Efficient ventilation of metal mines consists in having such complete control of air currents that there is always supplied at placcs where men work sufficient moving air to allow working at maximum capacity without injury to health; and in case of underground fire or of surface fire in the vicinity of mine openings, underground air currents may be quickly reversed if desired, or air may be sent into or excluded from any region and fire fumes confined to only part of the mine workings, instead of penetrating practically the entire mine. Health and safety of workers in mines as well as proper safeguarding and operating efficiency of mining properties are so intimately associated with proper ventilation of mines (both coal and metal) that they are inseparable, yet ventilation is only too frequently neglected, especial1y in metal mines. The metalliferous operator, generally not confronted with inflammable gas or explosive dust which so frequently force ventilation of coal mines, usually disregards air supply altogether except such as may be obtained from compressed air; and generally, even when attention is given to metal-mine ventilation, the air currents rarely are found where they are needed, namely, the working places, especially the working faces. After several years' study of miners' consumption, the writer is convinced that long continued breathing of air impregnated with large quantities of any kind of finely divided dust, such as is found in a large number of the working places of our mines, will ultimately produce some respiratory disease, whether it be asthma, bronchitis, or phthisis; and the progress of these diseases is hastened if there are also present high temperatures, high humidities, or harmful gases or if there is present (and allowed to remain to be breathed) large quantities of the finely divided dust when air temperatures are low, hence favorable to maximum performance of work with accompanied maximum breathing into the respiratory passages of the harmful material. THE study of anisotropy in metals has been greatly stimulated in recent years by the rapid development of X-ray methods for determining the crystallographic relationships of wrought and annealed materials. Prior to this time the knowledge regarding the directional properties of commercial alloys consisted almost exclusively of observations of a practical nature made during the fabrication of metal objects, supplemented by a limited number of mechanical tests on specimens cut at various angles to the direction of working. Such observations clearly indicate that the common methods of cold-working metals cause both a crystallographic and a mechanical fibering varying in character and degree according to the nature and extent of the deforming process. Even after annealing, following certain not too well known combinations of reductions and anneals, a preferred orientation may exist, thereby constituting a residual fiber effect sufficiently pronounced to manifest directional properties. With the application of the X-ray the experimental horizon was extended chiefly because the study of anisotropic metals promised to offer direct and quantitative evidence regarding the involved mechanism of fragmentation and plastic flow. As a natural consequence the intensive studies in this direction have yielded a vast accumulation of data of ultimate potential value. Unfortunately, however, as is commonly the case in entering a virgin field of experimentation, many of the data cannot be molded into complete and coherent form because of the many unrelated conditions of the experimental projects. Again, the results of the study of single crystals have been rather naturally but at times indiscriminately applied to polycrystalline metals. Furthermore, sweeping statements have been made regarding the behavior during working and annealing of metals and alloys, entirely on the basis of similarity in lattice arrangement. There is abundant reason for believing that relatively small concentration variables, differences, in magnitude and distribution of applied stresses, and the character of associated annealing treatments may in some cases greatly influence the mechanics of flow and consequently largely determine the final structural characteristics of the metal.

This study examined the potential of mixing rotary kiln fines (RK fines), a waste product generated when limestone is converted to lime (CaO), with acid producing mine waste to provide 1) short-term mitigation by neutralizing acid produced by iron sulfide oxidation and 2) long-term mitigation by facilitating the passivation of iron sulfide mineral surfaces. Five loadings of RK fines were mixed with 75 g of Duluth Complex rock to produce neutralization potential (NP) added: acid potential (AP) quotients of 0,0.11,0.22,0.66 and 1.1. The mixtures were subjected to wet-dry cycling laboratory testing for 585 weeks. The rock alone produced acidic drainage, with pH decreasing below 4 after about 20 weeks of reaction and ultimately reaching the approximate range of 3.3 to 3.5; sulfate release did not decrease over time. The RK fines elevated pH and inhibited sulfate release for time periods which increased with the mass of RK fines present. The pH of drainage from the 0.11 quotient (NP added1AP) loading decreased below 6.0 after 75 weeks of dissolution and decreased to 3.6 after 117 weeks, at which time the reactor was terminated. The duplicate 0.22 quotient loadings of RK fines decreased below 6.0 after 95 and 170 weeks. The former was terminated after 117 weeks, and the latter reached a minimum pH of 2.8 after 512 weeks. Drainage pH from the 0.66 quotient decreased below 6 after 581 weeks. For the drainages which acidified, the cumulative calcium release prior to pH decreasing below 6.0 was 92 to 103 percent of that initially present as calcium carbonateloxide in the RK fines. The pH of drainage from the 1.1 quotient typically remained above 8.0 throughout the period of record. Sulfate concentrations in the drainages decreased while the neutralizing fraction of the RK fines was present, but increased after this fraction was depleted.

