Several research groups have spent considerable time investigating coarse ore leaching. Coarse ore leaching includes both heap and dump leaching. The term "heap leaching" will be used in this paper to mean any type of coarse ore leaching. The results of their work are generally in agreement: the progress of leaching can be described by the shrinking core model and its associated mathematics. The shrinking core model is schematically represented in Figure 1. The particle is contacted by the leach solution on its outside surface and the solution migrates inward by filling the pores on the particle. As the solution filling the pores comes in contact with grains of ore mineral the reagent chemically reacts with the ore mineral to solubilize the contained metal. The solubilized metal diffuses outward to the particle surface and is washed away by the leach solution flowing past the particle. The leaching reagent in the particle interior is replenished by the diffusion of reagent from the surface of the particle to the interior of the particle. If the chemical reaction between the leaching reagent and the ore mineral is relatively fast compared to the diffusion rate of the reagent in the solution in the pores of the particle then leaching proceeds from the outside of the particle inward resulting in a "shrinking core" of unreacted ore surrounded by a "leached shell". The rate controlling step in the reaction can initially be a chemical reaction between the reagent and the ore mineral grain, however, once the reaction has proceeded a short period of time diffusion of the leaching reagent through the leached shell will be the slow step and hence the rate controlling step in the production of metal from an ore particle.

A conventional mechanical anchor bolt consists of a smooth bar threaded at the anchor end, with a conical wedge, and a mechanical shell anchor. When the smooth bar is torqued, the conical wedge pushes the shell anchor against the borehole wall. Coal mines use mechanical bolts in addition to other types of bolts to control the deformation and stabilize the yielded coal ribs. Limited research has been conducted to understand how a mechanical anchor performs in a coal rib. Researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted the study described in this paper to define the loading characteristics of mechanical bolts (stiffness and capacity) installed in coal ribs at five underground coal mines. Standard pull-out tests were performed in this study to define the loading characteristics of a mechanical rib bolt. Based on the strength of the coal seam and the conditions of the coal mines, the bolts were installed at different amounts of torque. A typical tri-linear load-deformation response was obtained from these tests. It was found that the anchorage capacity depends on the coal strength, and the anchorage stiffness depends on the installation torque. The outcome of this research provides essential data for rib support design. INTRODUCTION Rib falls are a serious hazard in underground coal mines. In the last 10 years, rib failures have resulted in 17 fatalities, representing 52% of the ground-fall fatalities in underground coal mines in the United States (MSHA, 2018). Although resin bolts has been used increasingly in the last few years to control coal ribs, mechanical bolting (mainly expansion-shell bolts) is still used in many underground coal mines. Recently, NIOSH researchers surveyed 90 sites in 14 underground coal mines in the Eastern United States and found that 79% of the mines determine their rib support requirement based on the depth, mining height, and the loading conditions, of which 35% use the conventional mechanical bolts. Conventional mechanical bolts are preferable for rib support because they do not require the miners to be too close to the rib during rib bolting. Hence, using the conventional mechanical rib bolts can reduce the risk of injuries and fatalities during the installation process. The mechanical bolt or the point-anchored bolt is the oldest type of rock bolt that is still in use today. The point-anchored bolt is a tensioned bolt anchored down the hole with a mechanical expansion shell or a grouted medium (Peng and Tang, 1984). Figure 1 shows the components of the mechanical anchor bolt. The mechanical anchor bolt consists of a plug, a shell anchor, a headed smooth bar with the top end threaded, a bearing plate, a hardened washer, and sometimes a friction-reducing washer. The shell anchor can be either standard or bail type. The shell of the standard type is held in place by a nut, while the bail anchor uses a strap to hold the shell in place (Peng, 2008). The diameter of the smooth bar is generally 5/8 in for the #5 bolt or 6/8 in for the #6 bolt. The diameter of the hole that the bolt is inserted into must be carefully controlled since an oversized hole can result in poor anchorage (Moss, 1971). The anchorage is obtained by applying torque to the bolt head, which in turn pulls the wedge down in the shell and expands the serrated leaves against the sides of the hole-wall. In the resin-grouted anchor, the resin replaces the mechanical expansion shell at the end of the hole. The anchorage is achieved by bonding between the resin, bolt, and the hole-wall.

