"A new technique to determine wettability of powders is presented in this paper. In this technique the times for immersion of individual particles from air into liquids, defined as imbibition times, are measured. Through the measurements of imbibition times for a large number of particles, it is possible to determine homogeneity/heterogeneity of a powder sample with regard to its wetting behavior. Quartz particles give a very narrow distribution of imbibition times showing a homogeneous wetting surface whereas coal particles give a broad distribution indicative of the heterogeneous nature of its surface. The imbibition time measurement technique is considered to have certain advantages over other methods to determine wettability of powders in surfactant solutions. In this study we have also compared the imbibition times with the wetting rate mea¬surements obtained by a modified Walker test.INTRODUCTIONSeveral methods are available for determining wetting characteristics of sol¬ids. Each of the methods has been used in the past to obtain very valuable information for comparing wetting behavior of various solids in a given liquid or for comparing the wetting behavior of several liquids for a given solid. Each method measures a somewhat different aspect of wetting and therefore quantitative correlations between techniques have been difficult. A general approach is to use a method in which close similarity between the technique and the application (where results of wetting measurements are to be used) can be maintained. The objective of this investigation was to develop a method which could be used to determine the wetting characteristics of single particles in surfactant solutions. Wetting of individual particles is of importance in cap¬ture of dust particles by sprays of surfactant solutions.METHODS FOR DETERMINING WETTING — A BRIEF REVIEWThe various methods available for measuring wetting characteristics of solids include: contact angle, immersion/sink time, bubble pick-up, induction time, capillary rise, and displacement method measurements. Corporate requirements are closely aligned with the GARD Guide principles of early geochemical characterization and prediction followed by selection and implementation of management strategies to prevent or minimize ARD. Each operation is required to design and implement an ARD and Mineral Waste Management Plan. Successful implementation of the plan requires commitment at all levels of the company, from senior management, to geologists, mine planners, environmental staff and equipment operators. Examples of the successful integration of ARD management strategies into mine operations are cited from several mines.

"Construction of the powerhouse for the Willow Island Hydroelectric Project, located at the Willow Island Lock and Dam, required a 120-ft deep temporary excavation inside the limits of a cellular cofferdam on the Ohio River side of the excavation and a soil-bentonite seepage cut-off wall on the landward side of the excavation. Stability analyses were performed for critical sections to evaluate the stability of the soil slopes and rock cuts using limit equilibrium, tension crack, and buckling analysis techniques. The stability analyses indicated adequate factors of safety through the landside embankment sections, and for the weighting berm soil slopes in front of the riverside cellular cofferdam. However, the results of deep-seated stability analyses through the rock supporting the riverside cellular cofferdam indicated marginal factors of safety for the 100-year flood condition. Consequently, the riverside portion of the excavation required enhanced stability measures, namely the installation of long, high-capacity rock anchors. Also, the dewatering system was modified to lower the site piezometric head to near the top of rock to improve the stability of the rock cuts.Thirty high-capacity rock anchors were installed on the upstream, riverside, and downstream sides of the cofferdam rock cut. The rock anchors consisted of multiple, seven-wire strands designed to provide the full-required design load at 60% of the strand capacity. Rock anchor loads varied from 1,968 to 2,074 kips. The maximum number of strands per anchor was 59. Bond lengths assumed an allowable bond stress of 100 psi based on the rock bond from pull-out tests.Project DescriptionAmerican Municipal Power, a nonprofit organization that owns and operates electric generation facilities for its member communities, has been in the process of constructing hydroelectric power plants adjacent to existing navigation locks and dams along the Ohio River. The Willow Island Hydroelectric Plant was recently completed on the West Virginia bank of the river adjacent to the US Army Corp of Engineers (USACE) Willow Island Lock and Dam. The plant is on the opposite river bank to the locks, and includes two turbine generating units with FERC rated capacity of 44MW at a 20-foot head differential. The Ruhlin Company of Sharon Center, Ohio was awarded contracts to construct both the cofferdam and the powerhouse. Construction began in mid-2011, and was completed in early 2016."

