GENERAL HYDROLOGIC REGIME The total hydrologic cycle must be considered when evaluating potential ground water problems in a mining environment. Precipitation is the ul¬timate source of all surface water and essentially all ground water. Stream flow during low flow periods often orig¬inates as seeps or stream gains (base flow) where the water table intersects the land surface. A stream that is higher in elevation than the ground water system may lose flow, thereby recharging the ground water system. The magnitude of stream gain or loss is dependent upon the hydraulic conductiv¬ity and related properties of the underlying hydrostratigraphic units. Ground water moves constantly from recharge areas to discharge areas (streams and springs) usually at very slow rates. Large quantities of ground water may be in¬tercepted in many underground mining environ¬ments. Construction of an underground mine in saturated formations may encounter ground water inflows ranging from very small to very large and from continuous to intermittent depending upon the hydraulic properties of the hydrostratigraphic units penetrated. SURFACE WATER VARIABLES Precipitation occurs in different forms, varying amounts, and with a wide assortment of temporal and areal distributions in the various mining dis¬tricts within the United States. Mine inflow can be affected in a matter of hours by precipitation events where there is a direct hydraulic interconnection between the mine and the surface through fractures or a mine opening. The timing, form, amount, and distribution of precipitation should be evaluated in a mine inflow study. A portion of the precipitation that falls in a topographic basin moves as sheet flow to runoff channels (Fig. 1). Some of the precipitation infil¬trates the unsaturated soil zone where it can either move laterally as interflow to the surface system to augment stream flow or move downward as re¬-charge to the ground water system. The unsatu¬rated zone (called the zone of aeration or vadose zone) can range in thickness from essentially zero to a few hundred feet. The saturated zone or ground water system occurs below the water table (zone where hydrostatic pressure is greater than atmos¬pheric pressure) where all the pores are filled with water (Freeze and Cherry, 1979, p. 44). Moisture can be lost from any of the systems (surface water system, unsaturated zone, and ground water sys¬tem) by the processes of evaporation and transpir¬ation which return moisture to the atmosphere. Stream flow consists of runoff and interflow components plus an additional base flow compo¬nent (Fig. 2). Base flow constitutes ground water discharge to a stream. Base flow plays an increas¬ingly significant role as total stream flow declines. Base flow is important because it constitutes much if not all stream flow between periods of precipi¬tation when runoff and interflow have largely dis¬sipated. INTERACTION OF SURFACE WATER AND GROUND WATER SYSTEMS Recharge from a surface water system to ground water systems can occur via unsaturated or saturated flow. The amount of recharge is depen¬dent primarily upon the vertical hydraulic conduc¬tivity of the formations underlying the stream and the availability of water. Streams that flow over low hydraulic conductivity formations lose little water even if the ground water levels are significantly lower than the stream. A ground water system may contribute flow to a surface water system but nor¬mally only by saturated flow. This contribution usually takes the form of seeps, springs, and the base flow of streams. Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. A computer system allows a single operator in a central control room to monitor every aspect of the compounding process from air quality to line speed. The computer

Discussion by E.J. Garrison A.C. Noble presents a clear and concise summary of the factors pertinent to a competent reserve evaluation of a mineral occurrence. However, I believe that he confuses the difference between a resource and a reserve. By definition, a reserve estimate includes all known economic, legal, mining, metallurgical and environmental factors impacting the recovery of the product(s) found in the deposit. A resource estimate, however, is an estimate of what is there - what is available for exploitation and should not include economic and other considerations. Only after defining the resource, its extent, location, physical and chemical properties, can an intelligent selection process begin of the extraction and processing technologies most appropriate to the circumstances encountered. The early and almost certainly inappropriate application of these often cookbook choices has probably lead many companies to walk away from good properties. (How many mines have been found in others rejects?) An example of the process is the early selection of metallurgical samples, after encouraging values are found in a few holes or surface samples, in an attempt to determine the economics of the prospect. Unfortunately, the sampler does not know how representative of the occurrence the sample is because he does not know what the deposit looks like. As a consequence, the property becomes saddled with a bad metallurgical sample that is often inappropriately used in evaluating the deposit which it does not represent. Reply by A.C. Noble E.J. Garrison asserts that I confuse the difference between a resource and an ore reserve. In fact, this paper was motivated by the observation that resources and reserves are almost universally confused throughout the industry. While Garrison is concerned that too-early consideration of engineering, metallurgical and economic factors will result in dropping properties too soon, some issues that must be considered include: •The purpose of exploration is to discover ore reserves, not to discover resources. •Ore reserves are always smaller than resources. • Decisions on exploration expenditures must be made based on the expectation of the quantity of ore reserves that will ultimately be defined. Noble's Fig. 2 can be used to give guidance as to when it is appropriate to begin reserve calculations. When exploration enters the "flat" portion of the curve, representative samples can be selected for metallurgical studies and appropriate mining methods chosen. It is at this stage that we know enough about the deposit to make intelligent choices of representative samples and recognize constraints on mining caused by the deposits shape, environment and physical properties. Once the appropriate technologies have been chosen, then their cost can be estimated with reasonable accuracy. Early entry of economic and process factors gives the false appearance of reserve status to the resource estimation. It would be more informative and less subject to abuse and misunderstanding if resource calculations were made at a number of cutoff grades. The cutoff grades should be chosen to cover the range of grades found in practice in existing operations of similar type. This would emphasize the open nature of resource estimates and encourage creative evaluation of mining and process technologies. It does not preclude the use of economic, environmental and recovery technology factors in deciding the advisability of continuing exploration expenditures, but would highlight their speculative nature. It is thus hoped that decisions on the future of the deposit would not be made on the presumed suitability of a given technology but on the actually known reality. I agree that resource estimates should be reported as a range of cutoff grades. Since reporting at a cutoff implies application of underlying economics (even by analogy to similar properties), however, it should be clearly stated that resources do not consider economic, mining or cost factors, and that ore reserves will be substantially less. The dilemma of the explorationist is that until the continuity and limits of ore-grade mineralization have been established, it is difficult to make quantitative estimates of either resources or ore reserves. Further industry discussion is needed regarding standards for disclosing early exploration information in such a way as to fairly represent the potential of an exploration property.

