Mineral property appraisers engaged in eminent domain actions on properties for which mining is the highest and best use must be fully competent in all phases of mineral resource estimation, mine project development, and mine operations (or retain the requisite competent assistance), as well as educated in eminent domain appraisal (USPAP Competency Rule). Failure to ensure such triggers the issue of appraisal competence and demonstrates a flagrant disregard of the myriad code(s) and guidelines to which the appraiser is subject. The cavalier assertion of some vague, undefined “latitude” in the valuation process does not exonerate the appraiser from a disregard of the USPAP Competency Rule. Lack of independence (i.e., “advocacy”) in mineral property appraisal is the usual result of a weak background in mining and/or appraisal theory. While it is readily apparent to those able to recognize it in reports and testimony, judges and juries cannot be expected to detect or recognize purposefully misleading (or even fraudulent) valuation concepts or testimony. Purposeful deception by the appraiser can lead to specious over-compensation of the property owner (thus victimizing the taxpayer); or, a failure to provide appropriate and just compensation to the property owner – yet, the purpose of an eminent domain proceeding is to leave the property owner no richer or poorer as a result of the taking. This paper highlights some of the deceptive practices encountered in litigation settings and raises issues of competency, professional ethics, and the effectiveness of the inherent enforcement capabilities within those institutions awarding professional certifications. INTRODUCTION The practice of eminent domain mineral property appraisal requires (particularly with respect to undeveloped mineral properties) that the appraiser possess the requisite level of competence in all phases of mineral resource estimation, mine project evaluation, mine development, and mine operation (through closure). To the extent the appraiser lacks such competence, it is incumbent on the appraiser not only to divulge this lack of expertise but also to seek competent assistance in the performance of the appraisal. This competence or expertise can only be obtained through a combination of appropriate and relevant technical education and direct mining industry experience. There exist a number of professional certification and/or credentialing authorities that speak to such competency. In a similar manner, eminent domain mineral property appraisal (as the term implies) also requires that the appraiser possess the requisite level of competence in the practice of eminent domain appraisal. This competence or expertise can only be obtained through appropriate and relevant education, direct knowledge of appraisal theory, particularly as it relates to the concept of eminent domain, and licensure.

Abstract-The Canadian Shield and its extensions are traversed by an orthogonal system of northwest and northeast trending arch-style uplifts. These basement arches were formed by repeated vertical movements along pre-existing structures during compressional and extensional tectonism connected with events in surrounding Proterozoic and Phanerozoic orogens and ocean basins. The arches influenced patterns of sedimentation and tectonism in the intervening epicratonic basins and marginal platforms throughout the Proterozoic and Phanerozoic. Movements on the arch structures also triggered minor magmatism and controlled the location and timing of alkalic rock-carbonatite, kimberlite, and related intrusions in the Canadian Shield, the Western Canada Sedimentary Basin, and West Greenland.

"The degree of uncertainty associated with a natural diamond resource is important to quantify from the time of discovery through the production lifetime. Data collection occurs during the discovery, exploration, delineation, and production or recovery phases. Quantifying the relationship between data and uncertainty is an important component of project valuation. The value of data is measured as their potential to reduce uncertainty if they are collected. A method is developed using Monte Carlo simulation for predicting resource uncertainty and valuing data during critical phases of development, particularly discovery and exploration. The technique is applied to diamond pipe deposits.RÉSUMÉ Il est important de quantifier le degré d’incertitude associé à une ressource diamantifère naturelle, depuis le moment de sa découverte et durant toute la durée de l’exploitation. La collecte de données se fait durant les phases de découverte, d’exploration, de délimitation, et de production ou de récupération. La quantification de la relation entre les données et l’incertitude est une composante importante de l’évaluation du projet. La valeur des données est mesurée en tant que leur potentiel à réduire l’incertitude si elles sont recueillies. Une méthode a été développée qui utilise la simulation de Monte Carlo pour prédire l’incertitude de la ressource et évaluer les données durant les phases critiques du développement, surtout celles de la découverte et de l’exploration. Alternating current electrocoagulation (AC/EC) may be an alternative to chemical coagulation in the thickening of tailings in the mineral, coal and petroleum industries. In the current study, ground silica (d50 as received, 20 µm) served as the model tailings solid with characteristically poor settling behavior. Its natural initial settling rate was 1.6 x 10-3 cm/min. This paper discusses the indirect application of AC/EC via aluminum electrodes to the enhancement of the settling behavior of the silica. ?Indirect AC/EC? means that the silica was coagulated upon dispersion in water that had been treated by AC/EC. The effect of AC/EC retention time on settling behavior is examined and the water chemistry is analyzed. Test results show that the initial settling rate of silica was enhanced by a factor of 4,000 at its maximum of 6.4 cm/min, under the conditions employed. Settling enhancement was achieved upon contact between the AC/EC-treated water and the silica, and the enhanced initial settling rate was dictated by the floc size. The aluminum dosage increased with AC/EC retention time, reaching a maximum concentration that was equivalent to 13.1% of that predicted by Faraday?s law. Complex aluminum ions are considered to have adsorbed onto the silica surface and an adsorption mass ratio of 0.3 mg Al/g silica was the most effective in enhancing settling behavior. Owing to pH change or slow kinetics, aluminum hydroxide precipitation did not lower the ion product ([Al3+][OH-]3) below the KSP of 6.3 x 10-32.

