"This paper discusses the author’s work on international law norms of consultation with Indigenous communities and examines unexpected corporate stakeholder impacts on these norms. Customary international law, which governs the area, does not traditionally refer to corporate conduct. This paper surveys several sources on developing international law on consultation obligations; it also discusses the impacts these norms can have on corporate stakeholders in the mining industry. Finally, it asks how interactions of corporate stakeholders in this area can indirectly impact future law and suggests implications for different business models in the mining sector.RÉSUMÉ Le présent article traite du travail de l’auteur sur les normes de consultation avec les communautés autochtones contenues dans le droit international et examine les impacts inattendus des parties prenantes sur ces normes. Le droit coutumier international, qui gouverne ce domaine, ne réfère traditionnellement pas à la conduite des sociétés. L’article analyse plusieurs sources traitant du développement de nouvelles lois internationales sur l’obligation de consulter; il traite aussi des impacts que ces normes peuvent avoir sur les parties prenantes dans l’industrie minière. Even though a promising orebody is found, ultimate profitability may still depend on the vagaries of the marketplace, where large and unanticipated changes in supply, demand and prices can play havoc with the best of calculations.The Canadian mining industry has had its share of disappointment during the past few years, with savage competition, shrinking demand, declining prices, and disappearing profits. But it has also had some share of success, such as at Hernlo, which now seems certain to provide some of the lowest cost gold production in the world"

"Over the years, it has been increasingly difficult for the minerals industry to raise the necessary capital for its activities. To alleviate this phenomenon, complete transparency and capital market efficiency is needed. Since a company’s mineral resources and mineral reserves base is an essential component to obtaining capital, reporting these assets must also be transparent and efficient. This must occur, however, at an international level given that mineral industry operations, and its financing, are international. To achieve this, an international committee (i.e. Australia, Canada, South Africa, the United Kingdom and Europe, and the United States) was formed and has been developing standards for the reporting of mineral resources and mineral reserves.The effectiveness of these standards, however, depends on adoption by the required regulators. Unfortunately, these standards have not been recognized by the U.S. Securities and Exchange Commission (SEC). Instead, the SEC adheres to its old standard (Industry Guide 7), making it increasingly expensive and difficult for international mining companies to obtain capital in the United States. Compounding the problem is the SEC’s influence over the current work of the International Accounting Standards Board and the International Organization Organization of Securities Commissions. These organizations are in the process of standardizing international accounting practices and international securities rules and regulations. Their current position may prevent adoption of the industry-developed mineral resources and mineral reserves standards which are internationally recognized."

In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale. The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP?s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage. "By now, most geologists and engineers in the Canadian mining industry are familiar with National Instrument 43101 Standards of Disclosure for Mineral Projects (NI 43-101) and the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) Definition Standards for Mineral Resources and Mineral Reserves, which are incorporated by reference in NI 43-101. In recent years, significant progress has also been made in establishing standard reporting practices internationally that recognize the globalization of the industry and enable investors to compare projects anywhere in the world and make informed investment decisions. This article is part of a series that will summarize the background and development of international resource and reserve reporting standards by the Committee for Mineral Reserves International Reporting Standards (CRIRSCO), highlight its current activities and provide insight into international mineral reserve and resource reporting issues. CRIRSCO was formerly the Mineral Definitions Working Group of the Council of Mining and Metallurgical Institutions (CMMI), an organization representing professional bodies in all of the major mining and mining investment countries. In 2002, CMMI disbanded and CRIRSCO continued as a volunteer committee with limited funding from those professional bodies and increasingly from other sources, such as mining companies and regulatory bodies. CRIRSCO was adopted as a Task Force of the International Council of Mining and Metals (ICMM) in 2007. The ICMM is an influential industry body representing all of the major mining companies and many junior companies through its associated members, such as the Minerals Council of Australia, the Chamber of Mines of South Africa and the Prospectors and Developers Association of Canada. CRIRSCO now has funding to pursue its objectives."