"Abstract- The Century mine in northwest Queensland,Australia, is a major sediment-hosted zinclead- silver orebody, located within the western Mount Isa Basin. Stratiform, carbonaceous shalehosted mineralization is developed within Proterozoic shale and siltstone sequences of the Lawn Hill Formation. CRA Exploration Pty Ltd (CRAE) discovered the Century deposit in 1990 and open pit mine development commenced in 1998 under the ownership of Pasminco Century Mine Limited (PCML). The deposit contains an identified mineral resource of 105 Mt @ 12.1% Zn + 1.7% Pb + 46 g/t Ag (Broadbent and Waltho, 1998) which is currently being mined at a rate of 5 Mt/y.In December 1998, an exothermic reaction was observed between explosives spilt onto shale drill cuttings from a blasthole. This reaction is referred to as ‘reactive ground’ and has the potential to cause premature detonation of explosives in a charged blasthole with catastrophic consequences. The incident led to a subsequent geological and geochemical assessment of the different rock types at the Century deposit and their potential reactivity with ammonium nitrate-based (AN) explosive products. This assessment was conducted in an attempt to characterize zones safe for blasting with uninhibited AN-based explosive products. A direct result of this study is a set of procedures outlining the use of different AN-based explosives in areas defined as potentially reactive or non-reactive for the different lithologies present. Black shales contained in both the waste and mineralized sequences contain the sulfide mineral pyrite (FeS2), which is thermodynamically unstable with AN contained in commonly used explosives. The potential reactivity of partially weathered pyrite can ultimately result in the decomposition of an AN-based explosive. It was determined that only pyritic black shales showed any potential to react with AN, irrespective of their position in the stratigraphic sequence. Other lithologies present at Century, including Proterozoic sandstone and Cambrian limestone, are classified as non-reactive with AN. This is a geological risk management situation present at the Century mine."

"The objective of this expert system application in a copper-zinc concentrator, is to increase the availability of assay data through substitution for erroneous data. The assay data is used by the Operations personnel and automatic process control strategies to control flotation circuit performance. Two online X-ray fluorescence analysis systems analyze 24 streams across four divisions to provide the required data. Data availability of individual streams average 90% while the resulting circuit availabilities are 70%. The unavailability of correct data results from mechanical, X-ray or process problems. The erroneous data can be identified by process experts using knowledge relating stream interdependencies and historical process behaviour. An expert system was devised to provide real time identification of erroneous data and substitute for that data with the ultimate aim of improving metallurgical response by both the operator and automatic control systems.The paper discusses the early development work and architecture of the knowledge base designed using Neuron Data's expert shell NEXPERT.INTRODUCTIONThis paper describes the early development of an expert system (ES) prototype at the Kidd Creek concentrator. The project is a joint undertaking of the Kidd Creek Division of Falconbridge Limited and CANMET. Kidd Creek entered into the project to apply heuristic rules to the XRF assay data to improve the metallurgical control of the flotation process by increasing availability of analysis data. This project provided a problem of suitable size and future expandability while making use of a wide base of in-house expertise and experience. Another important benefit is the introduction of expert system technology to the site providing tools and experience for future system selection and technology application. CANMET has an on-going interest in assessing various aspects of ES technology (hardware, software, knowledge engineering, integration) while addressing problems in process operations that could most readily benefit from the technique. CANMET's role in the project was to provide project assistance, financial support, substitution algorithm assistance and software for data substitution. The knowledge bases (rules) have now been completed and are to be tested in the online environment."