"INTRODUCTION Mine Ventilation has come a long way over the years. The main purpose of mine ventilation is to keep conditions in the mine safe for the worker so that the mine will be productive and profitable. Technological developments to the mine ventilation system itself and the development of mining techniques have helped improve the safety and productivity of the miners and the mine. Most of the developments to mine ventilation and to safety devices came as the result of serious mining disasters. Another effect of those mining disasters, especially in the late 19th century and after, was legislation to set specific safety standards for mines, especially in the underground coal mines. This paper will focus on the connection between mines disasters and the mine safety legislations promulgated because of those disasters. A BRIEF HISTORY OF MINE SAFETY LEGISLATION Mine legislation has a long history in the U.S. dating back well in the 1800’s. However, mine safety legislation is considerably newer. In 1891, the U.S. Congress passed the very first version of mine safety legislations setting up minimum safety standards. By today’s standards, the 1891 legislation was incredibly basic (7). It took a series of horrific mining disasters for Congress to take action a second time. In 1910, Congress established the Bureau of mines. The role of Bureau developed and changed over next 60 years. In 1995, Congress voted to disband it (27). Initially the Bureau was only charged with investigating and coming up with ways to reduce accidents in coal mines. It was not until 1941, when Congress formally allowed Bureau of Mines’ Inspectors into the mines. In 1947, the Congress enacted and adopted a set of federal safety regulations for the inspectors to follow (1). Finally, in 1952 Congress granted the Bureau of Mines the authority to inspect the mines and to issue citations and/or orders of withdrawals. This act was known as the 1952 Coal Act and the penalties were limited to civil penalties. It would take a couple more iterations of mine safety legislation for monetary and criminal penalties to be introduced (10). Up until 1966, mine safety legislation was directed primarily at underground coal mines and surface coal mines. Congress passed the Federal Metal and Nonmetallic Mine Safety Act of 1966, thus providing a set of standards for all mines to follow (1). The 1952 Coal Act was amended again to be the Federal Coal Mine Health and Safety Act of 1969. This amendment was the beginning of modern mine safety legislation (13). In 1973, Congress created what can be considered the first ‘version’ of the modern day MSHA (Mine Safety and Health Administration). The initial version was the Mining Enforcement and Safety Administrations or MESA. Congress created MESA to act as the enforcement agency, relieving the Bureau of Mines of that responsibility so they could focus on their initial purpose, the development of countries natural resources (14). As mining industry grew, mine safety and health became a greater concern and priority. More efforts were put in legislating the industry. The Federal Mine Safety and Health Act of 1977 provided the platform for today’s mine safety and health legislation. Under the Federal Mine Safety and Health Act of 1977, also known as the Mine Act, MSHA came into being (1)."

This paper gives a brief overview of impacts of coal blending on coal-fired power plants performance and discuses the preliminary results of an on-going study aimed at evaluating the effect of coal properties on the effectiveness, compatibility and thermal reactivity of coal blends. Plant survey studies reported no significant impacts on an existing plant designed for a high rank coal when switched to a blend of low-and high-rank coal. However, slight modification of some aspects (handling, fuel storage/stockpile, transportation, preparation, and general housekeeping) of plant design and operation may be necessary. The preliminary results of an on-going study at the Mineral Industry Research Laboratory shows that more compatible and better blends could be made from coals where ranks are closer than from those where ranks are far apart.

