Underground construction involves all the legal problems common to the construction industry and adds a nice little group of its own. Elements which will ultimately affect contractor-owner relationship commence to form almost as soon as the owner conceives of the project. A few of these with emphasis on their application to underground construction will be mentioned. (1) During the design stage, determination must be made as to whether the specifications will be general or restrictive. To what extent will the operations of the contractor be controlled? Can he proceed to use any method of tunnel excavation that he desires and only be responsible for the end result or will specific excavation procedures be required? Can explosives be used? Under what restrictions? Are tunnel supports required? How long can the crown behind the heading remain unsupported? What kind of supports are required? What restrictions on the placement of tunnel-lining concrete will be required? Each of you could extend this list for many pages but these illustrations are indicative of decisions that must be made in advance of bidding, and the ultimate decision on each question can have a significant effect on the legal relationships that exist between the contractor and the owner. The owner wants a good job at a fair price. On the other hand, nothing is worse than having a tunnel collapse during the construction period, with its extra costs, loss of life, and delay to the entire project. If the specifications are too restrictive, increased costs of performance are bound to occur. Owners save tremendous amounts of money by obtaining a contractor who has been ingenious in devising the most economical construction procedure. Care must be taken in drafting the specifications so that the benefits of such ingenuity will not be lost. (2) HOW is the contract to be awarded? Will there be open bidding, a restricted list of bidders, or will there be negotiations with a comparatively few contractors? If it is a government project, whether Federal, state, or

As part of a continuing program of evaluating the Nation's crude-oil resource, this report presents information pertaining to resource, primary reserve, and potential waterflood reserve for 3,209 selected reservoirs contained in 24 oil-producing States, as of January 1, 1968. To that date the selected reservoirs had not been subjected to pressure-maintenance or secondary-recovery operations. These reservoirs also met the following parameters: (1) a minimum of five oil-producing wells on January 1, 1968, (2) a minimum of 50 acres areal extent, (3) a minimum of 50,000 bbl of oil ultimate primary recovery, and (4) the principal reservoir energy was other than active water encroachment. The selected 3,209 reservoirs produced 527 million bbl of oil in 1967, about 17 pct of U.S, total production. Primary oil reserve was 4,983 million stb; in addition, there was 6,043 million stb of potential water- flood oil reserve. Oil resource in the selected reservoirs was 59,547 million stb. A brief history and outlook of waterflooding are presented for each State. Depth and producing rate statistics and geologic distributions of production, resource, reserve, and potential waterflood reserve for the selected reservoirs are presented by States in the appendix. Also included in the appendix are description, history, and technique modifications of waterflooding, and a preliminary cost estimate of a closed-system water-injection project.

