The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. "During the previous decade, the role of spray-on liners within the mining industry was limited to providing a corrosion resistant coating to screen and bolts; however, increasingly, liners are being used as ground support products. Expanding use and testing of liners have demonstrated their ground support function, yet the definitive support mechanism is still under debate. The most promising theory is the retain/hold/reinforcement concept (Kaiser et al.,1992). This conceptual theory has been the basis for the recent underground trials at INCO where, specifically, shotcrete and MIROC Mineguard were tested in two trials to further define limitations and applications of each liner.In a cursory overview, shotcrete is becoming accepted as a support product, while Mineguard is only slowly gaining acceptance.This discrepancy is the result of the corresponding life-spans within the industry, whereby shotcrete has had wide-spread use for decades, yet Mineguard has only recently been introduced. Currently at INCO, shotcrete is primarily used: to provide support in poor ground conditions, to add stability when developing through backfill, and to provide damage control in seismically active mines. It is also used to protect production headings and secondary-blasting chambers from fly-rock damage during blasting. Despite an obvious support function of the liner, shotcrete has always been used in addition to bolts and screen. Comparatively, Mineguard is still in the testing stage, where the greatest potential is increased productivity for applications in multi-tasking development headings. In this scenario, Mineguard provides instant support to replace screen, and bolts temporarily. When the heading has advanced, the drill and support crews work in tandem, drilling off the next round and installing bolts for long-term radial support, respectively. Other potential applications of Mineguard are within production headings to replace screen in the back, and screen and bolts in walls. The potential for both liners to replace conventional support is clearly war-ranted, such that defining the support role was the primary goal of the two underground trials."

ABSTRACT Electricity production by the Electricity Supply Commission of South Africa (Eskom) is the most important beneficiation process for South African coal. As one of the world’s lowest cost producers, energy-intensive industries such as ferroalloys and aluminium were introduced. However the poor were neglected. The white paper on energy policy (Department of Minerals and Energy, 1998) sought to redress this. Also, chasing economic growth to generate jobs resulted in high electricity demand and interruptions. Lifespan estimates of South African coal reserves based upon peak theory vary widely. Approaching peak, coal production in the future will be more expensive and, thus, contribute to more expensive electricity, which could inhibit industrial development unless South Africans work smarter.

Major interrelated factors to be considered in assessing the impact of air pollution control regulations on coal are: (I) the fuel and fuel-related limitations of such regulations; (2) the rate of adoption and areal scope of the regulations; and (3) the availability of fuels and fuel-burning equipment to meet the requirements. A growing number of regulations contain provisions limiting the emissions of sulfur oxides or the sulfur content of fuels or both. With few exceptions, these limitations have not yet become fully effective in those areas which have already adopted regulations, and pertinent details of future regulations or legislation for most other areas are unknown at this time. Sufficient information is not avail- able to determine the availability of low-sulfur fuels at various demand and price levels, and large-scale commercial feasibility of sulfur-oxides removal processes and equipment is believed to be some years away. Accordingly, with the many uncertainties and unknowns, it is possible at best to make only a rough assessment of the impact of such regulations or legislation on coal.

ABSTRACT: As part of an overall study of properties and processes influencing consolidation of oil sands fine tailings resulting from different extraction processes, self-weight consolidation tests were per-formed. Fourteen 2 m and 1 m high standpipe tests were instrumented to monitor the rate and magnitude of consolidation of seven fine tailings materials. Tests provided valuable information about the variation of consolidation related to differences in fine tailings material properties that result from a change in bitu-men extraction process (caustic versus non-caustic). In addition, the effect of adding a coagulant to caustic fine tailings was measured. Test results are presented and discussed in terms of consolidation rate long-term volume decrease, compressibility, and downward drainage. Non-caustic fine tailings had fasterinitial consolidation, which is important in tailings ponds for reducing storage capacity and returning decant water at a faster rate to the extraction plant. Similar results were obtained for caustic fine tailings with a coagulant addition. However, long-term settlement of the different fine tailings appears to con-verge to a similar value over time because it is then governed by effective stress.

