Before the World War the use of zirconium and its compounds was largely experimental and confined almost wholly to Germany and Austria . Occasionally small lots of zirconium ore had been produced in the United States ( 1,000 pounds in 1869 , 26 tons in 1883 , and 3,000 pounds in 1903 ) and used (with monazite ) in the manufacture of various lighting devices , especially incandescent gas mantles ; but it was not until 1906 that the discovery of the natural zirconium oxide in large quantities near Sao Paulo , Brazil , first gave promise that a zirconium industry eventually might be developed . Edward Rietz , who worked the Brazilian deposits , interested German chemists in extending the use of zirconium , and by 1911 trade journals were listing German firms as manufacturers of compounds or products derived therefrom . For a time zirconia was one of the various oxides used in the Nernst lamp . It was used also for crucibles and hearths as refractory material ; in the manufacture of chemical utensils ; in enamels ; in the place of bismuth subnitrate for defining Röntgenray pictures of the stomach ; as a pigment ; in medicine ; and in a number of other ways . The Germans were credited also with producing a remarkable zirconium steel , which , it was claimed , was much superior to other alloy steels . During the World War the United States Government investigated the possibilities of zirconium , as well as those of other steel -hardening elements , and a large automobile manufacturer actually purchased a substantial quantity of ore with the purpose of employing zirconium in automobile steels . Immediately after the armistice the Government ceased its investigations ; but despite the difficulties experienced by various investigators in reaching concordant results , interest in the use of zirconium as a steel -hardening agent , as well as in other uses of the element and its compounds , continued . In 1918 the Foote Mineral Co. , which had been interested in zirconium for several years , was exploiting the deposit in Brazil formerly worked by the Germans and was supplying zirconia in the form of ore , brick , and cement for refractory and other purposes . About the same time the Electro Metallurgical Co. , which before the entrance of the United States into the war was experimenting with zirconium alloys , supplied in tonnage quantities the demand for these alloys . In 1919 it was reported that American manufacturers , after several years of research, were producing in commercial quantities pure zirconium oxide , which was finding a place in the manufacture of small refractory articles , scorifying dishes , crucibles , tubes , and one- piece furnace linings . In 1920 the lowering of the price of zirconium metal powder ( because of improved metallurgical methods ) promised the production of the metal on a semicommercial scale . In 1924 the Titanium Alloy Manufacturing Co. introduced a new opacifying agent , " Opax , " made from zircon . A year or two later some of the large pottery manufacturers became interested in the use of zirconium oxide as an opacifying agent , the increased production of titanium pigments having resulted in the production of zirconium as a by-product at a price that could compete with tin oxide . In 1928 it was reported that the industrial use of zirconium oxide was increasing steadily in the manufacture of brick , crucibles , and other refractory products , such as high- temperature cements . The basic mining law of Netherland India is contained in N. I. Statute 1899 , No. 214 , as amended by N. I. Statute 1910 , No. 588 , and 1919 , No. 4 , which is quoted as the " Indian Mining Law, " the effective date of which was fixed as May 8 , 1907 , by proclamation dated October 12 , 1906. The Indian Mining Law was supplemented by Ordinance No. 38 , of 1930 , which was passed by the Volksraad on March 18 , 1930 , to become effective on October 1 , 1930 ( superseding an earlier ordinance entitled " Government Gazette , " 1906 , No. 434) . An important law with respect to American petroleum rights , Statute No. 23 , passed February 9 , 1928 , approving contracts between the Indian Government and the Netherland subsidiary of a large American oil company , is in the nature of a private law or of an enabling act ( see section of this paper entitled " Rights of Foreigners" ) . Statute 1930 , No. 348 , effective October 1 , 1930 , sets forth in minute detail conditions under which prospecting and mining permits may be granted. Statute 1930 , No. 341 , effective October 1 , 1930 , embodies the police regulations of the mining industry.

