This publication contains four papers presented at a seminar on mine subsidence control held in Pittsburgh, PA, on September 19, 1985. The seminar was designed to keep the mineral industry informed of new technology developed by the Bureau of Mines that permits reliable and accurate prediction of mine subsidence. The papers describe actual field studies undertaken by the Bureau to monitor surface subsidence over longwall panels. Topics discussed include the efects of subsidence on water table levels, the development of subsidence pre calculation methodology suitable for use with the specific lithological conditions of the Pittsburgh coalbed, an engineering comparison of technologies used in surveying for longwall mine subsidence, and a comparison of the process of subsidence over two different longwall panels.

Technological change is continually affecting the mining industry and the many papers being presented at this meeting reflect this fact. I fully agree that miners must remain fully cognizant of technology that can change mining costs and therefore your competitive marketplace. Despite the embrace of new technology and effective mine management techniques, the mining enterprise may not realize increased net income if the structure of the minerals marketplace is not understood. An important segment of the marketing structure for minerals is transportation. Transportation costs per ton can be much greater than the mining costs per ton and may accordingly overshadow hard earned gains in productivity. Change is greatly affecting the transportation industry but the change is driven more by governmental policy than technology. Although some technological advances are occurring in the bulk transportation business, the changes I want to address arise from policy. Policy changes have come from legislation in the 1970's culminating with the Staggers Act of 1980 and ensuing Interstate Commerce Commission decisions.

In laboratory testing, the Bureau of Mines established criteria by which common resin-grouted roof bolting systems can be evaluated and compared. Ultimate strength and stiffness were determined for nonten-sioned full-column, point-anchor, tensioned full-column, and debondable resin-grouted bolts, and for variations on full-column boltsn Bolt per-formances were compared using the performance of the 3/4-in full-column resin-grouted bolt as the standard. New and innovative systems can also be qualitatively compared against this standard. Since the medium into which a resin-grouted bolt is installed is one of the most important parameters affecting bolt performance, various host mediums were used in the testing: sandstone, concrete, simulated coal, simulated shale, and plaster. Bolt performances expected in other mediums can be inferred from the response patterns obtained in these mediums. Results indicate several functional differences among bolt types. Where resistance to shear is important, point-anchor bolts may outperform nontensioned full-column bolts at a lower cost. In medium-to soft-strength rock, tensioned full-column bolts perform best. Also, varying the resin-steel ratio seems to have little effect on the properties of a full-column bolt, when proper resin mixing is ensured.

To advance technology that can conserve critical materials, the Bureau of Mines investigated a cast-on hard-surfacing that wear resistance and confines alloy additions to wear-prone surfaces. Wear-resistant material in form is on a polystyrene , the is embedded in a mold of unbonded s and the wear-resistant material is transferred to a cas surface at the time of For low-stress abrasion, derived from high-carbon ferro-chrome had higher wear resistance than did commercially available weld-hard. The microstructure of the was typi-white iron carbides. Free carbon added to the ferrochrome powder produced more M7C3 carbides than did material contained in surfacings made from ferrochrome alone, and improved the wear resistance. Several white iron powders with greatly reduced chromium contents also white iron contain-M7C3 carbides. One derived from white iron powder had wear resistance to that of weld-deposited hard facings. Among the parameters investigated, surfacing thickness was found to have a or influence on diffusion of elements out of the , microstructure, and wear resistance. The results of field tests on bucket-wheel excavator teeth and plowshares with cast-on hard surfacing are given.

