Closure cost estimates may be generated at any stage of a mining operationÆs life; commencing with the initial prefeasibility studies and continuing through to the final decommissioning cost estimates. However, not all mine closure cost estimates are necessarily the same. Cost estimates will vary depending on the purpose for which they are prepared, the organisations requiring or undertaking the estimate and the stage of the mining operation. Different organisations can legitimately arrive at disparate cost estimates for closing the same mine because the organisations have different reasons for requiring the estimates. Another, equally valid, reason for potentially wide variations in cost estimates by different organisations on the same mine site is the different definitions of æclosure costsÆ used by different estimators. This paper considers the different approaches by different organisations including operating companies, government authorities and financial organisations and uses a hypothetical example based on practical experience to illustrate some of these differences in estimation methods.The paper suggest that a more consistent approach to closure cost estimating in the Australian mining industry would assist mining companies, governments, the accounting industry and the broader community to better understand this complex component of mine planning. This work addresses the design challenges and demonstrates the capabilities of a novel water transfer factor measurement apparatus. Several measurement concepts were screened on the basis of their water transfer factor accuracy using Monte-Carlo generated virtual experiments. The most promising measurement concept was assembled and tested to assess its actual measurement accuracy. For these concept validation experiments, the polymer electrolyte membrane fuel cell was simulated by adjusting the water injection rate to corresponding levels. Combining the anode and cathode measurements, the water transfer factor accuracy was typically better than 0.01. Real-time measurements of the water transfer factor on both anode and cathode sides of a polymer electrolyte membrane fuel cell were achieved. The anode and cathode side measurements were in good agreement with each other; however the anode side measurements were generally more reproducible. A parametric study showed that stream humidification plays an important part in the water transfer across the membrane electrode assembly. Finally the water transfer factor along the channel of a 300cm2 co-current fuel cell was obtained by using a series of six 50cm2 sub cells. The results were in good agreement with predictions from a recently proposed model.

Ecstall Mining Limited, a subsidiary of Texasgulf Incorporated, operates the Kidd Creek mine, a 10,000- tpd base metal producer, near Timmins, Ontario. Two different ore types are mined and milled copper-zinc and silver-lead-zinc. At the highly automated Ecstall concentrator, the ores are processed by selective flotation in three individual circuits. One of the most important metallurgical tools for process control is a sample system incorporating continuous onstream X-ray analysis. Recently this system was further automated by adding computer control of reagents for two copper-zinc flotation circuits. The computer programs, utilizing optimum seeking methods and smelter contract terms, have increased copper recovery 0.8% and zinc recovery 1.6%, and reduced reagent costs by 12%. Although not anticipated, copper and zinc concentrate grades were improved modestly as well.

Gums are often used as depressants for talceous gangue minerals in the flotation of nickel and platinum bearing ores. However, the mechanisms of gum adsorption on talc are not clearly established. In this work, adsorption of guar gum at the talc-solution interface is investigated using spectroscopic and allied techniques. Guar gum adsorption on talc is not affected significantly by changes in solution conditions such as pH and ionic strength. Electrokinetic studies showed that guar gum decreased the negative zeta potential of talc but did not reverse the charge. Fluorescence spectroscopy studies conducted to investigate the role of hydrophobic bonding using pyrene and dansyl probes showed no evidence of the formation of hydrophobic domains at talc-aqueous interface. Urea, a hydrogen bond breaker, reduced the adsorption of guar on talc to the same extent as that for guar/alumina system, in which hydrogen bond plays an important role. All of the above results suggest that one of the main driving forces for guar adsorption on talc is hydrogen bonding rather than electrostatic or hydrophobic force.

A review is made of the actual costs of recent foreign mineral exploration programmes in third world countries. Target identification leading to the selection of areas, or macro-targets, must follow a well planned and defined series of steps. Suggestions are made with respect to this inter-active project development work. Potential revenues in the broad sense will always determine the overall economics of exploration but clear objective philosophy, good planning and adequate financing are essential for exploration success. Considerable opportunities exist for making important foreign mineral discoveries and broad selected suggestions are made for the identification of exploration areas in relation to high-grade and precious metal mineralization.