(Cleveland Meeting, October, 1912.) THE structure of iron and steel, though the object of so much study and research for the past 25 years, is by no means thoroughly understood. In the first place, we have three or more distinct iron-carbon thermal diagrams, each with its own supporters, and each representing a theory of the structure and constitution of cast-iron. In the second place, by reason of the fact that austenite, the solid solution of carbon in iron, decomposes in the solid state into ferrite, or pure iron, and cementite (Fe3C), and that quenching from above this transition-range, no matter how rapid, cannot entirely prevent the change and thus preserve the austenite by itself at ordinary temperatures, it happens that under the microscope we find, in addition to the ferrite, Fe3C, and austenite, which the thermal diagram of steel requires, it series of transition-products with distinctive structures, to which have ,been given the names martensite, troostite, sorbite, etc. Now these transition-products, in addition to the solid solution, austenite, have been the source of much controversy, at times very bitter. One side would insist that, say, troostite was an entity, which the other side would deny, pointing out that it must be a transition-mixture, with a particular structure. That austenite was a solid solution of carbon in iron has been denied by one school ; we have been told that Fe24C dissolved both Fe3C and Fe, and thus gave rise to a whole series of quenching-products-all this in spite of the fact that no matter how the thermal diagrams differ in regard to cast-iron, they all agree in regard to the solid solution, austenite, for Fe24C finds no place on the diagram. One of the most important processing engineering tools for designing mineral processing facilities is linear circuit analysis. This technique, originally conceived and developed by Meloy, Williams, and Fuerstenau nearly four decades ago, provides fundamental insights regarding how unit operations interact and respond when arranged in multi-stage processing circuits. Researchers have successfully utilized this tool to improve the operating performance of industrial processing circuits incorporating coal spirals, magnetic separators, mineral spirals, and eddy current separators. More recently, advanced versions of this tool have also been developed to provide a standardized framework for circuit mass balance calculations, to output exact analytical solutions to mass yield and value-based efficiency expressions, and to estimate uncertainty propagation in separation circuits. This article reviews the historical development of linear circuit analysis, describes how the technique has evolved to address more complex circuit design problems, and presents industrial case studies that highlight the importance of this process engineering tool.

This paper , which describes the mining methods and practices at the Hayden Creek lead mine of St. Joseph Lead Co. in southeast Missouri , is one of a series being prepared by the Bureau of Mines on mining methods , practices , and costs in various mining districts of the United States . The Hayden Creek mine is in the W 1/2 sec . 7 , T. 36 N. , R. 4 E. , St. Francois County , Mo. , about 1 mile southwest of the town of Frankclay ( fig . 1) . The mine is on the west edge of the mining district known as the Lead Belt . However , neither the ore body nor the underground workings are connected with those of any other mine in the district . In contrast with most operations in the district , underground haulage is entirely trackless , and nearly complete delineation of the large , well -defined ore body by drilling permitted comprehensive planning of development and mining in advance of shaft sinking . The ore differs in character and occurrence from that of the main ore deposits in the Lead Belt in that the lead mineral , galena , occurs in the dolomitic matrix enclosing granite boulders instead of in dolomite limestone .

Advanced high-strength steels (AHSS) are sophisticated materials being developed by the steel industry to mitigate challenges related to the performance of motor vehicles. To meet the requirements of AHSS, the ferromanganese alloys (FeMn) utilized in the production of the steel are required to contain acceptable levels of unwanted impurities, i.e. P, S, N, H, and C. The focus of the current study was to investigate dephosphorization of ferromanganese to produce a low-P alloy that could be effectively utilized in the production of AHSS. The study involved conducting laboratory-scale testwork to study the efficiency of CaO-based slag systems to dephosphorize FeMn alloys. The addition of Na2O, CaF2, and BaO to MnO-CaO-SiO2 slag was considered. The test work was carried out in a 25 kW induction furnace at temperatures of 1350°C, 1400°C, and 1450°C. The P partition coefficient (Lp) remained small at <1, which is an indication that dephosphorization had not been achieved. The baseline slag, comprising 40%CaO-40%SiO2-20%MnO, reported higher Lp values. Addition of Na2O and CaF2 did not show any further benefit. Substituting half of the CaO by BaO, resulted in similar Lp values to those of the baseline slag under conditions of 1350°C and 1450°C at 30 minutes. In summary, based on the Lp values obtained, the conditions investigated with the CaO-based slags appeared to have been unfavourable for dephosphorization of FeMn alloys, as most of this impurity element remained in the alloy.

