnovare’s Production Optimiser system). The trials were undertaken in the same environment; an operating underground gold mine - Cracow Gold Mine. The comparison first revealed the extent to which rig alignment impacts blast-hole deviation. Secondly, the new technology was proven to limit rig alignment error, thereby reducing average blast-hole deviation and increasing the number of holes drilled within tolerance by 160%.

The Kivcet process is technologically the most advanced of the new lead smelting processes which have been developed over the past decade construction of the first commercial scale Kivcet lead smelter which has been designed by KHD Humboldt Wedag for Sociedad Complejo Metalurgico de Karachipampa is at present nearing completion in Bolivia. Some of the measures taken to minimise emission of harmful elements as well as methods employed to minimise energy consumption in the design of the smelter, are presented. Results of recent testwork which have added to the flexibility of the process are summarised.

Face and pillar bursts, bumps and bounces are violent failures that occur in underground coal mines in response to a complicated interplay of face and pillar geometry, seam depth, coal strength and moduli and interactions between roof, seam and floor strata. Additional complications arise from the presence of gas, mainly methane, and associated pressure and flow that vary with time and are further influenced by the rate of face advance. Numerical models provide a means of quantitatively accounting for the various complications of mining geometry, the stratigraphic column, mechanical properties, gas flow properties and associated interactions. A fully coupled hydromechanical finiteelement code, utAH4, serves the purpose well and allows study of the important interaction between stress concentration and gas pressure in determining safety and stability of the face during the advance of a longwall panel in a deep underground coal mine in central Utah. Face advance is relatively fast compared with gas flow and depressurization in coal seams of low gas permeability. Consequently, gas pressure is high at the face. When a longwall is stationary, depressurization occurs at the face, so effective stress and strength increase. thus, when gas flow at the face is high and requires a pause in face advance to bring gas concentration to an acceptable level, a second benefit occurs because of timely depressurization. However, quantitative analysis of a deep coal mine shows that regardless of gas pressure, high stress concentration is more likely to pose a threat to face and pillar wall stability.

American Girl Mine is located in the Cargo Muchacho Mountains in the southeastern Imperial Valley of Southern California. Production from the current open pit mine and heap leach recovery system began in early 1989. Previous mining and gold recovery took place commencing in 1987 at the Padre Madre site, situated adjacent to the American Girl site to the southwest. In mid-1990, a 790-tonne-per-day underground gold mine and mill went into production. Approximately 6,500 troy ounces of gold per month are recovered from the combined open pit underground mine operation. Copper in the form of Azurite [Cu3(CO3)2(OH)2] and Malachite [Cu2CO3(OH)2] are abundant in the mined ores (Henshaw, 1942). The high solubility of these minerals in caustic cyanide solutions has a negative impact on carbon adsorption and electrowin processes. This paper presents the results of monitoring programs, process chemistry, and control changes introduced at American Girl Mine to abate production complications in the refinery and measures taken to minimize solution gold losses in the adsorption circuit(s).

Results of a long-term program of electrical parameter measurement in under-ground coal mine working sections, performed by The Pennsylvania State University under U. S. Bureau of Mines sponsorship, are utilized as the basis for an analysis of the electrical energy requirements during operation. A model section is hypothesized, developed from the average or most representative characteristics as determined from tabulations of the measurements. Performance factors of the model section's machine complement are then analyzed, particularly with regard to the energy required per ton of raw coal cut and delivered from the section. Results are given in kilowatt-hours per ton.

