RESOLUTION ADOPTED BY THE BOARD OF DIRECTORS AT ITS MEETING ON APRIL 17, 1936 Recognizing the fact that the problems of the committee named by the Board to prepare the "official ticket" fog officers and Directors of the Institute age various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee.

Article IX of the Bylaws constitutes the basic instructions to the Nominating Committee The first duty of the Nominating Committee is to select a candidate for Director and President-elect It is desirable that the successive Presidents from year to year be men of differing professional interests so selected that over a period of years each major group in the Institute will be represented in the Presidency a number of times bearing some reasonable relationship to the numerical strength of that group in the Institute In Section 2 of Article IX it is stated that "a sufficient number of Directors be selected on the basis of geographical districts so that each district will have at least one representative" These districts, as now established, are shown in the accompanying map There are ten districts including the New York metropolitan district Each of these districts is entitled to one Director, except the metropolitan district which is entitled to six Each year each district, the term of whose officially recommended Director expires, shall suggest a candidate and if desired an alternate candidate to the Nominating Committee to fill the vacancy If a candidate and an alternate are suggested they should preferably have different Divisional or Branch affiliations The Chairmen of the Sections In the district shall constitute a committee to select the candidate or candidates The Sections shall rotate the chairmanship, as shown in the Appendix to this instruction It is desirable that in filling a quota vacancy in any district, the selection be made from the name or names suggested by the district

MILLER, Canada. The nomination for President has attracted the attention of a large number of members, as is evidenced by the receipt of many hundreds of letters and postcards. Most of these favored either Sidney J. Jennings or Philip N. Moore, each of whom received many cordial endorsements. Such a wide interest on the part of the members is a very wholesome sign, but where there is so much activity it is natural to expect a certain amount of criticism. Some of the letters indicate that the authors feel that the nomination of President should be left entirely to the Committee on Nominations without any effort by the members at large to influence them. Others feel that the nominations are largely controlled by a small group and that the members at large can have little influence. As the result; of the experience of the last few months; a majority of the Committee on Nominations begs leave to suggest that the method of making nominations be changed so that two candidates, at least, for the various offices to be nominated, and suggests that the Directors appoint a committee to investigate this question thoroughly with. a view to making definite recommendations. In accordance with its opinion that the best interests of the Institute would be served by a change in the Constitution, allowing the nomination of two candidates, and in view of the fact that this Committee has no authority to make more than a single nomination for each office, considering the high standing of both Mr. Jennings and Mr. Moore and the large number of members favoring each of these gentlemen, this Committee respectfully suggests the desirability of ,the immediate nomination of Philip N. Moore by a petition of 25 members in accordance with the present Constitution. This Committee regrets, its inability to make two nominations. Respectfully submitted, S. W. MUDD, Chairman.

IT IS difficult to know just when a hoisting rope should be removed from service and a new one substituted. It is desirable to utilize the full life of a rope but, on .the other hand, the damage and possible loss of life, resulting from delay in replacing it may amount to many times the cost of a new rope. In the present methods of inspection the inspector must rely upon accumulated experience and a certain sixth sense or intuition in addition to any rules that may be laid down regarding the number and distribu-tion of broken wires. This condition does not neces-sarily arise from lack of interest among users or makers of rope, but is due rather to the lack of satisfactory or adequate methods for testing ropes to determine their exact condition. The main difficulty in devising a physical test lies in the fact that a number of causes, all operating in different ways, contribute to the deterioration of a rope in service, and affect not only the external conditions but also the inner structure of the material of which the rope is constructed. Wear and broken wires on the outer part of the rope are not difficult to detect, but a test is needed which will clearly indicate the presence of broken wires in the interior portions and the change in strength due to alterations in the structure and properties of the material itself.

AT the Non-ferrous Metallurgy session on Wednes-day afternoon, R. M. Roosevelt, vice-president of the Eagle-Picher Lead Co., presided. The paper "Sug-gested Improvements for Smelting Copper in the Rever-beratory Furnace," by G. L. Oldright and F. W. Schroeder, was presented by. Mr. Oldright. It was brought out that lessening of dusting of the charge would increase the life of the arch at present operating temperatures, but will not allow much higher tempera-tures to be used unless dusting can be entirely elim-inated. The best opportunity for improving rever-beratory practice lies in the use of still higher tempera-tures but this requires the development of refractories superior to those now used. Discussions of processes for the manufacture of white lead generally open with the statement that white lead is the oldest chemical pigment known to man. This fact is of more than historical interest; in the light of the present extensive use of white lead, it indicates that the compound possesses characteristics that make it unique among white pigments, and superior to all in its particular field. A greater variety of processes have been proposed for manufacturing white lend than for any other one chemical compound. Only a few of these processes have come into commercial use, however, and a large part of the present production here and abroad is made by the process used in ancient times. The outstanding disadvantages of the old process are that it is slow and laborious, affords no control of the product, and yields at best an impure material lacking in uniformity. Improved processes, sometimes classed all together as "quick processes," have had as their main object the shortening of the time required. Most of them accomplish this and some have yielded a superior product as well, but only two or three are now in use commercially. For centuries the manufacture and mixing of paints have been treated as an art, and the practice has been much influenced by tradition and precedent. There is a reluctance to abandon old materials for this purpose, and as few new uses for white lead have been developed, the adoption of the quick processes has been slow. The electrolytic production of white lead is not new, a large number of processes and forms of apparatus have been proposed and patented within the past 25 years, all directed toward the production of white lead, wholly or in part, by electrolysis. One or two of these processes were tried commercially but proved unsuccessful. Process The Sperry process, used by the Anaconda Lead Products Co., is the invention of Elmer A. Sperry, and was worked out to a commercial basis at the East Chicago plant. It resembles, in a general way, earlier methods, but embodies the features that make it possible to operate