The Greymouth Coalfield contains New Zealand's greatest known resource of bituminous rank coal. The coals are of very high quality, with low ash and sulphur contents and a range of other properties that makes them desirable for a wide range of uses. In fact only a few producers around the world today can offer coals with such exceptional properties. This suggests that Greymouth coal has potential as a premium export trading commodity. These assertions have been largely confirmed by a comprehensive exploration drilling programme funded by Mines Division û Ministry of Energy between 1979 and 1984. The program, forming part of the NZ Coal Resources Survey, was carried out under contract by Lime and Marble Ltd. The drilling of 49 deep, predominantly cored, holes at 1000 m intervals over the coalfield has generated a vast amount of data. It has shown the existence of three major potentially minable coal deposits containing 233 x 106, 33 x 106 and 15 x 106 tonnes of coal in ground. Investigations have at this stage only identified targets and these estimates represent 'in ground' resources, not recoverable reserves. Recent geological studies as well as past and present mining have clearly highlighted the problems posed by the complexity of the coalfield geology. The coalfield lies within a mobile zone in the earth's crust known as the Paporoa Tectonic Zone, which has been active from at least mid-Cretaceous to the present time. Currently this factor poses the greatest obstacle to the determination of mining possibility of the, defined deposit and ultimately will strongly influence any future mining development. The Greymouth Coalfield has, however, had a long and eventful mining history spanning the last 120 years, where 32.5 x 106 tonnes of coal has been won from over 100 mines. In spite of the problems facing development, the large quantities and exceptional quality of the remaining coal will act as a strong inducement to persevere with this difficult but potentially valuable resource.

INTRODUCTION The degree of success of any new project will ultimately depend on two factors: (i) the underlying economic strength of the project; and (ii) how successfully the parties involved can coordinate their interests to establish a financing structure which indeed capitalizes on the project's inherent economic attractiveness. A project's underlying economic attractiveness is determined by its inherent comparative advantage in accessing the factors of production, combining these factors of production to create a product and marketing this product. Initially, the decision regarding whether to go ahead with the project - the go/no go decision - has to be based on its total ability to generate cash flow returns to project participants to compensate them for resources committed and risks undertaken. The extent to which project sponsors will actually benefit from the project's inherent economic attractiveness is fundamentally dependent on their ability to establish the long-term financing arrangement which best meets the objectives and constraints of each project participant and sources the most advantageous funding. The decision regarding the financing of the project, the "how-to-go" decision, is then an attempt to find the capital structure, consistent with market terms and conditions and sound financial management policies which will best: (i) match planned outflows with cash inflows; and (ii) maximize the return for project sponsors. This article makes use of a case study to illustrate the analytical process involved in dealing with the go/no go and the how-to-go decisions on a project. Though most commonly applied to project finance situations, the guideline described herein is equally applicable to other financing situations, such as leveraged buyouts and debt restructurings, where timely repayment of debt depends largely on the future cash flows to be generated by the entity being financed. Our case study is of a hypothetical expansion of an existing copper mining operation in Latin America. The company, Latin American Copper (LAC) currently has 147 million metric tons of proven sulphide ore reserves. The existing mine complex consists of an open pit mining operation and a conventional flotation plant with a processing capacity of 20,000 metric tons of ore per day. LAC sells copper concentrates primarily to Japanese custom smelters. The mine has been in operation for 5 years, fine copper production last year was 108,240 metric tons, and LAC currently has assets of $175 million and net worth of $135 million. Due to a recent increase in proven reserves, LAC is considering doubling the treatment capacity of its flotation plant to 40,000 tons per day, and expanding its mining capacity to meet the additional concentrator capacity (the "Project"). Project capital expenditures and incremental working capital have been estimated at approximately $210 million. The construction period is expected to cover one year, including a three-month start-up phase. The Project is to be funded by a combination of equity, senior debt, including both supplier credits and/or commercial bank term loans, and subordinated debt. LAC's shareholders are willing to commit a maximum of $50 million to the Project. A government development agency, which is also a minority shareholder, might be willing to lend approximately $40 million to LAC in the form of subordinated notes, depending on the ability of the Project to generate foreign exchange reserves. Commercial banks cannot be expected to offer loans with maturities longer than ten years. The Project is expected to increase the value of the firm because: (i) It will solidify the Company's position as a low-cost copper producer by taking advantage of economies of scale. As a result of the expansion, cash production costs are expected to decrease 7.0[c]/lb. and all-in costs 11.0[c]/lb; (ii) The potential earnings stream from the sulphide ore reserves will be realized

During the past decade many U.S. industries have realized the importance of a total loss control program; the bituminous coal mining industry is no exception to this trend. Oftentimes, we realize that the circumstances surrounding a "near miss" (an incident which does not result in personal injury or property damage) are practically identical to those associated with a fatality, disabling injury, or major property damage. And, many organizations suffer enormous financial losses in cases where no one is injured or property damaged but costly delays in production result. Detailed analyses of both injury and non-injury cases can provide valuable input into those engineering, behavioral, and management controls that are necessary to prevent their recurrence. The purpose of this paper is to describe a comprehensive loss control surveillance system (LCSS) that will enhance management control in preventing personnel, property, and production losses, thereby, maximizing profit. The next section describes the components of this LCSS. Then, we present one practical example of how this valuable management tool can be used to minimize loss through safety and training programs.