Asbestos analysis is conceptually simple. The objective, in most environmental analyses, is to determine the number of asbestos fibers per unit area or volume in a sample. The sample may be a consumer product, an ambient air sample, or a water sample. This determination is complicated by several factors: (1) sample collection and preparation, (2) counting techniques, and (3) operational definitions of asbestos in use. Three different definitions have been used in the study of environmental samples and are summarized in Table 1. The analytical procedure and detail required in the analysis vary with the definition of asbestos. Accordingly, this may be the only type of environmental analysis where the definition of a substance dictates the choice of analytical methods, and the rigor demanded of the analysis. Lead, arsenic, or beryllium are sub- stances having a constant definition and the method of analysis chosen depends on the concentration and precision required. However, the meaning of the term asbestos fiber is dependent on the eye of the beholder. Macroscopically, asbestos has certain physical properties that make it highly useful. Rockforming minerals do not display similar characteristics. Now, the question arises as to how three definitions of asbestos came into being. This is a result of two factors: (1) the definition of asbestos on any scale intrinsically involves the morphology or shape of the material, and (2) the advent of the transmission electron microscope permits detection of asbestos fibers and other mineral fragments in a size range where the physical properties of asbestos such as tensile strength, flexibility, or thermal resistance are difficult, if not impossible, to measure. There is a good deal of controversy about which definition is most appropriate for regulatory purposes because of a lack of appropriate health effects data (Cooper, 1978). Most differences of opinion center on the questions surrounding the following: 11 Morphology-Is a 3:l aspect ratio an appropriate medical or physical lower limit for the definition of an asbestos fiber? 2) Length-Are asbestos fibers shorter than some arbitrary length (5 pm) as hazardous as longer fibers? 3) Mineralogy-Is the mineralogical distinction between asbestos and nonasbestos minerals medically significant? While these questions are directly resolvable only with the biological and health effects data, ultimately such data reflects the ability of analytical procedures to fully characterize the materials used in health effects studies on animal models, and to monitor the exposure to particulates with different physical attributes in the workplace or community (Cooper, 1978). The following sections outline the analytical problems involved in distinguishing the asbestos and nonasbestos varieties of the same mineral; the analytical procedures available for identifying asbestos and measuring its concentration in environmental samples; the ability of these methods to distinguish asbestos fibers from nonasbestos particles; and their precision and reproducibility. Finally, we suggest some future directions in terms of definition and procedure that would greatly improve the quality of such analyses. ASBESTOS VS. INTRODUCTION According to a recent analysis by Schiager et al.(1981), inhalation of radon daughters continues to contribute the largest risk from exposure to radioactive materials in underground uranium mines. The American National Standards Institute (1973) has published a concensus standard for radiation protection in uranium mines. According to this standard, a monitoring system for radon daughters must be capable of measuring the annual accumulated exposure in working level months within an uncertainty interval of 50% at the 95% confidence level. To satisfy this criterion, uranium mining companies in the USA have adopted a procedure consisting of single or periodic measurements of the air concentration of radon daughters. All of the measurement methods sample a known volume of air through a filter. After a specified delay interval, the filter is analyzed for radioactivity. The exposure rate from total airborne potential alpha energy in units of working level (WL) is estimated from the measured activity on the filter. For control purposes, this measurement establishes whether or not a work area is safe for occupancy by miners. For routine dosimetry, the concentration estimated from the grab sample is assigned to the appropriate work area. It is then assumed that the concentration of radon progeny is equal to the average of the two measurements at the beginning and end of the specified interval. Meanwhile, the work locations and exposure times of each miner are recorded on the daily time card and verified by the shift supervisor. Most cards provide space for 15-minute time intervals. The exposure in working-level hours (WL-hr) for each shift is obtained by summing the time spent in a given location multiplied by the exposure rate (WL) assigned to that location.The exposure of an individual miner to radon progeny is summarized on a weekly basis and commonly reviewed each month. These values are then accumulated in units of working level- months (WLM) during the calendar year. EVALUATION TECHNIQUE AND RESULTS The evaluation of grab sampling methods for monitoring exposure to radon progeny is presented in two sections. The first section examines each method individually according to accuracy, precision, and uncertainties attributed to human errors. The second section includes an analysis of procedures which are common to all measurement methods. The ultimate goal is to determine whether a specific measurement method, or grab sampling in general, can fulfill the criterion that the annual accumulated exposure of each miner be known to within ± 50% at the 95% confidence level. In addition it is essential that the above criterion be satisfied at an acceptable cost to the mining company. The results of each testing procedure are presented in terms of the contribution of the relative uncertainty in the estimates of cumulative WLM. Each of these are then combined to form a figure of merit for the complete monitoring system. The method of combining statistical uncertainties and interpretation of the results is subject to some debate. However, since all of the tested parameters enter into the final computation of WLM multiplicatively, we have used the commonly accepted procedure of combining the squares of the relative uncertainties. We have also assumed that each of the uncertainties is derived from independent random variables and the covariance of any two variables is zero. A description of each grab sampling measuring method is given in Table 1. Also included is the equation used to compute WL from the measured quantities. Accuracy (U A) Our definition of accuracy is based on the uncertainty inherent in any method which attempts to estimate potential alpha energy without unambiguously determining the concentration of the three unknown radioisotopes, RaA, RaB and RaC. (For simplicity, the RaC and RaC' nuclides are referred to in combination as RaC.) The inherent uncertainty strongly depends on the mixture of these three components at the time of measurement.

