"The paper treats the spatial aspect of mine sequence optimization. This aspect is revealed in the context of determination of the optimum number of cutbacks of an open pit mine. Cutback mining is a dominating method currently in base\precious metal mining and it is based on a pseudo-economic discretization of the pit space by using advanced pit design algorithms. The result of the implementation of such approach of pit design is the generation of pit shells, which need to be grouped into an optimum number of cutbacks for maximization of the project value. A mathematical solution of this problem is developed with the utilization of a combinatorial analysis. The solution provides a multi-variant investigation of the optimum mine sequence with the implementation of an author’s method for production scheduling optimization, which uses the Net Present Value as a criterion for assessing the economic efficiency of mine sequencing. A case study is provided for the conditions of a hypothetical open pit gold mine to illustrate the applicability of the approach. The results obtained reveal the complex nature of the variation of the Net Present Value as a function of the cutback geometry. INTRODUCTION The mine sequence optimization in open pit mining is a procedure that predetermines the efficiency of the production scheduling optimization. From a technological standpoint, the mine sequence optimization deals with two aspects – spatial and time. Each of them plays a tremendously important role in searching for the optimum solution of the open pit design problem. Original results on the time aspect of mine sequence optimization are published by Halatchev [2002]. They reveal a wide range of the Net Present Value (NPV) variation for a multi-variant arrangement of mine sequence over time and using a fixed geometry of the cutbacks, which determines the economic potential of a single open pit mine from a deterministic standpoint. The results show a range of NPV variation up to 30% depending on the stripping ratio of the mine. The effect of this variation is mainly due to the implementation of the mine planning principle of waste deferment in the scheduling optimization and using all theoretically possible variants of mine sequence arrangement by the inclusion of the bench sequences over the Life-Of-Mine (LOM) in the production process."

Mining in Peru is mainly concentrated on metallic and polymetallic ores of gold, copper, lead, zinc, silver, tin, iron, etc. However, little has been done to develop extensive and rich non-metallic or Industrial Minerals deposits with the exception of some silica and phosphate deposits. This paper presents the characterization and metallurgical studies for the development of a feldspar deposit. These studies showed that the special characteristics of the ore, such as high porosity, high Al2O3 content, low clays content, and sized material allowed us to obtain commercial products applying relatively simple and low cost concentrating unit operations. The characterization studies showed that the feldspar products contained no quartz and about 90% of albite (NaAlSi3O8). The 14x40-mesh size fraction product analyzed 5.91% Na2O, 22.56% Al2O3, 65.73% SiO2, 0.65% K2O, 6.50% CaO, and 0.40% Fe2O3; whereas, the 40x150-mesh size fraction product analyzed 6.22% Na2O, 24.30% Al2O3, 60.80% SiO2, 0.91% K2O, 7.06% CaO, and 0.54% Fe2O3. These products could be used for manufacturing glass, ceramics, refractory, and filters in different applications. In addition, Middlings, could be used as insulation material due to its porosity (bulk density of 0.828 Kg/dm3), analyzing 4.46% Na2O, 15.7% Al2O3, 67.2% SiO2, 2.57% K2O, 3.94% CaO, and 4.24% Fe2O3. The material showed a sphericity of 0.77, a roundness of 0.68, and acid solubility of 13.3025% on only washed and 2.72% effective for clean material suitable for use in these applications. No selective accumulation of the valuable mineral was observed at any specific size fraction. However, iron and titanium bearing impurities trended to concentrate in fine fractions (minus 70 mesh -212 µm-). Metallurgical studies demonstrated that this feldspar ore required sizing at 14x40 mesh and 40x150 mesh to render commercial products. In the case of the 14x40-mesh size fraction, the process involved magnetic separation, gravity separation, and flotation for feldspar (direct flotation) using a blend of primary and condensate amines. However, the reverse flotation for mica-biotite and iron bearing minerals was also possible using petroleum sulfonate. The metallurgical process for the 40x150-mesh size fraction required magnetic separation and reverse flotation of iron and titanium bearing minerals, the feldspar being reported in the sink material. Commercial products from this feldspar deposit for glass, ceramics, refractory, and filtration; and for the manufacturing of insulation material were obtained.

Previous production at Spektakel was undertaken during the periods 1854 - 1888 and 1892 - 1901. During this period a total of 41,7 kt of ore grading 32% Cu was hand-sorted from 270 kt to 360 kt of ore mined. Initial open-pit mining was followed by underground mining, access being by means of an inclined shaft to the 85 fathom level. During the period 1946 - 1952 cement copper equivalent to 5,452 kt of blister was produced by leaching of oxidized ore. The Spektakel ore-body branches and coalesces both in plan and in cross-section which accounts for its remarkably complex configuration. Constituent rock-types are andesenite and various varieties of biotite diorite and of ?norite? (biotite-hypersthene diorite). Closely related spatially, and possibly genetically, but predating the above-mentioned basic rocks are bodies of biotite-bearing monzoritic rocks, locally termed shonkinita.

