"A laboratory test program was initiated by the Department of Energy, Mines and Resources as part of the National Uranium Tailings Program to investigate the applicability of a radium selective ion exchange complexer for removing radium from Canadian uranium mining effluents. The test program was carried out by Melis Consulting Engineers Ltd. under contract to the Department of Supply and Services using the Saskatchewan Research Council facilities located in Saskatoon, Saskatchewan.The results of this work showed the ion exchange complexer, Dowex XFS 43230.00, to be efficient in removing radium from contaminated water of uranium mining operations with the ultimate loading capacity of the resin on one type of water treated being determined as approximately 1,600 Bq/cm3 of new resin. Although this resin has potential application for treatment of effluent streams in uranium operations it has been identified that the resin efficiency and capacity is directly related to the chemistry of the water being treated and site-specific testwork is required in order to establish reliable design data for full-scale operations.IntroductionThe possible applicability of a radium-selective ion exchange complexer for removing radium from Canadian uranium mining effluents had been identified and discussed as a possible alternative to present radium removal methods during a review of disposal technology options for the National Uranium Tailings Program of the Department of Energy, Mines and Resources(1). Taylor uranium mine in New Mexico is reported to have shown the resin complexer to be efficient under plant operating conditions.As a result, a laboratory test program was initiated by the Department of Energy, Mines and Resources as part of the National Uranium Tailings Program to investigate the suitability of this resin for Canadian uranium mining effluents. This work was completed in a 440 KW pilot-scale combustor in preparation for a 50,000 Kg/hr industrial steam boiler limestone injection test program. The main objectives of the work were to: (1) identify the variables which affect sulfur capture, (2) determine the maximum sulfur removal, and (3) determine the effect of limestone addition on furnace operability and heat transfer. The variables which were identified as being important in sulfur capture were: Ca/S molar ratio, flue gas temperature at the limestone injection location, and limestone particle residence time. The maximum sulfur dioxide removal was 72%. The addition of limestone increased the particle deposition rate in the combustor; however, all deposits were easily removed by an air lance.

The conventional role of exploration, development and grade control is examined in this paper within the context of the many and varied types of gold occurrences which are found at the Dome Mine. The account endeavours to trace the development of the total ore evaluation process, from diamond drilling through the exploration and drifting stage, to the stope development and planning phase of the operation, with an emphasis on sampling techniques and assaying procedure. The concept of ore reserve calculations is developed and the practice of grade control is described. In summary, the role of the geological, the engineering and the mining department is presented in relation to the contribution each has to make in the evaluation and exploitation of ore from one of the world's classic Archean gold deposits.

The U.S. Bureau of Mines (BOM) constructed the Hydraulic Transport Research Facility (HTRF) to investigate the hydraulic parameters relating to the transport of coarse coal. To achieve these goals in a timely and efficient manner, the Bureau contracted to Boeing Services International, Inc. (BSI) the responsibility of operating the HTRF and providing technical support. This data report is a summary of the testing and data results for the period from 6 September to 9 September 1983. The testing covered herein is for coarse 2-in by 0 (minus 50 mm) Pittsburgh Seam run-of-mine (ROM) coal in a 12-in (300 mm) pipeline, at velocities ranging from 8 to 16 ft/s (2.4 to 4.9 m/s) and at concentrations ranging from 15 to 50 pct.

