There is considerable disparity in rates from both Rock Springs, Wyo., and Castle Gate, Utah, to the four coast cities where the slack coal is to be used for purposes other than export. The rate on coal to be exported is the same from either starting point to any of the four coast cities even though there is a difference of as much as 341 miles in the shipping distance. It is interesting to note that the freight rate between Sunnyside, Utah, and Fontana, Calif., on coking coal is $5.05 per ton and that coal up to 8 in. can be moved on this rate if it is suitable for coking. This rate was published late in 1942 on a contemplated annual movement of more than 500,000 tons. There have been decreases in freight rates since 1923 on movements of slack coal from Utah into Seattle and Portland due to pressure on the railroads and to greater. quantity of coal shipped. It is the author,', opinion that a movement of slack coal in excess of 3 million tons of coal per year from Utah to any point in central California would justify a freight rate equal to that puhlished for Fontana, Calif.. or $5.05 per ton. The movement of 3 1/2 million tons of coal per year on the basis of 240 mine working days per year would require that 14,600 tons be handled each mine working day. If it is assumed that shipments could be arranged for a 6-day week, the average railway movement would he 11,200 tons, or approximately 3 trains containing fifty-five 70-ton coal cars per day. Such movements of coal would require railroad equipment represented by the investment amounts stated in Table 12 and entail the services of 250 men. Table 12 ... It also appears that the lowest freight rate that could be expecled between intermountain points and the central California area would be $5.05 per ton, making a total cost of coal delivered at a plant site of $9.65 per ton. Conelusions The following are the author's conclusions: 1. Coal mines in Utah and in the Kemmerer and Rock Springs districts of Wyoming could increase annual production by 6 1/2 million tons per year. 2. Under present conditions coal could probably be delivered to any steam electric plant in central California at a price not to exceed $9.65 per ton. 3. The use of coal at such a price, while higher than the equivalent present price of fuel oil, is entirely feasible. 4. There are adequate railroad facilities for movements of large quantities of coal from the intermountain region to the Rest Coast. 5. In a national emergency it probably would be extremely difficult, if not impossible, to obtain sufficient oil to meet requirements of the greatly expanded West Coast steam electric generatsing capacity. 6. The intermountain region contains ample coal reserves to supply all conceivable demands for West Coast power generation for a number of generations. 7. Increasing demands of labor threaten to lessen, if not eliminate, savings in cost of coal production through the use of new mining machinery. 8. Continuation of experiments in socialism by the Federal Government through construction of hydroelectric generating plants, particularly those unrelated to land-use reclamation, defies justification. Rates under this concept of a governmental function are subsidized through greater taxation of its people. Private capital is available to construct steam plants, or hydro plants where feasible, and should be permitted to continue in order to preserve the principles of our free enterprise system. DISCUSSION (L. C. McCabe and Robert P. Koenig, presiding) C. C;. BALl*—I was asked to lead off the discussion, but it is not with the thought that I might be able to add anything to the paper. The thoroughness with which it was prepared rather forestalls the asking of many questions. Your treatment, Mr. Heiner, is a very valuable contribution. I do want to suggest—that although you have limited your study to this specific question, with certain geographic limitations, many of the things in your paper apply just as well to the eastern coals. I want to agree 100 pct with your final conclusion concerning government-subsidized construction. Id. C. McCabe*—It is certainly worthwhile to take stock occasionally to see where we are going in problems of this nature. I agree with Mr. Heiner that ultimately the only reliable source of fuel that the West Coast has is coal hut the time factor is the difficult element to evaluate. Just before I came here I discussed this subject with N. B. Hinson, Vice President and Executixe Engineer of the Southern California Edison Company, and Chairman of the West Coast Inter-Power Exchange Committee. He has given much thought to utilities' fuel supply and it was very helpful to me in preparing a discussion of the paper to talk with him beforehand. Stock taking and forecasting of future development are essential to the continuing success of any enterprise. Mr. Heiner has called attention to the unprecedented growth of central and southern California and to the increased demands for fuel and power which have accompanied it. He discusses the increased fuel oil and natural gas requirements and the probable limits on the future use of these fuels and of hydroelectric power. In contrast to the calculable limits of these sources of electric energy, the author points to the availability of enormous reserves of coal in the Rocky Mountain States adjacent to the Pacific Coast which can be utilized for power generation. That there will be increased use of coal for power generation in the area under discussion is generally accepted hut it is in the timetable of such development that there is not complete agreement. In a recent report, Mr. Hinson reviewed the future power outlook for the Pacific southwest area. He pointed out that the use of steam plants in connection with water power plants in this region has made the maximum use of hydroelectric energy possible, and that the correct balance between hydro and steam generating plants produces the most economical overall system. During the past year personnel of the Roof Control Research Group of the Bureau of Mines designed and developed encapsulated hydraulic cells for measuring pressure changes in coal in situ. Preliminary results from feasibility tests in progress in the laboratory and field indicate that the cells respond favorably to changes in pressures associated with a coal-mining environment. The ultimate objective is to use these cells to obtain engineering information relating to coal bump or coal outburst phenomena. Mining research has experienced a remarkable growth during the past decade and from all indications should surge forward at even a greater pace in the future. This increased interest in mining research has been brought about by the ever-multiplying number of technical problems being encountered by the mining industry in its effort to produce pay-dirt tonnages safely and economically from greater underground and surface pit depths. Among the various divisions in the field of mining research, the study of ground stress has received a large part of the overall attention. Numerous technical papers have been written with regard to ground stress conditions around mine openings and yet the total usable knowledge concerning this subject is extremely limited. Research teams around the world are endeavoring to bridge the gap between theoretical and laboratory approaches and the solution to design problems in the field. The problem of ground stress is not a new one for the coal mining industry. Operators in both eastern and western coal fields of the United States as well as in many foreign countries have long been plagued with a number of ground stress problems, one of which is commonly referred to as the coal-mine bump. This term or phenomenon has been aptly defined by earlier investigators as the violent and sudden failure of coal and adjacent rock. Direct results of such failures have been the loss of human lives and thou- sands upon thousands of dollars of sustained mine damages. In an effort to alleviate the magnitude and frequency of these failures, mine operators have employed and are presently employing various