Thallium is one of the rare metals that has come into commercial use within recent years . Its comparative scarcity , combined with a resemblance to the common metal lead , have retarded the development of uses for thallium . Although production is still measured in pounds rather than in tons , it is now finding application in a number of fields . Perhaps the earliest commercial use of thallium was as a constituent of optical glass of higher refractive power than similar glasses containing lead . One of the later applications to attract attention was the use of the oxysulphide in a sensitive electrical device similar to the selenium cell . The " Thalofide " cell , which was patented in 1919 , constituted for a time the most important outlet for thallium. During the next few years the limited use of thallium and its salts in other fields was insufficient to absorb an annual production of a few hundred pounds , and the price dropped from $ 16 or $18 per pound in 1922 to $ 5 per pound in 1924 . Beginning in 1925 several new uses were developed , especially as a poison for rodents and ants , and as a result the demand for thallium increased sufficiently to cause a recovery in price to the present level of from $12 to $15 per pound .

According to reports as of January 1, 1931, the total daily charging capacity of the cracking plants, hoth completed and under construction, in the United States amounted to 1,950,781 "barrels, an increase over the previous year of 14 per cent. The total daily capacity of the operating plants amounted to 1,594,990 "barrels, or 82 per cent of the grand total, the capacity of the in¬ operative plants was 244,661 "barrels, or 12 per cent of the total, while the capacity of the plants under construction amounted to 111,130 "barrels, or 6 per cent. In comparison with a year ago, these data indicate a decline in the total capacity of the plants "being "built "but show material increases in the capacity of "both the other two classes. The increase in total inoperative capacity and the decline in construction in 1930 undoubtedly resulted from un¬ satisfactory economic conditions. The total number of cracking units completed or under construction on January 1, 1931, totaled 1,863 as compared with 2,002 the previous year and with a high of 2,559 on June 1, 1926. During the period between June 1, 1926, and January 1, 1931, the total charging capacity of the cracking plants has more than doubled, but the number of units has shown a material decline. This condi¬ tion has been brought about largely through the dismantling of many Burton still of small capacity and through the tendency to increase the size of the new units The "largest unit that can be identified in this survey has a daily charging capacity of 10,000 barrels, but undoubtedly there are some that would exceed this in size. Texas, with a total of 575,300 barrels, ranked far ahead of the other States in charging capacity, and was followed in order by California, Indiana, Oklahoma, and Pennsylvania. Indiana, with only five refineries, ranked third in cracking capacity, which illustrates the importance of the Chicago district as a gasoline-producing center. Not all of the States showed a gain in capacity during the year; in fact, four of them, namely Illinois, Louisiana, New York, and Oklahoma, reported a decline.

"In cooperation with The Edison Electric Illuminating Co. of Boston, Mass., a survey was conducted in 1929 and 1930 by the United States Bureau of Mines to determine the general hazards of combustible gases and vapors in manholes and other underground openings owned by this company. The territory served approximates 650 square miles and includes 46 cities and towns. The transmission and distribution systems are on overhead construction and underground wires and cables run in underground conduits and manholes. There are 17,000 manholes on the system, and also an area in Boston proper served by the Edison tube system. These conduits and manholes are laid in various types of streets from the most modern type of cement roadbed to the older type of loose macadam. The conditions as found could be considered as typical of any public utility in the electric-light and power field. The survey extended over a period of about a year beginning in June, 1929, and ending in July, 1930, and during this time 1,765 different manholes were tested and a total of 4,068 tests were made.Previous to starting the actual survey, one of the writers, G. W. Jones, spent considerable time in Boston determining the best methods of practical· test procedure. In this work cooperation was given by John Campbell, superintendent, special service department, who for a number of years has been making a study of explosions in underground street areas and preventive measures in Boston and various cities.After this preliminary investigation the tests were continued by employees of the Edisun Company. Copies of all records of tests were forwarded to the United States Bureau of Mines Pittsburgh Experiment Station so that the writers were in close touch with the progress of the survey, and changes could be made in the test procedure whenever deemed necessary."

