We have heard a lot during the recession about the mining industry now competing in a world market for sales of such commodities as copper, lead, zinc, molybdenum, iron ore, and phosphate. If the US mining industry is to survive, do we not have to reduce direct operating costs to a minimum? How significant is labor cost compared to consumables, electricity, fuel, maintenance, materials, and transportation? Ore grade is ultimately the dominant factor; but can we offset its dominance by improving productivity? Is the US mining industry perhaps only 25-30% as productive as it might be? What prevents the industry from being more productive? Can we retrofit older plants to be more productive or does it take a new plant with the largest equipment available for each unit operation? Present Productivity A copper industry study a few years ago covering 13 US copper concentrators ranging from about 10-45 kt/d (11,000-50,000 stpd) showed that productivity did not vary with capacity above 18 kt/d (20,000 stpd). Operating productivity varied significantly, however, from about 180-635 t/d (200-700 stpd) per operating hourly worker in most units, but one operation had 900 kt/d (1,000 stpd). Concentrators with more than 545 t/d (600 stpd) per hourly worker were in the 23 kt/d (25,000 stpd) or more category. Maintenance productivity covered about the same range, but most concentrators were in the 270¬635 t/d (300-700 stpd) per hourly maintenance worker. Again, one company stood well above others by exceeding 1 kt/d (1,100 stpd). Total hourly productivity ranged from 125-280 t/d (140-310 stpd) per hourly worker for most concentrators. The company with the most productive operation, however, was above 455 t/d (500 stpd). Salaried worker productivity for most operations was in the 725 t/d to 1.2 kt/d (800-1,300 stpd) per salaried worker range. The best operation was 2.2 kt/d (2,400 stpd). The end result is, of course, tons per day per total personnel. Most operations fell in the 110-220 t/d (120-240 stpd) range with the best operation at 400 t/d (440 stpd). This is the productivity definition that is most directly related to unit costs. Many of these operations have made some productivity progress

This study examined the potential of mixing rotary kiln fines (RK fines), a waste product generated when limestone is converted to lime (CaO), with acid producing mine waste to provide 1) short-term mitigation by neutralizing acid produced by iron sulfide oxidation and 2) long-term mitigation by facilitating the passivation of iron sulfide mineral surfaces. Five loadings of RK fines were mixed with 75 g of Duluth Complex rock to produce neutralization potential (NP) added: acid potential (AP) quotients of 0,0.11,0.22,0.66 and 1.1. The mixtures were subjected to wet-dry cycling laboratory testing for 585 weeks. The rock alone produced acidic drainage, with pH decreasing below 4 after about 20 weeks of reaction and ultimately reaching the approximate range of 3.3 to 3.5; sulfate release did not decrease over time. The RK fines elevated pH and inhibited sulfate release for time periods which increased with the mass of RK fines present. The pH of drainage from the 0.11 quotient (NP added1AP) loading decreased below 6.0 after 75 weeks of dissolution and decreased to 3.6 after 117 weeks, at which time the reactor was terminated. The duplicate 0.22 quotient loadings of RK fines decreased below 6.0 after 95 and 170 weeks. The former was terminated after 117 weeks, and the latter reached a minimum pH of 2.8 after 512 weeks. Drainage pH from the 0.66 quotient decreased below 6 after 581 weeks. For the drainages which acidified, the cumulative calcium release prior to pH decreasing below 6.0 was 92 to 103 percent of that initially present as calcium carbonateloxide in the RK fines. The pH of drainage from the 1.1 quotient typically remained above 8.0 throughout the period of record. Sulfate concentrations in the drainages decreased while the neutralizing fraction of the RK fines was present, but increased after this fraction was depleted.

INTRODUCTION The Tunnel and Reservoir Plan (TARP), commonly known as the Deep Tunnel Project, is the daring and unique concept developed by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) as a two-phase solution to the problem of waterway pollution and basement flooding due to sewer system backups created by the combined sewer over-flows (CSOs). Phase I, primarily for pollution control, includes the tunnels, shafts, connecting sewers and structures. These Phase I facilities intercept, during wet weather events, the CSOs within the MWRDGC TARP service area. The tunnels and shafts provide temporary storage of the CSOs for subsequent treatment at Water Reclamation Plants (WRP) before discharging into waterways. Ultimately, upon completion of Phase II, the tunnels, located from 45 m(150 ft) to 100 m (330 ft) below ground, will convey the CSOs to reservoirs for storage until WRP capacity is available. Phase II, which includes the reservoirs, pumping facilities, additional tunnels and shafts, has been planned to serve a dual purpose. The reservoirs provide storage of excess flows during wet weather events, those beyond the WRP capacity. Following the wet weather events, the stored flows can be conveyed, at controlled rates, to the WRPs for full treatment. These excess flows previously would have resulted in both overflows into the waterways and eventually backups in the local sewer systems. The storage capacity of the reservoirs also will promote the full utilization of the conveyance capacity of the tunnels and shafts, which in turn results in optimizing the conveyance capacity of the existing sewer systems. Therefore pollution control is further enhanced by allowing for capture of a greater volume of CSOs and greatly minimizing backups in the local sewer systems. The TARP project consists of four systems: O’Hare, Mainstream, Des Plaines, and Calumet, covering a total area of 971 km2 (375 mi2) and serving the City of Chicago and 51neighboring communities as shown in Figure1. With only two contracts left before completion of the Phase I tunnels, the 12.7km (7.9mi) Torrence Avenue leg, to be awarded in 1997, and the 12.4km (7.7mi) Little Calumet leg unfunded as of yet, both part of the Calumet System, the pollution control phase of the project is now 86% complete (Table 1).