Ores from a single deposit may exhibit extensive variability in their mineralogy and texture. The ability to quantify this variability and link it to mineral processing performance is one of the primary goals of process mineralogy. This study focuses on the effect of alteration in three platinum group element ore samples from the Great Dyke in Zimbabwe – two of which were more pristine compared to the third, which was locally classified as ‘oxidized’ ore. These ores are known to be characterized by varying degrees of alteration, resulting in numerous challenges in flotation and affecting both grade and recovery. Alteration, by near-surface oxidation, of the valuable base metal sulphides and platinum group minerals resulted in lower flotation recoveries of Cu, Ni, Pt, and Pd. Evidence of incipient oxidation was more readily observed in the base metal sulphide assemblage than the platinum group mineral assemblage, even though the loss in recovery (because of oxidation) was most significant for Pd. Alteration through hydration resulted in a significant increase in mass pull and dilution of concentrate grade through the inadvertent recovery of naturally floating gangue comprising composite orthopyroxene and talc particles. In this study, the amount of naturally floating gangue was more strongly correlated with the talc grain size distribution than the grade of talc in the flotation feed. The oxidation and hydration alteration reactions are not necessarily mutually exclusive, although one may be more dominant than the other, giving rise to ore variability.

South African coal discards derived from feed coal for thermoprocesses pose human health and environmental problems and incur high disposal costs. These issues need to be resolved. Coal fines and a coal fines/ K2CO3 blend were combusted at 700°C in a laboratory rotary kiln to produce ashes containing metakaolinite (Al2O3.2SiO2) and illite/muscovite/orthoclase amorphous materials. The blend ash and coal fines ash, containing 18% K2O and <1% K2O respectively, were leached with water and with 1 M and 8 M NaOH at 80°C for 4 hours using a solid to liquid ratio of 1:5. The 8 M NaOH leach yielded 17% sodalite (Na8Si6Al6O24(OH)2) formation through SiO32-, Al(OH)4-, and Na+ precipitation in the leached ashes. The 1 M NaOH leach yielded no sodalite. X-ray fluorescence analysis of the original ashes and leached ashes showed low Al and Si dissolution efficiencies due to the sodalite formation. Sequential NaOH leaching resulted in the highest potassium dissolution efficiency of 89% for the ashes of fines/K2CO3 blend and 59% for the fines. It may be possible to increase the ash-derived zeolite concentration by using even higher NaOH concentrations (12–20 M NaOH) during leaching. Sodalite derived from coal ash could possibly be utilized for water purification in industrial applications, or as molecule separators. The potassium-containing liquid could be used in fertilizer manufacture.

Electroslag remelting (ESR) today and into the future, will still be the main process for producing high-quality ingots by suppressing segregation, not just refining chemical composition from impurities. This paper analyses state-of-the-art electroslag refining with a focus on ESR with consumable electrodes, and recent technology with liquid metal supply (ESR LM) in view of their refining abilities and development trends, taking into consideration that the size of the ingots required by industry continues to grow, and the composition of new materials sophisticates to withstand increasingly higher mechanical and temperature loads . The yield of suitable metal in large ingots produced by conventional casting is low due to problems of element segregation by height and crosssection. For example, conventional ingots for nuclear powerplant rotors today reach nearly 700 t in weight. Attempts to directly replace such giant ingots with big-diameter ESR ingots weighing approximately 400 t were also unsuccessful because of growing segregation. Modern ESR equipment and technologies produce 200–250 t of ingots of satisfactory quality, reaching 2.5 m in diameter, implementing the change of consumable electrodes during remelting to increase ingot length. Another way to mitigate segregation is to enlarge the smaller diameter ESR ingot by a 500– 800 mm coaxial layer to the desirable diameter by ESR in the current-supplying mould (CSM). Modelling and experiments prove that refining from impurities and non-metallic inclusions at ESR most effectively occurs at the slag bath and liquid metal pool interface because the ESR LM has provided the same desulfurisation. ESR’s special refining capabilities in CSM come from the much longer time of LM residence shown at titanium purification from hard-melting nitride inclusions that are unremovable in vacuum arc remelting (VAR) and electron beam melting (EBM). Implementation of ESR technologies in CSM, especially with LM supply, is prospective to produce heavy enlarged and hollow forging ingots with prevented development of segregation due to dividing cross-section and reducing overheat of solidifying metal.