The supply of clean copper ores, which have high copper concentration and low impurities like arsenic, has declined year by year. Therefore, both mine and smelter sides have to consider how to remove impurities like arsenic. We focus herein on arsenic as an impurity because it is an extremely important issue from the environmental point of view. Approximately 150,000 t of arsenic is input into the copper industry every year. A small part of it is mainly treated in the smelting side. For instance, Ministro Hales Limited, which is a mining corporation in Chile, has performed the calcination process to remove arsenic from ore with high-arsenic content. In the process, flue gas is washed by water, and the final residue is treated by a hydrometallurgical process. Many processes for arsenic removal in various stages have been proposed, and several bottlenecks exist to achieve it. One of the difficulties encountered is getting an assessment of the process, which depends on the countries and/or areas of operation. The standardization of the assessment procedure will be desired in the near future to keep the same environment standards all over the world, and now is the time to start making discussions on this matter. This will be the first step in making an international assessment procedure for arsenic treatment in the copper industry. INTRODUCTION Using the term “sustainable development” without any scientific basis can give people a false sense of security. Engineers and scientists must analyze the total mass flow of energy and materials and estimate local drain on the environment as well as the global impact of a particular industrial activity to ensure sustainability on this planet. The operations of the mining and smelting industries have a strong effect on the environment even if they provide useful materials for human beings. The copper mining and smelting industries have brought about serious environmental problems in the past. For example, the Ashio mine pollution caused big damage to the agricultural sector near the Ashio area in Japan in the late 19th century. One of the most serious problems at that time was SO2 emission because copper ore is sulfide, and the smelting process basically results to sulfur oxidation. The resource balance from a copper smelter in a year, assuming a total production of 16 million tons, can be summarized as follows: discarded minerals, 30 billion tons; sulfur, 16 million tons; iron oxide, 8 million tons; additional smaller amounts of other metals, electricity, and fuel.

International trade in minerals plays a very important role in the economic growth of many nations. Several less developed countries a1•e heavily dependent on their mineral exports for earning foreign exchange, which is needed for industrialization. Mineral exporting nations experience many problems in international mineral markets; the most important are tariff barriers, deteriorating terms of trade, instability in metal prices, etc. The formation of international mineral cartels to raise prices can be successful only to a limited extent and only for a short period of time.

"THE FOLLOWING are some comments on the article, ""International Trade in Minerals and Economic Development"", by M. Sengupta, published in the October 1976 issue of the CIM Bulletin.Sengupta says in the introduction that ""The mechanism through which this growth (economic development) has occurred is basic ally straight forward"". His statement is quite misleading and perhaps it is better to quote Gerald Meier:""Development economists must operate in an imperfect second-best world, away from the simplified premises of neoclassical economics. Their subject matter is therefore not yet a coherent or self-contained discipline. Denied recourse to a set of general principles, perhaps the student's most sensible introduction to economic development is through a study of 'leading issues' that are at the time a major preoccupation of the development economist and development practitioner"" .Sengupta quotes an authority who wrote 18 years ago. Academic and operating development economists today know full well that existing theory is quite deficient. Sociologists, political scientists and engineers in this field also know that economic, social, political and technical development involves all academic disciplines.Sengupta indicates that tariffs in developed countries prevent less developed countries from supplying refined metal, or manufactured and semi-manufactured products. He lists Zambia, Chile and Zaire as examples of copper concentrate exporters, as inadequately shown in Table 1. He is wrong."

"Canada now supplies 23 per cent of the world demand for potash. Although potash is produced by many countries, Russia and Canada have the greatest reserves and capability to supply the future substantial demand over the next decade. It is estimated that demand will grow from 38,000,000 mt KCl in 1975-76 to 60,000,000 mt KCl in 1985-86. Current firm expansion plans and development underway in the world will move Russia to the forefront in supplying this demand growth. Russia will move from supplying 40 per cent of world demand in 1975 to supplying as much as 52 per cent in 1981. Canadian deposits suffer from natural disadvantages, such as high costs and risks of mine development and operation, and high-cost transportation to international markets, but experience has shown that these natural barriers can be surmounted to effectively compete in these international markets. However, Canadian potash is losing out in the race to supply the growth in the world potash demand over the next ten years because of artificial barriers raised through the unhealthy environment created by the current battle between different levels of government and the industry over resource taxation and legislation."

YOU will likely recall the accomplishments of the International Geophysical Year of 1957, with its polar expeditions, the discovery of the Van Allen radiation belts and the spectacular launchings of the first artificial earth satellites. Our know ledge of the exterior of the earth was greatly increased by this international, friendly, cooperative scientific investigation. The Inter-national Union of Geodesy and Geo-physics has now been joined by the new International Union of Geological Sciences in sponsoring a similar study of the earth's interior. The program will extend from January, 1962 until December. 1964, and is known as the International Upper Mantle Project. During the T.G.Y studies of the interior of the earth were relatively neglected, even though the same international •Cooperation in obtaining simultaneous world-wide observations, by similar instruments, is required to locate and study earth-quakes, for example, as it is to study the earth's upper atmosphere. The upper mantle is 1•emote from man, as it extends from a depth of about 10 km. to perhaps 1000 km., but its practical importance is great.

