Some of the investigations conducted by the Bureau of Mines have for their object the collecting and disseminating of information regard- ing methods by which the fuels of the country may be most effi- ciently used. As the analysis of flue gases tends to develop better methods of firing, which in turn reduces waste of fuel, the Bureau of Mines in this bulletin presents for the benefit of those in charge of boiler plants and all other persons interested detailed information on methods of sampling and analyzing flue gases, and on the utilization of the analyses in promoting boiler-room economy. This bulletin is intended to be a companion to Technical Paper 80," and is written in plain and nontechnical language, as far as pos- sible, so that it may be readily understood by persons who have not had the advantage of a technical education. Whenever possible, illustrations of apparatus and methods of handling have been used rather than elaborate descriptions. The material presented in this report is arranged in two parts. The first part contains the description of the apparatus and the methods used in sampling and analyzing flue gases. The second part gives experimental results obtained with the different methods of sampling and collecting flue gas that are recommended in the first part of the report. Only simple apparatus and methods are considered, as they are accurate enough to show the large heat losses due to the use of too much air, and are also accurate enough to indicate any incomplete combustion losses of economic importance. Without doubt the loss due to large excess of air is the greatest one in the boiler room, and can usually be greatly reduced by making proper use of gas analysis. Before engineers in the isolated industrial plants can be induced to analyze for small traces of combustible gases, they must be first taught how to analyze for carbon dioxide (CO), and they must learn to appre- ciate the great possibilities of reducing loss from large excess of air. A complaint in an action to quiet title to minerals and to the min- eral rights in certain land is insufficient in the absence of a direct allegation of possession, although it avers that the plaintiff from the time of receiving the conveyance assessed the mineral interest for taxes each year and paid the taxes thereon and exercised various acts of ownership of such mineral interests, in that he caused test pits to be dug on the land for the purpose of exploring the minerals and ascertaining their quality and extent, in going upon the land and looking after them from time to time, and that he accompanied or caused his agents to accompany prospective purchasers of such mineral interests and exhibited the same to such prospective pur- chasers in efforts to sell them. The Bureau of Mines is conducting a series of investigations with the common aim of minimizing the losses that occur in the mining and treatment of mineral substances. The results of the investi- gations are being published in reports of the bureau. This report treats of a method of preventing some of the waste of the natural gas incidental to oil mining. This method, the condensation of gasoline from natural gas, offers to the oil operator and others a profitable means of utilizing some of the oil-well gas now being wasted. The most desired constituent of crude oil is obtained, the production of oil is not hindered, and the gas, after the extraction of gasoline, can be returned to the leased area to drive pumps or into pipe lines for uses to which natural gas is ordinarily put, usually with its fuel value lessened only in slight degree. Publications already issued briefly discuss the subject. In this report the work is treated in greater detail, and the results of many additional tests are shown.

The committee making this report, consisting of Walter Renton Ingalls (chairman), J. Parke Channing, James Douglas, James R. Finlay, and John Hays Hammond, was originally appointed at a meeting of the American Mining Congress at Denver, Colo., in No- vember, 1906. The object of this appointment was the drafting of a modern law governing quarrying and metalliferous mining which could be recommended to the several States for adoption, in the hope that the passage of such a uniform law by the mining States would tend to lower the number of fatal and serious accidents. The first step of the committee (the personnel of which has re- mained unchanged from the beginning) was to procure copies of existing laws from the officials of the several States of the Union. With the assistance of the Engineering and Mining Journal, copies of the laws of Great Britain, the Transvaal, New South Wales, Victoria, Queensland, Western Australia, Tasmania, New Zealand, and certain European countries were also obtained. The replies to the inquiries made at that time developed the fact that a number of States in which mining was carried on had no laws at all. Other States were found to have elaborate provisions regulating coal min- ing, but none applying to metalliferous mining. Still other States were found to have miscellaneous and unrelated provisions passed at odd times, seemingly as the result of the occurrence of some dis- aster or other.

Early in 1912, from information received by the Bureau of Mines, it became evident that quantities of valuable radium-bearing ore from Colorado were being exported for manufacture in foreign coun- trics and that at least part of the manufactured product was being returned to this country and sold at a price entirely incommensurate with that received by the miner and the prospector. Consequently, in line with its efforts to increase efficiency in the mining and treat- ment of mineral resources, the Bureau of Mines undertook an inves- tigation of conditions. Results of this preliminary investigation were published, in the summer of 1913, as Bulletin 70, which gave an out- line of the radium deposits of the West, the conditions of mining, the wastes involved, and the status of the production of radium from its ores. At about this time newspapers and medical journals were publish- ing statements regarding the value of radium in cancer therapy. These reports, although many of them were exaggerated, brought out clearly the remarkable virtue of the gamma rays for the treat- ment of cancer and other malignant growths. In view of the fact that the largest known supplies of radium ore in the world are in the States of Colorado and Utah and on the public lands of the United States, it was deemed highly important for the Bureau of Mines to study the production of radium in detail. Such study, it was hoped, would enable the prospector and miner to obtain a fairer price for the ores and would furnish information necessary in case Congress appropriated funds to develop methods for extracting radium from ore on the public lands under Government supervision, to be supplied at cost to the hospitals of the Army, Navy, and Public Health Service.