corrective techniques. These include: Inducing failure in heavily stressed areas by augering large-diameter holes into stressed pillars, using extensively yield-able steel arches in both long-term haulage and short-term face entries, backfilling unused or abandoned entries with mine waste to gain additional support, and using systematic pillar coal panel extraction techniques including mechanized longwall mining. The Health and Safety Activity of the Bureau of Mines has for a number of years contributed considerable time, funds, and talent in an effort to define better the ground stress problems associated with coal-mine bumps. As a part of this investigative program, in situ ground pressures are presently being studied in coal mines located in West Virginia and Utah. The description and development of the device being used to measure these pressures is the specific topic of this paper. CHOICE OF INSTRUMENTATION After consideration and evaluation of the various instruments and techniques that are being used by researchers in the field of rock mechanics to detetmine in situ stresses, a simple hydraulic system was selected for detailed investigation. Aside from simplicity, a hydraulic system is relatively inexpensive and also eliminates the need for electricity in its installation and operation. The hydraulic device referred to is, in essence, a simple unidirectional pressure-measuring cell. Hydraulic cells, which had been used for measurement of pressures in hard rock, were investigated but found not entirely suitable for use in coal, particularly since they involved (1) preparation and emplacement of cement grout at the test site, and (2) a waiting period before the cells became operational. At the outset, it was decided that certain design parameters be established. The cell should be simple and inexpensive, constructed of materials readily obtainable and easily built in the laboratory or field by unskilled labor. A simplified method of assessing the characteristics of a cleaning unit, including washability curves, yield figures, ash error, separating gravities, and error curve. FOR more than 25 years evaluations of coal cleaning units have appeared in many publications, and during this time considerable progress has been made in developing the theory and techniques of calculating washery results. A variety of characteristics have been defined over the years, many receiving general recognition during the first post-war Coal Preparation Conference in Paris in 1950. Coal preparation has become a science, and the approach to preparation problems is being revolutionized. Formerly, for example, if a coal operator wanted to know the performance of a given cleaning unit for a particular grade of his run-of-mine, he either shipped a carload to the manufacturer for a test run or relied on a report of a test carried out on a coal similar to the one he intended to clean. In modern practice the expensive, time-consuming test work generally can be avoided if the washability curves of the coal in question and the error curve of the cleaner are known. Normally a guarantee can be given on the strength of this information. General acceptance of modern standards has thus reduced the need for pilot-scale models of existing types of coal cleaners. Needless to say, the method requires exhaustive and accurate information on the cleaning unit and on all the additional circumstances affecting its results, information that ultimately can be secured only from actual tests made in the laboratory or in the washery. It is not the purpose of the present discussion to compare the merits of various characteristics, but to describe the general method of calculation, including a method of obtaining data with a minimum of laboratory work. All data presented here were derived from tests made at the plant with portable field equipment, using small quantities of varsol, carbon tetrachloride, and bromoform. It will be explained later that the use of standard fractional ash contents designated normalized ash contents aids considerably in reducing the routine testing of coal cleaners. Like any other statistical procedure, this method has limitations, and it is not recommended for any work in connection with guarantees. Even a varying commodity such as coal, however, will follow the law of large numbers, which is the basic law of statistics, thus allowing simplification of test work without appreciable loss of accuracy. The characteristics needed for evaluating cleaner performance are normally derived from a float-sink analysis of samples of the clean coal and the refuse, followed by ash determinations of the various fractions. Need for a standard of ualuration.—There should be an accepted method for evaluating the different kinds of bituminous coals based on their carbon just as that for iron ores is based on iron. Variation in the classes of coals and their desirability fol the different industrial uses is analagous to the case of iron ores. The iron people have developed a standard. In the past coals have not been intelligently distributed because the public has not been informed as to its uses. Many operators have known nothing about the final disposal of the coal shipped from their mines. Sales agents and retailers have had no means of evaluating coals except to make the price as high as the market will stand. Producers and distributors need to know how much more valuable the coals would be if prepared so as to contain less objectionable material. Mr. Swectser cnlletl on the Goal and Coke Committee of the Institnte to organize a study through producers and users to develop a method scientifically and comnereially sound E. A holbrook said that the information exists but the public is unwilling to investigate. He praised Ashley's1 nomenclature of the different kind of coal which has been accepted by the Coal Mining Institute of America and recommended to the American Enginecring Standards Commitee. G. S. Rice pointed out the wider variety and distribution of consumption of coal compared to Iron ore. C'. M. Young approved Mr. Sweetser's remarks and hoped lor a research institution, probably endowed, to study utilization of coal after it comes from the ground. Mr. Sweetser cited incidents to prove his former statements. He said that a reduction of 1 per cent. ash in the coal would cut down the cost of pig iron at a blast furnace 30 c. a ton, that the coal men should tell what the iron men would have to pay to get better coal. H. J. Prryn endorsed the need of blast-furnace operators to know the kind of coal from which their- coke is made and the latler's ash content, as this affects coke consumption. A. C. Cyclones have been used successfully in the mineral industries to solve solid-liquid as well as solid-solid separation problems in the processing of fine particles. Substantial information is available about the operation of cyclones as thickeners, classifiers, and concentrators using a dense medium. However, very little is known about the operation of the cyclone as a fine coal concentrator not using dense medium. This application of the cyclone, namely to wash fine coal in water, requires that classification phenomena be minimized in order to arrive at an effective separation of the high density ash and sulfur-bearing mineral particles from the low density coal particles over a wide particle size range. The authors have investigated the role of feed pressure, orifice diameters, and vortex-finder length in the cyclone washing of fine coal (--1/4 in.) in water. The results of this investigation show that cyclone washing of fine coal in water is an effective unit operation particularly capable of reducing the inorganic pyritic sulfur content. The combination of hydrocyclones with complimentary equipment such as Sieve bends, shaking tables, and flotation units appears to be especially promising and may ultimately yield fine coal processing systems that could approximate the high recovery efficiencies of today's coarse coal cleaning circuits. In the future, fine coal beneficiation can be expected to receive even greater research emphasis as a result of increasing sulfur restrictions on all major coal markets. In a previous paper, work, conducted at the Pennsylvania State University, on the hydrocyclone washing of fine coal was discussed.' The initial evaluation based on that wo-rk demonstrated the feasibility of hydrocyclones as fine-coal cleaning devices, and in that previous paper selected test data were presented that showed in principle how product yield and assay respond to variations of the major cyclone operating variables. The present paper reports in greater detail on the findings and presents a comprehensive evaluation of the data as follows: (1) Hydrocyclone throughput rates were related to feed pressure and other variables by regression equations. These equations are compared with other capacity-vs.