This literature review discusses the role of the Albanian institutions, the natural resources industry, potential investors and stakeholders in order to provide a set of indicators that can help to monitor amelioration within sustainable development principles. A map with the potential prospects of the natural resources will be a first step in identifying the further potential for exploitation. Mineral resource policies and governance, sustainable processing and supply chain as well as environmental management information system are some of the crucial tools identified, that will help to set up the indicators and quantify the achievements in environmental management in Albania. Moreover, the integration of practices that will support institutional capacity building; follow-up practices; the mainstreaming of global environment into planning; and the compliance monitoring process will additionally improve the environmental situation in Albania. Aligning business strategy with environmental policy, socio-economic analysis, environmental auditing are decisive tools in order to provide the Albanian authorities with a clear overview of the economic costs and the social benefits for sustainable development.

Due to special job or client requirements, there will always be some variation in the philosophy of organizing and controlling construction under a project management contract. In typical cases, however, some standard procedures apply. Controls on a construction project are best described only in general terms. They should apply to the total job and can be most effective only when all pieces of the job organization fit together to support a control system for the entire project. Controls are more than a system of reports, schedules, and tabulations-they are the result of an integrated organization dedicated to getting a job done on time and within budget. One of the most important aspects of project control is the construction organization. It must include the right people, facilities, and site equipment, as well as the authority to do what's necessary to accomplish the work. This should be set up to function with as little involvement from off-site or the home office as possible. However, the jobsite construction group must work within established policies and guidelines and is subject to continuous off-site or home office monitoring. In other words, the job-site leaders need to have a clear definition of their responsibility, their authority, and the necessary people and equipment to make things happen. In recent years, equipment manufacturers have been busy developing remote control systems to catch up with the sophistication and efficiency of continuous miners. Now the tables are turned, and manufacturers are undertaking the new challenge of upgrading, refining and equipping continuous miners to take full advantage of the capabilities made possible by modern, successful remote control systems. Because the operator can safely advance the miner farther without pulling out for roof bolting, continuous miners now need to be equipped with means of complying with correct face ventilation, dust suppression, methane detection, diffusion and improved lighting. Some of the exciting possibilities being developed to catch up with remote control include feedback controls using laser beams as datum points, coal sensing devices with feedback signals to show the operator what the machine is doing, show where it is relative to the coal seam, how hard it is working, and more sophisticated use of cyclic control. Mining machinery manufacturers have accepted the new challenges, and faster, safer mining procedures are already in sight.

Copper has held up extremely well as we have moved through the trough of the economic cycle. In the aluminum, lead and zinc industries at least half of the Western World production was unable to cover its operating costs at the prices prevailing throughout most of 1991. In copper, less than 10 percent of production ran in the red last year. Most of that was in Peru where the government has not allowed its currency to devalue at the same pace as inflation. Thus, mining company revenues in local currency terms have risen very modestly while costs have escalated tremendously. Excluding such governmentally imposed distortions, virtually every mine in the Western World ran at a profit last year. While copper producers have to be extremely happy about staying in the black through the trough of the consumption cycle, consumers have to be worried. They must be asking themselves, "If copper held at over $1.00 in a year when consumption declined, how high will prices go when demand picks up?" Consumers are accustomed to paying high prices at the peak of the cycle, but they are also accustomed to paying low prices at the trough of the cycle. What went wrong this time?

Transitions between geological/geotechnical soil units have a critical impact on the operation and performance of a tunnel boring machine (TBM). Geostatistics-based probabilistic modeling is used to quantify the uncertainty in soil transition locations. This paper presents two unique soft-ground tunneling case studies where the results from the geostatistics-based probabilistic modeling are compared to the TBM data and as-encountered ground conditions derived from the actual TBM data. The assessment enhances the confidence in using geostatistics to improve ground awareness for efficient tunnel construction, minimizing different site condition (DSC) claims, and improving decision-making on tunnel projects.

For the 36th consecutive summer, the Colorado Mining Association Education Foundation and the Colorado School of Mines have sponsored “A Total Concept of the Mining Industry” for kindergarten through grade 12 teachers. Teachers from 34 states, plus the District of Columbia and two foreign countries, have graduated from the four-week course. They received six hours of recertification credit. This summer 31 teachers from Colorado, Kentucky, Virginia and Alaska completed the program. The course is unique from other shorter courses in that it solicits teachers of all disciplines from all K-12classes. In addition to the expected earth science and mathematics teachers, the Class of 2004 consisted of educators who teach music, chemistry, biology, social studies, history, basic English and world history. Others in the program included those who teach American history, physical and life science, remedial reading, consumer/family studies, “world of work,” language arts, engineering technology, environmental science, world geography, human anatomy and physiology, and business.

