The first National Industrial Conference was disbanded without accomplishing the results hoped for. A second conference is to be called in the near future. In response to suggestions of members of the Founder Societies, the following telegram was sent, Oct. 29, to the President and each member of his cabinet. "Engineering Council respectfully recommends appointing on new Industrial Conference two or more engineers familiar with industrial problems. Council represents five national societies of professional engineers having forty-one thousand members. Washington office in McLachlen Building."

FACILITIES and mining operations of the National Lead Co., St. Louis Smelting and Refining Division, near Fredericktown, Mo., are situated in a famous mining area. Copper, lead, nickel, and cobalt have been mined here for more than 100 years, work having been started on a high sulphide copper outcrop in 1847.

THE Institute of Metals Division of the A. I. M. E. has joined with the American Society for Steel Treating and the American Welding Society in support of National Metal Week in Philadelphia, Oct. 8 to 12. Individual and joint technical sessions, plant inspection trips, and a general exposition to be held in Commercial Museum have all been arranged. With the coming of the Institute of Metals Division into the circle, the scope of the exposition has been broadened to cover non-ferrous metals, and exhibits of much interest are promised. Headquarters for the Institute of Metals and the American Society for Steel Treating will be at the Benjamin Franklin Hotel, and for the American Welding Society at the Bellevue-Stratford. The American Society for Steel Treating and the Welding Society will hold technical sessions each forenoon at their hotel headquarters. The Institute of Metals Division will hold sessions Tuesday morning and Wednesday and Thursday afternoons; that for Wednesday being a joint session with the American Society for Steel Treating. The latter society will hold independent afternoon sessions on Thursday and Friday. Registration and information desks will be open at the hotels throughout the week, and an attractive program of entertainments has been arranged.

The Motor Truck Sections of the 20th Annual Automobile Shows of 1920, to be held in the 8th Coast Artillery Armory, New York, Jan. 3 to 10, 1920, and in the International Amphitheatre, Chicago, Jan. 24 to 31, 1920, will he the largest and most comprehensive exhibitions of the kind ever held. Approximately 125,000 sq. ft. of exhibition space has been alloted at each place and upward of seventy makes of motor trucks, together with trailers, pacts and accessories will be dis-played. In conjunction with these expositions, Highway Transport Conferences will be held, with sessions each afternoon and evening. Every important phase of highway transportation will be discussed by men recognized as qualified authorities. Various talks will he il-lustrated by motion pictures and stereoptican slides. THE need for coordinated effort on public problem by engineers has long been felt. Early in June there will assemble in Washington a conference composed of delegates from all the engineering organizations in the country. The call for this conference is issued by the Joint Conference , Committee of the four national societies as the completion of its work on the organization of a congress composed of delegates representing all the engineering organizations of the United States. The plan for this confederation was presented at a joint meeting of the administrative boards of the national founder societies on Jan. 23, 1920; and was unanimously approved in principle by that meeting. The work of the committee since that date has consisted in drafting a constitution of the organization to be presented at the conference for discussion and, after such amendments as may be adopted, acceptance.

THE time has arrived in our national development when we must have- a definite national- program in the development of our great engineering problems. Our rail and water transport, our water supplies for irrigation, our reclamation, the provision of future' fuel resources, the development and distribution of electrical power, all 'cry out for some broad-visioned national guidance. We must create a national engineering sense of provision for the nation as a whole. If we are to develop this national sense of engineering wand its relations to our great human problems, it must receive the advocacy of such institutions as this. We, together with our sister engineering societies, represent the engineers of the United States. It is our duty as citizens to give voice to those critical matters of national policy which our daily contact with this, the fundamentally constructive profession, illuminates to us. Just as our medical associations voice the necessity of -safeguards to national health; as the bar associations of safeguards to our judiciary, so the engineers should exert themselves in our national engineering policies. We have none; but we need some, or the next generation will face a lower instead of a higher standard of living than ours.

