This report describes a new method of weighing based upon observing the apparent weight of an object ill two separate pure gases. The method is presented in terms of experimental data which prove its soundness, but does not attempt to show the maximum accuracy possible with this technique. The new method incorporates the underlying principle that the apparent weight of an object is a linear function of the density of the atmosphere in which the object is weighed. The coefficients of this linear function are the true mass and volume of the object. From this functional relationship the true mass and volume of the object may be determined.

Selected characteristics of nonmetallic phases were determined in low-carbon sheet steels which had been produced by various refining; deoxidizing, and casting procedures. The results showed little influence of the refining process on the quantity, distribution, size, and character of the nonmetallic phases. The quantity of inclusions was governed by the deoxidation procedures. While the mode of casting influenced the internal structure and the pattern of inclusion distribution, it had little effect on the quantity of nonmetallics. The vast majority of inclusions were under 30 µ in diam, and there was little change in size distribution during hot and cold rolling. The composition and structure of the inclusions were expained an the basis of known equilibrium phase diagrams for the appropriate systems. Additional work is needed to explain some of the observations of this paper. HENRY Marion Howe's contributions to the metallurgical profession include his many writings, the wisdom that he imparted to his students, and the inspiration that he gave to the many scholars, teachers, and industrialists who knew him personally. It was Professor Howe's intimate colleague, Albert Sauveur,1 who, in the first Howe Memorial Lecture, could have been speaking for the metallurgist of our generation as well as his own when he wrote, "...how many of us on the point of going astray were called back to the right path by Howe's guiding torch?" More than a quarter of a century later, Francis Foley,2 one of the last in the Howe Lecture series who worked directly with the great man, delivered the ultimate tribute, "...truth, in its time is so hard to identify." While Professor Howe strove to be right, "he was content if he provoked the reader to take the next step along the path to greater knowledge." Like so many of my predecessors, I sought guidance for this lecture by referring to Professor Howe's two classic texts, Metallurgy of steel,3 and Metallography of Steel and Cast Iron: the former book interpreting the facts as he saw them near the start of his career, and the latter—published 26 years later—pointing to many fertile fields for metallurgical investigation. Those of us who harvest the fruits of Henry Marion Howe's contributions to the metallurgical profession now look with wonder at the tremendous legacy he has provided. It is rewarding to study his writings and to recognize the anticipation of such aspects of modern ferrous metallurgy as: 1) Direct reduction 2) Steelmaking reactions 3) The approaches and benefits of degassing 4) Solidification mechanisms 5) Habits and behavior of nonmetallic inclusions 6) Recrystallization phenomena 7) Slip and slip propagation 8) Dislocations 9) Discontinuous deformation 10) Microscopic and macroscopic segregation

We are proud that one of our predecessor companies originated the phrase "Safety First". That phrase remains today as the guiding principle that governs our total approach to safety and well being in U. S. Steel. U. S. Steel management is totally committed to this attitude and our objective is to have every employee as deeply conscious of his safety responsibilities. Safety is a state of mind but like most things it must have a physical side - both intertwined and inseparable. You might say each promotes the other; and this gives us confidence that with hard work, cooperation from all individuals, and proper application of knowledge and experience, our ultimate objective of frequency "0" will be attained. It is in this vein of thought we present a paper today which gives you briefly our progress, mainly in the physical, or mechanical, protection of miners at work in the Southern District mining operations of U. S. Steel. The Southern District not only includes the underground mining of coal but the underground mining of zinc ore in Jefferson City, Tennessee, and the quarrying of dolomitic limestone near Bessemer, Alabama.

