The paper summarizes a slide presentation made during the CIM Mechanical-Electrical Operators' Conference, held at Sudbury. Ontario, January 25-27, 1977. Its scope has been limited to a few specific aspects of modern Canadian hoisting plant practice that are likely to be of interest to operating personnel. It is intended to serve as a brief review of established methods discuss in more detail the present state-of-the-art and suggest trends that will appear as products during the next few years.

A brief description of Inco's ORC copper refinery tankhouse and the electrowinning tankhouse is followed by a comparison of the requirements for the production of the high-quality copper in both systems. The description will focus on both tankhouses, with emphasis on experience to date in the electrowinning tankhouse. Particular attention will be paid to sensitivities of each tankhouse to process upsets which can. significantly afject the quality of the product cathodes.

Ten small and intermediate-sized [11 GJ/hr to 264 GJ/hr (10,000 lb/hr steam to 250,000 lb/hr steam)] coal-fired boilers in the upper Midwest have each been tested on both a bituminous eastern coal and a subbituminous western coal. The purpose of this study was to determine the feasibility of substituting western subbituminous coal for eastern bituminous coal as a means of reducing the SO x emissions from this class of boiler and to demonstrate the feasibility of greatly expanded western coal utilization as a means of reducing the use of oil and gas. The scope of this study was such that the representative boiler types were tested on both eastern and western coal for a period of time sufficient to completely characterize their individual emission and operational characteristics.

This paper concentrates on profits and other measures of return in the Canadian mining industry, especially in the non-mineral-fuels sector. The paper examines the historical patterns of mining profits, both before and after taxes, as compared with profits in other sectors of the Canadian economy, as well as some of the more important influences on mining profits. These include the prices of mineral products, provincial and federal tax policies with respect to mining , and the effect of inflation on mining profits and the financial position of mining firms - in each case, comparing mining with the other sectors of the economy. Finally, the paper provides an analysis of current and prospective rates of mining profits in relation to the capital required to ensure the future viability of the Canadian mining industry.

The introduction of continuous mining machines in the late 1940's prompted the mining industry to reassess shuttle car batch-type haulage. Between place changes, the continuous miner could cut and load coal on a nearly continuous basis, but after loading a shuttle car, the high-capacity machine had to wait until the second shuttle car came inby and spotted itself under the miner tail boom. Thus, the wait-for-shuttle-car delay periods became the new bottleneck for increased coal production from the mine section. Recent studies have shown that nearly 25 pct of the continuous miner cycle time is consumed by delays in the haulage system, usually waiting for shuttle cars. Computer simulations of a face operation indicate that up to a 45 pct increase in coal production may be realized through the use of a continuous haulage system, assuming of course that the outby haulage system can handle this increased capacity. Coincidently, there are recent claims by some mines using continuous face haulage of a production increase of 45 pct compared with shuttle car haulage. These documented production records, computer simulations, and common sense indicate the potential of continuous face haulage in underground coal. The late 1960's and early 1970's saw several mining machinery manufacturers market mobile bridge carrier and piggyback bridge conveyor continuous haulage systems for use in underground coal mines. These systems have shown limited potential in some mines and outstanding success in others. It appears that no one system can be universally applicable to all underground mining conditions; thus, the Bureau of Mines has conducted extensive research over the last few years to investigate different types of continuous haulage systems for use in high and low coal seams that will advance the state of the art.

Results of a long-term program of electrical parameter measurement in under-ground coal mine working sections, performed by The Pennsylvania State University under U. S. Bureau of Mines sponsorship, are utilized as the basis for an analysis of the electrical energy requirements during operation. A model section is hypothesized, developed from the average or most representative characteristics as determined from tabulations of the measurements. Performance factors of the model section's machine complement are then analyzed, particularly with regard to the energy required per ton of raw coal cut and delivered from the section. Results are given in kilowatt-hours per ton.

Would you believe me if I told you the constant battle between Government regulatory agencies and industry could be won by both sides? No, I'm not crazy, nor have I been soaking up any of that fine Kentucky whitelightning. But I have recently been a participant in a battle where both sides won. Actually, I'm using the term "battle" loosely because, in reality, it wasn't a battle at all - despite the fact that all the ingredients were there for a monumental struggle; i.e.. government, industry, special interest groups and a controversial issue - the development of effluent limitations. I'd like to tell you about it. Historically, on one side of the battle, government has always been ac¬cused of adopting regulations with limited evaluation of existing technologies; and then with seemingly no regard for the economic consequences. On the other side, industry gets punished by government's harsh actions because of their past "do-nothing" attitude toward pollution control. Recently, this battle seems to be losing steam, because both government and industry are beginning to realize that, ultimately, they both will lose. Even more important is the fact that both sides are, or should be, working for industrial expansion compatible with environmental protection.