ORES PROCESS OF ORE CONCENTRATION-PATENTABILITY. The patent issued to Sulman, Pickard, and Ballot, November 6, 1905, and assigned to Minerals Separation and Minerals Separation American Syndicate, for new and useful improvements in ore concen- tration, its object being to separate metalliferous matter from gangue by means of oils and fatty acids that have a preferential affinity for such metalliferous matter, the principal feature of which is "agitat- ing the mixture to cause the oil-coated mineral to form a froth," was clearly anticipated by other patents, and each step in the process described in the Sulman, Pickard, and Ballot patent is fully described in more than one of the prior patents, with the single exception of the reduced quantity of oil used; but the discovery that the small fraction of oil is sufficient to produce flotation of the metalliferous matter can not be made by itself or in combination, the subject of a patent. In an action by the grantor of a certain mine and mining property against his grantee to recover damages for the conversion of a quantity of ore that the grantor before the conveyance had mined and extracted from the mine and placed on the dump near the mine, the plaintiff is not entitled to recover where it appears that at the time the ore was placed on the dump the mine was owned and operated by a mining company and that at the time the ore was taken out of the mine the company had no intention of doing anything with it but simply deposited it on the dump as waste and to give an opportunity to develop the mine and get better ore to send to the smelter, and that

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. In 1911 the Director of the United States Bureau of Mines instructed the chief mining engineer of the bureau , during an investigation of coal-mine safety conditions in Europe, to ask the directors of the various mine-experiment stations whether they would favor a European conference . The majority of the officials in immediate charge of experiment stations favored the plan , and Victor Watteyne, inspector general of Belgium, suggested that the United States call such a conference to be held immediately after the Eighth International Congress of Applied Chemistry, which was to assemble in New York on September 3, 1912 . Accordingly, invitations were issued by the United States Government to those countries having mine-experiment stations , namely, Austria-Hungary, Belgium, France, Germany , and Great Britain, and to those that contemplated the establishment of such stations , Canada and Mexico . All but Great Britain and Canada accepted ; Mexico designated a representative , who later found it impossible to come. The Government of Great Britain in declining, expressed regret at its inability to accept ; an informal statement was made that the opening of the experimental gallery at Eskmeals , England , occupied the attention of the officials in charge . Delegates were appointed by their respective Governments as follows: Austria-Hungary, Julian Czaplinski , royal mining engineer. Belgium, Victor Watteyne , inspector general of mines . France, J. Taffanel, director of the Lievin experiment station . Germany, Carl Beyling, bergassessor, director of Dortmund experiment station. United States , Charles E. Munroe, consulting explosives expert and George S. Rice, chief mining engineer of the Bureau of Mines . Subsequently Mr. William O'Connor , a mining engineer and mine operator of Wales , who opportunely appeared at the Pittsburgh station with letters of introduction from the South Wales Institute of Engineers and from prominent mining officials of Great Britain , was unanimously invited to take part in the meeting as an unofficial representative of Great Britain . Messrs . Beyling, Taffanel , and Watteyne were met in New York on September 3, by George S. Rice, who accompanied them to Washington, where they were welcomed by Director J. A. Holmes , of the Bureau of Mines , and where , with the delegates to the Eighth International Congress of Applied Chemistry , they were presented to President Taft . Mr. Taffanel was unfortunately called back to France just before the scheduled time of the conference on account of a mine disaster ; the other delegates , including Mr. Czaplinski , convened at Pittsburgh on the morning of September 14. Mr. Rice, representing the Director of the Bureau of Mines , acted as temporary chairman , and called the meeting to order.