The mechanisms leading to the impact of airborne dust particles onto bluff flow obstacles have been extensively reported [1] and widely applied in dust measuring instruments (e.g., impactors) and in dust collecting devices (e.g., filters and scrubbers). If the human head is regarded as a bluff body, particles from dusty flowing air can impact onto the face by virtue of those mechanisms. While a great deal has been researched and written on the nuisance caused to human beings by the entry of dust particles into the body by inhalation through the nose and mouth, there appears to be nothing reported in the scientific literature about the irritation which can be caused by the impact of dust onto the face. And yet there is sufficient evidence to suggest that in certain working environments and under certain conditions, the problem is indeed a real (albeit subjective) one. In the coal mining industry, underground workers are exposed to conditions, involving dust-creating production and handling processes on the one hand and high ventilation rates demanded by the gassy nature of the environment on the other, in which the problem can exist. At the coal face, for example, the movement of powered roof supports ("chocks") can release bursts of dust formed by the crushing action of the supports, which in turn is entrained into the moving air and impacts onto the faces of miners working just downstream. The dust in question contains a large proportion of coarse particles which, while still fine enough to remain airborne for appreciable distances downstream of the point of release, are coarse enough to produce sen¬sation on impact with the skin. Adverse subjective response of workers to such irritation could damage morale and productivity. We have performed laboratory and field experiments to investigate the psychophysical and physiological responses of human subjects to dust impacting onto the face and into the eyes. Since this appears to be the first systematic investigation into these questions, the aim has been to construct a useful scientific framework from which to allow characterisation of the problem of such "fly-dust", and, ultimately, the development of methods for monitoring and controlling it. The main results of our research are given here; the theoretical and experimental details will be presented at greater length elsewhere.

Introduction Flotation is a recovery process that utilizes natural or chemically-introduced hydrophobicity of minerals to separate ore from gangue by attaching the ore particles to bubbles. Flotation has been known since 1906, when it was patented by E. L. Sulman, H. G. K. Pickard and John Ballot. Flotation's first documented plant use was in 1911, when it was used on gravity tailings from a zinc plant. Cyanide leaching was first patented in 1887. Most early precious metals flotation was linked to lead or copper concentrates. Most precious metal flotation is linked to sulfide recovery and utilizes such reagents as xanthates, dithiophosphates and thiocarbanilides. But the involvement of flotation in precious metals recovery does not have to be limited to active flotation of the gold and silver bearing minerals. Flotation can be used to remove interfering minerals, such as carbon, or cyanicides, such as copper, arsenic bearing minerals or other cyanide complexing minerals. Cyanide Leaching The use of cyanide to recover precious metals is the backbone of the industry. The various recovery processes that use cyanide are: 1. Leaching-Counter Current Decantation(CCD) Merrill-Crowe 2. Carbon-in-pulp (CIP) 3. Carbon-in-leach (CIL) 4. Vat leaching 5. Heap leaching These processes are selected depending on ore grade, ore leaching characteristics, reserve size and capital limitations. Ore grade is used as the first criteria to determine the type of cyanide plant required. However, the reserve size can determine whether a ground ore alternative is used. The ore leaching characteristics may indicate that the higher recovery, associated with a process that employs grinding, is the only economic recovery alternative. There are some extremely large leaching plants with grades that would be non-economic for some existing heap leach plants. Many factors, such as strip ratios, metal recovery and reserve size, determine what the ultimate plant design will be. The exact processing scheme that is used, is a multifaceted decision matrix, which gives the process metallurgist some job security. Precious Metal Recovery Using Flotation Flotation recovery can conceivably be used on any ore that has been ground. Many operations utilize gravity separation on the ore to remove native gold from the ore prior to sending it to cyanide leaching. INTRODUCTION The tailing dam is part of the SOHIO L-Bar Uranium Mine and Mill located about 70.8 kilometers (44 miles) west of Albuquerque in northwestern New Mexico. The dam location is shown on Figure 1. The tailing dam is one of the last upstream method dams permitted in the industry. Design and construction aspects of the project, as well as operation and maintenance considerations, are reviewed herein. Since initial construction, SOHIO Western Mining Company and Woodward-Clyde Consultants have developed several modifications and improvements in the dam's operating and monitoring procedures. This work has been done in coordination with the New Mexico State Engineer's Office and in accordance with recommendations in a report done for the Corps of Engineer's Phase I Dam Inspection Report. Modifications and improvements described should be of particular interest to owners and operators of other tailing dams utilizing the upstream method of deposition. The tailing facility was designed for a 10-year life to provide an ultimate storage capacity of 6 1/2 billion