Although many notable scientific investigations relating to roof control have been made, roof control still must be considered one of the more baffling problems confronting the miner. Each year contributions are made to our understanding and techniques in dealing with various single phases of the overall problem, however, an equation considering all the variables involved in roof control, if formulated, would indeed be hopelessly complex. Among the factors to be considered is first, gravity which is always acting but which is sometimes less of a problem than lateral forces. There are lateral forces due to expansion, resulting from the weight of overlying rock; to these must be added lateral stresses of orogenic or tectonic orgin, which may be enormous. Stresses due to plastic flow of beds, water pressure, gas pressure, expansion due to absorption of water, faults, joints, fractures, pot heads, and the like may complicate the solution. Therefore, we must base decisions on roof control, and roof bolting in particular, largely on experience, and far too often on few "knowns" and many "unknowns", The development of "in situ" roof trusses may prove of benefit because, they unlike roof bolting, promise positive calculable roof support. These trusses require installation of steel tensioned rods in the roof, which rods are arranged to produce a stress pattern similar to a bridge truss, the roof rock acting to transmit the compression forces. The simplest form of truss (see figure 1) consists merely of two steel rods anchored at the back of holes drilled at an angle of approximately 45° over the pillars, collared near the the middle of the room, the lower ends of the rods being connected together by tierods and turnbuckles. Used in this way, a 3/4" diameter rod can offer greater support than a 10" x 5-3/4" wide flange steel beam. By tightening the turnbuckle, uplist on the roof can be produced,, the downward reaction being transmitted to the pillars by the rods. This simplest form of truss has been used in rooms up to 24' in width. Trusses of four panels, that is, consisting of a truss within a truss, as shown in figure 2, have been used successfully in rooms 30' wide. (figs 2 & 3) It appears a 6 panel truss could be used in a 40, wide room.

The mining industry has made strides in planning for operations to be safe for the workforce and public, to protect the natural environment, and to maximize value for shareholders. However, many of the techniques used to accomplish these goals are based on estimated models of mineral content, production efficiency, and economic performance. The industry has begun to recognize the need for understanding the uncertainty in these models, how it affects their decisions, and what the potential impacts are for each project. The challenge has become how technical professionals can effectively communicate the impact of this uncertainty and its importance to both technical and non-technical audiences. This paper presents mining engineers (and other technical professionals) with traditional and modern principles of data visualization and technical communication that can assist with communicating the effects of uncertainty in the mine planning process.

A review of published literature reveals case histories whereby the entire periphery of a coal pillar has “burst” out as a single event during first workings, the associated energy and material release causing significant damage to adjacent roadways and any equipment/infrastructure located within said roadways. Such events are distinct from coal burst events during first workings such as that at the Austar Mine in 2014, or those linked to overburden bumps related to either horizontal stress-driven slip along major faults and/or thick, massive strata units in the overburden or floor of the coal seam.

The ability to target, delineate, excavate, and produce local resources is essential to the establishment of man's long-term presence in space. Many procedures and equipment utilized to mine resources here on Earth may be directly applicable on the lunar surface, while others may need extensive redefinition and development. This paper compares, for a lunar base, the alternative of burrowing into and below the lunar surface with that of surface mining. A conceptual underground mechanical excavator is presented.

Steel props are a type of standing support utilized in coal mines to support mine roof. In addition to the vertical roof loading, sometimes the steel props are subjected to lateral loading of spalled ribs. To enhance the safety of mine workers, the performance characteristics of the steel prop was studied under different scenarios of vertical and lateral loadings. Quik Stik props were used for use in this study. A uniaxial compression loading test was conducted for the Quik Stik prop assembly (inner and outer tubes, ball bearings, collar) to investigate the loading mechanism of the prop. Rupture tests were conducted for the inner and outer steel tubes of the Quik Stik props to estimate the yielding strength of the steel tubes. Nine Quik Stik props of 8-ft high were tested using the Mine Roof Simulator (MRS) at the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh research facility. Three props were tested under vertical loading to measure the vertical loading capacity of the props. Six props were tested under lateral loadings with low and high roof-to-floor convergences to measure the lateral loading capacity and the retained vertical loading capacity of the props during lateral loading. Vertical loading tests showed that the tested props could be classified as yieldable supports with a stable load capacity of about 110 kips to 140 kips. Lateral loading tests showed that the vertical load capacities of the tested props were diminished because of applying lateral loads, and the props behaved as nonyielding supports with a maximum lateral load capacity of about 8.5 kips to 9.5 kips at stable lateral displacement up to 3 inches.

Aggregate producers nationwide well recognize the numerous problems often faced in securing local approval to open and operate new gravel pits and rock quarries. Similar problems are faced in Colorado, but this region also presents certain political, social, and geological complexities that have become particularly troublesome in the last 10 years. The gravity of the local permitting dilemma can be related directly to the worsening supply-demand imbalance for aggregates in the state's most populated area, the Front Range urban corridor, particularly the Denver metropolitan area. The drive to develop crushed-rock reserves to supplement dwindling alluvial supplies and to meet increasing regional growth demands was somewhat predictable but perhaps more a "last resort" alternative forced onto producers by a hesitant and often apathetic government.