-pressure drop expressions taken from the literature on classification cyclones. (2) The flow ratio was found to be the most important variable for the separation of the solids. Control of this ratio through various cyclone operating parameters is discussed. (3) The data on the product yield as well as the ash and sulfur assays from the tests were evaluated by means of correlation and multiple regression analyses. Because size-classification phenomena cannot be suppressed completely in hydrocyclone washers, product yield and assay data are regressed against cyclone operating variables separately for different size classes. These equations then reveal how the interactions of the cyclone operating variables vary in terms of the separation for different size classes. (4) Density partitions from additional tests were analyzed by supplementing product-size analyses with sink-float analyses of the separated product size classes. The evaluation of these data show how classification phenomena affect separation by density. The results demonstrate in particular the feasibility of the hydrocyclone washer for removing pyritic sulfur from fine coal. In addition to these specific findings, the investigation points up the value, in general, of using hydrocyclone washers in combination with unit operations such as screening, table concentration, and flotation. In order to make optimum use of the hydrocyclone washers and work out the most effective combination of unit operations, it is important to have careful flowsheet analyses corresponding to the given feed and product requirements. Analyses of this kind are now possible by means of computer simulation of flowsheets and other operation research tools. INTRODUCTION Before proceeding with the detailed treatment and evaluation of our results, it will be useful to review the fundamental aspects of cyclone separators and also restate the experimental procedures and data handling employed in these studies. THE fact that coals of different ranks and even of the same rank differ greatly in their amenability to iroth flotation is well known. In recognition of the need for an explanation of this phenomenon, two hypotheses have been suggested. Wilkinsl reported that the floatability of coals increased with an increase of the carbon content or rank. This postulate is handicapped by the fact that bituminous coals that possess moderate carbon contents are actually more floatable than anthracite coals that have high carbon contents, as shown in columns 6 and 9 of Table I. Taggart and his associates' implied that the difference of floatability between bituminous and anthracite coal was caused by the variation of carbon-hydrogen ratio. This is not applicable to the relative floatability of other coals and carbons. For example, column 11 of Table I shows that the carbon-hydrogen ratios of low-floating lignitic coal and non-floating animal charcoal are not only smaller than the moderate-floating anthracite coal, but are also similar to the high-floating bituminous coal. Furthermore, according to this hypothesis, high temperature coke-A (464), Ceylon graphite (1238), and lamp-black (357), all possessing extremely high carbon-hydrogen ratios, should be less floatable than other substances having much lower carbon-hydrogen ratios such as high volatile-B bituminous coal (11.9 to 22), anthracite coal (35.7 to 60.5), lignitic coal (15.6 to 33.6), and charcoal (13 to 26.2). However the former group is actually more floatable than the latter group. In this paper, a surface components hypothesis is Proposed to explain the different floatabilities of coals, carbons, and hydrocarbon minerals. The validity of the hypothesis is experimentally supported by the actual floatability, natural floatability, wettability, and adsorbability for neutral oils of coals, carbons, and hydrocarbon minerals tested. The combustible recovery of the flotation results, as used in this paper. was calculated from Eq. 1: P (100-Ep) 100 RWCP Rc= [1] F (100-E,) C, where R, is the percent combustible recovery; F and P are, respectively, the weight of feed and the weight of concentrate or product; E, and Ep are, respectively, the total percent of ash plus moisture in feed and in concentrate; Ru. is the percent weight recovery: and C, and C, are, respectively, the percent of combustible in feed and in concentrate. Except for ash and moisture content, all chemical components of a coal are assumed combustible. The experimental work included studies on flotation, ultimate and proximate analyses, contact angle tests, extractions of bitumen-A with benzene, adsorptions for liquid hydrocarbons, and wetting tests. Most of the flotation experiments were performed in a laboratory Fagergren machine; others were tested in a small Denver machine. The solid feed for the former was 300 g and for the latter was 30 g. The solid materials used for flotation were crushed to —48 mesh. After the mineral pulp in the flotation cell was agitated for 6 min and the pH was adjusted to 7.5 & 0.2 with sodium hydroxide or hydrochloric acid, a petroleum light oil having a viscosity of 5.73 centipoises at 77 °F was added and conditioned for 2 min. Finally, pine oil was introduced and the froth was collected for exactly 3 min. The weight ratio of petroleum light oil to pine oil was kept constant at 1.5 to 1. Tap water was used for all flotation tests. Contact angles were measured with a captive bubble machine. For each coal sample, three specimens were mounted in transoptic mounts and polished with levigated alumina, first on a sheet glass, then on a cloth-covered metal polishing wheel. The polished specimen was first washed with distilled water and wiped thoroughly on a cleaned linen pad, then transferred into the pyrex cell of the captive bubble machine and conditioned for 6 min., and finally measured for contact angles at three or more points. Except where otherwise stated, the induction time for each measurement was 1 min. The contact angle representing each material was obtained by averaging the measurements of three specimens. The linen pad was first washed with warm distilled water, then boiled 30 min in a 2N sodium hydroxide solution, and finally washed with distilled water until no trace of sodium hydroxide could be detected in the decanted solution. The cleaned linen pad was stored under distilled water. Immediately before using, the pad was rewashed and transferred into a clean pyrex petri dish partly filled with distilled water. The glassware and rubber gloves used were cleaned by soaking in sulphuric acid-potassium dichromate cleaning solution, followed by rinsing with distilled water. The polished specimens were handled only by glass forceps. The ultimate and proximate analyses were made in accordance with the ASTM standard procedures for coal and coke. The extractable bitumen-A was determined by weighing 1 g of —100 mesh sample and placing it in a desiccated and weighed ASTM aluminum-extraction thimble. The thimble was placed in condenser hooks and inserted into an extraction flask containing 100 cu cm of benzene. The flask was heated and the benzene vapor was condensed by water coils. At the end of 24 hr of percolation, the thimble was removed, desiccated, and weighed. Loss in weight of sample was taken as bitumen-A and calculated to dry and ash-free basis.