This article concludes a two-part series on the safety, technology, and economic impact of eliminating safety fuse from metal and nonmetal mines. Discussed are the consequences of fuse abolishment, the technical feasibility of changing to an alternative system, and an economic analysis of initiation systems. Last month, part one (ME, pages 31-35) described current use of initiation systems, incidence of accidents, and consumption values for safety fuse and other initiation systems. Consequences of Fuse Abolishment Cap and Fuse Manufacturers Two major safety fuse manufacturers, Ensign Bickford and Apache Powder Co., share the US fuse market. Marketing of Ensign Bickford safety fuse is done by Dupont. Dupont manufactures electric caps as a main product and recently introduced a new nonelectric initiation system (Detaline). Therefore, Dupont would be only slightly affected by the elimination of safety fuse from metal and nonmetal mining. Ensign Bickford, though a larger manufacturer of fuse, does not appear to emphasize the safety fuse market. In fact, safety fuse sales represent only about 10% of Ensign Bickford's total sales volume. Ensign Bickford is strongly pushing its Nonel product. It appears, therefore, that the elimination of safety fuse would have a limited effect on Ensign Bickford, and could ultimately be to the company's advantage. Apache Powder Co., however, would be seriously affected if safety fuse was eliminated. Safety fuse, although not its only product, constitutes a major source of revenue for the company. It currently does not manufacture a substitute product. Apache Powder Co.'s manager agrees that prohibiting the use of safety fuse would result in a greater market share of initiators for Ensign Bickford. Hercules could also benefit from the prohibition of safety fuse. Metal and Nonmetal Mining Industry According to an explosive company contact, elimination of safety fuse by a mandatory regulation would force some of the small, marginal mines out of business. Another powder company representative believes that eliminating safety fuse will result in uneasy situations for small operators not familiar with other techniques. These operators try to minimize the costs and traditionally like safety fuse. He believes that insufficient proof exists to substantiate the overall safety increase if the fuse is eliminated. Fuse manufacturers and distributors disagree, then, about the impact of safety fuse elimination. However, they tend to agree on some important points: • Safety fuse can be a safe method if applied properly. • Electric blasting can be dangerous due to stray currents, and may have higher misfire rates than safety fuse. • It is very difficult to compare the rate of misfires and partial round failures for different systems. This is due simply to the nonavailability of such data. In many cases, the misfires are not even reported to the shift boss, as required by regulations. • Safety fuse has high acceptance in certain applications, such as a face where Nonel or detonating cord are used, or in open-pit blasting. • The safety fuse industry appears to be phasing out on its own. It is expected that the fate of the safety fuse market will be similar to that of black powder. An investigation by Nitro Noble of Sweden "clearly states that the diminishing use of safety fuse has considerably reduced the accidents in Swedish mines." Mine Data Acquisition and Analysis As a part of the study effort, visits were arranged to 24 metal and nonmetal mines. In most cases, underground visits were accomplished. At least one drilling and loading operation was witnessed. The mines were grouped into four mining areas: Wyoming, Montana, Idaho; western Colorado and eastern Utah; Missouri; and southern Arizona. Of all mines visted, the safety fuse system was used in 11 mines, electrical system in seven, Nonel in five, and the Hercudet system in one surface mine. At each mine, the manager, foreman, and blasting crew were interviewed for information and opinions. Besides informal discussions with mine officials, a questionnaire was also filled out for each mine. Due to the extensive length of the information gathered, these data are not presented here.

INTRODUCTION Shaft sinking represents a relatively small proportion of the activities involved in mine development. Because of this limited utilization, shaft sinking has been one of the most difficult functions to mechanize. Although shaft machines (muckers) were introduced more than 30 years ago, the first machines were low-capacity units, and machines of this type did not gain wide acceptance by the mining industry until the late 1950s. However, the increasing depth of underground mines and the es¬calating costs of labor have increased the benefits obtain¬able from high-speed shaft sinking. The result has been a growing need for high-capacity shaft machines. Most of the machines available at the present time have been developed by modifying existing equipment to increase the payload capacity and performance. AVAILABLE SHAFT MACHINES In general, shaft machines may be classified accord¬ing to the types of digging mechanisms and the mecha¬nisms of operation. The available digging mechanisms include clamshells, cactus grabs, front-end buckets, and backhoes. The mechanisms of operation can be classified as either pneumatic or hydraulic. Selection Criteria For efficient operation, the primary consideration in selecting a shaft machine is its capacity. The minimum capacity of the machine should match the capacity of the hoisting system at the ultimate depth of the shaft. In many cases, two machines may be needed to obtain a sufficient mucking capacity. The shaft dimensions and configuration often dictate the type of machine that may be utilized; for example, an overshot loader does not work well in a circular shaft that has a diameter of less than 5.5 m (18 ft). Similarly, a single Cryderman mucker is not suitable for a large-diameter shaft, nor is it applicable where very high sinking buckets are to be used. Other factors for consideration include the degree of material fragmentation, the abrasiveness of the rock, and the amount of ground water that is inter¬sected. Machine Descriptions Riddell Mucker: The Riddell mucker, illustrated in Fig. 1, was first