Borates have been mined in the desert areas of California and Nevada for more than 100 years. To about 1890, playa surface mining provided the chief sources of boron minerals. Underground mining of colemanite and later of borax and kernite was predominate until about twenty years ago. Open pit mining of the large deposits of borax and kernite near Boron, California has been most significant for the past twenty years. Mining of colemanite in the Ryan, California area, near Death Valley, began in 1907. Following the discovery of the large deposits in the Boron area (about 1957), mining in the Death Valley area became nearly nonexistent. Only small tonnages were mined for special uses. Little mining was done in the Boraxo area near Ryan. The first claim was made in about 1915 In 1960 the area became the property of the Kern County Land Company, which was acquired by Tenneco Oil Company in 1967. In 1976 the various borate properties and claims in this region were acquired by American Borate Corporation. The open pit mine is now approximately 400 feet (121.9 m) deep, 3000 feet (914.4 m) long and 1000 feet (304.8 m) wide. The borates in the Boraxo pit consist primarily of three minerals. These are about 50% coiemanite (C2B6O11' 5H2O), about 40% probertite (NaCaB5O9.5H2O), and 10% ulexite (NaCaBcO9.8H2O). The colemanite, along with boric acid and high-grade coiemanite ore from Turkey provide the only sodium-free borates for production of textile grade fiberglas. When heated to its decomposition temperature, colemanite decrepitates to a fine powder. This provides the basis for the concentration process. The gangue minerals in this deposit are primarily calcite and clays, including bentonite. The ore body has a very low arsenic content.which is a desirable feature. Test work had been done with samples prior to the results discussed herein. This paper will discuss results of test work which were the basis for erection of a plant, and the subsequent plant operations.

"The Ventura County Medical Center Hospital Replacement Wing project consists of the construction of a 2- to 3-story building with a basement encompassing the entire footprint and two corridors connecting the new hospital wing to existing buildings. The site is located in the Ventura Basin where strong ground shaking has been observed during moderate to large earthquakes on nearby faults. The upper 90 feet of the soil consists of loose to medium dense finegrained sands and low plasticity silts that are potentially susceptible to liquefaction, seismic densification, and hydroconsolidation. Ground settlement associated with a large seismic event on a nearby fault is estimated at 20 to 26 inches. To account for the anticipated ground settlement, auger pressure grouted (APG) piles gaining support below the potentially liquefiable soil were selected for the support of the proposed structure. Challenges for pile design included the anticipated earthquake-induced ground settlement, high downdrag loads, low soil lateral capacity during strong ground shaking, and the effect of pile installation on the performance of the existing adjacent buildings and the installed shoring system. The replacement hospital is supported on over 600 APG piles, with lengths varying between 120 and 140 feet. Axial pile capacities were verified with an extensive indicator pile installation program and dynamic pile load testing.INTRODUCTIONThe Hospital Replacement Wing (HRW) project is at the Ventura County Medical Center (VCMC) in Ventura County, Southern California (Figure 1). The VCMC consists of three interconnected hospital buildings (Buildings 303, 304, and Fainer Building), the Medical Laboratory/Cafeteria Building, two mental health buildings, a medical office building, an emergency generator building, and surface parking lots. The HRW is near the center of the campus, adjacent to several existing buildings.The HRW is a 2- to 3-story structure, with a 15- to 20-foot-deep basement beneath the entire 95,000-square-foot building footprint. The HRW project includes a Loading Dock, a four-level corridor to the Fainer Building (Fainer connector), and a two-level corridor to the Medical Laboratory/Cafeteria Building (Café connector). The corridors are structurally separated from the existing buildings. Typical dead plus live load column loads for the HRW range from about 635 kips to 935 kips and total loads range from about 860 kips to 1,295 kips."

The desirability of efficient control of air currents, and the necessity of supplying metal-mine workers with better and safer working conditions, has created an active interest in metal-mine ventilation, especially in recent years. This paper discusses the subject both with regard to efficiency and economy, as well as safety and health. It is based on personal observations of the writer from over four year's study of metal mines in six States, in which more than 50 mines were visited. Many of these were studied in detail; in all several thousand working places were examined, and readings taken relative to ventilation run into the tens of thousands.Object of ventilating metal mines:Whereas in coal mines ventilation is generally regarded as essential, in many metal mines, especially shallow ones, the operators pay little attention to ventilation, or ignore it altogether. Recent shortage of labor, and numerous accidents to which State compensation laws have directed attention, are causing metal-mine operators to regard ventilation more seriously, especially in deep, large mines.There is, in fact, greater necessity for adequate ventilation of metal mines than of coal mines. The latter require air currents to remove explosive gases and the fumes of explosives, but metal mines, in addition to the need of removing fumes of explosives, and occasionally explosive gases, frequently have need of removing dusts dangerous to health, reduction of high temperatures and high humidity, and removal of inert but unhealthful gases like CO2 and nitrugen. The generally accepted superior healthfulness of coal miners as compared with metal miners, is probably due in large part to the better air circulation in working places of coal mines.

