"Smelting of copper-gold ore from nearby Rossland mines started at Trail in the 1890s. As ore from the Rossland mines became exhausted, lead smelting of hand-sorted galena ore from other British Columbia mines was initiated. With the development of flotation technology for the separation of lead, zinc, and iron sulphides in the first two decades of this century, the large Sullivan orebody at Kimberley, British Columbia, became the f oundation for the growth of a major zinc and lead smelter at Trail. Lead smelting began in 1901, electrolytic zinc in 1916, and by 1984, the Trail metallurgical complex had produced 10 million tons of each metal. Its present capacity is 270000 tonnes per year of zinc and 110 000 tonnes/year of lead.This paper reviews the history of technological changes in the Trail production plants, emphasizing the zinc plant modernization program started in the 1970s, and also the planned introduction of the QSL oxygen lead smelting process in the late 1980s. It was registered as the Consolidated Mining and Smelting Company of Canada Limited in 1906; in 1966, this name wasshortened to Cominco Ltd.The Rossland mines continued to supply copper ore for the smelter until the late 1920s, but lead-silver ore also became available from the contemporary mining boom in the Slocan area, about 80 km away. In 1901, the Trail smelter diversified into lead; and when the CM&S Co. acquired the St. Eugene Mine at Moyie and the Sullivan Mine at Kimberley, the smelter was guaranteed a firm supply of lead ore. The company also purchased the West Kootenay Power and Light Company, which even before the turn of the century had constructed the first of four hydroelectric generating plants on the Kootenay River near Trail. This acquisition assured the CM&S smelter and its local mines of a stable power supply and the opportunity to diversify into power intensive technology."

In the world mining scene, precious metals (particularly gold) have recently monopolized the attention in exploration as well as new production activities. As the major world producer of gold, South Africa plays and will continue to play a very significant role in this commodity. This role will, of course, have its consequential effects on the world's gold supply and, hence, also on the international price of gold. It is essential, therefore, and in the interests of all gold producers that the likely future pattern of gold production in South Africa be estimated such that some measure of production uncertainties can be predicted. For this purpose, some elementary geostatistical models will be used, and the main factors affecting the situation will be analyzed in broad outline only under the following headings: South Africa's basic gold ore potential in the three categories of: (1) ore remaining in existing mines; (2) extensions to existing mines via unexplored areas and/or reef horizons of lower grade; and (3) new mines, potentially deep or ultradeep. Cutoff grades - operating, marginal, and flotation, for the foregoing three ore categories, respectively. The availability of production, financial, and other resources required. Cutoff grades will, of course, depend on cost levels (operating and capital), future inflation and cost escalation trends in South Africa (SA), and/or gold price trends (in US$ and via the exchange rate in SA Rand terms). The differentials in inflation and escalation trends with those in overseas countries, mainly the USA, will, in general, set the scene for future exchange rate levels of the Rand. To predict the effect of various cutoff grades on future gold production from South Africa, it is essential to use geostatistical models. The applicability of such models is tested against past records of price, cost, and grade trends and then applied to the estimated ore potentials. These models were referred to briefly in a paper at a recent seminar on gold (Krige, 1986) but are discussed in detail herein. This lecture was intended originally to cover only technical aspects, but, in view of South Africa's position internationally and the possible effect of sanctions, internal unrest, and strikes on gold production, a brief reference to the third factor above (availability of production, financial, and other resources) seems appropriate.

The computer program "Spike" is an "expert-rule based system" designed to fulfill two requirements. 1) acquaint unfamiliar personnel with big hole drilling techniques and 2) to stimulate the "old hands" in solving drilling problems. "Spike" will not make anyone a drilling expert The best way to understand a computer program is by example, but first some explanation of an? "expert-rule based system", As the name implies, the program tries to imitate a human expert. Unlike a normal computer program which uses a list of instructions to follow in a set order, a rule-base program has a collection of independent rules without an explicit list of things to do, one after the other. This type of program was mandatory to accommodate the ever changing situations and corrective actions that more accurately duplicate actual drilling operations and the advise of an experienced drilling expert.