Geological Aspects of Ore Reserve Estimates of Pine Point District Zinc- Lead Deposits, N.W.T. Zinc-lead ores of the Pine Point District, Northwest Territories, Canada are hosted in paleokarst cavities within a Middle Devonian carbonate barrier complex. Of the nearly 100 deposits found, most are irregularly distributed along two main regional stratigraphically controlled trends. The ores, which occur predominantly as open space filling, form deposits most of which average one million tonnes in size with an average grade of 10% combined zinc plus lead. Geological features related to karsting control not only distribution of deposits but also their shape, size and grade. The higher grade ore in these deposits generally occurs in a relatively small core area. Consequently, accuracy of reserve estimation is dependent on drill hole density and understanding of karst geometry. Several case examples will be reviewed to demonstrate the relationship between shape, size and grade of deposit, geological reserves and drill hole density, along with a discussion of geological ore reserve estimation methods.

This paper deals with the mining techniques employed at Canada Tungsten's northern Canadian operations, particularly with respect to their effect on productivity, safety, and stability of relatively large underground openings. The ore body was originally mined commencing in 1974 using conventional pneumatic jumbos in a topslice and horizontal benching room and pillar layout. Pillar stability became an increasing problem as mining progressed, leading to a re-examination and ultimately a conversion of mining method. Rock mechanics considerations and the effect of extraction rate on ground control costs and conditions are analyzed. Other areas discussed concern the results acheived through the use of large diameter I.T.H. drills, radio remote controlled L.H.D. units, and a unique system of hydraulic backfill placement.

