THE many kinds of iron and steel may be grouped into two general classes. First, there are the common steels and cast irons, made in enormous tonnages each year and used for the construction of buildings, ships and bridges, for pipe, for reinforced concrete highways, for the so-called tin cans, and by the railroads and other industries for which a low cost material is suitable. Second, there are the alloy steels and alloy cast irons, which are alloys of the chemical element iron and one or more of a large number of special elements such as manganese, silicon, nickel, chromium, vanadium, tungsten, and molybdenum. Alloy steels and irons are more costly than the common grades but their higher cost is, for many applications, justified by their superior properties, leading to ultimate economies or other advantages. They may be harder, stronger, tougher, or more resistant to rusting than the common varieties, and so are extensively used for tools, for ornamental work on buildings and in the automotive, aircraft, and other industries for, which the higher cost is compensated for by the higher quality.

There are many problems faced by ventilation engineers in deep underground mining operations, not the least of which is controlling miner exposure to radon gas and its daughter products. Radon gas is commonly found in uranium mining operations, but may also be present in other deep metal mines. For example, tin mines in England, iron ore mines in Sweden, gold mines in South Africa, and molybdenum mines in the U. S. have potential radon exposures. This is because uranium and accompanying radium ore are ubiquitous to the earth's crust albeit at low levels. The fact that the activity represented by one WL can be caused by a relatively low concentration of radon gas increases the difficulty of control. Since the source of the radon gas is usually widespread throughout a mine, local exhaust ventilation is not a viable control schema. The technique used to control exposure is then dilution ventilation and, in fact, huge amounts of air must be moved in order to reduce potential exposures to an acceptable level. An interesting comparison can be made of ventilation rates in different types of mines. It is estimated in modern coal mines, which are generally acknowledged to have high rates of ventilation, that about eleven tons of air are moved for each ton of ore mined. A typical operating uranium mine may have ventilation flows of 14-15 tons per ton of ore mined. This provides an idea of the scope and importance of ventilation in modern mining operations where radon is a hazard. Further pressure is put on ventilation engineers by the steady downward trend in exposure limits set by national and international standard setting agencies. Much of this tendency toward lowered standards is based upon longitudinal mortality studies of miner populations. Another important factor is the limited number of experienced miners available in the labor pool. For optimum production, it is important to have as many experienced miners underground in each shift as possible. However, the average daily exposure in a U. S. mine must be less than .3 WL to permit the miner to work underground for a full year. The ventilation system then must provide enough uncontaminated air to maintain the WL below the .3 TTL level to maximize production efficiency and minimize personnel turnover and the problems associated with it. Ultimately, the goal of the ventilation engineer and health physicist is to protect the working miner from harmful exposures based upon currently acceptable standards. U. S. Federal regulations require that in uranium mines all active work sites must be monitored every two weeks if they measure above .1 WL. Areas that have .3 WL ratios or higher must be monitored on a weekly basis until five consecutive weekly samples show the level has dropped below .3 WL. Also, exposure records must be kept for all individuals exposed to levels exceeding .3 WL. These requirements provide a strong economic incentive to have a ventilation system that minimizes exposure of any personnel. A good ventilation system requires careful planning, operation and backup in order to fulfill its mission of providing adequate clean air. Its proper operation also requires coordination with production personnel so it can be adapted as new areas in the mine open up and old areas are sealed off. The ultimate indicator of ventilation efficiency to control radon daughter exposure is, of course, monitoring working levels. Historically, this has been done using the Kusnetz, Tsivoglou, and Rolle's methods, among others. These methods all require cumbersome equipment and tedious calculations to obtain the measurements that results in WL. More important, however, they require a significant time lag between sampling and counting, typically 40-90 minutes. This time lag is, in fact, what can cause significant economic losses due to unnecessary downtime as well as high WL exposures. In a typical mining situation, a sampling technician using the Kusnetz method takes a sample, moves to the next location and takes another sample and so on. Forty to ninety minutes after the first sample, the technician will stop, run the activity count on the filter and calculate the WL. The technician may be one-half mile away or several levels removed from where the first sample was taken when it is counted. If the WL ratio is high the technician must then backtrack to the sample position. There are then two options. If the sample area is a working stage, it can be shut down or a second sample can be taken. If the first alternative is chosen; i.e., shutdown and correction of the ventilation, then another sample must be taken, followed by a forty minute wait for results. If the ventilation adjustment didn't correct the problem, then the whole process must be repeated with a minimum of forty-five minutes per sample cycle when using the Kusnetz method. It has been estimated from operating uranium mines that the cost per hour for downtime on a production slope is about $1,50O/hour. The time lag between sampling and resultant data can be very costly. If the second alternative is chosen to verify the first reading, the miners may be unnecessarily exposed to high levels while waiting for the result. Clearly, such a sampling system can be markedly improved by eliminating the excessive time lag between sampling and analysis.