The ultimate test of a business strategy is whether it achieves the owner's objectives. Most shareholders are interested in growth and profits, and share values on stock exchanges are very often closely correlated with profit growth and profitability measured as return on equity (ROE). Strategic management, then, involves managing investments or resource allocations to optimize long-term growth and real return on equity, within reasonable limits of risk. Figure 1 shows a plot of the five year, weighted average ROE of a number of communications companies against their stock market valuations in 1983, measured as a ratio of market value to book value. The principal explanation of the differences in the relative valuations of the individual stocks is historical ROE, weighted toward the most recent years. Further analysis demonstrates the added importance of growth in explaining the differences in stock market to book ratios. [ ] Research conducted by Booz Allen and others in recent years suggests that the relationships between ROE and market to book multiples hold true in industry after industry. Furthermore, we have found that in assessing business strategies for companies in these industries, the analyses should focus on whether proposed strategies are likely to lead to consistent long-term growth in real ROE, without excessive leverage. Our research also reveals, however, that these approaches to strategy assessment are not consistently applicable in the natural resource extractive industries. Figure 2 shows a similar comparison of market to book values against five year average ROE for a group of nine mining companies in 1983. Market value of the shares shows little correlation with ROE. The Bureau of Mines measured the energy requirements for the spark ig-nition in air of Pittsburgh seam bituminous coal dust, lycopodium spores, and polyethylene powder with a 1.2-L furnace and 8-L and 20-L chambers. Thermal autoignition temperatures of the same dusts were mea-sured in the 1.2-L furnace. Electrical ignition requirements are given in terms of both effective spark gap energies, [ ] and stored circuit energies, 1/2 CE2. The measured order of electrical ignitability for the three dusts is consistent with the data of other researchers; however, the absolute values are systematically higher, probably because of higher flow and turbulence levels in the chambers used and lower electrical efficiency in the circuit used here. The temperature dependence of the lean limit of flammability for lyco-podium was measured wi th the 1.2-L sys tem, and those measurements con--firm the applicability of the modified Burgess-Wheeler law to a dust. Due to experimental complexities, the minimum ignition energies for dusts may not reflect intrinsic flammability behavior. However, some valuable information may be obtained from the relative ignition energies of various dusts at ambient and elevated temperatures. In addition, the concept of minimum electrical ignition energies for homogeneous gas mixtures is reevaluated theoretically.

"Cape Breton is an island on the eastern extremity of Nova Scotia, Canada. Here, coal mining under the Atlantic Ocean has been a way of life since the early French militia mined coal for heating purposes in 1720. Despite many ups and downs over the intervening years, the coal industry has survived and is now in a favourable position to benefit from the upswing in international coal usage.Mining in Cape Breton Early mining in Cape Breton was done by hand picks and shovels. The coal was loaded into mine cars which were hauled by horses to the main haulage system for transport to surface. Later, compressed-air cutting machines and drills led to the use of explosives to blast the coal so that it could be loaded by hand and transported as above. In 1923, longwall mining (by hand) was introduced. In 1950, the Dominion Coal Company developed the Dosco continuous miner in order to mechanize the longwall coal-getting operation. At this time, conveyor belts came into wide-spread use, along with diesel locomotives to haul mine cars from the longwall face to the main transport system. During this period, coal was also mined by conventional mechanized room-and-pillar equipment such as cutting machines, loaders, roof bolters, etc. This system evolved into the use of the continuous ·miners of today, which are employed in the Lingan Mine room-and-pillar section. However, this method is only satisfactory at shallow depths and gradients. For these reasons, almost all the coal in this coal field will be mined by longwall methods. In 1968, the Government of Canada expropriated the assets of the Dominion Coal Company on Cape Breton Island in order to prevent complete closure of an uneconomic industry by its owners. The government created, by an Act of Parliament, the Cape Breton Development Corporation which now operates the coal mines, coal preparation plants, railway, shipping pier and ancillary services (Fig. 2). Since its inception, the Corporation has closed three mines, opened two new mines, is in the process of developing a third new mine, and has invested heavily in the one mine which remains from its previous owners."

During the past 20 years, millions of dollars in research effort have been spent to improve methods of phosphate clay dewatering and disposal. Although to date no proven large-scale system has been developed that will result in ultimate below ground storage without the use of at least temporary dams, considerable progress has been made and a variety of techniques are being tested, some on a large scale. This paper summarizes the use of mathematical and centrifuge (physical) models that can analyze and evaluate various systems for the consolidation of phosphatic clays. These provide a powerful tool for engineers responsible for land management and mining waste disposal.