In 1946 Littlefield, Gray and Godbold published a thorough geologic description of the West Edmond Hunton Lime reservoir, located in Central Oklahoma, and discussion of its early performance.l They stressed implications of the nature of the reservoir rock on performance to be expected with production both by natural means and by pressure maintenance with gas injection. The essence of their analysis was that presence of an extensive interconnected system of fractures and solution channels constituting about 10 percent of the total reservoir void space in otherwise very low permeability reservoir rock would result in severe channeling of naturally encroaching water or injected gas through the fractures with little or no benefit to ultimate recovery of oil. Considerations were in progress to unitize the reservoir for pressure maintenance by gas injection. Some other engineers involved in the project had considerably different opinions at the time regarding continuity of fractures and regarding effects of such fractures on performance. The field was unitized Oct. 1, 1947. Subsequently, pilot gas injection tests were conducted in four areas of the field; large scale waterflooding was conducted in two parts of the field in the Bois d'Arc or Upper Hunton; and pilot waterflooding was conducted in the Chimney Hill or Lower Hunton. Full scale water-flooding is now in progress in the Chimney Hill section where it is oil productive. The primary purpose of this paper is to divine some of the secrets of this reservoir through analysis of all aspects of its performance, with the hope that it will be of help to engineers and operators in developing and operating other low permeability fractured reservoirs. In part, this considers variance of actual performance from some widely used conventional reservoir engineering assumptions. For brevity, other aspects of unit operation and its benefits to the owners are not discussed. Oil and Gas in Place For unit participation, net pay in the Bois #Arc defined by the gross SP anomaly on electric logs totalled 2,100,000 acre-ft in the 30,000-acre reservoir. Development of West Edmond predated modem logging techniques that now would be used to determine "net" or "productive" pay. In Fig. 1 this log pick is compared with detailed core analysis and core descripfion by Littlefield et a1.l for one well identified as A on the index map in Fig. 2. Not all of the gross Bois #Arc section had oil staining, but all cores with measureable intergranular permeability were stained. (The committee selection of the Bois d'Arc SP interval also includes the Frisco section as identified from cores by Littlefield.) The Bois d'Arc is oil productive throughout the entire 600-ft monoclinal accumulation from the eastern upstructure erosional pinchout to the west-side oil-water contact. This report presents prediction equations for 12 variables that are indicative of metallurgical coal quality. The variables include six for coke strength and six for carbonization product yields. All variables were predicted for coking coals having volatile matter contents from 16.3 to 42.1 percent, dry basis. The prediction equations, developed by mathematical-statistical techniques, were based on information from the proximate and ultimate analyses, the size consist, and the petrographic composition of bituminous coals carbonized in BM-AGA retorts at 800°, 900°, and 1,000° C. The equations were evaluated for validity with independent data derived from the 900° C carbonization of 33 binary blends of various coals and 22 binary blends of Pocahontas No. 3 low-volatile bituminous coal with 11 high-volatile bituminous coals. Results show that metallurgical coal quality can be predicted ahead of mining because data used to derive the prediction equations can be obtained at the time of exploration. Capability to forecast coal quality is useful in mine planning and should provide basic information for optimization of blending and crushing techniques and thus lead to the production of uniform coke.

To study continuous operation of the heavy liquid separation (HLS) of minerals, the Bureau of Mines concentrated spodumene from a typical ore. The studies included heavy liquid concentration, removal of the heavy liquid from the mineral products, and recovery of the heavy liquid for reuse. The research program examined the influence of feed moisture, steam consumption, stripping time, and condition of steam. Operation of multiple cyclones in series resulted in spodumene concentrates assaying 92 to 95 percent spodumene and indicated mineral recoveries of 86 to 89 percent. Continuous filtration and steam stripping produced mineral products containing less than I pound of heavy liquid tetrabromoethane (TBE) per ton of material. Problems unique to this process are discussed, including heavy liquid properties and viscosity, toxicity, material handling hazards, and safety precautions.