"The Griffith Mine is located 200 miles northeast of Winnipeg and is 30 miles south of Red Lake, Ontario. Owned by The Steel Company of Canada Limited and managed by Pickands Mather & Co., it has an annual rated capacity of 1.5 million tons of high-grade iron ore pellets with an analysis of 66.3 per cent iron and 4.5 per cent silica.Development of the mine and construction of the plant got underway in January of 1966 and operations began in February of 1968. The orebodies outcrop on the shore of Bruce lake and run under the lake. The ore in its crude form is a metasedimentary low-grade magnetite and occurs in a highly folded banded formation. The average iron analysis of the crude is 29 per cent and the over-all weight recovery is 32 per cent.In order to mine the portion of the orebody under the lake, the soft varved clay on the lake bottom was hydraulically dredged and a dyke constructed of rock, with till used to provide an impervious seal on the lake side of the dyke, prior to dewatering.Mining is carried out by conventional open-pit tech-niques. Ore dressing is achieved by combining one crushing stage and a two-stage grinding system, with beneficiation by magnetic separation, hydroseparation and flotation. Agglomerating is done with conventional balling drums and pelletizing is carried out in shaft furnaces.Of interest and discussed in detail are the 32-foot autogenous cascade mills ."

The geologic factor of greatest significance in rock mechanics and rock engineering is considered to be the geologic structure represented by joints, faults, and other planes of weakness. This geologic structure differentiates between the rock element and the rock system composed of these elements. Only during the last decade has the difference of the technological properties of element and system been recognized but this appears to be more in theory than in engineering practice. If rock mechanics is to achieve real significance in engineering practice, it has to provide methods of analysis which are realistic compromises between the best representation of the actual conditions and pragmatic engineering. The rock mechanics practitioner has to face the fact that many geological engineering and rock mechanics problems may be too complex to allow rigorous analysis but at the same time are deemed satisfactory for the construction of major structures. Ultimately, the geotechnical engineer or the engineering geologist has to express the effect of geologic factors in quantitative, even if approximate, terms and provide numerical data on strength and deformability of rock systems to be utilized in construction. Qualitative evaluations, quantitative descriptions of geologic features as such, and comparisons of specific test results are always of interest but may not suffice as basis for engineering decisions and designs. The present efforts of the rock mechanics group at the Karlsruhe University, Federal Republic of Germany, are based on a systematic combination of geomechanical models and numerical analyses based on the finite element approach. "The principles involved in the use and application of mathematical models as an aid to the development of advanced process control computer systems are described briefly. This is followed by a brief survey of known models of this kind for the simulation of mining industry processes.The main part of the paper describes a dynamic model of the flotation process developed by Canadian General Electric. Using flotation rate constants for each species of mineral and gangue, the model provides a numerical solution of the differential equations describing cell behaviour. The cell mode] is used repeatedly as a subroutine in the •over-all-plant model. The features of the cell and plant models are described.Simulation runs from the plant model show stream .assays and other indications of plant behaviour printed typically in 1-to 10-minute steps for several hours of •Operation following typical disturbances such as changes in feed rate or reagent addition rate. The simulation can :Show expected behaviour for both uncontrolled and computer-controlled plants."

