The Witwatersrand Supergroup is host to the world’s largest gold deposits. The location, quantity, grade, continuity and other geological characteristics of a Mineral Resource are either known, estimated from specific geological evidence and knowledge, or interpreted from a well constrained and portrayed geological model. Establishing such a model is an integral part of the evaluation process in the Anglogold Ashanti (AGA) group, and is referred to as a Geoscience Business Model for the mining operations. The geological model established over the years has relied on detailed descriptions of the mineralisation, and understanding of the regional and local geology of the Witwatersrand sediments, in the West Wits and Free State goldfields. The processes of data collection in regard to underground stope and developing mapping, structural and sedimentological mapping, and the geological inputs to mine planning systems are described, together with aspects of drilling, sampling, grade control, and data management. Anglogold Ashanti’s Geoscience Department employs a complex and unique process to generate the Mineral Resource, including a 3D geological structure model of the orebodies which are usually highly faulted, and a robust mineralisation/facies model on which the decisions about domain boundaries are established. A Mineral Resource Inventory System (MRIS) has a dynamic graphic interface to the resource database that is used for compiling the resource statement. It is also used to determine the gold-called-for, as well as short and long-term planning. A unique estimation process using the extensive closely spaced stope face sampling database and the more widely spaced surface drilling information is used in combination in the Macro Co-Kriging estimation. The use of different support sizes in the C0-Kriging process is preceded by the equally unique ‘clusterisation’ and ‘acceptorisation’ procedures by which the data are quality controlled and assured prior to their use in the kriging process. The Mineral Resource and Ore Reserve estimates are classified according to the SAMREC code through a method that ensures that they are compliant, auditable, transparent and reconcilable with previous Mineral Resource and Ore Reserve statements.

Constraints on the mineral industry are best treated as issues that have to be understood and managed in partnership rather than in conflict with communities. TheZapopan development at Mt Todd in Australia and the Martha Hill development at Waihi in New Zealand are but two of many recent successful examples at the local level.   However, at the national level, the issues are more complex and more difficult to resolve because the most influential stakeholders are now the urban electorates and governments defer to their perceptions when making decisions and policy. In the developed countries, government policies for the development of mineral resources have been progressively eroded since the early 1970s. At the same time policies for the environment and for native land rights have generally been carried out in a way that has reduced access to minerals and increased the cost and risks for prospectors and developers (Hancock, 1995). Since the end of the Cold War, the lesser developed countries (LDCs) have introduced policies to attract investment in their mineral resources that remained undeveloped under previous unstable or hostile regimes. The increased attraction of these LDCs and the decreased attraction of the developed countries has caused many Australian and North American companies to outlay increasing proportions of their budgets and capital investment in the LDCs.   Significantly, LDC policies for environment protection do not discourage exploration and mine development, Surveys of the relative appeal of the LDCs and the traditional mining countries of the developed world, rate Chile, Argentina and Indonesia ahead of Australia and Canada in terms of risk, delays and ease of doing business (Australian Mining Monthly, February 1994).

The issues which are the subject of this paper cover an extremely broad field. In themselves the components of the topic could be the theme, in considerably greater detail, of a two day seminar. Indeed a full course in an academic year would probably not do justice to the topic. I have therefore experienced considerable difficulty in condensing such a broad subject range down to a 30 minutes address and in doing so have tried to, hopefully, provide a little bit of everything for the wide range of professional interests and different levels of commercial, professional and legal expertise represented at this conference. Perhaps my address could best be described as a "bird's eye" view rather than a "worm's eye" view of the subject.

Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which includes the requirement that a Competent Person prepare and approve publication of mineral resources and reserves. Most national regulatory organisations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organisations, and many dedicated individuals. The historical development of these standards is summarised in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of an International Code are outlined.

This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.

