The use of coal as a fuel causes air, pollution in; a number of different forms, and in nearly all stages of its, handling, preparation, storage, use and-disposal of its residue. First let us consider the handling of coal. As shipped, particularly to large utilities, it is run-of-mine bituminous made up of large chunks as well as pulverized particles. Because it 'is in an open car or barge, it is subject to the action o winds and the small particles may be blown around adding to the-particulate load in the atmosphere. Mien un¬loaded from the barge or car, there is again an opportunity for the wind to blow the fine particles around. All of us I am sure have seen a barge at the dock of a utility plant being unloaded by a clamshell bucket. This, after grabbing its load from the barge, lifts it some 60 or 70 feet and, then drops it on a conveyor, which carries the coal to a storage area.

This paper will be concerned with those mineable coal measures at depths necessitating deep mine operations in the range of 200 feet to 800 feet in depth. The area is generally classified as the Southern Illinois Field but more specifically includes that part of the state south of a line extending from St. Louis, Missouri on the west to Vincennes, Indiana, on the east. This embraces an area which presently includes a total of 38 shipping mines and 5 local or truck mines. Of these shipping mines, 22 are deep (shaft or slope) mines and the remaining 16 are strips. The average annual production of the shipping mines is around 29 million tons. The presently classified mineable reserves of the area are estimated at around 70 billion tons.

In describing the Canadian mineral industry in a world setting, this paper examines the industry from four points of view. First, mineral industry growth is related to trends in economic activity thereby providing a measure of the industry's importance in the Canadian economy. To give perspective to the Canadian scene, reference is made to economic trends in several of the world's leading mineral producing and mineral consuming countries. The Canadian mineral industry is next examined in terms of its major developments of the past 20 years and the resultant size, structure, and production diversity of 1964. The position of the Canadian mineral industry in the world industry is then analyzed by tracing changes in mineral supply and demand patterns. Growth of the Canadian industry depends greatly on expansion of export markets because three fifths of the value of production is accounted for by exports. Finally, attention is directed to the outlook for the Canadian mineral industry. Problems facing the industry are surveyed, and an appraisal is made of economic policies that have encouraged industry growth. A forecast of mineral production value in 1970 is included.

The Bureau of Mines investigated the mineral resources of the Upper Missouri River Basin as a part of a comprehensive water and related land resources study by six Bureaus of the Department of the Interior, coordinated by the Department's Missouri River Basin Field Committee. The mineral resource study covers an area of about 18,000 square miles within the Great Plains physiographic province of central Montana. Exposed Formations in the plains are chiefly flat-lying Cretaceous sediments. Plutonic rocks crop out in the central parts of the mountain uplifts, with steeply tilted Paleozoic sediments exposed around the margins. Oil and gas have been produced from several fields in the study area; total value exceeds $45 million. Coal-bearing formations of Upper Jurassic and Cretaceous age cover approximately 45 percent of the study area. Total production of coal since 1880 has been between 40 and 50 million tons, exceeding $75 million in value. Total metal production has been about $52.5 million. Industrial mineral production from 1925 through 1960, is valued at $24 million.

This discussion of accounting will describe the statements and the information that the accounting system produces, from the point of view of those who use such systems rather than of those who prepare them and who do the detail and technical accounting work. In any well organized mine, quarry, or other enterprise exploiting a mineral deposit, no matter how small, some clerical and accounting work must be done. Miners and other employes must be paid, supplies must be purchased and issued, and various tax and information returns, which even the smallest enterprise must file, have to be prepared. In this chapter it is assumed that the enterprise has employes of this type and that they understand the fundamentals of record keeping and accounting. It would be impossible here to give sufficiently full explanations to enable a man with no previous clerical and accounting training to set up and operate an accounting and cost system for even the simplest extractive operation. Rather, we shall hope first, to tell the investor and the operator, from the chief engineer or president down to a subforeman, what to expect from the accounting statements and records and how to use this information in his daily work; and second, that it will enable the man with some knowledge of accounting or book- keeping, but with little or no experience in any extractive industry, to set up and operate a satisfactory system for a mine or other extractive enterprise. For readers who wish to go further, the bibliography at the end of this chapter contains many references. T he emphasis has, therefore, been placed on the statements to be produced and the purposes for which they are to be used rather than the underlying books and records. These are, with a few exceptions which will be described later, essentially what might be found in any industrial enterprise and would probably, in the extremely small enterprise, consist of handwritten journals, ledgers, analysis books, payroll books, and stores ledgers. In the larger enterprise, various types of mechanical accounting would be introduced in proportion to the complexity of the operation.

