The Bureau of Mines conducted a mineral investigation of the 29,000-acre Dixie Summit area near Elk City, Idaho, during the summer of 1989. At the Petsite mine a marginally economic, identified resource of 4.9 million tons with an average grade of 0.023 ounces gold per ton was delineated. Possible resources of gold, along with silver, copper, lead, and zinc, occur in at least eight other lode deposits. Placer gold may be recoverable by recreational-sized suction dredges in some stream drainages, Five lode mines in the study area have produced over 5,516 ounces of gold (placer gold production was not recorded), 4,757 troy ounces of sliver, 36,746 pounds of lead, and 3,800 pounds of copper. Current mining claims in or adjacent to the study area total 460 lode and 70 placer claims. There are two patented lode claims within the Dixie Summit study area.

The Bureau of Mines Helium Field Operations has developed a simple and accurate method for calculating the viscosity of gas mixtures. Only the composition of the mixture and the molecular weights and viscosities of the pure components in the mixture are required. The momentum fraction of a mixture is calculated from the composition. The fluidity is calculated as a quadratic function of the momentum fractions. The efficiency factor for transfer of momentum in collisions between bodies of different masses is derived and used with one empirical constant. The viscosity is the reciprocal of the fluidity. Results of the method are compared with 752 reported viscosities for 40 dilute binary systems at temperatures from -78 to 276.9°C. Using this method the average absolute deviation is 1.29%, the root-mean-square deviation is 1.99%, and the average deviation is -0.84%.

"Introduction**The progress of the ""Safety First"" movement in the oil fields of California during the past few years has been remarkably rapid. It has been generally concede by those who have learned to value the life and limbs of their employees, that safety is essential to efficiency and no company that has a high accident rate can be considered an efficient organization. Accidents have a destructive effect on the morale of any body of workers and cause disorganization and delays.The increasing danger to life and limb involved in the drilling for and the production of oil and gas, has become so great that it is clearly evident that everything possible must be done to keep it within the narrowest possible limits.There is a tendency toward carelessness, especially by men who are employed in hazardous occupations. This is brought about by the familiarity of the risk under which they are working and in no industry is this more forcibly exemplified than in the oil fields. Men have performed the same or similar duties for many years and have worked around similar hazards and unprotected machinery until many have can entire disregard for the dangers surrounding then. Very often familiarity with a hazard occasions a contempt for that hazard which only too often results disastrously."

Toolbox training is often described as short, informal training conducted at a worksite by technically competent persons for the benefit of a work team. The key feature of toolbox training is the focus on a work team and what is important to that group in its workplace. Toolbox training conducted by peers can connect miners and establish the feeling that the hazard is a real threat to them. This feeling can bridge the gap between delivery of a safety message and behavioral changes that can prevent an accident. Toolbox training is a popular form of "maintenance" training that should not be used to teach a new skill. The 10- or 15-minute toolbox session is simply too short a time to teach or learn a new skill and test for skill development. However, the toolbox format is an excellent way to inform workers of changes in workplace rules, conditions, or hazards by bringing the discussion of change to the level of the work group and suggesting how a change will affect the way workers perform their jobs. Toolbox training should be structured to address a very specific hazard. That is, the hazard source should be identified and the effect of the hazard on the worker described. The temptation to discuss a safety subject in broad terms will result in an equally vague result. For instance, discussing "equipment guards" is inappropriate for a 15-minute training session. There simply is not enough time to cover all the hazards and their remedies. A more appropriate topic would be "placing guards on a conveyor return roller" or "hazards of cleaning a conveyor return roller." Each topic is concise enough to allow the trainer time to define a particular threat to the safety of miners and discuss ways to defend against that threat. The clearest way to a safe workplace is to identify hazards methodically and eliminate them. This cannot be done with sweeping, generalized training. Some best practices that will protect a worker from the hazard should be presented, and the hazard should be located at the specific worksite. Toolbox training is an opportunity for the work team to participate in learning and share experiences and knowledge, often through storytelling. Storytelling is an ancient form of passing along information in an entertaining way. It is entertaining because it draws the listener in with imagination and creativity. Stories told within work groups are a way for miners to exchange experiences in which they made mistakes that resulted in an accident or a near-miss and learned a valuable lesson. Thus, co-workers can learn from others without the pain or fear that accompanied the storyteller's learning path. To encourage these shared experiences, the people in the group must be comfortable with one another. Participation doesn't stop with listening to a near-miss story or informing the group of an unsafe work practice. Participation by sharing experiences, knowledge, and skills should lead toward action in changing the unsafe tool, practice, or machine (Wallerstein, 1992). This power to change is called empowerment. Empowered workers use toolbox training sessions to discuss a problem; direct their own knowledge, experience, and talents in the context of their work environment to solve the problem; and put into practice what they have learned by sharing (Baker, 1992). A worker is much more likely to implement changes they have contributed to creating than changes forced upon them. Toolbox training functions best when the group size is small (under 20) and composed of workers with similar job functions. While combining all workers on a shift or multiple shifts may be convenient, the level of participation will drop dramatically as group size increases and participants are less connected. Similarly, when the work group participants are from different job functions, keeping the materials relevant to the individual becomes more difficult. The role of management in the toolbox training system is to communicate among various groups so that all groups at a mine site are hearing the same message. In very small operations, combining work groups can be productive if the trainer can promote open discussions and lead the group to solutions that address the needs of all and not let one group or individual dominate the discussion. WHY USE NARRATIVE METHODS An effective communications tool is to use stories as a means of describing a hazard and its consequences. Historically, using stories to transfer knowledge between individuals of the same and different generations is well established. All good stories share the same elements required to communicate safety principles. Stories require a setting (the part of the workplace), a plot (the circumstances that lead to a hazard), the solution (best practices), the lesson (what can happen), and the result (what will be done to prevent the hazard) (Dennehy, 1999).