The Institute of Geological and Nuclear Sciences' Mineral Resources Programme is currently carrying out research under two major projects:   HAREM (Hauraki Andesite Rhyolite Epithennal Mineralisation) The Hauraki Goldfield lies within a belt of andesite-dacite-rhyolite volcanics of Miocene Pliocene age which is underlain by a basement of Mesozoic greywacke. It contains some 50 separate epithermal gold deposits and is a world-class gold and silver producer. The HAREM project is aimed at improving models of the epithermal gold mineralisation, and to better understand the processes and controls of origin, transport and deposition of the gold.   MARGO - (Marlborough Gold) The MARGO project is aimed at determining the geological factors that controlled the formation of the Mesozoic mesothermal gold-antimony-tungsten deposits in the Marlborough Schist belt. Following reconnaissance work on 12 deposits, our current work is concentrated on deposits in the Wakamarina valley.

Tomago sandbeds is an unconfined coastal aquifer located 20km. north of Newcastle in New South Wales, Australia. These sandbeds extend over an area of about 130km. The average aquifer depth is about 20m. with a mean transmissivity of about 400sq.m/day and a specific yield of about 0.2. The city of Newcastle and surrounding areas derive water from Tomago for potable purposes. The average extraction being about 50 ML/day. The iron value of the ground water varies between 5 and 15mg/1. This iron is removed by a conventional water treatment plant using Alum. The aquifer whilst principally quartzose also contains deposits of heavy minerals like rutile, zircon, ilmenite, etc., The mineral sand mining has been in progress at Tomago since 1972. Mining is carried out in a con- structed pond with a water depth of about 5m. on which is floated a suction cutter dredge that moves across the front of the pond using a water jet to entrain the soil from the ground surface to the bottom of the mineralised zone. Effect of mineral sand mining on ground water quality, particularly iron, was the subject of intensive investigations undertaken at Tomago since 1970. The effect on water quality was studied by collecting and analysing water samples from network of observation wells established during the period of mining. Water samples were collected about 4-5 years prior to mining and analysed for iron, sulphate, chloride, pH, etc., After mining the observation wells were re-established at the same locations and water samples were collected and analysed for at least 5 years after mining. The Western Australian Mineral Sands Industry has tried a number of different mining methods to efficiently exploit the potentially very large reserves of mineral sands in this state.The size of the operation, the location, the type and composition of the orebody contribute towards the choice of current mining techniques.The methods applied to these areas are described as well as reference made to other techniques which will . make possible the exploitation of lower grade reserves.

Mineral sands are different to almost any other commodity; however, it shares similarities with other commodity types, such as the importance of quality constraints of iron ore and coal or the importance of physical properties of diamonds. The mineral sands industry consists of two principal product streams; titanium dioxide minerals û in the form of rutile, ilmenite and leucoxene, and zircon. The principal valuable heavy minerals (VHM) include ilmenite, leucoxene, rutile and zircon. Variations of other titanium minerals occur between the end members of ilmenite and rutile, including pseudo rutile and anatase. Most mineral sands deposits are found in unconsolidated fossil shorelines several hundreds of metres to tens of kilometres and occasionally hundreds of kilometres inland from the present coastline. Mineral sands orebodies essentially fall into two categories based on the mode of deposition: alluvial or aeolian. Alluvial deposits are further split into marine beach placers (or strandlines) and lacustrine heavy mineral (HM) accumulations. Exploration for mineral sands involves the positive identification of key criteria leading to the focus of exploratory surface sampling, augering and drilling. Assaying is primarily focused around determining the percentage of HM contained within a given sample. Other results of interest include clay fines, sand and oversize. Metallurgical/mineralogical assessment is often undertaken via laboratory scale bench tests that replicate the wet concentration and dry mill processing routes. The most critical component in resource assessment for mineral sands is about quantifying HM grade, then mineralogical assemblage and then quality of those mineral species. This will determine whether a mineral sand final product is marketable or not. Mining of mineral sands is conducted either wet or dry. Wet methods are generally preferred for large tonnage, unconsolidated and low clay orebodies. Where ground conditions are hard and orebodies are small, high grade and discontinuous, dry mining techniques are generally employed. Concentration of mineral sands from the primary ore is carried out in two sections; wet, utilising sizing and gravity differentiation between HM, VHM, clay and quartz, and dry, exploiting the magnetic, electrostatic and to a lesser extent specific gravity (SG) properties of the minerals of interest. Mineral sands exploration, mining and processing faces the same operating challenges as the rest of the resource sector. Added to this are the issues that are unique to mineral sands and to which the industry devotes considerable resources to developing solutions.