"Digital image processing and enhancement techniques have been applied to airborne gamma ray spectrometry data from Sudbury, Ontario. These results have been correlated and compared with the available geological maps to evaluate their usefulness for identifying lithological units. Digital processing allows the correlation of various data sets, and different combinations of images can be tested and viewed as a composite image. Composite images with pseudocolours provide an opportunity to analyze and correlate information that is not otherwise apparent in individual images. Principal component analysis has been applied to the gamma ray spectrometry data to evaluate their efficacy and relative information contents of the measured and computed data. The results of this study indicate that the combined radioelements image (obtained by combining the radioelement image and the ratio images) is effective for defining areas of relative concentration of a specific element in near surface materials. Furthermore, the composite radioelements image (produced by combining three separate radioelement images) and composite principal components image reflect large-scale lithological variations. IntroductionThe Sudbury area is a unique geological structure located in the southern Canadian Shield (Fig. 1). Because the area hosts economically significant nickel-copper deposits (Pye et al., 1984), it has been surveyed in great detail by geological and geophysical methods. In order to obtain meaningful geological infonnation about the Sudbury area, several studies have been carried out with the application of innovative mathematical techniques for geophysical modelling, and attempts have been made to integrate the multisensor geophysical data available for the area (e.g. Gupta et aI., 1984; Moon et al., 1988; Singh et al., 1993). The main objective of this paper is to apply digital image processing and enhancement techniques to airborne ganuna ray spectrometry data in order to determine their usefulness for regional geological mapping."

"Displacement of rock mass around a tunnel opening varies according to the rock mass properties, insitu stress conditions and applied support in the tunnel. Such displacement is also altered by presence of bands of rock mass that differ in properties. This paper focuses on the deformation behavior of rock mass around tunnel openings at four tunnel sections in Kaligandaki headrace tunnel where extensive instrumentation was done. Based on the actually measured tunnel displacement records and actually measured support pressure; back analysis has been done to estimate rock mass properties and insitu stresses. Numerical analysis has been done to analyze and assess the deformation behavior of the rock mass around the tunnel sections.INTRODUCTION Instrumentation and monitoring of tunnel convergences have significant importance in evaluation of tunnel stability. One of the key aspects of monitored data is that early convergences can be used in estimation of long term convergence. In addition, these data can also be used in evaluation of rock mass parameters and in-situ stresses around the tunnel. Convergence around a tunnel periphery may vary according to rock mass quality. Presence of bands of different rock mass may hinder the displacement pattern in the tunnel. Particularly, displacement characteristic of tunnel periphery in schistose, foliated and deformed rock mass is altered by presence of bands of comparatively stronger rock mass, e.g., quartz veins or presence of shear seams or faults. Similar observations were also recorded in monitored tunnel sections in Kaligandaki headrace tunnel, located in the Nepal Himalayas. Extensive monitoring was done by installing multiple point borehole extensometers (MPBX) at three different locations of the tunnel periphery at four different tunnel sections. In addition, convergence measurements by tape extensometers and installation of pressure cells to record support pressures were also carried out at each of the tunnel sections. Observations showed that the tunnel convergences varied according to rock mass quality, in-situ stress and effective support pressure.Rock mass parameters and stresses have significant role in the extent of tunnel deformation, but these parameters are often unknown or difficult to predict. Back analysis based on actual tunnel displacement records and known support pressure is believed to be an important method in such endeavor. This paper performs back analysis to evaluate rock mass parameters and discusses correlation of rock mass behavior with tunnel deformation and applied support. For this purpose, the rock mass parameters are estimated from actual tunnel displacement records, mapped rock mass quality records and laboratory tested data. Then, numerical modelling is conducted to correlate post peak behavior of the rock mass with actual tunnel displacement."

