To improve mine health and safety conditions, there is need for a portable instrument that mine inspectors can use routinely for rapidly checking concentrations of dust in mine atmospheres. On October 23, 1969, Stanford Research Institute was authorized by the U.S. Bureau of Mines to conduct a study aimed at developing such an instrument under Contract No. H0100186. The results of that study are reported in Technical Report No. 1, "Development of Portable Instrument For Measuring Coal Mine Dust Concentration," August 1970. In that study it was demonstrated on bench-scale that a near-forward optical scattering device gives a linear correlation between mass concentration and optical readout over a range of 2 to 200 mg/m3 with excellent reproducibility. The same correlation was obtained for the Respirable* dust fraction of three different coal dusts within ± 10% and an extreme spread of ± 30%. Based on these results a prototype instrument was designed which was expected to meet all the necessary requirements of a portable instrument for mine use. Because of the excellent results obtained, a further study was authorized by the Bureau of Mines on May 10, 1971 under Contract No. H0111688. The prime objective of this study was to build, calibrate, and deliver to the Bureau of Mines two prototype instruments based on the design previously developed. The emphasis was to be on providing instruments which would meet certain minimum standards of size, weight, response time, sensitivity, ruggedness, reproducibility, permissibility, and cost (ultimate); optimization of the design was to be considered only insofar as it would not significantly delay the development. One instrument was to be delivered after initial calibration of both instruments with Coal Dust PGH. The second instrument was to be used for further calibration with a number of other coal and rock dusts and for assessing other relevant performance characteristics. This report summarizes all the results of this second study.

The Interior Department's Bureau of Mines is the Federal Government's primary research arm in the mineral and fossil-fuel fields. In accordance with its Organic Act of 1910, the Bureau's responsibilities have been reinforced since the passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966, the Federal Coal Mine Health and Safety Act of 1969, and the Mining and Minerals Policy Act of 1970. The 1966 and 1969 acts deal specifically with the development of safe working conditions and a healthful working environment for those engaged in the mining industry, while the third sets the national policy as follows: " ... to foster and encourage private enterprise in (l) the development of economically sound and stable domestic mining, minerals, metal, and mineral reclamation industries; (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial security, and environmental needs; (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral resources, and (4) the study and development of [ ]

A circuit is considered intrinsically safe when any spark or thermal effect produced normally (that is, by operating the equipment in its correct operational manner to fulfill its purpose) or accidentally (caused by short circuit, earth fault, defective components, breaking the wiring, etc.) is incapable under prescribed test conditions of causing ignition of a prescribed gas mixture. The test conditions and gas mixture should be at least as hazardous as the true parameters of the environment where the circuit will be operated. According to present practices, the question of whether or not a circuit is intrinsically safe is decided upon experimentally. The circuit is inspected first for mechanical soundness and a survey is made to determine what faults should be considered as probable. Then the individual branches are connected, in sequence, to a test apparatus called 'breakflash" which acts as an opening, closing contact and thus draws sparks from the circuit. This test is repeated a given number of times in the presence of the prescribed gas mixture under specified conditions (electrode configurations, gas parameters, etc.). The equipment will be regarded as intrinsically safe if during testing no ignition has occurred.

Almost all persons connected with mining industry have had an exasperating experience like the following: 'On a cold and frosty morning in mid-January, you find yourself quite happy with the world. Production is up and the mine has been running smoothly. All at once the radio cracks up your tranquility -- 'so and so' piece of equip¬ment has broken its 'whatzit'. Now the iron is in the fire, and things have to be fixed quick.!' This can be a major failure which will bring the whole operation to a grinding halt or just one of the numerous maintenance headaches on an auxiliary piece of equipment. After one has experienced a major or minor catastrophe, he has to wonder whether some other methods with respect to design and maintenance would help prevent these unexpected calamities. The objective of this paper is to gain an insight into the charac¬teristics of steel at cold temperatures so that better decisions can be made with respect to maintenance and repair of mining equipment. Most machinery and their structures are exposed to cold temperatures. Even in locations as far south as Alabama and Arizona, brief periods of cold in winter months can adversely affect the ability of mach¬ines to do their work. To understand the background of cold temperature brittle fracture, jet us examine its basic elements. First, when steel gets cold, it gets brittle. This is best described by Figure 1. "The design, construction and operation of tailings dams is rapidly becoming a major consideration for most new mining developments, as well as for many existing operations. In North America, under pressure from public opinion, various government agencies have in recent years enacted legislation covering the design, construction and operation of tailings dams. In British Columbia, comprehensive legislation has been passed during the past year (1971). All of these new regulations may be placed into two broad categories: regulations concerning the safety of the dam and appurtenant structures, and regulations concerning the prevention of pollution. Both types of regulation affect the design of the tailings dam facilities. Consequently, they must be considered jointly by the designer. A good tailings dam design must satisfy the basic requirements of safety, pollution control, storage capacity and economy. To achieve this, 'the design must be based on a thorough understanding of both the geotechnical problems involved and the requirements of the mining development. Obviously, this requires close cooperation between the designing geotechnical engineers and the mining operators. This paper outlines the major engineering factors that should be considered in the investigation, design, construct ion and operation of tailings dams. Basic methods of tailings dam construction are reviewed and the advantages and disadvantages of each briefly discussed. Comparisons are made between the design and construction of conventional water supply dams and tailings dams. Examples are presented of some of the problems that may arise during construction and operation of a tailings dam. The paper also explains the need for basic instrumentation of tailings dams and for carrying out simple field tests and measurements during construction and operation. Of prime importance is the downstream monitoring of surface and subsurface seepage flows. These observations are invaluable where contamination of surface and/or subsurface water may become a contentious issue at some future date. Each tailings dam design must be based on a study of the particular requirements of that project. To make a proper evaluation, adequate data must be available concerning a large number of items•, including such things as: topography, hydrology, geology, subsoil properties, seismicity, government regulations, fineness of mill grind, mill water balance, availability of suitable construction materials, volume of water to be stored behind starter dam, downstream development or liability, and many others. The large number of variables involved in such an evaluation often result in the designer considering two or more alternative designs. Selection of the final design, which is usually based on detailed cost analyses of the alternatives, must be made in close consultation with the owner."