1. INTRODUCTION In this section, precious metals are defined as gold, silver, and the platinum group metals comprised of platinum, palladium, iridium, osmium, and rhodium. If the first three years of the 1970's are the criteria, gold, silver, and platinum seem destined for a bright future. Gold advanced in price from the historic figure of $35 established in 1934 to over $100 per oz (1973). For the five years 1966 to 1970, silver consumption exceeded production by about 50%. The silver price appears to be definitely on the uptrend, and a price of over $3 per oz seems probable. On this basis (at 1964 costs) the United States has an estimated 5 billion oz of unmined silver. The fresh burst of interest in platinum with a surge of renewed price strength (end of 1972) is due to the activity in the automobile emission control area, where platinum re¬mains the front runner in the catalyst area. Some international financial experts believe that governments will not rush into reform of the monetary system, and "Special Drawing Rights" (SDR's) will gain increased standing as international mone¬tary reserve assets. Gold will continue to be reviewed as the ultimate store of value and will remain the global monetary base. Devaluation of the U.S. dollar caused by imbalance of import payments over ex¬ports is the basic reason that the price of gold will likely remain above the $90 per oz figure for the balance of the 1970's. Gold and silver usually occur intimately associated, and recovery methods are often closely related; however, they were assigned sepa¬rate chapters, because the major production of each metal is from ore deposits classified as either gold or silver. For example, the gold ore occurrences in South Africa, the world's leading gold producer, have a ratio of gold to silver of approximately 10 to 1. The ores at the Homestake Mine, Lead, S.D., the largest U.S. gold producer, are predominantly gold with a ratio to silver of approximately 5 to 1. Silver in each example is a byproduct. By this same classification, the largest U.S. silver producers are the silver ores of the Sunshine, Galena, and Lucky Friday mines in the Coeur d'Alene district, Idaho. However, the largest single-mine silver producer in the Free World is the Kidd Creek Mine at Timmins, Ont., where the occurrence is with sulfides of copper, lead, and zinc. Thus, the major gold production of the world is derived from those ores classified as gold ores; whereas, less than one-half of the silver production is from silver ores, and only a small percentage of the silver production is from gold ores. 2. GOLD Gold, the noblest of metals, has been mined for thousands of years. Its chemical symbol, Au, is derived from the Latin "aurum," meaning "shining dawn." A precious substance because it is one of the rarest metals, it has unique physical properties: it does not tarnish; it exceeds all other metals or alloys in malleability and ductility; it is a good conductor of electricity and is one of the most nonreactive metals. Its greatest strength is its indestructibility. It is the only metal mined at depths exceeding 10,000 ft. Since the early 1800s, its chief role has been as a medium of exchange, providing the basis for interna¬tional trade. In the past 15 years, however, gold has emerged as a useful industrial commodity. This role has been fortified by the estab¬lishment of a two-tier pricing system which maintains monetary gold prices at an established U.S. Government price, with industrial gold being priced higher by the free-market system. Occurrences and Production Native gold furnishes most of the world's production, since gold forms stable natural compounds with few other elements. Neverthe¬less, the metal is widespread with traces of it found in seawater and in the ashes of plants and animal material. Next to the native metal, the tellurides have been the most important gold-bearing minerals; these include calaverite, krennerite, slyvanite, hessite, and nagyagite. Native gold is invariably alloyed with more or less silver, but it is exceptional to find any other metal in the alloy. It is found in veins associated with quartz, calcite, alunite, other gangue minerals, and with various sulfides. Sulfide minerals in order of frequent associa¬tion are: pyrite, galena, chalcopyrite, sphalerite, arsenopyrite, tetrahe¬drite, and pyrrhotite. Small amounts of metallic gold are commonly disseminated through such sulfides. When considerable amounts of silver occur in gold, the mineral electrum is formed. In a few deposits, gold and mercury form natural amalgam. Native mercury is formed by weathering from cinnabar and other mercury minerals. Among the minerals sometimes mistaken for gold, pyrite, marcasite, and especially chalcopyrite may be men¬tioned. The flakes of biotite and other micas, especially when partially oxidized, also may imitate it closely. World gold reserves never have been estimated carefully. Esti¬mates indicate that present world reserves approximate I billion oz, of which about 60% occurs in South Africa and 20% in the USSR. World gold output is dominated by South Africa which produces two-thirds of the world's production from reserves that are adequate to maintain existing output levels. South African gold output comes from approximately 50 large underground operations that mine and mill 70 to 80 million tons of ore annually to recover 30 to 32 million oz of gold. The USSR is the second largest gold producer, followed by Canada and the United States (see Table 1). Gold production in the United States and Canada rose to high levels in the 1930's, following the increase in price from $20.67 to $35 per oz and with an abundance of good labor due to depression in other industries. Production of over 10 million oz in 1940 was behind only that of South Africa. World War II caused a precipitous drop in gold output due to the imposition of War Production Board Limitation Order L-208 issued in October 1942, which caused over 9,000 gold mines in the United States to shut down, most of which never reopened. The U.S. Treasury, which suspended purchases of newly mined gold in 1968, had been the sole buyer of U.S. produced gold since 1934. This created the two-tier pricing system, and in March 1972 the President signed into law a bill authorizing a $3 increase in the official price of gold to $38 per oz. In February 1973 the President ordered a second devaluation of the dollar, amounting to about 10% which raised the official price to $42.22 per oz. Broadly conceived, the demand for electricity depends upon three sets of variables: (i) the growths of the many individual demands for energy services; (ii) the competitiveness of electrically driven technologies in meeting these demands; and (iii) the energy-conversion efficiencies of installed electrical technologies. The first set of variables establishes the size of the potential market; the second, the market penetration of electrical equipment; and the third, the quantity of electricity required to operate the equipment. All forecasts of electricity consumption ultimately depend upon inferred or assumed relationships to describe the future behavior of these variables. This partitioning of the demand-forecasting problem is conceptually useful and will guide the discussion presented in this paper. However, it is also something of an oversimplification. Examined in more detail, the electricity fore-casting problem is exceedingly complex. The variables mentioned above are, in turn, found to depend upon more fundamental sets of demographic technological, resource, and policy variables. The demand projections developed by the major forecasting services are usually developed in terms of these underlying variables, which themselves must be independently forecast.

