An economic and operational evaluation of the unrecovered metal, physical conditions, and chemical environment in a leach pad should be made prior to decommissioning. This evaluation will help determine the possibility and method of secondary and/or enhanced metal recovery and the method(s) to be used for detoxification and heap closure. The evaluation requires quantitative sample collection in a locally variable, yet grossly homogenous material. An assessment of a valley fill heap leach pad was made using a technique borrowed from placer technology called sonic drilling. The sonic drilling technique produced very satisfactory core recovery and sample quality. At this site, drilling results demonstrated that the method of heap construction produced expected features after extensive long term leaching. Rather than a uniformly homogenous pile of metallurgically depleted crushed ore, an assemblage of solution channels, un-oxidized sections, unleached areas, and compaction due to various factors, were found. These conditions are thought to represent a normal, rather than unique, situation for a valley fill heap leach. The lack of this information can have a significant impact on the economics and methods of heap re-handling and ultimate closure.

The pumping of abrasive and sometimes corrosive slurries is normally carried out at modest heads (say 100 ft) with specially designed centrifugal pumps. When heads become higher than this, two or more pumps are used in series but ultimately the system requires staffed pumps with consequent increase of costs. The only other type of pump suitable for high heads is the Ram pump but this is notoriously subject to wear. The paper describes a novel application of the so-called "lock hopper" principle to continuous pumping of slurries. The pump itself is never in contact with the abrasive slurry nor is it subject to head or capacity limitation. It works by displacing slurry with the clear fluid component of the slurry (in most cases water) through cylindrical vessels fitted with plug valves to control the discharge and filling operations. Two such vessels are used and the scheme is completed with a liquid clarifier which allows the pipe flow to be maintained continuously. The paper describes experience on the prototype unit used to discharge tailings from a coal washery in Scotland. A tentative evaluation is also made of the economics of this pump against conventional equipment.

Long range transport of pollutants, particularly of sulphur dioxide and the associated acidic precipitation, has received much attention in the press and in international discussion during the last few years. Studies revealing increasing acidity of lakes and the dying out of fish populations over broad regions of the eastern half of North America have created alarm. In this paper, I will not attempt a description of the acid rain phenomenon. For this r recommend the balanced treatment of the subject by Gene Likens et al (1979) in Scientific Americana For my purposes I accept that the problem is serious and direct my attention to exploring a solution. Ultimately, the key lies in the answer to the question; "What do we do with the enormous tonnages of pollution abatement byproducts, chiefly sulphur compounds, that would arise from pollution control?"' Little thought has been given to this most limiting factor to environmental clean-up. This is symptomatic of a basic flaw in the [philosphy] that under-ins environmental policy. Although this paper is to propose a solution to the abatement byproduct problem, the basic flaw - the firmly entrenched, universally adopted, 'polluter pays [philosphy] as it is currently [understood] - needs some comment.

We are proud that one of our predecessor companies originated the phrase "Safety First". That phrase remains today as the guiding principle that governs our total approach to safety and well being in U. S. Steel. U. S. Steel management is totally committed to this attitude and our objective is to have every employee as deeply conscious of his safety responsibilities. Safety is a state of mind but like most things it must have a physical side - both intertwined and inseparable. You might say each promotes the other; and this gives us confidence that with hard work, cooperation from all individuals, and proper application of knowledge and experience, our ultimate objective of frequency "0" will be attained. It is in this vein of thought we present a paper today which gives you briefly our progress, mainly in the physical, or mechanical, protection of miners at work in the Southern District mining operations of U. S. Steel. The Southern District not only includes the underground mining of coal but the underground mining of zinc ore in Jefferson City, Tennessee, and the quarrying of dolomitic limestone near Bessemer, Alabama.