"INTRODUCTION In 1990, the uranium production of SDAG Wismut in East Germany was stopped. 45 years of inconsiderate destructive exploitation had scarred both landscape and nature. With the “Wismut law” which came into force in December 1991, the Federal Republic took responsibility of the remediation of the legacies from former uranium ore mining and milling in Saxony and Thuringia. A unique opportunity turned out in order to remove environmental damage, to enhance the life quality of the local population, to shape new landscapes and to advance the economic restart. (1) The results of nearly 25 years of remediation activity are evidence that this opportunity was used at all former SDAG (Sowjetisch-Deutsche Aktien-gesellschaft) Wismut sites. The reference project “Wismut“ has evolved into a joint project of all parties involved and radiates beyond the affected regions. This is particularly reflected by the Know-how transfer starting from Wismut and the increasing activities for third parties abroad.WATER MANAGEMENT AT WISMUT REHABILITATION Within the Wismut project, water management and conventional technical water treatment are by far the most cost-intensive long-term tasks of the remediation programme. Over the medium term, there is no viable alternative to the operation of active systems to catch and treat contaminated mine waters at the Ronneburg, Schlema, Königstein, Pöhla, Seelingstädt and Helmsdorf sites. Based on the status quo, this paper outlines the key issues of the Wismut GmbH water management strategy over the medium and long term. It is focused primarily on achieving protection goals for potentially impacted water bodies in the surroundings of Wismut sites and on optimising associated remediation expenditures as well as on creating the prerequisites for achieving low post-remedial care and maintenance or walk-away system status over the long term. (2) The applied mining practices during the active SDAG Wismut period have not been up to the high standards of modern mining operations and their requirement to leave former production premises and deposited residues in a condition that was not only physically but also chemically stable. Rather the emission of mine and seepage waters laden with high acidity, metal and salt content is a frequent corollary and difficult legacy of historic mining and processing operations (4, 5). As a consequence, the control or mitigation, respectively, of environmental impacts associated with contaminated mine waters ties up enormous public resources worldwide (6, 7)."

The mechanical models for the two types of floor heaves are developed. The floor heave can be predicted by the developed mechanical models and the control measures are recommended.

Since World War II, when off-track mining became popular, mining machinery has undergone much change. However, the change has been basically to make the machines more powerful, more productive and more reliable. Little change has been made, in this period, in the basic mining system. While steady improvement was made in productivity until the passage of the new Federal Coal Mine Health & Safety Act, I believe that the cost Co benefit ratio of further improvement from this basic approach of improving the existing extractive tool is not as promising as I believe may be obtained from a new approach. Consequently, six years ago Conoco and Consol undertook a comprehensive long-range R&D program to see if improvements of a more basic nature could be made in underground mining. We concluded early in our program that while many things currently limit the rate of production such as the rate at which roof can be supported, time needed to advance ventilation systems, time required to clean up and rock dust, time required to maintain and service equipment as well as time lost due to haulage deficiencies, that the key to improvement was a truly flexible continuous high capacity haulage. With face equipment in use today, mining rates can be increased with such a haulage system where the ability to support the roof exceeds the ability of conventional haulage equipment to remove the coal. More importantly, if we could develop such a system, it would set the stage for development of far more sophisticated methods of mining at the face than exist today, and as new and more dependable mining machines and methods are developed, continuous transportation will enable the gains envisaged in production to be realized.

"These studies address the relationship between mill media sizing and its grinding efficiency. Starting with the results from a review of the literature, the issues of initial media sizing for a new ball milling circuit, and then optimal media sizing for an existing milling operation, were studied. The Functional Performance parameters “Mill Grinding Efficiency” and cumulative “Mill Grinding Rates” from both plant and test-scale equipment were used, and provide valuable new insight into this topic. A plant media sizing diagnostic tool is presented, as are newly developed testing equipment and evaluation methods, and recent case studies. REVIEW OF MEDIA SIZING LITERATURE For a plant metallurgist to answer the question “How can I maximize plant profit by manipulating this grinding circuit variable?” she must know what effect the variable has on grinding circuit efficiency. Despite the significant cost of grinding media and its potential effect on production capacity, the ‘best’ media sizing remains ill-defined for any given ball mill circuit in the industry today. The underlying reasons for this will be discussed. But the importance of this issue drove Metcom and its industrial partners to take on the challenge of how to engineer the ball charge for an existing grinding circuit. In the absence of any proven method, the first step was a review of the literature. Sponsored by Cleveland-Cliffs, Inc., a broad review of the literature was undertaken, producing “The Effect of Media Sizing on Ball Milling Efficiency” (McIvor, 1997). Among hundreds of publications that were reviewed that discuss the topics of media sizing or wear, forty-five were studied in detail. These were grouped into: plant experiences; laboratory and pilot plant investigations; media wear studies; population balance modeling studies; and general papers on ball milling which included the topic of media sizing. The reader is encouraged to refer to that review. The findings remain unchanged, although some relevant papers have been written since (e.g. Staples et al, 1997; Banasi et al, 1999; Orford et al, 2006; LaMarsh, 2015). Our paper attempts to give a very generalized view of the subject for a few metals, points to a few potential, but generally overlooked sources of these metals, and offers conclusions based on our studies.