MORE and more attention is being paid to the bonding of metals in their solid states. For a better understanding of this technique for joining metals and how it is affected by changes in temperature, pressure, and time at temperature and pressure, a detailed report concerning nickel to aluminum bonding has been published.' In order to broaden the knowledge accrued, some additional work concerning solid state joining of aluminum to copper and aluminum to zirconium was performed. The investigation of the Al-Cu system was considerably more extensive than the investigation of the Al-Zr system. For the A1-Cu system, not only were tensile sudies made but intermetallic penetration rate investigations also were carried out. The effect of temperature on intermetallic penetration rate for the A1-Cu system was determined at 11 tsi pressure, held 2 min. Procedure Apparatus: The hot pressing technique was the means of solid state reaction used and required the equipment depicted in Fig. 1. The following procedure was involved: The two metals to be reacted were placed in an aquadag-lubricated 18-4-1 tool steel die, 16 in. high by 1.440 in. ID, between punches of 1.366 in. diam made of the same material. A thermocouple well was located in the die body 3½ in. down from the top of the die, while another well was located centrally in the bottom punch 8½ in. from the bottom of the die. This die assembly was located in three cylindrical ceramic heating furnaces placed in tandem. Each furnace was controlled individually by a Variac power transformer. In turn, the die and furnaces were placed in a water-cooled stainless steel pot which could be evacuated. A cover, which contained a centrally located Wilson seal with an 18-4-1 1 in. diam ram running through it, was bolted on the pot. After sealing, the pot was evacuated by a roughing pump to 200 microns pressure, after which a diffusion pump was used to bring the pressure down to 5 to 15 u. At this pressure, the furnaces were turned on. As soon as they started to heat, out-gassing of the entire unit raised the pressure to 30 to 400 p. By the time the specimens were at temperature ready to be pressed, approximately 4/2 hr, the vacuum pumps had re-established the 5 to 15 u pressure. Once the desired temperature was reached, the required pressure was applied for a predetermined length of time to the 1 in. ram, through to the top punch, and to the specimen. When the time for keeping the specimen under pressure had elapsed, the pressure was released, the energizing coil current turned off, and the assembly allowed to cool. After cooling, the die was removed from the pot and the specimen was ejected. Specimen Preparation: Two different types of specimens were made for this investigation. One was for subsequent tensile testing, while the other was for determination of intermetallic alloy zone penetration into the parent metals. Tensile Bars—Commercially rolled copper pieces in. thick or zirconium sheet pieces 1/32 in. thick and 1.366 in. diam were placed between commercial 2-S aluminum rod 1 in. thick and 1.366 in. diam. This sandwich in turn was slipped into a 2-S aluminum sleeve 1.438 in. OD and 1.370 in. ID. This sleeve lined the couple up and prevented the aquadag lubricant from getting in between either the A1-Cu or Al-Zr interfaces. Immediately prior to the specimen assembly, the copper or zirconium was abraded on the flat surfaces with 320 grit silicon carbide paper, producing clean smooth surfaces. The aluminum was chemically cleaned just before assembly by: l—degrease in acetone, 2—distilled water rinse, 3—immersion for 3 min in 5 pct NaOH at 70" to 80°C, 4—distilled water rinse, 5—immersion for 2 min in 50 pct HNO3 solution at room temperature, 6—distilled water rinse, and 7—drying in a blast of gas. After the A1-Cu sandwiches were hot pressed and ejected, the specimens were machined such that the aluminum sleeve was removed, and the remaining aluminum was then threaded; the bar so produced was tested later for tensile strength. In all the instances where Al-Cu couples were tested, the specimens broke during the test at the Cu-A1 interface and never within the aluminum or copper. The ultimate tensile strength values at times showed considerable scatter for a set of given reaction conditions. Because of this, as many as three to five specimens were made for a particular set of conditions. The trend of the average tensile strengths obtained was not as conclusive as was the trend of the maximum tensile strengths, the latter values being obtained under optimum reaction conditions. Therefore, the values of ultimate tensile strength given herein are maximums.