Introduction In contrast to the general type of crushing mechanism in which the crushing surfaces alternately approach and withdraw from each other, described earlier in this section, and continuous-pressure break¬ers such as rolls and roller mills that will be described in a later chapter, impact crushers load by striking pieces of rock while in free fall and hurling them at high speed against stationary surfaces. Because the impact crusher depends for its effectiveness upon high velocity, wear is greater than in the slower-moving jaw and cone¬type wear parts, and for this reason its use is strictly limited to rela¬tively soft, friable, and sticky rocks that are characteristic of many nonmetallic mineral deposits. A few of these are phosphates, lime¬stone, barite, clay, asbestos rock, and coal. However, several examples of their use on soft lead-zinc and precious metal ores have been known. Although the use of impact crushers is expanding today into the range of ores containing as much as 15-18% silica, Taggart16 set the practical limit at 5%, and in the 1940s and 1950s several installa¬tions in the US and western Europe exceeded the limits of economical maintenance and were quickly superseded by the slower-moving, con¬ventional crushers. A rock that tends to be plastic or bouncy in a jaw or gyratory crusher when the force is applied slowly to reach ultimate strength, may become brittle with rapid loading and thus increase the effective¬ness of the applied forces. For this reason it is to be expected that as the quality of hammers, grates, plates, and cages improves with advances in steel technology, the use of high-speed crushers of this kind will increase. Terminology Modern usage differentiates between the impactor and the hammer mill, the former relying primarily on the impact of hammers (fixed or free-swinging) and secondarily upon pieces striking one another or steel surfaces; the hammer mill relies on both the centrifugal impact force of free-swinging hammers and the attrition and shear action between these hammers and well-placed grates suspended at the bot¬tom just below the hammer circle. The hammer mill, because of its grate discharge, restricts discharge of oversize rock to the grate open¬ing, while at the same time providing a trap for removal of tramp iron or other uncrushables. The impactor discharges free, so generally works with a screen to control product sizes. The question of terminology, impactor vs, hammer mill, creates difficulties because the similarities appear to outweigh the differences by far; if one were to list the similarities in order of importance and then the differences, he would be forced to conclude that they would best be dealt with as a single kind of crusher. Taggart16 gave it four names and added "as it is variously known," but it must be remembered that in 1945 the machine was nearly exclusively of the flailing-hammer type, while today the fixed-hammer rotor is also com¬mon. In this chapter the terms impactor and hammer mill will be used where they seem to apply. It is perhaps unfortunate that this terminology is being confused with rock breaking at the mine, usually with hand-held tools, e.g., the article "High-Energy Impact Rockbreaking" by Grantmyre and Hawkes, CIM Bulletin, August 1975. General Description Impact breakers, impact crushers, and hammer mills accomplish material breaking and reduction primarily through impact action of the material with fixed or free-swinging hammers revolving about a central rotor. The material to be crushed enters through an opening at the top or top side known as the "feed opening" or "hopper opening" and falls into the path of rotation (hammer circle) of the hammers. Initial breakage is accomplished in midair by collision of the dropping feed material with high-speed hammers. The second stage of breakage occurs when the pieces hit plates or breaker bars which line the crusher boxlike frame. Hammer mills rely further on a shearing and attrition action between free-swinging hammers and grid bars or grates at the crusher bottom which restrict discharge of oversize material until it is broken sufficiently to pass through the grid opening. The term hammer is used in reference to the piece which strikes the material, whether it is fixed on the rotor or free-swinging. It