One of the key aspects to develop sustainable metallurgical production is to ensure that the predictive power of thermodynamic tools is brought up to a new level of accuracy and reliability. Exploring new polymetallic processes, integrating primary and recycled materials, means utilising the uncharted areas within the Cu-Pb-Zn-Fe-Ca-Al-Mg-Si-O (major) – Cr-Na (slagging) – As-Sn-Sb- Bi-Ag-Au-Ni-Co (minor) slag-solids-metal-matte-speiss-sulfate system. This requires extensive integrated experimental and thermodynamic modelling study, which is underway at PyroSearch at the University of Queensland (UQ).

"An overview of various physical and interfacial characterization methods for use in mineral processing is presented in this paper. The availability of a large number of characterization techniques and commercial instruments requires that the reliability and limitation of each be carefully examined. The choice of a method may depend upon the manner in which the information is to be used, for example in development of new processes, plant and process design, plant control, problem solving, etc. IntroductionThe behavior of particulate systems, in mineral processing and other applications, is primarily affected by the physical characteristics (size, shape, surface area, pore structure) of the particles and the nature of the different solid-fluid interfaces present. Mineral processing operations in general are either designed to modify and/or control physical and interfacial properties (grinding, classification, agglomeration, etc.) or are strongly influenced by them (flotation, flocculation, solid/liquid separation, etc.). Characterization of physical and interfacial properties should be an integral part of the development of new processes, plant and process design, and routine plant operation.Our purpose in preparing this article has been to present an overview of the current status of characterization, to point out areas of weakness, and to discuss the reliability and limitations of the various techniques, procedures, and instrumentation available. For more detailed discussion of methods, etc., the reader is referred to standard references.Sampling particulate solids.Sampling is a critical factor in any procedure for characterizing particulate materials — the reliability of characterization data is ultimately limited by the extent to which the sample used was truly represen¬tative of the population from which it was taken.Sampling from particulate solids involves two basic problems: (1) the selection of a random', unbiased sample and (2) choice of the appropriate sample size.The problem of sample selection involves the design of a sample collection procedure that ensures that every kind of particle in the population has the proper chance of being included in the sample without bias. Specific procedures such as the well-known cone-and-quarter technique have been developed and are discussed at length in the literature on particle characterization (Allen, 1981: Herdan, 1960: Gy, 1982)."

Oil shales differ from coals in that they contain less carbonaceous material, convertible to volatile hydrocarbons, and more inorganic rock. In all pre-commercial oil shale development, involving extensive full scale mining operations, there have been no explosions. However, large scale mine tests with oil shale dusts by the Bureau of fines showed that propagating explosions could be induced under certain circumstances. Laboratory tests were conducted on a broad spectrum of oil shale dusts to define chemical properties and to seek correlations with subsequently determined fire and explosivity properties. These latter properties, indicative of safety hazards, increased as the Fischer assay oil yield of the dusts increased and as particle size decreased. Laboratory data were used to relate fire and explosivity properties of oil shales to those of coals and other carbonaceous materials and to assist in the identification and evaluation of potential hazardous situations which may be encountered in oil shale mining and processing.

During 1981 the Florida phosphate industry produced more than 43 million metric tons of phosphate rock - about one-third of the entire world production and also generated nearly an equal amount of waste clay and waste clay-sized product that requires dewatering and disposal. The material balance of solids and water for a typical Florida phosphate mining operation is shown in Figure 1. Historically, the industry has impounded clay waste (about 60% below ground and 40% above ground) in earthen dams, often as large as 800 acres and occasionally greater than 60 ft. high. The dams have served the triple purpose of: 1. Dewatering initial 3% solid waste clay for process water re-use. 2. A reservoir system to minimize water discharge from the mining area and to capture and store rainwater thus minimizing deep well pumping requirements. 3. The ultimate densification and storage of waste clay.