The deformation mechanisms operating in Ti-5Al-2.5Sn at 20°K under uniaxial and biaxial stress fields were determined by using both optical and electron microscopy. In the uniaxially stressed specimens, de-fu~rnation twins were found only in the immediate vicinity of the fracture. Twinning was, however, established as a deformation mechanism under biaxial stress conditions. The same slip systems were opera-tiz,e under both uniaxial and biaxial stress. Prismatic slip was identified as the major slip syslem; however, basal and first-order pyramidal slip also occurred, but to a lesser degree. The interaction of moving dis-locations on intersecting slip planes resulted in the formation of jogs and dipoles. Hexagonal dislocation networks were formed only under biaxial stress conditions. A discussion is given on the formation of hexagonal dislocation networks. IT has been shown that titanium alloys can exhibit unusually high strengths when tested in a biaxial stress field.'-" The high biaxial strengths are a consequence of a strong basal plane sheet texture which results in distinctly anisotropic flow properties. This texture strengthening appears to decrease with decreasing temperature2 and would seem to indicate a change in deformation modes. For example, in a uniaxial tensile test, Ti-5A1-2.5Sn yields isotropically at 20°K but is strongly anisotropic at room temperature. The increase in biaxial ultimate over uniaxial strength at 20°K is also much less than at room temperature. It is known that titanium car] form deformation twins more readily at cryogenic temperatures than at room temperature.4 Since the formation of deformation twins will reduce the degree of basal texture in sheet material,' an accompanying decrease in texture strengthening would be expected. To investigate more fully the nature of texture strengthening at cryogenic temperatures, the deformation modes of Ti-5A1-2.5Sn tested in uniaxial and 1:1 biaxial tension at 20°K were studied by optical and electron transmission microscopy. EXPERIMENTAL PROCEDURE The uniaxial and biaxial stress test specimens were prepared from 0.020-in. thick sheets of Ti-5A1-2.5Sn ELI having the composition shown in Table I. Uniaxial stress conditions were obtained by using flat tensile specimens machined from the sheet material. The longitudinal axis of the tensile specimens was aligned perpendicular to the rolling direction of the sheet. Tile biaxial test specimens were prepared by rolling precut, 19-in.-lengths of sheet into 4-in.-diam cyl- inders. Following longitudinal butt welding, the cylinders were stress relieved at 1000°F for 4 hr. A 9-in. sq "window" was then chemically milled into each cylinder's surface reducing the wall thickness in the milled area to approximately 0.006 in. The testing procedure consisted of pressurizing the cylinders while simultaneously applying a tensile load. Using this technique, a 1:l axial to hoop stress was obtained. Complete details of the specimen and testing procedures are given in Refs. 1 and 2. The biaxial and uniaxial stress specimens were all tested in liquid hydrogen. Specimens for electron transmission microscopy were prepared by first chemically milling to a thickness of about 0.001 in. followed by electrolytic polishing to electron transmission thickness. This report presents preliminary results of a study undertaken to investigate quantitative characteristics of the demand for steel mill products and its major end-use components. The major end uses included in the study are the steel mill products used in construction, in automobiles, in producer durables, and in consumer durables. The main objectives of the research underlying this study are as follows: (1) To formulate and estimate the empirical demand relations for steel and the four major end uses in the United States; (2) to measure and calculate the responsiveness of the U.S. per capita steel consumption with respect to the changes of the steel and other nonferrous metals prices; (3) to determine and quantify the relative importance of the underlying demand explanatory factors in contributing to the average year-to-year increases (or decreases) of the U.S. per capita steel consumption; and (4) to adapt and use the estimated demand relations in making projections of the U.S. future demand for steel and the major end-use components. After extensive preliminary investigation, three versions of simple linear demand relations are selected and estimated by means of ordinary least squares (OLS) method. The annual data for the period 1947-65 are used in the estimation. Direct and cross price elasticities of demand are computed for each of major end uses. The relative importance of demand explanatory factors in contributing to the average year-to-year changes of U.S. per capita steel consumption are also calculated. For making projections, a simple autoregressive time trend model is used in estimating the future values of independent variables. Since the estimated demand relations are valid for projections only if the estimated parameters can be assumed to be unchanged in the future, and consequently, the projections derived in the study should be interpreted accordingly.

The properties and characteristics of lead and zinc have made these metals useful to man in many ways since the days of antiquity. Despite their long history of use, however, these metals have proved to be extremely resilient and responsive to modern needs. New alloys and compounds continue to be developed, adding to the growth of these metals. Consumption data is given for 1969 and compared with one and two decades ago. Trends in major markets also are cited and explained. Uses for lead and zinc which have come into prominence within the past few years are described and explained, with emphasis on the role played by the industry's cooperative research program. Current efforts in the research phase are discussed, with details given on major efforts for both metals, including new alloys, process developments, applications research, finishes, coating, paints and pigments, batteries and fundamental research. A forecast is given of promising new areas and a projection made on a longer term of new applications that may emerge from current research.

