GENTLEMEN, lt is with much pleasure I meet you tonight at this the second meeting of the Australasian Institute of Mining Engineers, held in Western Australia, and I sincerely thank you for the honour you have conferred upon me in electing me as your President. I greatly appreciate the distinction, and will endeavour to fulfil the duties of the office to the best of my ability, and hope to prove a worthy successor to those gentlemen who have held the position before me. On behalf of the local members of the Institute, I extend a hearty welcome to the members from the other States of the Commonwealth, who have come so far to attend this meeting, and also to the non-members whom we have invited this evening. We are especially pleased to have Mr. Gregory, our Minister of Mines and Railways, and the Government and School of Mines officials with us; and I take this opportunity to thank the Premier, Mr. Gregory, and the Government officials for the assistance given us, and for doing so much to make the visit of our members from the other States so pleasant and instructive. A GREAT deal of attention has lately been given to the discussion as to the education required for engineers, and especially for mining engineers. The Institute of Civil Engineers has had a committee's report on it which has come to some interesting and valuable conclusions.The Institute of Mining and Metallurgy had a few years back a very long discussion on the subject, and the subject appears to be one of perennial interest to similar societies. Two recent addresses by Prof. Kernot, as president of the Victorian Instituteof Civil Engineers, are among the most interesting and practical of the contributions to the discussion. Engineers seem to feel either that the coming generation has not the same capacity to benefit by the training that has made themselves what they are, or that such training has turned out in themselves inefficient men, and that they must consequently struggle to obtain a better one for their successors. For not only is there a desire to extend existing instruction to cover the advances of science, but there seems to be a general desire also to make a completely radical change in the methods.It is not necessary to observe that education does not mean the imparting and acquiring of information, but rather the cultivation of the faculties so that the best use can be made of them and of any information acquired. For instance, a man is not educated who has by heart his lectures and the contents of his text-books, but that man is who remembers little of the actual wording of his text-books, but is able to find anything required in them...

IN December, 1905, a Forwood down-wheeler grinding pan (5 ft dialmter), and similar in design to those in use on the Kalgoorlie goldfields, was installed for experimental work in connection with fine grinding jig tailings.The galena remaining in this product is very finely (closely) mechanically disseminated throughout the blende and gangue, rendering fine crushing imperative for its liberation. SINCE writing the above-mentioned paper, some further indicator cards have been taken from the No. 1 machine, and the writers believe that a reproduction of these cards will be interesting as illustrating the performance of the machine after fifteen month steady running, night and day, seven days per week and twenty-four hours per day, at the average speed of fifty-seven revolutions per minute (see Fig. 1, page 60). For the past twelve months no adjustment have been made in the valve setting, and the only repairs have been in connection with the springs of the poppet valves, and these but slight, the springs latterly having been removed. The cards illustrated were taken with one indicator, and, therefore, are not simultaneous, andmay show to some extent the yariations of individual strokes, and with that qualification may be taken as typical of the machine's average performance.In connection with some feed-water measurements of the winding engines a rough test was run with the two compressors, the Riedler and the Corliss, coupled to the condenser, and running at fifteen and fifty-seven revolutions per minute respectively, with the result of 15.9 pounds of steam per indicated horse power per hour. This result, though only approximate, seems to indicate that the No. 1 machine is running under the guaranteed consumption, and that it is capable of maintaining this under the severe conditions of everyday practice.

SEVERAL serious accidents, which had occurred owing to the platman leaving the plat without first withdrawing the "chairs" from the shaft, set the writer scheming to devise a mechanically operated system which would obviate such accidents and be "fool-proof". It was obvious at the outset that some means of indicating to the engine-driver by the movement of the "chairs" themselves, whether they were "in" or "out" of the shaft, was necessary.An arrangement of signalling similar to railway semaphores was considered, but was rejected owing to the difficulties accruing from the large number of communicating wires which would be required down the shaft-viz., 2 for each level. After several experiments, a comparatively simple and efficient electrical system was devised, and which is covered by Commonwealth Patent TO. 10,402.One of the chief features of the apparatus is its simplicity, and its strongest point is the fact that both the engine-driver and platman receive visual indication of the position of the "chairs." The arrangement consists of a miniature coloured glow lamp, one for each level of each shaft compartment, arranged and placed beside the numbers and arrows corresponding to the various levels, on the winding engine indicators. THE present article makes no claim to be exhaustive, since it cannot contain all the knowledge which scientists and manufacturers of the compounds of the rare earths have gained. The following notes are, therefore, simply an attempt to ascertain andclearly record the occurrence, properties, and uses of the more important of the rare earths, with a special reference to their commercial values and the industries based upon them.HISTORYIt was the mine manager, Gcyer, of Stockholm, who, in 1788, first drew attention to a black mineral which had been found in a quarry near Roslagen, in Sweden. In 1805 Klapproth received some specimens of this mineral, which he declared to be a newmineral. Subsequently Gadolin, professor of chemistry at Abo, analyzed the same mineral, and determined the presence of an unknown earth resembling alumina and lime. He named the mineral ytterbite, and afterwards gadolinite. Klapproth has alsothe merit of having detected (1804) another rare earth, which he named ochroit-earth, found in the Bastnas mine, near Riddarhyttan, in Wcstmannland, Sweden. THE method depends upon:--1. The position of the mill.2. The space available for stacking the residue.3. The nature of the residue as discharged from the mill.4. The value of the residue for re-treatment.5. The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. Under these conditions, conveyor belts, electric trams, aerial trams, and hose trucks, all gave satisfactory results, and the following figures, taken from "'West Australian Metallurgical Practice," will show how these methods compared as regards costs...