"Satisfactory hydraulic performance of a centrifugal slurry pump is not the only design criterion. If abrasive wear exists the severity of any damage can be reduced and the life of the wearing parts prolonged by selecting the correct pump to suit the conditions of service. This paper is concerned with the design and construction of centrifugal pumps for handling abrasive solids. The wear phenomena due to the slurry being pumped and the materials used to combat abrasive, wear are outlined. The hydraulic design of the impeller and casing and their relationship to wear and the hydraulic radial and axial unbalance are discussed. The prediction of abrasive wear in pumps can not be precise, as many factors are involved - and this is the object of current research."

1, Introduction Location Kalengwa mine is located in the North Western Province of Zambia, 402 kilometre by unpaved road to the west of Kitwe, which is roughly in the centre of the Zambian Copperbelt, well known as one of the world's centres of copper mining. Its position is illustrated on the map of Africa in Figure 1 and on the map of Zambia in Figure 2. It is a mine of Roan Consolidated Mines Limited whose other properties, Mufulira, Luanshya, Chambishi and Chibuluma Mines, are all located on the Copperbelt. It is managed by the Chibuluma Division of the company. The rate of production from Kalengwa will vary from 12 000 to 17 000 tonnes of saleable copper a year over the next six years. Kalengwa did not exist as a place until the first prospecting parties and later the mine became established and the early working population was recruited entirely from small villages in the surrounding area as much as thirty miles away. The mining area consists of fourteen mining locations amounting to 3.35 square kilometres and the land may be used for any purpose connected with mining, including housing, wood cutting and other utilities. The whole area is, except for minor undulations, a fairly flat plateau with main rivers running from north to south and flood basins known as "dambos" located in a general east west direction. Vegetation is, with the exception of the grassy dambos, temperate forest with relatively light undergrowth. Game of great variety is prolific, as is the associated tsetse fly.

World resources of cobalt appear ample for the foreseeable future; however, political and economic events have caused concern over the availability and reliability of an uninterrupted supply. Because of this concern, the U.S. Congress requested that the U.S. Bureau of Mines initiate a study of the flow of cobalt in the economy that would delineate and quantify the production areas where metal values are lost. As a result, the Bureau has developed a computerized commodity flow model. A major attribute of this model is that it is amenable to updating as supply, demand, and/or production data change. This report follows the flow of cobalt through its metallurgical and chemical applications and highlights areas where significant losses occur due to downgrading, export, or disposal. The study indicates that about 4,300,000 lb of cobalt-bearing materials are lost each year, representing 24 pct of U.S. domestic demand.

The Federal Bureau of Mines conducted full-scale field tests in electro-kinetic dewatering and consolidation of slimes in cooperation with the Hecla Mining Co. at two of the firm's underground mines in north Idaho. To test the technique on new deposits, 4,000 ft3 of slimes from a collection sump, pumped into a watertight stope equipped with electrodes, were treated in two steps. Immediately after placement, direct current was applied using a floating electrode to hasten settlement of suspended fine particles. After removal of clarified water, the residue was further dewatered and hardened with electrokinetic treatment. In 25 hours, the material had become firm and dense with a surface capable of supporting workmen. In testing old deposits, 10,000 ft3 of slimes, placed in an unused tail drift 10 to 12 months previously, were treated. This material was sufficiently consolidated by electrokinetics to allow its removal from the mine with standard ore-handling equipment. In both tests, electrokinetic treatment densified slimes in a relatively short time with moderate power consumption.