Australia is the world's leading producer and exporter of mineral sands. Despite increased production from some other countries in recent years, Australia maintained its No.1 position in 1988 among world producers of mineral sands concentrates. Production of the titanium minerals -- ruffle, ilmenite and leucoxene, as well as synthetic ruffle -- by the seven companies currently comprising the Australian industry increased in 1988 in response to continuing strong demand for feedstock by the pigment industry. Production of co-product zircon remained at the 1987 level, reflecting declining zircon grades. Exports of mineral sands concentrates increased in 1988; export earnings exceeded $300million. Prices for mineral sands concentrates are now at a historical high and, assuming that the world economy remains strong, real prices should continue to trend upwards in the short term. Exploration in the Eneabba-Cooljarloo region and the Scott River area, both in WA, the Murray Basin, Vic, and the central Queensland coast area, has identified substantial resources of heavy mineral sands. These discoveries have reversed the trend of the early 1980s of falling resources of mineral sands. In 1988, BMR estimated that economic demonstrated resources (EDR) of ilmenite, rutile, zircon and monazite combined was about 72.8 million tonnes. However, a substantial portion of the resources on the east coast are frozen as a result of environmental considerations. The proportion of mineral sands concentrates processed in Australia increased with the commissioning of two new synthetic rutile plants; Australia is now the world's leading producer of synthetic rutile (total capacity 272000 tonnes), most of it for export. Australia's two TiO2 pigment producers have both increased capacity, lifting national capacity by some 70p ercent to over 120000 tonnes/yr. As part of the expansion one producer converted from the sulphate to the chloride process. Other new pigment plants are being proposed for the future.

Globally, it is anticipated that the mineral sands industry will enter a period of short supply. Demand for both titanium dioxide and zircon is forecast to continue increasing, with new projects needed to come on-stream to fill the supply gap. Victoria is well placed under this scenario as a source due to the high quality of its mineral assemblage, its excellent resource grade and the globally significant size of its mineral sands resources.Australia’s mineral sands rich Murray Basin remains under-developed, especially at its extensive Victorian margins. Development to date has not progressed adequately for the reasons of technology difficulty, history of competition with other jurisdictions and the absence of a platform that requires development as a consideration for security of tenure. Victoria’s mineral sands potential is not just about the Murray Basin, in addition, there have been discoveries in the Gippsland Basin and prospective sites in the Gippsland Basin remain under-explored. Key problems included the lack of available ground for potential developers and the intellectual property of solutions to technological problems associated with the fine grained mineral deposits belonging to a previous developer (with patents now expired).As such, the timing is right to re-visit the potential of the Murray Basin as a site for long-term development with high returns based on current and predicted prices.In order to understand why Victoria’s earth resources in general, and mineral sands in particular, remain under-explored and undeveloped, the Department of Primary Industries initiated an internal review of its role in encouraging and supporting investment in the earth resources sector.As a result, the Victorian Government has committed to taking action to encourage effective ground turnover and acknowledges that a new focus on engagement with industry is needed to bring new investment to the State. The revision of the Mineral Resources (Sustainable Development) Act 1990 provides an opportunity for the government to better align its legislative processes with industry project lifecycles and facilitate access to valuable resources that currently remain undeveloped.Victoria has a track record in assisting projects reach development stage. Iluka currently has two operations in the State in addition to its mineral separation plant that is capable of processing HMC from its South Australian operations. Iluka is expected to ramp up its Murray Basin Stage 2 operations with the WRP mine scheduled to come on line in early 2012. Meanwhile, Astron is actively seeking partners for its Donald Mineral Sands project. The project is becoming increasingly attractive given the recent price hike in zircon; Astron has access to an estimated five to 6 Mt of zircon in its Donald WIM 250 deposit.Given its substantial and valuable mineral sands endowments, the State of Victoria should sensibly be the centre of future investment in project development. However, as previously mentioned this is currently not the case. The Government is therefore committed to implementing new measures that protect security of tenure but ensure that genuine companies can access endowments where they have a clear intent to work those resources.