BECAUSE of its simplicity, the dip needle is widely used for locating magnetic rock formations in drift-covered areas. Although it responds only to strong magnetic disturbances, it has the advantage that surveys with it can be carried out rapidly, at relatively low cost, by untrained operators. More accurate surveys can be made with a much more sensitive instrument known as the magnetometer, but this must be operated by a specialist and the resulting survey costs are much higher. Mining men use the dip needle for the location of magnetic ores or mineral deposits associated with magnetic rocks. In certain districts, a survey with the dip needle may aid in solving geological structure. In the Little Long Lac and Crow River gold camps of Ontario, it has recently been used for these purposes. In interpreting the results of a dip needle survey, an understanding of the chief magnetic and mechanical factors determining the dip recorded by the needle is definitely necessary. For example, many observers locate a magnetic body by the highest dip values, apparently unaware that these frequently may not lie directly above the body. It should also be realized that a careful dip needle survey may yield information regarding the dip, breadth, and perhaps depth, of the magnetic body. Moreover, the observer should know when numerous closely-spaced dip readings are necessary, and when the dip may be measured at more widely separated intervals. The purpose of the following article is primarily to describe the factors affecting the registration of the dip needle, with a view to aiding investigators in a more accurate and complete interpretation of their results. To explain the cause of magnetic disturbances (anomalies) and the action of the dip needle, a knowledge of certain fundamental magnetic terms is necessary.

It is generally recognized that the interpretation of bedrock geochemical data in volcanic terrains can be improved by adjusting for rock-type. Various chemical attributes of volcanic rocks have been put forward in the literature as rapid indicators of rock-type, but there is some question as to which of these is the most reliable . Only one such attribute, total iron, seems to have seen systematic use in geochemical mapping in the Flin Flon region. Discriminant analysis of 500 basalts, andesites, dacites and rhyolites suggests that SiO2 is the most important rock-discriminating variable and that MgO, CaO, TiD2, AI2O3 and FeOtot, are successively poorer discriminators. Lithological normalization in the subalkaline volcanic environment should therefore be made over ranges of this variable. Trace-metal data from drill core through the sulphide orebody at Hanson Lake, Saskatchewan are used to demonstrate various approaches to lithological correction, including silica normalization, factor analysis and trend analysis. All of these extract economically important information from the core that is not apparent in the raw data logs. However, silica normalization does not seem to be subject to as many serious limitations as factor and trend analysis in this case, and therefore seems to provide the most reliable basis for the interpretation of subsurface exploration geochemical data.

"The second vertical derivative method of processing aeromagnetic data from low level helicopter surveys yields results correiatable with the known geology and may be utilized to indicate possible targets for future exploration in the Silver Queen and Equity Silver mines areas, near Houston in central British Columbia . The principal zones of alteration associated with mineralization, known from detailed mapping, are further delineated and extended in a way not possible by a cursory examination of the original magnetic data.IntroductionThe second derivative method of processing aeromagnetic data is a long established procedure used to enhance the short wavelength content of the magnetic fields. Some recent exam pies of the use of the second derivative technique have been published by Chandler (p. 385), Sun Yunsheng et al. (p. 424) and Yarger (p. 223) in Hinze, 1985. According to theory, the ""second vertical derivative"" is closely related to the rate of curvature of magnetic (or gravity) fields and is particularly useful in resolving and sharpening local anomalies. The contours on second derivative maps may coincide with important features such as lithological boundaries, faults and mineralized zones.In the Houston area, central British Columbia, aeromagnetic data supplied by local mining companies provide a ready base for analyses. Examples are data sets for the Silver Queen and Equity Silver mines centred 35 km and 34 km south and southeast, respectively, from Houston (Fig. 1), (Cochrane, 1970 and Church, 1985)."

U, Fe, Mn, Ni, Cu, Zn and Co data for the sediment in both Key and Seahorse lakes, which overlie portions of known economic uranium deposits in the region, are presented. With the exception of U, Fe and Mn, the elemental distributions can be considered anomalous, in a statistical sense, in both lakes. The U values are of particular interest in that Key Lake is not anomalous, whereas Seahorse Lake is markedly anomalous. Tentative correlations made with background data from other surveys in an attempt to differentiate between anomalous and background values indicate that deviations from linearity in a distribution, and not absolute mean or maximum values, are indicative of anomalous samples within the distribution.

The origin and limitations of the conventional and empirical equation for the interpretation of the results of back pressure tests on gas wells are discussed. Difficulties in data interpretation arise from many causes, including Jack of flow stabilization, uncertainties in connection with the friction calculation, and the effect of turbulence near the sand face in the reservoir. A procedure is developed to ac-count for the turbulence effect. This is based upon the theoretical equation for laminar steady state flow and current knowledge of turbulent steady state flow. The procedure involves the expression of the equation for combined laminar-turbulent steady state flow in terms of a turbulence contribution factor. This factor. is shown to be dependent mainly upon the flow rate per unit of pay thickness and the reservoir permeability. The method of interpretation permits the use of judgment based upon the theory and present day under-standing of laminar-turbulent flow and is considered an improved method