Stability in Exxon's Colony Pilot Mine in the Piceance Creek Basin, Colorado has been monitored by periodic pillar stress-determinations End roof-to-floor convergence measurements since 1971. Pillar failure has caused marginal stability in some areas of the mine. Measurements taken during the process of failure provided valuable information on the in-situ pillar strength and long-term behavior of the mine structure. Four pillars were reinforced by 32 mm (1-1/4 in) diameter tensioned grouted bolts to increase long-term stability in the northern area of the mine. Stability of this area is necessary because future plans envision its use as an exit/access and ventilation exhaust. Computer analyses were performed to help evaluate the effect of pillar reinforcement on long-term stability. Results indicate that bolting is particularly useful in stabilizing failed pillars, but its effects are significant only in the immediate area of the pillar. The projected significant decrease in deformation of two extensively failed pillars near a main entry indicates that bolting reinforcement will assist the long-term stability of the opening.

This paper examines the computerization steps of United Coal Company of Bristol, Virginia. OVERVIEW Producing close to 7,000,000 tons per year, United Coal Company is one of the most interesting mining companies in the east. Their approach to mining reflects a dedication to modern technologies and extraction methodologies. With varying amounts of production coming from four divisions (a fair amount of production comes from contract operators) and over a billion tons in recoverable reserves, United rests heavily on the planning and engineering efforts of a centralized engineering group. Although each division relies on its own engineering personnel for day-to-day management and operations, long range planning and reserve management is conducted at the corporate engineering level. This group, while extremely competent and efficient, is relatively small (7 people), when compared to the needs of a large mining company.

The Bureau of Mines devised a procedure for selectively extracting platinum-group metals (PGM) and gold from Stillwater Complex flotation concentrate. The Stillwater Complex is the only major U.S. PGM resource. Development of a suitable extraction technique will contribute to its exploitation. The concentrate was roasted at 1,050° C to convert host base-metal sulfides to oxides and the PGM from sulfide minerals to their elemental states. The roasted concentrate was preleached with dilute sulfuric acid to remove easily soluble gangue minerals. After pre-leaching, the concentrate was slurried with 6M HCI and leached at ambient temperature and pressure with a strong-oxidizing agent. Hydrogen peroxide, chlorine, sodium hypochlorite, nitric acid, and a persulfate salt were the oxidants investigated. The two-stage leaching scheme ex-tracted up to 97 pct of the platinum, 92 pct of the palladium, and 99 pct of the gold from the roasted concentrate. The base metals were not solubilized and reported to the residue. No attempt was made to devise a procedure to recover the copper and nickel because they comprise less than 5 pct of the value of the concentrate. Viable techniques for recovering the precious metals from the pregnant solution were sulfide precipitation, cementation with nickel, or adsorption on activated carbon.

