Geologically, the Williston Basin is a large structural depression of sedimentary rock in Montana, North Dakota, and South Dakota and Manitoba and Saskatchewan, Canada. The approximate It-mite of the basin are shown on figure 1; it is roughly circular with a diameter of about 400 miles and contains approximately 120,000 square miles. Although the petroleum potentialities in this area had long been recognized, it had not been vigorously prospected by the petroleum industry because of its geographic location, rigorous winters, depths to possibly productive zones, difficult geological problems, and the fact that more seemingly favorable areas were available for prospecting. With the discovery of oil near Edmonton, Alberta, in the prolific Devonian reefs, an incentive was given to explore for oil in the southeast extension of the same sedimentary trough, the Williston Basin. The Virden field discovery in southwestern Manitoba in January 1951 was a direct result of this southeastward movement. Discovery of this shallow field was followed soon after by discovery of' deep production on the Nesson anticline in North Dakota at Clarence Iverson No. 1 well. North Dakota then became the twenty-seventh petroleum-producing State.

Climate and hydrology data are required during all phases of mining projects, including impact assessment, mine planning and design, operational water management and mine closure and reclamation design. In the Canadian north, data sources are spatially sparse and often short-term in nature, and design parameters are often estimated based on data collected at sites far distant. Confidence in such data can be increased by verification or modification using data collected during properly implemented baseline and operational monitoring programs. A data set that accurately reflects conditions at the project is more readily accepted by regulatory agencies during the permitting process, and allows development of more effective and economic water management, mitigation measures and compensation. Data requirements and collection methods for developing an adequate data set for mine development are reviewed. These are illustrated using examples from oil sands, diamond and metal mines in the Canadian north.

This report was written in an effort to provide better control measures for low back pain (LBP) and low back disability in the mining industry. There are numerous factors associated with development of LBP, many of which can be effectively controlled while some cannot. Better job design is promoted as the best method of reducing cases of LBP and can also reduce the disability (i.e., lost time from work) associated with LBP when it happens. The report draws attention to what is currently known about LBP, what the causes are thought to be, and discusses recent back injury trends in the mining industry. Research describing unique physical demands in mining, such as the capabilities and limitations of working in awkward postures, is also presented. Methods that can be used to prevent initial LBP episodes are provided, including facilities design and layout for materials and supplies, use of mechanical-assist devices, improved design of lifting tasks, and better seat design. Methods of reducing the disability associated with LBP (including workplace design, proactive return-to-work efforts, communication, and management commitment) are also discussed. The report concludes that control of LBP and disability in mining requires a comprehensive approach to limit the repetitive loading that can occur on the low back due to manual materials-handling tasks and exposure to whole-body vibration (WBV). Specific recommendations include the following: ? Successful LBP prevention efforts require a proactive program that has strong management commitment and incorporates employee involvement. ? More efficient supply handling systems and use of mechanical-assist devices can greatly reduce exposure to hazardous lifting tasks. ? Lifting tasks should be designed to minimize low back stress. Tools to evaluate and redesign lifting tasks are presented. ? Improved seat design can reduce exposure to WBV and improve posture, leading to reduced LBP risk. ? The disability associated with LBP can be reduced. Getting the worker back on the job as quickly as possible is in the interest of everyone involved.

The Bureau of Mines conducted a comprehensive study of the Kanab, Kolob, Kaiparowits, and Harmony coalfields of southwestern Utah to obtain additional information and to determine the potentials of these coalfields as sources of energy for steam-electric power-generating plants. Field examinations were made to ascertain the geologic structure and the stratigraphy of the coalfields, the accessibility of the coal-bearing strata, and the general nature of the coal-bearing strata and the terrain. Many mines, both active and abandoned, were examined, and key personnel in the coal industry in the area were consulted. Available analyses of southwestern Utah coals were compiled, and tentative conclusions regarding the rank and quality of the coals were drawn. Coals have been classified by rank according to the standards established by the American Society for Testing and Materials in 1964. The Parr formula for moist, mineral-matter-free British thermal units has been used to calculate the rank of each sample, except as otherwise noted. Water resources related to the areas of the coal reserves also were investigated. Existing literature and maps pertaining to the geology of the areas were reviewed. Production potentials of the coalfields and economic conditions affecting the possible utilization of the coal reserves as sources of energy for steam-powered electricity-generating plants were investigated and analyzed. The data obtained and the conclusions reached as a result of this study are included in this document. The total reserves of subbituminous A and high-volatile bituminous C coals in the fields of southwestern Utah are estimated to be at least 8 billion short tons at depths generally less than 2,000 feet. It appears likely that this estimate will be increased as additional data are made available through exploration and other investigations. Sufficient coal is available in four southwestern Utah counties to supply three or four large steam-electric plants. If the States involved grant water rights to companies planning to build steam-electric plants, the cost of producing power with coal might be attractive and might justify the construction of one or more of these plants.