"INTRODUCTION In a previous report3 prepared for the American Gas Association, the influence of washing coal on coke properties and on gas and by-product yields was discussed on the basis of answers to questionnaires sent to coke-oven superintendents and a review of the literature on the subject. This review indicated that the elimination of free impurities by cleaning coal improved coke quality by (a) reducing ash and sulphur, (b) decreasing clinker trouble in burning the coke, (c) diminishing cross fractures in the coke, resulting in greater resistance to breakage on handling, and less small coke and breeze, and (d) greater uniformity in chemical composition and physical properties of coke. Washing also reduced the sulphur in coke and gas and increased the yield of gas and by-products per ton of dry coal charged.This paper is supplementary to the previous report and presents some experimental data obtained with Pittsburgh bed coal from Pennsylvania and Mary Lee bed coal from Alabama.ACKNOWLEDGMENTSGrateful acknowledgment is made to F. Of the many angles from which coal can be studied it is evident that some have a direct and others have only an indirect bearing on its physical or chemical nature . The more drastic the treatment employed in an investigation , the more inferential become the conclusions permissible from the experimental evidence obtained . Thus , ultimate and proximate analyses tell something concerning age , behavior on carbonization , and possible industrial usefulness , but nothing regarding structure or composition in the larger sense . Strong oxidation reveals the fact that benzenoid , pyrrol , and furane rings are prevalent in the chemical substances present , and milder oxidation indicates that the mass of coal , as in the case of the peats and lignites , is humic in character . But beyond such points of information , very little additional can be gained by the use of these more or less vigorous measures . To gain wider knowledge of the actual constituents of coal substance as found investigators have worked out systems of separation by means of solvents , of which a large number have been employed at various times both singly and in combination . The list of solvents includes petroleum ether , benzene , toluene , xylene , ethyl ether , alcohol , acetone , carbon bisulphide , pyridine , quinoline , aniline , phenol , tetralin , glycol ethyl ether glycol ethylether acetate , glycol methyl ether , glycol diethyl ether , pine oil , mesityl oxide furfural , benzaldehyde , ethylene oxide , rosin , caustic potash in solvents , amyl alcohol plus pyridine , chloroform , carbon tetrachloride , acetylene tetrachloride , naphthalene , and others . Once a coal has been extracted it has become common practice to subdivide the extract by means of partial solution in other and weaker solvents . Thus , we find the oily and solid bitumens of Fischer ( 1 ) , 3 Bone ( 2 ) and others ; the alpha , beta and gamma constituents of Wheeler ( 3 ) ; the classification of Novak and Hubacek ( 4 ) embracing oils , resins A , resins B , bitumens An , bitumens Bn , and bitumens Cn ; Crussard's ( 5 ) malthenes , asphaltenes , and carbenes , borrowed from asphalt terminology; and the 40 or more subdivisions of the phenol extract of coal worked out by Frazer and Hoffman ( 6 ) . Perhaps the primary object of interest in these many researches has been to find the coking principle of coal , and to study it and to learn why certain coals form hard , wellfused cokes , and others merely fall to pieces during carbonization . The origin of the various constituents of the gas and tar , the temperature at which each forms , and something of the mechanism of their synthesis have also been sought , as well as new bases for adjudging rank .

The prevention of accidents from falls of roof and coal requires a considerable amount of personal judgment , for conditions are different even in adjoining working places in the same mine , and conditions may change from hour to hour even in the same working place as the coal is shot down and loaded . Experience has shown that many men can not or do not exercise enough care to protect themselves from injuries ; moreover , where the foremen have been made directly responsible for the safety of the men under them , accidents from falls of roof and coal have , in many instances , been reduced as much as 50 per cent . There is now no question that careful , constant , and intensive supervision is essential in preventing acci- { dents and more especially accidents of this class . Falls of roof and of coal account for approximately 50 per cent of all coal mine accidents and annually result in the death of approximately 1,000 men and cause lost - time injury to approximately 50,000 men . These and other accidents are recurring with little or no diminution , usually not because of the lack of knowledge of safe and dangerous practices , or of the technique of safety , but largely because of the lukewarm interest of major executives in safety or the failure of mine officials to formulate and to enforce common - sense rules and regulations . When failure is the outcome of a sincere attempt of the managing officials to teach safety to the miner , the fault may usually be attributed to misguided effort . Various solutions for the problem of eliminating accidents from falls of roof or coal have been suggested , some of which are : Standard system of timbering for the specified mining districts ; departure from the room-and - pillar system to a more concentrated system of mining ; more intensive supervision - that is , 1 section foreman for every 25 loaders instead of 1 section foreman for 75 , 80 , or even more loaders the practice in most mining districts . - However , investigations conducted by the writer at numerous mines operated by a number of mining companies in several districts show that employees and officials alike are inclined to work under loose and unsupported roof , relying solely on the " drummy " sound and on their judgment and experience as to whether the roof will stay in place for one hour or for several hours . With but few exceptions , men who had been injured by falls of roof or ccal or were found working under loose and unsupported roof , admitted that they knew of the possibly unsafe condition , but it was their opinion that the roof or coal was not loose enough to fall for some time .

