This circular presents Part III-A of a series reviewing the literature on effects of breathing dusts with special reference to silicosis; it deals with the economic and legal aspects of dust diseases in industry; Part III-B will contain data on the status and cost of compensation for silicosis, Parts I and II of the series have been issued as Information Circulars 6835, 6840, and 6848; Part I defines and classifies dusts, indicates sources of exposure, and describes the physiological effects of breaching dusts; Part II-A discusses the principal dust factors producing pulmonary pathology and methods of determination of dust in air; and Part II-B presents data on the engineering and medical control in the prevention of dust diseases and general recommendations for their control in industry. A summary and general conclusions will complete the series.

The work of the United States Bureau of, Mines is concerned primarily with the prevention of accidents in the mining, petroleum, and allied industries. This report analyzes the fatal accidents in the coal mines of Tennessee and gives the pertinent factors in tabular and descriptive form, with interpretations and suggestions to operators, workers, and the State Division of Mines for the future prevention or reduction of accidents in coal mines. ACKNOWLEDGMENTS This study was made possible through the cooperation of A. W. Evans, chief mine inspector of Tennessee, and his secretary, Miss Hiliary Penny, who made available the department records and assisted in the segregation and assembly of the data.

Mining officials, as well as members of the Bureau of Mines staff, in their efforts to make mining safer are confronted from time to time pith complicated problems concerning solution of which there is a diversity of opinion. To reduce these differences of opinion as much as possible and to obtain a generally acceptable decision on any mine-safety question, the Director of the U.S. Bureau of Mines established the Mine Safety Board on June 1, 1924- *** to consider questions arising within any divisions of the Bureau that require a definition of tie Bureaus s collective opinion as to safety practices, safety devices, or safety methods for underground operations or open-pit mining. The approved2/decisions shall form the basis of teaching and policy for the Bureau.

The selection of a process for treating a gold ore is governed primarily by the characteristics of the ore under consideration. The form in which the gold occurs, its mode of association with other minerals, and the size and surface condition of the gold particles are important factors which influence materially the choice of procedure for recovering gold. A knowledge of these characteristics may be obtained by microscopic and chemical methods combined with experimental testing. Cyanidation and amalgamation, either alone or in conjunction with flotation and gravity methods, are peculiarly adapted to the treatment of gold ores, especially those of relatively low grade. Gold alloys readily with mercury provided both present clean surfaces. The presence of oils and grease, antimony and arsenic minerals, or soluble sulphides have a harmful effect. Very small, flaky particles of gold frequently are lost in amalgamation because of noncontact with the mercury. Fine gold in pyrite, or gold having rusty or contaminated surfaces, is often lost for the same reason. Grinding or some form of abrasion sometimes removes surface films of iron oxide or substances of a similar nature, and alkalies or other chemicals are used to remove grease. Gold is readily soluble in cyanide solution, and this method of treatment is particularly effective in the recovery of gold from the tailings resulting from other types of concentration procedure. Cyanide solutions must contact the gold to insure recovery, and the porosity of the ore treated and the fineness of grinding required are important governing factors. The use of lime in cyanidation is necessary to protect the cyanide, to precipitate undesirable substances, and to settle slimes. Certain substances in ores are harmful in cyanidation; chief among them are those that combine with cyanide, forming cyanides, and carbon which precipitates gold from solution. Arsenic and antimony are also harmful if present in sufficient quantity. These and other difficulties encountered in cyaniding certain ores often are overcome by roasting prior to leaching. Zinc dust is used almost universally for precipitating precious metals from cyanide solutions. The refining and melting of the product may be accomplished by oxidizing the zinc before melting it in graphite pots with fluxes, although sulphuric acid is now used largely to remove the zinc before melting. Straight cyanidation practice is being replaced by flotation as a major process, followed by cyanide leaching of the tailings, but amalgamation is still needed as a primary process for the recovery of coarse gold before either flotation or cyanidation.

[Permissible electric cap lamps represent a workable balance between the amount of light needed and the various limiting conditions, such as the weight the miner can carry conveniently, cost of the lamp, including upkeep, and adequacy or practicability of the lamp as regards safety, mechanical strength, and general performance. Other things being equal, the coot desirable lamp is one that gives the greatest amount of useful light. Conversely, with a given amount of light the most desirable lamp is one that its the most efficient respecting weight, cost, and performance.]