Petrographic studies of coal have resulted in a better understanding of the origin and composition of coal and have added to the knowledge of how and why coals differ in their response to various prepamtion and utilization processes. Petrographic methods can now be used in scientific economic exploitation of coals. Because the United States Steel Corp. is one of the largest consumers of coal and coke, there is a continuing interest in the corporation in perfecting a better understanding of coal so that it can be utilized more effectively. Coal is a heterogeneous substance composed principally of plant material that has been altered by a complex geochemical process to form rock. The science of coal is anthracology. The ultimate aim of anthracology is determining the relationships and differences among coals. The fundamental aim is finding out why coals differ. The practical application is determining how the differences in coals affect their utilization properties. Coal, like other sedimentary rocks, consists of more than one material. Fig. 1, a photograph of a natural fracture and a polished surface of a lump of coal, displays heterogeneity in terms of the banded ingredients present. The earliest attempts to describe coal were based on its hardness and appearance. ' Thus, coal has been described as hard or soft, bright or dull, and banded or nonbanded. The variations in the hardness and physical appearance of the coal reflect differences in materials that constitute the coal. The banded nature, lustre, and texture depend upon the relative proportions of the various constituent materials. Even the earliest petrographic investigations of coal produced evidence of of the heterogeneity of the coal substance and shoul have destroyed the concept of the unit coal molecule. Coals (Fig. 2) that appear the same frequently consist of different microscopic materials and may behave differently during mining, pulverization, washing, or coking. In Fig. 3, the upper photograph shows a bright at-trital medium-volatile coal, and the micrograph at the right shows some of the materials that constitute the coal. The lower photograph shows a bright attrital low-volatile coal and the corresponding micrograph shows material of similar origin to those from the medium-volatile coal. Any petrographic description of a coal that has meaning in terms of its utilization begins with a microscopic examination. Numerous attempts have been made to describe coal on the basis of the materials that constitute the coal.2*3 Initial petrographic studies were directed towards the question of the origin of coals without any true basis for studying the metamorphic changes in the

A large reserve of thick coal in southwest Virginia was developed by Clinch-field Coal Co. in 1957-1958 to produce a nominal rate of 1500 tph raw coal. Operation features coal cleaning in transit. Refuse removed averages 35 pct. Evolution of plant from initial conception to completion is discussed, selection of means applied is explained, and performance to date us design expectation is described. The long-range plan calls for ultimate handling capacity of 40,000 tpd raw coal with anticipated clean coal capacity of 26,000 tpd on a three-shift basis. From a materials handling viewpoint, the Moss No. 3 operation is principally of interest as an ensemble. Generally speaking, it uses time-tested equipment and ideas but some of these are employed on a scale that may be new in the industry. At present about 20,000 tpd of raw coal are being handled. This is expected to increase to 40,000 tpd as soon as business conditions justify it. The purpose of this paper is to discuss the evolution of the plant as to materials handling practices, to describe briefly the equipment and methods used, and to comment on performance in certain areas. The subject divides itself naturally into four phases: 1) operations at the mines, 2) transportation from mines to plant, 3) raw coal handling into the plant, and 4) transportation of refuse away from the plant. OPERATIONS AT THE MINES The coal reserves for Moss 3 are in southwest Virginia where Dickenson, Russell, and Buchanan Counties come together. This area contains about 15 square miles and over 100,000,000 tons of coal. Here the No. 4 (Tiller) and No. 5 (Jawbone) seams of the Norton Formation lie so closely together that for practical purposes, they constitute one seam of coal. This seam, which is called the Thick Tiller, varies from 10 to 18 ft in thickness and underlies Sandy Ridge, a mountain cresting between 2400 and 3300 ft above sea-level. At 18-ft seam height (which is considered to be the maximum practical mining height) the parting between seams will be about 3 1/2 ft thick and each bench of coal will be about 7 ft thick. Depending on the amount of impurities in the seams Drover. total reject in this height coal may approximate 50 pet by wt. It will average about 35 pet for the property as a whole. The first move in developing this resource was made in 1953 when contour maps of several square miles around Duty, Va., including all the known outcrop, were made by photogrammetry. At this time, it was felt the prospective operation would be served by the Clinchfield Railroad and a photogrammetric route survey was made by this railroad from Haysi to Duty. Study of the resulting maps indicated only one site—adversely owned—which might accommodate the size washing plant to be erected. Water resources of a dependable nature seemed nonexistent. In 1954 bulk washability tests were made on the Tiller Bench at the Moss No. 1 preparation plant. The tests indicated this portion of the seam, mined separately, would wash to 4 pet ash with good recovery. Also in 1954, development of Moss No. 2, south of Sandy Ridge, was begun. This mine is in the Tiller Seam where it is about 100 ft below the Jawbone Seam. The reasons for developing a mine in the normal Tiller Seam before tackling the Thick Tiller seemed compelling: Railroad service could be established quickly, communications were better (though not good!), more was known of the seam (it had been mined in the years 1911 to 19241, and there was no essential property to be acquired. After some legal skirmishing, the Norfolk & Western Railroad was granted the right to serve the new mine. Three decades earlier the old mine had been served by the Clinchfield Railroad. The event which triggered active development of Moss 3 was the Appalachian Power Co.'s decision in 1956 to build a 450,000-kva power plant on Clinch River at Carbo. This solved the problem of marketing the steam coal which inevitably must be a product of a mine in the Thick Tiller. Management promptly decided to build the preparation plant at Carbo where an excellent site was owned; where railroad service existed; where telephone service could be obtained; and where roads, bridges, and water supply were tolerable.

