Outcomes from a workshop organized through the SAIMM revealed that the minerals and metals industry must develop its ?Engineering Team? if it is to continue to meet the challenges of globalization. The very economy of the country is largely dependent on a competitive and stable engineering team within the minerals and metals sector. With the Chamber of Mines (COM) passing on its education and training initiatives to the industry, the professional bodies like SAIMM must (despite meagre resources) continue the good work done through the COM in the past. The workshop highlighted recruitment and selection, further/higher education, socialization and initial training, deployment and retention and continuing education as priority areas. These are further detailed in this report. Office Bearers have considered the outcomes and the areas where the Institute should or should not be involved have been stated.

South Deep Gold Mine, owned by Gold Fields Ltd., is situated near Westonaria in the Gauteng Province of South Africa and mines the conglomerate bands of the Upper Elsburg reefs (Mondeor Conglomerate Formation) of the Witwatersrand Supergroup and the Ventersdorp Contact Reef (VCR) of the Ventersdorp Supergroup. The stoping and underground developments are mechanized. The Upper Elsburg reefs are mined by a variety of mining methods, including mechanized drift and fill, modified drift and bench, longhole stoping, and low-profile mining. Optimal mine design and scheduling for deep-level mechanized mining are complex, and success is highly dependent on detailed, robust, and accurate geological and geostatistical models. Geological structures significantly influence the sedimentological characteristics, distribution, and preservation of the Upper Elsburg reefs and VCR. Accordingly, particular emphasis is placed on the generation of a mine-scale structural model that accommodates the relationships between the older north-trending fault systems (West Rand and Panvlakte faults) and younger east-trending dextral wrench faults. Results from underground mapping, borehole intersections, and highresolution three-dimensional seismic data have been integrated to produce coherent three-dimensional geological models. The Upper Elsburg reefs suboutcrop against the VCR and comprise an easterly diverging clastic wedge, thickening from the suboutcrop position, to approximately 130 m at the mine?s eastern boundary. The Upper Elsburg reefs are characterized by conglomerate and quartzite bands forming multiple, stacked, upward-fining unconformity-bounded couplets. Palaeocurrent directions are dominantly from west-northwest to east-southeast, indicating that the more proximal deposits are preserved close to the suboutcrop, with distal facies to the east. Sedimentological modelling is applied to individual stratigraphic units and caters for facies definition. This is achieved through channel width (CW) kriging and fitting of type sections to borehole and mapping data. Homogenous geological geozones for each stratigraphic unit are thus defined within individual structural blocks on the basis of those sedimentological parameters that have been found to have a positive spatial correlation to gold concentration. These geozones then serve as constraints to the evaluation of the orebody. This contribution presents a summary of the modelling processes that are currently applied in the development of high-confidence, timeously produced geological models that are essential input for mineral resource estimation and mechanized mine planning and scheduling.

