Reynolds Metals Company announced plans to increase its rate of production of primary aluminum by 17 thousand tons per year by the end of February. Other producers were expected to increase operating rates during the first quarter of 1976 (see table 10 pg. 29). CHROMIUM -Under the Trade Act of 1974, a petition was filed July 16, 1975, with the U.S. International Trade Commission (ITC) by the Tool and Stainless Steel Industry Committee for Import Relief and the United Steelworkers of America, AFL-CIO, for import relief for certain stainless and alloy tool steel products. The Commission determined on January 16, 1976, in a report to the President, that increased quantities of imports of stainless steel sheet and strip, plate, bar, and rod and alloy tool steel except ingots, blooms, billets, slabs, and sheet bars were a substantial cause of serious injury or threat thereof. The Commission recommended import quotas for the period 1976 through 1980. The President has 2 months in which to act, with his decision subject to a Congressional override.

After more than 20 years dependence on bituminous coal as a primary fuel for generating electricity, the Pennsylvania Power and Light Company initiated a one-year study on the economics of building an electric generating station using anthracite as a fuel. The study will be completed in December 1976. If the feasibility study so indicates, PP&L will consider installing four 400,000 kilowatt generating units for scheduled commercial operation in 1985. Each unit would consume up to one million tons of anthracite annually. Anthracite generally is more difficult and expensive to extract than bituminous coal, but it has a significantly lower sulfur content than the bituminous coal currently being used by PP&L, thereby eliminating the costs of installing sulfur emission controls at generating stations. Moreover, significant reductions in transportation costs may be realized because the utility's operating territory is situated in the center of the anthracite region in northeastern Pennsylvania. These advantages may indicate that the use of anthracite is more economical than bituminous coal to PP&L. ASBESTOS -Asbestos production in the U.S. dropped again in 1975 until it was just two-thirds of that in 1973. This was in spite of the very strong demand caused by the Quebec strike. The 7-month strike of the asbestos miners in Thetford Mines, Quebec cut off 55 percent of the normal supply of U.S. consumers. Apparent domestic consumption was less than 75 percent of that in 1974. The wage settlement will probably result in a 20 percent increase in asbestos prices.

The number of railroad coal cars (open top hoppers), dominated rail car orders and deliveries in 1975 according to announcements made February 11, by the Association of American Railroads and the American Railway Car Institute. Acting to keep ahead of increased coal production, the railroads installed 21,748 new coal cars in 1975, the most since 1957. The 1975 installation resulted in a net increase of 6,560 coal cars and an overall gain of 4.5 percent in the total capacity of the hopper car fleet. With most of the new coal cars going into unit train service --where car utilization is greatest --the railroads actual coal-carrying capacity was increased far more than 4.5 percent. The AAR estimated that unit train operations now move 50 percent of all rail-hauled coal compared to only 42 percent 2 years ago. COBALT - The Societe Miniere de Tenke Fungurume (SMTF) copper-cobalt project in Zaire reportedly was suspended in January for an indefenite length of time. According to officials, the deferment resulted from a number of adverse factors, one of which was exceptional increases in capital costs. The project was scheduled for completion in early 1978, with an eventual production of 14.3 million pounds of cobalt per year. Reserves of cobalt were reported to be 505 million pounds. SMTF is a consortium and includes American, British, French, Japanese, and Zairian interests.

The strike of the Canadian asbestos miners entered its seventh month with increasing signs of early termination. Both unions are in the midst of heavy negotiations with management, and an optimistic industry source predicted that work would resume by October 1. Recession recovery in some segments of the asbestos manufacturing industry is being impeded by lack of fibers, CADMIUM - On September 9, St. Joe Minerals Corp. reduced the price of cadmium metal to $2.75 per pound. The producer price bad been uniformly quoted at $3.00 per pound since June 26, 1975. Subsequently, Amax, Inc. and National Zinc Co. reduced their prices to $2.50 per pound. By mid-September all five U.S. cadmium producers were marketing the metal at $2.50 per pound.

Reliably detect fires by sensing sub-micrometer-sized particles released into the air by smoldering or burning materials. Approach An extremely sensitive, ionization-type fire detector has been built that continuously draws air samples through its ionizing field and collects the ionized smoke particles downstream, thereby generating a proportional electrical output signal. (An offshoot instrument measures the size distribution and number of sub-micrometer particles in air.) How It Works Mine air to be monitored is drawn through the instrument assembly by a small pump. A pre-filter and cyclone remove dust particles and other particles larger than 0.6 micrometer diameter. The air and remaining aerosol-sized particles flow through a gastight tube which contains the detector. See diagram. Smoke and other sub-micrometer-size particles moving Into the detector, pass through an Ionizing field, and are struck by alpha particles released from radioactive source located on the axis of the tube, The alpha particles move radially outward until they strike smoke particles or molecules of air or water. When struck, a smoke particle or molecule loses an electron and becomes positively ionized.