introduced in 1948. This is one of the most common shaft machines in the medium-capacity range. The Riddell mucker consists of a hoisting and traveling mechanism that operates a clamshell suspended on cables. The early machines operated with a 0.3 m3 (10 cu ft) clamshell and had an hourly capacity of approximately 27 t (30 st). This type of shaft machine has gained wide acceptance throughout North America. Essentially, the Riddell mucker consists of standard components, such as the pneumatic tugger hoists that operate the clamshell. The carriage is suspended on rails that also serve as the blasting set, located immediately below the shaft timbers. To effectively position the clam¬shell in the shaft, the operator controls the carriage travel by means of wheels that are driven by a pneu¬matic motor. The Riddell mucker most commonly is used in rec¬tangular timbered shafts. However, some units have been installed with circular rails, allowing them to work in circular concrete-lined shafts. A popular practice with many Riddell muckers is to increase the capacity through the use of larger clamshells, often ranging up to 0.76 m3 (1.0 cu yd), in conjunction with more powerful tugger hoists. In some large rectangular shafts, two Riddell units have been used side by side to achieve a sufficient capacity. Cryderman Mucker: The Cryderman mucker, illus¬trated in Fig. 2, is another common shaft machine in the low- to medium-capacity range. Developed in the early 1950s, it also has gained wide acceptance throughout North America. Equipped with a 0.3 m3 (10 cu ft) bucket, the Cryderman mucker has an hourly capacity of approximately 23 t (25 st). The Cryderman mucker is operated entirely by means of pneumatic cylinders and a pneumatic telescopic boom. The boom is suspended from a sectional frame¬work that is usually located at one end of the shaft. The framework or headframe can be suspended from an independent hoisting system located either on the sur¬face or in the shaft. In large shafts of either rectangular

We define a specialized mineral market as follows: Specialized markets occur where a low volume of a given mineral is used to convey a large benefit to a specific product. Sales of these value added minerals to small markets generally require a different marketing approach than bulk or commodity markets for traditional minerals. Specialized markets are differentiated by several characteristics as listed in Table 1. [Table 1-Characteristics of Specialized Markets 1. Long-term sample evaluation 2. Small volume markets 3. Highly controlled properties 4. Customized specifications 5. Technical selling effort] Many of the specialized markets require long term evaluations before sales can be made. This can vary greatly depending on the type of industry and ultimate end-use of the final product. In some cases, complete evaluations may take from several weeks to years. Length of sample evaluation has no relationship to size of market. That is, the total market may be quite small or fairly large (e.g. from a few hundred pounds to a few million pounds). Uniformity of value added minerals from lot to lot is an extremely important characteristic for these markets. Variations that are of no consequence to one industry (or application) cannot be tolerated in another. This has led to customized specifications and test procedures for specific markets and applications. Because of the greater uniformity and customized specifications, the need for greater technical selling effort is required. This is particularly true in the initial developmental phases and contacts as well as in maintaining the account after the initial order. A small entrepreneurial organization can be used to advantage to achieve goals of sales and profit to these types of markets. The large commodity or bulk producer's sales and marketing organizations are not ordinarily equipped to give the necessary service or technical assistance to the specialized markets. The organization usually required for this type of marketing is given in Table 2. [Table 2- Specialized Marketing Organization Requirements 1. Flexible approach to technical and marketing problems 2. Technically competent management] In developing specialized markets, a flexible approach to both technical and marketing problems is necessary in understanding the needs and requirements of the industry and the applications involved. This flexibility is also helpful in adapting existing products to new market areas. Having knowledge of a range of industries as broad as possible can be very helpful. It often happens that a product developed in one area or industry can lead to its application in a different area with excellent results. Laboratory assistance for a wide range of tests and test procedures is an important asset in any development program for specialized markets. Laboratories can also assist in competitive evaluations. Marketing expertise and a management with some degree of technical understanding are necessary in to assign proper cost/ benefit ratios to a proposed new product or application of existing products. This is important since the total market volume can be small and the time required for initial contact to first sale can often be lengthy. Also, management's technical and marketing expertise is required in evaluating all possible options that can be considered viable when an application is presented. Once an organization of this type is in place, it is then possible to determine the needs of the marketplace, including when various minerals might have to be customized to fill those needs. There are generally two methods of marketing, as noted in Table 3. [Table 3- Method of Marketing 1. Product Driven -Develop a product with certain desirable properties and try to find a market to utilize those properties. 2. Market Driven -Know market well enough that when a need arises, it is possible to identify a product that will satisfy the need.] These approaches are not mutually exclusive and can be used at the same time. Marketing a value added mineral generally requires the "market driven" approach. Hence, the importance of a knowledgeable management as outlined above. To determine where needs and opportunities exist, several approaches can be used. Table4 lists some of the methods employed.