The National Research Council was organized in 1916 at the request of the President by the National Academy of Sciences, under its congressional charter, as a measure of national preparedness. The work accomplished by the council in organizing research and in securing cooperation of military and civilian agencies in the solution of military problems demonstrates its capacity for larger service. The National Academy of Sciences is therefore requested to perpetuate the National Research Council, the duties of which shall he as follows: 1. In general, to stimulate research in the mathematical, physical, and biological sciences, and in the application of these sciences to engineering, agriculture, medicine, and other useful arts, with the object of increasing knowledge, of strengthening the national defense, and of contributing in other ways to the public welfare. 2. To survey the larger possibilities of science, to formulate comprehensive projects of research, and to develop effective means of utilizing the scientific and technical resources of the country for dealing with these projects. 3. To promote cooperation in research, at horse and abroad, in order to secure concentration of effort, minimize duplication, and stimulate progress; but in all cooperative undertakings to give encouragement to individual initiative as fundamentally important to the advancement of science. 4. To serve as a means of bringing American and foreign investigators into active cooperation with the scientific and technical services of the War and Navy Departments and with those of the civil branches of the Government. 5. To direct the attention of scientific and technical investigators to the present importance of military and industrial problems in connection with the war, and to aid in the solution of these problems by organizing specific researches. 6. To gather and collate scientific and technical information, at home and abroad, in cooperation with governmental and other agencies, and to render such information available to duly accredited persons. Effective prosecution of the council's work requires the cordial collaboration of the scientific and technical branches of the Government, both military and civil. To this end representatives of the Government, upon the nomination of the National Academy of Sciences, will he designated by the President as members of the council, as heretofore, and the heads of the departments immediately concerned will continue to cooperate in every way that may be required. Tile National Research Council announces further appointments to National Research Fellowships in physics and chemistry. The object of the National Research Council in maintaining a system of research fellowships is to promote fundamental research in physics and chemistry primarily in educational institutions in the United States. Fellowships are awarded to persons who have demonstrated a high order of ability in research for the purpose of enabling them to conduct investigations at educational institutions which make adequate provisions for research: in physics and chemistry. The new appointments are as follows: In Chemistry.-Warren C. Vosburgh, of New York City, B. S. Union College, 1914, A. M. Union College, 1916, Ph. D. Columbia University, 1919. Last spring the suggestion was made that the national engineering societies offer to assist the War Department in the formation of an engineer reserve in the United States Army. The suggestion was brought to the attention of some of the officers of the Army, who commended it and confirmed the belief that the need of such a reserve was a real one; that the European war had distinctly shown that engineers in time of war are required on a scale never before realized and of great varieties of experience. In our own army no adequate provision is made for great numbers of engineers, for although the corps of engineers is composed of men of the very highest professional proficiency in certain lines it is greatly short of the numerical strength that would be immediately required. Acting on this suggestion, the American Society of Civil Engineers, the American Institute of Mining Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers and the American Institute of Consulting Engineers appointed committees authorized and directed to take such steps as might be advisable to urge the organization of such a reserve corps as part of the. regular army, and so assist in putting the United States in a better condition of prepared-

The Sixty-fifth Congress was a "War Congress." Perhaps nothing else than war work should have been expected of it, but it had time and opportunity to do much more. Engineers have good reason for sorrow over the engineering legislation that died merely because there was no opportunity for a vote. The mineral resources of the public lands of the United States are, except the precious metals, locked away from development. For more than eight years there has been an attempt by both the executive and legislative departments of the nation to secure legislation which, under proper conditions and without detriment to the public interest, will open up these lands for development. After eight years of study, argument, conciliation, and compromise, Congress agreed in conference of the two Houses upon a measure satisfactory to it and to the Executive Department and the final draft was passed by the House of Representatives, but in the Senate it was talked to death by Senator LaFollette of Wisconsin. Some of its proponents plan to, reintroduce the bill identically as agreed to in conference into the 66th Congress, where it is hoped that by reason of its peculiar fate in the 65th Congress it will be regarded in the nature of unfinished business and thus receive early consideration and passage.

Anticipating the increasing importance of establishing working conditions on a scientific basis, the Department of Labor created the Working Conditions Service. This service is distinct from that performed by the Mediation and Conciliation branch, which deals with working conditions and industrial relations as controversial issues between employers and employees. The work of the Service is conducted through three coordinated divisions; Division of Industrial Hygiene and Medicine, Division of Labor Administration, and Division of Safety Engineering. The Division of Industrial Hygiene and Medicine will develop standards of sanitation and medical practice in industries. The personnel of this Division is detailed from the United States Public Health Service. The Division of Labor Administration will advise employers as to employment systems and labor management policies, and assist in putting into operation standard policies.

Between two and three years ago, in response to an unmistakable and insistent demand, the four Founder Societies appointed Committees on "Aims and Organization," or on "Development," charged with reporting on the internal organization and the external (non-professional) ac-tivities of the engineers societies and to advise as to coöperations and coordination. Each of these committees formulated a report, recognizing that effi-ciency in external activities could only be attained by intimate coopera-tion between the four Societies. As a consequence, each of the Founder Societies was requested to appoint members of a Joint Conference Committee, charged with discussing the situation and evolving if possible a plan of cooperation in external activities which would coordinate not only the efforts of the four Founder Societies but also other national technical and scientific societies, as well as local engineering and profes-sional associations, groups or clubs. The Joint Conference Committee entered on its task with enthusiasm, and after great labor evolved the outline and many of the details of plan for engineering cooperation in public and inter-society activities. This report has now been submitted to the Boards of the Four Founder Societies, and has been ordered printed by our Board for the information of our members.