PRELIMINARY COMMENTS Recent years have been difficult for the mining industry, as reported in the most recently published Minerals Yearbook (Volume III), the estimated value of world crude mineral production has been generally declining since an historical peak in 1979 (16).* The costs of mineral extraction have, however, been rising rapidly. Individual project costs are, in general, exceeding the growth rate of mining companies, while operating and technical risks continue to increase (16). Risks resulting from currency flotation and political actions in the host country are also on the increase. Labor difficulties (such as those experienced by Phelps Dodge) and the Reagan Administration's recent rejection of a proposal by the International Trade Commission for higher tariffs and/or quotas on copper imports have also contributed to the mining industry's difficulties. The net result of these factors has been financial difficulties for mining companies with respect to paying for their current financial obligations as well as trouble finding new financing. It may be that one of the main factors in determining the future of the mining industry will be centered upon capital structure, i.e. how its assets are financed. Historical Perspective on Capital Structure In The Mining Industry As discussed by Isreal Borenstein in (4) and Thomas Navin in (7), mining firms typically have used a financial model based upon high financial leverage, i.e. large amounts of debt relative to equity. This has been especially true for American firms developing orebodies discovered overseas. Problems sometimes occurred for those who were forced to commit themselves to completion guarantees in order to obtain bank loans. Mines under these circumstances must be brought into operation regardless of market conditions. Politicians in overseas countries also may use the high profits required by these high risk ventures to argue for nationalization of mines. Coupled with the frequent use of high leverage, mining companies traditionally have paid out a higher percentage of earnings in the form of dividends than manufacturing firms. This is significant, in that such funds paid out in dividends are not available for other uses. Hence, a greater reliance upon debt and/or additional stock issues than would ordinarily be the case for manufacturing firms. Thomas Navin has stated in (7), that the theory behind the high dividend payout was that, "most mining investors thought of themselves as investing in a wasting asset, one that would gradually deplete over time until it ultimately became valueless." Investors, therefore, required a receipt, in the form of dividends, of a percentage of current earnings and a return on original capital. This view of reality, apparently, has not changed in some quarters, even though modern mine management ordinarily replaces depleted mines with new ones. It may be that this practice of high dividend payout coupled with relatively high financial leverage should be reexamined. Current capital structure theory could prove interesting and useful for those concerned with current conditions. Capital structure patterns and related practices in this industry are not, in many cases, congruent with those thought by some to be theoretically optimal. Prelude to Capital Structure Discussion With a few notable exceptions (such as the Guggenheims and Anaconda's chief operating,. officer in 1971) mining companies' chief executives and boards of directors have not been persons with financial backgrounds. This, one could conjecture, might have accounted for the relatively nonsophisticated nature of capital structures of mining companies. In order to appreciate the possibilities with respect to alternative influence on a firm's performance, one must be acquainted with the basics of financial theory. This paper is an attempt to familiarize the reader with (1) capital structure in general, (2) the usual components of this structure, (3) the general theory behind the use of financial leverage, and

INTRODUCTION Los Angeles is one of the world's largest cities in area with a span of 70 km between its north and south limits. The population in the Los Angeles Basin exceeds 11 million people. Los Angeles is second only to New York City in density of U.S. urban population and it operates one of the largest city bus fleets in the world, 2,500 buses. After many years of planning and many consultants' reports, it is planned to initiate a 30 km (18.5 miles) starter line subway -- the "Wilshire Corridor" (Figure 1). Construction is to start in 1985. In several locations, subway routes ultimately will skirt or cross old oil fields, which may cause gassy tunneling. Of particular note are the La Brea Tar Pits, which overlie a part of the old Salt Lake oil field. Tunneling through tar sands for about 3 km will be unique for subway construction and will occur on the starter line. Experience with previous gassy tunnels in the greater Los Angeles area shows that tunnels can be completed safely if precautions are taken. Abundant ventilation is the main solution, although other precautions are discussed herein.

On June 25, 1876 Lt. Colonel George Armstrong Custer led the Seventh U.S. Cavalry Regiment., comprising 31 officers and 637 enlisted men, into the valley of the Little Big Horn River in southern Montana. His assigned mission was a reconnaissance-in- force to locate the Indians reported to be assemblying in that area. Custer was extremely successful in locating the Indians. Unfortunately he located more than 3000 Cheyenne and Sioux under the leadership of the great war chiefs Crazy Horse and Gall. Custer's entire battalion of more than 200 men was annihilated; there were no survivors. While I don't seriously suggest that things will be all that bad in the uranium industry, I do suggest that some very fundamental changes have occurred in the uranium market. Conventional thinking based on past truths will no longer suffice. Geology, economics, politics, nuclear growth pat terns, technology, and utility attitudes have all changed. New thinking is in order. It is at this point that I would offer my usual disclaimer. My views regarding the future are simply that--my personal views. My belief that certain events will come to pass does not mean I view those events as appropriate, wise, good, equitable, or economic.

Alunite has been utilized as raw materials for producing alumina and potassium sulfate fertilizer in Russia for many years. In the United States, this mineral has not been commercially processed though reserves of 5 to 10 billion tons of alunite ore have been estimated. Major constituents of these ores include quartz and alunite. The minerals are finely intergrown and liberation occurs below 10 microns. Adequate separation techniques for such fine particles have not been developed. A new method for the beneficiation of alunite ore is proposed in this study. 'Ibis method utilizes a small amount of fine magnetite upon which the liberated quartz is selectively flocculated. The co-flocculated magnetite and quartz are then separated from the alunite in a high gradient magnetic separator. Clean products, e.g. an alunite concentrate of 90% grade with 80% recovery, has been obtained from an Utah ore. Techniques for the selective co-flocculation of magnetite and quartz, the separation of the carried quartz, and the recovery of magnetite after separation are discussed.