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market. Introduction A comprehensive project has been completed at the University of British Columbia that focused on the development of a commercially competitive composite cable bolt. Laboratory evaluation consisted of pull tests, preliminary shear tests, grout column testing and scanning electron microscope evaluation of the composite cable bolt. Field implementation at five underground mines throughout Canada were completed for technical and overall performance evaluation of the new product. The project began in 1989 under the sponsorship of HDRK Ltd., a consortium of mining companies including Inco, Noranda and Falconbridge Ltd. The objective was to develop a cuttable cable bolt that would serve as support for a continuous miner within a hardrock environment (Mah, 1994). The bolt was required to be cuttable by a continuous roadheader without adverse effects to equipment, personnel and the milling process. From the beginning, the focus was to employ existing cable bolt installation technology (Goris et al., 1994) whereby the cable bolts are grouted within a 4.8-cm-diam (1.08-in.diam) or larger employing a portland cement grout having a water: cement ratio between 0.35:1 to 0.4:1. The prototype, developed from Phase I, was technically comparable to that of conventional steel cable bolts. However, high cost and limited accessibility hindered its commercial acceptance. The second phase of the project was sponsored by the British Columbia Science Council and Pacific Pultrusions Ltd. of British Columbia to locally develop a glass fiber cable bolt. This phase of the project has resulted in the DAPPAM cable bolt (Pakalnis et al., 1994). DAPPAM Cable bolts are the second most used support method in Canadian underground mines after mechanical rock bolts. It is projected that 870,000 m (2.9 million ft) of cable bolts are installed annually in Canada (Poulin et al, 1994). The objective of the research program was to develop a glass fiber cable bolt with similar pullout strengths to the conventional steel cable bolts (267 kN - 60,000 lbf). More than 200 laboratory pull tests were conducted employing standard cable bolt test procedures, as outlined by the US Bureau of Mines (Goris, 1994), to assess optimum rod and surface composition, geometry, number required, pullout and shear characteristics, among others. This resulted in the DAPPAM cable bolt (Fig. 1). It consists of 10 individual 0.6cm-diam (0.25-in.-diam) rods enveloping a 2.2-cm (0.8-in.) outside diameter, high-density polyvinyl grout tube. The composite used in the construction of the rods is comprised of about 65% glass fiber within a 35% polyester resin matrix (by volume). Through pultrusion (a continuous fabrication technique), the fibers and resin are combined into a composite material. The strength of the overall composite is largely governed by the material properties, the alignment [ ] of the fibers relative to the applied load and the density and interaction of the overall components within the composite. A further modification to the composite was the addition of a sand grit to the surface of the individual rod. This increased the overall bond strength between the rod and the cement-based grout, used to solidify the cable bolt to the rock mass. The grout tube has an inside diameter of 1.9 cm (0.75 in.) and is rated at a pressure of 1.72 MPa (250 psi). During installation, the grout is pumped through the annulus of the grout tube thereby filling the hole from toe to collar. Laboratory and field trials concluded that a minimum drill hole diameter of 4.8 cm (1.08 in.) be used to ensure optimum grout coverage. Table 1 compares the design strengths (as tested) for DAPPAM vs. the ultimate strengths for a conventional 1.6cm (0.6-in.) steel cable bolt. The characteristics for the steel cable have been derived directly or indirectly by Goris et al. (1994). A design tensile strength of 289 kN (65,000 lbf) was proposed for the composite developed. However, recent tests have indicated maximum breaking strengths of more than 400 kN (90,000 lbf) (Fig. 2). Figure 2 shows the load vs. displacement pull out curves for steel and DAPPAM cable bolts. The methods of testing were standardized so as to be able to compare the results directly. The shear strength of the fiberglass cable is largely a function of the surface area sheared. Shear strengths of 89 kN (20,045 lbf) were obtained for the configuration shown in Fig. 1 when sheared normal to the axis of the cable. The testing procedure was similar to the shear tests performed on steel by Goris (1993). It is important to reinforce the implication that critical bond strength has on the success of an overall support system.

INTRODUCTION Proliferation and enhanced synthesis of collagen by pulmonary fibroblasts have been shown to be key steps in the development of chronic silicosis (Goldstein and Fine, 1986). The regulation of lung fibroblast proliferation by cytokines released from alveolar macrophages may be an important pathogenetic mechanism in the development of the fibrotic process (Kelley, 1990). One cytokine, platelet-derived growth factor (PDGF), promotes fibroblast proliferation by inducing the movement of quiescent (Go) cells into the C1 phase of the cell cycle (Chen and Rabinovitch, 1989). Others regulate the rate of transition of fibroblasts from Gl into the S phase (Leof et al., 1982). These two classes of cytokines have been termed, respectively, competence and progression factors. One approach used to examine the release of cytokines from macrophages is the fibroblast proliferation assay in which fibroblasts are exposed to culture supernatants from macrophages exposed to various stimuli. In most of these assays, the supernatant contains fetal calf serum which provides the competence factor(s) necessary to facilitate the proliferation of fibroblasts (Bitterman et al., 1982; Bitterman et al., 1983; Elias et al., 1988). Recently, a fibroblast proliferation assay using plateletpoor plasma (lacking competence factor(s)) as a substitute for fetal calf serum has been described (Kuman et al., 1988; Bauman et al., 1990). In this assay, the release of a competence-inducing PDGF-like growth factor from rat and human macrophages can be distinguished from other cytokines that act as progression factors. In order to obtain more consistent results and with the ultimate goal to be able to discriminate between the effects of competence factors as opposed to progression factors, we have conducted experiments to determine the appropriate concentrations of plasma and PDGF required for imparting competence in the fibroblast proliferation assay. We tested lung fibroblast cells obtained from explants of rat lung tissue and also a fetal human lung fibroblast cell line obtained from American Tissue Culture Collection (ATCC153). MATERIALS AND METHODS Fibroblasts Specific pathogen-free, male Sprague-Dawley rats were use in some studies. Animals were given a lethal intraperitoneal dose of sodium pentobarbital. Fibroblasts were isolated by chopping the lung in enzymes that digest the connective tissue but liberate lung cells for further study (Rabovsky et al., 1989). After digestion, the remaining lung tissue suspension was filtered through two layers of sterile gauze and centrifuged to recover lung fibroblasts. These were resuspended in culture medium that contained 10% fetal calf serum and distributed to culture plates for growth. In other experiments, a human fetal lung fibroblast cell line, obtained from American Type Culture Collection, Rockville, MD, 20852, was used instead of rat lung fibroblasts. In these cases, a 1 ml ampule containing human fetal