kilograms (7 1/2 million short tons) in an area of about 180 acres. A plan view of the tailing dam is shown on Figure 2. The tailing consists of approximately 75% sand size material and 25% fines (material passing the No. 200 sieve). The tailing dam includes a small earth starter dam with raises of the dam accomplished using tailing deposited by upstream method techniques. The starter dam is a homogeneous embankment about 610 meters (2000 feet) long, a maximum height of 12 meters (40 feet) and 2 1/2:1 (horizontal to vertical) upstream and downstream slopes. The starter dam contains an internal drainage system which includes a near vertical chimney drain connected to horizontal finger drains. A typical section through the maximum height of the starter dam is shown on Figure 3. A small confining dam, approximately 1.6 meters (5 feet) high, is constructed beyond the limits

According to relatively recent estimates by the US Geological Survey and the US Bureau of Mines, there are more than 0.9 Tt (one trillion tons) of remaining identified coal resources in the seven major western US coal-producing states and about 200 Gt (220 billion tons) in the demonstrated reserve base. Considering coal's current national production level of 0.7 Gt/a (0.8 billion tpy), these US reserve and resource figures are reassuring. Given here is a preliminary analysis of geologic constraints and an estimate of their effects on mining and recoverability of western coal. Mining Constraints USGS and USBM coal figures incorporate only thickness and depth, and are "blind" to many other major geologic constraints on mining and recoverability. The most important of these geologic constraints include: • coal seams too thin or too thick for conventional mining methods; • coal seams that cannot be mined due to insufficient separation from underlying or overlying previously-mined beds; • unstable or otherwise unfavorable roof strata; • soft or heaving floor strata; • coal seams that are too lenticular or discontinuous for conventional mining methods; • coal seams in intensely faulted areas; • coal seams having high angles of dip precluding the use of conventional coal mining methods; • coal seams that cannot be mined due to proximity of water-bearing strata; and • coal quality problems such as excessive ash, sulfur, chlorine, or sodium. Coal Thickness Present USGS-USBM classification for reserve base includes bituminous coal beds more than 0.7 m (28 in.) thick and subbituminous beds more than 5 m (60 in.) thick to depths of 305 m (1,000 ft). Both of these thicknesses are less than the thicknesses now considered mineable in the western US. The lower limit for bituminous steam coal in deep mines is about 1.5 m (5 ft). For subbituminous coal, a thickness of at least 2.4 m (8 ft) is generally required. Accordingly, the Bureau of Mines reserve base includes many thinner coal seams that will not be mined in the foreseeable future. Within the Powder River Basin of Wyoming and Montana many seams-Wall, Upper Pawnee, Lower Pawnee, Cache, Manning-range in thickness from 7.6 m (25 ft) to more than 30 m (100 ft) and occur at depths to 305 m (1,000 ft). These have been included in the Bureau of Mines reserve base. However, the mining technology required to mine these thick seams does not now exist. It will require many years for development. The ultimate recoverability from these thick seams is unknown, but could be as low as 25%.

In Oct. 1981, Ranchers Exploration and Development Corp. began producing silver bullion from the Escalante mine and mill complex, located in southwestern Utah. Current in-place reserves are estimated at 2.42 Mt (2.67 million st) of ore, containing about 936 t (33 million oz) of silver at an average grade of 428.5 g/t (12.5 oz/st). The vein-type deposit is being mined underground through a decline that is currently 864 m (2,835 ft) in length, but will ultimately be at least 1.5 km (5,100 ft) long. The mine is completely mechanized with rubber-tired equipment, and is producing 680 t/d (750 stpd) of ore, five days a week, or 177 kt/a (195,000 stpy). Additional capacity is available. The cyanide leach mill and associated refinery are presently producing 4.35 t/month (140,000 oz/month) of silver bullion-an an¬nual rate of about 52.25 t (1.68 million oz). With minor modifications, the mill can produce up to about 70 t/a (2.25 million oz/year), and expansion is currently underway. History The Escalante property is located 68 km (42 miles) west of Cedar City, UT, on the west side of the Escalante Valley, where the vein forms a gentle ridge in an area of low, rolling hills. For years, the vein has been the object of considerable exploration, but never became more than a sporadic producer, primarily due to low silver prices. Heber Holt of Enterprise, UT, staked the original four claims in 1896; they were patented in 1910. During the next 48 years, limited exploration and mining activity was conducted on the property. Systematic evaluation and development did not, however, begin until March 1958, when Samuel S. Arentz, a prominent mining engineer and consultant, formed several joint ventures with mining and oil companies that conducted drilling, drifting, mining, and water drawdown tests on the property. However, it remained uneconomic, principally because of low silver prices and costs for pumping large flows of underground water. In 1975, Ranchers obtained an option on the property and in 1979 began a drilling program. As of May 1982, the company had drilled 70 core holes, bringing the number of exploratory holes drilled on the property to 138. Test mining began in 1979 as silver prices increased, and full mine development began in 1980. Mill construction began in Sept. 1980, and on Aug 29, 1981, the first ore was fed to the mill.