The injection of a hot liquid into initially cool porous media, saturated with the same liquid and surrounded by two impermeable but heat conducting media (cap and base rock), has been studied both experimentally and theoretically. The temperature dependence of the viscosity was included in the theoretical model, but it was assumed that the specilic heats and densities of the various materials were independent of the temperature. Solutions to the theoretical model were approximated by numerical methods. Both theoretical and experimental results indicate that center-line temperatures are significantly higher than boundary temperatures. Comparison of experimental and theoretical results with a cold/hot viscosity ratio 01 19:1 were in reasonable agreement. Theoretical calculations show that the effect of the temperature dependence of viscosity was very significant at ratios of 100:l to 1000:1, which are typical of those that occur when injecting hot water to flood heavy oil reservoirs. INTRODUCTION We consider the problem of prediction of fluid flow and temperature distribution in an initially cold-fluid-filled reservoir on the injection of the same hot liquid by the use of mathematical and physical models. The results reported are for a two-dimensional rectangular section of the reservoir, as shown in Fig. 1. The injection and withdrawal faces are assumed to be equipotentials for fluid flow. The ultimate purpose of such models would be to predict hot-water injection performance. However, we note that in the work presented here, one of the most significant aspects of the problem — the instabilities resulting from two-phase, water and oil flow — is not included. We will not give a historical review, but refer instead to the paper of Spillette and Nielsen,1 which contains a rather complete bibliography and critical discussion. The physical problem is exactly the same as Spillette and Nielsen, except for certain simplifications in our assumptions. The mathematical details are somewhat different, and we will present the details of our method here. The mass flow equation, which is elliptic in character, is handled by successive overrelaxation. The heat flow equation, which is parabolic in character, is handled by a straightforward explicit approximation. Some difficulty arose in the over-all heat balance due to small errors in the solution of the mass flow equation, and we feel that a different formulation of the heat flow equation would be desirable for future work. In addition to the mathematical solutions for the temperature distributions in a porous medium due to the injection of hot liquids, experimental data are presented to check the validity of these solutions. A schematic diagram of the model is shown in Fig. 2. Certain qualitative physical conclusions were obtained from our numerical and experimental results. These are: 1. Assuming high (infinite) conductivity normal to the bedding plane in the reservoir is a poor approximation, and may lead to overestimates of the total heat losses (to cap and base rock) of as much as 50 percent. 2. More heat is retained in the reservoir (per unit of heat injected) for higher viscosity changes. 3. Any particular temperature isotherm moves more rapidly along the center line for higher viscosity changes. Consequently, the approximation of temperature independent viscosity is not suitable for obtaining quantitatively correct results. MATHEMATICAL MODEL Our mathematical model is that of a reservoir of thickness 2h. The problem is idealized from that of a linear hot-water drive, and we imagine that the input face is sufficiently far away from the injection wells that the stream lines enter it normally. The economics of pressure tunnel design emphasize the utmost utilization of the least expensive pressure-resisting material available, namely, the rock surrounding the tunnel. A major difficulty in the design is the problem of transferring internal hydraulic pressure to the rock through a tunnel lining or membrane provided to maintain watertight conditions. The lining is necessary not only to prevent water loss, but to prevent the diffusion of water at high pressure through joints and fractures beyond the confines of the tunnel, an occurrence which could ultimately affect the stability of the rock mass through which the tunnel passes. Because of its toughness and ability to bridge localized areas of weakness, steel is used for a lining material whenever high internal pressures are involved. The steel lining is coupled to the surrounding rock mass through an annular ring of concrete backfill. It is paradoxical that the steel lining, needed primarily to assure water tightness, must of necessity be incorporated into the structure as a major pressure-resisting component, not to augment the bearing capacity of the concrete and rock, but to limit the strain for the safety and preservation of the steel lining itself. With the deformation modulus of the steel so much greater than that of the rock, the liner approaches its yield strength before the load capacity of the rock can be fully mobilized. Internal friction measurements from 25° to 1100°C have been made on specimens machined from TD nickel bar. The use of miniature torsional pendulum specimens alloived damping measurements to be made on specimens whose axes were parallel to the original bar axis, at 45 deg to the bar axis, and at 90 deg to the bar axis. There was a marked difference in damping with varying specimen orientation, and this was related to the pronounced micro structural anisotropy of this material. Varying the microstructure by cold working plus re crystallization annealing also greatly affected the damping behavior. Recrystallization essentially removed the broad peak found at 400° to 650°C in as-received TD nickel, and in addition greatly lowered the background damping. DlSPERSION hardened metals such as SAP-type alloys (Al + AI2O3) and TD nickel (Ni + 2 pet ThO2) have been developed primarily to improve high temperature strength properties. There have been numerous damping studies on SAP-type alloys,1"9 and one of these6 showed that the damping capacity was greater than that of 99.5 pet pure Al from 25° to 600°C. Several preliminary observations on TD nickel10 and an experimental Ni-ThO2 alloy11 indicated that here, too, the damping capacity was quite high. A high damping capacity in TD nickel, combined with its relatively good high temperature creep strength, could provide an additional benefit for some high temperature structural applications. This work was undertaken to study the internal friction behavior of TD nickel bar over the temperature range 25° to 1100°C. In Ni-ThO2 and Ni-Cr-ThOz alloys, other properties such as steady-state creep rate,12 creep rupture life,12'13 modulus of elasticity,14 and ultimate tensile strength,14 are sensitive to orientation with respect to the primary working direction. Thus, in order to examine anisotropy effects in damping, studies were made on specimens machined with their axes parallel, at 45 deg, and transverse to the original bar axis. MATERIAL DESCRIPTION AND EXPERIMENTAL PROCEDURES The material used in this investigation was from the same £ in. diam TD nickel bar that has been studied previously.13'15 The structure typical of the as-received TD nickel is shown in Fig. 1, and additional details of the structure can be found in Refs. 13 and 15. Elongated grains are parallel to the bar axis and are about 10 to 15 u long and about 1 u in diam. This structure is very stable, since no recrys-tallization or grain growth occurred after annealing for 3 hr at 1300°C.13 The total ThO2 content was 2.3 vol pct and the particles ranged in diameter from 100 to 1000. The average particle diameter was 370Å and the mean planar center-to-center particle spacing was 2340Å. To examine the influence of grain and subgrain structure on damping, a section of TD nickel bar was swaged and drawn at room temperature from 1/2 in. diam bar to 0.040 in. diam wire (99.3 pct re-duction in area). The structure in Fig. 2 resulted after the wire was annealed for 3 hr at 1250°C. The recrystallized grains were much larger than the grains in as-received bar, but still showed considerable elongation in the direction of working. A high