fibroblasts was plated into a tissue culture flask containing medium plus 10% fetal calf serum. For both types of fibroblasts, culture medium was changed 3 times per week and cultures were incubated at 37°C until confluent. Harvested rat and human lung fibroblasts were quantified using an electronic cell counter equipped with a cell sizing attachment (Coulter Electronics, Inc., Hialeah, Florida). Tritiated Thymidine Incorporation The basic procedural outline of Kumar et al. (1988) was used with modifications to evaluate tritiated thymidine incorporation into fibroblast DNA following exposure to PDGF and plasma. Both rat and human lung fibroblasts were plated at 50,000 cells/ml at a density of 250,000 cells/25cm2 culture plate. Cells were quiesced for 4 days with 2% rat plasma. As the assay was refined, fibroblasts were quiesced in plasma-free media for 48 hrs, since the mitogenic activity of 2% plasma was variable. Test medium was applied for a period of 6 hrs, followed by a 24 hr tritiated thymidine (lµCi/ml) labelling period in plasma-free media. Medium alone was used as a negative control and media with 10 or 20% fetal calf serum was used as the positive control for rat and human fibroblasts, respectively. Cell Quantification and Measurement of Mitogenesis Twenty-four hours after the addition of tritiated thymidine, the fibroblasts were washed with 5ml of fresh serum-free media, centrifuged and resuspended in phosphate-buffered saline. The cells were dissolved in 0.5m1 of O.1N NaOH and radioactivity determined in a beta counter. Incorporation of trititaed thymidine as an index of DNA synthesis was expressed as DPM/fibroblast. RESULTS In the present study, we quantified mitogenic potential by monitoring the incorporation of tritiated thymidine as

The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator's position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both. This usually is controlled by the safety and health regulatory authority having jurisdiction. 7) The positions of other components are rearranged

On Nov. 4, 1981 A/S Sydvaranger's 1-kt/h (1,100-stph) wet-process, iron ore ball mill completed its first four months of uninterrupted, full-load operation in Kirkenes, Norway. This 6.5-m-diam (21-ft-diam) mill is driven by a gearless ring or wraparound 8.1-MW (10,860-hp) motor at 13.1 rpm-a first of a kind in this segment of industry. This article examines reasons for selecting this type of drive over more conventional schemes, lists specific advantages of such large mills, and describes the installation in Norway. History For almost a decade, good operating experiences have been gained with 28 gearless ring motor drives in the cement industry, driving 2.5 to 4-m-diam (8.2 to 13-ft-diam) tube mills with drive powers ranging from about 3-4 MW (4,000 - 8,000 hp). Why then did the mineral ore processing industry hesitate until 1980 to adopt this successful concept for similar applications on ball, semiautogenous, and autogenous mills? There are a number of good reasons in the eyes of conservative mill builders and operators, the most commonly cited ones are: • No operating experience in this segment of specialized industry. • More severe environmental conditions in the wet ore grinding process. • An indifferent attitude of mill builders and electric motor manufacturers towards new drive technologies. • Limited confidence in solid-state power supply systems, such as frequency converters of the required size. There have been and still are numerous problems associated with low-speed geared mill drives of any kind, especially with individual motor/gear sizes approaching or exceeding about 4 MW (5,360 hp). Every mill builder knows about them, but operators learn to accept them as inevitable. The Decision to Change Three things combined to break this technological stalemate: the courage and progressive spirit of one major iron ore processor in Scandinavia, the cooperation of three experienced manufacturers, and an unusual application problem that could not be solved by any conventional approach. The last factor was surely the decisive one, but the first one does not come as a surprise either. The Swedes near Kiruna and the Norwegians around Kirkenes are experienced ore miners and processors, and much credit goes to them for technological breakthroughs in the industry. At A/S Sydvaranger in Kirkenes, above the Polar circle at about the latitude of Alaska's northern tip, the existing grinding facilities, with a total of 14 100 to 240-t/h (110 to 264-stph) ball mills, can not be expanded. Nevertheless, to increase mill throughput, only installing a larger mill in place of an existing smaller one was a practical alternative. For this replacement, the owners set requirements that seemed impossible to meet: • The old 100-t/h (110-stph) ball mill should be replaced with a new ball mill with 10 times the rated throughput, without significantly impairing the operation of the remaining mills, and without significantly changing the mill building. • The new mill should have a variable-speed drive to ultimately optimize the grinding process by means of a closed-loop process¬computer-controlled grinding cycle, and to minimize the specific energy consumption. • Availability, efficiency, and life expectancy of all new components must be higher than those being replaced. • Inrush-current and harmonic loads on the rather weak electric supply line must be minimized to ensure safe plant operation. All old ball mills at A/S Sydvaranger are the geared type, using single synchronous and wound-rotor, slow-speed motors with ring-and-pinion gears. Operators are familiar with the limitations and problems associated with such drives, and they are aware that the following items become major concerns when drive powers are drastically increased: • Gears are subject to wear and tear, require frequent maintenance, and eventual replacement of major parts. • Gears are sensitive to misalignment, overload, and thermal distortion, limiting their useful life. • On dual or quadruple drives, load-sharing and torque oscillations between motors can be a major reason for concern. • At these speeds, ring-and-pinion gears reach their torque transmission capabilities altogether at around 4 MW (5,360 hp) per motor/pinion. To obtain the desired variable-speed performance of the new drive, the only practical and economical conventional solution would have been a frequency-controlled, low- or medium-speed dual motor drive with about 8 MW (10,720 hp) of power. This, however, was not feasible because of limited floor space. Therefore, bids were solicited for the alternative drive method, the gearless ring motor. General Considerations Why are such large mills considered? After all, one could avoid all the problems by simply staying with smaller mill unit sizes. Under competitive pressures of free markets, however, grinding efficiencies and specific energy consumption become key factors in selecting new equipment. This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. Negotiations were commenced with the claim owners, ultimately resulting in the acquisition of all of the desired property, although some of