This circular is part 3 of the third paper (entitled "Excavation") of a series summarizing the technical problem; involved in the production and preparation of sand and gravel. Part 1 discussed the use of power shovels, draglines, and excavator cranes. Fart 2 discussed the use of power scrapers, slackline cableway excavators, and hydraulic monitors. This circular discusses the use of the hydraulic, clamshell, ladder, and dipper dredge. Part 4 to follow will discus the use of haulage equipment, and subsequent parts will discuss the application of both excavating and haulage equipment to various types of deposits. HYDRAULIC DREDGE Judged by the number of installations and the tonnage produced, as recorded in part 1 of this circular, the hydraulic or pump dredge is the most popular type of underwater sand and gravel excavator.

Since its inception the United States Bureau of Mines has fostered the development of portable mine lamps. Although there is still much to be desired with respect to illumination in coal and metal mines and the replacement of open lights has been slow the Bureau has been given credit for assisting materially in the development and introduction of the safe and efficient portable mine-lighting equipment available today. Much of the work conducted by the electrical section of the Bureau entails approval tests of various types of electrical equipment, including lamps; to be used in atmospheres that may contain methane or coal dust in explosive proportion. If a can lamp meets the requirements-for safety, efficiency, and adequacy, as published in Schedule 6B,4 it is approved and is generally known as a "permissible" lamp. The terms "approved" and '"permissible' often are used interchangeably. The manufacturer must put an approval plate on each approved lamp, showing it has mot the schedule requirements. The approval plate is not a guarantee that the lamp is safe. However, if the lamp, once in service, has not had any parts changed or improperly assembled or if carts that wear out or depreciate have been properly replaced it should still, be safe, efficient, and adequate for the service intended. Virtually all electric cap lamps in service today in the United States and a great many that have been sent to foreign countries bear the approval plate of the United States Bureau of Mines. Although many explosions have been attributed to open lights none has been charged against the permissible cap lamp. Nystagmus, a disease of the eye attributed to working under insufficient illumination, is practically unknown among; American miners, although it is quite prevalent among European miners.

"INTRODUCTION During the past 4 or 5 years the frequent occurrence of bumps in coal mines of the Cumberland field, in Harlan County, Ky., and Wise County, Va., has caused much apprehension among miners and mining officials of that region.These bumps have caused many deaths and injuries, and have been increasing in frequency. Eight men were killed and a number injured by bumps in the first 4 months of 1934. Their unpredictable occurrence and the usual absence of any preliminary warning tremors or sounds, such as ordinarily precede a large fall of roof, cause fear of other bumps and impair the morale of mine workers.Acknowledgments This report on bumps in coal mines of the Cumberland coal field of Kentucky and Virginia is based on an investigation made at the urgent request of .the Harlan County Coal Operators Association, through James F. Bryson, director of safety of the association, to the Director of the United States Bureau of Mines, following a series of disastrous bumps in. Harlan County, Ky., and Wise County, Va. The request was granted and the writer detailed to undertake the investigation, which was made in June 1934.The officials of certain operating companies in the Cumberland field gave every facility for examining the conditions accompanying bumps in their mines. This paper covers the salient features of the occurrence and mining of sheet mica in the United States and the preparation of mica for market; presents the results of a study of the physical properties of domestic and foreign micas, which the author hopes may he of interest to every mica user, as it definitely answers many questions as to the suitability of various minas for particular purposes; and discusses mica-trade conditions and the future outlook for the domestic mica industry. The average quantity of heat needed to refine a barrel of crude oil in 1934 was 638,000 B.t.u., or about as much heat energy as contained in 5 gallons of fuel.oil. Although the total heat utilized in 1934 was slightly above 1933, crude runs to stills increased 4 percent, hence the average requirement per barrel declined from 660,000 B.t.u. in 1933 to 638,000 B.t.u. in 1934 (see fig. 1). The average for 1934 constitutes a new record for firing efficiency, being just under the previous low of 1929. Heat consumption at refineries depends on many factors, of which the trends in yields of gasoline and lubricating oils are probably most important. The yield of gasoline is indicative of activity at cracking plants, which typo of plant utilizes more thou the average amount of heat per gallon of product. The yield of lubricating oils is indicative of the extent to which crude oil is refined; that is, it takes considerably more heat to refine a barrel of crude through lubricating oils than it does to separate only gasoline and kerosene. The yield of gasoline decreased from 43.7 percent in 1933 to 43.4 percent in 1934; on the other hand, the yield of gas oil and fuel oil increased. Although the yield of lubricating oils increased slightly in 1934 the theoretical increase in fuel requirements probably was offset by technical improvements, such as solvent refining. Although no outstanding technical developments of a fuel-saving nature were made in 1934, some progress undoubtedly was recorded. Heat exchangers, an effective fuel-saving device, wore enlarged, and some refiners now take off several cuts before the crude reaches the pipe stills. The total capacity of pipe stills increased 2.5 percent in 1934, and many of the less efficient shell stills were torn out.