WHEN reading reports on reefs and lodes, one often comes across the statements "short shoot," "narrow shoot," "wide shoot," & c.From a number of reports in the writer's possession, some by members of the Geological survey, it is plain that the words "short," "narrow," "wide," "long;" &c., are used somewhat carelessly.In one official report on a certain field, for instance, the reefs are described as having "short, rich shoots"; another report on the same field states that "the reefs were characterized by narrow shoots, rich at the surface." Again, Charters Towers is described as having "wide shoots"; another writer says they are "long shoots. "The writer has read again of "short shoots which went down like pipes," and of "narrow shoots of limited extent." No doubt one can make out what is really meant, but the language is mixed. It is apparent that "narrow" is meaning the same as "short," and that the shoot has not much length in a horizontal direction. Nothing is said about the thickness or width of 'said shoot, or its depth. The "wide" shoot is evidently a "long" one; its thickness 01' width and depth is not specified. When we consider these terms, it is seen that only a few words are needed, and that these few should (as they do) have a definite meaning. In the course of his mining experience, the writer has seen shoots of almost all sizes, and some have been very long (in horizontal measurement), and have been followed down for great depths, these shoots being the best type-Charters Towers, Walhalla, &c., are examples.

FOR many years past it has been the practice at the Bairnsdale School of Mines to treat any parcels of auriferous concentrates sent in from the surrounding district by roasting them in a handworked reverberatory, and then chlorinating or cyaniding the product. According to Donald CIark, who has done a large amount of work on these ores, the results obtained were fairly satisfactory extractions of over 90 per cent being claimed. With some modifications, the method has been very generally adopted, not only in Gippsland but throughout Victoria. It is, however, difficult to get exact information as to the extractions actually obtained, and unfortunately no records of working results have been kept at the Bairnsdale School of Mines.Having treated several lots of ore by this method during 1907 and 1908 with unsatisfactory results, the writers thought it desirable to make a detailed investigation on some particular ore, both in the laboratory and on a working scale. The ore selectedwas a parcel of low-grade concentrates from Stirling, a small mining field situated about forty miles to the east of Bairnsdale. This ore was chosen chiefly on account of the heavy and inexplicable volatilization loss which took place even on roasting with the greatest care; the loss amounting to between 10 and 15 per cent. THE object of the air-tight stopping is either to prevent a current of fresh air from getting into the fire area, or to prevent an escape of fumes and gases from the fire area into the workings of the mine. In the former case all is "plain sailing," but in the latter case there are certain difficulties to be overcome.In the Broken Hill Proprietary mine there were two styles of stopping used during the last fire-brick and bag and the following were the chief points that determined the use of one in preference to the other:-If the required stopping were to be more or less permanent, bricks were used, also if the area to be blocked were large-bricks being so much lighter and easier to handle than bags filled with -skimps. If, however, the air contained much gas, a bag stopping was put up. Great difficulty was experienced in getting essentially surface men, such as bricklayers, to work where there was the; slightest trace of gas; miners, however, would willingly do the work, and a bag stopping could be built without skilled labour.In old drives and gangways, where there was the liability of settlement, the bag stoppings were preferable to brick. The slightest movement around the sides or foundations of the latter would cause cracks, thus rendering the brick stopping useless;whereas, in the former, there was a certain amount of elasticity.

