The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. The Institute has concluded an agreement with the Chamber of Mines whereby the Chamber Librarian maintains a section in the Library for the Institute. Surface effects of underground mining South Africa is blessed with vast mineral resources. It is essential to exploit those reserves if the country is to remain economically viable. The purpose of this paper is to provide an overview of the current legislative framework for mine closure within South Africa as well as the new requirements in terms of the Mineral and Petroleum Resources Development Act, 2002. It is almost eight years to the day when we launched the original SAMREC Code in March 2000. Since that date I think the SA minerals industry has matured beyond recognition in its approach to reserve and resource reporting, and I believe we can be justifiably proud of that progress. Many of those companies that have led the way in reporting standards are listed on our sponsors list. We thank them for their sponsorship but even more for their considerable support in all aspects of the SAMCODE organization. Matt Mullins, my co-speaker here today, has been instrumental in the revision of the SAMREC Code over a long period of time and also took up the reigns with the SAMVAL Code after the retirement of Rob Croll. I would like to formally thank Matt for his immense contribution in producing the two Codes; he can take great pride in the final product and fully deserves the many accolades that we have already received from our international counterparts. He has done all this whilst still maintaining a very demanding day job at BHPBilliton. Matt will be the first to admit that he has received tremendous support from more than 100 people who participated in the various working groups, many of whom are employed by our sponsors. There are obviously too many to mention by name but they deserve a big vote of thanks for their personal contributions. Premier of the North-West Province, Mr Molefe, foreign dignitaries and guests, ladies and gentlemen. It is a pleasure and also a special honour for me to have been invited here this morning to make this address. The xv Congress of the Council of Mining and Metallurgical Institutions is, by its very nature, an extremely important event for the international minerals industry. But I believe that this specific Congress assumes an even greater significance because of the profound and far-reaching changes that have taken place in South Africa this year. These are exhilarating times, a period when so much in our country has altered and when so much has to be done so quickly to build positively on our bold political decisions.

Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

One of the most significant features of iron ore concentrate (pelletising feed) is the specific surface area (SSA) that affects the achievement of desirable pellet properties. There are various methods to determine this parameters and currently, the most common is the Blaine air permeability method. However, due to the simplified assumptions including spherical and identical particles and 50% bed porosity, the Blain test does not provide accurate results. In fact, these two suppositions are far from reality. In this research, comparison of SSA measurement ways are investigated, containing laser diffraction testing and Blaine air permeability, on samples with different SSA, obtained from Ball mill and high pressure grinding rolls (HPGR). The output data showed that the calculated amounts of SSA by means of laser analysis were far greater than any other one. Furthermore, in the same results of Blaine air permeability tests on samples comminuted by different grinding methods, it was observed that the SSA figures from the laser diffraction method for HPGR products were almost 800 units greater than Ball mill ones. This study was aimed at determining the effects of industrial action on profitability in the South African platinum mining sector. We compared companies where employees engaged in industrial action (affected companies) to strike-free companies (competing companies). Industrial action refers to strikes by rockdrillers, as these strikes typically result in the shutdown of production at the mines affected. A t-statistics analysis of significant differences in revenue and earnings of affected and non-affected platinum companies was conducted using data from platinum mining companies listed on the Johannesburg Stock Exchange from 2011 to 2015. Contrary to international studies, which suggest that the spillover effects of industrial action positively affect competing companies, our findings show that profits in the platinum sector decrease significantly during strike periods for both affected and competing companies. The results indicate industrial action is a threat to the profitability of all companies, and that employee demands should be prioritized and negotiated before they result in industrial action. Improved dialogue between management, labour unions, and employees in the platinum mining industry is recommended. The study contributes to the scanty literature on the effect of industrial action on the profitability of mining companies in a developing economy.

The stability of pillars is analysed on the assumption that pillars shed load in a stable manner if the slope the strata load-deformation relation is steeper than that of pillars in the post-peak regime. Concepts of local stiffness, mine structural stiffness, and critical stiffness are discussed. Procedures are described for the determination of strata stiffness for various pillar layouts by use of the available boundary-element computer programs. The postpeak stiffness of pillars is assessed from the available data relating to the post-peak load-deformation relationship and width-to-height ratio. Stability analyses are carried out by the contrasting of strata stiffness with post-peak pillar stiffness. It is shown that the strata stiffness becomes unacceptably small for a stable yield-pillar layout when the span exceeds about 5 times the depth. The strata stiffness is found to increase, thereby increasing the stability, as the span-to-depth ratio, number of pillars, and percentage extraction are decreased. It is also found that the stability in a yield pillar becomes difficult to achieve when al the pillars in a layout are in the descending part their post-peak load-deformation curve

The stability of ferrosilicon suspensions were characterized using settling tests employing a differential pressure method. Particles smaller than 45 µm and especially the ore fines played an important role in the settling behaviour of the solids. The paper reviews the restrictions imposed by the Department of Mines (now the Department of Mineral and Energy Affairs) on the surface use of ground that has been undermined at shallow depths (down to a depth of244m). The reasons for the restrictions are discussed, with special reference to the early records kept by the Department of Mines on subsidence and fracture of the surface. A discussion of the nature of the strata overlying the ore-body, and the effect of undermining, is followed by a detailed account of investigational work, particularly since 1970, on the stability of shallowly undermined ground. The significance of the data collected during the investigations is considered next, with special reference to the social and economic implications. These are so farreaching, that it is proposed that the already flexible approach of the Department of Mineral and Energy Affairs in considering what structures may be built on undermined ground should become even more flexible. To this end, the appointment of a Commission is proposed to collect as much information as possible on the stability of ground undermined at shallow depth, and to revise the current overrestrictive conditions or guide lines that are in use.