The 1963 Lignite Symposium was held on the University of North Dakota campus, Grand Forks, N. Dak., April 30-May 1, 1963, under the cosponsorship of the University of North Dakota and the Bureau of Mines. This symposium, the third in a series, had as a general objective the dissemination of information concerning advances in technology and utilization of solid fuels, with emphasis on lignitic coals. Approximately 150 representatives of industry, government, and educational institutions from 21 states and 3 Canadian provinces were present at the symposium. Those attending were welcomed by Marling J. Ankeny, Director of the Bureau of Mines, representing the Bureau, and Dean T. H. Clifford, Vice President of the University, representing the University.

THE RIFLE, COLO., oil-shale project of the Bureau of Mines was a facet of the re-search and development activities conducted under the Synthetic Liquid Fuels Act (Public Law 78-290) of April 5, 1944. The principal objectives were to devise efficient methods to mine and retort oil shale and to refine shale oil into usable products, at a total cost low enough that shale oil could supplement the domestic supply of petroleum at competitive prices. The Rifle project included three major divisions: (1) Mining, (2) retorting, and (3) refining. The major functions of the mining program were to supply oil shale to the retorts, to devise mining procedures, and to develop an under-ground-mining method by which oil shale could be produced safely at an unusually low cost per ton. The selected mining procedures and direct mining costs were demonstrated by sustained test runs.

Mineral raw materials, because they are essential to our industrial prosperity and military strength, must be made available in substantial quantities regardless of cost. Variations in the cost of procuring minerals, as compared with the cost of obtaining other commodities, and changes in the cost of production of different minerals relative to one another, will naturally influence the quantities of a given mineral item that can be marketed readily. However, in the last analysis, the cost of winning minerals from the ground usually constitutes only a small fraction of the value of the end-use products and services derived from them. The miner's share of the cost of a typewriter, telephone circuit, or even a modem office building, is almost insignificant. Far more important to the ultimate consumer, therefore, than any minor saving in cost is the assurance of ample supplies of the minerals needed to aliment our expanding economy. To create a successful metal mining operation involves (1 ) the discovery and systematic development of a mineral deposit, (2) extraction of the ore, (3) the mechanical and metallurgical processing to eliminate worthless or harmful impurities, and (4) the profitable disposal of the product. The fist step of the technological process belongs chiefly in the realm of the geologist, the second is a mining engineer's job, the third is mainly up to the millmen and extractive metallurgists; whereas the fourth and equally important step poses a commercial problem that has aspects in common with the marketing of other products. Ore finding is far from being an exact science. There is no mathematical criterion for evaluating the efficiency of prospecting and exploration. Lady Luck shares the honors or assumes part of the blame along with the prospector and geologist. Marketing like- wise involves factors that seemingly defy engineering analysis. "THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented III this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. This survey is one of a series of Bureau of Mines publications designed to serve the needs of Government and industry for comprehensive information on mineral commodities and activities. Copper, a versatile metal, has been vital to all civilizations from pre-historic times to the present. Its essential value in antiquity and until the nineteenth century arose from its malleability and ease of working, its corrosion resistance and durability, its attractive colors in alloyed and unalloyed forms, and, of course, its availability. The principal uses were for tools, utensils, vessels, weapons, pipe, statuary and other objects of art, and for building and architectural purposes where formability, permanence, and beauty were necessary qualities. Utilization of copper based on these physical and mechanical properties has grown tremendously for commercial, structural, mechanical, architectural, and art items; and its capacity for forming numerous alloys has led to a myriad of applications from miniature copper and brass eyelets to huge bronze battleship propellers. The early nineteenth century marks the epoch of the greatest use of copper, transmitting electrical energy. This particular property of copper is fundamental to the spectacular growth of the electrical industry and all associated industries relying on electricity for power, light, and heat. More than half of all copper produced is used for transmission of electricity.