THE machine from which the following results were obtained makes one of a row of seven at work in the Junction North, Concentration Mill at Broken Hill, New South Wales. It consists essentially of a belt for dressing purposes, which travels round two 12-in drums situated at either end of a wooden frame. This frame is supported on wooden legs, and the whole is affixed to two iron castings, one on either side of the frame. A to-and-fro motion is obtained from an eccentric shaft, which, together with the stationary end of the supporting legs, is carried by the iron castings. A belt drive to the forward drum provides a constant rate of travel to the dressing belt.The top half of the dressing belt is supported on 3-in rollers spaced about 12-in centres along the frame of the vanner. A fairly thick dressing belt is used, and no trouble whatever is experienced from the formation of gutters between the rollers.These belts are 28 ft 4 in long, 4 ft wide, 3-16 in thick, and are made of two-ply 32-oz duck, with a coating of rubber on either side. The surface available for dressing is about 10 ft 6 in x 3 ft 8 in- ie, about 38'5 square feet. The machine is driven atthe rate of 245 i-in strokes per minute, while the dressing belt travels at 15 feet per minute...

WHEN making comparisons of the efficiencies of different grinding and crushing machines it is desirable to be able to estimate the work actually done in crushing the ore from a given size of feed to a given size of product, the screen analysis of both feed and product being determined. Messrs. Klug and Taylor, in a paper on this subject, published in the monthly journal of the Chamber of Mines of WA, 31st January, 1906, have described a method adopted by them in calculations made in connection with a series of trials of grinding pans. Their methOd is based upon the assumption that if a quantity Q of material consisting of particles of average diameter x be crushed down until the average diameter of the particles is y, then the work done in grinding is proportional to Q x. There is no theoretical basis for this assumption that the writer is aware of, and it does not appear to satisfy the fundamental conditions necessary. If the material be further crushed until the diameter 2 becomes Z, the additional work done is measured. The work done in crushing from diameter x to diameter Z in one operation is proportional to Q x:, and therefore we ought to have zx2 y2 x2 Q-+Q-=Q-. y2 Z2 Z2But these expressions are not in general equal to one another. In other words, according to the theory underlying this method, if we crush from diameter x to diameter y, and then from diameter...

AMONG the multifarious duties which fall to the lot of a mining engineer it is safe to say that there is none of more fundamental importance than the study of the ore-deposits on which it is thefunction of his profession to operate, inasmuch as the whole business of mining in all its complicated ramifications rests first of all on the existence of something to mine. -When the ore supplies in a mine fail, the enterprise comes to- an end, and nothing, therefore, is of more importance than a thorough understanding of the conditions under which the ore occurs, so that everything possible may be done to open up the mines well ahead of their immediate output requirements, and develop new ore reserves to take the place of that which is raised from day to day. The great aim which the mining engineer has to keep before him in his study of his ore-deposits is to obtain such a knowledge of them that he will have sound grounds for prediction as to how they will behave in parts of the mines which are well beyond the point of the pick. It is on his judgment of probabilities in this respect that mining operations are entered upon, and the more thorough his knowledge of all the factors affecting the problem, the more is the judgmentlikely to be a sound one. The test of any theory is experimental confirmation of the truth of predictions based upon it, and our aim should be to try to perfect our knowledge of the rules governing deposition of ores, so that our theories may prove themselves equal to the task of successful prediction.

THE art of mine surveying has made very great progress in recent years, and is still advancing, perhaps faster than any other branch of surveying. The scope of the mine surveyor's duties has greatly increased, his instruments and methods have improved, the responsibility of his position is greater, and the end is not yet in sight.It might be supposed that such a steadily growing subject would have an adequate literature, but this is by no means the case and outsiders commonly judge mine surveyors by their text-books. Hardly any condemnation can be too strong for most of these books. The English books truckle to the antiquated and crude methods apparently still in use in England, and thereby largely aid in perpetuating them; they commonly in illustrative examples give the distances in fathoms, feet, and inches; they spend page after page discoursing on instruments that should have been forgotten long ago; they try to antagonize theory and practice by detailing such calculations as that a certain vein will contain 2,003.907 pounds of galena per square fathom, and then reduce this amazing quantity to hundredweights, quarters, and pounds. Nothing can be more unscientific, or, for that matter, less businesslike, than unwarranted assumptions of accuracy; it is, perhaps, the greatest curse of applied science. Here we have a calculation to thethousandth part of a pound, when there is probably an unavoidable error of two hundred pounds. What shall we say of a man who explains how to measure the depths of shafts to the hundredth part of an inch by means of short brass rods screwed together...