Coal is defined as a combustible rock that originated in the accumulation and physical and chemical alteration of vegetation. Coal can be ignited and burned like the wood that was man's earliest fuel, but coal gives more heat than the same amount of wood and has many industrial uses. Unlike wood, coal is not generally found on the surface of the ground but is mined from the solid rock of the earth. Before taking up the occurrence, formation, and the unique character of coal in the rock sequence, let us briefly consider the general character of all rocks in the crust of the earth. Relatively little is known about the very earliest history of the earth, although a number of logical theories have been developed. Manned exploration of the moon and the rocks returned to earth continue to provide some answers to questions concerning the earth's origin and history. The period of earth history with which we concern ourselves here begins after great areas of water had evolved on earth and substantial land areas of once molten (igneous) rock existed. Weathering and other processes that attacked the surface of the rocks reduced them to small particles. Water provided by rainfall transported this material, ultimately, to large bodies of water where it was deposited. Thus was initiated the geologic sequence of sedimentary rocks that lie above the once molten igneous rocks. The crust and upper mantle of the earth are made up of several large plates along which difEerentia1 movement (primarily horizontal) takes place. Such movements, although small, are occurring today. These horizontal movements are accompanied by vertical movements causing important changes in the relative position of the continents and oceans. Low-lying coastal swamps with favorable climates are ideal locations for coal accumulation and burial by river-borne sediments, and large areas are affected by relatively minor vertical movements of the shoreline. The large plates have continually or intermittently moved throughout the geologic past, resulting in various configurations of the continents and oceans, and coal-forming conditions have occurred at numerous times and places. Vast areas of our continents have been repeatedly inundated by shallow oceans and only relatively small parts of the present continents appear to have been above sea level throughout geologic time. Great forces acting principally along plate margins have folded and broken the crustal rocks, forming large belts of mountains.

Before the development of the underground stoping and mining costs can be considered, certain facts about the ore body, the proposed mine, markets, etc., must be known or determined. In the case to be studied, the zinc-lead mineralization occurred with a narrow vertically dipping structure of undetermined length and vertical extent. Exploration completed to date has revealed 6.5 mil¬lion st t of proven reserves. A further 820,000 st of in¬dicated reserves has been outlined and this tonnage is considered capable of being expanded by a factor of approximately four after more detailed drilling. After studying the market conditions and completing a very preliminary feasibility study, it was decided that production would be 730,000 stpy (or 2000 stpd) of ore. First year production would be at the rate of 1500 stpd. The main design criteria for the selection of the min¬ing methods are minimizing surface subsidence, maxi¬mum recovery of the ore body, maximum degree of grade control, maximum productivity, and safe working conditions. Two basic extraction systems are considered capable of meeting these requirements: mechanized cut¬and-fill stoping and sublevel long-hole stoping with filling. The primary development system of the mine has been designed to give maximum flexibility in stoping systems and layout and to permit changes if considered necessary as a consequence of actual production ex¬perience. At the present time, access to the mine is by a circu¬lar concrete lined vertical shaft, 16 ft diam, sunk to a depth of 1380 ft. Two exploration levels have been driven within the ore zone at depths of 165 and 1246 ft below the surface outcrop. The development to date had the objective of sampling the mineralization and produc¬ing detailed information on the outline of the ore body and the distribution and controls of zinc and lead values. In an attempt to satisfy the basic design criteria for the mine, it was decided that production would be best achieved by a combination of 40% sublevel long-hole stoping and 60% cut-and-fill mining. Costs of exploration and capital development of per¬manent underground facilities are normally written off over the life of a mine. Production expenditures, on the other hand, are of a temporary nature and are normally charged as and when incurred as an operating expense. Reasonably accurate predictions of mine production costs can be built up from engineering design and estimates of individual mine activities for ultimate inclusion in the comprehen¬sive data required for financial decision making. The simulated operations can be costed on a detailed basis in the form of a monthly operating budget. The budget format can be generalized or detailed, depending upon the scope of the project. However, ex¬perience suggests that a fairly detailed format has the advantage of assuring that all significant cost items are included. For underground costing it is suggested that the budget structure include five major cost centers (i.e. development, diamond drilling, ore extraction, hoisting/ transportation, and general mine expense). These in turn are detailed under numerous subheadings. The mechanism for compiling an operating budget will be illustrated. Because of its relative simplicity, ore extraction under sublevel long-hole stoping has been chosen for illustration. All other activities, simple or complex, can be estimated in similar fashion. BLOCK AND STOPE DEVELOPMENT Long-hole blocks, used where advantageous, will be up to 250 ft in height, depending upon the vertical con¬tinuity of the mineralization, and approximately 300 ft long. Drawpoints will be at 36-ft intervals and serviced by loading crosscuts driven from a footwall drift parallel to and close to the ore zone. Pillars between the stopes will be 50 ft wide. Stopes will be drilled off with vertical rings of blastholes drilled from sublevels approximately 60 ft apart vertically. This drilling will be done by percussion drilling machines (31/2 in.) mounted on a trackless drilling rig. Load¬haul-dump (LHD) equipment will be used to move broken ore from the drawpoints to the orepass connecting to rail haulage systems. On completion, long-hole stopes will be backfilled to prevent caving and to facili¬tate later pillar removal. From a planned stope layout, a forecast of produc¬tion and development is made in Table 1. Table 1. High costs--and high risks--are normal in coal exploration and mine development. But risks and ultimate costs are minimized by foreknowledge of prospective coal seams and adjacent formations. Extensive drill hole programs are often used to obtain needed information. Cores and cuttings from these holes are used to determine coal location, thickness, and quality; they are also used to study physical and geological characteristics of surrounding beds. Valuable as these core and cuttings studies are, their effectiveness is often diminished by loss of recovery or by incomplete analysis. Needed is an effective and economical method for augmenting these studies. Well logs provide information of the type needed for efficient cool prospecting. Furthermore, obtaining these logs in drill holes, and evaluating the data they provide, is both fast and economical. To investigate the usefulness of well logging methods in coal explorations, the authors worked with Mr. Jon Jenkins of Truax Truer Coal Company. Logs were run in a number of drill holes in various areas of the Illinois Basin; these areas provided variety both in coal quality and geologic conditions. The data were studied extensively using computer methods similar to those now used in the evaluation of oil and gas wells. (2, 3) This study was used to produce a computer-generated analysis designed especially for mining problems.