Unfortunately, the term "control" has a negative connotation in the minds of many of our operating plant personnel. Whereas the opposite is true of those associated with research and technical centers in our industry. The magnitude of this difference in opinion and actual experience has often proved to be a major factor influencing the success or failure of process control applications. Through the years, many plant people have endured a number of unsuccessful attempts by "outside" people to "optimize" their plants; and these experiences have proved to have had quite a callousing effect on them. On the other hand, in many plants, successful process control efforts have made firm allies of the operating personnel, and have increased the number of metallurgical people who are well qualified and experienced in process control. The instrumentation industry, computer industry, and the mining industry's ability to quantify what is really happening in our processes have grown and developed rapidly since the first control efforts were made in the 1930's (1). Because of this-,: new control opportunities are becoming increasingly more feasible and older well established ones are becoming even more practical and necessary with regard to the economic s of our industry.

To facilitate effective land reclamation and comply with existing state regulations, surface coal mine operators have in recent years adopted new mining techniques and equipment utilization for steep-terrain mining. In contrast to direct spoiling with draglines or shovels, these new mining methods require some form of overburden haulage from the excavation face to the point of reclamation. Although current mining methodologies such as Block-Cut, Modified Block-Cut, and Mountaintop Removal with Head-of-Hollow Fills have proven effective in achieving reclamation objectives, some production problems have resulted from pit congestion and excessive equipment delays. Recognizing this problem, the United States Bureau of Mines contracted Skelly and Loy to design innovative mining concepts utilizing conveyor haulage in place of trucks, loaders, dozers and scrapers. Project objectives required definition of current bottlenecks and development of mining systems to: alleviate bottlenecks; increase production potential; facilitate additional resource recovery; enhance reclamation; reduce safety hazards; and improve mining economics. Successful completion of project goals within a four year program involves systematic implementation of the following separate work phases: 1) Develop Concepts for Block-Cut Mining Systems; 2) Determine the Economic and Technical Feasibility of Concepts; 3) Prepare Detailed Design and Specifications of Concepts; and 4) Prepare Specifications for Conducting Field Tests of the Most Promising Concepts. At the time of this publication, Phases 1 and 2 are finalized with Phase 3 efforts well underway.

The earliest recorded history in the use of belt conveyors in the United States is in O. Evans' "Miller's Guide" published in Philadelphia in 1795. Evans defines a conveyor as a "broad endless strap of thin pliant leather or canvas revolving over two pulleys in a case or trough." (Ref. 1) In this definition, pulleys are being used in a bulk material belt conveyor application. Pulleys used in belt drives can trace their origin back to 1200 A.D. In fact, Engineers had considerable experience designing them into drives transmitting greater horsepower than those used in the early belt conveyors. In belt conveyor application, a pulley's purpose is primarily three-fold, 1) support the belt in directional changes, as designed in the conveyor, 2) transmit driving power to the belt, and 3) guide or train the belt. There are various types of pulleys used in belt conveyor systems and these are thoroughly covered in "Belt Conveyors For Bulk Materials" prepared by CEMA, 1966. For our discussion, however, the most common used in belt conveyors are drive pulleys, snub pulleys, head pulleys, tail pulleys, takeup pulleys and bend pulleys. The drive pulley imparts the driving force to the belt and may be located at the head or discharge end of the conveyor, in return strand, or at the tailor loading end of the conveyor. "1. INTRODUCTION AND MOTIVATION Traditionally design processes are focussed at creating new tunnels for lowest building cost. But the trend towards sustainable constructions in tunnelling has greatly increased in recent years. A critical subtask of this approach is to realize the potential for optimizing and reducing the life-cycle costs (LCC) of tunnels and their components. To evaluate underground infrastructure projects from an economic point of view is therefore a highly topical subject of public authorities as well as private companies participating in Public Private Partnerships (PPP) projects. Nowadays, in the case of public works contracts, the contracting authorities shall draw up rules not only for the design but also for life-cycle costing. Within the scope of the decision-making process of building a new tunnel, planning the maintenance activities or the refurbishment of a tunnel in operation, the decision-makers need detailed knowledge about the current and future financial conditions of the planned projects and selected sub-measures. But in practice, the initial costs still represent the primary decision criterion in the planning phase, whereas the subsequent or follow-up costs, respectively, are only estimated roughly. Although tunnels are the key components and the most costly parts of the transport infrastructure, only a small number of scientific papers deal explicitly with the calculation of life-cycle costs for underground infrastructure. And in these cases, most authors use as the starting point only the basic form of the Net Present Value method which is known as the frequently applied life-cycle costing technique in building construction. The present study explains the strategic concept of life-cycle costing and its fundamental instruments for operational implementation. It shows the necessity to take into consideration that there are fundamental methodical problems when the life-cycle concept is transposed without modifications from building construction to civil engineering. The paper will discuss in detail some selected associated problems with the net present value method. On the basis of operational and safety related tunnel equipment it is shown, what impact this may have on principle determining the LCC of tunnels. Selected best-practices of maintenance planning for tunnels undertaken by the German Ministry of Transport fill the theoretical approach of the concept with life and give a practical orientation. In particular government authorities but also construction companies are interested parties in modern cost management considerations. The reason for this development is the replacement of aged excisting structures and the advancement of technical standards. The increase in the total numbers of tunnels (Fig. 1) as well as the need for future re-investments in existing tunnels show the overall economic impact and justify the change towards the life-cycle perspective."