The mineral sands industry in Australia can contribute much more sig- nificantly to economic development beyond the year 2000 by increased production of constituent minerals such as ilmenite, zircon, rutile, leu- coxene and monazite from existing and new resources, and especially from downstream processing to intermediate and finished products based on these resources. The end-use areas for mineral sand-based products include those products whose demand is tied to general economic growth, such as paints and plastics, and refractory bricks for the steel industry. High techno- logy applications such as zirconia ceramics and super-magnets are indica- tive of new developments in technology which provide considerable scope for expansion at higher rates than overall western world economic growth. An optimistic outlook for the industry is outlined, based upon a brief review of opportunities.

The Australian Mineral Sands Industry has expanded from the initial export of mixed concentrates in the 1930s, through various development stages, to its current position as a leading world producer of individual mineral products and some further processed products. Opportunities for downstream processing of the separated minerals and locating such developments in Western Australia are reviewed, along with the role of the Western Australian Government in assisting resource development projects.

The optimisation of mine complexes and related value chains is a challenging problem due to the simultaneous presence of a highly-dimensional decision space, integer decision variables, non-linear constraints and recovery functions, as well as geological and market uncertainty. In addition, if the uncertainty is revealed progressively, then decisions need to continuously adapt to new information, which poses additional challenges. Stochastic dynamic programming is a well-known class of methods for addressing problems where a decision-maker reacts to new information. While simplistic applications of dynamic programming using exact representations would be intractable for any realistic mine planning problem, new dynamic programming methods using approximate value function representations have been successfully implemented in the past to address problems of similar complexity. This work formulates the problem of mine complex optimisation as an approximate dynamic program and presents an application of the resulting method to a gold-copper deposit.CITATION:Paduraru, C and Dimitrakopoulos, R, 2014. This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

Hypogene alteration zones have been described as a precursor to high-grade haematite deposits in Australia, Brazil and elsewhere. This alteration is described as being below or distal and is typically magnetite-carbonate-silicates reflecting Mg - Fe metasomatism. This paper describes, without genetic implication, the mineral zonation and possible structural control on mineralogic variation within the Tilden Mine, a concentrating grade haematite deposit in Michigan, USA. In contrast to the high-grade deposits, these variations are not peripheral to the orebodies but are the ore. The deposit occurs within the Negaunee Iron Formation, along the southern margin of the Paleoproterozoic Marquette Range Supergroup basin. The regional structure is a fault-bounded west plunging syncline within the crustal scale Great Lakes Tectonic Zone, which forms the boundary between Archean granite-greenstone and gneissic terranes. Local structure consists of second-order anticlines and synclines with variable northwest and southwest plunges. The interaction of sedimentation and diagenesis within growth fault controlled basins, along with a possible metamorphic and/or hydrothermal overprint has resulted in a complex series of ore types. For modelling purposes, the deposit is divided into geologic domains based on both lithology and metallurgical response in the laboratory and in the plant. Mineralogic variation is recognised within individual mineral grains; at blast pattern (10 - 15 m) and development drill hole (100 m) scales.