The U.S. Bureau of Mines formulated a new mathematical model to characterize iron oxidation. The new model is intended to replace the currently used model, recommended by the Environmental Protection Agency (EPA), for most acid mine drainage (AMD) treatment applications. The new model was evaluated in a series of five synthetic AMD treatment tests. The initial ferrous iron concentrations ranged from 800 to 2,400 mg/L. In these tests, the Bureau model underpredicted the measured ferrous iron oxidation rates by a range of 3.24 to 8.03 pct. This was considered to be in close agreement after consideration of experimental error. The model proposed by the EPA was also evaluated using the same test data. The EPA model underpredicted the oxidation rates by a range of 77 to 100 pct in four tests and overpredicted by 19 pct in one test. The model formulated by the Bureau expresses that the rate of iron oxidation is a function of a treatment system's oxygen transfer efficiency and is independent of ferrous iron concentration when treated to near-neutral pH's. A new test method for evaluating oxygen transfer in flow-through reactors is also described.

The Bureau of Mines has investigated the recovery of cell-grade alu-mina by RCI leaching of calcined kaolin in the alumina miniplant at its Boulder City (NV) Engineering Laboratory. Classification and thickening were used for separating aluminum chloride leach liquor from the siliceous residue generated in the acid leaching step of the clay-HCI process. Coarse solids were classified from fines at 115 mesh and countercurrently washed in three additional spiral classifiers. Fines were treated in a conventional five-thickener, countercurrent decantation circuit. When this method was applied to the solids-liquid separation of slurry from RCI leaching of minus lO-mesh calcined kaolin, 75 pct of the residue reported as classifier sands and 25 pct as thickener underflow. Predicted individual classifier and thickener area requirements were 6 and 25 ft2/tpd, respectively. Total thickener circuit flocculant requirement was 2.4 lb/ton solids. Aluminum chloride pregnant liquor was produced that analyzed 8.4 pct A1203 and contained more than 97 pct of the alumina in the liquid phase of the slurry. Bench-scale settling tests were used to correlate fines content of leach residue to thickener area and flocculant requirements.

The Black Hills Mineral Atlas briefly summarizes all important data available on the mines and mineral deposits in the Black Hills that have been explored, developed, mined, or located. The purpose of the atlas is threefold; First, from available data the general potentialities of the Black Hills region can be determined, although it is not possible to calculate actual ore reserves; second, it will provide the necessary basic information regarding a given property or commodity for further detailed study; and third, the compilation is a comprehensive directory of Black Hills deposits.

The generation and disposal of solid waste from electric utility plants using a lime or limestone wet-scrubbing system and the potential effects on the environment were estimated for 1975 and 1980. The study indicated that in 1975 approximately 5.8 million tons of desulfurization solid waste (50 percent solids) will be generated. In 1980, when it is estimated that desulfurization will become commercially accepted, approximately 71.4 million tons of this material will be generated for disposal and/or utilization. The desulfurization waste material when combined with lime, fly ash, and water may have potential for use as a roadbase material, landfill reclamation, and synthetic aggregate.