As no cure is known for silicocis after it has developed, prevention is the only effective remedy. There are two main lines of approach to the problem of dust-disease prevention in industry - the engineering, through control of dust production, and the medical, through selection of workers by examination; success probably depends upon a combination of the two. Hatch (146) considers the following measures essential to a complete, well-balanced program of control of the dust hazard in industry: 1. Selection of workers by means of physical examinations in order especially to eliminate those with tuberculosis and other disorders of the respiratory system. 2. Reduction of the duct concentration below the standard of permissible dustiness through adequate moans of dust control and good housekeeping. 3. Limiting the frequency and duration of employment in the dusty occupations, thus reducing the rate of deposition of dust in the lungs. 4. Routine measurement of the effectiveness of the dust-control program by means of periodic medical examinations and duct surveys.

"INTRODUCTION Sporadic beneficiation tests have been made on the Birmingham (Ala.) red iron ores for the last 55 years. Now, gravity-concentration plants are in operation, of tables are in use. A major problem, as seen by the present writers, is to obtain a coarser concentrate and add to the recovery without increasing the quantity of slime. The oily practicable solution found so far is to recover, by means of concentration (hydraulic) classifiers, the coarse concentrate normally lost in the table middling and, by a similar method, to recover middling particles from the table tailings The size and shape of the coarse concentrate Particles combine to cause them to report in the table middling rather than in the table concentrate. Similarly, mineral is lost in the tailing. Because of this, the nature of the ore, the deportment jerking table, plant tests on classifiers and tables, and the suitability of small concentration classifiers to treat table zonal middlings are discussed herein.The work was done by the Southern Experiment Station, Bureau of Mines, in cooperation with the University of Alabama, Tuscaloosa, Ala."

Every few weeks United States newspapers of 25 or 30 years age ran scare-heads telling of some mine disaster, which was a first-page attraction for a day or two and then was forgotton until another disaster occurred a few weeks later. Interspersed with these disasters were the so-called sniping mine accidents, causing the death of one or two mine workers. The summation of all types of mine fatalities usually exceeded 3,000 a year. In the period 1906-10, inclusive, there wore 84 major explosion disasters (or about 17 per year) in united States coal mines; the fatalities resulting from those disasters numbered 2,388 for the 5-year period. These frightful catastrophies helped to cause the total number of fatalities in our coal mines for the 5 years (including the fatalities from major explosions) to reach the enormous total of 13,288, an average of 2,658 per year. In addition, some hundreds of other typos of mining accidents swelled the annual fatality list to upwards of 3,000. This admittedly deplorable condition created so much Nation-wide comment that Congress was impressed with the necessity of having something done by the Federal Government with a view to trying to halt at least sonic of the excessive loss of life in our mines; in consequence, the Bureau of Mines was created and began to function in July 1910.

This paper discusses prospecting for lode gold and lists the principal lags and. regulations pertaining to locating; lode claims on public lands. It is a preprint of a part of a bulletin being prepared by the United States Bureau o Mines entitled "Equipping, Developing and Operating Small Gold Mines". The increased interest in gold mining manifested during the past few years (1932-1935) bas stimulated prospecting. Many adventurers have taken to the field to search for now gold deposits. A. large percentage of them have had no previous experience in prospecting for lode gold; this paper has been written with the tope that it might assist these newcomers.