A lightweight fiberglass feed leg for hand-held pneumatic percussion rock drills has been fabricated and tested by the Bureau of Mines. Its lighter weight facilitates easier handling of the rock drill apparatus, thereby reducing the potential for back injury to the driller and in- creasing drilling productivity. Current hand-held feed leg drills of the same class are 50 pct heavier than the Bureau-devised feed leg drill, which is comprised of a reduced-noise drill and the fiberglass feed leg. In-mine tests of the fiberglass leg showed that its performance and cost are comparable to those of standard aluminum feed legs.

INTRODUCTION As the title of this paper suggests, the author does not believe that risk can be managed. Rather, the objective is to identify the risk which will be present in a given venture and assess the level of that risk which is acceptable. More often than not, the risk which is present is subject to little or no modification. After identifying and measuring the risk a corporation will decide to accept it and proceed in such a way that it will be less exposed, or it will decide not to proceed at all. The exercise for a corporation is different only in degree from everyday judgements made by average people in average situations. However, that word "degree" means that it is considerably more complex on the corporate level. There is good reason for the additional complexity of corporate risk evaluation. The variables influencing a company's decision can be more numerous and the penalties for miscalculation much greater than those normally encountered by an individual. It should be understood that no analysis of risk, certainly not one as brief as the following, can do more than touch on some of the high points. Before examining the sorts of risk which affect the development and operation of specific mines, let us consider the broader aspect of the term with which mining companies, and all other business corporations, must deal. Companies must determine their long-term objectives and strategies within the context of a constantly changing world. To plot their direction they must attempt to read the future by seeking answers to questions such as: How will society evolve? Which businesses will thrive? In which of these should we place our emphasis? If a company hopes to be around five or ten years from now it must make the attempt to answer such questions in order to judge the impact of changing patterns in the evolving business environment. Information is available to allow the lessons of the past to be projected on the future. We have data on birth rates, economic booms and busts, patterns of conflict within and between nations, drought and other forces of nature as well as individual events which cannot be predicted, but which over time, do seem to occur in regular cycles. Ultimately the question "where will we be and what will we be doing a decade from now?" must be answered by one or more senior people with responsibility for the company's future. The compilation and interpretation of hard data by competent support staff, can only be used up to a certain point in determining future corporate strategy since there will be alternative possible futures and a high degree of risk will always remain. At this point those elusive qualities of experience, instinct, and - "gut feeling" - become important factors in choosing a long-term corporate direction. The goals of a company have a significant bearing on its attitude towards risk. This in turn dictates the "hurdle rate of return on investment" which a project decision-maker will require. The hurdle rate is the minimum-discount-percentage-rate applied to forecast cash flows to give a present value of zero to the All-Equity-Funded Investor. The feasibility study for a project is a fundamental tool in the management of risk. An experienced team has an established and well-understood set of ground rules for the preparation and assembly of a feasibility study. The necessary degree of conservation is built in at all levels of study data and, if the project is technically feasible, the hurdle rate becomes a catch-all measure of risk in a base-case project cash flow.

"Mana/ta Coal Ltd. 's Costello Mine, located seven kilometres east of Estevan, Saskatchewan, has been operating at the present location since 1960. During the past twenty-three years, annual production of lignite coal has averaged 590 000 tonnes. The coal is used for power generation and for industrial and domestic use. Markets, operating techniques, facilities in place and reclamation are discussed. Introduction The Costello Mine (formerly the Klimax Mine) is located in southeastern Saskatchewan, approximately 210 kilometres southeast of Regina and 5 kilometres from the United States' border, as shown in Figure 1. The present mine, 7 kilometres east of the city of Estevan, has been operating since 1960. The history, however, of the Costello Mine and of the Estevan Coalfield dates from the initial settling of the area in the 1880s. Mining initially consisted of burrowing into the side of the Souris River Valley or other hillsides where the coal seam was exposed. Eventually, slopes were put down in the Estevan/Bienfait area and vigorous underground activity existed. In the late 1920s surface strip mining was introduced. The use of strip mining progressed to the point where it completely replaced underground mining in the 1950s and it is the only method in use today. During the past 23 years annual production has averaged 590 000 tonnes. The lowest production was in 1960 when the mine was starting up at 167 000 tonnes and the highest production was in 1977 when production was 1 509 000 tonnes. The Costello Mine controls approximately 11 400 hectares of mineral rights in the Estevan area. This is made up of 4 900 hectares of freehold coal and 6 500 hectares of leases. The area forms a large, irregular shaped configuration. Most holdings are contiguous and adjacent. The mine also owns some 8 400 hectares of surface rights. The lands under the Costello Mine's surface rights control, which are not being used in the mining operation, are leased to local farmers and ranchers. This ensures that the land is used to its full potential, both before and after mining."

