Mine life cycle planning and enduring value are taking centre stage to meet corporate goals and deliver socio-economic outcomes for communities over the life of a mine. There is a general agreement in the literature about mining-induced effects on locals adjacent to mining operations and subsequent closure. In response, international regulatory bodies, through the implementation of global agendas, encourage exploration and mining companies to embrace the concept of corporate social responsibility. This concept is designed to provide sustainable outcomes and maintain a social license to operate over the life of a mine. This paper proposes a practical application of the sustainable livelihood approach as a tool for international planning. With this approach as the governing framework, this paper proposes an innovative tool for mine life cycle planning. Based on the findings, this paper discusses the socio-economic impacts of mining and mine closure. It also argues that transferring some of the benefits from mining to create lasting value for communities needs to be considered at the initial stages of planning for the mine and the community. Findings also indicate that conditions such as a strong local government, good governance arrangements, relevant capacity-building for sustainable livelihoods and a diversified economy are important to transferring some of the benefits from mining to create lasting value for communities. The paper is based on a mixed research technique for data analysis and a case study methodology. Increasing world competition puts pressure on sales volumes and prices. This in turn reduces potential profit margins. This in turn increases the focus on costs.Increasing demands on quality and service puts pressure on delivery performance - the right product at the right time. This in turn reduces the scope for errors and delays - and this in turn increases focus on equipment reliability. In the mining industry, both costs and equipment reliability have one significant thing in common - they are driven substantially by maintenance.

Over the past forty years colliery management has coped with intensive mechanisation and other rationalisation of traditional conditions to accomplish increases to outputs by miners, mines and nationally. The basic managerial function of planning, organising, directing and controlling have adjusted and expanded to current management demands, including the detail of achieving the highest possible efficiency, particularly in forward planning. Although industrial aspects have vastly improved, there are lingering problems. Safety is not necessarily the basic ingredient of any industrial events-which occur but is always paramount. Likewise some legislative changes may have elements of political and particular vested interests and conservation of technical expertise may be threatened by such frustrations. Not only technical excellence is required, but particular attributes of the individual are required in management evolving from "simple owner management to the complete corporate approach required for the multidisciplined operations of to-day".

The Cumnock Open Cut Mine (COCM) is located in the Hunter coalfield in New South Wales. Five coal seams are being mined, mostly by drilling and blasting, loaders and excavators, and trucks. The annual production of coal is 1.3 million tonnes. Overburden and interburdens consist mostly of siltstones and medium to thickly bedded sandstones. The strata dip to the south-east at approximately four degrees. There are no major faults in the rock mass.

Mine pit slopes in the Pacific Rim are a geotechnical challenge because of the complex geology in which they are developed. Mines are currently being fast-tracked to meet the increase in commodity prices, often resulting in some reduction in ground studies and short-cutting of design procedures. In addition, the resources boom means that skilled personnel are in relatively short supply. At a time when mine pits are getting bigger and deeper, and the engineering is getting more demanding, there is an increased demand on managers to effectively implement the work.   Experience both in New Zealand and the Philippines, display the complex range of geological environments in which pits are being excavated. Working in these conditions has shown that successful geotechnical design requires a strong geotechnical model based on sound geology. An appropriate level of investigation and analyses results in a certain level of understanding for the mine design. There is a point where additional expenditure (on investigation and analyses) is not warranted based on the expected minimal impact on decreasing the level of perceived risk on the project. For most projects in our experience the analytical methods and complexity of geotechnical assessment changes increases as the level of knowledge grows.

The mining industry has a well deserved reputation earned over the years for innovation, engineering, management and the quick application to mining of emerging technology. The cumulative result is the economic exploitation of lower grade resources. The developments during the last decade have done nothing to tarnish the reputation. There are many that come easily to mind: the use of contractors for both surface and underground operations, a trend toward mine management contracts, the increasing recognition of the economic potential of ground support, and the development of physical measures to achieve it, - sophisticated measures to analyse blasting , and thus improve fragmentation, - instrumentation to assist geotechnical appraisal, - the development and application of the powerful and flexible, excavator, - the evolution of measures to improve grade control, - massive improvements in equipment productivity and reliability built largely around the application of hydraulics, - the development of powerful computer packages for orebody modelling, mine design and extraction, - simple "dense" fill systems, - maintenance management techniques including the greater use of off-site maintenance of exchange components, - the utilisation of communication systems for data transfer.