Although online free cyanide analysers are widely available and used in gold leaching operations worldwide, reliable automated free cyanide concentration control is not consistently achieved in many of these operations. Effective cyanide concentration control is complex owing to amongst others, the long residence times and ore feed variations. Model Predictive Control (MPC) has been proven to provide superior cyanide concentration control over traditional proportional-integral-derivative (PID) control, leading to savings in operational costs and reduced leachable gold losses. In the first example reported in this paper, MPC has improved control of the free cyanide concentration by keeping it within the required range 73% of the time during testing, compared to the previous PID controller that only achieved this target 30% of the time. This represents a 143% improvement. Another example demonstrates a 22% reduction in cyanide usage as a result of using MPC. MPC functionality is rarely available on the programmable logic controllers (PLCs) and control systems installed at gold plants, hence it is implemented on a personal computer (PC) networked to the cyanide analyser and plant infrastructure. Mintek has developed an embedded MPC that installs into the Mintek Cynoprobe analyser, adding MPC functionality without the need for additional PC and network infrastructure, reducing installation costs. This allows plants to minimise their expenditure on additional infrastructure while gaining the benefits of superior MPC technology for multiple cyanide dosage points. This paper will present results showing that the embedded MPC performs as well as Mintek’s existing PC-based StarCS MPC controller, making it a viable alternative for infrastructure-constrained gold plants. Raglan mine is a copper-nickel mining operation, part of Glencore, and located at the northern border of the province of Quebec, in Canada. The concentrator is fed by a mix of four different underground mines, thus it must accommodate periodic variations in run-of-mine mineralisation and composition. In order to concentrate nickel and copper sulphides, the flotation circuit also includes a regrind step at the cleaner stage. This leads to challenges in maintaining optimal recoveries and in diagnosing potential disturbances. This paper advocates for the combination of automated mineralogical analyses, reconciliated mass balances from diagnostic sampling campaigns and innovative multidimensional visualisation to assist in tackling these challenges. Through this approach, it has been possible to quantify the regrind step influence on the liberation of valuable mineral particles in the final flotation concentrate. The methodology also allows for virtual sieving of the products in order to track unit loss in the flotation process. The proposed analysis scheme presents an opportunity to easily diagnose flotation circuit performance based on mineralogical information. "Direct cobalt electrowinning was developed to produce unrefined cobalt metal as an alternative to producing a mixed hydroxide product (MHP), which is the common cobalt intermediate product in African Copperbelt operations. MHP is preferred due to the high cost of producing high-grade cobalt cathode. Direct cobalt electrowinning test work results have shown that the purity of the unrefined cobalt metal produced from a low-grade copper solvent-extraction raffinate stream was ~97% (w/w), which is significantly higher than the MHP purity (up to 45% (w/w) Co). The current study investigates whether direct cobalt electrowinning would increase the profitability of African Copperbelt copper–cobalt oxide operations, when compared with the MHP flowsheet. An order-of-magnitude economic evaluation was conducted using dynamic differential discounted cash flow models on a “bare-bones” basis, using a 10% discount rate. Three variables were evaluated, namely; reagent utilisation extents, precipitation extents and filter-press wash efficiency. Multivariable risk analysis was also conducted using the Monte Carlo simulation technique to understand the impact of key project drivers. The financial study results indicated that a direct cobalt electrowinning flowsheet could potentially result in a higher mean net present value (NPV) compared with the MHP flowsheet. Cobalt recovery was found to have the most significant impact on the NPV. In addition to increased profitability of African Copperbelt operations, direct cobalt electrowinning has the potential to reduce the environmental footprint of operations as well as addressing the Democratic Republic of Congo government’s drive towards export of higher value metal products instead of low-grade intermediates."

The enhancement of shear flocculation of a galena suspension by ultrasound in the presence of sodium isopropyl xanthate and potassium ethyl xanthate was investigated by studying the effects of surfactant concentration on flocculation efficiency, contact angle, and zeta potential. Strong flocculation was obtained under alkaline conditions (pH > 9) and a high ultrasound power level (150 W). Although the ultrasonic treatment increased the negativity of the zeta potential of the galena particles, this did not decrease the flocculation efficiency, thereby showing that the hydrophobic interactions between the particle were stronger than the electrical double-layer repulsion resulting from xanthate adsorption. The findings indicate that the ultrasonic treatment promoted the adsorption of surfactants onto the mineral surfaces.

This study investigates the enrichment of a low-grade colemanite concentrate (-3 mm) using a Knelson centrifugal gravity concentrator. Due to its low boron content, the concentrate is unsaleable and has to be stored under appropriate conditions to avoid potential environmental problems. The low-grade colemanite concentrate was comminuted to size fractions of-1 mm, -0.5 mm, and -0.15 mm before treatment in the Knelson Concentrator. The effects of particle size, fluidizing water velocity, and bowl speed on the enrichment process were examined. The B2O3content of the concentrate was increased from 33.96% to a maximum of 45.52%. B2O3recovery increased with increasing bowl speed and particle size, and decreased with increasing fluidizing water velocity. The enrichment process also rejected arsenic and iron to some extent, with a maximum reduction of arsenic from 1360 g/t to 765 g/t and iron from 0.88% to0.33%.

The aim of the paper is to discuss the possibility of producing aggregates with an increased content of regular particles, as well as to present a method of aggregate production which has not previously been used in the industry. Traditional aggregate production circuits require the application of three or four grinding stages (depending on the particle size of the feed), but for fine particle fractions of aggregates, irregular grains occur on average with a content of 10%. The innovative technological circuit can produce the aggregates with the content below 3%, even in a single- or two-stage crushing circuit. Downstream jig beneficiation of such prepared material results in higher separation sharpness, lower probable error index (Ep) and imperfection (I). This paper describes an interactive personal computer program, ENVIRON, which simulates cooling and ventilating systems on gold mines. An example of the practical application of the program is given and proposed future developments are discussed. The program consists of two main modules, HEATFLOW and VENT- FLOW. HEATFLOW calculates the heat loads and the effect of air coolers, while VENTFLOW estimates the air flow distribution. As the calculation of the heat loads requires a knowledge of the air flow and vice versa, the two modules are run iteratively until the solution converges. The program is written in Pascal and runs on any IBM-compatible personal computer.