This paper presents a hydrologic closure design concept to minimize the risk of water discharges from closed mine tailings facilities. It evaluates the applicability of U.S. Nuclear Regulatory Commission guidelines to develop acceptable designs for the closure of tailings facilities that have a calculated adequate surcharge capacity for environmental protection and an emergency spillway for dam safety. The guidelines provide a basis to estimate an acceptable surcharge capacity of a Probable Maximum Flood series for storage of surface runoff. To be conservative and for redundancy with respect to dam safety, an emergency spillway is provided to pass the Probable Maximum Flood. Depending on the annual water balance, the surcharge capacity may be used by surface runoff and minor amounts of sediment that accumulates in the impoundment from year to year. The emergency spillway crest is then set at this level or above the surcharge capacity, whichever is higher. An example is given of the active Red Dog Mine tailings facility in Alaska where this method was used for the preliminary design of the tailings main dam at its ultimate closure configuration.

The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. One possible alternative for disposal of flue gas desulfurization (FGD) by-products is use as backfilling support material in highwall mine adits. The finite element method was used to analyze the variation of stresses and displacements within and around a highwall adit backfilled with FGD materials. The engineering properties of the rock material and the optimum mix proportioning of the FGD materials were obtained from laboratory tests. Finite element analyses show that, for the case in question, the roof displacement would decrease about 48 percent and the peak stress could be decreased about 58 percent. The study indicates that fairly weak FGD materials can eventually lead to stability of backfilled highwall adits.

Four types of slope failures in waste dumps are recognized; debris flow, foundation failure, edge slump and blowout. The first three types, although at times causing considerable damage to property and interfering with mine operations, are not usually dangerous to personnel because of their slow rate of movement. The fourth type, the blowout, is considered to be the most dangerous because of its explosive mode of failure and lack of forewarning. The December failure at Verona dump is presented as an example of a blowout. Data from piezometer holes indicate that the blowout was due to perched leach solutions near the face of the dump. The level of water in this zone is very closely related to the rate of leach water application on the dump. A detailed analysis of core samples indicated that the impounded water was due to a zonal accumulation of Jarosite which is associated with a buried dump surface. Drain holes proved successful in controlling perched leach solutions in the critical zone near the face of the dump. Monitoring of the water level in the perched zone is considered essential in preventing blowouts. The use of drain and piezometer holes has allowed an increase in the rate of water application on the dump while preventing additional failure.

INTRODUCTION This submission was made to the Royal Commission of Inquiry into uranium mining in British Columbia. It discusses the stability of waste rock piles that might be developed in conjunction with uranium mining and the control of leachates that might be generated within these waste rock piles over the short and the long term. Short term refers to the interval during which a waste rock pile undergoes either continuous, or alternatively intermittent development, and in general can be considered to extend over the operating life of the mine. Long term refers to the postmining period, i.e. after the ore-body has been exhausted, and mining operations have ceased. Two major classes of waste material are generated in the course of mining and milling operations. Tails, which are the solid waste materials produced by the milling operations commonly exit the mill in slurry form and are stored in tailing retention ponds. Management and control of these slurried wastes are the subject of other papers to the Commission and this conference. In the course of the mining operations, it may be necessary to remove rock materials that are below cut-off grade. That is, ore concentrations within some of the mined rock may be lower than the concentrations which on the basis of economic considerations justifies milling the material. Rock which is removed in the course of the mining operations, but which is below cut-off grade is referred to as waste rock. This waste rock is commonly consigned to a specific area for disposal where it is placed in a mound or pile, i.e. a waste rock pile. Ore concentrations within the waste rock may vary from zero to just below cut-off grade. Since an increase in the market value of uranium could at some time in future result in reduction of the cut-off grade, it follows that waste rock containing ore concentrations slightly below today's cut-off grade could become ore grade rock at some time in future. For this reason, the mine operators may deem it advisable to separate waste rock according to grade, and to consign the waste rock to two or more individual waste rock piles. For purposes of clarity and simplicity, this submission treats the stability of waste rock piles and leachate control in a manner which assumes that these potential problems are isolated and separate from other aspects of the mining and milling operations. For many site specific cases, the problem of potential leachate control might be integrated with the tailings management aspect of the project, thereby realizing economic benefits while at the same time reducing the potential for adverse environmental impact.

A brief explanation 'of location of the property, exploration history, geol-ogy, reserves and development are presented. Challenges and requirements specific to heap leach systems will be addressed and analyzed. Boom, boom, boom, boom. The staccato beat rings out across the bush; the stamps are at work - slowly pulverizing gold-bearing ore for a patient, grizzled prospector. This is the State Battery near Marvel Loch - a tiny (capacity: 25 ton/day) gold plant operated by the Western Australian government. It is one of many such plants located in remote corners of Western Australia and the Northern Territory - miniature custom mills operated for the benefit of prospectors and small mine operators. These State Batteries, so called because they are operated by state governments and because the principal item of machinery in the plants are stamp batteries, are fascinating anachronisms: throwbacks to times long past, to a century ago, to the hard and heady existence of gold rush days.