In the past decade, the increased engagement of business in debates around sustainable development has prompted recognition of the importance of biological diversity at the local, national and global scales. Driven by increasing populations that demand rising real incomes, a range of human induced pressures are modifying natural habitats and diminishing their ability to support life. Public policy changes have struggled to arrest the loss of habitats such as wetlands or tropical forests, and the related extinction of plant and animal species. Although conservation legislation and regulation were once the exclusive responsibility of government, new partnerships are now being forged that increase the role of the private sector and non-government organisations (NGOs) in developing and delivering conservation initiatives. Since the mid 1990s Rio Tinto has had to adapt to meet the demands of a rapidly changing conservation landscape. When Rio Tinto adopted its statement of business practice in 1998 The way we work, it explicitly recognised the need to take account of relevant environmental factors in obtaining access to lands, particularly in designated areas of high conservation value. With the revision of The way we work in April 2003, the policy on land access was strengthened through removal of the word ?designated?, thereby signalling recognition of the importance of biodiversity outside of protected areas. In addition, Rio Tinto?s revised land access policy explicitly refers to the use of land that is surplus to operational requirements for habitat protection and biodiversity conservation, subject to social considerations. In late 2003 Rio Tinto further strengthened its commitment to biodiversity with the promulgation of its biodiversity strategy and related position statement, biodiversity principles? (See Appendix 1.1) and technical guidance documents. This commitment is also embodied in a variety of initiatives at the corporate and operational levels, which are reported on annually in Rio Tinto?s Social and environment review. This guide has been prepared to support the practical implementation of Rio Tinto?s biodiversity strategy. The purpose is to provide guidance on how to effectively integrate biodiversity into Rio Tinto?s operations. It is applicable to all Rio Tinto exploration, new development projects and operations, irrespective of whether they have been operational for some years or are at the beginning or end of their operational life cycles. This guidance has been developed to support the Rio Tinto Environment Standards and the Rio Tinto Community Standard and any additional supporting documents as they are developed.