The Bureau of Mines has investigated the structural aspects of shafts and support systems using the finite-element technique. In situ field measurements in deep, vein-type metal mines show that rock stresses are often higher in the horizontal direction than the vertical, and unequal in the horizontal plane. These data and laboratory and field-determined physical properties were used as input to analytical studies. Various design and construction parameters were investigated to deter-mine the effect on shaft stability. Rectangular shafts were studied in detail to determine the effects of applied stress ratio, shaft orientation and dimension, influence of interbedded quartzite and argillite, and rock fracturing. Various support systems were analyzed, including concrete lining, timber, and steel sets. Circular configurations were investigated to evaluate yield zones and liner thickness. Elliptical shafts and time effects were briefly evaluated to illustrate shape and time effects and demonstrate the methodology. It is shown that the magnitude, direction, and ratio of applied stress and rock mass anisotropy are keys to determining shaft stability. A realistic conceptual framework was developed with which to examine the rock and support interaction in deep mine shafts. Structural analysis techniques overcome some of the historical difficulties with shaft de-sign by defining the field data requirements and structural sensitivity of various design and construction parameters.

"The consolidation of mine backfill by free zing is a concept which has been under study in the mining engineering laboratories at Laurentian University during the past three years. The proposed underground application of freezing involves the artificial freezing of in-situ backfill by means of a refrigerated brine solution which would be circulated through a circuit off freeze pipes. The most interesting findings to date are: (I) The uniaxial compressive strength off frozen fill is considerably higher than that of cemented fill in a ratio of 20:1 (aggregate to cement), and (2) load deformation characteristics of the frozen fill suggest that a higher ice content results in more brittle failure and that samples which have initially failed can still support up 10 one-half the ultimate load without additional failure.Although at this early stage a derailed economic analysis of the procedure has not been possible, a general evaluation of the costs involved suggests that the method could be competitive with the hydraulic placement of cemented backfill. Results obtained from laboratory investigations indicate that the freezing of backfill is a structurally feasible option .IntroductionGround consolidation by freezing is based on the principle of transformation o f water contained in an aggregate-slurry into ice, which act s as a binding agent between the bulk particles, and which results in the transformation of a granular soil into a ""rock -type"" material. The abrasive nature of the particles enhance s the strength o f the ice by providing internal friction. As a result of this internal friction, the chances of plastic flow of the frozen mass when in a loaded condition are reduced(1). T he strength of a frozen aggregate is al so dependent on the grain shape of the aggregate particles which may or may not promote particle interlocking(2) and on the temperature since, below the freezing point of the water/aggregate mixture, the strength of the frozen mass increase s with decreasing temperatures.In the shaft sinking industry, artificial freezing of loose , unconsolidated soils has been in practice for several decades. Shafts for Saskatchewan 's potash industry have been sun k to depths of 3000 feet by employing artificial freezing to stabilize the Blairmore Formation(3). The common procedure for freezing ground for shaft sinking is summarized as follows(4,5): I) 150 mm diameter bore holes spaced on 1.5 m centres are drilled in a circular pattern with a radius of 1.5 m outside the periphery of the proposed shaft."

My subject is gold price forecasting and monitoring as an important aspect of gold marketing. While I 'm specifically addressing gold, it is understandable that many other commodities could be readily substituted. Gold marketing must be studied as three distinct processes, and it is my intention to cover each of these processes in turn. First I?ll cover the process of gold price monitoring and forecasting in some detail. In order to select a method, or combination of methods, to be used to sell gold a determination of the future price profile is essential. The profitability of the sales effort will be determined, to a large extent, by how accurately the future price behavior of the gold market has been forecast.