The Sales Comparison Approach to estimating the value of a mineral property must always be attempted1 . In addition to other parameters, the approach depends heavily on the availability of transaction data. The consideration for the mineral property must be in form of cash, cash equivalent or other consideration. In other words, “What dollar amount did the property sell for?” Mineral properties are generally real estate, albeit frequently buried deeply under the overlying surface real estate, unless the property may be a quarry. In some states, transactions must be recorded in county courthouses, and the sale consideration must be included. In such cases, the appraiser’s job is made easy. In other locations, the sale considerations are withheld in the courthouse data; but occasionally a local transfer tax is collected and recorded. Again, the appraiser’s job is made easy by back calculation with knowledge of the legislated transfer tax percentage. The worst problem occurs when the consideration for a mineral real estate sale is totally withheld. That may occur in so-called nondisclosure states. To investigate how deformation failure occurs in roadways surrounding rock, the relationship between cohesion and plastic shear strain of the strain softening model and the equation for calculating the shear strain of a rock mass in the ultimate elastic state are derived. On this basis, the equality relationship between the built-in maximum shear strain increment and cohesion of FLAC 3D was established to give a more intuitive picture of how the cohesion of the roadway surrounding rock changes. The cohesion attenuation and deformation of the surrounding rock are analysed. The results show that significant deformation in the roadway surrounding rock was caused primarily by the development of large areas of highly softened plastic rock masses towards residual strength. Taking the floor overhead-mining roadway under different rock pillar thicknesses (RPTs) in the Xinglongzhuang Coal Mine as an example, the results demonstrate that investigating the cohesion distribution inside the roadway during mining operation can provide a more intuitive, more accurate description of the degree of failure of the surrounding rock at any point of the roadway, as well as the overall failure range of the surrounding rock. The simulation agrees well with the field monitoring result and seems to be more practically useful than simply analysing the coverage of shear plastic zones. Based on the failure range and degree of roadway surrounding rock with different RPTs, three support schemes are designed. Classified support was implemented for roadways under different RPTs, which realizes the effective control of roadway surrounding rock.

Introduction Surface mining is a business, and the objective of most businesses is to make as much money as possible within certain responsible constraints. Businesses normally measure their potential to make money by estimating the discounted cash flow rate of return on new projects or the net present value for ongoing projects. These estimators of profitability are calculated using the following well-known equation: [ ] where i is the year, n is the total number of years, A, is the after tax net cash generation in year I, r is the discount rate and NPV is the net present value. In its simplest form, when the value of r makes the NPV equal to zero, the discounted cash flow-rate of return (DCF-ROR) is defined. The maximum economically recoverable reserve is identified at the point where the NPV or DCF-ROR is at a maximum. Depending on the measure used (DCF-ROR or discount rate) for calculating the NPV, the definition of recoverable reserve will be different for exactly the same deposit. Maximization of the measure of profitability and the economically recoverable reserves should not be separated from the mining method and sequence of exploiting the reserve. The surface mining methods may involve multiple-pass development of the resource, mining to the ultimate limit in one pass or a combination of the two methods with backfill. Multiple-pass development When planning a multiple-pass mining operation, it is important to determine the width of pit expansions that are appropriate for a specific situation. Production personnel typically want wide, open work areas where operations can be set up to run at peak efficiency. While this is understandable, the trade-off between highly efficient production operations and an overinvestment in stripping should be carefully weighed. As long as safety is not compromised, a few cents per bank cubic yard increase in operating cost due to lower productivity by working in more confined spaces may well be offset by a decrease in the overall short-term stripping requirements. A mini study on productivity and cost should help quantify this cost before deciding on minimum phasing requirements. The bigger challenge associated with establishing smaller work areas is securing operations and management buy-in to marginally lower productivity when reporting results. When cost reduction is the important management goal and everyone is focusing on unit costs, one sometimes loses sight of the goal of total cost management and, even more importantly, maximum profitability. The first pit should be defined by the first grouping of recoverable mineral that has the highest after-tax unit value and forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. 1 is constructed for a rate of production, R, and a quality management strategy, Q, by calculating the NPV for a series of sequences, with each sequence assuming that the operations are terminated on successively lower profit pits. These values are plotted to form the curve in Fig. 1. If the operation ceases on a pit that has too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have made more money invested at the discount rate than by mining the next pit expansion. Therefore, the maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV. There may be an opportunity to refine the definition of the "ultimate pit" around the maximum-value point. The precise definition of the ultimate pit early in the mine life may or may not be important today, depending on how far off in the future these limits will be reached. "Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