IN dealing with this subject the intention is not to write a detailed description of the various methods in vogue on the Kalgoorlie field, but rather to give a brief outline of three of the methods which are most universally in force, and from which, ultimately, a few comparisons may be drawn. The three methods which the writer proposes embodying in this article are known as "The Rill," "The Flatback," and "The Shrinkage." For comparative purposes each method will be applied to a block of ore 500 feet in length, and opened up by levels 200 feet apart."The Rin" System. It is necessary in this system, for facilitating mullocking, to make connections between levels by rising and winzing at about every 100 feet or 150 feet along the orebody. After the leading stope is beaten off for the full length ofthe drive, the level is timbered. Single stulls are put in up to a width of fourteen feet. If the span is too great for stulls, set timbers or saddleback stuUs are used. Stulls are lagged over with 4-in gimlet poles, and wooden chutes are built at intervals of 50-feet. Ore passes are cribbed up through the filling directly above each chute, and are constructed of 7-in. round timber or 9 in x 3 in square timber, the passes measuring 4 ft x 4 ft in the clear.Occasionally a double pass may be carried up, one side serving as a travelling way. Stoping is commenced off the winzes, and rills are gradually formed, one on either end of each winze. The rills are generally at an angle of 37° off the horizontal, this allowing for the boring...

GENTLEMEN, I have to thank you very much for the honour you have conferred upon me by electing me President of the Institute for this year. On behalf of resident members, I have to offer the visitors a very cordial welcome to Mount Morgan, and to tell them that all arrangements have been made to enable them to inspect the mine and works at their own convenience, and to supply them with any particulars they may need.It is very pleasing indeed to see such a large gathering, especially on account of the long journeys many have undertaken in order to be present. The first congress in Queensland, about eleven years ago, was attended by a comparatively small number of members, and a rather long time has been allowed to pass in consequence. The large attendance at this meeting encourages the holding of meetings in Queensland more frequently. Owing to the long distances, and the number of mining centres in Australia and New Zealand, we cannot expect to meet oftener than once in six or seven years in...

FOR some reason there is not any extensive literature in print on the electrolytic refining of copper, although the method is in general use in America and Europe. In Australia there are but three plants in existence one small one at Wallaroo, in SouthAustralia; one at Lithgow and one at Port Kembla the last two being in New South Wales. The largest of these is the Port Kembla plant. It is also the most modern, and embodies all the latest appliances and improvements of electrolytic practice.The plant and methods about to be described is that at Lithgow, with which the writer was associated for some years, and the experience gained there may be of interest. Electrolytic refining of copper is one of the simplest operations of metallurgy, but, like all metallurgical operations, it requires constant attention and a large amount of common sense. The man in charge should be endowed with an insatiable curiosity as to why certain things are occurring, and an instinct of cleanliness, whichmy first mentor in chemistry, Mr W A Dixon, once impressed on me was better than godliness.

To obtain the best economic results in treating the comparatively high-grade ore of the Kalgurli Mine a good roast is essential, and the effort of this paper will be to briefly describe the plant and the conditions prevailing in roasting, which, on an output of about 360 tons daily, subsequently enable an average extraction of slightly over 94% of the gold to be maintained.The percentage of sulphur in the ore varies between 2'5 and 3'5, the lower figure existing when treating oxidized ore. The average gold value is 13 dwt; this occurs chiefly as sylvanite, containing .a lower percentage of silver than is usually present in that mineral. One ore body in the mine contains hessite (Ag2Te) in considerable quantity, associated with gold telluride, and when ore from this stope is being treated the silver contents rise to as high as 20 dwt, but the usual amount is about 9 dwt. per ton, of which only a small proportion is extracted. Other metallic minerals, in addition to pyrite, occurring more or less commonly, are arsenopyrite, magnetite, chalcopyrite, and the tellurides calaverite (AuTez)and coloradoite HgzTe3). A small proportion only of the value occurs as free gold.

THOSE who have had occ.asion to sample a mine not infrequently find that it is impossible to take their sample cuts at regular distances apart, owing to the ground being close timbered, a stope having been taken out, or some other cause. When such is the case a tedious calculation becomes necessary in order to obtain an accurate result. A conscientious man will make the tedious calculation, but one who is inclined to be lazy, or who does not recognize the importance of accuracy, or has not the time, may be satisfied with either the arithmetical or weighted arithmetical mean result.There are two main systems of taking samples when the cuts are taken-(l) at equal distances, (2) at unequal distances. When the samples are out at equal distances apart there are three methods of computing the assay value :-1 (a) By Arithmetical Mean. The sum of the values and sum of the widths are each divided by the total number of samples, in order to obtain the value and width respectively, no allowance being made for the relative widths arid values. The result isabsolutely inaccurate, and should never be used under any circumstances.1 (b) By Geometrical Mean. The assay widths ie, feet %, feet oz, inch dwt, &c, are added together and the sum of these is divided by the sum of the widths.