AT the Vesta mines of Jones & Laughlin Steel Corp. on the Monongahela River, 35 miles south of Pittsburgh, JCM Joy continuous miners and 6-SC shuttle cars are used for pillar extraction in the Pittsburgh seam. The entire output of the mine goes into coke production for blast furnace operation. Because this coal, which has high metallurgical qualities, is close to the place where it is ultimately used and because supplies with these properties are being rapidly depleted, complete recovery is essential wherever possible. With the introduction of the continuous miner into the Vesta mines, therefore, it was necessary to plan a project which would facilitate development and provide for future total recovery. Use of continuous miners under varying conditions has necessitated changes with regard to roof action, method of development, method of pillar attack, and innovations in mining. In the following pages these changes will be discussed. Prior to the introduction of continuous miners the Pittsburgh seam at the Vesta mines averaged 72 in. of mineable coal, overlain with 12 to 16 in. of draw-slate, which weathers on exposure to air and is not firm enough to be held in place. Immediately overlying the drawslate is a wild or rooster coal, very irregular in thickness, varying from 12 to 30 in. Above the rooster coal the strata consists predominately of shales or lime shales and sandstone. Just before the introduction of continuous miners in the Vesta mines, however, a definite change took place in the character of the roof structure overlying the coal seam, see Fig. 1. Thickness of laminated roof immediately overlying the rooster coal varies with localities and introduces a problem in roof control. In fact, a set of eight main entries being developed in Vesta NO. 4 mine entered an area with so difficult a roof structure that management considered abandoning the section altogether. In this locality the roof consisted of thin alternate layers of roof coals and shales, with an occasional irregular seam of slick slate, the whole being laced with slips, and the coal itself being cut by clay veins and spars. In an effort to overcome some of the difficulties, roof bolting was introduced in 1949. This made it possible to recover coal from an area which otherwise would have been economically unmineable. There have been very few roof bolt failures. When conventional machines were replaced by continuous miners there were changes in the development of butt entries. By these changes it was hoped: 1—to speed development, 2—to provide as much solid coal as possible for the machine on retreat, 3—to avoid the necessity of crossing entries already driven, 4—to facilitate ventilation, 5—to provide a roadway for shuttle car haulage which would eliminate the necessity of running through doors or curtains, 6—to provide better roof control by increasing the distance between the center lines of entries, and 7—to provide more coal when the machine was in position to load.

This paper supplements and brings up to date a report prepared earlier this year and presented at the Eleventh Pan American Railway Congress in Mexico City. Most of the original report is contained in this paper in order to acquaint the reader with the project background. On December 1, 1961, construction of this locomotive was completed. Stationary testing started immediately, and a host of problems in various areas were uncovered. Many of these had no relation to the use of coal in a direct fired gas turbine. All of them emphasized the problems which plagued previous projects of this kind. In 1944 the Locomotive Development Committee of Bituminous Coal Research, Inc., was formed to study the problems of combustion, coal handling, and fly ash removal which would have to be solved before coal could be used to fire a gas turbine. By 1947 this committee was composed of the chief executive officers of nine eastern railroads and five eastern coal companies. All of the members of this committee were vitally concerned in a coal fired gas turbine because coal cost only one-fourth as much per heat unit as fuel oil. A number of research projects were started to develop and test components on a small scale. This included work at John Hopkins University, Battelle Memorial Institute, Institute of Gas Technology at Chicago, Purdue University, and Southern Research Institute. By 1946 a pilot plant had been installed at the Dunkirk, New York plant of Alco Products Div. of American Locomotive Co. The U. S. Bureau of Mines made available to the Locomotive Development Committee (hereafter called LDC) a Houdry process gas turbine plant, originally destined for a Russian oil refinery. The full scale pilot plant was used to evaluate the results obtained from the small scale studies under actual gas turbine conditions. Operation of this plant disclosed a number of problems which had not been discovered in the small scale tests. By 1951 four 250 hr tests had been conducted with the Houdry gas turbine to test out a variety of equipment. The major problem concerned the removal of abrasive fly ash from the products of combustion so that wear on turbine blades would not be excessive. The first 250 hr test showed that the original fly ash separating equipment was inadequate. Large ash particles passing through the turbine blading were nicking the leading edges of the first row blades. At the conclusion of the second 250 hr test, erosion was so severe that the first row of stator and the first row of rotor blades were replaced. At the end of the third 250 hr test, it was necessary to replace the first three rows of stator blading. The fourth test was used to test out a new design fly ash separator developed by LDC and named the Dunlab tube. This device gave more encouraging results than any of the others tested. Early enthusiasm for overcoming major difficulties had resulted in placing an order in 1946 with Allis-Chalmers Mfg. Co. for a 3750 hp regenerative gas turbine. The gas turbine, together with associated combustion and ash removal equipment, coal handling equipment, generators and gear reduction unit was installed at Dunkirk by 1951. A 750 hr test was made in 1952 with the LDC-Allis Chalmers gas turbine power plant. At the end of this test it was necessary to replace the first four rows of both rotor and stator blading. Rows 5 and 6 did not require replacement. In 1953 the American Locomotive Co. joined with LDC and assumed an active role in equipment development and manufacture. During 1954 LDC-Alco operated the rebladed gas turbine 300 hr to determine if a new fly ash separator was adequate. Performance of the improved separator was considerably better, but trouble was experienced with clogged blowdown lines from the Dunlab tubes. When these lines clogged it permitted the passage of abrasive particles. In 1955 a total of 1421 hr was run. This included 243 hr of cycle operation on Union Pacific coal from the D. O. Clark mine at Superior, Wyoming. During the 243 hr a total of 370 tons of coal was consumed. The purpose of this test was to determine if U.P. coal was suitable for use in a coal fired turbine. It was the unofficial opinion that it was as good or better than the eastern coals that had been tested.

