The Bureau of Mines has studied the problem of cracking in residential structure walls from vibrations produced by blasting in surface mines. Direct observations were made of blasting damage consisting primarily of cosmetic cracking in plaster and gypsum board walls. Measurements of structure response and also application of the response spectra analysis single-degree-of-freedom model were used to quantify the frequency dependence of the safe level criteria. An overall summary analysis was performed using the new Bureau of Mines damage observations and data obtained from nine previous studies, including the three analyzed earlier by the BuMines for Bulletin 656, published in 1971. Separate analysis of the high- and low-frequency damage cases, structural response, and two types of construction resulted in the establishment of safe vibration levels ranging from 12 mm/sec to 50 mm/sec (0.5 in/sec to 2.0 in/sec).

Charleston Water System?s Daniel Island Extension Tunnel, initially thought to be the simplest of the four replacement tunnels to design and build, became the most challenging after the discovery of an unexpected 30-ft thick lens of sand in the normally consistent Cooper Marl while sinking a shaft on Daniel Island. This paper will explore the challenges involved with determining the extent of the unforeseen lens of sand, the accelerated boring program, and the redesign of the vertical alignment?keeping the alignment between the sand layer and the bottom of the Cooper River. It will describe how the challenges were overcome, and how the Owner, Engineer, and Contractor were able to team together to achieve the desired results.

Dartbrook Coal is currently developing a modern, high production (3.5 Mtpy) single longwall retreat coal mine in the Upper Hunter Valley of NSW, Australia. The location is a green field site, with no surface or underground mining operations ever having taken place in the initial target seams. The coal seams of the working section, floor and immediate roof average a total 20 m in thickness and contain a mixed carbon dioxide 1 methane seam gas ranging from 6.5 to 11.0 m3/t. The target seams have undergone detailed characterisation to assess hazards and quantify the controls required to minimise associated risks during mining. Risks identified during initial phases of exploration and 14 months of development include: • High gas emission during development. • Probable high longwall gas emission rate. • Medium to high propensity to spontaneous combustion • Possible carbon dioxide outbursts on geological structures • The main controls currently in place include, • Mine geometry and ventilation circuits • Exploratory drilling ahead of development • Intensive in seam pre drainage • Goaf drainage plants • Comprehensive monitoring systems • Underground environmental management plan. • Pre mining predictions of gas emission provided an indication of gas emission rates which have proven to be an under estimate. Current mine issues are; • Both surface fans are at full capacity (250 m3/s 1.4 kPa) • Both gas drainage pumps are at full capacity (2.3 m3/s) • Alternatives to extensive in seam pre drainage being investigated (surface to in seam hydro fracture) Review of mine design underway This paper describes the seam characterisation, assessment of mining hazards and summary of the management plan developed to address the risks identified. Australian researchers have developed new technologies aimed at improving safety and productivity at openpit mines. A data acquisition and feedback system for electric rope shovels has been shown to substantially reduce cycle times and decrease excessive machine duty caused by stalls. This data acquisition system was developed by the Cooperative Research Center for Mining Technology and Equipment (CMTE). It has been tested on a P&H 4100A shovel at Coal & Allied’s Hunter Valley operations and a P&H 4100XPB at BHP Billiton Mitsubishi Alliance’s Goonyella Riverside Mine in Central Queensland. In addition, CMTE member P&H Mine Pro Services has used the technology to acquire field data from a P&H 4100XPBrope shovel at RAG’s Belle Ayr Mine in Wyoming’s Powder River Basin.

"The evaluation of data and information provided by the existing traditional indicators in sustainability assessments is most important. Therefore the Institute of Mining Engineering I from the RWTH Aachen University developed indicators and an assessment system for the mineral raw materials industry on operation, company and sector level on behalf of the Federal Ministry of Economics and Labour (Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciences and Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR). In the course of the development of indicators for the raw materials industry quality indicators on different levels of the sustainability assessment procedure have been identified and developed. The following paper describes some of the results focussing on the development and integration of quality indicators into sustainability assessment systems."