THE emphasis in some political quarters on hemispheric unity and defense indicates Latin American mineral resources should be more extensively developed. However, United States mining companies have, in many instances, been discouraged by the laws of southern neighbors. At the same time, some of the countries have liberalized their mining laws in an effort to attract investments from the United States. The resultant confusion has been detrimental to all concerned. Ownership of Mineral Deposits Examination of the mining codes of Latin American countries shows that, without exception, governments reserve the right of direct ownership of all mineral resources. Ownership can be divided between the Feredal Government and the states or among the Federal Government, the states, and private individuals. However, in the majority of the nations constitutional authority vests all mineral rights solely in the Federal Government. Mexico is the only country that has expressed Federal ownership as imprescriptible; the other republics have not defined the exact significance of government ownership. The implication derived from the general economic and political climate is that all mineral resources are ultimately to be regarded as a national heritage. Whether a concession granted to an individual or corporation carries any right of private property is shaded with a variety of meanings. The exceptions at one extreme are Argentina and Bolivia, whose laws state explicitly that a concession granted to a juridical person is an act of the state, and the land becomes the private property of the individual, and the concessions constitute real property. However, in Mexico mining concessions or grants do not create rights of fee-simple ownership. The concession only conveys the exclusive right to explore, develop, and work the deposits. The mining property remains the property of the state. In some instances exploitation concessions represent a compromise between private and government ownership. In Honduras the period granted to a mining enterprise is fixed at 90 years. At the end of that time, the enterprise and all installations revert to the state without compensation.

Mining by hydraulic process of the important gold-bearing gravels of the Sacramento Valley in the basins of the Yuba, Bear and American rivers began in 1853, and continued at an ever-increasing rate for 30 years. In its most active days it reached an annual production of $15,000,000, and averaged $10,000,000 per year over the 30 years. During that period no provisions were made to prevent the debris from being discharged into the water courses, and ultimately large quantities of silt, sand and gravel were washed down to the lower valleys; filling channels, causing overflow of agricultural lands and difficulty in maintaining navigable depths in the Sacramento River. Agitation and suits filed because of these damages finally resulted in the injunction decision of Judge L. B. Sawyer,' in the U.S. Circuit Court, Jan. 23, 1884, which closed down practically all hydraulic mining operations not having means to restrain their debris. In 1893 (approved March 1, 1893), Congress passed the act introduced by Representative Anthony Caminetti, of California, creating the California Debris Commission, composed of three officers assigned from the Engineer Corps of the U.S. Army, and since that time it has been legal and possible within the drainage systems of Sacramento and San Joaquin rivers to conduct hydraulic mining of gold-bearing gravels behind dams built under this commission's permit and supervision. In the watersheds of the Trinity and Klamath rivers, which flow directly to the Pacific Ocean and do not affect navigation or agriculture, operating permits from the California Debris Commission are not required. There is a measure of restriction there, however, through what is known as the Trinity and Klamath River Fish and Game District. Chap. 215, Stat. 1931, in order to secure relatively clear water for the fishing season, provides that between July 15 and October 15 each year there must not be discharged into these rivers debris that will cause a turbidity greater than a content of 50 parts per million in the

Eight years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Cæaur d'A1ene district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8- by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Cæmur d'A1enes. Quebec Cartier Mining Co. operates a low-grade iron ore deposit at Lac Jeannine, Que., which is located at the extreme southwestern end of the Quebec-Labrador Trough (Fig. 1). The facilities there include one of the world's largest concentrators, a hydroelectric plant of 60,000 hp, and the modern town of Gagnon. A 191-mile railway connects the mine to the seaport situated at Port Cartier on the St. Lawrence River. The harbor in Port Cartier can accommodate both lake and large ocean- going vessels and is also the site of a major grain terminal. The concentrator in Lac Jeannine is designed to produce some 8 million tpy (tons per year) of specular hematite concentrate, containing 66% Fe, from approximately 20 million tons of crude ore. An annual stripping program of 5 to 8 million cu yd of waste rock uncovers the required ore. Approximately 100,000 tons of ore and waste are removed daily on a year-round, 24-hr-per-day basis. The open pit covers an area with maximum dimensions of 8,000 x 2,600 ft (Fig. 2). Present mining plans call for an ultimate depth of approximately 1,000 ft below original ground level. The rocks in the pit area are typical of this portion of the Grenville geological province. They consist largely of marble, quartz rock, pegmatite, iron formation, and stratigraphically older gneisses. The iron-ore formation consists of medium to coarse-grained specular hematite in a quartz host rock. The formation occurs locally in a plunging, anticlinal form. The topography in the vicinity of the mine is rolling, with maximum variations in elevation of about 400 ft. The hills are thickly wooded with birch, black spruce, and some tamarack. Lakes and muskeg areas are plentiful. Precipitation and temperature records have been kept since 1959. The annual rainfall has ranged between a low of 23 in. and a high of 42 in.