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. Introduction The McClure River Processing Plant is located at McClure in Dickenson County, VA. The plant was originally constructed in 1979 as a 600 st per hour facility. The plant is fed by coals from numerous mines in the area as well as a major longwall mine onsite. Coal is processed predominantly for the metallurgical coal market. The original plant was comprised of three separate processing circuits incorporating a heavy medium vessel for the coarse material (+10 mm). Intermediate sized material (10 x 0.6 mm) was beneficiated in heavy medium cyclones, with the remaining fines (0.6 mm x 0) passing to froth flotation for upgrading. The products from all three circuits were combined prior to thermal drying and then stored in silos or ground storage prior to shipment to the metallurgical coal markets. A middlings heavy medium cyclone circuit was also present to rewash the vessel and primary heavy medium cyclone rejects. The original circuit is as shown as Fig. 1 (Editor's note: All figures are reproduced at the end of this paper.) In reasonably close proximity to the McClure Plant is the much older, less efficient Moss 1 Plant, (Chance cone, table, water only cyclone, froth flotation, Fig. 2), which prior to the McClure Plant expansion was processing considerable tonnages of coal. At that time, the McClure River Plant was processing coal at the maximum possible feed rate, and the Moss 1 Plant was finding increasing difficulty in maintaining the stringent quality specifications on its major metallurgical coal accounts. Given the fact that many of the feeder coals to Moss 1 could be moved with minimal difficulty and cost to McClure, an exercise was conducted to evaluate the potential of expanding the McClure Plant. This would result in transferring coals from Moss 1, thereby increasing yield, reducing operating costs, and enabling customer specifications to be met more easily. After evaluating many possible ways of expanding the McClure Plant, we eventually settled on an approach based on the idea of Gallagher at German Creek in Australia (Gallagher, 1986). Our objective was to increase plant capacity by removing the coarser size fractions (0.60 x 0.15 mm) from froth flotation and at the same time eliminating the finer fractions (1.25 x 0.6 mm) from the heavy medium cyclone circuit, thereby allowing these circuits and therefore the plant as a whole to increase its capacity. These size fractions (0.60 x 0.15 mm from froth flotation and 1.25 x 0.6 mm from the heavy medium cyclone circuit) would be treated in a new spiral circuit. After desired evaluation of the various circuit capacities, including desliming screen, clean coal filter and thermal dryer capacities, etc., it was concluded that we should be able to maintain high levels of processing efficiency in the existing circuitry while at the same time expanding plant feed rate from a nominal 600 st per hour to 1000 st per hour, thereby achieving the objectives The circuit that was finally settled on is shown in Fig. 2. Several unique features were incorporated in this circuit in an attempt to maximize processing efficiency and reduce maintenance costs. First, the idea of a single-stage spiral circuit was abandoned in favor of a two-stage circuit incorporating rewashing the primary spiral middlings in a secondary spiral (Bethell, 88). The spirals selected were Mineral Deposits Model LD4 units. It was felt, after much previous testing, that spiral middlings rather than being a true middling gravity fraction were in fact a combination of true middlings with a preponderance of misplaced light coal and high-density rock. Consequently the insertion of this material directly into either clean coal or refuse streams (per normal practice) would only lead to loss of efficiency. The operating philosophy behind the design of the circuit was to produce the purest coal and rejects possible by adjusting the spiral splitters. Misplacement of refuse into the clean coal and vice versa would be minimized by taking a fairly large middlings cut. By reprocessing this material (10%-15% of primary spiral feed) in a secondary bank of spirals the misplaced material in the primary middlings would be reprocessed and its probability of reporting to the correct stream greatly enhanced. To minimize fines loading on the spirals, fine aperture sieve bends were to be included. A further novel feature of the circuitry is the desliming/ dewatering system. A philosophy of accepting inefficiency but forcing it to work in our favor was developed. The dewatering screens (Linatex Combis) were chosen not for their ultimate screening efficiency but for their ability to remove slimes (tolerating a fair quantity of oversize in the effluent) and their enhanced maintenance characteristics. Any oversize passing into the effluent, together with the fine coal centrifuge effluent, would pass to classifying cyclones, the objective of which was to reject to overflow (and hence froth flotation) as many fines as possible (-150 µm) without running the risk of losing coarse (1.25 x 0.15 mm) material to oversize. Hence, by a process of producing a "slime free" screen product coupled with a "coarse free" cyclone overflow, sizing efficiency could be maximized. Obviously, recirculating load had to be factored into the Combi Screen design capacity. The spiral circuit as shown in Fig. 2 was installed at McClure River in January 1988. The spiral circuit efficiency was very high immediately, and, after the normal debugging, plant capacity has been increased to the point at which we are currently processing of the order of 1100 st per hour. Test program The performance of the spiral circuit has been evaluated by two major samplings of the entire new circuit, coupled with routine bi-monthly tests on all other major components of the plant circuitry.

Based on the findings within their report to Congress, the US Environmental Protection Agency (EPA) announced that it had decided not to regulate mining wastes under the hazardous waste regulatory program. However, they found that some mining wastes are hazardous and may be causing environmental damage. Cyanide wastes from heap leach operations were included in this group. In evaluating the effects of cyanide use in mining one finds a significant lack of information on the fate of cyanide in soils. Cyanide attenuation and degradation of soils is important, because ground water is a major potential pathway for cyanide contamination. There is a strong potential for cyanide to be removed from solutions as it migrates through soils· by volatilization, chemical reaction, adsorption, oxidation and biological processes, but no definitive investigation has defined these mechanisms adequately to be able to predict the fate of cyanide in soils.

