There is very little in Australian mining law that sets out the rights of mining tenement and exploration licence holders as against other parties who wish to carry out ground or aerial surveillance over those areas.There have already been several legal actions arising out of this lack, and more can be expected as the public places more rigorous constraints on corporate and individual behaviour. Field personnel, who are mainly fairly junior and less experienced, are entitled to some guidance from the minerals industry, guidance which up to now appears to have been either lacking or covering such a wide range of standards from corporation to corporation as to be virtually useless.Because each State writes its own laws there is no consistency, and the laws generally are lagging behind developments in the industry. In particular, the practice of granting mining tenements for sporadic exploration, a practice that is a leftover from much earlier mining law, has dotted the Australian continent with unattended and unmarked or poorly marked tenements that are difficult to find but confer on the holder prior rights to the minerals under them. Entry onto those areas in most jurisdictions is an offence and their existence compromises the efforts of regional explorers.This clearly unsatisfactory situation requires remedying, which is the purpose of these proposals. A more systematic approach to the granting of reconnaissance, regional and detailed exploration, mining, and retention rights will eliminate much of the problem. For the rest, a code of practice needs to be adopted as soon as possible.

This paper describes a proposal to reopen the Sylvia gold mine for underground exploration and development for an initial production of 10 000 tpa. A combination of trackless mining equipment and railtrack would be utilised for development with ore extraction being carried out by undercut and fill methods. The use of the smallest LHD units for mucking, and rail track for the main haulage together with airleg drilling will form the basis for development and stoping. The proposal has been subjected to an environmental impact assessment report to evaluate the impacts of the proposal on the natural and social environment in the area.

The Department of Industry and Resources (DoIR) is responsible for several sets of legislation, which, among other things, regulate the storage, handling and transport of dangerous goods as well as every aspect of the life cycle of explosives in order to prevent explosions, fires and spillages. The legislation with particular relevance to explosives includes: The Explosives and Dangerous Goods Act 1961; the act deals with the storage, manufacture, sale, import, authorisation and use of explosives. It is primarily framed for use of explosives and fireworks in the general community but also has relevance for storage on mine sites. The Dangerous Goods (Transport) Act 1998; this act regulates the transport of explosives on public roads, but not on mine sites. The Mines Safety and Inspection Act 1994 (MSI Act); this act and supporting regulations deal with the full spectrum of occupational health and safety in the mining industry. There is a substantial section in the regulations dealing with the use of explosives at a mine site.DoIR has identified the need for security upgrades of the Government Explosives Reserves, the need to tighten security measures at mine sites, the need for improved security checking for licensed shotfirers and the need to restrict the availability of explosives to authorised people who have had appropriate security checks. It is also clear that we need restrictions on the sale and use of ammonium nitrate (AN). A number of additional security measures are being proposed and all proposals are being refined by ongoing industry consultations. These will be adopted into new explosives regulations in association with the new Dangerous Goods Safety Act 2002 (DGS Act). Government finalised the act in June 2004. The act remains dormant until new explosives and dangerous goods regulations have been prepared. When the DGS Act and a suite of regulations are proclaimed as a package, sometime between December 2004 and April 2005, the old legislation consisting of the current two acts, will be automatically repealed. It is also proposed that all explosive regulation, including those under the MSI Act will be consolidated in one place under the DGS Act for user friendliness.

High speed diamond cutting has extensive applications in civil and mining engineering. A project involving the diamond sawing of black granite is investigating the nature of the diamond cutting process. A sawing machine was devised to adjust the cutting load and measure cutting speed. Cuttings were collected for size distribution analysis. The surface produced by interaction between diamond. grits and the rock was subjected to microscopic investigation. Increasing load prompts the proportional increase in the cutting rate. But the mean size of cuttings shows little change. The photomicrographs of the cutting tracks indicate neither patterns of crack formation nor signs of the ductile behaviour of the rock. A diamond cutting model for hard rock is formulated on these observations. Diamond cutting is a process of surface failure, which advances in four stages. The polycrystalline characteristics of a hard rock and the action of high-speed diamond grits guarantee the creation of crack nuclei which develop into cracks in various directions. This network crisscrossing cracks enable the stripping of this surface layer from the rock.