John F. Myers (Consulting Engineer, Greenwich, Corm.)—Since the art of comminution has lain practically dormant for many years, it is very interesting that R. T. Hukki approaches the subject with a new concept. One is reminded of the research carried on by A. W. Fahrenwald of Moscow, Idaho, a few years ago. Fahrenwald mounted a steel bowl on a vertical shaft. The balls and ore placed in the bowl were rotated at fast speeds, thus simulating the supercritical speeds used by Hukki. The rolling action of the balls against the smooth shell liner has pretty much the same effect. The action is horizontal in one case and vertical in the other. Both researchers report good grinding activity. It is also constructive that such able investigators give to the students of comminution their interpretation of their laboratory results in terms of large-scale operation. History shows that it takes a lot of time for such radically new ideas to be absorbed by the industry. Typical of this is the present-day activity of cyclone classification in primary grinding circuits. The idea of cyclone classification has been kicking around for 30 or 40 years. Certainly we all suspect that the ponderous grinding mills of today, and their accessory apparatus, large buildings, etc., will ultimately give way to small fast units, just as this has occurred in other industries over the past 50 years. At the moment there is no evidence that ball and liner wear is prohibitively high. In fact, at the time Fahrenwald was demonstrating his high-speed horizontal machine at the meeting of the American Mining Congress, several years ago, he assured this writer that the balls retained their shape much longer than they do in conventional tumbling mills. Rods and balls that slide (as some operators in uranium plants are experiencing) get flat. Apparently the balls have a rolling action. Mr. Hukki's references to the processing capacity of the Tennessee Copper Co. mills is adequate. Those studying this subject will be greatly interested in the paper presented by Richard Smith of the Cleveland-Cliffs Iron Co. at the annual meeting of the Canadian Institute of Mining and Metallurgy in Vancouver April 24, 1958. This paper will be published during the latter part of 1958 in the Canadian Institute of Mining and Metallurgy Bulletin. Hukki's pioneering spirit is to be commended. R. T. Hukki (author's reply)—It has been heartening to read the objective discussion by J. F. Myers. The sincerity of his opinions is further strengthened by the fact that the article he has discussed contradicts in a major way the parallel achievements of his life work. Myers is right in his opinion that in general it takes a long time before new ideas are accepted by the industry. On the other hand, revolutions usually take place at supercritical speeds. There are many indications at present that both the unit operation of grinding and the related subject of size control are now just about ripe for a revolution. In grinding, brute force must ultimately give way to science. Rapid progress can be anticipated in the following fields: 1) Autogenous fine grinding at supercritical speeds will be the first advance and the one that will gain recognition most easily on industrial scale. At this moment, little Finland appears to be leading the world. Crocker recently made a statement that in nine cases out of ten, your own ore can be used as grinding medium more effectively and far more economically than steel balls. This is true. The present author would like to introduce a supplementary idea: In eight cases out of the nine cited above, it can be done at the highest overall efficiency in the supercritical speed range. Fine grinding must be based on attrition, not impact. The path of attrition may be vertical, horizontal, even inclined. 2) In coarse grinding, the conventional use of rods is sound practice. However, even the rods can be replaced by autogenous chunks large enough to offer the same impact momentum as the rods. To obtain the momentum, the chunks must be provided with a free fall through a sufficient height in horizontal mills operated at supercritical speeds. Coarse grinding must be based on impact. Detailed analysis of the subject may be found in a paper entitled "All-autogenous Grinding at Supercritical Speeds" in Mine and Quarry Engineering, July 1958. 3) All conventional methods of classification, including wet and dry cyclones, are inefficient in sharpness of separation. Continuous return of huge tonnages of finished material to the grinding unit with the circulating load is senseless practice. In the near future the present methods will be either replaced or supplemented by precision sizing. These three fields are also the ones to which J. F. Myers has so admirably contributed in the past. Numerous recent analyses have shown that future demand for a broad range of critical commodities is unlikely to be met by new discoveries and recycling alone. The only practical alternative source to address this shortfall comes from orebodies which are currently either uneconomic or inaccessible. A common assumption is that a simple rise in commodity price will render these deposits economic. The mining industry has a long history of innovation allowing economic production from increasingly low grade and technically challenging orebodies. Industry “roadmaps” have been produced on a regular basis, with the aim of identifying future innovations which will allow this progression to continue. At