Since early July, domestic producer listings in primary aluminum ingot have been at 53¢ per pound. Dealers, however, lowered their August quotes by 1.8¢-2¢ to 47.5¢-48¢ per pound. BITUMINOUS COAL AND LIGNITE -The wildcat strike of UMWA coal miners which began on June 23 in protest of cutbacks in medical benefits appears to have ended. According to the West Virginia Coal Association on September 7, 1977, all mines in West Virginia were back in operation on September 6 and again on September 7. The Kentucky Coal Association reported approximately 2,500 miners were on strike in eastern Kentucky on September 6, but there was full employment on September 7.

The management of solid waste is known to be a large and increasing problem in high-population areas throughout the world. It is not necessary here to add further definition to the nature and magnitude of the problem. Instead, it is the purpose of this paper to describe a new process, called the Andco-Torrax System, which will be of use in converting municipal solid waste into useful energy forms and a granulated slag by-product. The paper includes a description of the first commercial plant for the process.

The mining and concentration operations of New Zealand Steel have been carried out initially from the Waikato North Head (WNH) deposit since 1969 and subsequently from the Taharoa deposit since 1972. Over the years the WNH operation has produced about 1.2 million tonnes of concentrate which has been converted into steel, while total exports to the Japanese Steel Industry from Taharoa reached five million tonnes in February of this year. Recent expansion plans both in domestic steel production and in the ironsand concentrate export market have made it necessary for the company to look closely at, among other areas, the mineral processing of the titaniferous ironsands in both deposits. This paper deals with the recent test work carried out at WNH and Taharoa on the use of the cone concentrator unit as a primary gravity concentrating unit ahead of the magnetic separation stages and as a cleaner concentrator following the primary magnetic separation.

Scan electron micrographs, SEM's, will be shown of representative refractory clays from Missouri deposits, with counterparts from other localities. The story is in the pictures, ("1000 words in each picture"), but clay types include the following. Plastic, semi-plastic, and semi-flint "fire clays" of Missouri have textures which appear to retain certain relic texture of ball clay. Flint clay is composed of tightly interlocking packets, sheaves, and books of kaolinite. Diaspore and boehmite mineral textures characterize those "clays". Surface-boulder diaspore shows very pronounced recrystallization and crystal enlargement from original, unexposed first-grade diaspore.