Fluorspar is the commercial name for fluorite, a mineral that is calcium fluoride, CaF2. The name, derived from the Latin word fluere (to flow), refers to its low melting point and its early use in metallurgy as a flux. It is the principal industrial source of the element fluorine. Two other minerals, cryolite and fluorapatite, have significant fluorine content. Cryolite, sodium aluminum fluoride, Na3AlF,, is a rare mineral that has been found in commercial quantities only in Greenland. The natural material has been supplanted by synthetic cryolite for its principal industrial use in the manufacture of aluminum. Fluorapatite, Ca5F(PO3)2, is a source of phosphate for fertilizer manufacture, containing a small percentage of fluorine. Commercially mined deposits of apatite have varying amounts of fluorine, chlorine, hydroxyl, and carbonate. HISTORY Fluorspar was used by the early Greeks and Romans for ornamental purposes as vases, drinking cups, and table tops. Various peoples, including the Chinese and the American Indians, carved ornaments and figurines from large crystals. Its usefulness as a flux was known to Agricola in 16th century Europe. Fluorspar mining began in England about 1775 and at various places in the United States between 1820 and 1840. Production grew substantially following the development of basic open hearth steelmaking, wherein it is used as a flux. Use was stimulated by growth of the steel, aluminum, chemical, and ceramic industries, particularly during World Wars I and 11. Fluorocarbons entered the picture in 1931. The use of anhydrous hydrogen fluoride (HF) as a catalyst in the manufacture of alkylate for high octane fuel began in 1942. Differential flotation for separating fluorspar from galena, sphalerite, and common gangue minerals in the 1930s and the application of heavy media concentrating methods to the treatment of low grade ores in the 1940s were outstanding technological advances that facilitated increased production. Pelletizing and briquetting of flotation concentrates for use in steel furnaces and the development of flotation schemes for beneficiating ores containing abundant dolomite and barite have been major improvements in the industry. USES OF FLUORITE Fluorspar is used to make hydrogen fluoride (HF), also called hydrofluoric acid, an intermediate for fluorocarbons, aluminum fluoride, and synthetic cryolite. It is used as a flux in the steel and ceramic industries, in iron foundry and ferroalloy practice, and has many minor specialized uses. Hydrogen fluoride is produced by reacting acid grade (97% CaF,) fluorspar with sulfuric acid in a heated kiln or retort to produce HF gas and calcium sulfate. After purification by scrubbing, condensing, and distillation; the HF is marketed as anhydrous HF, a colorless fuming liquid, or it may be absorbed in water to form the aqueous acid, usually 70% HF. Synthetic cryolite, organic and inorganic fluoride chemicals, and elemental fluorine are made from hydrofluoric acid. The acid itself is important in catalysis in the manufacture of alkylate, an ingredient in high-octane fuel for aircraft and automobiles; in steel pickling, enamel stripping, and glass etching and polishing; and in various electroplating operations. The manufacture of one ton of virgin aluminum requires about 12 to 29 kg of fluorine content in synthetic cryolite and aluminum fluoride. This quantity, through improved technology and recovery practices, is being lowered significantly in countries with the most advanced technology (i.e., Australia and Sweden), while others (i.e., Surinam and South Africa), remain at the high end. Elemental fluorine is prepared from anhydrous hydrofluoric acid by electrolysis. Gaseous at room temperature and pressure, fluorine is compressed to a liquid for shipment in cylinders or in tank trucks. Elemental fluorine is used to make uranium hexafluoride, sulfur hexafluoride, and halogen fluorides. Gaseous uranium hexafluoride is used in separating U235 from U233 by the diffusion process. Sulfur hexafluoride is a stable high dielectric gas used in coaxial cables, transformers, and radar wave guides. Halogen fluorides have important applications, mostly as substitutes for elemental fluorine, which is more difficult to handle. Emulsified perfluorochemicals, organic compounds in which all hydrogen atoms have been replaced by fluorine, are undergoing investigation as promising blood substitutes. They transport oxygen and, in conjunction with a simulated blood serum, perform many functions of whole blood. With further development, these organic compounds may ultimately, in emergencies, be useful in saving lives of animals and humans during periods of acute shortages of natural blood. Inorganic fluorides are used as insecticides, preservatives, antiseptics, ceramic additives, and fluxes and in electroplating solutions, antioxidants, and many other products. Boron trifluoride is an important catalyst. Organic fluorides are volume leaders in the fluorine chemical industry. Fluorinated chlorocarbons and fluorocarbons are prepared by the interaction of anhydrous HF with chloroform, perchlorethylene and carbon tetrachloride, and are characterized by low toxicity and notable chemical stability. They perform outstandingly as refrigerants, aerosol propellants, solvents, and cleaning agents and as intermediates for polymers such as fluorocarbon resins and elastomers. Fluorocarbon resins are inert compounds that have unusually low coefficients of friction and have found a number of applications as lubricants for parts that cannot be oiled, e.g., bearings for window raising equipment located inside of automobile doors, in small electronic equipment, for the manufacture of chem-