the same time, there have been relatively few systematic analyses of the actual range of challenges facing undeveloped orebodies. The aim of this study is to analyse the mix of challenges faced by a group of undeveloped orebodies in order to better understand the relative importance and necessity of innovations applicable to the deposits, with the ultimate aim of determining the relative value and impact of possible innovations to the economic viability of those deposits. This report is the 20th in a series summarizing Bureau of Mines research and technologic work on coal and related investigations; it is the second4/ to be issued on a calendar-year basis. Previous reports related largely to publications by Bureau authors during the reporting period. This one discusses the publications issued during 1955 and in addition describes briefly the work in progress during the year. Further details on the published work may be found by referring to the publications cited in the footnotes. The Bureau continues to direct its research and technologic work on coal toward safer and more efficient mining, improved preparation, and more effective utilization, with the ultimate twin goals of promoting conservation and insuring that coal will make its maximum contribution to the Nation's industrial capacity. Significant advances toward these goals were made in 1955.

Through-the-Earth (TTE) communication systems were developed to provide post-accident communication in underground mines. Unlike primary tracking systems, they do not require any major infrastructure installations underground. Instead, they use the Earth’s overburden as the medium or channel for the transmission of electromagnetic waves between surface and underground. Under ideal conditions, TTE communication systems should be able to provide full-duplex, two-way voice, text and data communication. However, this will depend on the design and optimization of the different types of TTE communication systems (that is, antenna and electrodes), and understanding of the rock properties and their influence on the transmission of signals. This can help simulate and model the transmission efficiencies and predict the possible range and data rates. Being able to optimize the performances of these systems can enhance rescue missions, improving the chances of saving trapped miners, and ultimately reduce fatality rates across the mining industry.

The possibility of using unidirectionally solidified, two-phase alloys as an approximation to fiber composite materials is investigated. The short-term me.chanical properties and failure modes of unidirectionully solidified A1 (rich)-Cu alloys containing ap -Proximately 0, 17.5, and 27.7 vol pct of 0 phase 'fibers" are determined at temperatures from 25" to 500" and compared with those obtained for conventionul SAP alloys. In a previous publication,' hereafter referred to as I, the possibility of understanding some of the room-temperature mechanical properties of unidirectionally solidified castings was explored. For Al(rich)-Cu and Al(rich)-Mg two-phase alloys over a substantial range of compositions, the yield and ultimate strengths and common ductility measures were very adequately predicted from the principles of fiber strengthening4 and the analysis of ductility outlined by Gurland and Plateau." The results obtained in I suggest the possibility of using unidirectionally solidified, two-phase alloys to simulate fiber composite materials where the inter-dendritic second phase or constituent acts as the reinforcing material. Recent attempts concerning the fabrication of fiber conlposites have concentrated on producing composites with a good bond between fiber and matrix and with very long fibers so that their maximum contribution to the strength of the composite may be realized. However, these objectives are difficult to attain in practice and present fabrication processes are either extremely laborious or costly.13 The slow, unidirectional solidification of eutectics has received considerable attention as a method for producing composite materials. 5,6 This method can fulfill both of the above objectives but it is currently laborious, expensive, and has the additional disadvantage that the volume fraction of reinforcing phase cannot be easily varied. On the other hand, unidirectionally solidified, two-phase alloys, also with a good bond between the phases, are relatively easy to make and the volume fraction of reinforcing "fibers" can be easily varied by changing the average composition of the alloy. The disadvantage of the cast alloys is that the mechanical effectiveness of the "elongated interdendritic reinforcements" (EIR)* may be reduced due to their rela- tively short lengths, the w factor in Eq. [2] of I. However, if the EIR have a high strength their contribution can be considerable. For composite materials containing discontinuous cylindrical fibers of various lengths the ultimate strength is given by1 where it is assumed that the composite fractures when the fibers fail. In Eq. [I], a, is the stress in the matrix just prior to failure of the composite, Vf is the total volume fraction of fiber reinforcing constituent, Vf(l+) is the volume fraction of fibers whose lengths exceed the critical length, I,, which is defined as the shortest length of fiber in which the stress can build up sufficiently to break the fiber. af is the fracture strength of the fiber material, w is a factor accounting for the discontinuity