Use of radio frequency identification (RFID) technology to solve informational needs in isolated and restricted underground mining environments will be reviewed, giving specifications of some past and currently available systems. The advantages and disadvantages of using various frequencies, system configurations, and specific components, including their construction standards and capability, will be discussed. The remaining challenges to more widespread use of RFID systems for personnel and vehicle tracking will be identified, and recommendations concerning operating environment capabilities will be detailed. Finally, the ultimate requirements for maintaining system integrity during and following a coal mine emergency will be discussed.

"Plant design parameters for gold extraction, leach residence time and cyanide consumption are generally determined from standard bench-scale bottle roll or agitation leach tests. The application of laboratory data to process design has essentially evolved from the testing of oxide or low cyanide-consuming ores. Such scale-up factors may not be appropriate for ores that deplete cyanide and oxygen since this interferes with gold extraction kinetics. High cyanide-consuming ores also exacerbate the differences between the conditions applicable to small batch tests and large continuous operations. Testing a reactive high-sulfide South American ore deposit necessitated the re-evaluation of conventional bench-scale cyanidation procedures. Pulp density can be a major factor affecting the results for plant design purposes and should be treated as a test work variable. As with high clay-bearing ore, where pulp viscosity can hinder mass transfer, minimizing the influence of test equipment on gold extraction kinetics may require low pulp densities. This introduces interpretative complexity since cyanide consumption changes as a function of pulp density. Activated carbon also consumes cyanide, so its effect has to be accounted for in the case of carbon-in-leach (CIL) or carbon-in-pulp (CIP) plant flowsheets. Since cyanide is an expensive reagent, often a major component of plant operating costs, it is important that the scale-up of cyanide consumption from laboratory to plant be representative. The traditional method of reporting cyanide consumption in bench-scale testing is questioned since it takes credit for residual free cyanide in leach tails. The projected plant consumption may be better estimated by using the total cyanide addition in a laboratory test. We propose a test work protocol that categorizes the cyanide consumption into its components but requires more extensive testing to generate design data. The ultimate validation of scale-up factors used by project engineers requires rigorous bench-scale versus commercial plant comparative data. Such data are not readily available.IntroductionMajor factors in the design of a gold processing plant are gold recovery, leach residence time and cyanide consumption. These parameters are important determinants of project revenue and costs and, thereby, potentially of project financial viability. Estimates of the associated design criteria for a commercial plant are normally generated from laboratory cyanidation, carbon-in-leach (CIL) or carbon-in-pulp (CIP) tests using standard procedures (Angove, 2005). The key question is whether the standard laboratory test work procedures developed historically for low reagent consuming ores are appropriate for ores that are highcyanide and oxygen consumers.The present paper examines test procedural factors that can influence the test work results and, therefore, their interpretation for design scale-up purposes. The study refers in particular to a high cyanide-consuming sulfide ore. The ore was being tested to develop scoping level engineering design criteria for a proposed project in South America."

The investigation, selection, and implementation of remedial activities for large, complex mining and milling sites is dependent on the cost-effective management of tailing and waste materials. Site investigations evaluate the contaminant source areas, assess the potential release rate of contaminants, and determine the acceptable contaminant release rate for the site. Selection of appropriate remedial activities is based on evaluation of constructability, reliability, performance, effectiveness, permanence and cost. Remedial technologies available for tailing and waste material include removal, consolidation, capping and drainage control. Proper implementation and documentation of the selected remedial activities are critical to the overall success or failure of the remedial program. A step-by-step process, established at the initiation of a project, should accurately document all construction activities, monitor environmental conditions at the site, assess the performance of the remedial activities, and, ultimately certify that the remedial activities have met relevant and appropriate standards. Case histories are presented for a uranium mill at Uravan, Colorado and a lead, zinc mine at Gilman, Colorado. These case histories provide examples as to the combination of remedial technologies that have been applied at these specific sites.