In laying out a new mine, provision should be made for the ultimate recovery of as much coal in any given bed as is consistent with safety and economic mining. Though each mining district, if not each individual mine, has problems that make the adoption of any hard and fast rule impossible, certain basic principles are adapted to practically all conditions. One of the most vital is the provision for barrier pillars of ample dimensions to protect all haulage and permanent airways during the life of the property. Where conditions permit, room or butt entries should be driven on the strike or slightly to the rise, and rooms turned at right angles to these entries. The width of rooms and room pillars is governed by conditions prevailing in the mines under consideration. A safe rule is: In advancing, extract not more than 25 to 35 per cent. of the entire seam; in exceptionally thick seams, considerably less than 25 per cent. should be taken. Rooms usually vary in length from 250 to 350 ft. (76 to 106 m.) with a barrier pillar of not less than 80 ft. between the last crosscut. in rooms and the back entry of the level above. All entries, rooms, and entry-and-room crosscuts should be driven .on sights and room crosscuts should be driven at, right angles to the direction of the rooms. In mines under excessively heavy cover or where roof conditions are bad, rooms should be driven narrow and a barrier pillar left at every fifth to tenth room. This barrier should be of such dimensions that one or more rooms, with pillars of usual dimensions, may be turned through it when the barrier is no longer required. Two of the advantages of such a barrier are the protection of the panel against peaking of roof load during pillar extraction and the easy closing of the entry in case of fire. Where economic conditions permit, it is preferable to follow the retreating panel system of mining. THE die pressing of brass may be described as a method of producing irregularly shaped parts of brass and other copper alloys by hot deformation in a die under pressure. Die pressing of brass was first developed as an improvement on sand castings in order to obtain irregularly shaped articles of brass with superior surfaces, a closer tolerance in dimensions, a denser structure, freedom from porosity and elimination of the relatively large amount of scrap invariably attached to sand castings. The freedom from sandy surfaces with consequent greater tool life in machining operations was also recognized as well as elimination of losses due to the uncovering of blowholes in machining operations. Die pressing also gave alloys of superior strength. Die pressings today are made from extruded rod or shapes, according to design of the part to be made. The greater number of pressings are made from round rod, because of its relatively lower cost and ease of handling. The rod is first sheared or sawed into desired lengths, the diameter of rod used and length of "slug" or "rivet" depending upon ultimate weight and shape of the die-pressed part to be made and design of die. The dimensions of the slug are figured so as to give the, minimum amount of scrap to be sheared from the pressing as it comes from the-die. Extruded shapes having I, T or X sections are often used when the finished part is to have a similar shape or heavy sections are joined by relatively light sections of considerable length. A rod bent in the shape of a U is also used on occasion, for similar reasons. Proper shearing of the slugs is of considerable importance. The sheared ends of the slugs should be as flat and straight as possible. Improperly sheared ends having an angle to the axis of the bar or a rough, uneven surface are liable to give folds or laps in the finished pressing and proportionately high rejections. The property of shearing varies considerably with different alloys and should be considered in the selection of a material for a given part. THE Federal Coal Mine Safety Act (Public Law 552, 82nd Congress) was approved on July 16, 1952. It incorporates, as Title I, the Coal Mine Inspection and Investigation Act of May 7, 1941 (Public Law 49, 77th Congress), which gave Federal inspectors only the right to enter coal mines for inspection and investigation purposes but no power to require compliance with their recommendations. Title II contains the enforcement provisions of the act; its purpose is to prevent major disasters in coal mines from explosions, fires, inundations, and man-trip or man-hoist accidents. At this point a brief account of events that pre- ceded the enactment of the Federal Coal Mine Safety Act seems appropriate. The hazardous nature of coal mining was recognized by the Federal Government as long ago as 1865, when a bill to create a Federal Mining Bureau was