The Mining Law of 1910 , with amendments of 1914 and 1928 , is at present in force in the Dominican Republic . The first and basic mining law of the Republic was passed in 1876 , and although numerous changes and amendments have been made from time to time , the new laws and amendments thereto have not changed the original or basic law materially . However , these enactments have materially changed the legal methods governing the exploitation of the mineral resources of this country and have added new regulations and requirements to those concerning certain specific minerals , etc. The original or basic law still exists as it was first promulgated to protect the rights of the Dominican Republic itself , the rights of the landowner , and the rights of prospectors in general . The Mining Law of 1876 remained in force , without amendment , until it was superseded by the law of May 25 , 1904 , an enactment modeled after the Mexican mining law and designed especially to encourage the investment of

Magnesite is of importance primarily as a refractory material for lining steel furnaces , although substantial amounts are used in the production of flooring compositions and other building materials and for certain chemicals , notably epsom salts . Since consumption for all of these purposes is largely in the eastern United States and domestic deposits are situated in California and Washington , this country's magnesite mining industry , which was created largely by war- time conditions , has subsequently been sustained by tariff protection .

"This repot continues the series of papers being prepared at the Southwest Experiment Station of the Bureau of Mines in cooperation with the department of mining and metallurgy, University of Arizona, on factors involved in the leaching of ores. A list of previous publications is given in the bibliography at the end of this paper.Four factors are essential to the leaching of any copper-bearing ore: (1) A solution that will attack the copper minerals must get into the body of the ore particles; (2) the copper minerals must be dissolved by the solution; (3) the solution containing the dissolved copper must find its way out of the voids of the rocks into the main solution; and (4) the copper in solution must be recovered by some means of precipitation.This paper considers the third step -- the extraction of the water-soluble copper. From leached ores. The usual commercial practice in leaching copper ores consists of: (1) Crushing the ore to pass through a screen with approximately one-quarter or one-third inch openings; (2) charging the crushed ore into a fat; (3) adding, usually by upward percolation, a solution that will attack the copper minerals; and (4) washing the copper-laden solutions out of the ore with solutions weaker in copper than the pregnant solution, and finally with water. A countercurrent system of leaching and washing is usually employed. In some plants the solutions are circulated during leaching and washing, and in others they are not. In some plants the wash solutions are added by upward percolation, while at Chuquicamata the so-called ""piston-displacement"" method of washing is employed.The following condensed resume of the leaching cycle of the plant of the Inspiration Consolidated Copper Co. is given to present to the reader a picture of the steps involved in a typical leaching cycle. This plant was recently described in detail.4 The ore, crushed to pass openings 11/2 inches in diameter, passes over a screen with ¼-inch openings. The undersize from the screen goes to a Dorr howl classifier that removes the primary slime from the circuit. The overflow from the classifier is treated in a slime-leaching plant. The oversize of the ¼-inch screen passes through rolls, where it is crushed to pass a 3/8-inchscreen. The undersize from the 3/8-inch screen join with the coarse material from the classifier, and the combined products become the feed to the leaching vats. There are 13 concrete lead-lined leaching vats. The complete leaching cycle is 13 days. Eight tanks are under acid-iron content at all times; three are being washed, one tank is being filled, and the one is being excavated. The electrolyzed solution from the tank house, to which amount of new acid has been added, is put on the oldest tank of ore under need This solution travels from tank to tank and finally emerges from the newest ore"