2.1 INTRODUCTION This chapter provides the reader with a sense of how a heap leach project may make an orderly, and hopefully non-traumatic, transition from discovery or acquisition to project construction. In making this transition a project can pass through several project development phases (i.e. ore definition and delineation, conceptual engineering, detailed engineering, and ultimately on to project construction and operation). "Go" or "no go" decisions may occur at any point in each of these phases. The transition from ore definition to detailed engineering should be accomplished via a well thought out program of interdisciplinary studies and an integrated, interdisciplinary project team. This chapter also describes, in general terms, a "roadmap" approach to the project evaluation process that must occur as project planning and development progress. It is the experience of the authors, as well as a myriad of companies who have been through the heap leach project development process, that a systematic approach will save many headaches, and many dollars. In fact, it is safe to say that a project with no formalized system of "objectives setting" and "milestone charting" may well flounder along the way, even if an economic ore body exists. Many papers and technical articles have been written about various aspects of mineral resource appraisal, economic evaluation, and mine development. Most of these invoke the same general philosophy of a systematic approach to project evaluation and development, although methods cited for attaining goals are quite variable. This is undoubtedly appropriate, given the fact that there is great variation in approach to project development (e.g., climatic considerations, ore body size and physical ore characteristics, permitting constraints, etc.). For the purposes of this chapter, two primary sources of information have been used to highlight the "road map" approach previously alluded to. These sources are cited throughout the text as Mackenzie (1980) and Snow and Michel s (1986). A brief summary of each of these sources is provided below: Brian GJ. Particle-size Distribution Specifications for Particulates. Feed to and finished products from size-reduction operations are defined in terms of the particulate sizes involved. It is also well to know whether the ultimate individual particle is being measured, or, if any aggregation or agglomeration of particles exists, whether this has been created by the size-reduction operation. The most complete description of a powder is given by its particle¬size distribution. This can be plotted in terms of cumulative percent oversize or undersize in relation to the diameters of particles, or it can be plotted as a distribution of the amounts present in each unit of diameter against the several diameters. It is common to employ a weight basis for percentage, but there are some data in the literature where frequency, or number of particles, is used. The basis of percent¬age, whether weight, frequency, or some less commonly used factor, should be specified, as also should be stated the diameter, its units, and preferably whether determined by sieve, settling velocity, or other¬wise. Fig. I presents two sets of distributions-ore cumulative and the other in unit intervals. The slopes of the 5-µ intervals of the cumulative curves are converted to percent per micron and plotted as a block, or histogram, from which smooth curves are derived. Powder A has a narrower, or tighter, size range for the bulk of its weight than powder B. Both materials have the same weights below and above the size marked by the arrow. Simpler treatments of distribution are possible. In some cases the significant value is the top size. Since the 100% point is dubious, some amount, as 95 or 98%, so specified, can be called top size. In other cases the percent on some sieve helps define coarseness. Merely stating that all, or all but a small percentage, passes a given sieve is inadequate for defining the true fineness or a material. Complete parti¬cle-size analysis to show the distribution is essential for most compari¬sons and calculations. Particle-Size Equations. A number of equations have been pro¬posed to correlate the quantity of a particulate material with its parti¬cle size to obtain a distribution relationship. "The ecological costs related to the various optimized production schemes were calculated based on the designed ultimate pit. Moreover, the influence of the ecological costs on the selection of production schemes was discussed. In one designed pit, a series of geologically optimum pushbacks with sufficiently small increment were produced using the floating cone method founded on the principle of the highest metal content. Then all the pushbacks were reordered by the dynamic network diagram. The production scheme with the maximum NPV route was considered as the optimum one. The ecological impacts produced by mining were quantified and the ecological cost calculation models, which contain the direct eco-value loss, the indirect eco-value loss, the eco-restoration cost and the carbon emission cost were proposed. In one big open pit mine case, various production schemes were optimized and the one with maximum NPV was selected without taking into account the eco-costs. The scheme with the maximum comprehensive profit was obtained by calculating the eco-cost of each scheme. The results showed that the best scheme considered with the eco-cost was not the scheme with the maximum NPV. Therefore, the eco-cost presents the effect on the selection of the best production scheme.Introduction Optimizing production scheme is to determine the mining quantities of ore and rock, the pushing position of stope each year, and maximize the NPV of mine. In the theory, production scheming optimization has gone through trial and error (Pana and Carlson 1966), linear programming method (Johnson 1968), mixed integer programming (Gershon 1983), integer mapping (Kim and Cai 1990), dynamic programming et al (Gu et al 2014). In recent years, the study on production scheduling optimization has been focused on two aspects. On the one hand, the study is to solve the investment risk caused by the uncertainties of economic and geological environment (Ramazan and Dimitrakopoulos 2013, Marcotte and Caron 2010, Lamghari and Dimitrakopoulos 2012, Godoy and Dimitrakopoulos 2004, Benndorf and Shishvan 2014). On the other hand, the emphasis of the study was on reducing the problems for the optimization algorithm, to make it more efficient and practical (Cullenbine et al 2011, Shishvan and Sattarvand 2015, Askari-Nasab et al 2011, Nasab et al 2010). However, different production schemes cause different damage of mine land and pollutant emission, thus triggering environment problem. With the improvement of people’s consciousness of environment protection, the environmental issue of mining has been attracting more and more attention."