"Current coal pillar design is the epitome of suspension design. A defined weight of potentially unstable overburden material is estimated, and the dimensions of the pillars left behind are based on holding up that material to a prescribed or user-defined Factor of Safety. In principle, this is seemingly no different to early roadway roof support design. However, for the most part, roadway roof stabilisation has progressed to reinforcement, whereby the roof strata is assisted in supporting itself. This is now the mainstay of efficient and effective underground coal production. Suspension and reinforcement are fundamentally different in their roadway roof stabilisation approach and, importantly, lead to substantially different requirements in terms of roof support hardware characteristics and their application. In suspension design, the primary focus is the total load-bearing capacity of the installed support to ensure that it is securely anchored outside of the potentially unstable roof mass. In contrast, reinforcement recognises that roof de-stabilisation is a gradational process with an ever-increasing roof displacement magnitude leading to ever-reducing stability. In a reinforcing situation, key roof support characteristics relate such design issues as system stiffness, the location and pattern of support elements within the roadway, and mobilising a defined thickness of the immediate roof to create (or build) some form of stabilising strata beam. The objective is to ensure that horizontal stress acts across the roof of the roadway and is maintained at a level that prevents mass roof collapse. This paper presents a prototype coal pillar and overburden system representation where reinforcement, rather than suspension, of the overburden is the stabilising mechanism via the action of in situ horizontal stresses within the overburden, the suspension problem potentially being an exception rather than the rule, as is also the case in roadway roof stability. Established principles relating to roadway roof reinforcement can potentially be applied to coal pillar design under this representation. The merit of this assertion is evaluated according to documented failed pillar cases in a range of mining applications and industries found in a series of published databases. Based on the various findings, a series of coal pillar system design considerations and suggestions for bord and pillar type mine workings are provided. This potentially allows a more flexible and informed approach to coal pillar sizing within workable mining layouts, as compared to common industry practices of a single design Factor of Safety (FoS) under defined overburden dead-loading to the exclusion of other potentially relevant overburden stabilising influences."

The iron ore mining industry is currently going through an adjustment from high to more moderate growth as China’s economy transitions from capital-intensive investment to a more services-oriented economy. We are now witnessing a renewed focus on productivity improvements and cost savings as planned expansions are completed. Despite the scale and importance that the mining industry plays in the global economy, innovation literature is generally more targeted at faster-moving industries with shorter innovation timeframes and lower capital requirements. To fill this gap, VCI set out to understand the state of innovation in the mining industry in 2014. This State of Play report aims to give an objective appraisal of the strengths and weaknesses of innovation in mining. The report has three sections covering both the structure and delivery of innovation in mining:Ecosystem – focused on understanding how the iron ore mining innovation ecosystem system works, including the roles of large and small miners, service companies, researchers and governments. Our recommendations focus on what is required for the system to work well and improve the level and quality of innovation in the industry.Strategy – how do companies define their innovation strategy in relation to their corporate strategy? How are these related to prevailing global and industry trends? How do they communicate this with their business? How successful are they? These are among the questions that this section attempts to answer. Our recommendations are pitched at the executive leadership of iron ore mining and service companies.Delivery – focused on how companies develop and deliver innovation, looking at the success of different structural options, leadership and culture, partnerships and the best approaches to change. The borate deposits of Death Valley, first exploited in 1882, were a major world source of boron-bearing products until shortly after very large deposits near Boron, California (Kramer) came on stream in 1926. Borate mining in Death Valley then became moribund, with most extant deposits held as reserves backing Kramer. Tenneco began borate operations following acquisition of claims in 1967 and is the only active borate producer inside Death Valley National Mon¬ument. Borate ores, confined to the lower Furnace Creek Formation (early to middle Pliocene), initially precipitated in a shallow lake fed by boron-rich volcanic hot springs associated with the Basin and Range province. Later diagenesis and remobilization plus regional folding, faulting, and erosion altered and complicated originally simple borate mineralogy and distribution. Dominant ore minerals are ulexite (NaCaB509.8H20), probertite (NaCaB509.5H20), and colemanite (Ca2B6011.5H20). Tenneco currently operates two open pits near Ryan, California. Mining is by bulldozer-pushed scrapers hauling waste and front-end loader/off-highway truck combinations for ore and waste haulage. Archeological, environmental, and aesthetic considerations influence both mine plans. Boraxo Pit, opened in 1970, has deep ore (stripping ratio 10 to 13:1) which occurs along a fault and as beds in shale on the hanging wall. Problems include pit wall instability (adverse bedding), non¬ripable calcareous shale (11,000 fps), and mixed ore separation. Sigma Pit, opened in 1975, has shallow (stripping ratio 1 to 1). low dipping, bedded ore in shale. Massive ulexite and "granular" un- cohesive colemanite present problems in mining and milling. Colemanite is crushed to -6 inches, washed, dried at 350°F, then calcined at 800°F with 100 tpd capacity. Crushed (-6 inch) ulexite or probertite is Raymond milled to customer specifications with a capacity of 1000 tpd.