Owing to the daily exposures of uranium mining personnel to 222Rn daughters, a device is needed that will continually monitor individual exposure. Such a device has been built and tested by the Bureau of Mines and is known as a radon daughter dosimeter. This is an electronic instrument using a solid-state detector and circuitry. The concept of the instrument, which is a personal device worn throughout the working shift, is to evaluate an individual's cumulative exposure to airborne radon progeny, expressed in units of working level hours. Since the instrument is in close proximity to the miner and measures continual exposure, it avoids the errors caused by the present technique of spot checking of the environment and provides a more accurate account of total cumulative exposure.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. Surface mining of coal in the South developed into a major industry during the 1960's. The economic significance of the industry is much greater than is readily apparent when one considers only the value of the coal mined. The abun-dant supply of relatively inexpensive steam coal for electric power generation that has been derived from the surface mines has provided the foundation for the industrial expansion that has occurred throughout the South. The region, in gen-eral, has enjoyed the benefits of plentiful low cost electric power. However, re-cent political decisions, at all levels of government, threaten to destroy or severely curtail the surface mining of coal and eliminate the economic advantages once enjoyed by the region. These political decisions are rapidly changing the basic rules of operation and fundamental economics of surface coal mining. Recent changes, resulting from the enactment of environmental and health and safety laws and various bureaucratic rules and regulations, have had a three-fold effect: 1) Greatly increased operating cost, 2) increased lead times for mine development, 3) limited potential reserve base for future mining. Also current legislative proposals are casting a shadow of uncertainty over the future of all coal mining operations that has created serious delays and in-creased cost for the expansion of the coal industry necessary to meet our project independence goals. The Environment Weipa is located at 12° south latitude on the west coast of Cape York Peninsula, North Queensland, Australia. The climate is tropical with most of the 1 600 mm. average annual rainfall falling between November and March. During the short winter months (May/ August) the weather is clear and pleasant, with temperatures seldom exceeding 27°C.Throughout the remainder of the year, conditions are frequently oppressive due to consistent high ambient temperatures accompanied by high humidity. The terrain is of low relief, and generally not more than 6 to 10m. above mean sea level adjacent to the coast. The coastline features numerous short estuaries which discharge run-off from the heavy rains collected by creeks and rivers. The whole area is covered by an open forest, the predominant species of which is Eucalyptus tetradonta. These eucalypts have only limited commercial value and are heavily infested with termites. Despite the fact that Weipa is close to the location of the first reported sighting of the Australian coastline by a European (William Janz - 1606), it remains very isolated. There is no developed road or rail connection to centres of population, so that transport of practically all products, personnel and materials to and from Weipa is by sea and air. Exploration is the systematically financed and technically oriented search for mineral wealth. Almost all established mining companies have an exploration department. The size of a company's search varies over the years as the company's profits, or the corporate philosophy change. While the established mining companies have exploration departments, they are also alert to acquiring discoveries made by others -- especially by prospectors and small companies without the resources to develop their find. The emphasis in some large companies stresses self-generated discoveries while others rely heavily on acquisitions; again, over the years the emphasis may alternate. In the last analysis, essentially all new mineral wealth was found through someone's exploration effort. Before we discuss how exploration is financed, it will be informative to analyze how discoveries have been made and by whom. Recently, the author conducted a survey of randomly selected major mining companies to answer these questions. Most companies responded and many went to considerable effort to give complete and detailed answers. I thank all for their help and cooperation. The questionnaire is attached as Appendix I. Appendix II is a list of the 400 companies that replied in a complete enough manner and format to be analyzed here. The results of the questionnaire are given in Table 1. Introduction and Objective of This Paper Computerized open pit mine models* are more and more used today for feasi¬bility studies as well as for long range mine planning. In fact, using these models is becoming an enforced practice due to various reasons. One main reason is its capacity to evaluate several designs in a fraction of time required by manual effort. Another reason is the necessity to evaluate several. pit designs due to ever decreasing grade of the orebody and increasing financial risk due to smaller profitability margin. In spite of today's accepted use of computer models, very little guidelines are available which the average practitioner can follow either to choose or to build the type of model best suited for his need. Consequently, the objectives of this paper are: 1. To review the current state of the art in the computerized open pit mine models. 2. To provide some suggestions for model selection. 3. To share our experiences in developing a model for a highly irregular copper ore deposit (see Appendix).

This Bureau of Mines manual for design of surface mine haulage roads covers such aspects of haulage road design as road alinement (both vertical and horizontal), construction materials, cross slope, and drainage provisions. Traffic control and design of proper lane widths to promote safe vehicle movement are included, as are suggested criteria for road and vehicle maintenance and for runaway-vehicle safety provisions. The aim of this publication is to provide those involved with surface mine haulage road design with a complete manual of recommended practices that, if implemented, will promote safer, more efficient haulage routes.

The economics of open pit mine design are dictated by three basic elements: cut-off grade, stripping ratio and slope angle. Although these elements are functions of a number of independent parameters, they are interrelated through their influence on the overall economics. The optimum slope angle is the most uncertain element to determine, because rock mass properties are difficult to obtain. However, for preliminary estimation, the slope angle can be determined from the relationship between the probability of failure and the safety factor. The economics of the slope selected will depend on a profit versus risk judgment. In this paper, the author will present an actual case of application of this postulate.

The Hat Creek coal deposit s occur within folded and faulted Tertiary (Eocene) strata of the Coldwater Group, which comprises weakly lithified shales, siltstones and conglomerates underlying the floor and lower flanks of the valley of Upper Hat Cr eek . This upland valley,16 miles in length and 2-4 miles in width, is located within the eastern foothills of the Coast Mountains, 120 miles northeast of Vancouver, approximately midway between the towns of Lillooet and Ashcroft, in the Interior Dry Belt of British Columbia . Most of the valley floor is covered by till and glacial outwash deposits ranging up to 500 feet in depth. Became of this overburden cover , the majority of the data on the coal deposit have been obtained from diamond drilling done during 1974?76 by the property owner, B .C. Hydro and Power Authority. Because of the limitations imposed by the lack of out crop, the Tertiary geology at Upper Hat Creek is imperfectly known; however, it appears from correlation with other coal-bearing Tertiary remnants in the southern interior of the province that these remnants, including Upper Hat Creek, may represent preserved segments of the western shoreline of a Tertiary continental sea along which deltaic swamps developed and were sustained for unusually long stable periods, giving rise to the world's thickest known coal beds.
