Mr Philipus Albertus von Wieligh, a former President of the Chamber of Mines and Executive Director of Johannesburg Consolidated Investment Company, died in Johannesburg on Thursday, 28th December, 1989. He is survived by his widow, a daughter, and two grandchildren. Mr Von Wieligh served the mining industry for 45 years. The P.A. von Wieligh Park in Hilshaven on the West Rand is named after him.

The South African Institute of Mining and Metallurgy mourns the passing of one of its most distinguished sons. Professor J. de V. Lambrechts died at Franschoek on 30th January, 1988, at the age of 76 years after a long illness. Mintek Application Reports A new series of Mintek reports made its appearance in 1987. Professor R. N. Pryor, AR.S.M., B.8c., C.Eng., F.I.C.E., F.I.Min.E., F.I.M.M., who died on 14th July, 1979, after a short illness, was President of the Institution of Mining and Metallurgy for the session 1978-1979. Weld pool metallurgy A high level of current interest in welding characteristics and behaviour and in the properties of welds was amply demonstrated by the large attendance at The Welding Institute's 1978 Conference on 'Trends in Steels and Consumables for Welding' and by the overwhelming number of papers offered for the International Conference on 'Arc Physics and Weld Pool Behaviour' in May 1979. Mine ventilation The First International Mine Ventilation Congress was held in September, 1975, in Johannesburg, South Africa, at the University of the Witwatersrand. It was organized by the Mine Ventilation Society of South Africa. Occupational accidents and diseases The IXth World Congress on the Prevention of Occupational Accidents and Diseases will be held in Amsterdam from 6th to 9th May, 1980. Rock mechanics The 21st U.S. Symposium on Rock Mechanics is to be held at Rolla, Missouri, from 27th to 30th May, 1980. Protection against noise An International Symposium on the Protection of Workers Against Noisewill be held in Dresden (German Democratic Republic) from 27th to 30th November, 1979. Management of mineral resources A joint meeting of the Institution of Mining and Metallurgy, the Society of Mining Engineers of AIME, and the Metallurgical Society of AIME is to be held in London from 27th to 30th May, 1980. INFACON 80 During 1970 various South African institutes and associations agreed to organize an international ferroalloys congress. It was recommended that this should be made a continuing forum, where ferroalloy people could meet and discuss matters of mutal interest.

Robert Rampton Porter died on 8th September, 1985, in Salt Lake City, Utah, at the age of 75. Bob Porter was born in Salt Lake City in 1910, and he attended the University of Utah, where he obtained an M.Sc. degree in metallurgy. Galvanizing In conjunction with the National Institute for Materials Research of the CS I R, the South African Hot-Dip Galvanizers' Association has organized the First International Conference on Galvanizing in South Africa. This event will take place at the C SIR Conference Centre in Pretoria from 3rd to 7th November, 1986. Environmental effects of mining A one-day meeting entitled 'The environmental effects of mining and restoration' will be held on 23rd September, 1986, at the University of Manchester Institute of Science and Technology, Manchester, England.

Underground observations in a coal mine have indicated failure oft he immediate roof above the bords. Careful observations and photographic recording of occurrences of these roof failures, termed ?roof guttering?, have been made. The occurrence of guttering results directly in roof instability, and indirectly, due to the interaction of the guttering with natural planes of weaknesses in the immediate roof rock. In this paper, relevant observations of roof guttering, possible mechanisms of formation of roof gutters, laboratory testing for determination of material strength and deformation properties, and numerical analyses to explain underground observations are described. Mapping of roof failures showed that these took place mainly towards the centre of the roadways. Roof guttering was observed often to occur violently and with little warning. Occurrence of roof guttering has a negative impact on production?some panels are abandoned, production times are increased and safety of workers is compromised. The numerical stress analyses showed that, although none of the constitutive behaviour criteria used predicted the observed underground failures correctly, the extension strain criterion gave the best agreement.

The final removal of inclusions in the ladle, tundish, and mold in a continuous casting process involves the kinetic steps of liquid film drainage, interface rupture, and absorption of the inclusion into the overlaying molten slag. During this process, oxide inclusions can undergo chemical reactions with the slag. This paper presents recent results on imaging the slag/steel interface and elucidates the evolution of Al2O3and Al2O3-CaO inclusions during their separation from the steel and on their incorporation into the slag. Experimental results, obtained through a Confocal Scanning Laser Microscope, are compared with thermodynamic predictions.