In connection with investigations relating to fuels belonging to or for the use of the United States Government, the causes of accidents in coal mines, the geologic relations of coal beds, and the character of the coal and the value of the fuel in the public lands, many mine samples of coal are analyzed each year in the laboratories of the Bureau of Mines. The systematic collection and analysis of coal samples in connection with investigations of fuels was begun in 1904 at the Government fuel-testing plant at the Louisiana Purchase Exposition, and was under the direction of the United States Geo- logical Survey for six years. Descriptions of the coal samples col- lected in connection with these investigations between the beginning of this work, July 1, 1904, and the transfer of the fuel-testing and mine-accident investigations to the Bureau of Mines, July 1, 1910, were compiled and published in Bureau of Mines Bulletin 22. The present bulletin presents analyses and descriptions of samples collected during the fiscal years 1911 to 1913. In order that the material in this bulletin may be used to supplement that presented in Bulletin 22, the same plan of geographical classification has been fol- lowed, the analyses and descriptions of the samples being grouped in alphabetical order according to the State, county, and town near which the mines or prospects sampled are situated.

In connection with its investigation looking to the prevention of waste and the increase of safety and efficiency in the mineral indus- tries the Bureau of Mines has undertaken a study of the possible uses of the electric furnace in metallurgy. This bulletin presents a com- pilation of such data as seem to be useful for the information of persons who may be interested in the matter. In the application of electricity to metallurgy three kinds of processes are involved, namely, mechanical, thermal, and electrolytic. Under the mechanical application of electricity come those proc- esses of dressing and concentrating ores that are known as either electrostatic or electromagnetic processes. In electrothermic processes the current is used as a source of heat. The fundamental differences between the various types of electric furnace that are at present in commercial use relate to the manner in which the electric current is applied, as may be noted by reference to that part of this report in which the subject is discussed. In electrolytic processes the electric current is used for depositing metals from solutions. The process may be conducted in one of the following ways: (1) The material to be treated may be put into solu- tion and then electrolyzed, the material thus treated forming the electrolyte; (2) the material to be treated may form the anode or be placed in contact with the anode; or (3) the material to be treated may form the cathode or be placed in contact with the cathode. This report treats of electrothermic processes, with the possible exception of those for the reduction of aluminum from its ores. Moreover, of the processes used in the so-called electrochemical in- dustries only those for the reduction of an ore to metal, or to a com- pound of the metal that is of value in itself, or is an aid in metallurgical work, are here discussed.

This bulletin is issued by the Bureau of Mines as a contribution to the increase of safety and efficiency in the preparation and utilization of the mineral resources in the United States. Notable among the drains on these resources are the demands made by the nonferrous- metal industries, and in these the losses occasioned in melting brass and bronze are worthy of particular attention. This statement will be better appreciated by a consideration of the size of the brass industry.

The timber and stone act (20 Stat., 89) does not forbid an entryman from alienating his interest in his claim; but the act makes illegal any prior agreement by which the entryman acts for another in the purchase. A grantee of a mine who agrees to pay the grantor's debts in part payment of the purchase price of the mines becomes to that extent the principal debtor, and the grantor becomes the surety, and the grantor's creditor may in equity enforce his claim against the grantee of the mine, and the grantor in such a case is not a necessary party. A cotentant in exclusive possession' of mining property who extracts and sells ore is entitled to charge against the proceeds of the sale the reasonable and necessary expense of its extraction and marketing, as in such case the cotenant is not a trespasser.

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

The investigative work described in this report was undertaken by the Bureau of Mines under a cooperative agreement with the department of mining engineering of the University of Illinois and the Illinois State Geological Survey." The purpose of this agreement was to provide for a comprehensive investigation of coal-mining conditions in the State, with especial reference to the possibility of lessening waste in the mining and preparation of coal and of reducing the dangers to which miners are exposed. The Bureau of Mines paid particular attention to those phases of the investigation that were of general interest from their bearing on safety and efficiency in the coal-mining industry as a whole. Thus, it studied the occurrence of gas (methane) in the mines of the southern part of the State," tested the inflammability of the coal dust from many mines, examined the efficiency of the control of ventilating currents, and investigated the factors affecting the humidity of mine air with respect to their bearing on the occurrence of mine explosions. Following the establishment of the fact that under certain conditions dry bituminous coal dust is inflammable, there arose the problem of finding efficient methods of preventing or limiting coal-dust explosions. Experiments in the gas-and-dust gallery at the Pittsburgh testing station of the Bureau of Mines verified the fact that certain dusts that explode violently when dry are rendered inert by proper humidi- .fication of the atmosphere within the gallery, and the importance of humidity as a factor in limiting the inflammability of coal dust in a mine is demonstrated by the fact that there has never been in Illinois a dust explosion during the summer months, whereas the records show a number of dust explosions during cold weather. It is easy to see that the warm moisture-laden air that enters a mine in the summer must deposit moisture on cooling, whereas the cold and relatively dry air that enters in winter must take up moisture as it becomes heated in traveling through the mine.