The Salt Flat field, formerly called the Joe Bruner field, is located northeast of the town of Luling in Caldwell County, Tex. This field, which is a fault structure, approximately parallels and is about 5 miles east of the Old Luling field. The proved area is approximately 1,280 acres, on which 332 producing wells (September, 1930) have been drilled. The majority of the wells are producing from the Edwards limestone at an average total depth of 2,700 feet. A few wells are producing from the Austin chalk or from other formations above the Edwards limestone. The Wilcox formation is exposed, and the fault trace in places is scarcely evident. The strike of the structure is approximately N. 20 to 45° The displacement of the fault is probably 200 to 500 feet. The discovery well was completed in the Austin chalk by the Lutex Oil Co. during April, 1928. In October, 1926, the Sun Oil Co. completed the discovery well in the Edwards pay. This well was an important discovery, as it indicated the potential oil possibilities of the Edwards limestone in echelon fault structures. The discovery led to the development of the third fault field in the Edwards limestone and opened up a large area for future prospecting.

THE carbonizing properties of one medium- and and five low-volatile coals from West Virginia and one high-volatile A and two medium-volatile coals from Pennsylvania were determined by 800° and 900° C. BM-AGA carbonization tests and expansion tests in the sole-heated oven. Plastic properties of the coals and the yields and quality of their cokes and other carbonization products were determined. The low-volatile coals comprised a mine and a coke-plant sample of Pocahontas No. 6-bed coal from the. Black Eagle No. 1 mine, Wyoming County, W. Va.; a mine sample of Pocahontas No. 6 bed from the Louisville mine, Mercer County, W. Va. ; Davy Sewell bed was sampled at the Twin Branch mine, McDowell County, W. Va.; and Fire Creek bed was sampled at the Dunedin No. 1 mine, Raleigh County, W. Va. The medium-volatile coals were from the Fire Creek bed, Laurel Creek mine, Greenbrier County, W. Va.; Lower Kittanning bed, Springfield No. 4 mine, Cambria County, Pa.; and Upper Kittanning bed, Springfield No. 6 mine, Clearfield County, Pa. The high-volatile A coal represented the Upper and Lower Freeport beds, Kent Nos. 1 and 2 mines, Indiana County, Pa. In addition to the coals listed, high-volatile A coal from the Pittsburgh bed, Warden mine, Allegheny County, Pa., a standard blending coal, was used in blends in this investigation.

According to Lindgren , the economic importance of pegmatites stems from the fact that they represent the principal natural storehouse of two classes of mineral products : (1 ) common minerals in exceptional size and purity and ( 2 ) several of the rarest minerals , which are not commercially available from other types of deposits . Most pegmatites can be described simply as coarse- to very coarsegrained granites . Pegmatite includes coarse -textured igneous rocks of any composition , such as syenitic , alkali syenitic , dioritic , or gabbroitic ; but basic pegmatites are far less common than those that are associated with acid rocks and correspond approximately to the mineral composition of ordinary granite . Moreover , only a very few basic pegmatites can be considered as economic sources of useful minerals . Whereas , in ordinary granitic rocks the individual minerals usually measure 1/8 to 1/4 inch across , in pegmatites they are characteristically over 1 inch and often more than 12 inches in diameter . Although some of the constituents of the pegmatite may be only a fraction of an inch in length , single crystals more than 10 feet long are by no means unusual , and some crystals are enormous . A whole quarry was operated in the Urals within a single crystal of feldspar . Huge quartz crystals are quite common although usually imperfect . Muscovite plates 10 feet in diameter have been mined in India , and the Purdy mica mine in Canada contained a mica crystal measuring 6.5 by 9.5 feet and weighing nearly 7 tons , which supplied more than $20,000 worth of trimmed mica sheet . A loglike crystal of spodumene in the Etta mine in the Black Hills of South Dakota was 42 feet long . Giant crystals of beryl weighing several tons apiece have been mined from several properties . Because so many rare minerals are found in substantial concentration only in pegmatites , it is a common fallacy to suppose that pegmatites are always enriched in rare elements . Traces of most of these elements , of course , are found in almost all igneous rocks , and they reappear in the sediments derived from igneous rocks . It does not follow , however , that all or even most pegmatites contain higher percentages of rare elements than other granitic rocks . Geological evidence points to the probability that notable concentrations of rarer minerals or elements in pegmatites are more or less fortuituous , such additions often being ascribed to events subsequent to the original emplacement of the main body of the pegmatite . Most pegmatites consist principally of potash , feldspar , and quartz . Even mica , although commonly present , is not an essential constituent . Probably