The Bond standard grindability test provides a Work Index that is widely used to estimate the energy required for grinding, but the test cannot be applied to fine materials such as plant tailings and middlings. For such materials, a comparative grinding test must be used in which a reference material from an operating plant is ground in a laboratory mill to determine the 'equivalent' energy consumption per revolution of the laboratory mill. As the Bond grindability test mill and its operating conditions are specified, its equivalent energy consumption per revolution should be a constant, here designated as B. Once B has been determined, the mill can be used to estimate the grindability of fine materials without the need for reference materials. A value of B can be calculated from any Bond grindability test, and 245 tests that were conducted at Mintek were examined to determine its value. A wide range of values was found, but most of them were grouped around 198 x 10- 7 kWh/rev, which is taken as the best estimate of B that is available at present. Values of B that are not close to this figure are obtained from materials for which the Bond grindability test gives misleading or 'spurious' Work Indexes. These spurious Work Indexes lead to the apparent departure of B from its true value. Some limitations of the Bond grindability test arise from its use of a mill without litters and of screening, instead of classification, to close the circuit.

"SynopsisSeismically active mines generally experience an increase in seismic hazard due to rock mass instability following blasting. Re-entry protocols commonly include measures to limit the spatial and temporal exposure of personnel to increased seismic hazard induced by blasting. The management of periods of increased seismic hazard requires the development of re-entry protocols for a unique mining environment. Identifying mining conditions that may result in significant seismicity following blasting relies on retrospective analysis, which is often focused on seismicity occurring within a certain period after blasting and within a certain radius of the blast in the broader context of site-specific experience.The analysis of seismicity without considering blasting times and locations allows for the relationship between seismicity and blasting to be investigated without prior assumptions concerning dependency. To achieve independent analysis, seismicity that is clustered in space and time (referred to as a seismic sequence) must be identified by assessment utilizing only seismic parameters. An automated algorithm is implemented that assesses the timing, location, and quantity of seismicity to identify seismic sequences, represented by the time of the first event and mean location of all events in the sequence.The relationship between sequences and blasts is assessed by calculating the distance and time from each sequence to the closest blast in space and time. Establishing an independent classification between sequences and blasting provides insight into the unique cases where seismic sequences are remote and/or delayed with respect to blasts and identifies cases when sequences exhibit a weak relation to blasting. The nature of seismic responses to blasting has direct implications for the management of the increased seismic hazard associated with seismic sequences.The approach presented in this study contributes to the management of seismic hazard by providing empirical support for the relationship between seismic sequences and blasting. These relationships indicate the portions of sequences that can and cannot be practically managed using tactical approaches. Furthermore, the analysis of sequences reveals the nature and evolution of rock mass responses to blasting. These results have implications for the extent of spatial or temporal re-entry restrictions required for the optimal management of time-dependent rock mass response to mining."

An analysis of the state-observability characteristics of a dynamic tank-to-tank model of a flotation bank indicates that the concentrate-flow rate of each tank can be estimated from accurate measurements of the pulp height in each tank and the final tailings flow-rate exiting the final tank. Therefore, there is an opportunity to construct an observer (model-based soft-sensor) which can estimate the concentrate flow-rate of tanks in a flotation bank. The concentrate flow-rate, i.e. mass pull, is generally measured by means of froth image analysers on industrial plants. A model-based soft-sensor will not only provide a means to validate froth image analyser results, but could potentially substitute them as they are less expensive to implement and maintain. This paper examines the occupational health and safety performance (OHS) of the South African mining sector against the backdrop of changes in the composition of the sector, international trends in OHS performance, and the agreement on OHS milestones and targets by mining stakeholders at the Mine Health and Safety Summit of 2003. Although OHS performance has improved, progress is slow and there is need for significant rather than incremental change if the targets are to be realized. Since 2003, fatalities and injuries are 20?25% short of annual milestones and not all commodities show consistent improvement. Statistics on occupational health impacts are unavailable, but noise and respirable dust levels are known to be high in mines, with much work lying ahead to address exposures at source. Trends in regulating and addressing OHS hazards are discussed with reference to the notion of ?systems-thinking? and the targets. Efforts to improve OHS and to respond to changes in the sector are constrained by a lack of training and consistency in risk management, guidance for junior, small and artisanal miners, and holistic approaches to risk. For example, treating risk holistically would involve taking proper account of contractors and women in the workplace, and attending to human factors and ergonomics.