In some respects, forward combustion (alias: fie-flooding, underground combustion, in-situ combustion, dry combustion) is an efficient oil recovery method. For example, its displacement efficiency (as much as 95 percent in reservoirs with high porosity and high oil saturation) is good. In its use of heat, however, forward combustion is grossly inefficient. Most of the heat generated during forward combustion is wasted. About one-fifth of the heat is picked up by the incoming air and re-used (regenerated); the remainder is left behind the combustion zone and ultimately is lost. Compressed air is expensive, and heat generated from compressed air via underground combustion is too valuable to be thrown away. Improvement is needed. Since the early 1950's, improvements in forward combustion by addition of water injection have been discussed, particularly in the patent literature, with increasing frequency.'-'' These concepts are based on the fact that relatively inexpensive water can be used to pick up much of the heat that is ordinarily wasted during forward combustion, and transport it forward to a more useful place, thereby reducing the amount of air required to move a heat front through the reservoir. Several approaches have been proposed. Merriam and Squires1 taught that a combustible (fuel) gas should be injected along with the air and water. This, however, would give at least a tendency toward reverse combustion instead of forward combustion, and would reduce the velocity of the heat bank, defeating the primary purpose of the water injection. Pelzer2 described primarily a batchwise method of forward combustion and water flooding. He advocated burning part way through a reservoir with forward combustion, then switching from air to water injection alone to push the heat toward the producing wells. Though possible, this method has serious disadvantages, the major one being that, by the time water injection is started, much of the heat has been irretrievably lost to the overlying and underlying formations. We have described what is considered a practical Combination Of Forward Combustion And Water-flooding (COFCAW).3,4 Air and water are injected simultaneously (or alternately) after a small heat bank has been formed by forward combustion. Some of the injected fluid fills up the region behind the heat bank; the rest enters the heat bank. Upon encountering heated rock, the water is converted into steam, which then flows ahead of the combustion zone and displaces much of the oil in place. Only enough air is injected to provide heat for vaporization of the water and to compensate for reservoir heat losses. Since the size of the heat bank is minimized, heat losses also are minimized. Because of more efficient oil displacement ahead of the combustion zone, fuel consumption is reduced. "Uranium is a lithophile element of relatively low natural abundance. Concentrations of uranium form through processes of erosion and sedimentation, and over 90 per cent of the western world's uranium ore reserves are in sedimentary rocks.Proterozoic quartz-pebble conglomerates contain about 60 per cent of the known uranium reserves. These are all similar in appearance, in mode of distribution and in manner of origin. They carry uranium minerals and/or gold and abundant pyrite. Their unique distribution in Huronian time required a pre-existing crust well enough evolved to have plentiful quartz and abundant gold, uranium and pyrite. The materials of value were deposited as detrital heavy minerals prior to the appearance of an oxidizing atmosphere in late Proterozoic time.Epigenetic uranium deposits occur in arkosic sedimentary rocks through the entire geological column. About 30 per cent of the western world's known ore reserves are in _these rocks. This type of deposit is particularly prominent in semi-arid parts of the United States, having yielded most of the uranium ore produced and containing nearly all of the known reserves.The Western States type"" of deposits occur in lenticular, permeable stream-laid sedimentary rocks. The de-posits are believed to have been precipitated from moving ground water at locations where plant debris or other organic matter had accumulated. The uranium may be derived from volcanic sediments, which are commonly associated with the units containing the ore, or it may be leached from exposed granite surfaces or from granitic debris which forms the sediments.A significant part of the world's uranium resources are in black shales and lignitic rocks. The lignites that contain uranium are virtually valueless as potential sources of heat. Uranium concentrations at levels such as to be potential sources of by-product uranium occur in many phosphorites.Reworked sediments may provide uranium in pegmatites and vein-like deposits."