U.S. Government sponsored studies proclaim large reductions in surface mine productivity. Consulting studies place a large share of the blame on increased governmental regulatory activities and on inexperienced, improperly train people. Union rules, which allow indescriminate bidding for job openings, seem to be a major factor causing the lack of experience in spite of elaborate training programs.

Coal dust explosions in underground coal mines are prevented by generous application of rock dust (usually limestone). If an explosion should occur, the rock dust disperses, mixes with the coal dust and prevents flame propagation by acting as a thermal inhibitor or heat sink. To investigate this process in more detail, a number of explosion experiments using various coal dust and limestone rock dust mixes have been carried out at the Lake Lynn Experimental Mine (LLEM). These were conducted in a single entry of about 1600 ft (488m) in length and initiated with a methane gas explosion. A consistent set of post-explosion floor dust samples were taken along the entry after each test. These dust samples have been analyzed in the laboratory using thermogravimetric analysis (TGA) and solubility to determine how the limestone rock dust behaved during the coal dust / rock dust explosions. The preliminary results are reported in this paper and indicate that the chemistry of limestone plays an important role in its capacity to inhibit coal dust explosions. The results also show that it may be possible to estimate the intensity of the explosion using these conventional methods of analysis. INTRODUCTION Traditionally mineral processing equipment has been procured based on (equipment) specifications prepared by the engineers. As newer materials of construction are being used for equipment manufacture and plant control systems become more sophisticated, the need for thorough and detailed specifications is greater than ever. For example, it is not uncommon to find plants looking at grinding circuits consisting of semiautogenous mills with variable speed, gearless, drives of large horsepower. Technical specifications for the mill, wrap- around motor and control system must, therefore, be carefully prepared to ensure that the respective equipment supplied by vendors meets overall grinding needs. Various engineering and design companies have expended considerable time and effort in developing the specification format. Equipment manufacturers have also given significant effort to developing data sheets aimed at collecting information regarding not only the duty of the equipment, but also the conditions under which it will be operated. As engineers moved from one company to another, the specification format became cross-fertilized and further developed. As a result, specifications on file with various engineers have improved considerably over a period of time. Equipment specifications from earlier projects are commonly used as a basis for tailoring new ones. To keep equipment specifications short, general technical considerations are often compiled as separate specifications. For example, general considerations applicable to the design, manufacture and supply of the mechanical equipment are consolidated under "Standard Requirements for Mechanical Equipment” and included along with that specified for purchase. As the economic feasibility of the project has been established during earlier studies, purchase-related activities can be initiated following completion of the specifications. Procurement itself is a major activity, however, in this chapter only those activities directly related to the purchase of equipment will be discussed. Sampling is used in all scientific, engineering, marketing, and financial disciplines. The scientific theory of probabilistic sampling is a well established field, providing a general framework for basic methods that can be applied in fields that would appear to have little in common. The revolution in sampling occurred, in part, as a response to the need for quality control in industry during the Second World War. Since this time probabilistic sampling methods have been replacing pre-scientific non-probabilistic methods of sampling. This has not been the case, however, in the mineral industries in the United States. No general agreement on a theory applicable to all sorts of particulate materials has been reached. As a result, non-probabilistic methods are still widely used and the measurement of sampling precision - the hallmark of scientific sampling - is unknown. Much of the research on particulate material sampling that has been carried out over the last 40 years can be characterized by a lack of theoretical reasoning and rigor, an unwillingness to acknowledge previous work, and a lack of integration with existing, established scientific sampling theory. Non-standard statistical terminology is used and often standard statistical terms are misused. The confusion that has resulted is reflected in ASTM and IS0 sampling standards and in the practice of particulate material sampling.

The Federal Surface Mining Law enacted in 1978 is now being translated into regulations which must be followed in future coal mining. Substantial change to mining procedures is required to maintain stricter air and water control while mining and to return the mined out land to equal or better use than before. These changes do not come easy; and in most cases, they create a substantial additional cost. Based on field observations and mining studies, Caterpillar has been making suggestions on the use of their types of equipment to conform to the new standards at the least cost. This paper will be a brief review of some of the overburden stripping and reclamation methods suggested by Caterpillar. A production and cost comparison of dragline, scraper/dozer and truck, loader systems in 20 to 150 ft. Overburden conditions illustrates potential cost savings using mobile equipment.

Feeding bulk solids from bins or bunkers sometimes poses a problem to the materials handling engineer. The paper describes, by practical examples, how material flow can be improved on existing installations, and how difficult-to-handle materials can be successfully drawn from storage and fed to fully automated process systems. The examples illustrated are based on actual experience with projects designed for the mining and metallurgical industry. Maintenance costs, where available, are also indicated.