The Bureau of Mines is investigating the technology of petroleum and its products, the investigation including well-drilling methods and the transportation, treatment, and utilization of petroleum and of natural gas, with especial reference to the prevention of waste and to increased efficiencyin the development of oil and gas resources in land belonging to or controlled by the Government. During. the winter of 1912-13 the enormous waste of the gas encountered while drilling for oil in the Cushing field, Oklahoma, called forth protests from various sources, and appeal was made to the President of the United States and to the Secretary of the Interior in behalf of the landowner and of the public in general. The facts were wanted regarding the amount of waste and the technical conditions that were responsible for practices causing it. An investigation was ordered and conducted under the direct supervision of the late J. A. Holmes, the first Director of the Bureau of Mines. R. S.Blatchley was sent to investigate the amount of waste going on in the Mid-Continent flelds.s In the latter part of March, 1913, J. A. Pollard and A. G. Heggem were sent to Oklahoma to study well-drilling methods with reference to the waste of gas from wells on Indian lands and to suggest means of preventing the waste of natural gas on such lands. Pollard and Heggem decided that the mud-laden fluid process, which had been used successfully for some years in Texas, Louisiana, and California was the method that would meet the situation most efficiently and economically. The method was accordingly demonstrated in Oklahoma. In 1914 Congress provided for the employment of six oil and gas inspectors to supervise oil and gas mining operations on lands of the Five Civilized Tribes in Oklahoma and to conduct investigations with a view to the prevention of waste. Positions under this appropriation have been held by William F. McMurray, James O. Lewis, Harry D. Aggers, Ralph R. "Weed,George W. McPherson, James C. Fowler, Louis W. Courtney, and Carl H. Beal, the technical work of these men being directed "byW. A. Williams, chief of the petroleum division, Bureau of Mines. After careful and impartial investigation of conditions in Oklahoma, these men also decided that the mud-laden fluid process was the one best adapted to prevent further wastes. In 1915 laws were passed by the State of Oklahoma that provide for the conservation of natural gas and oil, authority being given to the corporation commission to make rules and regulations and to employ agents to enforce them. After hearings and investigations, the corporation commission reached substantially the same conclusions as the Federal agents regarding the importance of the wastes and the best methods of conserving the gas. Technical Papers 66a and 68b were published by the Bureau of Mines in December, 1913, and January, 1914, respectively. Technical Paper 66 deals with the mud-laden fluid process in general and No. 68 with its application in Oklahoma. The interest aroused by these publications has been so widespread that within two years the first editions have been practically exhausted. Rather than reprint these publications, it has been considered advisable to replace them with the present report, which includes the results of more recent investigations. The methods of using the mud-laden fluid are an outgrowth of the rotary drilling system, which was developed in Texas and later employed in Louisiana and California. Some of the principles of the use of mud fluid had been observed and used to a limited extent for a long time in cable-tool drilling. So far as known it was first used successfully with a circulator and cable tools in the Coalinga field, California, in 1906,Harry D. Aggers, one of the contributors to this paper, working on the well. The part of the Bureau of Mines has been to call attention to its merits and to demonstrate its practical use in fields like those of the Mid-Continent.

Dimension stones, with their almost infinite variety, have a broad range of properties and uses. Natural stone was beyond doubt the first mineral commodity used by man. Today dimension stone has widened to encompass building exteriors and interiors, decorative and ornamental modes, statuary, monuments, paving, curbing, flagging, roofing, and miscellaneous categories such as blackboards, surface plates, and honestones. For many purposes, it competes with greater or less success with alternate materials such as concrete, metal, brick, plastic, or glass. The almost ubiquitous geographic distribution of stone resources is the basis for a dimension stone producer industry in almost every State and in almost every land. In the United States, alone, dimension stone sold or used by quarries is valued at 2 million to 3 million dollars annually. Mining, finishing, transportation, and use technology have been modernized, resulting in a broader spectrum of stone products and new adaptions in use. Increased efficiencies also have been reflected in costs and prices and, coupled with gains that should be realized from current research, auger well for continued vitality of the ancient and honorable dimension stone craft.

The deep ocean mining industry is in a pre-commercialization stage of development. In the context of a proper legal/regulatory regime, deep ocean mining system design, site survey, and operation technologies are capable of rapid evolution. The report recommends that the regulatory framework develop in parallel with the industry and presents a rationale for implementing this approach. The Government has several interests in deep ocean mining technology: (1) as a potential regulator, sound regulations should be based on an understanding of the technology; (2) as a potential monitor, survey technologies are relevant; and (3) as an estimator of strategic minerals supplies, it is important to understand the technology which allows economic access to deep ocean minerals. Thus, the major portion of the report presents an in-depth review of systems design, operations, and survey equipment and techniques.

Under its organic act the Federal Bureau of Mines is directed to conduct investigations relating to the improvement of health conditions in the mineral industries. This report describes the lead and zino deposits and the mining methods employed in the sheet-ground area of the Joplin district, Missouri, and discusses the causes and the methods of abating rock dust in the mines, the chemical and physical characteristics of the dust, and the quantities present in mine air. Although the preliminary investigation included a number of the "soft-ground" mines, the writer spent the larger part of his time in the sheet-ground mines, for in them alone was siliceous dust found in appreciable quantities. Some results of the preliminary investigation have been published by the Bureau of Mines in Technical Paper 105.a The territory covered in t~lCpreliminary investigation, during the period between November 7 and December 6, 1914, embraced parts of Jasper, Lawrence, Newton, and Greene Counties, Mo., and outlying districts in Kansas and Oklahoma. The remainder of the field work, to which 84 days during the period from February 9 to July 19, 1915, were devoted, was confined to the sheet-ground mines, the most important of which are situated in the vicinity of Joplin, Webb City, Carterville, and other smaller near-by towns in Jasper County, Mo.