"Sociotechnical systems are everywhere in the modern industrial world. Sociotechnical systems describe how humans interact with technology throughout a variety of processes. These systems are prevalent in modern industrial settings, such as operating mines. Safety and health management systems (SHMSs) are complex sociotechnical structures designed with the aim of managing and reducing occupational risk. U.S. mining companies are voluntarily adopting SHMSs to supplement regulatory safety compliance efforts. Like all complex sociotechnical systems there are a wide variety of approaches and adoption philosophies around a SHMS. Many SHMSs suffer from high levels of redundancies, which manifest themselves in diverse ways: duplicate processes, forms, permits, and tracking mechanisms. These redundancies have severe impacts on the overall system and absorb critical culture and leadership “energy”. A recent study initiated by the University of Utah and sponsored by the Alpha Foundation is investigating the effectiveness of SHMSs across 15 different U.S. mining sites. A large amount of data has been captured to help characterize elements of SHMSs and correlate their impacts on safety outcomes. Many variables were assessed in the study. Those of importance to this paper are the variables describing the robustness of the sociotechnical aspects of the SHMS. Two such variables are the overall integration of the SHMS within the whole system and how data is managed. Data management in this context deals with the approach to capturing, analyzing, and acting on data within the system. As well, systems are integrated around controlled, data-sharing mechanisms. It has been found that wide variety of approaches has been taken to integrate the SHMS within the governing management philosophy at a given site. A series of case studies is presented that develop some specific best practices for proper data management and integration of SHMSs.Introduction and Project Background Managing occupational health and safety can be done in many different ways, and with many different approaches, but is often based on the host country’s regulatory and industrial culture. However, many companies have extended their effort beyond the regulatory requirements of their host nation and have implemented Safety and Health Management Systems. The goal of these efforts is to reduce and eliminate occupational risk. Many health and safety practitioners have a hard time justifying various elements of health and safety management. There is a lack of institutional knowledge that measures and assesses the effectiveness of these Safety and Health Management System (SHMS) elements. To better understand the effectiveness of SHMSs the Alpha Foundation has funded a research project with the University of Utah. The title of the project is “Characterization and Effectiveness of Safety and Health Management Systems in the U.S. Mining Industry.” The research team will assess the SHMSs of 15 United States mine sites. The outcome of the project will be a method to characterize the strength of the SHMS elements, assess a culture and leadership index, and finally establish correlations between elemental risk and safety outcomes. The study is currently in progress. However, many important outcomes have already been observed, particularly on the data management practices within an SHMS."