Introduction In contrast to the general type of crushing mechanism in which the crushing surfaces alternately approach and withdraw from each other, described earlier in this section, and continuous-pressure break¬ers such as rolls and roller mills that will be described in a later chapter, impact crushers load by striking pieces of rock while in free fall and hurling them at high speed against stationary surfaces. Because the impact crusher depends for its effectiveness upon high velocity, wear is greater than in the slower-moving jaw and cone¬type wear parts, and for this reason its use is strictly limited to rela¬tively soft, friable, and sticky rocks that are characteristic of many nonmetallic mineral deposits. A few of these are phosphates, lime¬stone, barite, clay, asbestos rock, and coal. However, several examples of their use on soft lead-zinc and precious metal ores have been known. Although the use of impact crushers is expanding today into the range of ores containing as much as 15-18% silica, Taggart16 set the practical limit at 5%, and in the 1940s and 1950s several installa¬tions in the US and western Europe exceeded the limits of economical maintenance and were quickly superseded by the slower-moving, con¬ventional crushers. A rock that tends to be plastic or bouncy in a jaw or gyratory crusher when the force is applied slowly to reach ultimate strength, may become brittle with rapid loading and thus increase the effective¬ness of the applied forces. For this reason it is to be expected that as the quality of hammers, grates, plates, and cages improves with advances in steel technology, the use of high-speed crushers of this kind will increase. Terminology Modern usage differentiates between the impactor and the hammer mill, the former relying primarily on the impact of hammers (fixed or free-swinging) and secondarily upon pieces striking one another or steel surfaces; the hammer mill relies on both the centrifugal impact force of free-swinging hammers and the attrition and shear action between these hammers and well-placed grates suspended at the bot¬tom just below the hammer circle. The hammer mill, because of its grate discharge, restricts discharge of oversize rock to the grate open¬ing, while at the same time providing a trap for removal of tramp iron or other uncrushables. The impactor discharges free, so generally works with a screen to control product sizes. The question of terminology, impactor vs, hammer mill, creates difficulties because the similarities appear to outweigh the differences by far; if one were to list the similarities in order of importance and then the differences, he would be forced to conclude that they would best be dealt with as a single kind of crusher. Taggart16 gave it four names and added "as it is variously known," but it must be remembered that in 1945 the machine was nearly exclusively of the flailing-hammer type, while today the fixed-hammer rotor is also com¬mon. In this chapter the terms impactor and hammer mill will be used where they seem to apply. It is perhaps unfortunate that this terminology is being confused with rock breaking at the mine, usually with hand-held tools, e.g., the article "High-Energy Impact Rockbreaking" by Grantmyre and Hawkes, CIM Bulletin, August 1975. General Description Impact breakers, impact crushers, and hammer mills accomplish material breaking and reduction primarily through impact action of the material with fixed or free-swinging hammers revolving about a central rotor. The material to be crushed enters through an opening at the top or top side known as the "feed opening" or "hopper opening" and falls into the path of rotation (hammer circle) of the hammers. Initial breakage is accomplished in midair by collision of the dropping feed material with high-speed hammers. The second stage of breakage occurs when the pieces hit plates or breaker bars which line the crusher boxlike frame. Since the Peirce-Smith converter was introduced to the non-ferrous industry in the early part of this century, there has been a paucity of research on process-engineering aspects of the reactor such as gas injection. This paper reviews studies conducted at UBC over the last decade on gas discharge dynamics, high-pressure injection, bath slopping, oxygen/bath reaction kinetics and out-of-stack heat transfer within the converter. The ultimate objectives of this work have been to extend refractory life and to increase converter productivity.