Field portable X-ray fluorescence (XRF) and near infrared (NIR) instruments are proven technologies in the minerals industry. The in-field results of these instruments can add value early in the project life, leading to cost-effective decision-making compared to their equivalent laboratory based techniques. However, in order to add value to a project, it is crucial that the instruments are employed correctly.Orientation studies should be carried out prior to initiating a sampling program to achieve the highest level of quality assurance and control for the results. Hence, an appropriate sampling workflow begins with considering what outcomes are required, including level of precision, accuracy, reliability for elements and minerals of interest, and sampling errors. The workflows proposed include soil sampling and reverse circulation and diamond drilling sampling techniques, and laboratory based techniques. They are practical and flexible workflows using available portable XRF and NIR technologies that can be applied to current sampling and drilling methods.The combined technologies have the ability to create large, integrated geochemical and mineralogical data sets that can provide cost savings for every stage of the mining chain from exploration to prefeasibility, mineral processing and environmental remediation.CITATION:Jansen, N H and Bridgwater, H L, 2017. The development of research activities at Risdon and the implementing of a policy of instrumentation in plant processes have, in recent years, entailed a considerable increase in research staff and created an urgent need for more space and modern laboratory facilities. The existing laboratories have been in use for 25 years and are now inadequate. New buildings have been authorized.The new buildings will comprise, firstly, a laboratory building of three floors giving a totai .floor space of approximately 11,000 sq.ft., and a pilot plant building as an annexe to the laboratory building, of approximately 4,900 sq.ft. The laboratory building will accommodate from 20 to 22 research workers, and additional plant operatives will be used for the control of processes in the pilot plant building. As a result of the world depression and the consequent heavy fall in the price of tin, Malaya joined with other great tin producing: countries of the world in a restriction scheme that heavily restricted production from its individual mines. This condition, together with the knowledge that it was becoming more and more difficult in, Malaya to acquire further areas and so prolong the existence of a specific company's activities, induced Mr. H. G. Scott, managing director for the Siamese Tin Syndicate Ltd., to consider other possible sources of production. Mainly because of the conditions that obtained in Tasmania, he turned his attention to that country, where, not only could mining be carried on without restriction as to output, but where the incidence of the exchange position created favourable conditions for operation. The paper discusses assay methods generally used when prospecting for gold, and also the applicability of various chemical methods, it describes a new paper chromatographic technique.for making fairly rapid semi-quantitative assays for very fine gold. Testing of the method in field work shows that this simple method could have applications in geologic work, in prospecting and in certain routine mine sampling work. It is not yet a method that can be used to detect anomalies in traces of gold dispersed around an orebody, as is general practice in geochemical prospecting.INTRODUCTIONAccording to the English economist Harrod (1958), "the acute shortage of gold in the world-because currency value has not been adjusted in line with the fall in the goods value of the various currencies-has been a familiar fact for some time now". Harrod calculates that a rise in the price of gold to double its present value is necessary to rectify this condition, and that, if this rise were to take place, increase in production and reduction in private hoarding might well bring annual accretion to world stocks from the presentaverage of about $464 million to a figure close to the $2,000 million that would probably eiiminate these shortages.Any increase in the price of gold is bound to lead to a great increase in prospecting at working mines, in abandoned areas and possibly in untouched country. Prospects a new energy saving method for an efficient destruction of the sturdy and hard materials (rocks, ores, frozen soils, concrete blocks, etc) û the Electric Pulse Discharge (EPD) method of materials destruction for green processing in mining and processing of mineral raw materials are considered.The EPD-technologies give additional possibilities for solving ecological problems at the expense of increase of integrated approach of utilisation of minerals and industrial wastes. The scientific and technical level of executed development of EPD method is sufficient for organisation of design work to develop substantially new equipment. A number of plants have been developed and tested, including plants for processing raw material with minerals of jewels, plants for selection of mica from rocks, and plants for processing the merging of artificial mica.