The Mississippi embayment ball clay region, including western Kentucky, western Tennessee, and northwestern Mississippi, accounted for more than 95% of the total U.S. ball clay production during 1985. Other producing states during the year were Texas and Maryland. The U.S. Bureau of Mines reported total domestic production for 1985 of 910,000 short tons. The United States exports approximately 20% of the annual ball clay production. Geologically, the ball clay deposits are sedimentary in origin and occupy the north- eastern flank of the Mississippi embayment. The commercial deposits have been confined to the Claiborne and Wilcox formations within mid to lower Eocene and upper Paleocene age strata. The deposits are lenticular in nature and highly variable in areal extent and thickness. They exhibit very abrupt lateral boundaries and are bounded laterally and vertically by unconsolidated sands, silts, and waste clays.

"6xxx-series Al alloys are the most commonly used alloys in the automotive industry as they have an appropriate balance of strength, corrosion resistance and formability. The main strengthening phase in these alloys is the ß’-Mg2Si precipitates. One opportunity to achieve stronger 6xxx-series Al alloys, without affecting corrosion and formability, is the use of Sc. The main challenge of using Sc in 6xxx-series lies in the heat treatment, which must be designed to allow for a fine precipitation of both Al3Sc and ß’-Mg2Si. In this work, two model alloys are used, an Al-Sc-Zr and an Al-Mg-Si-Cu-Sc-Zr, to explore the impact of the 6xxx-series key elements (Mg, Si and Cu) on the Al3Sc precipitates. Transmission electron microscopy and atom probe tomography are used to investigate the precipitates present in the microstructure after casting. We find that higher Si content results in the formation of dispersoids upon casting. The average composition of these dispersoids is (Al0.8,Si0.2)3 (Sc0.888,Zr0.024,Mg0.08,Cu0.008). A closer look at the solid solution reveals that most of the Sc and Zr is supersaturated after casting even in the presence of Mg, Si and Cu. We discuss the impact of these results on the design of a suitable heat treatment for 6xxx-series alloys with Sc.INTRODUCTION The most common strategy to strengthen aluminum (Al) alloys is by micro-alloying to form a fine distribution of precipitates (Gladman, 1999). Whilst precipitates enhance the strength, this is often done to the detriment of ductility and corrosion performance (Davis, 1999). The 6xxx-series Al alloys are heavily used in the automotive industry as they offer an appropriate balance of strength, ductility and corrosion resistance (W. S. Miller et al., 2000). The strength increment in these alloys comes from the formation of the ß’–Mg2Si and the quaternary Q’ phase (Chakrabarti & Laughlin, 2004; Polmear, St. John, Nie, & Qian, 2017). One opportunity to achieve stronger 6xxx-series alloys, whilst keeping good balance of corrosion resistance and formability, is the use of small additions of scandium (Sc). Sc is one of the most potent strengtheners in Al alloys (Dorin, Ramajayam, Vahid, & Langan, 2018; Røyset & Ryum, 2005). Most of the strengthening benefits from Sc come from the formation of fine Al3Sc dispersoids. The following strengthening mechanisms apply to Sc: 1) Solid solution strengthening, 2) precipitation hardening, 3) inhibiting recrystallization, 4) assisting nucleation of other strengthening phases (Dorin, Ramajayam, Lamb, & Langan, 2017). As compared to other dispersoid phases, Al3Sc dispersoids have good electrochemical compatibility with Al alloys and hence do not affect their corrosion resistance (Cavanaugh, Birbilis, Buchheit, & Bovard, 2007). The coarsening resistance of Al3Sc is often improved by adding zirconium (Zr), as it forms a Zr rich shell around Al3Sc which prevents Sc from moving across the interface."

The mining industry consumes huge water volumes and the waste streams typically contain sulfate, which has caused problems to many operations around the world. Discharge of sulfate to fresh waters is being restricted as the sulfate load increases salinity and causes problems when sulfate is reduced to toxic H2S by natural bacteria. To reduce fresh water consumption, internal water recycling had become a necessity in metallurgical processes. However, the recycling causes accumulation of sulfate and other components in water, causing problems to process performance and increases scaling in piping and equipment. Few technically feasible water treatment processes exist in the market that can be applied to decrease sulfate concentration below gypsum saturation level: biological sulfate reduction, membrane separation, ion exchange, evaporation and chemical precipitation. Some of these technologies are effective for treating wastewater, but there is typically a highly concentrated sulfate fraction left requiring still further treatment. Outotec has developed a sulfate removal solution, Outotec Ettringite process, which allows flexible control of residual sulfate concentration, thereby opening doors for increased water recycle within processes and control of the sulfate in discharged waters. In this article the results and benefits of this novel process along with examples of operating costs are presented.