introduced in Congress. Little was done, however, until a series of appalling coal- mine disasters during the first decade of this century provoked a demand for Federal action. As a result an act of Congress established a Bureau of Mines in the Department of the Interior on July 1, 1910. The act made it clear that one of the foremost activities of the Bureau should be to improve health and safety in the mineral industries. One of the first projects selected by the small force of engineers and technicians then employed was to determine the causes of coal-mine explosions and the means to prevent them. By investigations after mine disasters the fundamental causes and means of prevention were soon discovered, and the coal mining industry was informed accordingly. However, despite this knowledge and the enactment of State laws and the Federal Coal Mine Inspection and Investigation Act of 1941, mine disasters continued to occur with disheartening frequency and staggering loss of life. The devastating explosion at the Orient No. 2 mine on December 21, 1951, resulted in the death of 119 men. The Orient disaster rekindled the memory of the Centralia, I11., disaster of March 25, 1947, which caused the death of 111 coal miners. These two tragedies ultimately brought about enactment of the Federal Coal Mine Safety Act.

As the Seminole area, Seminole and Pottawatomie Counties, Okla., appears to be the chief danger zone of overproduction in the United States, it may be of interest to review the production records of the various pools which make up this area; also to dis-cuss the future prospects of these pools, together with the structurally "high" points which may develop into new pools. It is also of interest to appraise the effect of the curtailment program in this general area, which was agreed to in principle by the various Seminole op-erators at a meeting held on May 23 at the offices of W. C. Teagle in New York. There are four large pools in the greater Seminole area. They are, in the order of their importance Seminole City, Bowlegs, Earlsboro, and Searight pools. A glance at the accompanying general map of the area will show their relative situation. The detail maps show the extent and area of these prolific spots. Seminole production comes from the Wilcox sand of Ordovician age, found at a depth of 3900 to 4300 feet. Semninole City Pool:-This pool was discovered in Wilcox sand in July, 1926. By Jan., 1927, there were 123 wells completed, making 146,000 bbl. per day. The field reached its peak of 253,000 bbl. per day the last week of Feb., 1927, with 211 completions and a per well average of 1200 bbl. On July 4 there were 304 wells completed, producing 102,000 bbl., with a per well aver-age of 336 bbl. per day. This pool will cover an area of approximately 3500 acres. It has produced approxi-mately 38,000,000 bbl. to. July 1. Estimates of total ultimate production are around 55,000,000 bbl. or somewhat better than 15,000 bbl. per acre. Some of the individual leases have already yielded 30,000 and 40,000 bbl. to the acre. Bowlegs Pool:-This pool shows 175 drilling wells and 131 completions making 180,000 bbl. per day, with an average per well production of 1380 bbl. It appears that this pool will develop into nearly as large an area as Seminole City. The wells, however, do not give up

"Large structures are generally exposed to dynamic and structural loading. They require usually either foundation connected to hard rock through sockets or driven foundations, which encounter boulders as well.In this regards drilling hard-rock sockets or boulder offshore or onshore can be a challenging job especially when deep foundations are mandatory. To overcome the challenge, specialized equipment like a Pile Top Drilling rig (PBAs) can be used, which have to be correctly set-up and operated in order to get its maximum drilling performance. High performance drilling with PBAs requires maximizing key elements of its operation. The configuration and management of the drill string components are important. The key elements are constant weight on bit which is done by adjusting ballast and managing thrust force; and selection of cutters and proper flowing discharge.The methodology is based on the experience from over 40 years of building and operating PBAs for different project applications. These applications include drilling offshore and onshore for:?Superstructures and buildings?Drilling platforms, barges and jack-ups?Harbours, jetties, dry docks and dolphins?Bridges, piers and causeways?Marine sewerage diffusers?Offshore wind farms?Dam rehabilitationMHWirth documented methodologies demonstrate that by using PBAs properly it is possible to improves performance of underwater drilling for hard-rock sockets and boulders which ultimately