The utilization of blast furnace and BOF slags has long traditions and well-known applications in the building and road construction industries and in soil conditioning. The starting point for product development has been the basic physico-chemical properties of slags. This development has led to the almost 100% utilization of blast furnace slags and also considerable amounts of steel slags. While new methods and applications are continuously being looked for and developed in order to recycle and utilize all types of slag, there is at the same time an increasing debate over the exact nature of the slags, whether they are products or waste material, and whether they should be considered substances or preparations. These questions have emerged as a consequence of the environmental effects of the slags and current environmental legislation. The environmental effects of slags can be seen to be both beneficial and less beneficial. There is no doubt about their benefits in the road construction industry, as they allow significant savings in terms of natural materials and in transportation. It is also a known fact that using slags as fertilizers and in the cement industry leads to reduction in CO2emissions. The less favourable effects are the possible harmful emissions into the soil and groundwater. In this paper we describe the properties of slag products and their environmental effects according to investigations carried out in Finland. Mining and metallurgical processing companies that have adopted the principles of good environmental management often find it difficult to carry out an environmental assessment that yields meaningful opportunities for improved performance. This topic was investigated by means of a case study of a South African Base Metal Refinery (BMR) producing primarily nickel. A process-based Life Cycle Assessment (LCA) was carried out on the refining process, with the environmental impacts related to the production of reagents and utilities forming part of the assessment. The lifecycle inventory (LCI) was based on plant operating data spanning 31 months of production, from which a baseline environmental profile could be generated and interpreted to indicate the main sources of potential environmental impacts. Consequently, opportunities for improved environmental performance could be identified from the LCA model, which expressly related potential environ-mental liability to specific sub-processes in the assessed industrial operation. The on-site steam plant was found to be the primary source of potential environmental impacts in most of the impact categories considered. In closing, the paper discusses some of the limitations encountered in use of the LCA method. Eramet and Tinfos are two producers of manganese alloys in Norway, which have worked hard for several decades to improve both the internal and external environment. Furnaces producing ferro- and silico- manganese alloys generate large amounts of off-gas that contains substantial amounts of dust, heavy metals and organic by-products. The dust is separated from the gas in venturi scrubbers by washing with water. The water is cleaned and recirculated, and the surplus water coming from moisture in the raw materials, is discharged to the adjacent fjords after further treatment. Emission figures show that the discharge of suspended solids, manganese, zinc and PAH (polycyclic aromatic hydrocarbons) have been reduced substantially over the last three decades as a result of process improvements and installation of state of the art environmental control measures. The two plants were the first world wide to install mercury cleaning of the off-gases from the furnaces. Mercury emission reduction has exceeded 90%. Concerning other environmental issues, such as utilisation of off-gases for energy recovery and chemical purposes, both plants have achieved good results. Major effort in the environmental work has come from the plants themselves, but other players like FFF, The Norwegian Ferroalloy Producers Research Association, and SFT, The Norwegian Pollution Control Authority, have contributed to the achieved results.

There is an increasing awareness of the importance of including an assessment of environmental liabilities in the preparation of bankable feasibility documents. This means that environmental assessments of proposed, existing and decommissioned mine sites have to be undertaken for the purposes of quantifying environmental liabilities and assessing potential risks. This paper examines the need for considering environmental liabilities before describing the approach adopted in undertaking due diligence studies for the preparation of bankable feasibility documents and some of the difficulties experienced. Finally, some concluding remarks are made and the implications for the mining industry are discussed.

Details are given of three legal controls for the pollution of the air, the water, and the land, together with brief histories of the developments leading up to these controls. Attention is drawn to the fact that legal action may be instituted against a mine under common or other laws where pollution causes proveable damage or loss. It is suggested that an international conference should be held to define the philosophies and principles on which to base not only the necessary legislation for environmental control but also the machinery by which the controls can be administered.