INTRODUCTION The degree of success of an association between parties in establishing a new venture ultimately depends on three factors: a. the venture's underlying economic strength, which is based on the complementarity of the comparative advantages brought by each party to the negotiating table; b. the ability to reach an agreement which satisfies each party's objectives and constraints; and, c. the capacity to design and implement a funding structure which is consistent with the project economics. A thorough assessment of the venture's profitability and associated risks under alternative technical and economic scenarios is the basis for a sound "go" or "no go" decision. In-depth evaluation of the risks and rewards to each of the parties involved under alternative legal and financial structure must be the foundation for a long lasting "how to go" decision. The allocation of risks and rewards should be consistent with the objectives and constraints of all parties and the sharing mechanisms, established in the contract, should be flexible to assure the long-term stability of the agreement. Rapidly changing economic conditions during the last decade have had a dramatic impact on the envisaged allocation of risks and rewards between host countries and private investors. The effects of these changes, and the fact that the relative strengths of the parties involved may shift during the life of a project (e.g. before and after major capital investments have been made), have forced the renegotiation of a multitude of contracts. Therefore, the present and future stability of an economic agreement would depend not only on the originally designed provisions, but also on provisions which allow for the automatic adjustment of rewards to project sponsors under a variety of future economic situations. A pre-condition for the allocation and quantification of risks and rewards is the definition of standards of measurement used by each of the parties. This is critical in international negotiations when one of the parties represents the national interests of a country. The understanding and use of different standards for the measurement of rewards for risk taken between a government and private enterprise facilitate the negotiation of a satisfactory agreement. This is possible because certain trade-offs between the negotiating parties may have different relative values. STANDARDS OF MEASUREMENT OF REWARDS FOR RISK TAKEN The negotiating process takes a step forward when the parties are able to focus on their interests, explore different alternative solutions and then base results on a set of objective standards. Unfortunately, the parties frequently put more effort into "staking out" and defending positions, than into understanding their intrinsic interests. Moreover, when one party, such as a governemnt owned corporation, represents a country's national interests, the negotiation process increases in complexity. Private firms focus on commercial profitability, using discounted cash flow techniques such as NPV, IRR, or ROE. In contrast, the government is also concerned with the project's impact on the local socio-economic environment. Without entering into a discussion of alternative economic development theories and approaches, there exist several possible measures that could be pragmatically utilized by each party in evaluating the socio-economic impact of a project. The more complete measure is the National Profitability (NP). The NP is a discounted cash flow procedure similar in structure to IRR or NPV but in which the project's financial cash inflows and outflows and discount rates are adjusted to take into consideration the local conditions. The NP is calculated on an unlevered basis and all taxes and duties are removed from the project