The El Pe±on gold-silver deposit comprises four epithermal, low-sulfidation veins, which contain 2.9 million oz Au and 48 million oz Ag. Provisional data on alteration mineralogy, fluid inclusions, and vein textures constrain the chemistry and hydrology of the hydrothermal system responsible for ore mineralisation at El Pe±on. Alteration minerals include quartz, adularia, albite, illite, smectite, calcite, chlorite, and pyrite. Alteration minerals suggest the existence of near neutral pH, low salinity hydrothermal fluids, which circulated over an area greater than 18 km2. Complex mineral zonation patterns result from variations in host rock permeability and composition, overprinting alteration possibly produced by thermal waters from surficial and peripheral parts of the hydrothermal system, and supergene weathering in the hyperarid environment. The Chatree deposit is located in the central portion of Loei Fold Belt, which extends from Lao PDR in the north through centralThailand to Cambodia in the south. Epithermal gold-silver mineralisation at Chatree occurs as veins/veinlets and stockworks with minor breccia in volcaniclastic and volcano-sedimentary rocks of andesitic to basaltic andesite composition and Permo-Triassic age. This preliminary oxygen isotope study mainly focuses on vein quartz of Au-Ag bearing mineralization (Stage 2) and a few samples of late Stage 4 quartz ¦ calcite veins. Quartz from Au-Ag bearing mineralisation has oxygen isotope values ranging from 8.1 to 12.3ë with the lowest values generally occurring at the deeper level (140 m below the surface). The late barren quartz ¦ calcite veins (Stage 4) tend to have higher oxygen isotope values ranging from 11.9 to 12.0ë. The oxygen isotope composition of the Chatree ore fluids were calculated at 250¦C, 300¦C and 350¦C based on homogenisation temperatures of fluid inclusions. The calculated oxygen isotopic composition of the Chatree ore fluid ranges between -1 and 6ë that overlaps with both meteoric and magmatic compositions. This shift in oxygen isotope compositions may relate to processes such as water rock-interaction and/or mixing of meteoric and magmatic fluids. It is interesting to note that the lowest quartz oxygen isotope values are spatially more or less confined to the prominent structures in the centre of the major ore zones. These structures may have been acted as conduits for higher temperature magmatic fluids. The quartz oxygen isotope values increase outwards from the centre of the main ore zones to the margin of the pits possibly due to mixing of magmatic fluids with lower temperature meteoric water. Whole rock oxygen and hydrogen isotope studies are in progress to investigate isotopic trends in the wall rock away from the ore zone. The systematic variation of oxygen isotopes in quartz from the mineralised veins and adjacent wall rocks could potentially be used as a vector to ore. An EXTENDED ABSTRACT is available for download. The Rise and Shine Shear Zone is a mineralised low-angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. The zone is commonly believed to be similar to the actively mined Macraes deposit. The Rise and Shine Shear Zone occurs in the immediate footwall of the Thomsons Gorge Fault, a regional scale Cretaceous normal fault that juxtaposes chlorite zone schist against biotite zone schist. Most mineralised rocks are deformed and record a progression from early stages of semiductile deformation to more brittle cataclasis. Folds in mineralised rocks trend northwards. The mineralised schist is hydrothermally altered with variable silicification, sericitisation, chloritisation, replacement of titanite by rutile and carbonate alteration. Gold is associated with pyrite and arsenopyrite and occurs in both ductile and brittle microstructures. Sheared and mineralised schist is cut by north-striking fault zones which host mineralised quartz veins. Veins in the shear zone contain hydrothermal albite. Trace element analyses show enrichment in As, U, Th and rare earth elements. Many of the above features are similar to Macraes deposit, but there are important differences. In particular, the Macraes deposit is hosted in lower grade rocks and truncated beneath by a normal fault, Macraes has no U or Th enrichment, Macraes veins have no albite and folds at Macraes trend NW-W. Rise and Shine mineralised rocks have no Cr enrichment and no hydrothermal graphite.