The 90 m deep Yallourn Open Cut brown coal mine in the Latrobe Valley, Victoria is developing into an area close to a reverse fault. A major batter stabilisation program, matched to ongoing operations, has com- menced to maximise coal recovery where the fault is within 100 m of the Open Cut. The various mine development options considered during the planning stages are outlined. These options were formulated in a back- ground of geotechnical constraints and the need to maintain continuous and reliable coal supply at a time when a new coal field would be developed. The geotechnical investigations and analysis procedures under- taken to determine stability of the batters during their excavation are presented. The geotechnical constraints on the mine design and opera- tions required to ensure safe working conditions are detailed. Current operational and batter stability conditions are considered satisfactory.

Goldsworthy Mining Limited is currently mining iron ore at an annual rate of 7 million tons from several small orebodies, each of which exhibit wide variations in iron, phosphorus, silica and alumina contents. Each orebody is mined at its average ore reserve grade and therefore mine planning and grade control techniques have had to be tailored to achieve a constant production blend.

The Telfer main dome open pit is operated by Newcrest Mining Limited at a current production rate of 50 Mt/a from a pit dimension compromising 2 km strike length, 1 km width and 250 m depth. As part of the refeasibility of the Telfer operation undertaken early this decade, Newcrest identified that an underground sublevel cave (SLC) operation along with an increased scale of open pit would support a new plant targeting the processing of gold and copper ore at 17 Mt/a rates. The SLC was initiated in late 2006 and broke into the open pit in late 2009. This situation is unique across the mining industry where a cave breakthrough was planned and occurred within an active large open pit operation. The SLC broke though into the west side of the Main Dome open pit into a specially prepared bench that was left at the 5384 RL of cut-back stage 3. A main haulage ramp is within 100 m from the edge of the cave breakthrough zone and this ramp passes down to the active levels which are progressing toward the 5200 RL. This paper presents insight into the mine planning and risk management associated with continued operation of the open pit operation while an active SLC breaks through. The cave breakthrough presents unique areas for risk management as there is potential for rapid propagation and subsidence. To support the undertaking, mine design and major hazard management planning has been carried out. Focus areas include; dual ramp system design, preloading the breakthrough area, monitoring of cave propagation and air gap using a seismic system and deep hole extensometers, wall stability and subsidence monitoring using radar and prism systems, and key trigger and response planning.

Ranger Uranium Mines (RUM) operates an open cut located in the Top End of the North- ern Territory. Strict environmental controls govern all operations and the water management requirements have the greatest impact on mine planning. The two main goals of planning are to provide mill feed and to mine sufficient suitable quality waste rock for ongoing con- struction of the tailings dam. Early planning concentrated on staged development of the pit to provide access to as much ore as possible for a given amount of development. All waste was considered to be suitable construction material. Grade control of crusher feed was the main problem in planning, as wide vari- ations occur in ore grade over relatively short distances. Water management for the site ope- rates a no release' system for contaminated waters. Design storage has proven inadequate, and the open cut has been used as the extra storage. As construction of future stages of the tailings dam requires non-mineralised rock materials which meet specific quality criteria, the mine has had to re-examine long term plan- ning and pit development strategies. This has entailed the collection of much data not re- quired under normal mining conditions, such as the assaying of waste drill core. The overall impact on mine planning of the environmental regulations has been to alter the philosophy of earlier planning, making it necessary to create a new strategy for pit development with