In view of their size and favorable characteristics, Shell's heavy-oil fields on the eastern coast of Lake Maracaibo, Venezuela — known as the "Bolivar Coast" — are obvious candidates for the application of thermal recovery methods. During the last decade various methods have been tested, such as steam drive,', steam soak and in-situ combustion.3 Steam soak was discovered as a promising production method rather accidentally in 1969, during early steam drive testing in the Mene Grande Tar Sands1 When steam erupted at the surface due to breakdown of the overburden, the injection wells were back-flowed to relieve the reservoir pressure. This resulted in high oil production rates, all the more impressive because the reservoir is unproducible by primary means. It was concluded that injection of limited amounts of steam might be a very effective method for stimulation of heavy-oil wells. To obtain information that would be more widely applicable, testing of the process was continued in the eastern part of the Tia Juana field (Fig. 1). Here even more favorable results were obtained than in Mene Grande. This created sufficient confidence to prompt a large-scale project, which was considered essential for an adequate evaluation of ultimate recovery, steam requirements, mechanical problems and economic prospects. To obtain an early answer on the ultimate recovery a fairly depleted area was selected in the western part of the same field ("A" in Fig. 1). The first steam was injected in March, 1964. This paper describes the performance until the end of 1966. The production mechanism and well inflow performance are discussed in some detail. In view of the favorable results obtained so far, steam soak operations have expanded considerably since the start of this project. Presently, five other projects are under way, of which two are about the same size as the one under discussion, with further extensions being programmed. Description of the Project Reservoir Data Shell's part of the Main Tia Juana reservoir has a proven area of 8,800 acres and an average net oil sand thickness of 130 ft. It contained an initial quantity of 2,750 million bbl of stock tank oil (STOIIP), with an API gravity ranging from 10 to 15 API and a viscosity of 100 to 10,000 cp (at 122F). As a geological unit it is known locally as the Lower Lagun-illas member of the Lagunillas formation, which is early Miocene in age. The sand bodies are believed to be distributary channel sands deposited in a lower coastal plain. Most of the channel sands have lateral and some vertical communication. The field was developed mainly in the period from 1936 to 1950. The ultimate primary recovery is estimated at 18.1 percent of STOIIP, of which 12.5 percent STOIIP had been produced by the end of 1963 from some 540 wells. "The outlook for supplying the world's metal needs in the next twenty-five years is good, although in several cases basic costs are likely to increase with rising demand. Metal prices calculated at a constant dollar from 1900 to the present show that for nickel, copper, silver, lead, zinc and tin, prices -and presumably production costs -fell from 1900 to the early 1930s. Since then, they have generally risen, apparently reflecting some depletion in relation to demand. This tendency has been accentuated since the post-World War II adoption of managed, full-employment, growth economics, which have resulted in a sharp escalation in world demand for metals. (Abandonment of such policies, apparently now under consideration in North America, would, of course, affect the pre-dictions of this paper.) Nevertheless, metal prices generally are still below those prevailing in 1900. Exploration potential exists for disseminated ores of many metals still thought of as characteristic of lode and vein deposits. These include uranium, silver, gold, tin and nickel and, to a lesser extent, lead and zinc. Considering the discovery potential for some principal metals in relation to expected demand and prices, I would tend to rate them as follows: molybdenum, zinc, lead, uranium, silver, gold, tin, nickel and copper."