This project, sponsored by the U.S. Bureau of Mines, Division of Environment, addresses two major subjects: refuse removal and subsidence monitoring. The refuse removal task consisted of developing a methodology for selecting the most economical combinations of coal mine breaker refuse and rock banks, disposal sites and material moving systems (trucks, trains, belt conveyers and pipelines). To prepare plans for moving refuse in the Lackawanna Valley of Northeastern Pennsylvania, refuse banks were inventoried, underground disposal sites identified and unit cost data prepared for the various material moving systems. The subsidence monitoring task consisted of defining the phenomenon of coal mine induced surface subsidence, establishing operational requirements, cataloging sensors and techniques to detect and measure subsidence and testing of the most promising techniques (photoelastic patch, tiltmeter, strain gage, microseismic and precise surveying). A preliminary system for a 700 acre area in Scranton utilizing 267 grid sensors, seven microseismic sensors and precise surveying techniques was designed with initial and annual operating costs determined. Two minor tasks supported both main subjects: zoning in the Northern Anthracite Field of Pennsylvania and Technology Transfer of subsidence vulnerability prediction techniques.

The development drilling program of the Copper Cities mine indicated that the molybdenum content of the ore would be about 0.011% MoS2' The molybdenum content of the Miami mine at the same time was about 0.025% MOS2' The Miami mill had a very successful molybdenum operation which used bleeder turbine steam from the Miami power plant for the steaming operation. The much lower grade of the Copper Cities ore, the absence of a source of low cost steam and the use of sodium aerofloat as the copper collector which Miami experience indicated did not respono readily to the steaming technique made very doubtful the success of a similar operation at Copper Cities. However, the relatively few pounds of copper that could be recovered from the low grade Copper Cities heads made very desirable the recovery of the molybdenwa,as a source of additional revenue. Accordingly, shortly after the Copper Cities mill began operation, a research program was instituted to develop a suitable method of molybdenum recovery. This program explored first, the successful steaming process then in use at Miami and as expected, found it unable to decompose the sodium aerofloat copper collector. The known chemical depressants were then tried without much encouragement. Finally the copper concentrate was dried, not roasted, to 2-3% mOisture and this along with sodium ferro-cyanide and cyanide resulted in sufficient copper depression that a final molybdenum concentrate containing 1.0% CU could be made. The static, rapid, and shock-loading response of rock is of interest to many in the field of rock mechanics. For example, the effects of loading rates on strength and stress-strain characteristics of rock are quite important in defining input loading for use in the design of underground protective installations. Response data on rock subjected to shock loading over a wide range of pressures are also vital in the field of underground nuclear testing. In addition, material response is needed in design of shock-absorbing liners. A number of investigators have reported that ultimate compressive strength of rock increases with increased rates of loading.1-6 Wuerker3 stated that modulus of elasticity, obtained from sonic determinations, increased in some rocks by a factor as high as 4.5. It appears that only a limited amount of work has been done on comparing static modulus and modulus obtained from impact testing.6 Phillips4 showed that with increased rates of loading the deformation decreased. More recent work by Atchley and Furr5 showed that when moderate-strength concrete is stressed with increased loading rates, the axial strain at failure increased. One would expect this to occur if we think in terms of purely elastic materials. For example, if E is constant and maximum strength [amax], increases, the axial strain would also increase. However, in rock testing thus far we have worked almost exclusively with nonhomogeneous and inelastic rocks. From this fact alone the increase in axial strain with increased load application is noteworthy.