The Epithermal and Mesothermal Gold Prospectivity Modelling Projects recently completed by Crown Minerals provided explorers in New Zealand with a new compilation of historical exploration data combined with new geological information from the GNS QMap 1:250 000 scale mapping project. These data were used to produce predictive mineral potential maps for gold mineralisation in New Zealand. The aim of these projects, which was to stimulate mineral exploration and investment in exploration, has been successful with new companies acquiring new tenements and committing significant exploration expenditure to exploring in New Zealand in the coming years. The projects were undertaken at a national scale and consequently not all exploration data were compiled into the prospectivity models. HPD New Zealand Ltd recognised the value of the prospectivity modeling work and committed exploration funds to continue the modelling process started by the projects. They recognised the need to compile the remaining data and run the models again to allow detailed exploration targeting.

A new minerals initiative to increase the level of understanding of New Zealand's mineral resources and to promote the development of minerals began earlier in the year in a partnership pilot-project between Crown Minerals and the Institute for Geological and Nuclear Sciences (GNS). The project aims to gather a set of comprehensive geoscientific data and build a series of digital GIS packages to highlight New Zealand's mineral prospectivity. The pilot study was carried out at a regional scale, and is focussed on mesothermal gold mineralisation in the South Island. A significant amount of geological data and information was sourced from open file technical reports held by Crown Minerals and from various databases held by GNS and has now been compiled into a single GIS dataset, which will soon be made freely available to interested parties. In addition to this comprehensive data compilation, prospectivity modelling using Weights of Evidence techniques was undertaken to highlight those areas likely to contain ore deposits. It is clear from this study that the South Island of New Zealand remains highly prospective for mesothermal gold mineralisation. Many of the highly prospective areas, which also contain historic mine workings, remain open for exploration. The study not only highlights these areas, but also other areas where the potential for similar mineralisation exists, in all likelihood with no surface expression. The study has also highlighted the value of many of the open-file technical reports held by Crown Minerals and the need to carry out additional studies using this and other available data at a more detailed level, possibly as the basis for a web-based minerals information system.

Spatial modelling has been used to determine potential locations of granite-related nickel skarn mineralisation throughout eastern Australia. It is believed that during granite intrusion, fluid can leach nickel from nearby mafic lithologies and combine with sulfur to form nickel sulfides. Currently exploration for this style of deposit has been limited to the region around the Avebury Deposit in western Tasmania. As the lithologies near Avebury are not unique it is feasible that similar deposits could exist elsewhere in Australia. The weights of evidence spatial data modelling technique was used to evaluate the wealth of geological data available over eastern Australia and included known economic deposits as training data to weight the themes of the model. These weighted themes were combined to create a prospectivity map showing areas favourable for granite-related nickel deposits. Several regions were identified by the model to have good potential to host nickel mineralisation similar to the Avebury deposit. These include areas located throughout New South Wales, Victoria, Tasmania, the Tasman District of New Zealand and, in particular, the Rockhampton region of eastern Queensland. A regional scale prospectivity model was developed for Papua New Guinea (PNG) to identify areas of porphyry Cu-Au mineralisation. Weights of evidence modeling techniques were used to determine spatial correlations between porphyry Cu-Au mines and predictive maps created from available spatial data. These predictive maps were then combined into a final prospectivity map. Despite limited regional scale data the model has successfully identified areas of known porphyry mineralisation as prospective and has also identified areas where new mineralised systems may be discovered with further exploration. A survey of leaching systems for the dissolution of gold has been undertaken and their advantages and disadvantages evaluated both from their effectiveness at leaching and their compatibility with carbon- in-pulp (CIP) and resin-in-pulp recovery. In the near future it is almost certain that cyanidation in some form will remain the leaching system of.choice although economic and environmental pressures could see the introduction of other leaching systems particularly for treating refractory gold ores. The most likely alternative leaching systems appear to be acid chlorine, acid thiourea and ammoniacal thiosulphate. INTRODUCTION High grade reserves of readily recoverable gold ores are gradually being depleted which, inevitably, must create a greater awareness amongst gold producers, of the efficiency and, in some cases, the suitability of present day metallurgical processes for treating low grade, complex and refractory deposits. One of the key steps in the extraction of gold is the dissolution of the metal using chemical reagents which, ideally, should be cheap or recyclable, selective, non-toxic and compatible with down-stream recovery processes. In practice, meeting all these critera is difficult - if not impossible - particularly in view of the stringent environmental impact requirements which must be met Nowadays.