of those fibers whose lengths exceed I,, 1-/d is the average aspect ratio of those fibers whose lengths are shorter than I,, and t is the shear stress in the matrix at the fiber-matrix interface. The factor w is dependent on the length of the fibers and also on whether deformation of the matrix occurs plastically or elastically. However, for a given length of fiber, w is smaller when elastic deformation of the matrix is assumed.' It is of interest to consider the properties of simple unidirectionally solidified, two-phase alloys at elevated temperatures in view of the possibility of using suitable modifications for high temperature service. Knowledge of the creep behavior of these materials is still rudimentary (although under active investigation) and the present paper concerns itself with short time tensile properties of some alloys similar to those investigated in I (i.e., unidirectionally solidified Al(rich)-Cu alloys). Unidirectionally solidified alloys containing 5.6, 17, and 23 wt pct Cu were tested parallel to the direction of solidification at temperatures from 25" to 500°C. In the present investigation, the alloys were homogenized for 2 days at 535°C giving a matrix of homogeneous a phase (5.2 wt pct Cu) and an interdendritic constituent (EIR) which was completely Q phase (53 wt pct Cu). EXPERIMENTAL Alloys of nominal composition 5.6, 17, and 23 wt pct Cu (containing approximately 0, 17.5, and 27.7 vol pct 8 phase, respectively, after homogenization at 535°C) were prepared by melting 1200 g of A1 (99.99 pct) in a high purity graphite crucible and adding the appropriate amount of freshly cleaned copper chips (99.9 pct). The molten alloy (at 700°C) was poured into a preheated graphite mold (also at 700°C) and the ingot unidirectionally solidified by impinging water on the steel baseplate of the mold. Environmental issues are having a significant impact on how automobiles are designed and ultimately disposed of at the end of their lives. On one hand, increasing concerns about landfill disposal have resulted in greater attention being focused on recycling materials and components from old junk autos. On the other hand, corporate average fuel economy (CAFE) requirements have led to downsizing, use of coatings, materials substitution and other measures that often make recycling more difficult. Automobile makers have responded to Corporate Average Fuel Economy (CAFE) Standards in a variety of ways such as: Downsizing; Designing of more fuel efficient engines; Reducing aerodynamic drag by sleeker body designs; Redesigning by using thinner gauges of coated steels; and Substituting material such as lightweight plastic or aluminum parts for steel. Other driving forces affecting production techniques, choice of materials and recycling issues include the Clean Air Act and its amendments, RCRA. and other environmental legislation. The variety of materials used in automobiles makes the recycling issue extremely complex. Not only does one have different materials used in different automobiles for making similar parts, but changing designs, evolving environmental issues, landfill closures affecting solid waste disposal, and increasing raw material quality standards have created a complex set of dependencies related to materials use and recycling.

"As mining has evolved over a century, so are the challenges associated with mining. Mining of complex ore bodies at greater depths is a major challenge requiring high capital and operating costs due to remote locations, high energy costs, water quality and complex environmental issues. In addition, the stakeholder expectations are growing along with challenges associated with highly complex mine permitting processes and changing demographics of mining jurisdictions. The dynamic metals market adds to these challenges impacting the long term development and sustainability of mining projects.These challenges are compelling mining companies to look at various innovations with an integrated approach focusing on meeting the needs of various stakeholders. Mining companies are slowly tapping into some successful concepts that have transformed other industries such as manufacturing, chemical, pharmaceuticals along with oil and gas.This paper provides an overview of various innovations and technology developments in mineral processing that have shaped the current mining industry. A glimpse of the present and future challenges in mining is also presented. An integrated approach to problem solving involving various stakeholders is gaining momentum and this has been reflected in this paper. Various developments that are being pursed in mineral processing focusing on a change in the existing mining paradigm are also presented in this paper.INTRODUCTIONAs mining is evolving, so are the challenges associated with mining. Some of the key challenges are complex ore bodies at greater depths, high capital and operating costs, water scarcity and quality issues, high energy costs, complex environmental issues including tailings management, worldwide constraints on resource availability, more and more elaborated regulations in emerging economies impacting the permitting processes, increasing stakeholder expectations, changing demographics of mining operations with ever-changing cultural or community expectations and the urgent need for a better assessment of project viability, this in very dynamic metals markets impacting the dynamics of mining projects development and sustainability."