Many materials including carbides, silicides, phosphides, borides, nitrides, oxides, and metals were studied by the Bureau of Mines as potential fuel cell catalysts for electroreduction of oxygen in a 1[N]H2S04 electrolyte. The objective of this study was to assess the potential of abundant, low-cost materials as substitutes for platinum or to increase the catalytic efficiency of platinum. Several compounds were rejected because of their reaction in the corrosive environment of the oxygen electrode. However, some of the remaining were the most active catalysts. Activity of carbides such as tungsten carbide could be improved by doping with platinum-group metals, by varying stoichiometry, or by sputtering on a layer of platinum. While no catalysts were found with activity as high as platinum, some compounds were shown to be deserving of further investigation.

"The mandate of the 2005 VALMIN Code to provide ‘(all) reliable, thorough, understandable material information required by investors and their advisers when making investment decisions’ requires that due diligence for tenure be full and thorough. Yet a published due diligence would often appear to be simply a list of tenures allegedly held without any commitment as to the standing of the tenure as safe and secure or otherwise.The value of due diligence for tenure, as mandated in the 2012 JORC Code and the 2005 VALMIN Code, must focus on compliance rather than simply on ‘vital statistics’. Enforcement in every jurisdiction in Australia focuses on penalties (some more harsh than others) for non-compliance, which, in turn and most importantly, reflects directly on security of tenure. Some 22 Acts (on average) impinge on security of tenure and fundamentally underpin the security of any mineral asset.This paper will outline regulatory processes to demonstrate how tenure compliance is achieved and argue that the rigorous application of good practices in tenure evaluation will lead to more of this information being made available on a regular basis.The paper will then focus on further practical examples of tenure compliance failures, the application of these to the requirements of the JORC and VALMIN Codes and due diligence that failed to fulfil the mandate. Examples will be given that alerted other professionals using the JORC Code to complex geological and mining situations of which they were unaware in their valuations.Finally, the author will make a personal plea for tenure to be considered at the commencement of any reporting process.CITATION:Evans-Wheeler, J, 2016. "This paper presents the second part of a study of the assessment of rock stress inputs on the performance of various new mining designs at the Ok Tedi large open pit mine in Papua New Guinea. Over the years, four programs of rock stress measurement have been completed at Ok Tedi, each providing different interpretations of the in situ field stresses. Details of three of these programs and interpretations are provided in the precursor to this paper, entitled ‘Rock Stresses at Ok Tedi, Papua New Guinea’ (Lee et al, 2014).This paper explains how the various stress interpretations were utilised in the modelling of the proposed new open pit and underground mining excavations, comparing where possible their expected effects on stability. The modelled performance of three specific mine components have been discussed here as case studies, including: the below-pit drainage tunnel, as the floor of the open pit workings is mined down from 350?m above, to within just 75?m above the crown of the tunnel the stability of the 1000?m high slope of the proposed West Wall cutback the proposed sublevel open stoping extraction sequence in the Gold Coast orebody beneath the East Wall, for which only the likely ‘worst-case’ stress regime was used to assess sequencing and stability issues.The benefits of scheduling the collection of detailed rock stress measurements and other input data from a range of different sources at various stages of the projects are discussed.Alternative in situ stress models have less stability impact on open pit slopes than on underground mine excavations.CITATION:de Bruyn, I A, Baczynski, N R P, Lee, M F, Mills, K W, Mylvaganam, J, and Prado, D A, 2014. Methods of Coal Preparation Fundamentally, the object of coal preparation is to increase, economically, the value of a fuel by making it more suitable to the uses of the consumer. This can be accomplished in three major ways: 1.Screening or sizing 2.-Mixrng or blending 3.-Cleaning By combinations of any or all of these methods we can prepare coal to meet standard specifications-a process of standardization which is the more desirable the more nearly it approaches the unvarying quality of packaged goods, where the package you buy today and tomorrow is the same as that you bought yesterday. It should be noted that it is readily possible to get good cleaning and still have poor preparation because of faulty screening and mixing, and, on the other hand, it is possible to get a passable grade of cleaning, combined with good screening and mixing facilities.