The United States Bureau of Mines under provisions of Schedule 2C4 issues approvals covering complete operating units such as loading machines, room hoists, and storage-battery locomotives. Certain manufacturers design and build entire machines. Other manufacturers purchase a part or all of the electrical accessories from manufacturers of electrical equipment and make up permissible units by assembling them. Before the assembler purchases electrical accessories for use in such contemplated units he may require certain information from the accessory manufacturer as to whether the particular accessories are suitable for assembly in his proposed permissible outfit. To aid accessory manufacturers in marketing their product, a provision was incorporated in Schedule 20 whereby tests might be made on individual accessories and reports rendered as to the suitability of a given accessory for use in permissible assemblies.

The ease of ignition and violence of explosion of Utah coal dusts, together with the large volumes of methane given off in some of the mines of the State, made it imperative to abandon obsolete equipment and obviously hazardous practices for up-to-date equipment and safer methods of mining if reasonable progress wore to be attained in fire and explosion prevention. Although much can still be done to improve safety conditions in Utah coal mines, considerable progress has been made in the past 10 years. The fundamentals of such progress include increased use of permissible electrical equipment in gassy mines, closed lights, rock-dusting, more liberal use of water at the face, butter ventilation, permissible explosives fired electrically both within and without the mine, partial inhibition of blasting while the shift is in the mine, 100-percent first-aid training, increased supervision and inspection, and mass safety meetings.

Subsequent papers in the series will discuss the use of haulage equipment, the application of both excavating and haulage equipment to various types of deposits, and operating costs. THE POWER SCRAPER The power scraper is a younger member of the various forms of gravel excavators. It is a mechanized enlargement of the slip scraper and other scrapers which depend upon animals for power and has a greater range of operation from a single set-up than any other excavation unit except the slackline cableway excavator.

The disposal of brines produced with crude petroleum and natural gas has been a long-continuing problem to oil and gas operators as well as to farmers and stock-raisers in the vicinity of producing fields. An impartial appraisal of conditions pertaining to the problem of brine disposal leads to the conclusion that study of the technical consideration, with proper weight given to the economic and social factors, is the most desirable approach to this problem. Brine disposal is a problem of such magnitude in certain areas in the State of Kansas that in August 1934 a cooperative agreement was made between the Kansas State Board of Health and the U. S. Bureau of Mines for a cooperative technical study of methods of brine disposal.

Not long after electrically driven equipment was introduced into coal mines it became apparent that the spark-producing parts, such as controllers and motors, required safeguards to prevent the ignition of mine gas that might come into their vicinity. Many of the early designs attempted to provide protective enclosures having ventila¬tion and relief for pressures if ignition should occur within. The principal feature of the Davy safety lamp, namely, the wire gauze, was employed widely for this purpose. Other devices were developed to reduce the temperature of products of combustion escaping through the protected openings to a value below that which would cause ignition of surrounding explosive atmospheres. Although many such devices performed their intended function satisfactorily under laboratory conditions they were not so satisfac¬tory when subjected to the rigorous conditions encountered under¬ground. Corrosion, mishandling, and accumulations of grease and dirt reduced or destroyed their protective qualities after a period of service in the mines. In the United States this has led to abandon¬ment of special devices in favor of what is called " total enclosure " which means that no regular provision is made for ventilation and release of pressure but rather that the housings or enclosures are built strong enough to withstand the explosion pressures without rupture. As a further protection the joints usually are made of broad, closely fitting surfaces. It is impractical to make such joints absolutely gastight in ordinary machine practice when provision must be made for partial or complete disassembly to facilitate ad¬justments and repairs. Therefore, when an explosion occurs within such enclosures flames may escape through the joints. If the latter are broad enough and not separated too widely, however, the flames will be cooled by contact with the metal surfaces (flanges) of the joints, by rapid expansion, or by both cooling and expansion, with the result that an explosive atmosphere surrounding the enclosure will not be ignited.