Output of primary metal in 1975 was valued at $3.0 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1975, building accounted for about 21%; transportation 19%; electrical 14%; packaging 18%; and consumer durables, 9%.

(1) The Castleman Basin was investigated by diamond drilling, engineering examination, and geologic study. Agreements permitting investigation of about 14,700 acres of land were entered into with 79 landowners. Eleven beds of coal between the horizons of the Harlem and Mercer beds were penetrated in drilling. These beds from top downward are: Harlem, Upper Bakerstown, Lower Bakerstown, Brush Creek, Upper Freeport Rider, Upper Freeport, Upper Kittanning, Middle Kittanning, Lower Kittanning, Mount Savage, and Mercer. The purpose of the initial research performed under this contract was to determine the margins of safety in explosion-proof (XP) enclosures, which were designed and certified according to the current schedule (Schedule 2G). Results from this work provide baseline data on the current schedule, from which a new schedule can be formulated to give equal or greater levels of safety. Results and discoveries in the initial work led to an expansion of the contract to cover, additionally, weld quality in enclosure fabrication, reliability of enclosures with windows and lenses, and performance tests for enclosure qualification. Finite element calculations and hydrostatic tests revealed wide variations in the margins of safety in the enclosures studied; however, only one enclosure had a safety factor which was less than one. Results from a weld quality survey led to the recommendation of AWS Welding Standard D14.4 for the fabrication of XP enclosures. Based on other work, accelerated aging tests were recommended for qualifying plastics and adhesives that are used in some enclosures, and a Structural Performance Test was developed to test enclosure strength for a minimum static pressure of 150 psig.

A mining operation begins with prospecting and exploration-stages with long periods of investment and high risk of failure. However, success in exploration ultimately determines survival of the mining industry. Prospecting and exploration may discover evidence of a mineral occurrence and outline its size and character, but ore deposits that support mining are "made" through the collective efforts of project geologists, geophysicists, geochemists, metallurgists, engineers, chemists, lawyers, and even politicians (Joralemon, 1975). Some deposits may go through multiple cycles of rejection and recommendation, discovery and development, decline and abandonment, rediscovery and development, etc., as economic, technological, or political conditions change or geologic understanding is improved. Peters (1987, p. 233) graphically illustrates the normal life cycle of a mine and the position of exploration in the cycle (Fig. 4.0.1). During the past fifty years, mineral exploration has evolved from comparing evidence of mineralization of prospects with that of known deposits to a more quantitative science employing many facets of geochemistry, geophysics, multispectral sensing from space, computer data storage, analysis, modeling, and most importantly, a better understanding of ore genesis. This modem approach to exploration began in the late 1940s and continues to develop. Exploration efforts peaked in the 1960s with emphasis upon the search for porphyry copper deposits, Mississippi Valley lead-zinc deposits, and volcanogenic massive sulfide copper-lead-zinc deposits. It peaked again in the middle and late 1980s with emphasis upon micron-size disseminated gold and epithermal and stratiform precious metal deposits.

The development of the Seminole area into one of the major oil-producing sections of the country has been accompanied by many innovations and departures from former methods of development. On July 1, 1929, two years and nine months from the date of discovery, 20,490 acres were considered proved, and additional acreage is constantly being developed. Because of its peculiar conditions, extent, and rapid rate of development, the Seminole area provided numerous problems, the solution of which necessitated research in connection with practical field operation; as a result, there was a radical departure from methods usually employed in the development of a new field in the Mid-Continent area.