Together with an earlier publication of the Bureau2 it provides information on all the known major coal-he disasters (disasters causing five or more deaths) in this Nation's history. Sources of each account are given individually. In each account the actual words of the original publication are used unchanged, but sentences or paragraphs referring to details that are not significant have been omitted. In those few cases where conflicting data were reported in different publications the selected version is the one that appears most logical and which in general is in agreement with most of the other accounts.

C. 4 Hoist Assemblies (not man-rated) A large number of manufacturers supply materials handling winches. These units are predominately electric powered while a limited number of vendors supply air powered equipment. Air powered units are currently used extensively for underground materials handling purposes. Suppliers of materials handling equipment normally include a disclaimer statement in their published literature which clearly states that the equipment "is not designed or suitable for lifting or lowering persons " This category of commercially available equipment can be adequate for emergency man hoisting provided that its' capacity is suitably derated and provided also that the necessary safety features are incorporated. Section C. 5 details the equipment which could be added to a commercial materials hoist to meet these needs. Four commercially available hoist assemblies, two electric and two pneumatic are discussed in the following paragraphs. This equipment is typical of what is commercially available and three of the units are currently used extensively in mining applications. Each hoist description includes a remarks paragraph which identifies the additional equipment each hoist would require for emergency hoist use.

7. Hoisting Systems Hoists used solely for emergency escape use should above all, be simple and dependable. The hoist systems' motive power should be independent of all other mine equipment so that only an emergency in the immediate vicinity of the hoist will render it inoperative. The hoist should receive the same high level of inspection as is normal with any other man hoisting system. It should be operated at regular intervals, and must include sufficient safety devices to ensure safe operation when hoisting men. Of equal importance, however, safety devices must be included to safeguard the hoist system from in¬advertant damage due to inspection, maintenance or operator error In an emergency situation the hoist operator will be under considerable stress and the system must be simple and foolproof to operate. Under normal circumstances the hoist will only be operated during the regular inspection cycle. Because of this very low operational use rate, certain requirements, normally associated with man hoisting, can be relaxed. In particular the wire rope installation requirements, in terms of drum and sheave diameter and fleet angles, can be reduced provided that rope inspection during the system life is maintained at a high level. The following section includes recommended guidelines for emergency hoist system design, installation, operation, maintenance and inspection A summary of available hoisting equipment and components is included in Appendix C. "A 1986 report by the U.S. National Committee on Blomechanlcs (1) describes lung disease as a major national health problem. The report cites three areas that would benefit from a better understanding of the vibratory patterns of the lung. These areas are outlined below.1. In cases of respiratory distress, pressure driven artificial respirators are used. A new technique using high frequency respiration is quite promising, but the pressure distribution in the lung as a function of frequency is not yet known. At these frequencies of 1 to 60 Hz, the lung expands asynchronously (2) and a better understanding of these expansion nonunlformltles could provide valuable Information about the mechanics of high frequency ventilation.2. Listening to the sounds In the lung can yield valuable Information about the state of the lung. To improve the technique, a better understanding of how acoustic waves propagate through the lung is needed.3. The response of the lung as It Is subjected to acoustic excitation, dynamic loading or shock waves is not well understood. A better knowledge of these responees can lead to improved treatment for patients subjected to either explosive pressure waves or car crashes.4. Researchers are measuring the acoustic Impedance of the Iung to detect early states of dysfunction. Sneckenberger and Whitmoyer (3) have reported Impedances obtained at acoustic frequencies up to about 6000 Hz. However, It la not certain which parts of the lung are responding to the acoustic excitation.To Investigate the vibratory characteristics of the lung, excised rat lungs were excited via the trachea with acoustic waves at frequencies up to 6000 Hz. Installation of a horizontal air-blocking shelf around the inside perimeter of the surface mining drill deck shroud is proposed to improve dust capture. Without the use of this shelf, a strong Coand? effect airflow pattern results in dust leakage to the environment, especially at the shroud-to-ground interface. Bailing air exits the drill hole and travels along the drill steel to the underside of the table, where it fans out across the bottom of the drill table and continues down the sides of the shroud. This dust-laden bailing air then strikes the ground and fans out under gaps between the shroud and the ground. The proposed shelf prevents dust-laden air from striking the ground by redirecting it toward the center of the enclosure, where it can be captured. Laboratory tests demonstrated that the shelf reduced dust levels outside of the shroud by 81% under operating conditions consisting of a 1.9:1 collector-to-bailing-airflow ratio and a 51-mm (2-in.) gap between the shroud and ground. The shelf was 152-mm (6-in.) wide and was located at a height equal to 2/3 the distance measured from the bottom of the shroud to the bottom of the drill table. The air-blocking shelf was also capable of overcoming the adverse impact of vertical leakage along the shroud seams as long as this leakage was confined to an area below the horizontal plane defined by the shelf location.