The method used to assess the reactivity of lime was evaluated to gauge it usefulness as a quality control tool. The effect of particle sizes, different lime and water masses for a fixed s:l ratio and the same for various s:l ratios on the reactivity values obtained, were investigated. An attempt to introduce the amount of grit produced during the slaking reaction as an additional measure of limeís quality and reactivity, proved to be unsuccessful. It was also found that the relative amount of lime slaked during the different tests was independent of the reactivity value of the lime. The investigation confirmed the usefulness of the accepted test procedure as are liable method to measure the reactivity of lime, despite various reservations expressed from a theoretical point of view.

"The consequences of ineffective mine closure in South Africa are evident from the number of abandoned mines and operations on extended care-and-maintenance, the on-selling of mines to less well-resourced companies to close, and increasing illegal mining activities. However, the data to substantiate these observations and provide insight into the underlying issues has not been available. Through the Promotion of Access to Information Act, a list of mine closure certificates applied for between 2011 and 2016 and a list of certificates granted over the same period for all nine regions of South Africa was obtained. From the analysis of this data, we show that the mine closure system as implemented in South Africa is largely ineffective. Although closure certificates are being granted, these are for prospecting sites and small-scale mines, which have a relatively small environmental impact. No large mines of any environmental significance were relinquished over the period under review, with very few applying for closure certificates. Furthermore, the issuing of closure certificates varies significantly between regional offices, with the success rate for applications being generally low and issuing of certificates taking an extended period. IntroductionThere are a number of concerns with the mine closure process as practiced in South Africa, and these have largely been laid at the door of government. Alberts et al. (2017) stress that the legislation generally conforms to international best practice. However, the system is ‘complex and unwieldy’, involving various pieces of legislation and different government departments with overlapping requirements and different interpretations of the law. A further area of concern is the capacity and competence of government to implement legislation. The ‘shortage of relevant mine closure skills and knowledge within the regulator’ was identified by van Druten and Bekker (2017) as a key contributor to unsuccessful closure. Lack of capacity and resources within the regulator has also been highlighted by Botham, Kelso, and Annegarn (2011) and Milaras, McKay, and Ahmed (2014). A recent study of the mineral application process by Corruption Watch (2017) indicates that positions in the regulator have been frozen for many years, leading to a shortage of staff, and that unqualified individuals have been appointed. There is also the perceived reluctance of government to grant closure in order to limit transfer of the liability to the state and delay the inevitable job losses."

"Artisanal and small-scale mining (ASM) in South Africa received official recognition after the change in government in 1994.The Reconstruction and Development Programme (RDP) recognized the sector as a vehicle for social and economic development for historically disadvantaged South Africans (HDSAs) who had previously been excluded from participating in the mainstream economy. Having recognized the ASM sector, government introduced several interventions and support structures to foster the development of ASM, to encourage participation of HDSAs, and to address challenges facing the sector. The objective of this paper is to assess the progress made, with particular regard to challenges in the sector. The paper focuses on the policy requirements that were deemed important for the growth of the ASM sector by the White Paper on Minerals and Mining Policy (1998). These can be collated into five categories: access to mineral rights, access to finance, access to markets, technology and skills, and institutional support. The paper provides a review of the support interventions, their intended roles and impact on the sector, and identifies existing gaps and possible ways of dealing with the challenges. There is a need for research to assess the real impact of these past and existing interventions on the ASM sector to draw lessons for future development.IntroductionThe significant rise in artisanal and smallscale mining (ASM) activities worldwide has led to many countries recognizing the sector. ASM takes place in approximately 80 countries (World Bank, 2013). It is estimated that the sector employs between 20 and 30 million people around the world (Buxton, 2013). This compares to between 3 and 3.7 million in 1999 (International Labour Organization, 1999). ASM activities are widespread, occurring mostly in developing countries in Africa, Asia, Oceania, and Central and South America (World Bank, 2013). There has been a significant increase in the number of people participating both directly and indirectly in the sector and this is expected to continue given the socio-economic realities of most developing countries. High levels of poverty and unemployment and growing inequality continue to be largest problems facing the majority of developing countries today. The ASM sector plays an important role as a source of livelihoods, particularly for those residing in rural areas with limited economic opportunities. In the majority of countries, the recognition of the ASM sector was driven by its increasing contribution to socio-economic development through job creation, poverty alleviation, and rural development. In response, a number of intervention strategies were introduced in support of the sector to address its negative impacts and to increase its potential benefits."

The economic upheaval of COVID-19 forced companies to invest in emerging technologies to aid recovery. One such technology is extended reality, which is becoming a mature and innovative tool. Early adopters are seeing significant benefits in learning, training, immersive data visualization, and remote assistance. In South Africa, the mining industry is increasingly interested in using extended reality to optimize and innovate operations. The Minerals Council of South Africa's July 2021 report highlighted the potential of extended reality's to achieve zero-harm production and modernize the industry. However, the extent of extended reality adoption in mining remains unclear due to limited information on its usage. This study addressed this gap by distributing an online survey to assess awareness, knowledge, and current uses of extended reality in South Africa’s mining sector. The results indicated that virtual and augmented reality had the highest levels of awareness and usage, primarily for learning and training. Mixed reality, however, had the lowest awareness and knowledge levels. In terms of applications, visualization and remote assistance had the least use cases. These findings highlight that the South African mining industry is deficient in its understanding and use of extended reality technologies. Without better awareness and application, the South African industry risks missing out on the full benefits of extended reality. The study underlines the need for the South African mining industry to improve its outlook on extended reality technologies to fully leverage their potential applications and benefits.