"The Olympic Dam geometallurgy program has generated a large quantity of data that has been used to create a geometallurgically enabled block model. An ongoing challenge is to convert data into usable information and embed geometallurgical practices into resource model development and mine planning to assist with the identification of opportunities to maximise value.This paper will discuss the methods used to disseminate geometallurgical information throughout the planning life cycle including data extraction methods from the geometallurgy acQuire database, and the inclusion of a geometallurgy module in the Olympic Dam Stope Reserves database. The use of geometallurgical information in short-, medium- and long-term mine design and scheduling, including its use in grade descriptor development and stope value assessment tools will also be presented. The refractory materials industry provides the largest commercial market for nonmetallurgical grade bauxite. Refractory grade bauxite is prepared from bauxites having low iron, titania, and alkali content by calcining at temperatures near 1,650° C. Although there are substantial bauxite reserves in the world, premium grade bauxite ores suitable for use in refractory applications are limited to only a few specific sources, primarily in Guyana and the People's Republic of China. Consumption of bauxite for refractory use is closely associated with the production and consumption of primary metals, in particular iron and steel. Barring major disruptions within the principal producer nations, sufficient supplies of refractory bauxite will be available to meet world demand well into the next century, and raw material costs will continue to determine the availability of markets for bauxite-based refractory products.

The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.

PUBLIC debts, and the policies guiding public finance in Canada today, are in such a state that every intelligent citizen should be familiar with them, and should be concerned about them. None of you have robe reminded that taxes have already risen to a point where they both annoy and hurt you, but they should also alarm you; alarm you, not so much because of the taxation, but because of the mounting expenditures represented by that taxation. I have no hesitation, therefore, in presenting a paper dealing with public finance at a meeting of the Mining Institute, since all present are concerned,. both as individuals and as representatives of the industry. Moreover, it is important that engineers, particularly, should become better acquainted with the interlocking relationships of economics, public finance, government, and technology. While I am neither an economist, a tax expert, nor a chartered accountant, I shall try to tell you, from my viewpoint as an engineer and an interested voter, the story of public finance in Canada today and of certain causes and effects, and I shall venture certain conclusions. In doing so I may merit criticism by experts, but I will risk this in the hope that sufficient interest will be stimulated in the subject to persuade you, as individuals and as groups, to advance, or to institute, your own studies in public finance, and in turn to interest others. I hope that some of the ideas which will be expressed, or which may develop, will bear fruit. I fully realize that several eminently qualified men have spoken on this subject during recent months, and that many authoritative articles have been written. However, I approach it with confidence, because I propose speaking to you not as an authority, bur as one of you, having similar interests and similar engineering knowledge, who only a few months ago became particularly interested in the subject, studied it, and who now sets before you a summary of his findings, with the conviction that the situation is so serious that constructive planning and constructive action by all thinking citizens are imperative.

Suboleski and King (1990) analyzed the reasons for the dramatic increase in underground coal mine productivity during the last 10 years. This paper examines whether this increase can be extended. The paper forecasts whether the mix of technological, procedural and other factors that produced the increase will change in the future. The forecast is based on the base case and spreadsheet production model described in the previous paper.

"INTRODUCTION The organic act that became effective July 1, 1910, imposes two very definite primary obligations upon the Bureau of Mines: (1) The prevention of loss of life and limb and the protection of the health of workers in the mineral industries, and (2) the conservation and scientific utilization of the country's mineral resources.The subject of this publication falls within the scope of both of these responsibilities by reason of the fact that (1) certain safety precautions are involved in combating even surface fires and, (2) although peat is not now, so far as known, utilized commercially or otherwise in this country as a fuel, it is extremely valuable agriculturally in at least one of our States, The justification for the conservation of such low-grade fuel through fire prevention appears warranted because of its present value to agriculture and the possible advantages accruing to future generations as a source of heat and power.Although the Bureau of Mines has published information on the origin and uses of peat, this is the first attempt to give out data concerning the prevention and control of peat-bog fires. Although the information presented here is restricted to the Lake Superior District, California, and Florida, there may be similar conditions in other sections of the country that have not come to the attention of engineers of the Bureau of Nines."

A comprehensive understanding of the effects of autoclave configuration (batch, semi-batch, continuous) on the residence time necessary to achieve a target conversion is a prerequisite for design of commercial scale autoclaves. Particle size distribution, mineral and reagent concentrations, temperature and mixing also influence the conversion. This paper outlines the bases of using test data to predict performance of commercial scale autoclaves. Recommendations for coordinating test program design with selection of scale-up method are provided. Examples are given to illustrate the different levels of engineering effort needed to meet corresponding levels of design optimization and accuracy.