"Steel tanks often corrode rapidly in oil fields where the Gas produced with crude contains an appreciable quantity of hydrogen sulphide. In many instances working tanks have been discarded after only six months of service because of failure induced by corrosion.Aluminum has been used for some time in the fabrication of certain equipment incidental to the handling of oils containing hydrogen sulphide gas in solution, and has exhibited no carious corrosive action. These uses indicated that aluminum tanks,be equally effective in counter- acting hydrogen sulphide corrosion. Consequently, in the spring of 1920, an all-aluminum stock tank of 500 barrels capacity and a ""composite"" tank of equal capacity, having a steel bottom and bottom ring and an aluminum top and top ring, were placed in service on the State-Lassiter lease of the Gulf Production Co, in Crane County, Tex. These tanks were under observation for one year, the toot being sponsored by the Gulf Production Co., the Aluminum Co. of America, and the Parkersburg Rig and Reel Co. The results of this preliminary test sustained the belief that aluminum is highly resistance to hydrogen sulphide gas and likewise indicated the type or grade of aluminum which could be most economically used for lease tankage. However, in this preliminary test the tanks were not subjected to contact with the quantities o highly concentrated brines such as often are associated and produced with crude oil. Therefore, it was suggested by representatives of the aluminum Co. that additional tests be made to include production conditions in large quantities of brine would be handled, for pact experience had shown that aluminum often is susceptible to the corrosive action of brines."

I. 2965) the authors gave references to articles covering (1) the effect of temperature on the equilibrium 2C0 - CO2 + C, (2) experimental work that has been done on learning the gases existing at various elevations in columns of burning coke, (3) extension of this work to the tuyere zone of an iron blast furnace, and (4) the paper itself gave similar analyses of the gaseous oxides of carbon at the tuyere zone of a lead blast furnace and showed the temperatures obtaining there. There were also references in the above paper to the literature on (5) how the lead compounds likely to be present might be ex¬pected to react. A careful study of the original articles selected as references will give a good background for the present work.The following very brief recapitulation may be convenient before considering the tuyere zone in the blast furnaces at Kellogg. The ""producer gas reaction"" (1) of course goes to the left at increasingly higher rates of speed with increase of temperature. When air is blown upward through a grate and a column of hot fine coke alone, oxygen as such penetrates from some 2 to 3 inches only, under the conditions obtaining as to the amount of surface exposed per unit volume of air. When air is blown at about 20 pounds pressure through the tuyeres in the side of an iron blast furnace into a column of coarse coke (plus furnace charge) it may penetrate for 30 inches before the oxygen is entirely used, burning first largely to CO2. Within wide limits, the rate of feeding air into the furnace has practically little effect on the composition of the gases obtaining in the fuel bed of fine coke, this being true particularly of the gases leaving the bed. Some 10.5 inches above the grate the gases contained 22 per cent of CO by volume, and a little further up the CO2 had practically disappeared. This gave the familiar three zones in both the iron blast furnace and the gas producer; in order of entry of the air, in the first the oxygen burned largely to CO2, in the second the CO2 was reduced to CO, and the third the CO2 was practically absent. In the furnaces at Tooele, conditions were somewhat erratic but the first two zones were present, there being, however, no zone in which CO2 and 02 were both entirely absent."

"The experimental flotation work described in this paper was undertaken to test the conclusions derived from a previous microscopic and chemical study of several samples of converter slag. That study3 resulted in the conclusion that approximately 90 per cent of the copper content of a converter slag wad in either the sulphide or metallic form, and that if the slag were cooled slowly the copper-bearing material would be in particles of such size that they would be freed from silicate and magnetite grains by grinding the slag to pass a 150-mesh sieve. If this were true, it should be possible to separate the copper-bearing grains from slowly cooled, converter slag by the flotation process.Many attempts, of which the author has seen no published account, have been made to treat slags, especially converter slags, by flotation. In every case these trials have been made with chilled slags, in which, as shown in the preceding report, the copper-bearing material is top finely disseminated, to be freed by any reasonable degree of grinding.The flotation tests described in this paper have shown that it is possible to recover by flotation about 30 per cent of the copper content of a converter slag containing 3 per cent copper and to obtain flotation concentrates which have a copper content of 35 per cent.Acknowledgment is made to G. "The Hull mine of the De'Bardeleben Coal Corporation is located in the Warrior field, in Walker County, Ala., about 25 miles northwest of Birmingham. The Mary Lee bed at this point is coking coal and has been used in the manufacture of by-product coke, but at present it is sold exclusively as a domestic and locomotive fuel.The data in this paper, which is the third in a series on the washability of Alabama coals,5 have been obtained in connection with an exhaustive study of coal preparation in Alabama now being conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal operators. The paper contains screen-sizing and float-and.-sink tests of a representative sample of run-of-mine coal, and flakiness tests and crushing tests of certain sizes.In addition, complete analyses of the ¾-inch to 3/16-inch size, raw coal, together with ash fusibility tests of the float-and-sink fractions have been made; those results are given in Tables 1 and 2. Since they indicate that the pr ration problem, like that at Lewisburg, Ala., is one of ash reduction, the further tests and the discussion have been restricted to that subject."