Tunnels and other underground structures are typically designed using ground-structure interaction models instead of traditional structural analysis programs. This allows for the degree of load sharing etween the two odies to e calculated allowing for a more efcient design. hile modern codes outline the use of limit states with factors on applied actions, limit states are not typically compatible with ground-structure interaction models. Consequently, the engineer is left to develop rational methods for incorporating load factors into their analyses. Several methods can be considered, including the Largest Factor Method, Averaging Method, Subtraction Method, and Split Factor Method. This paper discusses the approaches, compares their effects using a case example, and provides a recommendation for designers.

Caterpillar and Fortescue Metals Group have moved forward with the delivery, installation and support of a complete Cat MineStar System at Fortescue?s Solomon iron ore mine in the Pilbara region of Western Australia. The complete technology suite was implemented for the first phase of Solomon, the 20 Mt/a (22 million stpy) Firetail manned mine, in October 2012. As part of an autonomous mining solution for phase two, the 40-Mt/a (44-million stpy) Kings Mine, eight Command for hauling Cat 793F CMD trucks were commissioned and commenced operations in the second quarter of 2013. The mine plan calls for a progressive ramp up to 45 autonomous trucks during the next several years. In addition, other Cat MineStar System capability sets, Fleet, Terrain, Detect and Health, are being used across the mobile equipment fleet, including support equipment and light vehicles. Working closely with Fortescue and its mining contractor, Leighton Contractors, Caterpillar and the Cat dealer in Western Australia, WesTrac, are providing a full solution for managing, operating and supporting Cat MineStar System and Command for hauling. The greenfield Solomon Mine has brought together the skilled team from Caterpillar, Fortescue, Leighton Contractors and WesTrac to deliver an efficient, cost effective autonomous mining solution.