BITUMENS have been defined by Abraham1 as substances of variable color, hardness, and volatility; composed principally of 'saturated hydrocarbons, substantially free from oxygenated bodies, sometimes associated with mineral matter; the nonmineral constituents being fusible and largely soluble in carbon disulphide. The principal bituminous substances other than petroleums known to commerce are: (1) native asphaltites, such as gilsonite, grahamite, and glance pitch, distinguished by their hardness and relatively high fusing point; (2) native asphaltic pyrobitumens, such as wurtzilite, distinguished by their infusibility and comparative insolubility in carbon disulphide; (3) mineral waxes, such as ozokerite, distinguished by their high content of crystallizable paraffins; (4) native asphalts, containing varying amouqts of mineral matter, distinguished by the comparative absence of crystallizable paraffins; and (5) bituminous residues obtained from the distillation of petroleum. GILSONITE Gilsonite, a black native asphaltite 98 to 99.9 pct pure, characterized by a hardness of 2 (Mohs), a specific gravity of 1.01 to 1.10, and melting point of 230° to 400°F (K and S), is mined commercially only in northeastern Utah. It occurs in parallel, almost vertical veins, from a few inches to 18 ft wide and 8 to 30 miles long, that cut across the Tertiary limestone and shale of the broad Uinta Basin. The bitumen is believed to have been distilled by heat from oily material in the underlying Green River shale. At the Rainbow mine of the American Gilsonite CO.,† the gilsonite, formerly extracted in an opencut by a system of slopes and benches, is now mined by shafts and horizontal drifts. The terms asphalt and bitumen have been applied interchangeably, although incorrectly on occasion, for centuries to various bituminous materials that were found in nature. Native bituminous materials of only the solid types, deposits of which are found on or near the surface of the ground, together with the principal asphaltic type petroleum bitumens will be considered in this chapter. The international dictionary compiled by the "Permanent International Association of Road Congresses" still gives the full name as "Asphaltic Bitumen" but of recent years the word "Bitumen" has been recognized as most appropriate and is defined by the American Society for Testing Materials as follows: "Mixtures of hydrocarbons of natural or pyrogenous origin, or combinations of both, frequently accompanied by their nonmetallic derivatives, which may be gaseous, liquid, semisolid or solid and which are completely soluble in carbon disulfide." Asphaltic pyrobitumens, as defined by Abraham,2 is a species of pyrobitumen, including dark-colored, comparatively hard and nonvolatile solids; composed of hydrocarbons, substantially free from oxygenated bodies; sometimes associated with mineral matter, the nonmineral constituents being infusible and largely insoluble in carbon disulfide. Deposits of native bituminous materials are found scattered over the entire world, but many are relatively unimportant as far as commerce is concerned. No attempt has been made to cover all of the known deposits. The principal bituminous materials of commercial interest are: 1. Native asphalts, solid or semisolid, associated with mineral matter such as Trinidad Lake asphalt, Rock asphalt and Selenitza, Boeton and Iraq asphalts. 2. Native Asphaltites, such as gilsonite, grahamite and glance pitch, conspicuous by their hardness, brittleness and comparatively high softening point. 3. Asphaltic bitumens obtained from nonasphaltic, semi-asphaltic and asphaltic crude petroleum by distillation, blowing with air and the cracking of residual oils. 4. Asphaltic pyrobitumens of which wurtzilite and elaterite are of chief interest industrially as they depolymerize upon heating, becoming fusible and soluble in contrast to their original properties in these respects.2 5. Mineral waxes, such as ozokerite, characterized by their high crystallizable paraffine content. Native Lake Asphalt At Brighton situated in the southwestern part of the Island of Trinidad is one of the largest deposits of native asphalt in the world.3 The lake is oval in shape, covering an area of 114 acres and having a depth of 285 ft at its center. The material forming this deposit is an emulsion of water and bitumen with a suspension of mineral matter consisting of impalpably fine clay dispersed by nature in the asphalt, and small quantities of silica and vegetable matter. The NATIVE ELEMENTS are divided into the two distinct sections of the Metals and the Non-metals, and these are connected by the transition class of the Semi-metals. The distinction between them as regards physical characters and chemical relations has already been given (Art. 453). The only non-metals present among minerals are carbon, sulphur, and selenium; the last, in one of its allotropic forms, is closely related to the semi-metal tellurium. The native semi-metals form a distinct group by themselves, since all crystallize in the rhombohedra1 class of the hexagonal system with a fundamental angle differing only a few degrees from 90°, as shown in the following list :