Gary is filling in for Phil Walker from Twin Creeks. Phil was not able to join us this week, because of some issues they're having with the autoclave. Gary, being involved in the development phase, is very familiar with the topic. Gary spent about three years with American Cyanamid and another four years with Noranda. He also spent some time with Meridian Gold, then became the director of metallurgy with Santa Fe Pacific Gold. He spent seven years there and is presently the director of process technology with Newmont Gold.

Introduction From the days of the Spanish in the eighteenth century, Colorado's San Juan mining district has attracted miners and public interest. The Spanish left behind names - San Juans, La Plata, Animas, legends of lost mines, and the remains of a few scattered mining operations. They came, but did not stay. Again in 1860-61, as a spinoff of the Pike's Peak gold rush, prospectors climbed the mountains and descended into the canyons searching for gold. They found some, not enough to convince them to remain and confront the isolation, often hostile environment and the Utes, who rightfully felt this to be their home. Not until the 1870s did miners come to stay. In their wake little camps grew in the high valleys and squeezed into narrow canyons. Nowhere else in Colorado were there more rugged mountains, a higher average elevation, nor a climate that one old Swede said was "three months of mighty late fall and nine months of winter." The San Juans proved eventually to be a mineral treasure chest. At the moment, however, the prospectors sought gold. Then they discovered silver deposits and the first rush was on. It got started just in time to be completely overcome by the Leadville excitement. At Leadville, investors almost fell over themselves to buy claims and stock in the hopes of becoming another millionaire like Leadville's own Horace Tabor. The San Juaners could only look from the sidelines and speculate how it might have been had fate been kinder. Fate was seldom kind, as these pioneers quickly discovered. From the mid-1870s on, the San Juaners wrestled with some major problems. And the fate of their district rode in the balance. The problems they faced were similar to those of other Colorado districts, compounded by their geographic isolation. Every mining district needed the best transportation system available, experienced investors combined with sound investment, and mineral reserves to develop. The San Juans offered the last in abundance. It was hoped the first two would appear. Railroads - much needed transportation link Nothing was more desired than railroad connections, the penultimate nineteenth century form of transportation. Colorado's own, the Denver & Rio Grande, resolved the issue with its mountain-hugging narrow gauge. As early as the mid-1870s, the D&RG dreamed of tapping this potentially lucrative market in southwestern Colorado. A national economic depression and then the Leadville silver excitement prevented immediate construction. Not until 1879-80 did survey crews start work.