Labour protection, that is prevention of occupational disease and reduction in the frequency of accident, has always been a matter of major concern of mining industry. Management and the government should promote and maintain high safety standards through some measures to reduce accident frequency and occupational disease. This can be achieved by using the science and technology for improving the working conditions, educating workers and managers about accidents and prevention techniques. The detailed analysis of an accident requires knowledge of many factors such as location, time, type, cost of accident, victim, nature of the injury, personal and environmental factors etc. that can be obtained from the standard coded accident report form. There is a need to prepare safety data in a common format to produce a common safety reporting system and ‘Occupational Health and Safety Management Tool’ is being designed to manage this by using database and Internet technology. Precautions should be taken according to results from database queries by providing comprehensive and accurate national data. To have an accident is unfortunate, however, to have an accident and learn nothing from it is unforgivable. Oxides of sulphur are corrosive and are produced when sulphur-containing fuels are burned. Sulphur dioxide (SO2) is a colourless gas with a characteristic, irritating, pungent odour. Exposure routes to the human body are mainly through inhalation and skin and/or eye contact. Symptoms of exposure to SO2 may include irritation of the eyes, nose, and throat; rhinorrhea (discharge of thin nasal mucous); choking; cough; and reflex bronchoconstriction. To protect employees against the ill health effects of SO2 exposure, they are often required to make use of respiratory protection whenever entering areas were the SO2 levels exceed the statutory limits. The use of respiratory protective equipment should always be a last resort and should be considered only after other control measures have failed to reduce occupational exposure levels to below the occupational exposure limit or whilst other control measures are being investigated or implemented. Whenever the use of respiratory protection equipment is considered, it should always be used as part of a comprehensive respiratory protection plan. It is also extremely important that all potentially exposed persons are adequately and comprehensively informed and trained.

Occupational illnesses and diseases tend to be chronic and are generally characterized by temporary or permanent physical dysfunction. With the exception of some symptoms, they are not generally visible. Therefore, safety overrides health in mining because occupational ailments take years to develop and management observes less physical trauma, if they witness anything at all. Occupational health issues need to be addressed systematically, encompassing all aspects of the interaction of employees within the work environment. Risk assessment is central to the management of occupational health. This should not be seen as a complex process and may involve little more than simply considering the consequences of one?s actions before starting work. Competent risk assessment provides the starting point and defines the scope of further action. The objectives and final use of an occupational health risk assessment determine the process and the method by which it is carried out. The occupational health risk assessment is therefore a systematic procedure to identify potential health hazards, evaluate the extent of exposure subjectively and/or objectively, and to establish the need for, and effectiveness of existing control measures. Furthermore, it facilitates the drafting of occupational exposure monitoring, medical surveillance and occupational health education programmes. Various models for conducting occupational health risk assessment provide step-by-step guidance for the identification and assessment of significant occupational health hazards and assist in producing suitable and significant occupational health risk assessments. The paper gives an overview of an occupational health risk assessment model based on the basic principles of occupational health and the legislative requirements, which will simplify the occupational health risk assessment process and ensure a sound base for the development of all other occupational health systems.

Historically, mine ventilation practices as it was referred to then and which was enforced by legislation of those days, focused primarily on the conditions in the working place and little attention given to actual exposures of workers to contaminants in the working environments. With the advent of the Leon Commission of Inquiry into Safety and Health in the South African Mining industry in 1994, findings in the report indicated that more attention should be given to occupational health of workers. The upshot of this report resulted in the promulgation of the new Mine Health and Safety Act (MHSA) with certain sections of it devoted to all the aspects of occupational medicine and occupational hygiene. This paper describes the present situation with regards to statistics on occupational hygiene performance and compensation paid out to persons who have contracted occupational diseases, as well as the way forward in terms of legislation implemented in September 2002 on the chronic and acute issues affecting the mining industry in SA.

Mr Chairman, members of the executive committee, the sub-committee, distinguished speakers at this opening plenary session, delegates, affiliates, ladies and gentlemen. It is with pleasure that I have been called upon today to make these opening remarks and officially welcome you al at this auspicious assembly, the Fifteenth Congress of the Council of Mining and Metallurgical Institutions. Not only am I pleased to open the proceedings at this plenary session but for me to do so at Sun City in the North-West Province makes me doubly pleased. It is my wish that al delegates and their companions will enjoy the activities that are planned throughout the Congress and leave here with minds refreshed and stimulated by the technical sessions and memories enriched by being in such a unique and truly delightful setting as exists here at Sun City. The mix of delegates present reflects CMMI activities in many countries throughout the world-Australia, Japan, China, United Kingdom and South Africa among others. When it comes to mining and related activities, South Africa has a place at the top, a dominant role in platinum, gold, chromium, vanadium, dimension stone, coal and so forth, and here in the North-West Province we can proudly declare that some 25 per cent of the revenue from minerals in South Africa, namely R47 billion come from this area. Furthermore, we lead in the production of platinum group metals with 94 per cent of South Africa's total sales and thus hold first place in the world, 46 per cent of dimension stone sales, 32 per cent of chromate and 25 per cent of gold sales.