The Park City District, one of three major mining districts in Utah, is located approximately 20 miles southeast of Salt Lake City on the eastern slope of the Wasatch Mountains. The district has been in near continuous production since 1869. Production has been sustained from exceptionally long bedded replacement ore bodies in the Thaynes, Park City, and Humbug formations and also from several major veins. This report deals with the factors which should be considered in evaluating a placer deposit and selecting a dredging system for mineral recovery. Overall dredging feasibility and the design of dredging systems are reviewed. Excavation methods, each with its advantages and disadvantages, are compared. Direct operating costs, both original and updated, of gold dredges with bucket capacities of 6 to 18 cubic feet are included. Costs vary with digging depth, changes in environmental conditions, and physical characteristics of the placer, all of which affect excavation rate and recovery. The costs, updated with appropriate indexes, should be used only as guidelines to evaluate potential dredging projects with similar characteristics. The relation of direct dredging costs to annual production is graphically illustrated by a family of curved envelopes that span dredge sizes from 2-112 to 18 cubic feet. A curve fitted to the data expresses the relation of direct costs to annual production for 151 dredge-years.

The tensile and creep deformation characteristics of fiber reinforced composites have been studied, primarily at room temperature. The matrix was an alloy of Mg-14 wt pct Li-1 wt pct Al (LA141A alloy) and the reinforcing fiber consisted of continuous wires of a high strength precipitation hardening stainless steel (AFC-77 alloy). The ultimate tensile strength and strength-to-density ratio of composites were much improved over that of the mmix, both at room ternperatwe and up to 200°C. Creep studies at room temperature revealed logarithmic weep behavior for wires and composites and steady state creep for the nonreinforced matrix. It was concluded that creep of the fibers controlled composite creep. The instantaneous logarithmic weep rate of the composite, 6, was related to the average tensile stress on the fibers, where n = 3.4. Mg-Li alloys are the lightest structural metals commercially available, e.g., the alloy LA141A (Mg-14 wt pct Li-1 wt pct Al) is 27 pct less dense than beryllium Although Mg-Li alloys have moderate tensile strengths at normal strain rates and ambient temperature, their creep strength is relatively poor, even at room temperature. Reinforcement by fibers offers a means of increasing the tensile strength as well as overcoming the limitations of low creep strength. With a proper choice of reinforcing filament, composites could be designed with higher strength-to-density and modulus-to-density ratios than the matrix alloy. This communication reports a study on the tensile and creep characteristics of alloy LA141A reinforced with continuous wires of a high-strength precipitation hardening stainless steel (AFC-77 alloy). The matrix has a bcc structure, with possible precipitates of AlLi and MgLi2A1,3 and is ductile at room temperature Stainless steel wire was chosen as the -reinforcing filament since previous work at Battelle4 showed that a good bond between wire and matrix could be produced in this system. For all volume fractions of reinforcing wire, the theoretical composite strength-to-density ratio is greater than that of the matrix and the modulus-to-density ratio is somewhat lower than that of the matrix. EXPERIMENTAL PROCEDURES The 0.004-in. diam AFC-77 wire was obtained from two suppliers: National-Standard Co.* and Crucible 0.13 Si, 0.18 V, 0.011 P, 0.012 S, balance Fe. In the as-received condition, wires from both sources had room-temperature ultimate tensile strengths of 585,000 to 590,000 psi with approximately 2 pct total elongation and 40 pct reduction in area. Composite preparation was accomplished by the vacuum infiltration technique. This involved placing the continuous wires in a mild steel tube (1/8-in. ID), capping one end of the tube with a sheet of the matrix alloy, and evacuating the other end of the tube. When the capped end was placed in a crucible of the molten matrix alloy and held for 31/2 min at 70O°C, the liquid metal was drawn up the tube approximately 7 to 8 in. A cross-sectional view of a typical composite is shown in Fig. 1. This preparation technique promoted excellent bonding between the matrix and wires, and porosity was rarely observed. Test specimens for both creep and tension studies were prepared by machining off the steel tube. Tensile tests on the wires and composite specimens were made in an Instron using a cross-head speed of 0.01 in. per min. The composite specimens had no reduced section and were held in self-tightening grooved serrated grips. Most of the specimens broke in the effective 1-in. gage section. Even though several tests fractured in the grip section, their ultimate strengths were essentially the same as those of specimens which fractured in the gage section. The possibility of using unidirectionally solidified, two-phase alloys as an approximation to fiber composite materials is investigated. The short-term me.chanical properties and failure modes of unidirectionully solidified A1 (rich)-Cu alloys containing ap -Proximately 0, 17.5, and 27.7 vol pct of 0 phase 'fibers" are determined at temperatures from 25" to 500" and compared with