Coal reserves of the Rocky Mountain area are vast and are more than adequate to meet significantly increasing demands in the immediate future. Practically all of the increase in coal demand for the next decade or so will be in the electric power utility sector. All ranks of coal are available in the area, and from a technological viewpoint, all are suitable for electric power generation. Location of economically recoverable coal deposits, location of generating plants with respect to power demand areas and sources of cooling water, and availability and price of other fuels are the major factors which, individually or in combination, will determine the ultimate selection of Western coal deposits to be developed for electric power generation. The low sulfur content of most western coals and the non-urban location of many power plants should tend to minimize problems of air pollution. If projections for nuclear power prove correct, increases in demand for Rocky Mountain area coals beyond about 1980 will depend primarily on the extent of commercial development of synthetic fuel processes. Current research activities on the conversion of coal to liquid and gaseous fuels are promising. Most western coals range in rank from lignite through high-volatile bituminous coals and are particularly amenable to conversion. Vast reserves of Rocky Mountain coals have long lain dormant primarily because of their remoteness from major market areas. Recently, however, innovations in coal transportation and electric power transmission methods, combined with unprecedented demands for electric power in the West, have resulted in large-scale development of some of these coals. In the past few years, announcements of coal mine openings and transportation plans in the Southwest have been filled with superlatives: The Navajo mine in northwest New Mexico is expected to be the largest mine in the country in the near future. The largest single coal agreement ever made provides for coal shipment from northeast Arizona to Nevada via the largest and longest coal-slurry pipeline ever used. An 1100-mile haul of coking coal from northern New Mexico to California by unit train began last year. It is the purpose of this report to evaluate the coal resources of the Rocky Mountain area, and to project their potential utilization. In projecting energy demand levels on a national basis, the Bureau of Mines has developed some rather complex techniques to cope with uncertainties. Using these same techniques, an estimate has been made of consumption of Mountain area coal in 1980. No attempt was made to estimate coal consumption beyond 1980, but new market potentials are discussed briefly. The present and potential coal-producing fields of the Rocky Mountain area are in six states comprising the Mountain Region - Arizona, Colorado, Montana, New Mexico, Utah, and Wyoming. A discussion of modern developments in beneficiation of fine sizes of anthracite, this paper includes a description of the plant flowsheet, an analysis of operating results, and a summary of fundamentals of mineral separation relative to plant operation. DURING the past several years Lehigh Naviga-tion Coal Co. has installed equipment at Tamaqua and Lansford collieries for cleaning and sizing No. 4 buckwheat —3/32 + 3/64 in. and for recovering and cleaning flotation coal —20 + 200 mesh at Tamaqua colliery. Papers describing some of these installations have been presented to AIME. At Coaldale colliery, however, methods used to clean fine coal were inadequate and inefficient. Management decided upon a thorough investigation of all existing processes before building a plant to treat the combined three sizes mentioned. Investigation, carried out on company property and at other plants, entailed a study of hydrotators, hydroclassifiers, tables, spirals, flotation machines, methods of screening, and methods of dewatering. On the basis of this investigation a flowsheet was designed which necessarily excluded many processes in use, and the writers wish to emphasize that no criticism is implied by omission of processes or machines. A determining factor in selection of many machines was the policy of standardizing equipment wherever possible. Flowsheet and Operational Data The first principle to be considered in designing of any plant is efficiency of cleaning as related to laws of classification. Beneficiation of coal may be described as separation of two materials having different specific gravities. Although there is an inherent ash content even in the purest coal which slightly affects its specific gravity, it is recognized that many particles are true middlings. The percentage of these particles allowable in the final product depends upon the ultimate ash, or specifications of the consumer. Richards in his study of free settling and hindered settling classification' determined that particles of equal size and different specific gravities had unequal settling velocities. He also determined a definite size relationship for equal settling velocities with free settling and hindered settling conditions. Considering the design of machines used to clean No. 4 and No. 5 buckwheat, it may be assumed that both free settling and hindered settling conditions exist and that ratio of size for practical operations is between the established values. The essential factor is that the more efficiently and closely sized the feed is maintained, the more nearly perfect the resulting separation. Flowsheet design was governed primarily by factors related to the 1200 to 1500 tons per hr feed to the main plant. It should be stressed that because of the many sources of supply from mine and stripping, the physical characteristics of this feed varied considerably. The most significant influence was varying percentage of fines, necessitating that all machines be capable of operating under maximum peak load during periods of surge. Since cleaning practice is a wet process, about 9000 gal per min containing 14 to 15 pct solids, or 350 tons per hr, must be treated. This slurry contained all the fines, or —3/32 in., but also percentages of oversize, up to 1 % in., dependent on spills or breaks in screen jackets, a not uncommon occurrence in preparation plant practice. The flowsheet developed is shown in Fig. 1. Circled numbers represent points of sampling. Table I gives operational data including size, ash by size, composite ash, rate of flow in gallons per minute, percent solids dry weight, and average tons of solids per hour. It should be noted that these results are subject to human error in sampling practice. Detailed information reported is a representative evaluation of plant operation.

'"THE Federal Coal Mine Safety Act (public Law T. 552. 82nd Congress) was approved oil July 16, 1952. It incorporates, as Title I, the Coal Mine Inspectio1.1 and Investigation Act of May 7. 1941 (Public Law 49, 77th Congress), which gave Federal inspectors only the right to enter. coal mines for inspection and investigation purposes but no power to require compliance with their recommendations. Title 11 contains the enforcement provisions of the act; its purpose is to prevent major disasters in coal mines from explosions, fires. inundations. and man-trip 01. man-hoist accidents. At this point a brief account of events that preceded the enactment of the Federal Coal Mine Safety Act seems appropriate. The hazardous nature of coal mining was recognized by the Federal Govermment as long ago as 1865, when a bill to create a Federal Mining Bureau was introduced in Congress. Little was done, however, until a series of appalling coalmine disasters during the first decade of this century provoked a demand for Federal action. As a result an act of Congress established a Bureau of Mines in the Department of the Interior on July 1, 1910. The act made it clear that one of the foremost activities of the Bureau should be to improve health and safety in the mineral industries. One of the first projects selected by the small folce of engineers and technicians then employed was to determine the causes of coal-mine explosions and the means to prevent them. By investigations aftel mine disasters the fundamental causes and means of prevention were soon discovered, and the coal mining industry was informed accordingly. However, despite this knowledge and the enactment of State laws and the Federal Coal Mine Inspection and Investigation Act of 1941, mine disasters continued to occur with disheartening frequency and staggering loss of life. The devastating explosion at the Orient No. 2 mine on December 21, 1951, resulted in the death of 119 men. The Orient disaster rekindled the memory of the Centralia. Ill., disaster of March 25. 