"The rocks of Notre Dame Bay form part of the Central Paleozoic Mobile Belt (Williams, 1964) of the Newfoundland Appalachians. The Central Paleozoic Mobile Belt of the northern part of the island consists predominantly of Lower and Middle Ordovician rocks overlain by Silurian elastic and volcanic sequences and underlain in the marginal zones of the belt by polydeformed metamorphic rocks of the Gander Lake Group (Kennedy and McGonigal, 1972) in the northeast and the Fleur de Lys Supergroup (Neale and Nash, 1963; Kennedy, Phillips and Neale, 1972) in the northwest. The Ordovician rocks of the Central Mobile Belt have been subdivided into a number of local groups in different parts of the region. The Lush's Bight Group was first defined by MacLean (1947) . Recently Marten (1971) has revised the definition of this group, as shown in Table 1 and his revised definition is accepted in the present paper. Plate tectonic models that have been proposed for the development of the Newfoundland Appalachian System have indicated that the mafic volcanic rocks of western Notre Dame Bay represent oceanic crust (Bird and Dewey, 1970; Dewey and Bird, 1971; Church and Stevens, 1970) which marks the remnants of the proto-Atlantic Ocean first proposed by Wilson (1966) . Such models infer that the mafic volcanic rocks constitute the upper part of an ophiolite sequence. Analyses of the lavas show that they are tholeiitic and support this conclusion (Papezik and Fleming, 1967; Smitheringale, 1972) . A complete ophiolite sequence, consisting of peridotites overlain by gabbros, overlain by a sheeted diabase dyke complex which passes upward into pillow lavas, occurs at the base of the Snooks Arm Group (Upadhyay et al., 1971 ) . Sheeted diabase dykes are known to underlie the lowest mafic pillow lavas of the Lush's Bight Group at several localities in Notre Dame Bay (Strong, 1972, and pers. comm.) . However, several conflicting points about the geology of this region suggest that although a typical oceanic crustal sequence of Lower Ordovician age is present, older rocks occur within the ophiolite terrane in several places (Williams, Kennedy and Neale, 1972) ."

When Mr. Bailey asked us to present a paper describing our new BOF shop, he requested that we avoid a presentation heavily laden with detail and statistics. Not only have we attempted to do this, but also we have prepared a number of colour slides which, hopefully, will provide you with a graphic conception of the facility. The installation of the BOF facility at the Steel Co. of Canada's Hilton Works was delayed many years because of the remarkable production growth of the oxygen open hearth furnaces in No. 3 shop. However, in mid-1960 it became strongly evident that not only would increased ingot capacity be required, but also that N0.2 shop - with vintage non-oxygen open hearth furnaces - would have to clean its stacks in the near future, or be closed down. A decision to embark on the BOF facility was made in 1967 after an extended period of in-depth planning and assessment of industry trends.

An account is given of the history and operation of the Straits Tin market and the Penang price. The procedure by which the official ruling tin price is determined is presented and the way in which bids are treated is outlined: the price declared in Penang is the result of a joint operation by the two Malaysian smelters and is arrived at by finding the highest price at which the whole of the day's offerings for sale can be sold, thus reflecting the marriage of the offerings of the individual mine producers with the demand for Straits Tin from the consuming countries of the world. A system of accurate weighing, sampling and assaying of concentrates delivered to the smelters' premises enables the various ore-buying agencies of the two smelters to notify their central offices promptly of the estimated tin content of the concentrates their customers wish to price that day, so that by 11.00 a.m. both smelters will have exchanged with each other figures giving the total quantity of metal they have for inclusion in the day's market, at the same time exchanging particulars of the bids they have received. Miners are encouraged to sell regularly for cash and an evenness is thus achieved which avoids large daily fluctuations in overall quantity.

The main, though rarely mentioned advantage, is likely to be the standardisation of best practice and product. In a batch process conditions vary cyclically, but with a continuous process they would, at least ideally, remain the same for long periods of time. The other main advantages of continuous over batch processes are likely to be reduced operating and capital costs, the improved possibilities for automatic control, and more consistent product quality. Recent developments are surveyed for ironmaking and steelmaking with reference to blast furnaces; solid-product and molten-product direct reduction; the trough-type processes of Thring, Worner, the Japanese National Research Institute for Metals and Glinkov; basic-oxygen furnace (LD) variants; spray steelmaking; continuous casting and vacuum degassing; rolling; and coating. Encouragement in the devleopment of continuous processes may be drawn from the way unexpected difficulties, such as trouble with sulphur and refractories, were tackled and overcome to achieve the float glass process