Fine screening, as discussed in this paper, pertains to the use of the Rapifine DSM Screen to make a 65 to 325-mesh separation at production tonnages. The greatest number of Rapifine Screen installations are in magnetic taconite plants where the unusual relationship between the grinding mill, cyclone classifier, magnetic separators, and fine screens makes the Rapifine Screen application unique. Since the initial fine screening installation on magnetite in 1961, (1) additional installations and further testwork have contributed to the fund of information which is the basis of this paper. The addition of fine screens to the grinding-classifying circuit of a magnetic taconite plant creates a change that effects all components of the circuit. Pine screens in a non-magnetic plant have also been investigated, but here the benefits have not' been as clearly defined. Screens classify according to the particle size. Hydrocyclones classify by a combination of particle size and particle weight. The change in the type of classification minimizes overgrinding of the mineral. The resultant savings in grinding power can be used to increase the throughput, upgrade the product, or increase recovery.

"One of the most important environmental issues associated with contemporary openpit mining is the closure of mine pit lakes, and the perpetual legacy these lakes can potentially generate. Ideally, successful pit lake closure includes the following:• The water quality within the pit lake, plus surface water and ground water discharging from the pit lake, meets premining or other acceptable water quality conditions of the receiving environment. • The termination of all active treatment processes.• The return of the pit lake to the government for long-term care and maintenance.• The release of the mining company from all future liabilities associated with the pit lake.• The return of the environmental bond to the mining company.• The reuse of the pit lake for some post-closure, beneficial purpose.The achievement of these goals is known as walk away pit lake closure.Peer-reviewed publications of successful walk away, pit lake closure provide mining companies with the ability to address public concerns regarding the safety of pit lakes which commonly occur during the permitting, operations, and closure phases of mining. To date, most published work on walk away, pit lake closure work has occurred in the coal mining sector in Germany and Australia (McCullough et al., 2009; Jones and McCullough, 2011; Kumar et al., 2013; Schultz et al., 2013). In North America, examples of walk away, pit lake closure are not widely discussed in the literature despite there being excellent examples from the coal mining sector in Alberta, Canada (e.g. Pleasure Island, Black Diamond, East Pit, Sphynx, Robb, Lovette, Siltstone and Sterling), and from the iron mining sector in Minnesota in the United States (e.g. Portsmouth Lake, see MNDNR, 2018). Although seldom included in discussions of pit lakes from the metal and coal mining sectors, the aggregate and fabricated-stone mining sectors also produce pit lakes, and there are numerous examples throughout North America where these pit lakes have been successfully closed and transformed into post-mining resources (Vandenberg, 2018; Crossman, 2019). The difficulty of finding these good examples in the literature makes it challenging for companies to respond to public and regulatory questions regarding pit lake closure and reuse. As such, there is a pressing need to document the motivations and approaches used in examples of successful, walk away, pit lake closure in North America so that the mining industry, at large, can learn from these examples and can better address public concerns."