those obtained for conventionul SAP alloys. In a previous publication,' hereafter referred to as I, the possibility of understanding some of the room-temperature mechanical properties of unidirectionally solidified castings was explored. For Al(rich)-Cu and Al(rich)-Mg two-phase alloys over a substantial range of compositions, the yield and ultimate strengths and common ductility measures were very adequately predicted from the principles of fiber strengthening4 and the analysis of ductility outlined by Gurland and Plateau." The results obtained in I suggest the possibility of using unidirectionally solidified, two-phase alloys to simulate fiber composite materials where the inter-dendritic second phase or constituent acts as the reinforcing material. Recent attempts concerning the fabrication of fiber conlposites have concentrated on producing composites with a good bond between fiber and matrix and with very long fibers so that their maximum contribution to the strength of the composite may be realized. However, these objectives are difficult to attain in practice and present fabrication processes are either extremely laborious or costly.13 The slow, unidirectional solidification of eutectics has received considerable attention as a method for producing composite materials. 5,6 This method can fulfill both of the above objectives but it is currently laborious, expensive, and has the additional disadvantage that the volume fraction of reinforcing phase cannot be easily varied. On the other hand, unidirectionally solidified, two-phase alloys, also with a good bond between the phases, are relatively easy to make and the volume fraction of reinforcing "fibers" can be easily varied by changing the average composition of the alloy. The disadvantage of the cast alloys is that the mechanical effectiveness of the "elongated interdendritic reinforcements" (EIR)* may be reduced due to their rela- tively short lengths, the w factor in Eq. [2] of I. However, if the EIR have a high strength their contribution can be considerable. For composite materials containing discontinuous cylindrical fibers of various lengths the ultimate strength is given by1 where it is assumed that the composite fractures when the fibers fail. In Eq. [I], a, is the stress in the matrix just prior to failure of the composite, Vf is the total volume fraction of fiber reinforcing constituent, Vf(l+) is the volume fraction of fibers whose lengths exceed the critical length, I,, which is defined as the shortest length of fiber in which the stress can build up sufficiently to break the fiber. af is the fracture strength of the fiber material, w is a factor accounting for the discontinuity of those fibers whose lengths exceed I,, 1-/d is the average aspect ratio of those fibers whose lengths are shorter than I,, and t is the shear stress in the matrix at the fiber-matrix interface. The factor w is dependent on the length of the fibers and also on whether deformation of the matrix occurs plastically or elastically. However, for a given length of fiber, w is smaller when elastic deformation of the matrix is assumed.' It is of interest to consider the properties of simple unidirectionally solidified, two-phase alloys at elevated temperatures in view of the possibility of using suitable modifications for high temperature service. Knowledge of the creep behavior of these materials is still rudimentary (although under active investigation) and the present paper concerns itself with short time tensile properties of some alloys similar to those investigated in I (i.e., unidirectionally solidified Al(rich)-Cu alloys). Unidirectionally solidified alloys containing 5.6, 17, and 23 wt pct Cu were tested parallel to the direction of solidification at temperatures from 25" to 500°C. In the present investigation, the alloys were homogenized for 2 days at 535°C giving a matrix of homogeneous a phase (5.2 wt pct Cu) and an interdendritic constituent (EIR) which was completely Q phase (53 wt pct Cu). EXPERIMENTAL Alloys of nominal composition 5.6, 17, and 23 wt pct Cu (containing approximately 0, 17.5, and 27.7 vol pct 8 phase, respectively, after homogenization at 535°C) were prepared by melting 1200 g of A1 (99.99 pct) in a high purity graphite crucible and adding the appropriate amount of freshly cleaned copper chips (99.9 pct). The molten alloy (at 700°C) was poured into a preheated graphite mold (also at 700°C) and the ingot unidirectionally solidified by impinging water on the steel baseplate of the mold. This is the final report on a research program to develop a pilot plant gasifier for slagging gasification of lignite at high pressures and to obtain process data under various operating conditions. An operable pilot plant was developed, and the test results show that lignite is well suited for the process. Tests were run at pressures from 80 to 400 psig, and the results indicated that pressure had little effect on gas composition or the material requirements per unit gas produced. Gas production rates as high as 26,000 scfh/sq ft of reactor area were obtained at 300 psig, but limitations on auxiliary equipment prevented full-capacity operation at 400 prig. In several tests lignite having a 37-percent moisture content and 2,500° F ash-fusion temperature was successfully gasified. Refractory materials were found to have a short life in contact with high-temperature slag, and a water-cooled taphole was developed. Exploratory tests with coking coal were unsuccessful.