Effects of short-circuiting paths on observed diffusion behavior in real crystalline systems are considered. It is concluded that experimentally measured diffusion coefficients may vary widely from values associated with true lattice diffusion to those appropriate for short-circuiting paths alone depending upon the conditions of the experiment and the sensitivity and completeness of the data. IN 1961 Harrison1 classified experimentally observed diffusion behavior in systems involving both lattice and dislocation-enhanced atomic transport into three categories. His types A and C were limiting cases where the measured diffusion coefficients using the usual serial sectioning techniques were representative of lattice diffusion (with only slight effects of dislocations) and dislocation-network diffusion (with only slight effects from lattice diffusion), respectively. In both cases A and C for a sectioning experiment in which the diffusion couple has the semi-infinite geometry and unidirectional diffusion takes place from a plane source located at the origin of the coordinate system, he pointed out that Gaussian penetration behavior should be observed. For case A the lattice coefficient should be slightly enhanced by dislocation contributions, and the model of Hart2 can be used to predict the amount of this enhancement. For case C the observed coefficient should be that for the dislocation network and have little or nothing to do with lattice diffusion. Hart's model in its general form is still applicable, but the apparent diffusion coefficient for this case is virtually independent of dislocation density. Harrison's case B is that for which non-negligible contributions exist for transport by both mechanisms and "the concentration distribution does not approximate to any simple form." With the possible exception of very low temperatures where diffusion distances approach atomic dimensions, any real diffusion specimen will in general show non-Gaussian behavior provided the data are complete enough to uncover it. Thus, a "complete" set of data for any real system cannot be expected to be totally amenable to treatment by a simple mathematical model which does not take into account the relative distribution of transport by the various modes or submodes. For a particular sensitivity of specimen analysis and at a given temperature of annealing if the concentration profile could be observed as a function of time, "the behavior will initially be type C, and will develop into type B. and ultimately type A".1 Thus, it appears that the type of diffusion behavior which is experimentally observed in a given system depends very much upon the particular experimental conditions and the particular tools available to obtain the data. Interpreted in this fashion, Harrison's classification refers not to the diffusion behavior as a whole but to the relative sensitivity of the method of examination and completeness of the data. In the present paper we will: 1) assume that the measured penetration behavior follows the same general classification as that proposed by Harrison; 2) give, for diffusion in tungsten, examples of the range of diffusion coefficients that it is possible to obtain in a single experiment; and 3) speculate that some arguments which consider the possibility of short-circuiting effects being responsible for "anomalous" diffusion in several bcc metals may have been discarded prematurely.3 Both monocrystalline and polycrystalline tungsten were used in this work. The former was obtained as triple-pass, electron-beam zone-refined 6.0-mm-diam rod from Materials Research Corp.. Orange-burg. N.Y. The latter was swaged, high-purity bar stock which was annealed for 2 hr at 2200°C and 10-9 torr to yield an average grain diameter of about 25 /i. The tracer Nb95 was received in oxalate solution from the Isotopes Division, Oak Ridge National Laboratory. Experimental procedures of specimen preparation, isothermal diffusion annealing, serial sectioning by anodizing-and-stripping, and y counting of the individual sections to determine the tracer penetration profile after a given diffusion anneal have been described elsewhere.4 However, it should be noted that the anodizing-stripping sectioning technique has the particular advantage for this research of permitting sectioning to be accomplished over a wide range of

The 1969 Lignite Symposium was held at Grand Forks, N. Dak., on May 1-2, 1969. Cosponsored by the University of North Dakota and the Department of the Interior, Bureau of Mines, the meeting was the fifth in this series. Registrants from many States and Canadian Provinces attended the meeting representing many segments of energy-oriented companies, State and Federal Government, and universities. At 2-year intervals, these symposia provide a common meeting place where recent research and developments in technology and utilization of energy resources with emphasis on solid fuels (lignite) are presented. Proceedings3 of the previous symposia including a Forum held in 1958 have been published.4

Most U.S. coal production is bituminous coal. Some 90% of current production comes from a geographical area enclosed in a circle with a 300 mile radius and its center at about Huntington, West Virginia. There are important underground coal production areas in the western parts of the United States as well. Most U.S. coal production comes from fairly level seams, many of which pitch rather uniformly only a few feet per mile. Usually there will be several overlying seams of varying thicknesses, separated by several tens of feet. Fig. 1. 1. Seams have minor local undulations but these? are small enough not to be a major consideration in a horizontal drilling research program.