The Bureau of Mines is the engineering arm of the Government for mineral resources. Its mission is to carry out laboratory and field studies that will assure the wise and effective development and use of our Nation's minerals, fuels, and underground domain in order to preserve the security and enhance the welfare of our people. Specifically, studies are directed to the means by which current and emerging demands may be met, the real cost of such achievements, and the assessment of related social and economic factors. Ways are sought to fulfill our material needs in a manner that minimizes occupational hazards to workers in the industry, reduces waste, and ensures that mineral raw materials are supplied and mineral-based products are used and are disposed of efficiently, without objectionable social and environmental costs. The headquarters of the Bureau of Mines is located in Washington, D.C. The Bureau's research and development program, however, is conducted at 19 research centers and laboratories located throughout the United States.

Cylinders of commercial aluminium alloy 6063 were homogenized under different conditions. The experimental results indicated that the general mechanical behaviour as related to curves of 0.2% yield strength, ultimate tensile strength and Brunnell hardness versus homogeneizing process is the same in both cases. The mechanical properties as compared to those required by plant specifications, tend to be better with increasing values of % Mg2Si in the alloy, as expected. The electron microscopy investigations revealed that in both homogeneizing processes the resulting microstructure consist of significant spheroidizing of the alpha phase (AlFeSi) and fine-needle type structure of beta phase. The alpha phase was also present in a Chinese type scripture. Furthermore, the slow cooling within the furnace resulted in the nucleation and growth of Mg2Si precipitates generally along the grain boundaries.

"The Lewisburg No. 2 mine of the Sloss-Sheffield Steel & Iron Company is located in Jefferson County, Alabama, about 7 miles due north of Birmingham. At this point the coal from the Mary Lee seam when coked in by-product ovens yields an excellent quality of metallurgical coke suitable for use in the iron blast furnace; it is also an excellent steam coal. In mining, all three benches are worked. Coarse impurities are largely gobbed by the miners underground.In addition to giving the data obtained from screen-sizing and float-and-sink tests of a representative sample of the raw coal, this report presents the results of slotted-screen tests to show the proportions of flaky particles in selected sizes, and the results of tests to show how much coal is liberated from impurities by crushing the coarsest sizes. These data have been obtained in connection with an extensive study of coal-washing now being conducted by the U. S. Bureau of Mines and the University of Alabama, with U. cooperation of the different operators of Alabama. As the work progresses other reports will follow containing furtner data on the washability both of the Mary Lee seam and of other seams in Alabama and giving the results obtained in preparing these coals by various methods.Although a great amount of investigative work on the preparation of the Mary Lee scam was previously carried on by the various coal companies of the district, comparatively little of this information has been published. In governmental publications three references have been found. Forbes5 gives a number of sections with proximate and ultimate analyses of face samples taken in the mines. Gandrud and Britton'' show sections of this seam at Flat Creek and New Castle; they also give the specific gravity and ash contents of the partings of coal and impurities. In their paper Yancey and Fraser7 include washability studies and washing data from the Sayreton mine of the Republic Iron & Steel Co."