Linear programing provides a mathematical technique by which activities can be planned in such a way that an optimal result is obtained. Routine applications of linear programing require only a knowledge of algebra. However, a complete understanding of the fundamentals of linear programing requires a knowledge of advanced mathematics. The purpose of this publication is clarification of terminology and illustration of applications in comparatively simple mining problems. Two mining situations are considered: Mine stopes from which ore is to be produced at a minimum production cost; also, uranium mines from which ore is transported to one mill, a maximum monetary value is desired. The details of data arrangement for solution by linear programing are described and the solutions are presented. Results of these solutions indicate successful applications of linear programing to mine production scheduling.

A mineral - dressing investigation was conducted to demonstrate the ability of an anionic silica - flotation process to produce high- grade concentrates from submarginal iron ores of the western Mesabi and Menominee ranges . Commercially available equipment and reagents were used . Samples from the Menominee range were exclusively from the Groveland , Mich . , mine and contained hematite as the chief iron - bearing mineral . Bench- scale investigations established that the anionic silica flotation method can function effectively on a variety of undeslimed ores . Continuous tests completed on one Mesabi semitaconite ore and on Groveland mill feed , have verified the validity of the bench research . The Mesabi samples yielded a concentrate containing 60.3 percent Fe and 6.0 percent Sio with an accompanying iron unit recovery at 90.5 percent . Iron recoveries from the mill feed ranged from 79.0 to 87.4 percent .

The purification of hafnium by electron- beam melting at moderate energy inputs and at low pressures was examined in detail . Most metallic impurities and hydrogen were removed in the first few minutes of operation ; oxygen , carbon , and nitrogen were removed at a slower rate . Samples treated by electron bombardment suffered a small loss of weight and a gradual lowering of hardness . The magnitude of each change varied with the energy input and the duration of the melt . Analysis of the data confirms the loss of oxygen as a hafnium monoxide . Approximate activity coefficients for other contaminants are given .

Electrorefined vanadium with additions of up to 5 percent by weight of yttrium, cerium , lanthanum , praseodymium, neodymium, and samarium was melted to ingots in a nonconsumable electrode arc in a helium atmosphere . The ingots were rolled into strips and evaluated for the effect of the alloying elements on hardness , tensile strength , ductility , recrystallization temperature , and microstructure . Except for samarium , average additions of alloying elements of 1 to 2 weight - percent resulted in the retention of 0.12 to 1.05 weight - percent in the alloys and reduced the ultimate tensile strength from about 48,000 to approximately 30,600 psi . The corresponding yield stress (0.2 percent offset ) was reduced from about 40,700 to approximately 20 , 200 psi . Diamond pyramid hardness (DPH) was reduced from 117 to an average of 62 kg /mm² . Increased malleability at room temperature resulted with yttrium and all rare - earth- metal additions , except samarium , particularly with more than 0.25 weight - percent additions . Decreasing oxygen contents corresponded with the changes noted in the mechanical properties of the alloys . The recrystallization temperature of electrorefined vanadium was reduced from approximately 950 ° to 800 ° C. Yttrium or a rare- earth metal content , except samarium , in excess of 0.1 weight - percent in vanadium produced a second phase suggestive of an eutectic which indicated a possible maximum solubility of less than 0.1 weight - percent for both room and elevated temperatures .

A hvab coal was carbonized in a closed system at 600 ° C and 40 to 1 , 200 psig to produce a high- Btu gas and char . By retaining the volatiles within the system, it was possible to virtually eliminate production of tars and oils . Depending on pressure and residence time , yields of combustible gases (72 to 92 percent methane ) amounted to 4,000 to 6,000 cubic feet per ton of maf coal and gross heating values of these gases varied from 830 to 960 Btu per cubic foot . Yields of char (maf ) were about 1,600 pounds per ton of maf coal . Increased residence time favored production of gases but reduced their heating values , whereas increase in pressure resulted in somewhat higher heating values and lower production . Similar effects were observed from the carbonization of a low- temperature tar . If these results could be translated to an economical carbonization process for producing high- Btu gas from coal , the demand for coal could be expanded by 40 to 50 million tons per year . Because of large yields of char , a process of this type would obviously have to be integrated with coal - fired power plants . Fortunately , operations could be conducted at essentially atmospheric pressure as product gas under this condition can be obtained in satisfactory yields and with good quality .