A decision by joint-venture partners Anglo American, Gencor, and the Industrial Development Corporation to proceed with the expansion of the Columbus Stainless Steel plant in Middelburg will contribute significantly towards the economic growth that South Africa needs so desperately. The expanded facility, expected to come on-line in 1995, will be the largest single-plant producer of stainless steel in the world, and the company will rank sixth overall in world production.

"South Africa is well endowed with a plethora of valuable minerals, as well as being of world renown for its significant ecological and cultural resources. The unfortunate reality is that these two important attributes often come into collision when developmental decisions are made. Robust environmental planning tools are required to guide such development in areas of heightened sensitivity. Environmental management frameworks are one of the tools that can attempt to achieve the desired developmental and ecological balance by utilizing early identification and mapping of sensitive ecosystems and resources to assist in pre-empting potential future land use conflicts. This paper unpacks the characteristics of environmental management frameworks and further investigates their potential, as well as its current design and implementation challenges. The findings show that environmental management frameworks have the potential to provide meaningful resource information to decision-makers on the opportunities and risks of developments in sensitive areas. They further provide a platform and process through which local stakeholders can voice their opinions and collectively drive the developmental priorities of the identified area.IntroductionAt the core of a harmonious and prosperous society is the balancing of a broad spectrum of needs, rights, and imperatives. As South Africa’s resource and energy needs expand, it becomes increasingly important to safeguard environmental rights and ensure sustainable development through creative measures. The State’s drive for accelerated development to meet the targets in the National Development Plan 2030 is contributing to the growth of invasive developments in previously undeveloped areas. Unbridled mining operations can have a serious negative impact on the surroundings. With the recent increased awareness of the need for environmental conservation and the resulting advances in environmental control, the mine planner has new tools at his disposal for the successful implementation of mining projects while avoiding negative environmental effects. This paper discusses the environmental strategies adopted in the planning and commissioning of a trial underground coal mine. The minimization of negative environmental effects is demonstrated and, where applicable, environmental benefits are examined.

Society is fully justified in its concern about the environment, but that concern may, at present, be too uncritical It is, for instance, essential to establish that there is a valid environmental impact, and that there is truly a causal link between a human activity and an observed shift in environmental conditions. In establishing these, it inessential to recognize that scientific proof offers consistency, but that it can never provide completeness. Thus, no amount of scientific endeavour can ever prove that mitigation of the effects of human activity will be perfect. Society normally expresses its concern through legislation. The existing legislation in South Africa is reviewed, and it is found that [>legislation regarding water is probably too stringent to be effective, >legislation regarding air and land use is probably too lax, >all the environmental legislation is too fragmented to be efficient, and the Department of Environmental Affairs is hamstrung by inter-departmental rivalry. ] It is accordingly concluded that, if means are to be found for ensuring adequate mitigation of environmental impact in the face of ongoing economic development, it is necessary to establish a Judicial Commission on Environmental Affairs advised by, but given greater powers than, the departments currently active in environmental maters. This Commission should be charged with creating, perhaps over a decade, a body of legislation that would guide development while protecting the environment in its widest sense.

This paper discusses the principles and application of risk assessment and management as the basis for environmental management within the mining industry. Unlike in other industries, mines are required to obtain closure certificates in terms of section12 of the Minerals Act, which should ultimately release them from further environmental responsibilities. It is emphasized that the concept of environmental risk assessment and management, when applied correctly will mean that the mine will be identifying and managing environmental issues beyond those set by current legal requirements and management strategies. The focus shifts from conventional minimum legal compliance management to management of real environmental risks. The advantage of this approach is that the perceived ?shifting of legal and management goal posts? due to changing environmental laws or management principles, will not influence or dictate the mine?s short or long-term management objectives or actions, mine closure funds can be more accurately determined and mine closure should become a relatively simple procedure. The risk assessment approach has been applied to the planning of mine closure at Iscor?s Durban Navigation Collieries (Durnacol) in Kwa-Zulu Natal and certain key risk issues such as the long-term risk of water pollution from coal discard dumps have already progressed to fully quantitative risk assessment. This paper will discuss the process, which has been followed to date, with particular emphasis on the most recent phase, namely quantitative risk assessment and management of pollution from coal discard dumps. It is believed that the approach that is being pioneered at Durnacol and which overcomes some of the more obvious deficiencies of both the EMPR and the traditional IEM process will ultimately serve as the model for all responsible mines in South Africa. It is also believed that this approach will enable the authorities to issue closure certificates with the confidence that there will be no unforeseen surprises in the years after closure.