The process of mine planning at AnacondaÆs nickel and cobalt laterite operation located at Murrin-Murrin in the Northern Goldfields of Western Australia is carried out in a number of stages in an endeavour to determine the optimum mining sequence in order to maintain supply to the 4 Mtpa plant subject to operational constraints. The 296 Mt @ 0.99 per cent Ni and 0.064 per cent Co ore reserve (based on a cut-off grade of 0.8 per cent Nickel) is spread geographically widely over three regions comprising Murrin North (15 km + 15 km), Murrin South (7 km + 16 km) and Murrin East (5 km + 13 km) (refer Figure 2). The nickel mineralisation has been broken up further within each region into 18 separate manageable block models representing the 32 different deposits. The models are based initially on the 50 m + 50 m resource drilling for long term planning and updated with 12.5 m + 12.5 m grade control drilling prior to mining. Each of the individual block models are optimised using Whittle 4X software to provide the shells used as the basis for each of the 126 pit designs. The pits are generally nested with starter pits targeting the higher value shells with subsequent pits incrementally cutting back ultimately to the life of mine shells. A series of steps including: the coding of the individual pits into the block model; data export; TCL scripting (to calculate additional economic and tracking information); importing; and re-blocking; completes the transfer of the data into a MineMax (mixed integer linear programming schedule optimising software) model. Using MineMax and the application of operational and production constraints allows the optimisation, assessment and economic evaluation of alternative scenarios in order to determine the optimum life of mine plan and schedule.

The Electricity Generating Authority of Thailand own and operate an opencut mine supplying coal to on-site power stations at Mae Moh, 600 km North of Bangkok. The mine is being expanded from an annual production of 1.5 million tonnes per year in 1982 to over 9.5 million tonnes per year by 1991. The mine will be amongst the largest open pit operations in the world. It is technically difficult to operate and plan due to complex geology, weak strata and surface constraints including reservoirs, forests and traditional villages. This paper presents a case study of mine planning for the above project including associated collection and processing of geological and geotechnical information. The existing operation is described, as well as the strategy adopted for the mine at expanded production. The planning covers various phases of mine planning including a Conceptual Study, a Definitive Study and detailed short term planning. Each stage incorporated new information and reflected a higher level of confidence in the data and resulting plan. Sophisticated computer techniques were required including geological modelling, calculation of volumes, geotechnical analysis, scheduling and costing. The planning was undertaken on site by a team of Australian and Thai Engineers as part of the Thailand-Australia Lignite Mines Development Project which is a four year programme of assistance funded by the Australian Government.

At mines with low tonnes per vertical metre, like the Jundee Mine in Western Australia, operated by Newmont Asia Pacific, high development rates across multiple mining areas are critical to achieving the delivery outlined, or promised, in the annual business plan. The challenge is to deliver the short-term requirements while keeping in balance with the long-term strategic direction. Newmont Jundee has developed a system called æMine Planning by QuartersÆ that integrates the planning process with the business process in one end-to-end continuum. Short-, medium- and long-term schedules are reviewed and updated by applying four integrated subprocesses, which capture new information as it becomes available. The four subprocesses are: resource development planning û evaluating mineral resource,reserve development planning û preliminary design for new reserves,mine operating planning û final mine design for reserves, andmine production planning û detailed plans for stoping a proved reserve. Commercial mine planning software is used in these subprocesses to facilitate the flow of information into a central storage æhubÆ for uploading into the rolling business plan. A regular and consistent quarterly review helps to identify and qualify areas of business risk at an early stage, allowing time to plan for contingency and minimise the impact of the risk.

The development of a coal project must pass through a number of phases, taking it from a preliminary evaluation through to detailed mine planning. For each phase the cost of data acquisition and associated mining studies increases exponentially for linear improvement in confidence levels. Within each mine planning phase there are four main activities. These are the economic ordering of reserves, the development of optimum mining strategies, mine design and scheduling and finally the estimation and analysis of costs. The development of the optimum mining strategy is one of the most critical aspects of a mining evaluation and the application of economic criteria at this stage of the project is vital to the successful generation of an optimised mine design. A recommended method is the concept of Economic Ratio (ER) which expresses the likely cost of mining from a given location in a deposit in terms of the value of the product likely to be recovered. The most economic mining strategy will be to mine areas from low economic ratio to high economic ratio within the constraints of reasonable equipment application. When selecting equipment a particular machine should not be selected solely on comparison with other machines in isolation, but the total application must be analysed. In the final selection the decision should be based on whether or not it has a beneficial effect on overall project economics. The economic assessment must take into account the time value of money, so the real cost can be determined with adequate provision for capital and operating costs over different time spans.