As the tunneling industry continues to adopt Tunnel 4.0, digital twins of the tunnel construction site are becoming standard requirements for tunneling projects. However, the benefits of these remain unproven to many practitioners. The paper discusses the various implementations of digitalization and describes efforts to combine all data types to analyze the relationships between influences, predictions and performance in a single digital platform. This includes data pertaining to investigations, design, construction, monitoring and post-construction asset performance and management. Based on 16 years of global tunneling projects the paper aims to quantify the tangible and intangible benefits of such systems. Using a number of real examples, the paper describes where opportunities were taken and where they went unrealized. Challenges and considerations for both procuring and developing these digital twins are also discussed.

(Wilkes-Barre Meeting, June, 1911.) My connection, under a commission from the Councils and Board of School Control of the city of Scranton, Pa., with a recent investigation of mine-caves and the resultant damages to surface-improvements, has led to the preparation, at the invitation of our Secretary, of the present paper. It is notorious that there are, in the anthracite-fields, frequent subsidences of the surface, due to the removal of the coal beneath. No particular attention is paid to such occurrences, unless they happen to injure surface-improvements. Many caves have happened in Scranton and its vicinity, which have excited but little remark, since they have generally caused no serious damage. In August, 1909, a cave occurred in the Hyde Park section of the city, generally known as the West Side, which nearly destroyed school-house No. 16 and considerable adjacent property. 'Fortunately, there were no pupils in the building at the time; but the thought of the possible result, bad the usual number of pupils and teachers been present, aroused the public to the gravity of the situation; and the School Board employed engineers to investigate the case. Two reports were made by separate sets of engineers, which differed in some particulars. These differences were pointed out in the public press and magnified, and the consequent agitation of the subject was taken tip and greatly exaggerated by some of the metropolitan newspapers, giving to uninformed people the very erroneous impression that the whole city of Scranton was in danger of sinking into the bowels of the earth. All this tended to affect the credit of the city and to depress real-estate values. The matter was considered at a joint meeting of the Board of Trade, the Councils, and the School Board. The Hon. J. Geotechnical, geological, and hydrogeological fieldwork and data collection for the mining industry is often conducted by younger, less-experienced staff members. In many cases, fieldwork personnel are recent college graduates or are otherwise relatively new to the mining industry. Due to busy schedules, staffing shortages, project budgets, and in some cases, poor management, new fieldwork hires often do not receive thorough training. In the past and the present, many workers in the mining industry learn(ed) by “doing.” While this is still considered to be the most practical approach and the easiest way for a company to determine the skill set of an employee, there is always some risk involved in the “feet to the fire” method. The reality is that field personnel are often collecting data on which major operational decisions will be made or on which regulators will base enforcement decisions. Inadequately trained or inexperienced field personnel may collect inaccurate data or fail to recognize key conditions that may influence decisions made by regulators, design engineers, mine managers, and corporate leaders. Even the best engineers may come to incorrect conclusions if they are starting with poor input data. Decisions based on inaccurate data often result in delays, budget issues, unsafe conditions, or even worse consequences. This paper provides numerous mining industry examples of incidences where inaccurately collected field information did, or could have, resulted in major adverse consequences. The paper also offers some simple approaches to minimizing the potential for such problems.

In 2003, a high-temperature pressure leaching circuit to treat copper sulfide concentrates was commissioned at the copper/molybdenum operation at Bagdad, AZ. In late 2007, a medium-temperature pressure leaching circuit was commissioned at the Morenci mine in Arizona. The Morenci circuit was shut down in mid-2008, following a fire in the autoclave circuit. The onset of the global financial crisis in late 2008 resulted in significant changes to the operating profile in the Southwestern United States with respect to concentrates production, concentrates treatment, acid production and acid consumption. As a result of these changes, the Morenci concentrator was shut down, and the pressure leaching circuit remained offline. In late 2014, the increasing acid requirements in the Southwestern United States prompted a reevaluation of the Morenci concentrate leaching facilities. As a result, the pressure leaching circuit was restarted in high-temperature (200 °C) mode in May 2015 and has operated successfully for three years since recommissioning. This paper describes the current pressure leaching circuit configuration and the factors leading to the successful application of copper sulfide concentrate leaching at this location.

The Walworth Run stream was brick-culverted in the 1800s, converting it to a 16-ft diameter sewer. This Cuyahoga River tributary contributed to the infamous burning river that became the catalyst for USA’s environmental movement. The NEORSD has been working hard to reduce CSOs here, most recently by diverting Walworth Run’s 882 MGD of flow to the new Westerly Tunnel. This had to consider structure age/size, alluvial/glaciolacustrine deposits (requiring several ground support systems, groundwater control), and maintenance of massive flows. This paper examines challenges identified during design that supported the contractor in development of a risk-mitigating plan, culminating to successful implementation.