Fullers' earth is a clay-like substance, which has the property of decolorizing or clarifying oils. An ultimate chemical analysis shows it to differ from most ordinary clays in having usually a high percentage of combined water and a low amount of alumina. There is probably a large amount of hydrous silica present. Fullers' earth possesses little or no plasticity, and in order to work properly has to be ground very fine. A chemical analysis is of little value at present in determining its quality; only a practical test suffices. Up to about two years ago all of the fullers' earth used in this country was imported from England; but about that time deposits were discovered in Florida, "† and since then rumors of its occurrence have been coming from all parts of the country. Next to the Florida deposits of fullers' earth, those of South Dakota are the most extensive thus far discovered in this country. The earth was first discovered near Fairburn, Custer county, and other deposits have since been prospected at Argyle, Minnekahta and other localities. Most of the world’s production of natural soda ash comes from the mining and processing of trona found near Green River, WY. The processing of trona ores to ultimately yield a high-quality dense soda ash product and reject the insoluble gangue species, primarily in the form of oil shale, is water and energy intensive. It is speculated, however, that the glass-manufacturing industry, which is the largest consumer of soda ash, may be able to use product of a lower grade and consistent level of the insoluble constituents. Thus, the viability of using sensor-based sorting to produce a beneficiated trona stream that would be fed to calcination was investigated. The study encompassed the preparation of a run-of-mine (ROM) Green River ore sample; selection of specimens sized 25 to 75 mm; imaging of the specimens by sensors based on X-ray transmission (XRT), color and laser-induced fluorescence (LIF); insolubles analysis of the specimens; and a bench-scale sorting test. Results of the study established that a correlation between the color of the individual ore particles and their insoluble content exists, and that a surface-detection-based sensor, particularly LIF, is apparently more suitable than XRT to produce a beneficiated trona stream. The bench-scale sorting test demonstrated that a 65 percent separation efficiency and a 70 percent recovery of trona could be achieved.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. THE fact that coals of different ranks and even of the same rank differ greatly in their amenability to iroth flotation is well known. In recognition of the need for an explanation of this phenomenon, two hypotheses have been suggested. Wilkinsl reported that the floatability of coals increased with an increase of the carbon content or rank. This postulate is handicapped by the fact that bituminous coals that possess moderate carbon contents are actually more floatable than anthracite coals that have high carbon contents, as shown in columns 6 and 9 of Table I. Taggart and his associates' implied that the difference of floatability between bituminous and anthracite coal was caused by the variation of carbon-hydrogen ratio. This is not applicable to the relative floatability of other coals and carbons. For example, column 11 of Table I shows that the carbon-hydrogen ratios of low-floating lignitic coal and non-floating animal charcoal are not only smaller than the moderate-floating anthracite coal, but are also similar to the high-floating bituminous coal. Furthermore, according to this hypothesis, high temperature coke-A (464), Ceylon graphite (1238), and lamp-black (357), all possessing extremely high carbon-hydrogen ratios, should be less floatable than other substances having much lower carbon-hydrogen ratios such as high volatile-B bituminous coal (11.9 to 22), anthracite coal (35.7 to 60.5), lignitic coal (15.6 to 33.6), and charcoal (13 to 26.2). However the former group is actually more floatable than the latter group. In this paper, a surface components hypothesis is Proposed to explain the different floatabilities of coals, carbons, and hydrocarbon minerals. The validity of the hypothesis is experimentally supported by the actual floatability, natural floatability, wettability, and adsorbability for neutral oils of coals, carbons, and hydrocarbon minerals tested. The combustible recovery of the flotation results, as used in this paper. was calculated from Eq. 1: P (100-Ep) 100 RWCP Rc= [1] F (100-E,) C, where R, is the percent combustible recovery; F and P are, respectively, the weight of feed and the weight of concentrate or product; E, and Ep are, respectively, the total percent of ash plus moisture in feed and in concentrate; Ru. is the percent weight recovery: and C, and C, are, respectively, the percent of combustible in feed and in concentrate. Except for ash and moisture content, all chemical components of a coal are assumed combustible. The experimental work included studies on flotation, ultimate and proximate analyses, contact angle tests, extractions of bitumen-A with benzene, adsorptions for liquid hydrocarbons, and wetting tests. Most of the flotation experiments were performed in a laboratory Fagergren machine; others were tested in a small Denver machine. The solid feed for the former was 300 g and for the latter was 30 g. The solid materials used for flotation were crushed to —48 mesh. After the mineral pulp in the flotation cell was agitated for 6 min and the pH was adjusted to 7.5 & 0.2 with sodium hydroxide or hydrochloric acid, a petroleum light oil having a viscosity of 5.73 centipoises at 77 °F was added and conditioned for 2 min. Finally, pine oil was introduced and the froth was collected for exactly 3 min. The weight ratio of petroleum light oil to pine oil was kept constant at 1.5 to 