This report describes in detail methods of making corrosion tests and chemical analyses that have been used extensively and satisfactorily in a study of plants in which various surface, waters and brines are conditioned and used for water flooding, brine disposal, and reservoir-pressure maintenance in Kansas, Oklahoma, and North Texas. The tests and analyses described were designed and adapted for use in the field in determining the relative corrosive and plugging tendencies of waters from various sources conditioned by different methods. Although the described methods were developed and used in testing oil-field waters in the Midcontinent oil-producing area of the United States, these same methods should be equally applicable to testing oil-field or highly mineralized waters throughout the world. Many of the methods used have been discussed by the writer (1)2/ previously, and some of them have been used for similar work in other laboratories. Early in the development of the practice of the subsurface injection of brines for disposal and increasing the recovery of oil, it became evident that different methods of chemical treatment and conditioning equipment would have to be devised to sustain desired injection rates into water-input wells. These changes became necessary because the highly mineralized waters produced with petroleum from deep formations became chemically unstable when pumped to the surface, owing to loss of dissolved gases as pressure and temperature dropped to atmospheric and to the contact with atmospheric oxygen at the surface.

Formulation and commercial utilization of solid-waste incinerator slag by-product is the focus of this paper. Particular attention is given to iron aluminosilicate melts having compositions similar to that of nature&apos;s basalt The earth?s crust can be viewed as an environmental laboratory for predicting stability of various silicates; small-scale laboratory experiments are necessary to confirm findings there from. An ideal slag consumes flux additives at acceptable cost, is compatible with furnace refractory, flows readily from the furnace, and has physical properties suitable for its commercial utilization -all within the critical constraint that the slag is environmentally stable. Examples of successful solid waste slagging practice, including tonnage, utilization and pricing, are provided from metallurgical and waste treatment operations of North America. Crystalline silica (quartz, cristobalite, and tridyrnite) is regulated by the Mine Safety and Health Administration (MSHA) and Occupational Safety and Health Administration (OSHA) because of its potential for causing debilitating but nonmalignant lung diseases. In 1987, the International Agency for Research Against Cancer (IARC) conducted a review of the health literature and concluded that crystalline silica was a probable human carcinogen. As a result of this finding, OSHA was required to regulate crystalline silica under its Hazard Communication Standard (HCS). The standard requires that all materials handled by OSHA-regulated facilities be labeled according to the requirements of RCS and that workers receive proper training on the handling of the material if the crystalline silica content equals or exceeds 0.1 weight percent (0.1 %). MSHA currently is considering enacting its own RCS. This will be similar to OSHA&apos;s RCS. If the standard is enacted, most mineral producers will have to determine the respirable monitor filter and bulk crystalline silica contents of their ores and products so that workers and/or customers will know whether they are in compliance with the 0.1% HCS and/or the OSHA permissible exposure level (PEL) of 50 µg for an 8-hour workday for respirable crystalline silica as determined from monitor samples. Two major concerns with the RCS are the widespread occurrence of crystalline silica in nature and the suitability of current technology for routinely determining crystalline silica concentrations at the 0.1 % RCS level. Most ores are extracted from silica-bearing deposits and it is a common constituent of rocks and soils. OSHA&apos;s RCS will have the greatest impact on the producers of crushed stone, diatomite, dimension stone, gravel, industrial sand, perlite, pumice, pyrophyllite, sand, and talc because these materials frequently are shipped directly from the mill to the customer. MSHA&apos;s RCS would affect nearly all mineral producers. Those producers that have crystalline silica present in concentrations near the 0.1 % cutoff point will have the most difficulty with the analysis. Crystalline silica can be quantified at the 0.1 % level by X-ray diffractometry in simple systems containing one, two, and possibly three minerals if (1) none of the accessory minerals has X-ray diffraction reflections that coincide or overlap with those of crystalline silica and (2) the standard has a particle size distribution and crystallinity similar to those of the sample. In some instances, it may not be possible to determine the crystalline silica content of a sample with any degree of certainty using the recommended regulatory protocol. In all cases, it is recommended that a qualified mineralogist identify the minerals in a sample prior to any regulatory analysis. Additionally, the uncertainty as to whether some silica polymorphs should be classified as crystalline or noncrystalline and the suitability of metastable high-temperature standards, such as cristobalite and tridyrnite, for regulatory analysis at ambient temperatures should be addressed further. This overview is written both to highlight these problems and to serve as a guide for analysts, regulators, and industry personnel who are involved in the crystalline silica issue. It also covers some of the difficulties and/or shortcomings in quantifying crystalline silica, such as the ubiquitous mineral quartz, in the workplace.