New Zealand has been a significant producer of gold for over a century. Total recorded production is over 850 tonnes. There were three major periods of production: the first and biggest was between 1860 and 1880, the second was between 1895 and 1920 and the third was between 1930 and 1945. After 1945 gold production fell continually until 1980 when the major upward adjustment in gold price led to renewed interest. There have been important new developments in each of the known gold-rich areas: Westland, Otago and Coromandel and exploration for gold in these areas and in previously unprospected regions has reached unprecedented levels.

Rock bolt installation is generally carried out in two steps. First the hole is drilled and the drill steel is extracted, then the bolt is inserted into the hole and tightened or grouted. With single pass bolting (SPB), however, these two steps can be carried out at the same time. This kind of bolting system has at least three advantages, (1) the time used for the bolt installation could be reduced, (2) the condition of safety for the operators could be improved, and (3) the degree of automation of the rock bolting practice could be increased. The study presented in this paper is concerned with the development of the SPB system. The current state of the system is discussed, and further improvement of the technique is explored.

Gold Tellurides are important sources of gold at Kalgoorlie, Western Australia, Cripple Creek, Colorado and Vatukoula, Fiji. Unlike free gold, the tellurides of gold are rather refractory and the usual treatment practice has been to oxidize the tellurides, either chemically or by roasting prior to cyanidation of the liberated free gold. There is a large measure of disagree- ment as to the actual cause of the refractory nature of gold tellurides. In order to investigate the leaching chemistry of gold telluride, a study was undertaken on the thermodynamics and kinetics of its dissolution using electrochemical methods. From this study suitable direct leaching condi- tions are suggested. In acidic chloride solutions gold telluride can be leached using iron(III) as the oxidant. At lower acid concentrations the reaction is controlled by the formation of a passivating film of H2TeO3. In alkaline solutions containing cyanide the rate of gold telluride dissolution increases with increasing pH and strength of oxidant. However, this can result in excessive consumption of cyanide in the presence of stronger oxidants.

In planning and operating mining projects, managers must take into account economic conditions in foreign markets in addition to Australian conditions. As the manager has little influence over the price or the demand for the product, it is particularly important that close attention is paid to the control of costs to ensure that the mining operation remains competitive with foreign producers. This is not necessarily true for some sectors of the domestic manufacturing industry where foreign competition is restricted and costs can be passed on to consumers because of the protection afforded by tariffs. The effects of protection on the cost structure of Australian industry are more pervasive than is commonly understood. The issue of protection is particularly important to the Australian mining industry management because the cost burdens imposed by local protection must be absorbed within profit margins. Furthermore, because protected industries are effectively subsidised to use scarce resources such as skilled labour, the development of more efficient industries such as mining is inhibited. The mining industry has much to gain from any relaxation in protection policy, and hence the issue is of considerable importance to all managers in the mining industry concerned with costs.

It is well understood that designers and constructors must protect the existing surroundings of tunnel construction, particularly in the selection of excavation methods, ground support and waterproofing systems. However, while this can readily address the existing conditions, the tunnel owner and the designers need to consider the changes that are likely to occur during the life of the tunnel. It is typical for transport infrastructure to have a design life of at least a century. While the effects of constructing the tunnel on its surroundings are a short-term effect, the converse case, the protection of the tunnel, and the need to maintain its integrity, will affect developments over and adjacent to the tunnels beyond the foreseeable future. Decisions made during the design phase have the potential either to facilitate development or to hinder it for the long term.Examples principally from Australia, New Zealand, Singapore and Hong Kong show that the provision for future development is addressed in different ways. These have ranged from making no specific provision, putting the onus onto developers to ensure that the tunnels are not affected adversely, to including a loading allowance for future development in the performance specification or contract documents for a tunnel project.These two contrasting approaches have strong points and risks. A highly prescriptive definition of permissible loadings around the tunnel can provide unambiguous guidance for the approving authority and the developer, but runs the risk of being overly conservative to allow for all the envisaged works, while still missing a detrimental combination of effects that theoretically complies with the specified requirements. In contrast, a general requirement to not cause detriment is open to interpretation and potentially difficult negotiations to reach agreement between the tunnel owner/operator and developer and finally the appointed contractor (probably with no contractual relationship with the tunnel owner).In practice, a combination of prescriptive and performance requirements is likely to provide the optimum combination of clarity and flexibility.