Introduction The Open Cut is one of the best known landmarks in South Dakota's Black Hills. It is the site of the original discovery of the Homestake ledge, or lead, in 1876. Between that time and 1945, the Open Cut produced about 36 Mt (40 million st) of gold ore, the majority of which was drawn from underground operations. In 1981, a drilling program was undertaken to determine how much ore the old timers left behind. The results of this study indicated an ore body made up of broken and caved ground, and solid blocks in pillars and crowns. Reserves are estimated at about 6.8 Mt (7.5 million st) of gold ore, grading at 4 g/t (0.116 oz per st). Total tonnage of material, including waste, is estimated at more than 60 Mt (66 million st). The mining plan is a combination open pit and underground operations. The bottom 78 m (255 ft) will be mined by the underground panel-caving method. The open pit was designed as a contractor operation up to the expected milling stage or the point of sustained ore production. The pit was designed to avoid disturbance of US Highway 85 near Lead, SD. In 1983, the South Dakota Board of Minerals and Environment approved the mining and reclamation plan. Test mining began in the north of the Open Cut using open pit methods. Upon completion of the test pit, Homestake Mining's board of directors approved an expanded mine plan. They committed an additional $27.1 million to prestrip the ore body that is expected to yield 23 t (750,000 oz) of gold. Project life is estimated at 15 years. Exploration program In early 1980, 10 diamond drill holes were drilled from the surface in the vicinity of the east side of the Open Cut. The reserves delineated by that drilling were too small to justify their development. A continuation of this study attempted to quantify the tonnage remaining in the bottom of the Open Cut in the crushed remnants of old stope-and-crown pillars. This was originally thought to be minable by improved drawhole methods using highly mechanized procedures. By early 1981, however, thinking turned toward surface mining methods. The effort to quantify minable ore tonnage ultimately involved drilling 385 reverse-circulation rotary drill holes. These were drilled from August 1981 to March 1983 in several groups of holes. Each group, or drilling program, had a slightly different immediate goal or purpose. The holes were drilled to various depths using truck-mounted Drill Tech 40 drills with doublewalled 76 mm (3 in.) pipe with 134 mm (5.25 in.) three-cone rotary bits. Initially, wet drilling was employed using a cyclone collection system. Since cutting recovery was not as high as it should have been, all subsequent drilling was dry. The cuttings were collected and deposited by way of a cyclone into the sample bag. The pickup for the cuttings using the three-cone bits was about 50 mm (2 in.) above the bottom of the hole. Overall cutting recovery for the drilling program was estimated at 75%. Samples were taken on each 1.5 m (5 ft) of hole drilled. Each sample was split into three 48-g (1-2/3 assay ton) charges. The accepted value was the straight average of the three charges. Because of the known "nugget effect," assays were nearly impossible to duplicate. Therefore, to validate the regular assays, a series of screen fire assays were run. Based on this method of assays and checks, it was concluded that 10% more ounces would be produced than indicated by mine grade. Test pit The northernmost portion of the mine as planned is known as the Terraville test pit. This portion was mined ahead of the rest and separately. It provided answers to questions on slope stability, reserves correlation, mill recoveries, mining costs, and surface mining conditions in various weather and ground conditions since many boulders and much timber were expected. The mining plan for this portion of the pit was successful. More ore was mined than was expected. Mixing of Open Cut ore with underground ore in the mill feed was successful. Introduction Atlas Consolidated Mining and Development Corp. (ACMDC) started gold production at its Masbate gold mine early in 1980. This involved an open-pit mine and a 3.5-k/d (3850-stpd) carbon-in-pulp processing