reduces project-cost.Background. There is a significant percentage of total project cost in structural foundations. Equipment capabilities and technics to drill shaft with rock-sockets and embedded boulders onshore and offshore are highly developed due to the dramatic equipment advancement and experience in the last 40 years. Formerly, driven piles accounted for the majority of foundations either onshore or offshore, following the experience of previous practice in the market. Nowadays, deep drilled foundations can be constructed to carry the load through the overburden down to the sound load carrying rock or soil.Scope and objectives. The success of a coal-mining venture as relates to operations at the gob or break-line, such as the drawing of pillars or the working of long-faces, depends upon the control of face conditions. The measures required to control the latter are dependent upon the action of the coal seam, roof and floor at and in the vicinity of the faces, but the manner in which these will act is dependent upon the rate of face movement as well as upon the facc characteristics and upon the forces exerted. Yet the merits of a method of working—the practicability of controlling face conditions and the means required for such control when applied to any particular case—are usually judged only upon a consideration of the characteristics of coal seam, roof and floor, and the manner in which they have been observed to act. Practically every coal-mining man knows that face conditions are influenced by the rate of face movement, but few have appreciated that this is as much of a factor in the control of face conditions as are the face characteristics and the forces exerted. Fewer yet have recognized or taken advantage of faster rates of face movement as one of the principal means of establishing control of face conditions or of securing more favorable face conditions. Seemingly inherent difficulties, particularly in the control of roof conditions, but also in the control of conditions of the coal seam and floor, are frequently mitigated or disappear when the rate of movement of the faces is sufficiently increased. The characteristics of the coal seam, roof and floor and the forces exerted upon them do determine the general trend or tendency of face action, but the manner in which the coal seam, roof and floor will act and be aeted upon and the magnitude of the action during the time the site of mining operations remains at any particular point are very largely determined by the rate of movement of the faces. Having had for many years the management of magnetite mines, and having noted the various admixtures, such as jasper, " green rock," actinolite, etc., that occur so frequently in the deposits and make the fine ore so difficult as well as expensive to sort by hand, I studied the different ways of mechanical sorting, but found none eatisfactory—the universal objections being the expense, the small quantity that could be handled per hour, and the low grade of ore produced after all. Feeling that some means would be discovered ultimately for concentrating the small ore, I began at the Michigamme mine, at Michigamme, Lake Superior, Michigan, to separate it from the larger and richer lumps, by placing in all the shaft-houses screens of round iron bars set 1/4-inch apart, on which the skips were dumped as they were hoisted; the coarse ore going into one stock-pile or into cars, and the small ore, from 2 or 3 inches diameter down to powder, going into a special stock-pile, to be treated as soon as some proper means was found to separate the ore from the rock and ether impurities. Careful investigations showed that neither dry nor wet concentration was the right process for us; and I finally studied the magnetic process. Not knowing of any magnetic separator in this country that would handle such large pieces of ore as I wished to treat, I looked abroad and found in Sweden the Wenstrom separator. One of these machines was brought to the United States and tested in New Jersey and other places. (See the papers of Messrs. Cook and Birkinbine, Trans., xvii., 599 and 728.) This original separator, having 15-inch face of drum, I brought to the Michigamme mines, and, no one having confidence in it, placed it in operation at my own expense. This paper is abstracted from the report of the Appraisement Committee of the Independent Oil Producers' Agency, of which the writer was Chairman. The other members of the committee were M. V. McQuigg and R. S. Haseltine. To Thomas Cox, engineer in charge of the investigation, and to his efficient staff of assistants, is due the credit for the detail work necessary in carrying out the plan of the Committee. It treats only of the valuation of the lands, wells, and piping, without