1947, which caused the death of 111 coal miners. These two tragedies ultimately brought about enactment of the Federal Coal Mine Safety Act. The act is a compromise measure. Senator Matthew M. Neely of West Virginia and Congressman Melvin Priec of Illinois introduced almost identical versions in the 82nd Congress, but they were considered too drastic. The final version was introduced by Congressman Samuel K. McConnel, Jr., of Pennsylvania, after considerable discussion and amendment in committee hearings. It was passed by the Congress and became effective when signed by the President on July 16, 1952. The act is somewhat limited in scope because it applies only to approximately 2000 coal mines in the United States and Alaska that employ regularly 15 or more individuals underground. It exempts approximately 5300 mines employing regularly fewer than 15 individuals underground and all strip mines, of which there are about 800. Moreover, it covers only conditions and practices that may lead to major disasters from explosion, fire, inundation, or man-trip or man-hoist accidents. According to Bureau records, such accidents have resulted in less than 10 pct of all the fatalities in coal mines. It is important to mention that the law is not designed to prevent the day-to-day type of accidents that have caused the remaining 90 pct or more of the fatalities, because it was the specific intention of the Congress to reserve the hazards which caused them to the jurisdiction of the coal-producing states. Many who opposed any Federal legislation that would give the Federal inspectors authority to require compliance with mine safety regulations claimed that such legislation would usurp or infringe upon States' rights. To assure that the principle of States' rights would be preserved, the act provides for joint Federal-State inspections when a state desires to cooperate in such activities. The Director of the Bureau of Mines is required by the act to cooperate with the official mine-inspection or safety agencies of the coal-producing states. The act provides further that any state desiring to cooperate in making joint inspections may submit a State plan for carrying out the purposes of this part of the act. Certain requirements are listed: these must be met by a state before the plan can be accepted. The Director of the Bureau of Mines, however, is required to approve any State plan which complies with the specified provisions. The Director may withdraw his approval and declare such a plan inoperative if he finds that the State agency is not complying with the spirit and intent of any provision of the State plan. When this paper was prepared, agreements for joint Federal-State inspections had been entered into with Wyoming and Washington. A few other states have indicated their desire to submit a State plan and negotiations toward that end are now under way. Reluctance to enter into such agreements may be due to the mine operators' knowledge that in the states that adopt a cooperative plan they are prohibited from applying to the Director of the Bureau of Mines for annulment or revision of an order issued by a Federal inspector and must appeal directly to the Federal Coal Mine Safety Board of Review for such action. Experience has proved that review by the Director as provided in the act is a less expensive and time-consuming procedure to all concerned than applying to the Board. Reluctance also may stem from the fact that joint Federal-State inspections somewhat restrict the movements of the State mine inspectors and tend to reduce the number of inspections of mines. Where a State plan is not adopted, the Federal coal mine inspector is responsible under the law to take one of two courses of action if he finds certain hazardous conditions during his inspections. The first action involves imminent danger. If a Federal inspector finds danger that a mine explosion, mine fire, mine inundation, or man-trip or man-hoist accident will occur in a mine immediately or before the imminence of such danger can be elim-

Bureau of Mines undertook drilling in an effort to develop new reserves of coking coal in an area near Paonia, Colo., as a part of an attempt to alleviate the shortage of known coking coal of good quality in the western United States. Geologic mapping of the area was undertaken by the U. S. Geological Survey with the purpose of first furnishing guidance in location of drillholes and later aiding in interpreting the results of the drilling. The drilling program was under the general supervision of A. L. Toenges of the U. S. Bureau of Mines. J. J. Dowd and R. G. Travis were in charge of the work in the field. Geologic mapping was started by D. A. Andrews of the Geological Survey in the summer of 1943 and was continued from the spring of 1944 to 1949 by the writer. The first few holes drilled failed to locate coking coal, but in the summer of 1944 coking coal was discovered by drilling 6 miles east of Somerset, Colo., the site of present mining. In the succeeding years, 1945 to 1948, 100 to 150 million tons of coal suitable for coking were blocked out by drilling. The ensuing discussion of the geologic controls on the distribution of coking coal in the area is based on the geologic mapping as well as the drilling done in the Paonia area, more complete descriptions of which have appeared or are in process of publication."' In order that the possible geologic controls affecting the present distribution of coking coal may be considered, it is necessary to discuss briefly the indicators of coking quality coals. Coking Coal Coal that cokes has the property of softening to form a pastelike mass at high temperatures under reducing conditions in the coke oven. This softening is accompanied by the release of the volatile constituents as bubbles of gas. After release of the contained gases and upon cooling, a hard gray coherent but spongelike mass remains that is referred to as coke. This substance varies greatly in physical properties and, to be suitable for industrial use, must be sufficiently dense and strong to withstand the crushing pressure of heavy furnace loads. Western coals have a generally high volatile content and therefore form a satisfactory coke only when they attain a rather high fluidity during the process of heating arid distillation in the coke oven. When this high degree of fluidity is developed, the volatile constituents escape and leave a finely porous coke. On the other hand, when the degree of fluidity is low the product is an excessively porous and therefore physically weak mass that is called char." Small quantities of oxygen present in coal are believed to decrease the fluidity of the material during the coking process and to favor the development of char rather than coke. In consequence, coal chemists have for some time considered the possibility of developing an index to coking qualities by inspection of chemical analyses of coals.' A formula has now been developed that does permit a rough preliminary estimate of the cokability of coal on the basis of the analysis on an ash and moisture-free basis. Coals may be eliminated as possible coking fuels if the oxygen content is greater than 11 pct. Similarly the ratio of hydrogen to oxygen must be greater than 0.5 and the ratio of fixed carbon to volatile constituents must be greater than 1.3. If the coal, on the basis of these limiting factors, appears to have possible coking qualities, the following formula permits determination of the coking index: a+b+c+d Coking index = -------- 5 a equals 22/oxygen content on ash and moisture-free basis, b equals two times the hydrogen content divided by oxygen content on moisture and ash-free basis, c equals fixed carbon/l.3 x volatile matter, and d equals the heating value on moist, ash-free basis/13,600. Coking indices higher than 1.0 suggest that the coal will coke, and indices above' 1.1 indicate good coking tendencies. Although generally usable, this formula 'is not completely satisfactory because the percentage of oxygen shown in ultimate analyses is derived only by difference; i.e., by subtracting the sum of the percentages of the constituents determined analytically from 100 pct. Although the coking index indicates the coking tendencies of coal, it is necessary to make physical tests of coke before its industrial value can be determined. The U. S. Bureau of Mines has developed a standard procedure for determining the approximate strength of coke that would be formed from a given coal. In this test one part of ground coal, mixed with 15 parts of carborundum, is baked to form a standard briquette. The weight, in kilograms, necessary to crush the briquette is termed the agglutinating index. This test determines the relative fluidity attained in the coking process by measuring the cementing strength of the coal in the briquette. A