The very high cost of exploration and development for new mines requires that a carefully planned, complete, and technically competent geotechnical evaluation be applied to the ore body and the surrounding rock. The ground conditions must be predetermined sufficiently so that, during the development and exploitation stages, unexpected conditions will be of minor consequence. Ground conditions are a major factor affecting the cost of excavated items such as shafts and inclines. For example, shafts cost less to sink in tight dry ground than in highly pervious ground below the water table, with all other factors being equal. The proper mining methods also is dependent upon the ground conditions. Bad ground for room-and-pillar mining may be ideal for caving methods; whereas, ideal ground for room-and-pillar mining would be extremely difficult for a caving operation. To do a proper engineering design, the parameters of strength, deformability, and permeability must be determined, in addition to the loads that will be applied as a result of the mining activity. The required degree of accuracy for each parameter depends upon the individual case. For example, the strength of massive rock in which openings of small cross-sectional area are to be driven at shallow depths needs to be resolved only within several thousand kilopascals (pounds per square inch). Under such conditions, the rock strength is not likely to be of great economic importance unless the rock is very weak. Large openings at great depths require a much more accurate appraisal of rock strength and deformation characteristics. Ground water conditions are important at any depth. Today, a number of techniques exist for evaluating conditions before opening up the ground for development. These techniques and their applications are described in more detail later in this text. The evaluation of ore body ground conditions should start at an early stage, as soon as the deposit has been proven viable for a mine. Economic geology investigations mainly serve to define the value and limits of the ore deposit. To do this properly, the geology of the site is determined in at least as much detail as is necessary to define the "controls" for the ore body. The ground-condition evaluation must determine the engineering properties of the ore body and the surrounding material. This includes the structural geology as it relates to rock strength; i.e., the frequency, extent, and orientation of discontinuities such as faults, joints, bedding, etc. Ground water conditions also must be determined. It is important that the detailed geology of the site be determined at an early date. Reasonable geotechnical parameters must be established during this time period, so they can be used in mining model studies that include both physical and mathematical models. The ultimate goal bf-the geotechnical evaluation is to predict the ground behavior as the excavations are made and how the ground behavior will affect the safety and economic well-being of the mine. The formulation of a ground-condition evaluation program should be planned carefully to determine the particular geotechnical parameters only in as great a detail as will have a bearing on the mine design. For instance, it is not necessary to make numerous triaxial tests in strong rock when the mining will be conducted within a few meters (feet) of the surface in a regime of gravity loading and an absence of tectonic stresses. Similarly, it is not necessary to invest large amounts of time and effort in the determination of joint strengths if the orientations of the joints are such that the failure could not occur along them. Generally, the determination of ore body ground conditions can be divided into four main steps: 1) The general and structural geology of the site must be determined; this is determined primarily during the economic evaluation. 2) The material behavior characteristics of the deposit and the vicinity must be determined. 3) The ground water hydrology of the deposit and the vicinity must be determined. 4) Miscellaneous ground support considerations must be established. Gross features are defined first, followed by a series of increasingly detailed investigations. Specifically, the geology study should start by utilizing techniques such as remote sensing, topographic map interpretation, geologic mapping, etc. After the gross features, such as major faults, have been delineated, the studies are directed toward defining the more detailed elements of jointing, rock strength, ground water hydrology, and other characteristics. This information is used to formulate an assessment of the strength of the ore body and the surrounding rock. Finally, all of the gathered information is integrated to make an assessment of the rock behavior in relation to the types of openings, the excavation methods, the support requirements, etc., that should be used for the rock conditions that are present. The mine design and the geotechnical assessment should be an iterative process. General conclusions about the rock conditions will dictate a type of mine plan. The specific mine plan then should be modified by specific geotechnical considerations. For example, an initial assessment may conclude that the ore body is strong and that a strong rock unit is present over the ore body. Thus, one definite possibility is to mine the deposit by room-and-pillar methods. However, subsequent investigations may reveal faults through the deposit, requiring relocation of the mine openings so that pillars and other structures are in sound rock. In other words, the final mine plan should be compatible with the geotechnical aspects of the ore body.