The term "titaniferous magnetite" is used to designate those magnetic ores of iron that carry more than 2 or 3 per cent of titanium. Large and easily workable deposits of these ores occur in different parts of the world, and have attracted attention for many years. Under present furnace practice, however, the smelting of these ores is both difficult and expensive, and for that reason they are not accepted by furnaces, so that the deposits are practically worthless. The problem of finding a feasible method of utilizing these ores has naturally been attractive, and numerous attempts have been made to solve it. Experiments to that end embrace two lines of investigation. The one that has been the more frequently tried is the elimination of the titanium from the ores, so as to make possible their smelting in the usual way. The other is the devising of a method of smelting by which titaniferous ores may be reduced as economically as are non-titaniferous ores. The former method involves a physical process, the latter a chemical process.

This bulletin presents a summary of available information regarding the sources of uranium, radium, and vanadium, the methods used in treating the ores, and the uses of the finished products. In particular the paper describes the ores found in the United States, giving especial attention to those characteristics of the ores and the conditions of their occurrence that affect mining and treatment. In the preparation of this bulletin a number of persons rendered assistance by furnishing information and by making it possible for us to visit the carnotite deposits in western Colorado and eastern Utah at a time of the year when without this assistance it would have been difficult to obtain satisfactory results. This bulletin describes the investigation in detail and gives a complete record of the results obtained.

This bulletin deals with the characteristic features of the principal explosives used in mining and engineering operations, and espe- cially with the tests that show the suitability of different classes of explosives for different kinds of work. The Bureau of Mines pub- lishes the report as one of a series dealing with tests of explosives and methods of reducing the risks involved in the use of explosives in mining operations. The application of explosives to engineering and mining opera- tions has increased rapidly in recent years. According to a pre- liminary report issued by the Bureau of the Census, 469,000,000 pounds of explosives was manufactured in this country during the year 1909, and the greater part of this production was used for industrial purposes. In large engineering projects and in mining operations requiring the use of explosives the selection of a suitable explosive from the many varieties offered for sale is of fundamental importance. Vari- ous considerations are involved in the selection of an explosive of proper class for the blasting to be done. Many explosives suitable for quarry work are unsuitable for use in deep mines or in close workings. In metal mining and in driving tunnels the character of the gases evolved by the explosive on detonation is an important consideration. An explosive for use in gaseous or dusty coal mines must be formulated and compounded so that its flame temperature and the height and duration of its flame are reduced enough to per- mit its being used with comparative safety. In wet workings or in submarine blasting explosives impervious to moisture are requisite. In extremely cold climates explosives that do not require thawing are desirable, provided they are equally good in other respects. An essential requirement of all explosives, especially of those for use in tropical countries, is that they shall remain stable without change in chemical or physical characteristics.

In mining coal in the anthracite region of Pennsylvania the general custom has been to leave a large percentage of the coal in place as pillars to support the roof. Evidently any practice that involves partial waste of an important mineral resource is bound to be discarded. It is well recognized that one method of obviating probable waste is to fill the workings with cheap or worthless materials, a process extensively employed in the anthracite and some European mines. At present many of the collieries in the anthracite region of Pennsylvania are utilizing refuse from the old culm banks, which formerly were prominent features in the landscape, and are flushing the fine waste underground so that pillars may be reduced in size or removed. As a result the banks are now disappearing and soon will be gone. The fine culm from the breakers and rock from the mines will continue to be available, but the volume of these materials is insufficient to replace any considerable proportion of the coal removed. The next stage of progress suggested is the use of sand. Fortunately there are available large deposits of this material, much of which can be handled by dredges and pumps. This report is issued by the Bureau of Mines in the interest of safer and more efficient mining methods. I ts purpose is to describe the sand deposits in the northern anthracite coal field in Luzerne and Lackawanna Counties, Pa, Much of the information available is presented in the map, Plate I. Field studies, mostly preliminary, were made in the summer of 1911 to determine the distribution, amount, and character of the larger deposits. It was not thought desirable to make a detailed examination of the region because when the coal companies decide to utilize the sand their engineers will make precise surveys and drill test holes. In preparing the map the various coal companies were consulted; they contributed a large number of facts, especially as to the deposits in the buried valley of the Susquehanna between Pittston and Nan- ticoke, where nearly 1,000 test holes have been bored. The results of these borings were placed at the author's disposal, and have been utilized in drawing the boundaries given in the wide valley area and its extensions up Lackawanna River and NewportCreek. Wyoming Valley contains deposits of sand that are 100 feet thick over a wide area, 200 feet thick in places, and over 300 feet thick in the deep old channel south of Plymouth.