The object of this research was to investigate the technical feasibility of preparing chromium metal by the thermal decomposition of bisbenzene chromium. Bisbenzene chromium, a pi-bonded sandwich type organometallic compound, was thermally decomposed under reduced pressure to form a metal plate on a heated substrate. Metal recovery was close to 100 percent of theoretical, with deposition rates up to 20.8 mg/hr/cm2. Metal purity was dependent not only upon the purity of the starting material, but also upon the sublimation rate of bisbenzene chromium. Total detectable metallic impurities ranged from a low of 18 ppm to several hundred ppm. In general, metallic impurities were less than 100 ppm. Carbon, the major nonmetallic impurity, ranged from less than 0.3 percent to more than 10 percent. The carbon contamination is most likely a result of the decomposition of the organic portion of bisbenzene chromium. An unusual property of some of the deposits was their outstanding corrosion resistance. Unlike pure electrolytic chromium, which dissolves readily, these deposits were insoluble in hot mineral acids.

The recession of 1974 continued into 1975. Real gross national product (GNP), measured in 1972 dollars, declined significantly in the first quarter of 1975 but rose slightly in the second and increased sharply in the third quarter. Unemployment peaked during the second quarter and then declined slowly for the balance of the year. The inflation rate declined owing to reduced demand and smaller-than-1974 increases in energy and food prices early in the year. Recovery was clearly evident by yearend, though un-employment and inflation remained at high levels. Total output as measured by the GNP in current dollars rose 6.5% in 1975. Real GNP declined 2.0%, and inflation, as measured by the implicit price deflator, increased 8.7%. Real gross private domestic investment for residential structures declined 18.1% in 1975, which was a smaller rate of decrease than the 27% decline in 1974. Real State and local Government purchases increased 2.4%, and real personal consumption expenditures for services rose 1. 7 %. The Federal Reserve Board (FRB) index of industrial production declined 9.7%.

"The phosphorus content of an iron ore is a determining factor as regards the value of the ore and also its metallurgical treatment. If some method of treatment, such as concentration, leaching, etc., could be used and the phosphorus con- tent of the ore reduced, it would be an important advancement in the iron mining industry towards the utilization of high phosphorus ores. Large bodies of material toe high in phosphorus to be marketable under present conditions would be made available, and a great deal of ore from the Cuyuna Range and other places, which is relatively high in phosphorus but otherwise suitable for making spiegel, could be reduced in phosphorus content sufficiently to permit its use in furnaces producing speigel.The form in which phosphorus occurs in iron ore is a much disputed question and it probably varies with the type and location of the ore. The statement has been made that ore piles on long exposure to the atmosphere often decrease in their phosphorus content. (Emmons, S.F. - Ore deposits, 1913, p. 652; Leith, C.K., Mesabi iron bearing district, U.S.G.S. Monograph 43, 1903, p. 275) There is described below experiments on the leaching of iron ores high in phosphorus, to determine whether it was economically possible to reduce the phosphorus content appreciably by leaching. As the research had a practical as well as a theoretical application, only low concentration of acids and alkalies were used.A number of variables were tried, among these being: (1) The solvent used, (2) strength of the solvent, (3) volume of solution used, (4) time ore was agitated (5) type of ore, and (6) screen size of the ore. The amount of ore taken was kept constant."

The economy continued to expand during the second quarter, but at a much slower pace than expected. According to latest estimates released by the Department of Commerce, the real gross national product (GNP) grew at a seasonally adjusted annual rate of 0.6% compared with a revised growth rate of 3.8%2 for the first quarter of 1986 and 2.3% for the second quarter of 1985 (table 1). The strong growth of personal consumption expenditures, Government purchases of goods and services, and residential investment was moderated by the growing trade deficit, declining investment in business inventories, and the continuing lag in nonresidential investment. Much of the decreased capital spending for the nonresidential sector for the first and second quarters resulted from reduced petroleum exploration and drilling in response to low petroleum prices. Capital spending and trade continue to be areas of weakness for the economy. Real new plant and equipment expenditures for 1986 are estimated to be 1.3% below those of 1985 (table 2). Real net exports of goods and services decreased $24.6 billion, as exports declined 5.6% and imports grew 16.5%. About two-thirds of the $19.3 billion increase in imports was in petroleum and petroleum products, which, because of their lower prices, should help the economy in the future. In response to the sluggishness of the economy, the Federal Reserve System reduced its discount rate from 6.5% to 6% in early July. Inflation, as measured by the fixed-weighted GNP price index, declined from a revised 2.5% in the first quarter to 1.9% in the second quarter because of significantly lower energy prices.