Beasley, the smelter superintendent, and his staff members.THE BLAST FURNACE AND PLANTThe general lay-out of the recently built (1917) Bunker Hill plant has been given in the technical press in articles that were cited in Report of Investigations 3088. In addition it may be noted that the description of an ideal smelter given by Riddell 5 a year later fits the Bunker Hill smelter very well, with some changes, such as the location of the stack, made necessary by topography. For purposes of this article on the blast furnace it may suffice to state that the plant is one of the ""side hill location"" type. The various successively lower benches may roughly be considered as made for (1) the stack, (2) Cottrells and bag houses, (3) Dwight and Lloyd sintering machines with the equipment or bins for handling or mixing the feed and storing the finished product, sinter, and (4) the blast furnace feed floor with a slightly rising gradient to the bottom of the bins for sinter, feed, and take. The lowest bench (5) might be considered that of the blast furnace tapping floor at which or at appropriately slightly lower elevations are located the units for softening, refining, and treating precious metals, and for casting and loading lead. A very careful study of grades was made in order to be able to handle the products easily. All units were left with at least one end open to permit expansion of the plant, it desired, and each unit was separated from the other, evidently so that the operators on one level would be annoyed as little as posssible with the products made on another."

Beasley, the smelter superintendent, and his staff.INTR0DUCTI0NIt has been noted that the gases issuing from the top6 of the charges in the International Smelting Co.'s furnaces at Tooele, Utah, were very similar in composition to the gases from the top of the iron blast furnace, as they contained about 26 per cent of CO and 12 per cent of C02, the rest of the constituents being mainly nitrogen with a very little hydrogen and oxygen. It has been seen that where the column of coke was sufficiently high, the production of C0 gas to carry out the reduction of lead ores was accomplished in about the same manner as in a gas producer. In some cases, there was a little oxygen in the ""top gas"" -- usually not over a few tenths of a per cent, but at times amounting to several per cent. The presence of this gas was attributed to irregularities in operation that permitted air to come up through the tuybres to the surface without meeting any coke that was incandescent. Only a hundredth of a per cent or so of sulphurous oxides was present in the gases issuing from the top of the furnace."

"The Bradford mine of the Alabama By-Products Corporation is located in the Warrior coal field of Alabama, in the northern part of Jefferson County, about 25 miles north of Birmingham. The coal mined from the Black Creek bed at this point is not considered to be ideal for coke making by itself but because of its exceptionally low ash content is mixed with the higher-ash coking coals from other beds of the district to control the ash content of coking mixtures. Further reasons for using this coal only as a diluent of the higher-ash opals are that the thinness of the bed renders the production costs relatively high and the reserves are somewhat limited.This paper, which is the fourth of a series on the washability of Alabama coals, Like its predecessors dealing with the Mary Lee beds and the Clark bed,6 contains screen-sizing and float-and-sink tests of a representative sample of the raw coal, and flakiness tests showing the proportions of flaky particles in certain selected sizes. However, inasmuch as the float-and-sink tests of the coarse sizes showed excellent liberation of coal from impurities, crushing tests have not been considered necessary.The data on which this report is based have been obtained in connection with an exhaustive study of coal preparation in Alabama now being conducted by the U. S. Bureau of Mines and the University of Alabama with the cooperation of the different coal operators. As the work progresses other papers will follow containing further data on Alabama coals and giving results obtained in preparing these coals by various methods."
