In attempting to discuss a subject of this character it should be clearly understood at the outset that the purpose is not to emphasize the mere fact of occurrence of such catastrophes, the memory of which time has largely relegated to oblivion, but rather to stress the means of their prevention, available not only subsequent to but also at the time of occurrence. A careful, conscientious, unbiased study of the causes of mine explosions leads inevitably and definitely to the conclusion that the human element is the most important factor. The human factor should however, be evaluated in terms of responsibility--responsibility on the part of the employer to recognize the existing hazards and take the necessary remedial action, and on the part of the employee to perform his duties faithfully, diligently, scrupulously, and in strict conformity with State mining laws and company rules or other regulations.

This interpretation of the minim lams of Ceylon has been prey tired from the best available information in Washington and is released subject to amplification and correction, if necessary, by United States foreign-service officers. INTRODUCTION Ceylon has no basic mining law; the general rules governing the granting of mineral concessions and affecting legal titles of concessionaires are laid down in Ceylon Government ordinances or are found in the authorized forms for licenses and leases. During the early stages of the mining industry of the United States an apparently inexhaustible supply of high-quality, easily accessible coal made the product cheap and the attendant mining methods wasteful of recoverable coal. Because coal from advance places could be mined with less effort and a large outwit obtained as the entries advanced, much of the coal left in pillars to support the roof was lost. Squeezes often developed in these mined-over areas, or, if pillars were of sufficient size to-prevent squeeze, the roof would be so weakened by long exposure that any pillar recovery was extremely hazardous. As the value of unmined coal increased, a high recovery of the available coal became necessary. Numerous plans were tried during the period that followed, some of the methods proving successful while others were complete failures or only partly successful. As a better knowledge was pained of the roof strata and its behavior, however, pillar mining became more successful and methods suited to special roof conditions were developed.

The adjacent towns of Rouyn and Noranda, centers of the Rouyn mining district of western Quebec, are 360 miles by air line almost duo north of Toronto. Rouyn is reached from the main lines of the Canadian National Railways and the Canadian Pacific Railway at North Bay, Ontario, by the Temiskaming & Northern Ontario Railway and its subsidiary, the Nipissing Central Railway. Noranda is the southwestern terminus of a branch from the Canadian National Railway between Winnipeg and Quebec. The Rouyn mining district is a part of a mineralized zone that has been traced for a distance of 140 miles from Kirkland Lake in Ontario eastward into the Province of Quebec to the Pascalis district. From Rouyn the mine is 5 miler almost duo south over a gravel rend built by the company with assistance from the Province of Quebec.

This is one of a series of papers being prepared for and published by the United States Bureau of Mines, describing mining and milling methods and costs at crushed-stone plants throughout the United States. These papers are designed to disseminate technical information regarding the methods used. The cost tabulations represent operating expenditures only and not total production costs. It is recognized' tat publication of total production costs might in many instances cause embarrassment to individual producers, as well as to the industry as a whole. However, operating costs are essential to the technical discussion and study of the methods employed. The attention of the reader is specifically called to this differentiation in order that no mis-understanding of the scope of the cost tabulations shall ensue. In safety work a study of past accidents is of value in determining means of reducing future accidents of the same character. This is particularly true with reference to coal-mine explosions. Data from publications of the United States Bureau of Mines and from published reports of the State inspector of coal mines of Colorado are presented in this circular in the belief that they will be of value to operators by indicating methods of preventing future coal-mine explosions. The tables included are complete only with regard to major disasters. The Bureau of Mines considers as a major disaster one in which five 'or more men are killed. However, this circular also includes a considerable number of minor disasters, Various explosions in the coal mines of Colorado from 1883 to 1932, inclusive, are listed with information available as to their probable cause, number of men killed and measures which, if they had been in use at that time, might have prevented them. John McNeil, first Colorado State coal-mine inspector, on page 43 of his first report for the period ended July 31, 1884, made the following recommendations for the prevention of explosions in the coal industry: True causes could be traced either to insufficient ventilation, carelessness and lack of rigid discipline in carrying on energetic ventilation and other precautions needed to be enforced in a mine giving off explosive gases. *** When any quantity of fine coal dust is observed in an entry, air course, or room it should be made damp and be removed from the mine, and thus beep every place as free from dust as possible. *** A system of bratticing close up to the face of each and every place in the mine from crosscut last made (whether gas should just then show its presence or not) which should not be more than 50 or 75 feet according to the nature of the mine.

[This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the rights of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of specified French possessions in Africa has been prepared from the best information available in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. France controls large areas on the African continent, but the various Colonies and Dependencies are administered more or less independently. Algeria is under the direct jurisdiction of the Ministry of the Interior, and its mining laws are essentially the same as those of the mother country. Tunis and Morocco are attached to the Ministry of Foreign Affairs; separate digests of the mining laws' of these respective colonies have already been prepared by the United States Bureau of Mines. The present paper covers all other French territory on the continent of Africa except Somaliland, a rather small Colony including the port of Djibouti near the point where the Red Sea joins the Gulf of Aden. Available information indicates that the prospects of mineral production in this Colony, apart from salt and gypsum, are not at all encouraging.3]

During the fiscal year ended September 30, 1932, there were 27 fatalities in the coal mines of Indiana. Four of this number occurred in small mines employing less than 10 men, over which the State Inspection Department has no jurisdiction. In addition to these coal mine fatalities, an explosives accident in a clay mine resulted fatally to one man. Tables 1 and 2, which follow, list the fatalities as to cause and occupation. This paper has been written to aid the owner of a small gold mine or prospect in preparing a report on his property for the purpose of interesting capital. If an owner can afford to do so, he should employ a mining engineer of recognized standing and experience to examine and report on his property, but many owners of small -mines and particularly of prospects cannot make the expenditure required for this. Further, many of them do not know how to prepare a description which will cover those features of a deposit on which a potential investor promises his opinion as to its worth. If such an owner is convinced that he possesses an orebody of sufficient grade and size to warrant the required expenditure for a thorough investigation and wishes to present his property to prospective investors, then the following suggestions concerning the proper way to sample his deposit, estimate the tonnage of developed and probable ore, and prepare a report may be of assistance.