Dispute Review/Resolution Boards (DRB’s) are a highly successful dispute avoidance and resolution tool. In a joint effort between the UCA of SME and the Dispute Resolution Board Foundation (DRBF), the authors embarked on an informal assessment of the state of the DRB practice in the tunnel industry from the point of view of the Contractor, Owner, DRB Practitioner, and Attorney. The results of this assessment were presented in a panel discussion at the Rapid Excavation and Tunneling Conference (RETC) in June of 2021. This paper presents the results of that session with recommendations for further industry discussion and implementation

Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

Despite the recent pullback in metal and mineral prices, and the associated market adjustments, the mining industry is still facing a serious issue with the declining availability of graduate expertise. This is due to a combination of an aging workforce, retirements and retrenchments, coupled with a lack of suitably qualified graduates entering the workforce. The issue has certainly improved since 2004 when the industry picked up the rates of hiring graduate engineers and mining/mineral school enrollments picked up in response. This hiring effort has helped to cover the ?gap? years from about 1985-2000, when industry demand for graduates was particularly poor. However, the recent market pullback is likely to set back this progress, as recruitment and hiring wavers as a result of cost cutting measures and economic uncertainty. A key issue for the mining industry is how to ensure the survival and growth of relevant ?core? degree programs. Such programs include mining, metallurgical, mineral processing and geological engineering. The mining industry needs a healthy, high-level education program to ensure an adequate supply of appropriately qualified graduates for the mining industry. Two-thirds of the professionals entering the minerals industry who graduated within the past 40 years graduated prior to 1985. Since 1985, we have been living off the legacy of graduation classes from the mid-1970s and early 1980s. It is estimated that we have been producing graduates at approximately 40 to 50 percent of the sustaining rate since about 1985. Further growth in the domestic industry would increase graduate requirements significantly, and the export of U.S.-graduates to other parts of the world (as is currently occurring) also impacts the total graduate requirements.

Many changes have taken place in the "World Cement Market" since Joseph Aspdin discovered portland cement in the early 1800's. At the turn of the century, production of cement world wide was a few million tons; today, it is over one billion tons. By 1995, world production is estimated to reach 1.2 billion tons. Cement processing has changed from inefficient, small vertical kilns to large efficient, precalcining kilns, and large automated crushing, blending and grinding systems. Consequently the cost of production has declined in real terms, resulting in significant economic benefits to the general public. In addition, quality and uniformity of cement have increased, strengths have increased, and at least 25% fewer pounds of cement are needed for each cubic yard of concrete. Today, cement moves thousands of miles on the inland rivers and great lakes of the U. S., across Siberia and across the oceans of the world. The volume of cement moving more than a few hundred miles is almost 100 million tons, or 10% of world production. Today, on a per ton basis, it costs no more to move 40,000 tons of cement to the United States from the Western Pacific rim or from Europe than it does to truck cement 200 miles. For example, cement shipped by water from Spain costs $5.00 to $7.00 per ton compared to cement shipped by truck 200 miles at $16.00 per ton. This low cost water transportation has been a major factor for the increased movement of cement between countries. Table 1, Cement Production Summary-World, gives a global picture of production, export and import tonnages in recent years. Figure 1 is a graph showing CEMENT PRODUCTION SUMMARY WORLD WIDE.

By its nature, underground metal mining is unlike any other business in the industrial sector. Operations are continuously exposed to economic risk as a normal consequence of mining due to uncertainties associated with the? deposit, excavation, and ever changing political, regulatory, and market conditions. Out pacing advances in productivity and technology, these conditions have contributed to the steady decline of underground hardrock mining in the United States. This paper investigates the trends and major factors believed to be responsible for this decline. Special consideration is given to changes in direct operating costs, labor productivity, and production capacity.

A recent development in underground drilling has been the introduction of the down-the-hole drill, an old and very familiar tool to the surface operator. The idea of moving such a rig underground is not new. Tests were conducted at INCO in Canada and Mt. Isa, Australia in the early 1960's, and St. Joe used one for underground exploration in their Missouri lead mines in the mid-1960's. However, the trend to full scale production programs did not start until the mid-1970's. The first successful North American test was at INGO in early 1973. This led to a large-scale pillar recovery and open stoping program which en¬compassed 25 drilling units by mid-1976. Meramec Mining Company tested a unit using air boosted up to 200 psi (140, 000 kg(m2) in the summer of 1973 which by 1976 led to an open stope and pillar drilling program using 12 units. By mid-1976, production units using boosted air were also in use at Pilot Knob in Missouri and at St. Joe in Balmat, New York. Experimental and utility units were in use in several other mines and down-the-hole drills were being seriously considered for at least one major new underground mine.