Introduction The urgency of further development of our domestic energy resources becomes more apparent every day. The production capability of existing facilities, taken in the aggregate, declines perhaps 10% per year; imported energy is expensive if available at all; conservation helps reduce demand but eventually will reach a point of diminishing return; new energy sources are promising but past experience, as with nuclear power, teaches us lead times are long and success is not assured. To approach the energy future rationally, it is essential to have some idea of the size of the nation's remaining energy resources, their characteristics, and the degree of uncertainty involved in their estimates. Resources are, of course, only one end of a long chain leading to energy supply to the ultimate consumer. They are an essential element, however, and the only one not under society's control. Given that the resources and a national will to produce the energy exist, it is possible to convert the resources to supply in, generally, an environmentally reasonable manner. However, the process of developing supply takes time. Government must permit access to the resource, and remunerative prices and further evolution of technlogy are required. This paper does not deal with these essentials, but they must not be forgotten. This discussion is limited to coal, oil, natural gas and gas liquids, uranium, and oil shale. Other energy sources are discussed elsewhere in this issue. Crude Oil Conventional crude oil resources are of greatest concern today, given our dependence on imported oil and its rapidly rising price. Estimates of oil originally in place (OOIP) range from 619 billion bbl to 1,094 billion bbl, differing by almost a factor of two (Table 1). This is surprising because the U.S. is a mature petroleum province with over 120 billion bbl produced and over 400 billion bbl OOIP discovered. Differences in the estimates involve differences in the experience of the various estimators, the interpretation of present geologic information and historical statistics, the methodology, and probably the extent (i.e., water depths) for which offshore resources are included. The range shown for the estimate of a given estimator appears to be primarily due to geologic uncertainty. This uncertainty can be measured by taking the ratio of the low and of the high estimate to the expected estimate for that information source. The low estimates range from 0.85 to 0.87 of their respective values. The high estimates range from 1.18 to 1.27 of the expected values. In all cases the high estimate is further from the expected value than the low,

Acid mine drainage (AMD) forms when sulfide minerals are exposed to oxidizing conditions in coal and metal mining, highway construction, and other large-scale excavations. Iron sulfides common in coal regions are predominately pyrite and marcasite (FeS2), but other metals may be complexed with sulfides forming chalcopyrite (CuFeS2), covellite (CuS), galena (PbS), and sphalerite (ZnS). Pyrite commonly occurs with these other metal sulfides thereby causing AMD where Cu, Pb, and Zn are mined. Upon exposure to water and oxygen, sulfide minerals oxidize to form acidic, sulfate-rich drainage. Metal concentrations in AMD depend on the type and quantity of sulfide minerals present. The drainage quality emanating from underground mines or backfills of surface mines is dependent on the acid-producing (sulfide) and alkaline (carbonate) minerals contained in the disturbed rock. In general, sulfide-rich and carbonate-poor materials produce acidic drainage. In contrast, alkaline-rich materials, even with significant sulfide concentrations, often produce alkaline conditions in water. Approximately 20,000 km of streams and rivers in the United States are degraded by AMD. About 90% of the AMD reaching streams originates in abandoned surface and deep mines. Since no company or individual claims responsibility for reclaiming abandoned mine lands (AML), no treatment of the AMD occurs and continual contamination of surface and groundwater resources results. The oxidation of iron disulfides and the generation of acidity occur through several reactions (Stumm and Morgan, 1970). The chemical equations can be found in Caruccio and Geidel (2000). If any of the processes represented by the equations were slowed or altogether stopped, the generation of AMD would also slow or cease. The equations show that 1000 Mg of rock containing 1% sulfur, all as pyrite, would yield upon complete reaction 31.25 Mg of acidity. Therefore, 31.25 Mg of 100% CaCO3 would be required to neutralize the acidity. The alkaline content of overburden determines whether there is enough neutralization potential (NP) to counteract the acid produced from pyrite oxidation. Of the many types of alkaline compounds present in rocks, only carbonates and clays occur in sufficient quantity to effectively neutalize AMD. A balance between the acid-producing potential and neutralizing capacity of an overburden sample will indicate the ultimate acidity or alkalinity that might be expected in the material upon complete weathering. Accurate prediction and control of AMD before surface mining require an understanding of three important factors: 1) overburden geochemistry, 2) method and precision of overburden handling and placement in the backfill during reclamation, and 3) the postmining hydrology of the site.