In the early stages of the planning of a new exploitation, the error in ore reserve estimation is an important factor that must not be disregarded. As this error can be computed by geostatistical methods, the risk of the venture can be calculated for different recognition patterns in a certain assumption of economical conditions. A case story is described for an open pit phosphate deposit in which grade/tonnage curves and their confidence intervals are related to an economic function for three drilling patterns and decisions are taken on the basis of cost and value of supplementary information.

Solid Energy New Zealand operates the Stockton Opencast Coal Mine, a unique deposit consisting of high quality hard coking and thermal coals. Stockton's uniqueness includes high variability of the shipment specifications, strict quality constraints, minimal stockpiling capacity in the coal transport chain and the variability of coal quality both vertically within the seam and laterally across the deposit. The process of resource proving and modelling results in a high level of understanding of the deposit to allow detailed planning to be undertaken. The use of computer aided mine planning tools is an important component of the mine planning at Stockton. Detailed planning is implemented in the field through selective mining practices and monitoring to minimise dilution and maximise recovery of the coal resource. The quality variability in the coal, the æjust in timeÆ approach of the coal transport chain and markedly varying quality specifications from shipment to shipment requires a large coal inventory and the mine to be driven by quality constraints rather than material movement capacities.

An integrated mine system must be capable of displaying and reporting valuable information that can be used to easily understand, manage and take action on the key parameters being reported.One of the key aspects of integration is the standardisation of the mine information up to a level capable of adapting the main characteristics of past projects at the mine and enforcing the same or higher standards for newer projects being developed.At the El Teniente mine, photogrammetry is used to map the advance of horizontal developments, and the constructed 3D representation of each face is then used by the geologists to obtain structural information about the areas being photographed.The mine realised that valuable mining information could also be extracted from the photogrammetry being applied, with three possible areas of development envisioned.The first area was creating a link between the developments being planned on a yearly and monthly basis and matching them with plan sections of the 3D developments of the system to account for any deviations.The second area was to use vertical sections of the 3D developments to estimate the overbreak of the excavations in different areas of the mine.The third area was the provision of a more detailed analysis of the sections so that they could provide information on the thickness of the shotcrete being applied.This paper presents the different alternatives being used and examines how the project is currently being developed and managed at the mine. A mine planning system comprises all elements necessary to carry out the full range of mine planning activities from exploration to operations control. The application of computers as part of a mine planning system has great potential for increasing the efficiency and quality of mine planning and reducing its cost. The introduction of computers to mine planning in open cut coal mines has been hindered by the cost of processing the large databases associated with large coal deposits and the inherent inconvenience of performing an interactive process on a time-shared computer. A dedicated computer is ideally suited for the purpose but reasonably priced micro/ mini-computers until recently have not had the capacity to store the volume of data or the processing capability required. Recent hardware developments have cleared the way for the development of truly interactive mine planning software, covering the complete range of activities associated with open cut coal mine planning, incorporating them into a single system using a common database. The MINEMAP System is a hardware and software package tailored specifically for mine planning of open cut coal mines and is an example of such a system.

Mining is a high risk, high capital and potentially high reward undertaking. A large proportion of the risk comes from a lack of definition of the orebody (which also provides some of the potential) and the unpredictable nature of the market. This makes the planning process difficult but encourages the development of a robust yet flexible mining system. The system should be capable of absorbing some deviation from the anticipated concept without a significant impact on profitability. The mine planning process tends to consist of a series of related but discrete stages. For instance, the pit shells are designed, a schedule for the pit shells is created, a plant fleet is chosen to achieve the schedule and a financial analysis is carried out on that scenario. It is likely a few iterations are carried out using various mill throughputs to produce a favoured financial result. The problem is that handing results from stage æBÆ for use in æCÆ doesnÆt encourage a flexible system. æCÆ is likely to be built for exactly æBÆ. Unfortunately, in mining, æAÆ (the orebody) has the highest potential for variability and impacts everything else downstream. æDÆ the market also has high potential for unplanned variability. These variations can spread and æreverberateÆ through the whole mine process. For example an unexpected increase in ore oversize impacts all downstream mine processes to the primary crusher which may in turn create problems back æupstreamÆ by restricting throughput rate. Also an unexpected drop in demand or price could require modifications to the planned production rates. This paper looks at how mining process simulation can be used to support the development of strategies to counteract unforseen circumstances or alter production to match fluctuations in demand and price.