GENERAL STATEMENT The primary objectives of any field data gath¬ering effort should be to (1) identify and gather the data necessary for the project and (2) obtain the data in a state-of-the-art manner. All too often the initial field data are collected both areally and tem¬porally in an illogical manner without the guidance of a conceptual model of the ground water flow systems involved or even a review of existing geo¬logic literature on the area of interest. The initial data collected frequently are of limited value while necessary basic reconnaissance information is miss¬ing. Initial field data should be collected with the intent of developing a hydrologic overview of the potential mine site and surrounding area. Ob¬viously, one of the initial objectives is to define the area requiring a hydrologic investigation. The data requirements should be identified by the time frame in which collection should be made and by the corresponding increase in sophistication of the data requirements with development and operation of the mine. The data requirements are summarized in Table 1. INITIAL LEVEL SITE INVESTIGATION Area Determination The initial task of any hydrogeologic investi¬gation is to determine the boundaries of the area requiring study. Obviously, the site of the proposed mine is included in the study area. The areal extent beyond the site may be determined from an eval¬uation of existing geologic and topographic maps. Those formations that overlie the ore body, the formations containing the ore body, and the formation(s) that lies immediately beneath the ore body are of direct concern for proper site recon¬naissance. Additional formations below the ore body may require study depending upon their thick¬ness, hydraulic conductivity, and degree of inter¬connection with the mine workings. This initial viewpoint identifies hydrostratigraphic units based strictly on geologic concepts such as mineralogy and structure. Formation outcrops, synclines, an¬ticlines, faults, and fracture and joint patterns are used to delineate the area of the site reconnaissance. The simplistic hydrogeologic environment (il¬lustrated in Fig. 3, chapter 2) requires that field data be collected via test wells and/or geophysical techniques. This approach is necessitated by the lack of surface features such as formation outcrops, streams, and springs. Fig. 5 (chapter 2) illustrates a slightly more complex hydrogeologic regime. The potential mine sites at locations A, B, C, D, and E each intercept a different ground water flow sys¬tem or combination of flow systems. Therefore, each mine location requires that a different area and size of area be investigated. A more complex geologic setting as illustrated in Figs. 6 and 7 (chapter 2) may be approached differently. The area included for the site recon¬naissance should encompass sufficient surrounding area to include the outcrops of those formations suspected of being influenced by the future mine. Even adjacent areas not suspected of being influ¬enced may be investigated if the formations of in¬terest crop out in those areas. Such an extension of the area of investigation would provide a greater regional understanding of the hydrogeologic properties of the formations (hydrostratigraphic units) of interest. Geologic Investigation The initial step before conducting the site re¬connaissance is to review all existing literature on the geology of the area. Existing information should be augmented with new exploration data on the dip, strike, thickness, and lateral extent of the for¬mations in the area. Exploration hole logs should be reviewed for indications of lost circulation, rub¬ble zones, and water producing zones. Data from environmental, geotechnical, infrastructure, and other types of sensors are increasingly being used to discover and mitigate health and safety concerns in underground mines. In many smaller underground mines, as well as in new development headings of larger underground mines, leaky feeder communication systems may be the only available means to transport crucial monitoring data. In addition, data transport is increasingly being delivered using Internet Protocol (IP) while older forms of serial communication are being retired. This paper presents the selection, configuration, and testing methodologies that were employed by researchers from the National Institute for Occupational Safety and Health (NIOSH) to integrate commercially available land mobile data radios into an existing leaky feeder communication system to provide Internet Protocol data transport. INTRODUCTION To enhance the health and safety of their mining workforce, mine owners and operators are increasingly installing environmental monitoring and control systems in underground mines. Real-time, mine-wide monitoring is becoming a reality with the implementation of the Industrial Internet of Things (IIoT) into the underground mining industry [1]. However, not all underground mines, especially smaller mines and new development headings in larger mines, have the information technology (IT) infrastructure in place to handle the data transport requirements for the newer IP-based technologies that are part of IIoT. This was the case with a mine in the Western United States; it lacked the infrastructure to perform critical monitoring in remote headings. The mine partnered with the U.S. National Institute for Occupational Safety and Health’s (NIOSH’s) Spokane Mining Research Division (SMRD) to develop and evaluate a cost-effective solution for real-time monitoring of geotechnical conditions in relatively remote sections of the mine. This paper describes SMRD’s solution to leverage the mine’s existing leaky feeder system to achieve IP data transport using commercially available land mobile data radios. DATA RADIO SELECTION The primary selection criteria for the data radios were network data format, modulation type, and radio channel spacing. The network data format decided upon was Internet Protocol. This format allowed for straightforward integration between the IP-enabled data acquisition system located in a remote heading and the network switch located in the control room. It also eliminated the added complexity of additional network hardware such as Ethernet to Serial converters. IP additionally provided a direct path to integration into higher bandwidth networks, such as fiber optic, should they become available."

Commercial software programs are being utilized to create and maintain a mine subsidence database in conjunction with the U.S. Bureau of mines research on mine subsidence in Illinois. A three-year survey net of monitored structures in an Illinois subdivision was entered as textual information (attributes), on an existing AutoCAD drawing. These attributes can be optionally displayed on the corresponding drawing or extracted as a text file for import to a database program. The database program, dBASEIV, allows combinations of multiple database files for extensive querying capabilities. Subsurface database files can be merged with surface database files to enhance the effectiveness of surface response analyses in mine subsidence research. The geographic information system (GIS), pcARC/INFO, was chosen to integrate existing AutoCAD drawings and dBASEIV database files into a relational database with a graphical representation. The relational database allows users to update either the graphical representation or the database, with the changes being reflected automatically in its alternate format. The increased capacity, through use of a GIS, to query combinations of database files and have the results reflected graphically has significant potential for expediting mine subsidence research.