Introduction The Red Dog zinc/lead deposit in northwest Alaska is the second largest zinc deposit ever discovered. Being developed by Cominco Alaska, with startup scheduled for early 1990, it will ultimately be the largest zinc mine in the Western World. Table 1 shows the reserves of the deposit. Bob Baker, a local bush pilot, discovered Red Dog in 1968. The US Geological Survey assessed the find. But the Red Dog site had been withdrawn from staking by provisions in the Alaska Native Claims Settlement Act of 1971 (ANCSA). Under the terms of ANCSA, the deposit was selected by the NANA Regional Corporation, one of 13 native corporations established by the Act. Then, in 1980, the US Congress confirmed this selection, in the Alaska National Interest Lands Conservation Act. In 1982, Cominco and NANA reached an agreement that has led to the development of the mine. Under the agreement, Cominco leases the property from NANA, develops and operates the mine, and markets the concentrate produced. In return, NANA receives royalties and, after capital recovery, participates in the net proceeds from the operation. The Alaska State Government is also playing a role in the development of the mine. Under the auspices of the Alaska Industrial Development Authority (AIDA), the state will construct, own, and operate the DeLong Mountains Regional Transportation System. This consists of a 84-km (52¬mile) road from the minesite to the Chukchi Sea. Located here are the port facilities necessary to store and ship the annual concentrate production and receive the mine fuel and supplies. For using this transportation system, Cominco will pay an annual toll fee. Over the anticipated 50 year life of the operation, the fee will provide a 6.5% return to the State of Alaska. In late 1986, Cominco's Board of Directors approved the Red Dog project. And, during the summer of 1987, road construction began. In February 1988, initial stripping began at the ore body and construction started at the millsite. Project setting The project site is approximately 1000 km (600 miles) northwest of Anchorage, 84 km (52 miles) east of tidewater on the Chukchi Sea, and 192 km (120 miles) north of the Arctic Circle (Fig. 1). The countryside consists of low, rolling hills that lead into mountains north and east of the deposit. The vegetation is typical tundra mat. And the site is in an area of permafrost. However, the permafrost is relatively warm and some areas have been found to be thawed. Examples would be creek bottoms and the site of the main waste dump.

Introduction The urgency of further development of our domestic energy resources becomes more apparent every day. The production capability of existing facilities, taken in the aggregate, declines perhaps 10% per year; imported energy is expensive if available at all; conservation helps reduce demand but eventually will reach a point of diminishing return; new energy sources are promising but past experience, as with nuclear power, teaches us lead times are long and success is not assured. To approach the energy future rationally, it is essential to have some idea of the size of the nation's remaining energy resources, their characteristics, and the degree of uncertainty involved in their estimates. Resources are, of course, only one end of a long chain leading to energy supply to the ultimate consumer. They are an essential element, however, and the only one not under society's control. Given that the resources and a national will to produce the energy exist, it is possible to convert the resources to supply in, generally, an environmentally reasonable manner. However, the process of developing supply takes time. Government must permit access to the resource, and remunerative prices and further evolution of technology are required. This paper does not deal with these essentials, but they must not be forgotten. This discussion is limited to coal, oil, natural gas and gas liquids, uranium, and oil shale. Other energy sources are discussed elsewhere in this issue. Crude Oil Conventional crude oil resources are of greatest concern today, given our dependence on imported oil and its rapidly rising price. Estimates of oil originally in place (OOIP) range from 619 billion bbl to 1,094 billion bbl, differing by almost a factor of two (Table 1). This is surprising because the U.S. is a mature petroleum province with over 120 billion bbl produced and over 400 billion bbl OOIP discovered. Differences in the estimates involve differences in the experience of the various estimators, the interpretation of present geologic information and historical statistics, the methodology, and probably the extent (i.e., water depths) for which offshore resources are included. The range shown for the estimate of a given estimator appears to be primarily due to geologic uncertainty. This uncertainty can be measured by taking the ratio of the low and of the high estimate to the expected estimate for that information source. The low estimates range from 0.85 to 0.87 of their respective values. The high estimates range from 1.18 to 1.27 of the expected values. In all cases the high estimate is further from the expected value than the low,

Barrick Goldstrike Mines is improving the reliability of mining and processing equipment through the use of failure analysis and condition monitoring activities. Program results include an increase in equipment capacity and an overall reduction in operating costs. Identifying equipment failure modes and developing associated capital asset management practices can minimize failure consequences. Successful programs have included alterations to management practices, equipment modifications, and/or the implementation of condition monitoring programs. By controlling or minimizing the effects of incipient equipment failures, corrective actions can be taken earlier in the failure cycle. This results in an associated reduction to repair costs and equipment down time. Mining companies invest in their capital assets to provide the capacity necessary to meet operational needs. Over time, functional failures occur that reduce this productive capacity. Diagnostic technologies now exist that allow the condition of equipment to be monitored. Early response to this information minimizes the effects of functional failures and restores equipment re- liability. Reliability is a performance indicator of overall equipment condition. It is most often expressed in terms of mean