This paper, one of a series being prepared for and published by the United States Bureau of Mines on methods and costs of mining at various mica mines in the United States, describes the methods now in use in the principal mica mines of the Southern Appalachian States. Those papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total costs. It is recognized that publication of total costs might in some instances cause embarrassment to individual producers as well as to the industry as a whole. On the other hand, operating costs are essential to the technical discussion and study of methods employed. The attention of the reader is specifically called to this differentiation in order that no misunderstanding of the scope of the cost tabulations shall ensue.

"Part I. - PrinciplesIntroductionIf the oxides of the metals are listed in decreasing order of the magnitude of their heats of formation, the list appearing in Table 1 will be formed. It will be apparent at once that this is essentially the well-known electrochemical series (Table li). The metals at the bottom of the list exhibit great stability and are attacked only by the most violent of chemical reagents. Higher on the list, the metals become more reactive until, at the head of the list, the metals lithium and calcium are unstable in moist air.The reactive metals to be considered lie above manganese. In this group will be found familiar and abundant metals such as aluminium and magnesium, the unfamiliar yet abundant metal titanium, the rare and mysterious metal beryllium, and others of greater or less interest.While these metals exhibit properties as unlike as those of uranium and magnesium, they have in common a specialized and difficult extractive metallurgy. They form compounds of great stability, and their reduction is to varying degrees difficult. The position of a metal in Table 1 (and more particu1arly its position in the free energy column) gives a numerical value to this property.Oxides with low free energies of formation may be reduced with great ease; thus silver and mercury may be produced from their oxides by simple heating in air.Lead, iron, and zinc may be separated from their oxides by heating with carbon to moderate temperatures. Magnesium oxide, on the other hand, .requires a high temperature and very special conditions before it will yield magnesium metal."

Current world production, 60'000 ton/y, is exceedingly too small for titanium's extraordinary combination of favorable properties; it should be 1,000,000 ton/y (7% of stainless-steel). Prices that competitively sustain that sales volume are achievable only with electrolytic production, as it is for all other commercial nonferrous metals. But titanium does not have its commercial electrolytic plants yet, because of producers decisions and strategies, scientists works, industrial problems with chloride process, lack of consumers sponsors. Fluoride high temperature process has the advantages of aluminum electrolysis, plus other favorable characteristics specific to titanium and its feed material. One electrolytic titanium potroom replaces several different plants used for sponge production. Production of titanium ingots with zero defect is achieved. The solidified cathode rectangular slabs are suitable for direct rolling.

According to the 1966 Bureau of Mines Mineral Year Book only three states reported production of lignite in that year. These state: were North Dakota, Montana, and South Dakota; although it is known that there is production of lignite in Texas, California and, perhaps, Arkansas. In the year 1966 North Dakota produced 3,543,000 tons of lignite, Montana produced 328,000 tons of lignite, and South Dakota produced 10,000 tons of lignite. In view of the fact that North Dakota produces approximately 95 per cent of all the lignite reported in the United States, in discussing lignite mining, my remarks will be confined to lignite mining as conducted in North Dakota and will be confined to the production of lignite by stripping methods, as this is the predominate method used today. The first lignite mining in Worth Dakota, undoubtedly, was done by people settling in the western part of the state where wood was scarce and where lignite is exposed in the banks of creeks and ravines. The first production records were kept in 1884 and indicate that 35,000 tons of lignite were mined that year. The growth of the lignite industry has been very slow during the intervening period, but in 1966 production started to increase, and it is now indicated that production in the next few years may approach 6,000,000 tons per year. Ninety-seven per cent of the lignite produced in the lignite area of the Midwest is utilized in the generation of electric power, and it is anticipated that this use will predominate during the next two decades.