Introduction The Surface Mining Control and Reclamation Act (Public Law 9587) (hereinafter the "Act" or "SMCRA") passed by Congress in August 1977 represents a comprehensive federal scheme for controlling surface coal mining and the surface effects of underground mining through permitting requirements, performance guidelines and reclamation planning. While the provisions of the Act have been the subject of numerous legal challenges and court battles over the years, it is difficult to identify a more controversial program within the Act than the provisions for designating lands as unsuitable for surface coal mining operations. The lands unsuitable designation process provides for the acceptance and review of petitions submitted by citizens or organizations seeking to have specified land areas designated unsuitable for all or certain types of surface coal mining activities. In filing these petitions, the interested parties or petitioners are required to make allegations about potential adverse impacts on people or the environment and submit evidence supporting their allegations. In 30 U.S.C. § 1272, Congress provided that "[a]ny person having an interest which is or may be adversely affected shall have the right to petition ... to have an area designated as unsuitable for surface coal mining operations." Under the Act, an area can be designated as unsuitable where the mining operation will (1) be incompatible with existing state or local land use plans, (2) affect fragile or historic lands, (3) affect renewable resource lands where mining operations could result in substantial loss or reduction of long-range productivity, or (4) affect natural hazard lands where such operations could substantially endanger life and property. In enacting SMCRA, Congress mandated that each state establish a process to determine which, if any, lands within the state are unsuitable for all or certain types of surface mining operations. In response to this federal legislation, the Kentucky General Assembly adopted a state regulatory program for surface mining that included provisions direct¬ing the Secretary of the Natural Resources and Environmental Protection Cabinet to establish a program for designating lands as unsuitable for surface mining as required by the Act. In recent litigation in Kentucky, several environmental groups filed a lands unsuitable petition, later joined by the University of Kentucky, challenging a proposal by Arch Mineral Corporation to surface mine over 3 million tons of recoverable coal. The petition sought to designate over 10,000 acres of land adjacent to Arch's proposed operations as unsuitable for surface mining operations, basically alleging that the mining would disturb an outdoor laboratory. The filing of the petition activated Kentucky's regulatory scheme for reviewing lands unsuitable petitions that can result in an absolute prohibition against surface mining on the petitioned land for historical, environmental and other related reasons. The designation process involves vague petition requirements creating a situation that Arch argued is devoid of constitutional due process and subject to abuse by the petitioner on many fronts. Arch maintained that the lands unsuitable regulations do not grant adequate protection to Arch's legitimate property rights under the due process clauses of the United States and Kentucky Constitutions and are thus void and unenforceable. The entire process resulting in a decision on the petition took just under 12 months in the Arch case, and although Arch was ultimately successful in preserving its right to mine, Arch's surface mining permit was held up for this period of time. This delay led to the cessation of mining operations by Arch and the idling of over 250 workers. This paper will review the lands unsuitable designation process and the significant implications the process has for existing surface mining operations, currently proposed operations and even those long-range operations not yet contemplated. Special emphasis will be given to Kentucky's lands unsuitable program. Finally, the recent litigation involving Arch Mineral Corporation and its effort to surface mine 81.5 acres of Arch controlled property will be utilized to illustrate this very unusual regulatory scheme. Regulatory background Chapter 30, Subchapter F of the Code of Federal Regulations (C.F.R.) promulgated to implement the provisions of SMCRA, requires that each state establish procedures under the state's surface mining program for designating non-federal and non-Indian state lands as unsuitable for all or certain types of surface coal mining operations. 30 C.F.R. § 764.1. The C.F.R. establishes minimum standards for state lands unsuitable programs and sets out requirements for filing a Lands Unsuitable Petition (hereinafter "LUP"), processing LUPs, decision-making guidelines and hearing requirements. Kentucky has adopted regulations providing for the implementation of the lands unsuitable process as part of the state's regulatory program under SMCRA. The following discussion summarizes the principle components of the Kentucky lands unsuitable program.

Since the late 19701s, the use of microcomputers in the minerals industry has grown to the point where today they can be found in virtually every plant within the industry. Their use in every aspect of instrumentation and control has increased the ease of operation and control of every phase of mineral processing. Their incorporation in sensors, transmitters, indicators, and controllers in addition to their use in distributed control and computer systems has provided operators with more timely accurate information than they have ever had before. This has led to an increase in the operator's effectiveness and an improvement in overall productivity. The ultimate aim of plant control is to maximize recovery in the mineral processing operation, and the microcomputer has spawned many tools that are now making this goal attainable. This paper discusses individual use of microcomputers in the areas previously mentioned as well as their collective use in overall control systems. The incorporation of local control systems in total plant control including the communication of information throughout all levels of plant management is also discussed. Finally the role the microcomputer is playing in today's plants is illustrated with numerous references to current examples.