The success of a coal-mining venture as relates to operations at the gob or break-line, such as the drawing of pillars or the working of long-faces, depends upon the control of face conditions. The measures required to control the latter are dependent upon the action of the coal seam, roof and floor at and in the vicinity of the faces, but the manner in which these will act is dependent upon the rate of face movement as well as upon the facc characteristics and upon the forces exerted. Yet the merits of a method of working—the practicability of controlling face conditions and the means required for such control when applied to any particular case—are usually judged only upon a consideration of the characteristics of coal seam, roof and floor, and the manner in which they have been observed to act. Practically every coal-mining man knows that face conditions are influenced by the rate of face movement, but few have appreciated that this is as much of a factor in the control of face conditions as are the face characteristics and the forces exerted. Fewer yet have recognized or taken advantage of faster rates of face movement as one of the principal means of establishing control of face conditions or of securing more favorable face conditions. Seemingly inherent difficulties, particularly in the control of roof conditions, but also in the control of conditions of the coal seam and floor, are frequently mitigated or disappear when the rate of movement of the faces is sufficiently increased. The characteristics of the coal seam, roof and floor and the forces exerted upon them do determine the general trend or tendency of face action, but the manner in which the coal seam, roof and floor will act and be aeted upon and the magnitude of the action during the time the site of mining operations remains at any particular point are very largely determined by the rate of movement of the faces. THE late George S. Rice was active in the inves--I- tigation of bumps, particularly in the last ten years of his career as chief mining engineer of the U. S. Bureau of Mines. Since most of his investigation was carried out in Great Britain, continental Europe, and—to a lesser extent—Canada, his thinking on prevention was influenced considerably by the experience of those countries. It is not surprising, therefore, that when he was called upon a few years before his retirement to investigate bumps in the U. S. and suggest ways to prevent them, he turned to longwall mining. A longwall method had been most successful in combating the bump hazard in mining coal under deep cover, especially in Great Britain, but the prevailing method there at the time was advancing longwall mining, which he knew was uneconomical under U. S. mining conditions. For this reason he proposed a modified retreating longwall system that he believed included the best features of the advancing method. As brought out by Rice,' if the cover is 2000 ft and 50 pct of the coal is extracted, the static load on the remaining pillars will be about 4000 psi, which exceeds the ultimate crushing strength in most instances. If the pillar coal is overloaded before a pillar line is established, then the abutment zone preceding a line of extraction is no place to split pillars or extract them by any method other than an open-end system. Rice therefore advocated open-end mining, preferably by longwall, but he was willing to compromise with long-face mining if the longwall method was not acceptable. Rice's system was put into operation in a mine in Harlan County, Kentucky,3 but subsequent experience has shown that it did not take into account two important factors—avoidance of pillar-line points and maintenance of adequate development in advance of the pillar-line abutment area. For ten years after Rice's retirement the USBM did little investigation and research on bumps, chiefly because so few were occurring that there was not much cause for alarm. But in 1951 there were three occurrences involving fatal injuries, and the Bureau began a statistical survey in that year. C. T. Holland, head of the department of mines at Virginia Polytechnic Institute, was retained as a consultant. The resulting study' of 117 case histories brought out these important conclusions: 1) Almost invariably the bump occurred in a locality affected by the abutment zones of one or more pillar lines. 2) In most cases the locality of the bump was influenced by the abutment zones of more than one pillar line. The term pillar-line point has been used for many years in the Appalachian region for such a situation. Point is used in the geographical rather than the mathematical sense. 3) In pillar-line extraction the following practices are safest in preventing bumps: a. The mine layout should provide for pillars of uniform size and shape along the extraction line. b. The mine layout should be planned so that no development need be done in the abutment zone of a pillar line. c. The layout should permit open-end extraction of pillar lines from the next goaf, so that it will not be necessary to resort to pocket mining, splitting pillars, or any practice that will involve driving in the direction of the goaf within the abutment zone. d. Pillars should be large enough to support area without undue roof and floor convergence before establishment of a pillar line. These are, of course, generalities, and while they are useful in laying out areas where bumps can be expected, they are of limited help in many mines that were committed to a system of mining before it was realized that they were subject to bumps. Under such conditions it becomes necessary to choose between the following alternatives: 1) Abandon the territory, except for pillars that offer no extraction problems. 2) Through experience select the pillars that are most heavily loaded, and, by augering, induce bumps from a safe vantage point so that impinged loads are relieved. This method was first developed at the Gary, W. Va. mines of U. S. Steel Corp. and later adapted to mining thick coal beds at Kaiser Steel's Sunnyside mine in Utah. No scientific method is available to determine where to drill within a loaded pillar. Although this method of unloading has worked very successfully at Gary—with one exception—

It is interesting to note that during the period that has elapsed since the Institute's formation, wood charcoal, anthracite and bituminous coal, as well as beehive and by-product coke, have been used as blast-furnace fuels, that the reign of supremacy of each fuel was associated with specific periods, and that each successive era was marked by a production of pig iron greater in quantity than the one it followed (Fig 1). The transition of the manufacture of blast-furnace iron from charcoal to anthracite and then to beehive coke, and ultimately to by-product coke, is a reflection of the economic limitations of each fuel coupled with availability sufficient to meet the increased demands of each succeeding decade. It is a pattern that has been followed almost without exception in the history of pig iron in every country. CHARCOAL Colonial production of iron relied exclusively on wood char- coal as a fuel, and the iron industry of this count recognizes the important role played by this fuel. Charcoal iron has been available to consumers since the beginning of the organized iron industry in America in 1645, by John Winthrop at Saugus, Mass.,1 and although its greatest use antedates the formation of the Institute, it is still used to some extent. Until about 1840 nearly all of the pig iron manufactured in the United States was made with charcoal, and it continued as a principal smelting fuel until 1855.2 After that time, more pig iron was produced with other fuels, despite the fact that

This paper is a study of the application of the science of coal petrology to the use of coal in the iron and steel industry. The petrography of coal is given the most attention, with some mention of coal palynology. The history of the petrographical analysis of coal is first out-lined, with a description of the various coal entities, and then the apparatus and experimental techniques employed for coal evaluation are discussed. The coke stability factor and the relation of coke strength to petrographical data are also covered, and some space is given to the new science of coke microscopy, in particular its use in following the oxidation of coals.