time between failures. When the established objectives of a capital asset management program include the maximization of this failure interval, trailing indicators, such as availability and operating cost improve. The probability of equipment failure is influenced by engineering design and operating conditions. The performance level resulting from this operating environment is expressed as "inherent reliability." Without maintenance intervention, equipment will ultimately fail to perform its intended function and become less reliable. Therefore, maintenance must be managed as the supplier of reliable operational capacity. Maintenance can only supply equipment performance that approaches the level of inherent reliability. Actually achieving inherent reliability requires that all maintenance decisions are made at the economically optimal time. Enhancing performance levels beyond inherent reliability can only be achieved by altering operating conditions or practices or through physical equipment modifications. An evolution in maintenance management philosophy has been under way since the beginning of the industrial revolution. As equipment has become more sophisticated, so have maintenance practices. At the beginning of the industrial age, equipment tended to be over designed and slow moving. The first maintenance philosophy was one of reactive maintenance. Maintenance intervals were dictated by the operational status of the equipment. As a result, production interruptions were common and capacity needs were met through an investment in redundant capital assets.

INTRODUCTION In Canada, radium-226 is removed from uranium mining and milling effluents by the addition of barium chloride to precipitate barium-radium sulphate. Large settling ponds are provided to effect solid-liquid separation. However, the barium-radium sulphate precipitate [(Ba,Ra)S04] is a fine, slow-settling crystalline solid which is not easily removed by simple sedimentation systems. Consequently, settling pond effluents may contain appreciable quantities of particulate or suspended radium-226, depending upon the specific pond system and/or the time of year considered. Also, current technology is expected to be incompatible with ultimate disposal goals since safe recovery of the barium-radium sulphate sludge from the settling ponds may be difficult to achieve (IAEA, 1976). Under the auspices of Environment Canada, a Government-Industry Mining Task Force established a Radioactivity Sub-Group in 1974 to assist in the development of effluent regulations and guidelines for the uranium mining industry. Among the recommendations of the Sub-Group was the need to seek more effective methods of radium removal, including development of physical--chemical treatment systems as an alternative to settling ponds. In response to the Sub-Group recommendations, a bench scale feasibility study began in March 1976 at the Wastewater Technology Centre (WTC) of Environment Canada. The bench scale work was expanded and accelerated in 1977 with financial assistance provided by the Atomic Energy Control Board. The results of this study indicated that coagulation and flocculation of the (Ba,Ra)S04 precipitate greatly increased settling rates (Wilkinson and Cohen, 1977). Subsequently, a research program with a larger scope was initiated in January 1978; this program is jointly managed and funded by government and industry as indicated in Table 1. The principal goal of the Joint Government-Industry Program is the development of a physical-chemical process to reduce the radium-226 content of uranium mining and milling effluents. The following effluent radium-226 activities were established as targets for the program: 0.37 Bq/L (10 pCi/L) as total radium-226; 0.11 Bq/L (3 pCi/L) as dissolved radium-226. INTRODUCTION Phosphate, one of the three major elements essential for all living plants and animals, has been mined in Florida for over a hundred years. Comprising roughly 80% of the U.S. total and 25% of the world's supply, the bulk of the 35 to 40 million annual ton output is converted to chemical fertilizers. With the exception of one mine in north Florida near the Georgia state line, today's mining activities are centered in the middle of the peninsula just east/southeast of Tampa in Polk, Hillsborough and Hardee counties. These "bone valley" deposits extend into Manatee and DeSoto counties, but there is little active mining there as yet. Because strip mining is, perhaps, the ultimate environmental insult and because Florida has a proactive environmental community, it is not surprising that the mining of phosphate rock has become increasingly controversial. This paper describes how phosphate rock is currently mined, the environmental problems presented by mining and processing the rock, and some mitigating technologies being employed to answer such problems. THE PHOSPHATE DEPOSIT AND ITS EXTRACTION Florida's phosphate deposits containing the calcium phosphate mineral, carbonate-fluorapatite, are between ten and fifteen million years old. The typical "bone valley" matrix is 15 feet thick and lies under 20 to 30 feet of overburden.(Fig. 1) Both the sandy overburden and matrix are unconsolidated and can be removed with standard 45 to 65 cubic yard, walking electric draglines. After removing the overburden, which is windrowed nearby, the dragline operator casts the matrix into a "slurry" pit where it is broken up by high pressure water monitors. Pit pumps (with boosters where necessary) transport the matrix slurry through 16 to 20 inch pipelines to a washer where the three components of the matrix (sand, clay and apatite) are separated. The phosphates contained in central Florida matrix are approximately half pebble/half flotation feed, through the pebble ratio decreases as the industry mines southward. Again, the matrix is roughly equally divided among sand, clays and apatite. The phosphatic clays, 75% of which are less than one micron in size, leave the washer as a 3 to 5% colloidal suspension. The impoundment of these waste clays is one of the environmental challenges to be discussed later. The sand (silica) is separated from the similarly sized phosphate particles by a double float process (fatty acid followed by a reverse mine or cleaner float), and the sand tailings are then pumped to disposal or reclamation sites. The apatite flotation product is combined with the screened phosphate pebbles and stacked to dewater before shipping.