16.1.1-VENTILATION'S ROLE Importance of Ventilation and Environmental Control-Mine ventilation is necessary for the preservation of human life and for the conduct of operations involved in the underground extraction of minerals. It clearly is the most essential of the functions attendant to mining, yet it is auxiliary to the primary objective in mineral extraction. Ventilation in mining thus poses a paradox: ideally, it should be carried out with minimum interference with and cost to production operations, yet it is absolutely vital in providing adequate environmental con¬ditions to support mining. Deterioration of the atmosphere, along with rising ground pressure, imposes the ultimate constraint with depth in underground mining. Ventilation requirements and costs rise rapidly with depth. To preserve atmospheric quality under intense heat conditions, ventilation at great depths must be supplemented by air condition¬ing. Likewise, when mining at any depth under severe or excessive conditions of gas, dust or humidity, supplementary control measures must be employed. In recent years, environmental standards in mines have been raised substantially. While limits are based on human tolerance, increasing concern is being expressed for standards of human comfort. The reasons are economic, as well as humanitarian. Worker performance and longevity correlates closely with environmental quality. Further, adverse accident and insurance compensation rates are a consequence of unsatisfactory environmental conditions. No mining company can afford to be lax in its environmental and ventilation practices. Functions and Processes-Ventilation is the control of air movement, its amount and its direction. As a means of quantity control, it is one of the constituent processes of total air conditioning, the simultaneous control within prescribed limits of the quality, quantity and temperature-humidity of the air. Ventilation is the most common and most. important conditioning process employed in mines for air environmental control. In mine ventilation, air is coursed through the mine workings and openings themselves and, for auxiliary purposes, through vent tubing and ducts. Thus, many interdependencies exist between the mining system and ventilation method. In fact, the two often have evolved ,jointly, as in room-and-pillar extraction of bedded or tabular mineral deposits, such as coal. Ventilation in mines today is provided almost exclusively by large fans, although air flow may result due to natural (thermodynamic) conditions. As mines increase in depth, size and complexity, demands on the ventilation system to maintain more stringent standards of environmental quality likewise rise. On the other hand, never have the technology and resources of the mining industry to cope with environmental problems been so well developed as they are today. In spite of rising costs, it is unlikely that further progress in mine ventila¬tion and air conditioning must await technological breakthroughs. 16.1.2-NATURE OF THE MINE ATMOSPHERE Air Mixtures-Air is a gaseous mixture comprising the natural atmosphere at the surface of the earth. The computer program "Spike" is an "expert-rule based system" designed to fulfill two requirements. 1) acquaint unfamiliar personnel with big hole drilling techniques and 2) to stimulate the "old hands" in solving drilling problems. "Spike" will not make anyone a drilling expert The best way to understand a computer program is by example, but first some explanation of an? "expert-rule based system", As the name implies, the program tries to imitate a human expert. Unlike a normal computer program which uses a list of instructions to follow in a set order, a rule-base program has a collection of independent rules without an explicit list of things to do, one after the other. This type of program was mandatory to accommodate the ever changing situations and corrective actions that more accurately duplicate actual drilling operations and the advise of an experienced drilling expert.

With mine activity dating back to 1792, the Lehigh Valley, about 80 km (50 miles) northeast of the historic Allentown/Bethlehem steel mills and about 160 km (100 miles) northeast of Philadelphia, PA, defined early-day coal mining. Coal mining began just nine years after the end of America?s Revolutionary War. The high-carbon, clean-burning anthracite coal that was hand-dug from the Pennsylvania hills fueled the steam engines that powered the Industrial Revolution, helping build early steam ships and even the first automobiles. Around 1910, at the peak of the U.S.?s early mining effort, there were more than 250,000 men working underground ? 10,000 of them in the Lehigh Valley.

Understanding the nature of coal surface heterogeneity is a prerequisite to accurate characterization and efficient control of coal surfaces. New techniques based on the centrifugal immersion of particles from the liquid/ vapor interface and film flotation have led to independent estimation of surface energy distributions in individual coal particles. Changes in the distribution of surface sites due to oxidation and polyacrylamide adsorption on coal are studied here using the above techniques. New information on -possible conformations of adsorbed polymers is also obtained.

Newmont Gold Company began full production in early 1995 at the Carlin East underground mine. The mine is currently producing at the rate of 900 tpd (1.000 stpd). for an annual production of 150.000 ounces. Approximately one hundred twenty five hourly and salary personnel are employed at the project for the estimated six-year mine life. Two mining methods are currently utilized at the mine. Longhole stoping with cemented backfill accounts for 70% of the total mine production. Conventional underhand drift and cemented fill accounts for the balance of the daily tonnage. In December 1996. Newmont purchased a new AC-Eickhoff ET-210 Roadheader. The machine went into service in mid-June of 1997 and is used in both longhole stope topcut development and cut and fill production at a rate of 225 tpd (250 stpd). The Carlin East mine is operated by Newmont Gold Company. The mine is one of four underground gold mines in production in northeastern Nevada owned by Newmont Gold.

FMC Gold's Paradise Peak Mine, located 13 km (8 miles) south of Gabbs, Nevada, became operational in April of 1986. Shortly thereafter heap leach testwork began on sub mill grade ore. Presently, testwork continues in combination with production size heaps that account for approximately 6% of total gold production at Paradise Peak.