Disk-cutter experiments were performed on five rock types ranging in compressive strength from 9,000 psi to 27,000 psi. A specially constructed testing machine called a linear-cutter apparatus (LCA) was designed to load and traverse a free-rolling disk cutter across a sawed rock surface. The LCA was instrumented to measure the vertical and horizontal forces acting on the cutter during the run.. The ability of disk cutters to fragment rock was determined for both 60--degree and 90-degree cutting-edge angles, and relationships and regression equations were developed to predict cutter performance based on rock physical properties and applied forces,

The Bureau of Mines studied the penetration of a slender cylindrical tube into a sand bed, simulating seafloor material under the application of a static load. The factorial experimental design was based on three factors: tube diameter, geometry of penetrating bit, and seawater saturation of sand, all of which were found to be significant in influencing the depth of penetration. The geometry of the penetrating bit, or shoe, is of major significance in the mechanics of penetration and should be considered the most important factor for additional study. Linear regression analyses of the load-penetration data show that the relationship is linear.

The effect of cracking by increasing the free space above the charge on the composition and yields of the volatile products from carbonization of Pittsburgh-bed coal and one industrially used blend from Eastern United States and one from Western United States was investigated with the BM-AGA carbonization apparatus. Increasing the free space above the charge from 1 inch to 3 inches, to 6 inches, and to 9 inches resulted in lower tar yields and increased gas and light oil yields. Anthracene and naphthalene yields were increased; quinoline and benzene insoluble fractions of both the tar and pitch increased considerably with increased free space, although the carbon content of the tars and pitches increased only slightly. Increased cracking, occasioned by the increase in free space, resulted in a decrease in the yields of tar acids, tar bases, neutral oils, olefins, aromatics, and paraffins and naphthenes. Gas composition was relatively constant; hydrogen and methane tended to increase and ethane decrease. Results of the investigation are being used to design a unit to upgrade the volatile products of carbonization by cracking the hot products as they leave the carbonization chamber.

Although the extractive metallurgist has not yet tackled the problem of getting blood out of a stone, he must, when faced with the mini- metal values of today's ores, believe that this ultimate miracle will soon be expected of him. Even assuming that some plausible professor at one of the few remaining minerals industry schools could persuade the National Science Foundation to sponsor such a sanguine research project, the funds might have to go begging for want of a graduate metallurgist. Falling enrollment in fields devoted to nonrenewable mineral resources, long a matter of grave concern to educators, is now recognized as a problem of great national consequence urgently needing a solution. While the law of supply and demand might eventually be expected to right the imbalance of engineers, time is not on our side and action to correct the shortage is required now.