The day lighting program, designed, and completed in 1997, open pit mined more than 400 meters of room and pillar workings which were originally developed to recover high brightness Calcium Carbonate. The project proved to be a challenge throughout its course as the pit plan was modified and successful daylighting techniques were developed to remove the mine without adversely affecting the safety of the operation, quality of the stone recovered, or negatively impacting the surrounding community. The design parameters and techniques developed and implemented at Texas may prove of interest to other operators as they are faced with daylighting opportunities. This article will detail the challenges we faced and the solutions which made the project a success.

The Metropolitan Water Reclamation District of Greater Chicago (District) is in the final phase of completing the Calumet System component of the Tunnel and Reservoir Plan (TARP) by bringing the Thornton Composite Reservoir online by 2014. The Thornton Composite Reservoir will provide nearly 30 billion liters (7.9 billion gallons) of additional storage for minimization of combined sewer overflows(CSO) and flooding in the Chicago metropolitan area. The project requires that the existing 6.7 m (22 ft) diameter Thorn Creek tunnel conveying overbank flood flows is re-routed and connected to the Thornton Composite Reservoir. This paper presents the components of the Thornton Composite Reservoir and specifically the detailed evaluation of a drill-blast tunnel. Other project features include an access shaft, control gate, energy dissipating structure, bulkheads, and live tunnel connection. The construction contract will be procured in late 2009.

"INTRODUCTION DC Water’s First Street Tunnel (FST) is comprised of a collaborative effort between DC Water, DC Water’s Project Consultants Organization (PCO) led by Greeley & Hansen and McMillen Jacobs Associates and the design-build team of Skanska, Jay Dee, and Parsons Brinckerhoff. The fast-track project includes elements that were designed by the PCO and released for construction by DC Water prior to Notice to Proceed (NTP) and elements designed by the Design-Builder from 30% to released for construction after NTP. This required effective communication and technical coordination for integrated engineering and efficient construction. The project, constructed in an urban residential neighborhood, included innovative construction methods such as multiple location ground freezing, utilizing a centralized freeze plant, to minimize community impact. The means and methods chosen for cast-in-place shaft linings, precast segmental tunnel lining, microtunneling, sequential excavation method (SEM) adits and near surface elements reflected the immediate and sensitive surroundings, which varied by construction staging area (CSA). Technical aspects of the project, relative to the evolution from pre-bid to construction documents, are discussed along with modified designs to suit means and methods. SCOPE OF WORK In 2012, four major storm events swept through the District of Columbia and hit the Northeast Boundary sewer shed particularly hard with the neighborhood experiencing severe flooding. The extreme nature of the flooding, the damage to private property, and the health risks associated with exposure to sewage led to a multi-agency response and community calls for answers and action. The Mayor assembled a Task Force to evaluate a range of potential actions to address combined sewer flooding including engineering, regulatory, code revision, and management improvements. The Northeast Boundary Neighborhood Protection Project was the outcome of the Mayor’s Task Force; it is a three-step infrastructure initiative designed to offload the undersized sections of the existing collection system that serves the Northeast Boundary drainage area by implementing the McMillan Stormwater Storage Project, First Street Tunnel Project and the future Northeast Boundary Tunnel Project. Until the Northeast Boundary Tunnel Project is completed, the First Street Tunnel Project will add 8 million gallons of combined temporary sewer storage in a new tunnel under First Street NW to relieve undersized sewers that traverse the Bloomingdale neighborhood."