facility (Pizzaro and Antonio, 1981). When this operation started, the mine began stockpiling sub-grade milling material averaging 1 g/t (0.029 oz per st) gold. Furthermore, geologists estimated that there were additional low grade reserves within the ultimate pit limits. These amounted to 2.4 Mt (2.6 million st) with an average grade of 1.1 g/t (0.03 oz per st) gold. The success of low cost heap leaching prompted an investigation to determine if this tech¬nique would be applicable for the low grade Masbate ore. The findings were favorable and a series of laboratory tests were undertaken. These tests indicated the amenability of this subgrade milling ore to heap leaching. Depending on ore size, gold extractions of more than 60% were obtained. To further define operating parameters for a commercial heap leaching plant, a 400-t (440-st) batch pilot plant was built and operated. These test results were used to design the first commercial heap leaching plant in the Philippines. One design concern was the control of solutions during the rainy season. Due to the material's low grade, every effort was made to minimize capital and operating costs. To this end, surplus mining equipment from the copper operations of ACMDC and used machinery in the crushing circuit were considered. Location: The Masbate gold heap leaching operations are located on the northeastern part of Masbate Island, Philippines. This is about 480 km (300 miles) south-east of Manila. Climate: The climate is moderate with two distinct periods. The dry season runs from January through June, and the rainy season extends from July through December. During the wet season, the rainfall at the mine site averages 300 mm/m (11.8 in. per month) for a total of about 2000 mm/year (78 in. per year). However, heavy downpours in excess of 100 mm/h (4 in. per hour) can occur. Geology: Four distinct rock types have been identified in the pit area. They are tuffaceous agglomerates, andesitic agglomerates, metasedimentary rocks, and hornblende augite andesitic porphyry. The tuffaceous agglomerate occupies the northern and western flanks of the mine. Andesitic agglomerates are localized distinctly in the central portion of the volcanic plug within the mine site. The eastern boundary of the mine is occupied by metasedimentary rocks, whereas, the hornblende augite andesitic porphyry occurs as an intrusive within the andesitic agglomerate and tuffaceous agglomerate. Some areas of the pit contain high proportions of clay minerals, requiring an agglomeration step in the flowsheet. This ensures satisfactory percolation through the heaps. This Bureau of Mines report examines aggregate trends in foreign direct investment in the U.S. mining and mineral processing industries between 1977 and 1984, and provides an analysis of foreign investment in several major mineral commodity industries. In 1984, 11.1 pct of total employment in the U.S. minerals industry was at firms that were U.S. affiliates of foreign firms. In 1985, the proportion of U.S. capacity held by foreign investors in nine major mineral commodity industries was as follows: steel, 5 pct; silver, 16 pct; lead, 18 pct; aluminum, 25 pct; zinc, 26 pct ; copper, 30 pet; cement, 32: pct; gold, 44 pct; and ferroalloys, 56 pct. Almost 90 pct of the total foreign investment in the U.S. minerals industry was accounted for by eight countries-Canada, the United Kingdom, France, Federal Republic of Germany, Switzerland, Japan, Australia, and the Republic of South Africa. The most fundamental reason behind the growth in foreign investment in the U.S. minerals industry has been that an increasing proportion of U.S. mineral firms and assets have been for safe, while foreign mineral companies have been the ones most willing and able to purchase these firms and/or their assets. mile the growth in foreign ownership in the minerals industry has not been without controversy, it has helped save jobs, reduce the minerals trade deficit, and- from the national defense perspective-maintain the Nation's overall mineral and metal self-sufficiency at reasonably high levels. In the absence of domestic buyers, foreign investors have helped to maintain a viable domestic minerals industry.