It is concluded that land-based mineral resources will be adequate for most minerals in the immediate future, but in the long term more minerals will come from offshore locations. Because the oceans are international and can transport pollution, international control of offshore workings will be necessary. In the UK and similarly highly developed areas, the working of low-value bulk minerals will create increasing problems in urban development and countryside preservation. Much more information should be published on standards to be adopted and their costs, if emotional social pressures founded on ignorance are to be avoided. The Town and Country Planning Acts have greatly improved the environmental quality in Britain in relation to mineral working. In the long term conservation of some minerals in short supply may be necessary on a national or international basis. Much research is required for the determination of adequate criteria and standards for the preservation of environmental quality in the mineral industry. New local, national and international legislation will be required and the adoption of voluntary standards by trade associations should be encouraged wherever appropriate

This report describes investigations of the economic merits of multiple zone mining and beneficiation versus selective mining of altered Western phosphate rock. The same deposit was considered in both instances and it was assumed that the grade of selectively mined ore was comparable to the grade of the concentrate from beneficiation. The beneficiating scheme used for the investigation was one proved by small continuous circuit operation. All economic factors were found to favor multiple zone mining plus beneficiation. Capital requirements and production costs were lower, and production life of the deposit was extended 4.5 times. The concentrate from beneficiation would be a uniform high-quality feed for acidulation and would be low in stable metallic oxide (R203) content. Such a feed would permit improved plant operating control, and the low R203 would promote more rapid filtration and minimize sludge formation in the phosphoric acid. With the proposed treatment, the concentrate produced by flotation from this deposit would cost about 1.5 times as much per ton as the concentrate produced by classification sizing. Therefore, inclusion of a flotation step in treatment schemes requires an economic analysis for each ore deposit.

The evaluation and development of the Eastern North Carolina phosphate deposit resulted in one of the world's largest and most modern phosphate mines and fertilizer complexes at an investment in excess of $90,000,000. The resulting ore beneficiation process showed excellent correlation with pilot plant data. A number of variations from current industrial practices were introduced and projected from bench scale tests through pilot plant to production. Principal among these variations were the following: 1) removal of magnesium by classification, 2) simultaneous flotation of coarse and fine phosphate, 3) the use of saponified fatty acid, 4) utilization of filter wash water for deoiling, 5) utilization of a rougher concentrate for acidulation, 6) calcination of flotation concentrates, and 7) elimination of grinding prior to the manufacture of phosphoric acid.

The probability of making an exploration discovery in Canada can be calculated from Derry's (1970) data on exploration expenditures and number of discoveries over the last nineteen years. Considering an average exploration "try" to be $30,000, the probability of a discovery with one try has decreased tenfold from about 0.01 in 1951 to 0.001 in 1969. A plot of these probabilities can be extrapolated to the future, giving a 1969-71 three-year average probability of 0.00096 with 90 per cent confidence limits of 0.00042 and 0.00153. Using this probability, various calculations can be made, such as (1) the probability of making at least one discovery for any given exploration expenditure, (2) the probability of ultimate ruin or survival of the exploration investment process and (3) the expected value of an exploration investment. There is a critical minimum amount per discovery that must be re-invested in exploration, no matter how large the original investment is, for exploration to survive at all in the long run. Currently, this critical minimum is $31,200,000 with 90 per cent confidence limits of $19,600,000 and $71,400,000.

The selection of a stripping method and subsequently, the stripping equipment, are two of the most important decisions confronting a project engineering staff during the initial feasibility study of a new coal stripping operation. The selected stripping units average from 60 to 70 percent of the total capital outlay for mine equipment and their selection will affect the type, size, and quantity of the attendant equipment, such as loading shovels, drills, haulage trucks, and bulldozers. This paper is intended to report on an in depth study by Utah's Technical Services Staff regarding the selection of stripping equipment for the Goonyella Coal Mine in Queensland, Australia. We will touch briefly, on the objectives considered in this selection; the various alternatives which were explored; the general assumptions that were followed throughout the engineering and design of an appropriate stripping system; and computations necessary to determine the amount and size of stripping equipment. INITIAL EXPLORATION Utah Development Company (presently 90% owned by Utah Construction & Mining Co. and 10% by Australian investors) commenced systematic geological studies of the Bowen Basin coal fields of Central Queensland in 1961. The Blackwater Mine as shown in Figure 1 has since been established in this area and is now producing 3.0 million tons per annum of washed coking coal. Geological reconnaissance was then extended to the northern part of the Bowen Basin and in 1963 Utah's coal prospecting area covered 2444 square miles of Central Queensland. The authority to prospect north of Blackwater has since been trimmed to 810 square miles by relinquishments to the State.