The severe corrosion of equipment that is caused by the presence of hydrogen sulphide in oil and gas has been described in detail by several authors. Such corrosion, termed "low-temperature hydrogen sulphide corrosion", presents a somewhat different problem from the "high-temperature hydrogen sulphide corrosion" that is encountered in refinery operation and which has been described by various-investigators of refinery corrosion.

During the past 2 years, U.S. Bureau of Mines (USBM) researchers reviewed an in situ stress investigation conducted in 1977 at a test site on the 4250 level of the Lucky Friday Mine, Mullan, ID. Although the field measurements of over core strain were found to be useful, significant deficiencies were found in the stress field estimation procedure. The stress field estimate was then updated to incorporate recent progress in statistical capabilities and new understanding of stress concentration factors for doorstopper cells, as well as to correct an error in the original stress solution procedure. Simple models were used to examine the possibility that systematic variations in material properties and stress fields existed at the site. These models succeeded in reducing the sum of squared error somewhat, but fell short of completely describing stress variations throughout the test site. This overcore measurement will be supplemented by two other measurements described in the second and third reports of this series. Other observations of stress field characteristics are discussed in the fourth report The final report will also characterize the natural in situ stress field in the vicinity of the Lucky Friday Mine. This work was undertaken to support USBM research on mining method design and rock-burst control for deep mines.

At LKAB's plants in Lappland, Sweden, sintered pellets are manu-factured according to three different industrial processes, viz. shaft furnace at Malmberget, straight-grate at Kiruna and grate-kiln at Svappavaara. At present the total annual capacity amounts to 4.7 million tons. However, since it has been decided to erect a new straight-grate plant (2.5 million tons) at Malmberget, and because of the decision to extend and rebuild the existing plants, it is estimated that the annual capacity will be increased to somewhat over 8 million tons by 1973. The great majority of the pellets produced is exported. They are thus reloaded several times and generally speaking roughly handled, resulting in larger or smaller product losses on arrival at the point of use. It is there-fore of great economical interest to have a good control over the transport strength of the pellets by appropriate quality testing at the point of production. In addition to good transport strength, further demands are ob-viously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. The pellets must thus have a favourable size distribution and must not be so weakened by reduction that they disintegrate under the stresses and clog the blast furnace shaft. Furthermore, the burden must have good reducibility. An increase of the rate of reduction can obviously mean increased blast furnace capacity and reduced coke consumption. In order to optimise the properties of the pellets in these respects, the producer must also be thoroughly familiar with their behaviour during reduction, particularly as the customer's interest in the reduction properties of the pellets' has increased over the last few years. Up to now the only quality demands the customer has made have generally had to do with the cold strength and the screen analysis. Thus a quality control of in addition to good transport strength, further demands are obviously made on pellets destined for blast furnace operation. The blast furnace burden must maintain a good permeability for the gas. THE recorded production of the Sheep Creek camp from 1900, when the Yellowstone Mining Company first put its mill into operation, to the present day is in excess of $17,500,000. Of this total, $2,500,000 can be attributed to the early period from 1900 to 1916, at which time increased costs of labour and material due to the Great War forced abandonment of any operations on a large scale for a number of years. Since the camp was revived in 1929, at which time the Reno mine started large-scale operations, and the early 'thirties', when the increased price of gold induced the commencement of operations on other properties in the district, total gross production has been in excess of $15,000,000. In addition to the above totals, intermittent shipments were made by lessees and small operators, principally during the period of inactivity from 1916 to 1929, but no records of this production are available. The Sheep Creek camp would rank fifth in the Province-behind Rossland, Portland Canal, Bridge River, and Hedley-in gross gold production, but, because of relatively inexpensive mining and milling costs, would occupy a more prominent position in regard to total dividends paid. Operating mines at the present time include Reno Gold Mines, Gold Belt Mining Company, Kootenay Belle Gold Mines, and Sheep Creek Gold Mines. Each one of these companies, with the exception of Kootenay Belle, represents a consolidation of several smaller properties, all of which were in existence for a number of years prior to 1929. These four companies, at the present time, own, or hold options on, practically all the important claims in the district with the exception of a very few claims and fractions still held by private owners.