Laboratory model test results for the ultimate uplift capacity of square and circular foundations in saturated clay (ø=0) have been presented. The results of the present model tests for square foundations have been compared with the previously published laboratory model tests results on circular foundations. Based on the comparison, it appears that the critical embedment ratio of square and circular foundations increases from about 3 for soft clays to about 7 for medium to stiff clays. By using the experimental results, an empirical procedure has been suggested for determination of the ultimate uplift capacity of belled pier foundations in saturated clay.

Real economic growth for the year will most likely exceed the Administration's estimate of 3.2%, up from 2.9% in 1986, unless consumers change their spending patterns more than expected as a result of the October stock market decline. The economy grew at a real annual rate of 3.7% in the first three quarters of the year, Analysts agree that the stock market decline will slow economic growth-- most have lowered their growth expectations for 1988 by about 1%; but few would argue that the economy will slow significantly in the fourth quarter of 1987. [ ] During this economic recovery, personal consumption expenditures provided the main impetus for growth and a deeping trade deficit, the main hindrance to growth. In 1987, however, personal consumption expenditures grew at a lower rate than the overall economy. Mush of the economic growth resulted from a reduced trade deficit and growing investment by business in equipment to improve productivity and to meet the domestic and foreign demand for products. The declining value of the dollar resulted in a better competitive position for U.S. goods but also contributed to a rising rate of inflation as imports rose in price. Inflation, as measured by the fixed-weighted index for gross national product, was still far below the rates in the early 1980k, however. More than 2 million jobs were created during the year, predominantly in the service sectors of the economy, and the monthly unemployment rate in September fell to the lowest level in a decade. Then, after 13 months of decline, the unemployment rate edged up 0.1 percentage point to 5.9% in October.

An extensive study has been carried out to determine the true cause of floating slimes precipitation which sometimes occurs and badly affects the quality of copper cathodes. Soluhilities of floating slime compounds systematically measured for the ternary system As-Sb-Ri added solely or in combination with conventional copper electrolyte (63°C) and bench scale electrorefining experiments done by varying electrolyte composition, have shown conclusively that the level of Sb(V) ions plays a substantial role in the precipitation mechanism. It was, therefore, speculated that controlling the level of the less soluble S b ( V ) ions below a certain critical level should result in a complete elimination of the undesirable precipitation. This can be easily achieved, for instance, by the addition of a reducing agent such as SO2 gas and the simultaneous employment of a certain type of cheating agent that effectively removes excessive Sb and Bi from the contaminated electrolyte. Long-term pilot testing conducted in line with the above speculation has confirmed the SO2/chelating resin scheme to be industrially very attractive and feasible.

Pile load test programs were carried out in 1984 and 1985 at Stelco's and Dofasco's Steel Making Plants in the Hamilton Bayfront area. 323.9 mm outside diameter by 9.5 mm wall thickness Grade 3 steel closed-end pipe piles were driven to practical refusal at depths of 21 to 30 m in very dense silt till with Delmag D30 open-end diesel hammers. Ultimate bearing capacities of up to 5330 kN were proved by dynamic monitoring and static load tests. Allowable bearing capacities of 1780 kN were achievable on production piles without undue difficulty. It was found that the impact stress at the top of the pile was controlled by the yield strength of the steel rather than a useable upper limit based on the modulus of elasticity. A bearing to impact stress ratio of 1.2 at practical refusal was observed to be reasonable but conservative at this site, and is felt to be generally applicable for piles driven to practical refusal elsewhere. Dynamic monitoring during production pile driving was able to show that apparent relaxation was caused by pre-ignition of the hammer when visual observations indicated that pile driving was proceeding satisfactorily.

Mineralogical, lithological, and metallurgical studies were conducted on various gold ore deposits currently controlled by Freeport-McMoRan Gold Company. Ore samples were first lithologically and mineralogically categorized, then subjected to chlorination, roasting, and autoclaving pretreatments to determine their effects on gold recovery in a subsequent alkaline cyanide carbon-in-leach extraction. The studies indicate that, while organic carbon and sulfide sulfur are the primary refractory components, their effect on process response must be interpreted with respect to the deposit's geology and mineralogy. This approach has proven to be an effective method for evaluating metallurgical alternatives and fore-casting future mill performance.

Use of prestressed concrete cylinder pipe (PCCP) for pressure tunnel liners is gaining popularity with contractors, engineers, and owners. This paper presents loading considerations and a beam-spring computer model approach to tunnel liner analysis, together with ultimate strength (US) and service load (SL) procedures for liner design. The US procedure is best suited to check for adequate liner strength under extreme loading conditions. The SL procedure, based on conventional pipeline design practice, is considered more appropriate when addressing crack control and serviceability under normal working load conditions. Other design and construction considerations are discussed and a design example is presented.

This Bureau of Mines report describes several significant problems associated with absenteeism among underground coal miners. The vast empirical literature on employee absenteeism is reviewed, and a conceptual model of the factors that cause absenteeism among miners is presented. Portions of this model were empirically tested by performing correlational and multiple regression analyses on data collected from a group of 64 underground coal miners. The results of these tests are presented and discussed.