"The contemplated use of dichloro-difluoro methane in domestic and commercial refrigerating appliances and in air-conditioning equipment for Public buildings and possibly homes, brings attention to the health hazards involved in a wide potential exposure of the public to vapors of another new product, and for the first time to vapors of an organic fluorine compound. The objective in the development of this new refrigerant, however, has been the mitigation of health and explosion hazards in automatic refrigeration, and accordingly these factors have been given primary attention. Early in the development, the Bureau of Mines was requested to make a laboratory study of the toxicity and potential hazard:"" and it was on the basis of the results of this work and the results of a preliminary investigation made in another laboratory5 that the compound has been selected for commercial use. Although the investigation conducted by the Bureau of Mines is still in progress, information has been obtained to indicate the order of the toxicity and the magnitude of the health hazards involved in the use of dichloro-difluoro methane as a refrigerant. The following is a summarized report of the work completed to date:Additionally work rich is in progress at the present time includes a determination of the lethal time-concentration curve for animals and a study of the response of persons within the range of safe concentrations.The writers desire to jive acknowledgment to T E. Ability to signal the hoisting engineer in shaft mines is of utmost importance from the standpoint of safety and economy. The problem of signalling from the cages and especially from the moving cages has received too little attention from mine operators; however, this problem has been given considerable thought and attention by at least one large metal-mining company in Utah which has devised successful, economical, and safe systems of signalling from the cage whether it is moving or at rest. A Report of Investigations on "Methods used in Utah for signalling mine hoists from moving cages," by C. A. Allen, then a metal-mining engineer in the Bureau of Mines, was issued in June, 1920. As this report contains interesting history of systems of signalling from moving mine hoists, and describes several systems then in use, it is here quoted in full.

This paper is one of a series being prepared by the United States Bureau of Mines on tunnel-driving methods. The practices described are those used at No. 11 mine of the Colony Coal Co., Denver, Colo. No. 11 Mine is situated at Dines, some 14 miles north of Rook Springs, in Sweetwater County, Wyo. It is served by a spur off the Winton branch of the Union Pacific Railroad. The Colony Coal Co.'s mines were opened in 1918, and since that time have been among the largest producers of coal for the railroad and domestic markets in the Rock Springs coal district.

The Bureau of Mines customarily publishes lists of equipment meeting its safety standards to keep the mining industry informed as to the development and availability of mining equipment that can be used safely. The present list supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953, as well as Information Circular 7722, Permissible Mine Equipment Approved During the Calendar Years 1953-54. Because standards have been revised and new ones added by the Bureau, this list contains classes of equipment not previously covered.

The transverse force developed by expansion-shell rock-bolt anchors on the wall of a drill hole as the bolt is tensioned was measured by the Bureau of Mines using a device specially designed and fabricated for attachment to a universal testing machine. Load cells equipped with electrical-resistance strain gages provided the data from which the transverse force, in pounds, was calculated. Seven different expansion-shell anchors were tested, and the ratio of transverse force to bolt-tension load was found to range between 0.98 and 1.94 to 1.0. The drag load appeared to be the major cause of the transverse-force variation, but the relative effects of individual factors that affected the ratio between the transverse force and the bolt tension were not determined.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. "The fly-ash problem of the smoke-abatement engineer - who now might well be titled, ""Smoke and Fly-Ash Abatement Engineer"" - starts with the necessity for him to know what fly ash really is, what plants really create it, and how much is being created. Fly ash in this connection may be defined as all solid particles emitted to the atmosphere as a result of the combustion of fuel.COMPOSITION OF FLY ASHMuch can be learned about fly ash by studying samples with a strong magnifying glass or, preferably, a high-power microscope. As an example, figure 1 is a photomicrograph of an underfeed-stoker fly ash weighing 23.7 pounds per cubic foot, which passed a baffle-type cinder catcher and was caught by a Cottrell precipitator. Figure 2 shows a similar fly ash made at a higher stoker rating and weighing 36.2 pounds per cubic foot. The lighter ash contains more light, unconsolidated ash than the heavier. In both instances some of the ash has been fused to a glass, as is indicated by the spherical particles resembling marbles; however, the heavier dust contains more and larger spheres. With the faster burning and higher air pressures occurring at the higher burning rates, more of the larger fused spheres reached the precipitator.Such studies of fly ash frequently make possible correct determination of its source. For example, the Supreme Court Building, one of the finest of the Federal buildings in Washington, was having considerable difficulty with fly ash from some outside plant. It was thought to come from a nearby apartment house. A fly-ash trap was installed there, and care was taken in the operation of their underfeed stokers. The fly-ash nuisance continued. Microscopic examination of the fly ash found about the building compared with samples taken from the stack of the apartment house showed to the surprise of the accusing building superintendent that the present source was elsewhere. By the same means, the source was found to be a plant about ore-half mile away."