1. Tap water was used for all flotation tests. Contact angles were measured with a captive bubble machine. For each coal sample, three specimens were mounted in transoptic mounts and polished with levigated alumina, first on a sheet glass, then on a cloth-covered metal polishing wheel. The polished specimen was first washed with distilled water and wiped thoroughly on a cleaned linen pad, then transferred into the pyrex cell of the captive bubble machine and conditioned for 6 min., and finally measured for contact angles at three or more points. Except where otherwise stated, the induction time for each measurement was 1 min. The contact angle representing each material was obtained by averaging the measurements of three specimens. The linen pad was first washed with warm distilled water, then boiled 30 min in a 2N sodium hydroxide solution, and finally washed with distilled water until no trace of sodium hydroxide could be detected in the decanted solution. The cleaned linen pad was stored under distilled water. Immediately before using, the pad was rewashed and transferred into a clean pyrex petri dish partly filled with distilled water. The glassware and rubber gloves used were cleaned by soaking in sulphuric acid-potassium dichromate cleaning solution, followed by rinsing with distilled water. The polished specimens were handled only by glass forceps. The ultimate and proximate analyses were made in accordance with the ASTM standard procedures for coal and coke. The extractable bitumen-A was determined by weighing 1 g of —100 mesh sample and placing it in a desiccated and weighed ASTM aluminum-extraction thimble. The thimble was placed in condenser hooks and inserted into an extraction flask containing 100 cu cm of benzene. The flask was heated and the benzene vapor was condensed by water coils. At the end of 24 hr of percolation, the thimble was removed, desiccated, and weighed. Loss in weight of sample was taken as bitumen-A and calculated to dry and ash-free basis.

Organisations’ incident classification processes are plagued by the overclassification of events, often leading to excessive workloads and suboptimal outcomes. This presentation addresses the pressing need to rethink how incidents are classified to maximise organisational learning and minimise systemic risk. A major issue in the current incident classification landscape is the tendency to classify events at high levels, overwhelming organisations with investigations they cannot efficiently handle. This results in inadequate risk reduction and learning opportunities. The link between injury classification and investigation methods further compounds these problems, creating unnecessary administrative clutter. Challenging the misconception that every event, no matter how minor, requires a comprehensive investigation, this presentation advocates for a shift in perspective. The key recommendation is to decouple injury classification and risk matrices from the decision-making process regarding what and how to investigate. Instead, the emphasis should be placed on identifying opportunities for organisational learning and risk reduction. Organisations can streamline their incident management processes by adopting a more pragmatic approach that aligns incident classification with the organisation’s investigation capacity. This transformation focuses on achieving meaningful outcomes, enhancing safety and improving performance. This presentation provides an innovative process for organisations to revamp their incident classification practices, enabling them to harness the full potential of incident data for learning and risk mitigation. It highlights the importance of aligning incident classification with the opportunity for organisational learning, ultimately leading to more effective incident management and enhanced safety outcomes.

Edgar Hall, Silverspur, Queensland, Australia (communication to the Secretary*):—Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the eide of freedom among the' younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms mentioned have suffered by their secrecy is their own business—I hold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to he proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,' Dr. Douglas says : "In comparing iron and copper mining,...it must be remembered that 2 tons of average iron ore from the most prolific source now available ... will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-orc would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. The traditional method of deep sea manganese nodule exploration is to conduct grid survey and sampling on successively finer scales until a suitable deposit has been delineated. Clearly this is both time consuming and ultimately self-defeating if large areas of the ocean floor are to be explored on a human timescale. A conceptual deductive approach would be preferable if one could be found, as it would aim to outline areas of potentially economic nodules on the basis of easily measurable oceanographic parameters. An attempt to achieve this aim in the Central Pacific is outlined below. Nodule Distribution in the Central Pacific Ocean Maps of ore grade nodules in the Central Pacific show that they are confined to two zones trending roughly east-west which are well separated in the eastern Pacific but which tend to converge towards 170-180ºW. They follow the isolines of intermediate biological productivity in the surface waters, strongly suggestive of a biological control on their distribution. Within these zones the nodules preferentially occupy basin areas. Thus they are found in the Penrhyn Basin, Tokelau Basin, Central Pacific Basin, Clarion Clipperton Zone and Tiki Basin. Nodules in all these areas have features in common and are thought to have obtained their distinctive composition by similar processes.