The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

Other projects are assigned to consultants with backgrounds in system design and mining. Both types of development have led to programs that can be acquired for the cost of a tape or disk. The load-transfer mechanics of fully grouted roof bolts in coal mines have been investigated in laboratory and analytical studies. The purpose of this Bureau of Mines research is to increase understanding and better interpret data from routine field pull tests and to develop a numerical model of a grouted bolt that can be used in a global computer model of a mine roof. Analytical studies using closed-form solutions and finite-element techniques were compared to experimental results. Laboratory work includes variation of bolt length, hole diameter, and grouL type. Pull tests were pel'fol·med on 4-, 2-, and I-ft bolts in holes of 1-and I-3IB-in diameters. Both polyester resin and inorganic grouts were used as the anchorage medium. Strain gauges were installed on the bolts at several locations to observe the rate of load transfer from the bolt through the grout to the rock mass when a force was applied at the bolt end using standard jack pull testing procedures and equipment. The average anchorage length of 4-and 2-ft bolts was 22 in. Grout type and hole size variations did not produce a significant effect on the rate of load transfer from the bolt to the rock.

Recent data indicate a marginal decline in overall growth in world economic output from 3.1% in 1985 to 2.9% in 1986 (table 1),2, 3 Many nations experienced slower economic growth because of the huge trade imbalances existing between the United [ ] States and Japan and the Federal Republic of Germany, the U.S. budget deficit, and the growing Third World debt. Some developing nations, however, experienced booming growth. Declining prices for energy and nonenergy commodities and the fall of the dollar against the currencies of major industrial countries benefited several developing countries--energy importers and exporters of manufactured goods with currencies tied to the U.S. dollar, which were able to expand markets in the industrialized nations. The drop in commodity prices increased demand in industrial countries and depressed it in developing countries. Lower demand in the developing countries contributed to a decline in the real net exports from industrial countries. As a result, output growth in industrial countries declined from 3.0% in 1985 to 2.4% in 1986, despite growing internal demand, Average output growth of developing countries increased from 3.296 to 3.596 during the same period, however, primarily because of the low prices of their products and the strength of demand in industrial countries for those products. Developed country output growth was extremely uneven, however. For example, the economic output of nonfuel exporters grew 5.4% in 1986, while that of fuel exporters dropped 0.7%.

Newmont has delineated a 600,000+ ounce gold reserve in the Cargo Muchacho Mountains. This is a desert range underlain by Proterozoic(?) Tumco Formation (gneiss) intruded by Jurassic granitic plutons, and cut by low angle shears of the late Cretaceous Chocolate Mountain Thrust event. Gold, associated with pyrite, quartz veinlets, and propylitic alteration, is emplaced along low angle shears. The mineralizing system, enriched in tungsten, copper, zinc and arsenic, was active during Eocene time. Gold reserves are found in eleven areas as moderate to high tenor deposits that may be mined by open pit and underground techniques. Eastmaque Gold Mines Ltd. is developing the deposit.

This report describes laboratory studies conducted by the Bureau of Mines on the spontaneous combustion of U.S. coals. Approximately 11 pet of U.S. underground coal mine fires are attributed to spontaneous combustion. The relative self-heating tendencies of 24 coal samples were evaluated in an adiabatic heating oven. Minimum self-heating temperatures (SHT's) in the oven ranged from 350 C for a lignite and high-volatile C bituminous (hvCb) coal, to 1350 C for two low-volatile bituminous (lvb) coals. An empirical expression was determined predicting a bituminous coal's minimum SHT in the adiabatic oven based on the coal's dry ash-free oxygen content. Several factors that can affect the self-heating process were also evaluated. The self-~eating tendency of a coal increased when the coal was dried and exposed to humidified air, and was dependent on the particle size and oxygen concentration of the air. A new moderate-scale apparatus is described, in which the self-heating tendencies of larger coal samples, 3 kg, can be evaluated. The minimum SHT's of two coals were determined and the results were in good agreement with those found in the adiabatic oven. Finally, results of a test in the moderate-scale apparatus indicated a strong dependence of the self-heating rate of a low rank coal on the moisture content of the air.