"MOTIVATION Tunnel construction companies must keep costs low, finish projects in less time and still meet the high quality and safety standards. Therefore, their main goal is always to optimize the tunnel excavation process. Traditional geodetical methods are used since more than 100 years to ensure an exact breakthrough of a tunnel. Evolving sensors, sensor fusion and increasing computation resources opened new fields of application for geodetic solutions in tunneling. These solutions offer new ways to reduce costs and risks in tunneling. INTRODUCTION Nowadays in tunneling, geodetical measurement methods are not only used for guidance, but also for various other applications. This paper gives an overview about where geodetical measurements are used today and highlights their benefits for safety and costs aspects. Furthermore, advanced solutions are introduced. In progressive projects, they have already become state of the art technology and are in use daily. STANDARD GEODETICAL MEASUREMENT APPLICATIONS In drill & blast tunnel construction processes, there are many standard geodetical applications used in the different construction phases, each having different requirements regarding accuracy. In the excavation construction stage, guidance tasks and setting-out of various positions is done by the foremen. Thanks to simplified measurement tools, the foremen are enabled to carry out these measurement tasks themselves without requiring deep surveying knowledge. In contrast, deformation analysis and network measurement campaigns need sophisticated planning and a profound education in surveying. Therefore, these tasks are carried out by surveyors. Profile control and as-built documentation is required in each construction phase. Depending on the requirements of the project, this task can be carried out either by the foremen or a specialized surveyor. Table 1 provides an overview over typical surveying tasks in an underground project including information about who is doing the job and the according accuracy requirements. In the mining and processing industry, the maintenance plan has often evolved rather than being consciously set up resulting in an overreliance on breakdown and fixed-time maintenance (planned maintenance). Historically mining and processing plant equipment has been robust and less automated than modem equipment, making it relatively easy to work on. Mining and processing plants have relied on large and expensive maintenance departments to enable rapid attention to breakdowns. Maintenance itself can result in excessive downtime and costs. This results from the requirement to take the machinery off-line to carry out (possibly unnecessary and invasive) maintenance. The danger of infant mortality after it has been put back on line again and also the cost of the maintenance action itself contributes to costs. A goal of any well-run maintenance program is to have the lowest cost while providing 100% capacity 100% of the time to operations. When maintenance investments are at a minimum, the cost of lost production is at its highest. As maintenance effort and investments are intelligently increased, the production loss gradually decreases until the lowest combined cost is achieved. This is the maintenance goal. A road map is needed to achieving maintenance excellence. This article addresses a "Road Map" to achieving maintenance excellence. "In the global mining industry, there are those who seem resigned to the fact that the mining industry has always operated according to certain time-tested principles that don’t involve jumping on every new technological trend. Others expect that mines will soon have autonomous electric vehicles running around the clock. The truth lies somewhere in the middle. In business, as in life, that is usually the best path to follow.The instant access to people and information provided by 21st-century technology continues to push businesses in all industries toward greater efficiency and unheard-of levels of modernization. And in the world of mining, the embrace of advanced technology is all about managing risk.However, even in this age of digital information overload, some mine sites still require employees to physically download data from individual trucks to monitor payload data and inspect road conditions using a clipboard. What’s more baffling is that other mine sites still have no way of tracking tons moved at all.This isn’t due to a lack of innovation in the industry. Quite to the contrary, there is an abundance of new technology available that provides real-time monitoring of vehicle movements and tracks road conditions without the intervention of people. So why are owners reluctant to embrace advances in mining tech?Gauging the value of changeSurvey data has traditionally been captured by ground laser scans and LIDAR systems. A mine site surveyor would drive around the pit with a truck-mounted scanner to generate a point cloud. This process would be completed every few days and would take an entire day.The many cons of this method far outweigh the pros. First, it provides no visual data. If an operation has moved beyond the roller wheel and tape measure, visual pit models and LIDAR scans are typically completed once every six to 12 months by an aerial flyover, but such sporadic information gathering isn’t likely to result in the most actionable data. Moreover, given the high cost (in terms of both money and time), the numerous safety and liability issues, and the lack of flexibility in scheduling, manual processes are more trouble than they are worth.Overall, while miners are excellent operators who value innovation, their employers often try to outsource it or acquire innovators instead of investing in existing technology that can improve current operations. In the late1970s, mineral processing plants producing copper sulfide concentrates and oxide leaching feedstocks went online with operating tonnages that exceeded traditional installations. This created a need for larger capacity belt conveyors and apron feeders. Apron feeders are slow moving, heavily loaded conveyors that feed a deep bed of ore from a bulk holding location (a bunker) as a controlled stream, often into a large capacity crusher. Apron feeders use sprockets and caterpillars, while belt feeders use rubber belts with motorized head pulleys to convey the material. The damaging of belts and clogging of transfer points from tramp iron required larger magnetic separators and the removal of tramp metal cannot prevent these serious problems. Corrective action at this location is important for two reasons: Removing tramp iron early in the ore stream protects downstream equipment from potential costly damage. Installing apron feeder magnets before the primary large capacity crusher means that secondary and tertiary crushing steps (made up of multiple parallel units) operate more efficiently, since tramp metal is removed at the onset.

As part of a larger study to identify factors influencing the practical operating life of wire rope used on large draglines in surface coal mining, field trips to operating surface coal mines were made during late 1975. Wire rope performance information was obtained from personnel at thirteen mine sites west of the Appalachians. Seventeen pieces of equipment, utilizing buckets ranging from 30-to 220-cubic-yard capacity, were documented. We have judged that U.S. surface coal mining draglines, 30 yards and larger, can be represented as 120 machines having 60-cubic-yard buckets, moving 1.8 x 10 yards of overburden during 6,650 hours of productive availability per year. Based on our limited field study, we have calculated that downtime resulting from rope-related causes averages 105.6 hours per year for each (typical 60-yard) dragline. The total lost production from this source alone is thereby estimated at about 25 x 10 yards annually. Although study findings did not reveal anything about dragline rope life that wasn't known or practiced by one operator or another, most operators could expect improved rope life by periodic review of their practices and by adopting or adapting one or more life-improvement measures employed at other sites. Since rope productivity was found to vary by about five to one, among the sites studied, we believe considerably improved average performance is possible. As little as ten percent overall improvement would mean increased national productivity exceeding two million yards of solid overburden removal, and associated savings in rope costs alone of some two million dollars annually, not to mention any reduction of labor-related expenses. This report outlines preliminary findings which may prove useful to many operators in extending wire rope life, thereby lowering expenses and increasing surface coal mining productivity.