Horizontal stresses are caused by global plate-tectonic forces. During 1995 alone they were largely responsible for the closing of two longwall mines in the United States. This paper presents six case histories from Pennsylvania, West Virginia, Kentucky and Alabama. In each case, a mine encountered roof falls or difficult ground conditions at the headgate caused by horizontal-stress concentrations. The problems are detailed, and the control measures adopted are described. In most cases, nearby longwall panels without stress concentrations were trouble free. The paper also discusses detailed measurements that were made at two adjacent Pennsylvania longwalls. One headgate was oriented to avoid a horizontal-stress concentration, and the other was not. Eliminating the stress concentration dramatically reduced roof support loads and roof deformation. The paper concludes that proper panel orientation and sequence is the key to maintaining headgate ground control. The optimum orientation is not parallel to the maximum horizontal stress, as previously thought, but rather it is 20° in the stress shadow of the gob. Other stress-control techniques, including artificial support, are briefly discussed.

Aluminum alloys are used in two broad classifications: wrought and cast. Wrought alloy products, which are formed into final shape by rolling, forging, extruding. etc., contain low percentages of alloying elements; whereas cast aluminum products, which generally are not worked before use, may contain higher percentages and a somewhat different selection of alloying elements. For example, wrought aluminum alloys usually contain less than one percent silicon and cast alloys contain as much as 18 per-cent silicon. While there are good techniques available for separating aluminum alloys from mixed scrap, there are no efficient ways to separate wrought aluminum from cast aluminum. The high levels of silicon, iron) copper, and zinc from the cast alloys make wrought-cast mixtures unacceptable for wrought alloy production. Consequently, separated wrought aluminum scrap commands a premium price on the market. Since increasing amounts of mixed aluminum alloys are being recovered from automobile scrap, this separation is important for efficient recycling of these alloys. Approach The difference in thermo-mechanical properties between the two classes of aluminum alloys is used as the basis for the separation process. Casting alloys lose their ductility within a certain temperature range while wrought alloys remain ductile. As temperature increases, aluminum alloys gradually become weaker, and at a certain temperature, each alloy loses strength and ductility due to incipient melting in localized areas. For casting alloys that temperature generally lies between 520° to 560° C, but it is above 600° C for most wrought alloys. Mild crushing, therefore, in the proper temperature range will result in complete fragmentation of the casting alloys but only plastic deformation of the wrought alloys. A simple screening step then is used to separate the oversize wrought pieces from the fragmented cast alloys.

"A pneumoconiosis is best defined as the accumulation of dust in the lungs and the tissue's reaction to iu presence. Thus, silicosis is the name given to the fibrotic disease of the lungs caused by inhalation of dust containing silicon dioxide, primarily in the free crystalline form. Coal workers' pneumoconiosis (CWP), which was originally thought to be a variant of silicosis, results from inhalation of coal mine dust that usually contains relatively small amounts of free crystalline silica.HISTORYSilicosis is the older and more well known of these mineral pneumoconiosis. In contrast, CWP was not recognized as different from silicosis until the pivotal work of Collis and Gilchrist. 26 They noted that coal trimmers, i.e., special stevedores who leveled coal in the holds of ships at the Cardiff and Swansea docks in Wales, developed identical nodules on the chest radiograph to those of underground miners. The difference was that these men had never worked underground and that the coal was washed before it was loaded into ships; thus, it was unlikely that these men were exposed to silica. Gough54 examined the lungs of coal trimmers who died and found that the histologic appearance of the pulmonary lesions was distinctly different from the whorled nodules seen in silicosis. Gough,"" and subsequently Heppleston,"" then showed that the lung lesions in coal trimmers were similar to those in underground coal miners and different from those of classical silicosis. Nagelschmidt 78 analyzed the mineral content of miners' lungs that became available at autopsy. These studies caused him to propose a scheme in which the relative proportions of silica, other minerals, and/or coal deposited in the lungs determined the type of pulmonary response which develops, i.e., classical silicosis, mixed-dust disease, or CWP."

Abstract-This study predicts the level of smoke that miners might meet while trying to escape a coal mine fire and describes how smoke would impede their safe escape. For this study, the authors assumed that miners exit through an escapeway adjacent to the burning entry, that some air would leak from the burning entry to the escapeway. The following conclusions were made: • A very low amount of air leakage to the escapeway can produce a critical level of visual obscurity from smoke. This shows that intake airways may be as susceptible to smoke visibility problems as return airways. • This critical level of smoke obscurity is reached much before a critical level of carbon monoxide is reached. • Small fires can cause a severe sensory irritation that further limits vision. Thus, reliable eye protection is very important. These results show that methods to guide miners through dense smoke will contribute greatly to saving lives during mine fires.