"Safety performance in many companies and even industries has stalled in the last decade. Accidents rates are at a “plateau” and yet, serious accidents and fatality rates are not. In more dramatic cases, such as in the BP Texas Refinery disaster, organizations that have “exemplary” safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Classic examples are the Piper Alpha disaster and NASA’s Challenger and Columbia disasters, the BP’s Deepwater Horizon Rig disaster in the Gulf of Mexico. Looking into the causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization’s mindset, or its culture? What characterizes these organizations’ decision-making, their approach to safety and to risk and are there features that can be delineated? The research and review presented in this paper covers a period since1995, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions of near zero organizations (NZO) that suffered unexpected disasters, based on extensive research by the author. More recently, the massive West Fertilizer plant explosion in Texas, and the Train Disaster in Lac-Mégantic, Quebec, Canada underlined the same trends. Organizations may experience calamities not because they are bad, or unsafe, but because they have become “cult-like”. INTRODUCTION The train disaster of 6 July 2013, in the small town of Lac-Mégantic in Quebec, Canada, in which 47 people were killed, had many strange pre-cursorsso-called “black swan” events that have occurred in many different industries. Black swan events are so rare, that there is almost zero chance that they will ever occur again, but they are so calamitous that the responses to these are emotional and irrational, (but necessary) and in those responses, the seeds for other, different black swan events are put into place. It is not what we don’t do, or do wrong, that causes modern disasters, it is what we do. The same things in the culture that make us successful, may also cause the disasters. We slowly, incrementally and insidiously ‘float’ into disaster. One such Black Swan event: The Piper Alpha Oil Rig disaster, killing 167 men in the North Sea on the 6 September 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry."

"The mining industry has always faced the problems of replacing retired mining professionals, retaining their knowledge, continuously developing the skills of local talent and employing under-represented groups. In expansionary scenarios the industry faces the additional challenge of increasing available talent. New talent has traditionally come from current mining programs; however, these programs have been declining in numbers, and those that remain face challenges such as fluctuating enrollments, and reduced budgets. Queen’s University and Northern College have partnered to develop an innovative new program that offers online mining education to engineering technologists seeking to upgrade their skills and obtain a Bachelor’s degree. The high quality, flexible curriculum, offered online, includes a wide range of learning activities that promote interaction (student-to-student, student-to-instructor, and student-to-content), and is enabled by modern learning technologies (an integrated learning platform, as well as a variety of types of purpose-built video, web conferencing, and simulation software). The program issues block transfer credit to college graduates, and consequently reduces the time to completion when compared to other Bachelor’s degrees in Mining. The curriculum has been carefully designed to enhance a balance of technical, managerial, and societal skills for students. The program also includes short summer field school sessions, where students gain practical application skills under the direct supervision of engineering experts. THE NEEDS OF INDUSTRY Canada is the world’s largest exporter of minerals, and the contribution of this sector to Canada’s gross national product is more than three times that of the automotive industry, representing approximately 4% of Canadian GDP (MiHR, 2015)1. According to a recent report by the Canadian Mining Industry Resources Council (MiHR, 2016)2, despite the recent downturn in commodity prices, the industry will continuously need to attract new engineers to replace talent retirements and prepare for the possibility of expansion when the industry recovers. As past experience indicates, the challenges during expansion times are severe and the effects on education counter-productive. For example, during the prolonged expansion cycle of 2006-2012, several new programs were started worldwide, and mining became the profession of choice for many young students. During the subsequent downturn in the industry, many of these programs face dwindling enrollments, placing their sustainability in question. However, there is a continual need by industry to retain employees, as well as attract and train local talent, while providing educational opportunities to its employees. High potential college graduates can find themselves reaching a ceiling in their advancement due to their lack of a University degree. Furthermore, there exists an under representation of women, immigrants, and Aboriginal peoples in the labour force, and engineering fields in general1,2. Traditional mining engineering programs have tried to respond to the needs of industry, as well as meet the needs of students seeking diverse and successful employment careers. These programs tend to cater to the educational needs and aspirations of a general population, and their ability to grow and respond to changing industry needs is constrained by the number of students they can attract, as well as the resources available to them in a steady-state scenario."