"Through reliability-based calibration of larger pile load test databases, recent developments of the Load Resistance Factor Design (LRFD) methods, which include geotechnical load and resistance factors for deep foundations design, have advanced the state of practice for geotechnical engineering. These load test databases upon which the current geotechnical load and resistance factors have been developed are limited, however, and do not provide sufficient data to support the development of resistance factors for uplift (tension) pile capacity. As such, some recommended resistance factors for uplift capacity estimation methods are simply derived by reducing the recommended resistance factors for piles in compression by a factor of 0.10.The results of three (3) tension loading tests performed to failure on 508 mm (20- in) square precast, prestressed concrete piles, driven though granular soil in southeastern Massachusetts, are presented and compared to static pile capacity calculations and dynamic analyses performed using the Pile Driving Analyzer (PDA) during installation. These results are presented along with current recommended LRFD resistance factors for driven piles under uplift (tension) loading conditions. These comparisons offer an assessment of the applicability and limitations of current resistance factors methods for piles under uplift loading and may be useful additions to the existing database for future calibrations of LRFD resistance factors for driven prestressed concrete piles in sand.IntroductionIn 2010, two (2) natural draft cooling towers were constructed by Kiewit (Kiewit) Construction Company of Woodcliff Lake, New Jersey at the Brayton Point Power Station in Somerset, Massachusetts. These massive 500 foot tall, 400 foot diameter cooling towers were designed to convert the existing “open loop” system into a “closed loop system” thereby dramatically reducing the thermal impact to Mt. Hope Bay.Based on design guidance from the German VBG Design Code and the Massachusetts State Building Code (MSBC), tension (i.e. uplift) and lateral loads due to wind loads and design seismic events represented the critical loading conditions.Weighing approximately 190,000 kips upon completion, the cooling tower loads are transferred to 44 foundation nodes (i.e. pile caps) evenly spaced along ring beams which run the circular perimeter of each tower base. Each pile cap node was designed to resist a 2,000 ton compression load, 200 tons in tension (i.e. uplift), and 600 tons in the lateral direction."

Construction-induced earthborn vibrations have long been recognized as a potential problem with respect to the constructed environment and various vibration criteria are in use to prevent damage. A special case of construction vibration control is the protection of early-age or ?green? concrete. Unlike limits for damage prevention to building stock, there is no rational, widely accepted limit for protection of early-age concrete. Numerous criteria have been proposed or reported in the literature and the most relevant and rational proposals are summarized herein. These findings are applied to a case history involving both bored and driven piles. Vibration measurements were made during pile driving activities and the vibration magnitude was evaluated with respect to the exposure of freshly-placed and curing concrete to the earthborn vibrations. The maximum vibration magnitude at the applicable distances from pile driving was on the order of 0.3 inches per second. Based on the most persuasive literature, threshold values of 0.8 inches per second or even 1 to 2 inches per second for the protection of green concrete appear to be well-supported. Consequently, it was concluded that the pile driving activities and bored pile construction could proceed simultaneously.

The revitalization of Pittsburgh’s historic Strip District has led to the redevelopment of existing properties and the development of new properties. At one time, the Strip was home to wholesale market products. Now, the historical warehouse buildings are being converted to multi-use residential and commercial properties. One such property, 1600 Smallman Street, consisted of 1 to 6-story connected buildings that housed night clubs, retail shops, and office space. The lower story portion of the building, on the southwest side of the property, was torn down to make room for a new 5-story- parking garage with street level retail space. The remaining 6-story-building, on the northeast, was gutted to be renovated into high-end condominiums, keeping the exterior historical building facade.