"Owners constructing new combined sewer overflow (CSO) systems increasingly seek to have project design lives of 100 or more years in response to the growing size, complexity, and cost to construct and operate these systems. However, a codified and universally accepted approach to achieving this goal in the United States does not currently exist since service life prediction is a relatively new technical field. This paper discusses how the 100-year design life requirement was met for the design of tunnels, drop shafts, and diversion structures in the DC Clean Rivers Program (DCCRP). The authors identify some commonly referenced publications, present the testing framework used by the program manager to characterize the CSOs, review the design criteria used to guide the 100-year design life development, and establish guidelines to be considered by program managers and designers when implementing similar extended design life requirements in other CSO control programs.INTRODUCTIONLike many older cities in the United States, the sewer system in the District of Columbia consists of both combined sewers and separate sanitary sewers. When the capacity of a combined sewer is exceeded during storm events, the excess flow, which is a mixture of sewage and storm water runoff, is discharged to the District’s receiving water bodies (Anacostia River, Potomac River, and Rock Creek) and tributaries through outfall structures. This excess discharge during storm events is called a combined sewer overflow or CSO. A total of 53 CSO outfalls for the combined sewer system are listed in DC Water’s National Pollutant Discharge Elimination System (NPDES) Permit issued by the U.S. Environmental Protection Agency (EPA). The DC Clean Rivers Program (DCCRP) will reduce the number of CSO outfalls into the Potomac and Anacostia Rivers and decrease flooding in DC neighborhoods during extreme rain events by capturing, storing, and conveying diverted CSOs to the Blue Plains Advanced Wastewater Treatment Plant."

Independent natural resource Valuers are an essential link between miners and mineral explorers on the one hand and the finance industry on the other. Investors (and regulators) expect the mining and financial industries to be vigilant against the use of inappropriate methodology or use of illogical steps within the chosen valuation method. The Australian Corporations Law generally requires an Independent Expert Report to support mergers and takeovers (as well as for capital raising activities). The introduction of the VALMIN Code (1998) by The Australasian Institute of Mining as Metallurgy, has meant that such Reports, when prepared in compliance with it, are now much more comprehensible and reliable than before. This is because the key requirements of the Code are for transparency and materiality in the Technical Assessment and Valuation Reports prepared in connection with the transaction involved. Transparency is particularly important because it allows the reader to identify and understand the assumptions made to derive a value and to then form a view as to the reasonableness of the result. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Where the reasoning is patently illogical or the inputs are chosen to achieve a particular result, the estimated value must be viewed as virtually worthless. Experience, qualifications, competence and repute are the hallmarks of a professional technical auditor and valuer.

De Beers? Finsch diamond mine began operation in the 1960s as a surface project using the latest technology available. During the 1990s, the operation, located about 160 km (100 miles) west of Kimberley, South Africa, began its move as an underground mine. The earlier stages (Blocks 1, 2 and 3) of underground work at Finsch used open stope mining methods, also using the latest in technology. The mine began developing Block 4 in 2004. How-ever, studies on this level showed that block caving was a more efficient mining method than open stoping. It was during those studies that De Beers determined that Block 4 would be a good candidate for testing Sandvik?s automated truck haulage technology.

Bauxite, dolomite, and magnesite are natural occurring minerals that are used extensively in the manufacture of refractory products. In addition, magnesia produced from seawater or brine finds its way into the production of refractories. All of these materials must be processed at high temperatures, 1500°C to 2200°C, to produce an intermediate raw material (refractory grain) , which can then be used in the final manufacture of refractory bricks and shapes. During the last 20 years, the major supply of refractory bauxite has been from Guyana, and at times the annual production has ranged up to 1,000,000 tons per year. More recently, China has become a major source of refractory grade bauxite by supplying over 300,000 TPY. Other sources of bauxite in lesser quantities have been Surinam, Brazil, and the U.S.A. During 1980, the estimated available world tonnage amounted to slightly more than 1,300,000 tons. The bulk of this material has been calcined in rotary kilns except for some of the Chinese production, which was treated in shaft kilns. Recent work has indicated that an excellent product can be produced in the Nichols Shaft Kiln using much less fuel than the conventional rotary kiln. Details of the Nichols Shaft Kiln will be provided later in this paper.

Dealing with a trend in inverse distance estimation, IWD, is presented. A measurement is proposed to be consisted of a portion due to a mean and a portion due to a residual. The procedure consists of de-trending the measurement via a linear or nonlinear regression. Residuals are computed, and IWD parameter estimation is conducted on the residuals. Estimation at un-sampled points is then computed by estimating the mean and adding on the estimate of the IWD on the residual. A possible BOXCOX transform is also proposed.