Introduction This section of the text presents a general review of the different types of concentrate marketing contracts. Too often the marketing strategy is ignored in the design phase of the project and the producer is left to the mercy of the buyer. Many items such as concentrate grade, impurity levels and moisture content of the concentrate my enhance, or severely restrict the producers ability to make a profit it. Close attention should be paid to the design of the concentrator which can improve the quality of the concentrates, thus the ability to increase the rider of potential buyers can be enhanced. Difficult at best, is the position of the miner who only has one outlet available for its production. Obviously, the trade offs must be evaluated. For example, concentrate grade vs recovery and grind/filtering capacity vs moisture of the concentrate all must be weighted against freight cost to a potential buyer. In addition, the above considerations must be weighed against the capital cost to the miner. This chapter is intended to highlight important articles that are included in short and long term agreements and to give a new miner/producer some insight into hat my or my not add value to the product. Unless the miner sells the product directly to a consumer such as a gold, or silver producer, or to a large enough operation that has a totally intergrated system to make a finished product, most miners are forced to sell to buyers who ultimately will refine and market the product. Types of Contract Agreements There are many types of contract agreements just as there are colors in the rainbow, however, most contracts fall into three basic categories. (1) Smelter Schedules: Designed for the small producer, the odd lot of concentrate, smelter flux and precious metal ore. Albeit custom smelters are becoming fever by the day, because of pollution control requirements and financial difficulties, most remaining custom smelters have a smelter schedule. A smelter schedule is a posted list of charges and conditions that the smelter will buy material from a seller. Smelter schedules exist for copper, lead, zinc, silver and gold (Handbook for Small Mining Enterprises, Montana Bureau of Mines). (2) Short Term Custom Contracts: Large mine producers frequently use Short Term Contracts where the seller has the buyer frame a contract that is tailored to the sellers’ production. The fine coal fraction of a coal stream is that fraction which contains particles essentially in the -28 mesh size range. This fraction will normally first appear, in a coal preparation process, as a result of classification to segregate raw coal into various size components for beneficiation. More specifically, it could appear in desliming screen underfiow, classifying cyclone overflow, and in other process circuit components. It's recognized that the top size of this fraction has been determined more by secondary reasons, such as desliming screen area for the heavy medium cyclone circuit, the dewatering equipment for the fine clean coal, or even the stability of the refuse thickener circuit. Benefits, both economic and environmental, gained by beneficiating the fine coal fraction of a raw coal stream are increasing in number, until today, fine coal beneficiation is a necessity in most coal operations requiring any degree of preparation. This is due to some of the following reasons: • In the past it was frequently more economical to discard -28 mesh raw coal sizes than to recover the coal values from them. Today, mining costs have escalated to the point where all coal values leaving the mine should report to the finished product if possible. • Today's mining methods are producing run-of-mine coals containing higher percentages of -28 mesh sizes. This heavily weighs the economic balance in favor of beneficiating this fraction. As much as 25% of the run-of-mine coal from some mines is in the fine coal fraction. Beneficiation is recommended so that clean coal contained in the fraction can be recovered to reduce the loss of coal values. • Existing and pending environmental regulations mandate that solid fuels now consumed in power station boilers contain almost no pyritic sulfur. This form of sulfur appears in raw coal in the fine coal fraction, but can be removed by coal beneficiation. Environmental considerations dictate that every year, more of the fine coal produced for steam generating purposes in the US be beneficiated. To deliberately discard any portion of the fine coal can only add to this cost, not only in the sense that fewer tons will be recovered but, more importantly, additional tonnage will be diverted to the most capital- and labor-intensive section of the entire preparation plant-the fine refuse dewatering section. It is apparent to preparation engineers that dewatering and ultimate disposal of the fine refuse derived from this beneficiation step is certainly the most difficult technical problem presented in the entire plant design. Therefore, any beneficiation procedure which increases the fine coal recovery, or in any manner decreases the tonnage of fine refuse to be dewatered, is going to be cost effective. Since the -28 mesh fraction contains both coal and refuse particles in their finest particle sizes and thus presents the greatest degree of liberation, one would immediately infer that the highest degree of beneficiation would be achieved.