going into details of equipment and other features. It was recognized, early in the operation, that the value of oil lands was the value of oil to be extracted, and marketed, less the costs attendant thereon. Referring this back to the costs in cents per barrel, it became obvious that surface improvements, absolutely necessary in the production of oil, from wells then drilled; had no separate and independent value aside from the value of the land, but that any excess equipment, not necessary for the production of oil from present wells, such as drilling tools, well casing, etc., should be given a present condition value. In valuing the properties of the Independent Oil Producers' Agency, the Committee has considered the following facts: 1. That from each property there will ultimately be. produced a certain total quantity of oil. 2. That in the production of that oil a certain total quantity of money will be expended. 3. That a certain total amount of money will be received from the oil. 4. That the total net receipts will be the total gross receipts less the cost of development and production. 5. That the present value of the net receipts must be such an amount that when invested by a purchaser it will be returned with 8 per cent. interest additional during the life of the property.

The behavior of steel after overstrain and at moderate temperatures is fairly well known. It has been made the subject of much investigation, and our knowledge is clear and definite on many points. The ultimate raising of the elastic limit, after moderate overstrain, and the consequent lowering of the ductility, seem to be well established. It is also well understood that the immediate effect of overstrain is to lower the elastic limit, possibly to zero, but that if not interfered with, this limit will subsequently rise higher than before. The " tests after moderate temperature," reported in this paper, were undertaken to verify the above statements for the particular steel under investigation, and also to determine, if possible, the total time required for complete recovery from this state of overstrain. The behavior of overstrained steel at temperatures at or below 32" F. is not so well known. Tests made by Prof. E. G. Coker, at McGill University,' show that steel, overstrained and subjected to cold, will remain in a state of overstrain for an indefinite period. I am not aware of any other published results of tests along this particular line. The effect of time and temperature on the recovery of steel from overstrain was made in 1902-3 the subject of some investigation in the laboratories of the College of Civil Engineering of Cornell University. A general plan was outlined in connection with the regular courses of instruction in testing of materials; but the press of routine work and the demands of the schedules on the time of the students were so great as to presage long delay in the completion of the work. "The production of salable Rare Earth Element (REE) products necessitates a sequence of chemical separation steps between the mine and market commodities. The effectiveness of the chemical separations that purify REE salts is critical to the success of the producer, as the purity of REE salt products affects their market price. This is due to the fact that impurities in REE salts, even at low levels, can be deleterious to the function and usability of the end product. The purification of REE by removal of low levels of contaminant has been referred to as "product polishing". The technologies commonly in use for product polishing, solvent extraction (SX) and ion exchange (IEX) are challenged by the availability of separation chemistries to separate the contaminant from the desired REE salt. In simple terms, if a product specification is 99.9% purity, the SX or IEX separation reagents need to have at least a 999:1 selectivity ratio. Significant testing has been carried out on the use of solid phase extraction (SPE) columns to extract low-level impurities such as aluminum or zinc from REE product streams. The SPE columns are nano-composite materials that have rapid equilibration kinetics with the solutes being processed by the columns. The SPE matrices have been modified with chelating ion exchange ligands that bind the contaminating ion with great selectivity in residence times of a few seconds. Thus, REE streams with 1 to 2% of contaminating aluminum ions, have been polished to >99.99% purity. In this paper, results are presented on the removal of aluminum impurity from a didymium (neodymium+praseodymium) product stream using SPE technology. The selection of the SPE medium and the process steps to treat the feed solution for aluminum removal and ultimate stripping and recycle of the solid phase extractant are discussed."