It is well known that carbon management is essential for minimising soluble gold losses in carbonin- leach (CIL) and carbon-in-pulp (CIP) circuits. Even so, carbon measurements remain predominantly a manual operation with a low amount of control and automation around CIL and CIP reactors. Carbon inventory, i.e. knowing the carbon concentration in each reactor, is crucial for good carbon management. CarbonSense, a novel in-situ measurement system, was therefore developed for continuous monitoring of the carbon concentration in each reactor and paves the way for more advanced control in gold operations. The carbon management and optimisation system is based on Outotec® HSC Sim dynamic process simulations where each process component is modelled in detail. Generated models are validated with real data from a particular operation. The simulator will allow for the carbon control sequence to be realistically tested and the efficiency optimised by controlling the feed and discharge pumps in a hazard- and risk-free process environment. Furthermore, by combining CarbonSense and Outotec® gold courier (online soluble gold measurements) continuous feed-forward and feedback information can be obtained. The optimiser will then define the best running parameters based on the cost function of gold production versus intrinsic factors such as utility costs and adsorption time. Eventually, the application can be installed parallel with a real process island and it can be continuously calibrated with real-time process data. The dynamic model will then create future predictions for the entire process island. The example case presents a CIL circuit, which is simulated using Outotec® HSC Chemistry Sim and operated through Outotec® ACT (Advanced Control Tool) application. INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. Tailings operations are inherently reactive as operations personnel continuously contend with a concentrator reject feed (tailings) transient in physical and engineering properties, which places a constant constraint on capital and operational spending. It requires a unique skill set to manage the prescribed distribution of tailings under unenviable conditions. Enter the tailings operator, an oftenundervalued commodity and untapped resource that can provide benefits beyond the rigors of dayto- day operational support. Experience consistently demonstrates that skilled and committed operators can serve a vital function in the safe construction of a tailings storage facility. It takes a village to raise a tailings dam. An important part of this process is establishing a culture of operational accountability and ownership. Operator development training is nothing new. However, we find that many of the intrinsic operator skills are left unexploited, and an operator's experiential knowledge base and creativity are commonly overlooked and underutilized. With proper training and guidance, these skills can be harnessed, contributing to safe dam operations. Operator engagement, when properly facilitated, provides tangible benefits ranging from improved tailings engineering properties to reduced closure costs. One important benefit is helping transitioning tailings management from reactive to proactive. There are many processes involved in the reactive to proactive transition process. One element of that process includes engaging operators in the tailings management process and facilitating legacy ownership. The core of operational legacy ownership is measured and described using five-stage operator engagement rubrics. Levels of operator engagement are presented with a description of the incremental benefits of each stage. An important part of legacy engagement is providing the tools to operators necessary for managing the tailings. Therefore, the approach identifies specific methods used by operations personnel to control tailings distribution and in-place properties. The end goal of leveraging operator engagement is to facilitate committed ownership and transition tailings management from an inefficient, reactive process to an improved, cost-effective, proactive practice.

Alkaline pressure oxidation (POX) is an oxidative pre-treatment option that is commercially used for high-carbonate sulfidic gold ores. The high carbonate grades within the feed ore shifts the ideal operating pH to a basic regime. Compared with acidic POX, alkaline POX typically requires additional steam input due to a lower sulfur oxidation load and a high rate of in-situ carbon dioxide generation that needs to be vented along with steam. The cost of this steam addition is the largest differentiator between acid POX operation and alkaline POX from a cost comparison. However, alkaline POX can offset these costs through reduced acid usage for pre-acidulation and decreased alkali reagent consumption for subsequent neutralization. This paper reviews the specific operating cost impacts of acid/base consumption between alkaline and acidic POX with ores which require pre-acidulation, the overall economics of alkaline POX, and the regimes in which alkaline POX is economically favorable. The findings aim to guide industry professionals in making informed decisions for alkaline POX adoption by providing a summary view of its operational benefits and costs, contributing to the development of cost-effective and sustainable gold ore processing techniques.

In underground mines experiencing dynamic events, there is an ever-present challenge to design and maintain a capable ground support system. One key component of ground support systems is surface support, which serves the essential roles of retaining failed rock and transferring forces generated by surface displacement to rock bolts or other support elements. Observations underground show that in many instances, standard mesh panels alone do not provide sufficient dynamic support to retain substantial bulking failures imposing displacement onto mesh, and in such cases Mesh straps and W-straps may be employed. Determining the performance of surface support elements proves to be difficult, with a multitude of variables at play in the underground environment. Quite comprehensive work has been completed on laboratory testing of surface support systems; however, very little work has been conducted on in situ dynamic testing of Mesh straps and W-straps. In 2019 in Western Area’s Flying Fox Mine, in situ dynamic testing was conducted on a series of Mesh straps and W-straps using Sandvik’s in situ Dynamic Test Rig (DTR). The testing regime applied impact energies from 5.1 to 15.3 kJ to Mesh straps and W-straps. The performance of the straps that did not fail was a maximum absorbed energy of 9.3 kJ and 14.2 kJ for the Mesh straps and W-straps respectively. The testing successfully demonstrated the ability of Sandvik’s DTR to test not only rock bolts, but also surface support elements, creating new testing and research possibilities. The testing also provided important design guidance data that is not practicable to obtain using laboratory dynamic testing facilities.