"The material known as coal has a highly variable composition. As a consequence, coals show a great variation in their physical and chemical properties as a function of coal rank. The situation is further complicated because the preparation engineer must deal with raw coal, as mined. This is an assemblage of coal, upwards of 30% mineral matter and, typically, several percent pyrite. The kind and amount of the mineral constituents is also highly variable from source to source. A knowledge of coal rank and source location, and the kind and amount of associated impurities, is the first step in evaluating the response of a raw coal to preparation procedures. The raw coal must first be characterized before information from one source can be extrapolated to that of another.INTRODUCTIONCoal is a black or brownish-black combustible solid, derived from a heterogeneous mixture of plant remains and associated mineral matter that have undergone chemical and physical metamorphic changes by biological and geological processes without free access to air. It is composed principally of carbon, hydrogen and oxygen with lesser amounts of nitrogen and sulfur. 'Its exact chemical and physical nature has remained poorly defined, because the term 'coal' refers to a broad range of coalified solids ranging in rank from anthracite to a variety of bituminous coals of differing volatile matter content, sub-bituminous coals, and ending with lignite and brown coals. The variation in chemical and physical properties through these ranks is massive. In summary, Luckie's (1988) assertion is apropos: ""There is no such thing as coal; there are coals"". The coal preparation engineer, and, most especially, those scientists and engineers from other disciplines wishing to work with coal, must constantly keep this admonition in mind because what is true for one coal seam is often not directly applicable to another."

To identify the most successful methods now in use for controlling respirable dust in longwall mines using double-drum shearers. Approach Conduct dust surveys at six longwall mining sections that use double-drum shearers and are regularly in compliance with the Federal Respirable Dust Standard, to identify effective dust control techniques. The selection of mine sites was based on recommendations provided by the Mine Safety and Health Administration. Instantaneous and short-term gravimetric instrumentation make it possible to isolate longwall dust sources and to determine the effectiveness of dust control techniques. (These procedures were developed by the Bureau of Mines, and are described in detail in Technology News Bulletins 134 and 135.) Production levels, and seam heights at each of the six longwall sections were: 53", 700 tps; 60", 800 tps; 72", 1000 tps; 79", 1500 tps; 84", 2000 tps; 96", 1500 tps. Survey Results Three effective dust control techniques were identified. 1. Shearer Operators on Intake Side of Lead Drum-At all mines surveyed, an important factor in controlling dust exposures at the shearer is the use of a cut ting sequence that allows the shearer operators to work most of the time on the intake air side of the lead drum. In This Chapter [Instruments for measuring dust How to calculate the amount of dust from a source How to get a valid concentration measurement Sampling to assess control technology effectiveness] When there is more than one source of dust, sampling may be required to find which dust sources are most significant. Then, efforts to reduce dust can be concentrated where they will have the most impact. This chapter explains how to perform dust source sampling. It describes two kinds of instruments that are available and discusses their limitations. It explains how environmental variables such as concentration gradients, dust dilution, and production changes can impact dust measurements. It also suggests practical ways to improve the validity of dust source measurements under adverse conditions, such as high-velocity airflow or the presence of water mist in the air. [Dust source sampling at coal mine longwalls and at tunnels is more complicated. Chapters 3 and 7 have more information on sampling in those circumstances.] TWO KINDS OF INSTRUMENTS FOR MEASURING DUST Gravimetric samplers. The conventional gravimetric sampler is a good device for measuring dust because it is the instrument used for compliance measurements. This dust sampler consists of an air pump, a small cyclone that separates out the respirable size fraction of the dust cloud, and a filter to collect the respirable dust. In coal mines, the Mine Safety and Health Administration (MSHA)-approved gravimetric sampler uses a 10-mm Dorr-Oliver cyclone operating at an airflow of 2.0 L/min [30 CFR78 74 (2002)]. A correction factor of 1.38 is applied to make the results consistent with the U.K. MRE sampler, the instrument on which the 2.0 mg/m3 coal dust standard is based.

The dust exposure of the longwall shearer operator is usually determined by his position relative to the cutting drums. The dust generated during cutting may travel up-wind, against the primary airflow, and be carried out into the walkway where it can contaminate the intake air for as much as 10 feet outby the shearer operator's controls. Thus, both head and tail drum operators are exposed to un-acceptably high levels of air-borne respirable dust. One Solution The latest generation of long-wall shearers has features that make the use of radio remote or umbilical (hard wire) remote control relatively easy to implement. Remote control can enable shearer operators to control machines from positions that are less dusty than normal control stations. With either type, the head-drum operator can now control the shearer from a position up to 20 feet on the intake-air side of the shearer, while the tail-drum operator's station is now located across from the head drum.