My name is Jack Rigg, and I m a special assistant to Hollis Dole, Assistant Secretary of the Interior for Mineral Resources. Hollis is not in town this morning, and I am here to pinch-hit for him. The first order of business this morning is remarks by the Honorable Russell Train, Under Secretary of the Department of Interior. Mr. Train. MR. TRAIN: Thank you, Mr. Rigg. Lest you think that Hollis Dole is not interested in this symposium, let me just say that fie is flying back from Australia just to be here. He is heading up a United States delegation in Australia meeting on resource problems in the Pacific. And I believe he will be here about noon.

To mining people who have experienced the tremendous expansion of existing operations and the development of new properties over the last several years we do not have to point out the difficulties in hiring skilled equipment operators. To those of you who have opened operations in some of the more remote places in the world this is not just a difficulty. It is an impossibility. Your only recourse has been to try and train whatever manpower has been available. Depending upon your success in training, the next problem has been to keep them. On todays modern equipment, the skill of the operator remains as the greatest single variable affecting the performance of the machine. On a blast hole drill, for example, a skilled operator will get good production footage, acceptable bit life and minimal machine downtime The unskilled operator will not only fail to get the acceptable production footage but all too frequently this failure is coupled with low bit life, high repair costs and excessive machine downtime. Even between experienced operators, on identical machines, in the same kind of material we find significant variations in performance. It is, therefore, the skill of the operator, not just his experience, which makes the difference. The problem, as presented to us by our customers, has been to find a way for the unskilled man, with minimal training, to match the performance of the most skilled and experienced operator. The obvious answer is automation.

During fiscal years 1967-68, the Bureau of Mines produced 185 technical papers and reports about petroleum and oil-shale research, which were published either by the Bureau or by others as referable scientific literature. Numerous other reports were prepared for Government agencies, State agencies, and organizations of the petroleum and natural gas industry engaged in cooperative research programs with the Bureau. Research performed during the reporting period by the Bureau on petroleum, natural gas, and oil shale was classified by 71 active projects. A basic appropriation of $3,575,000 was supplemented by $1,300,000 in fiscal year 1967, and that of $4,043,000 by $1,402,000 in fiscal year 1968, making the appropriated-to-supplemental fund ratios about 2.8 to 1 for fiscal year 1967 and 2.9 to 1 for fiscal year 1968. In fulfillment of the mission of the Bureau, through planned research programs, methods for producing and utilizing petroleum were improved. The continued conservation of this natural resource of petroleum, including crude oil, natural gas, and oil shale, was pursued through research performed by some 350 personnel at two petroleum research centers and two petroleum research laboratories supervised and supported by administrative personnel of the Bureau and the Department of the Interior.

In 1967 the United States consumed 58.8 quadrillion Btu of energy. Both the Atomic Energy Commission and the Resources for the Future, Inc., a private economic forecasting group, predict that the United States energy requirements will reach 135 quadrillion Btu by the year 2000. In 1967 bituminous coal produced 21.4 percent of the energy used in the United States and anthracite coal another 0. 5 percent. Coal Reserves Coal reserves make up about four-fifths of the United States storehouse of fuel in proven reserves. Seventy-five percent of all fuel, likely to be found and recovered is coal. Electric utilities consume more than half of the bituminous coal mined in the United States in generating 53 percent of the nation's electricity. Atomic Energy Commission analysts have proposed the development of a vast "national energy system" based upon long-distance electrical transmission from abundant untapped coal reserves in the western United States. The study predicts that even if uranium supplies are available and economic breeder reactors developed, coal requirements for electricity generation will more than double by 1980 and increase another 50 percent before the year 2000.