The Queen Charlotte gold deposit (also known as the Specogna, Babe, or Cinola) was discovered in late 1970 by Efrem Specogna and Johnny Trico. They were prospecting along the trace of the Sandspit fault, and they sampled jarositic material that included veins from the fault zone. Their assays included some good gold values. They located the Babe Claims in 1971 and optioned them to Kennco Explorations Ltd. Kennco conducted stream sediment and soil geochem studies, geological mapping and drilling of 55.2 m (181 ft) in two drill holes. Kennco withdrew from the property, and by 1977, Cominco, Placer Development, Silver Standard, and Quintana Minerals had each successively worked on the deposit. Consolidated Cinola Mines bought the claims in 1977 and completed exploration of the deposit ultimately in a joint venture arrangement with Energy Reserves. Energy Reserves entered in late 1979, and by 1983, a total of 200 surface and 12 underground drill holes had been completed, totaling 28 600 m (93,832 ft). In addition, a 461.9 m (1515 ft) adit was driven in the ore body. Reserves published by Cinola aggregate 34 Mt (37 million st) of 1.7 g (0.060 oz) Au per tonne. All industry geologists working in the area agree that the Queen Charlotte gold is an epithermal gold deposit in porous volcaniclastic and clastic rocks that is genetically related to a Miocene-Pliocene rhyolite plug. The geologic description here follows the oral presentation made by G. G. Richards, J. S. Christie, and M. R. Wolfhard at a 1976 CIM meeting. Additional comments by the late C. S. Ney of Kennco Explorations are included with the Richards, Christie, and Wolfhard data to complete the geologic set- ting. The attached reprint by Champigny and Sinclair (1 980) provides additional data on the deposit. The Queen Charlotte (Babe, Specogna, or Cinola) gold deposit is located on Graham Island in the northern Charlotte Islands, at the fault boundary of the Skidegate plateau and the Charlotte lowlands. The Sandspit fault marks the physiographic boundary, and it is intruded by rhyolite porphyry at the deposit. Because displaced geochem anomalies, drain- age patterns, and topography suggest dextral and east side down movement for the fault, exposed east block rocks are younger than rocks west of the fault. The east block, which included the ore deposit, is a lowland largely masked by unconsolidated Pleistocene and Recent clastic rocks. Rocks west of the rhyolite plug, on the Skidegate plateau, are Cretaceous carbonaceous and calcareous shale unconformably overlain by a thin veneer of rhyolite tuff. The deposit is about 100 m (328 ft) above sea level. GEOLOGIC SETTING At the ore deposit, the Sandspit fault is a complex structure. However, lithologies on either side of the fault-controlled rhyolite porphyry plug are distinct. West of the rhyolite, the upper member of the Cretaceous Haida formation shale is the most common rock type. The member is composed of dark grey to black, poorly consolidated, and thinly bedded carbonaceous and calcareous shale. The sequence is silicified to an argillite or a hornfels near the rhyolite. West of the rhyolite porphyry plug, but not importantly involved in the mineralization, is a thin masking cover of rhyolite tuff. The tuff unconformably succeeds the cretaceous shale, but it is largely eroded in the mine area. East of the fault-controlled rhyolite porphyry plug is a thick section of conglomerate and sandstone of the Miocene- Pliocene Skonun formation. The ore body occurs within the coarse clastics, the rhyolite intrusive as the western boundary. Ore is entirely contained within the clastics. Original permeability of the clastic rocks was a major control for ore deposition and alteration, and for that reason, the Skonun formation is described in greater detail. The Skonun formation clastics unconformably overlie Haida shale. The Skonun is at least 300 m (984 ft) thick in the mine area, where it trends northerly and dips easterly 15º to 25º. The sequence is about 62 percent conglomerate, 3 1 percent coarse arkosic sandstone, and 7 percent interbedded siltstone and sandstone. Contacts between adjacent beds are generally sharp. "Coals from the Corporation's Lingan and No. 26 mines are classified as high-volatile A bituminous, with a very low inherent ash and containing all essential properties to provide metallurgical coal, with the exception of a high sulphur content. Only through proper cleaning at low specific gravity can the pyritic sulphur fraction of the coal be liberated to an extent where final sulphur meets coking standards. This first section of the paper deals with the operation of a Dutch State Mines heavy-media cyclone circuit to achieve an actual separation in the region of 1.30 specific gravity. A discussion of the parameter of control which must be applied along with an appraisal of the results obtained is included in the paper.Introduction Very high fluidity and unusually low ash are the outstanding characteristics of coal from Devco's mines in the Harbour seam of the Sydney coal field. However, sulphur content, mainly pyritic, ranges from 1 to 2.50Jo. To obtain the low and consistent sulphur level required in metallurgical coking coals, preparation at low specific gravity is required. Metallurgical coke is used as the fuel in an iron blast furnace. Its sulphur content largely determines the quantity of slag required to remove it and therefore influences furnace productivity and unit costs. Typical data on the various coal properties of importance in the production of coke are included in Table 1."

Coal mine safety of the past was plagued by disasters that took the lives of thousands of miners. Through the years new mining methods, improved laws, and a commitment from the mining industry has reduced the frequency of such incidents to a minimum. History tells us that coal was mined in the early 1700's in Virginia primarily for use by blacksmiths -- most of that mining was done in the Richmond area. It was in those mines that methane was encountered; as workings became more extensive, methane explosions became more frequent. In the early 1800's the first recorded explosion occurred near Richmond, Virginia -- 40 men were killed.