In a previous report results were given and a method outlined whereby from a knowledge of the composition of the natural gas and of the inflammability limits of the individual constituents composing the natural gas, the limits of inflammability of natural gas and air mixtures could be closely calculated. This method is based on the application of Le Chatelier's law as modified by Coward, Carpenter and Payman, to apply to a mixture of any number of combustible gases. This law must not be used indiscriminately, because many exceptions have been found. For example, when ethylene, acetylene, hydrogen sulphide, or chlorinated hydrocarbons are present the law may not hold. For a discussion of the rally exceptions which have been found, reference should be made to a report by Coward and Jones. Before this method can be used the inflammable limits of the individual constituents must be known. Also, the composition of the complex combustible mixture, and representative mixtures besides, must be tested both experimentally and by calculation to prove whether Le Chatelier's law may be applied.

This circular is the second of a series presenting methods employed in solving the technical problems encountered in the production of sand and gravel. The first paper3 discussed the methods use in prospecting and exploration. This one teals with the problems involved in bringing a raw prospect to the production stage and considers the various methods of development and the Factors affecting that development. Later publications are planned to present and discuss methods of recovery and treatment. The recovery of sand and ravel from natural deposits and their preparation for market involve a progressive sequence of operating steps or processes. Each step or process presents its own peculiar problems which require different angles of mental approach, methods, and tools, but all are more or less dependent on the step or process which precedes or follows.

This paper describes in detail the cost of equipping and developing the Golden Belt mine, Yavapai County, Ariz. These costs should be typical of the average small gold mine in central Arizona which has been equipped with used machinery a, a minimum of capital expenditure. The conditions of remoteness, transportation, water, and power supply are about average for properties in the Bradshaw fountains and that vicinity. There are several mines in the district in the process of development and several dormant properties that might be opened in the future. The Golden Belt group of claims was taken over by the present management in May, 1931. Although some active development has been carried on in recent years, resumption of work at the old property required entire rehabilitation of the equipment and camp. As the water level had not been reached, there was no problem of dewatering. In the presentation of costs in this paper an evaluation of the cost of equipment and development work as taken over by the Golden Belt Mines, Inc., has been made. Enact data, however, on previous exploration and construction costs are lacking. The total cost of equipping and developing the mine to its present stage has been obtained by adding the disbursements of the present management to the above-mentioned evaluation. These costs do not include the cost of replacing camp, equipment destroyed by fires, of unsuccessful milling experiments, management, or obsolete equipment on the property.

This paper, describing the milling practice at tine lead-zinc concentrator of the International Smelting Co., is one of a series of papers on milling methods being prepared by the United States Bureau of nines. The concentrator is operated as a unit of the International Smelting Co. and is located about 40 miles southwest of Salt Lake City, at Tooele, Utah. The Tooele Valley Railroad, operating between the plant and Warner, Utah, a distance of 6.5 miles, makes connection with both the Union Pacific and Denver & Rio Grande Railroads.

"PURPOSE OF REPORTFatalities from falls of roof and coal are responsible for the death of more than 1,000 miners annually in the bituminous coal mines of the United States or practically one—half of the total fatalities in and about these mines. The men are killed by falls singly or in small groups and little or no publicity is given these accidents as they lack the spectacular features of gas and dust explosions. As a result, the public and even the miners have the impression that accidents from falls of roof and coal are just one of the unavoidable hazards of the coal—mining industry. This belief is not true. Accidents caused by falls can be avoided largely by the application of sound engineering principles, by education, and by proper leadership in the industry, just as gas and dust explosions and accidents caused by explosives have been reduced in recent years.The necessity for studying falls of roof and coal becomes apparent by referring to the following data from a table by Adams and Chenoweth:3"

A primary, function of the Bureau of Mines is to encourage elimination of waste and the most profitable use of mineral raw materials. In line with this objective the Bureau has frequently stressed the importance of waste utilization at stone quarries. From time to tine studies both technical and economic in character have been made of problems pertaining to the most efficient use of natural, stone, particularly that which may be classed as a by-product of the higher grades of dimension stone. Every quarry producing ornamental or building stone yields large quantities of material that for one reason or another is unsuited for high-grade products, even though a great deal of work has been expended upon it more or less unavoidably. It is obviously good judgment to sell this odd-sized or off-grade stone at whatever price can be obtained rather than to spend more money to place it on the waste dump. In many cases, however, a really profitable side line has been developed.

That circular dealt with the drilling of the first 12 of the 24 potash tests made by the U. S. Bureau of Mines in cooperation with the U. S. Among petroleum refinery employees and officials throughout the United States there has been marked effort to reduce accident frequency and severity. For the interest and benefit of refineries both in Louisiana and in other petroleum-refining States it has been possible to obtain from five refineries, representing 70 per cent of the production of Louisiana, tae accident experience for the past 3 to 6 years. The companies concerned have requested that their names be not used. For tide reason the four plants listed and discussed are designated as refineries A, E, C, and D. The size of the plant as regards largest to smallest number of employees is indicated by the alphabetical order.
