This study is devoted to the improvement of the decision-making process in occupational protection of uranium miners in France. Its purpose is to apply the principles which are recommended by the I.C.R.P. in the field of radiation hazards. These principles, which have introduced the notion of "optimization" in standard setting, suggest the importance of applying cost-benefit and cost-effectiveness analysis to this sector. The objectives here are twofold : to evaluate the present organization of radiation protection on the basis of a simulation model of polluted air flow in the mine (due to the decay of a radioactive gas, radon) and to develop cost-effectiveness analysis of the various radiation protection policies.

In 1973, the Subcommittee on Contracting Practices, U. S. National Committee on Tunneling Technology, National Academy of Sciences, under the able chairmanship of A. A. Mathews, Engineering Consultant, now residing at Kaunakokai, Hawaii, undertook the task of developing recommendations for improving the performance of underground construction work, reducing the costs of such work and minimizing the adverse atmosphere in which owners and contractors were performing their respective functions. The author of this paper and C. F. Palmetier, a highly qualified engineer, were thereupon appointed as staff assistants to the Subcommittee, to conduct a study of existing practices and relationships in Western Europe and in the United States, to formulate recommendations, for consideration by the Subcommittee and the participants in a future workshop, as to desirable improvements in United States contracting practices and relationships. The study, conducted during 1973 and 1974, involved personal interviews of a total of 162 owners, engineers, contractors, lawyers, and educators throughout the United States and in 7 European countries, the analysis of 178 replies to questionnaires sent to individuals and firms involved directly or indirectly in construction, and a workshop, near Napa, California, attended by 53 representatives of all segments of the construction community. The resulting report, entitled "Better Contracting for Underground Construction", was submitted by the Subcommittee to the National Academy of Sciences, which approved its publication in 1974 by the National Technical Information Service. The Colorado Department of Highways awarded a contract to construct the Second Bore of the Eisenhower Tunnel in August, 1975. The contract was completed June 29, 1979, nine days ahead of schedule, with¬out major claims or delays. The tunneling involved complex construction through difficult ground conditions. The contract, plans and specifications were specifically planned to more equitably share the risks involved and to minimize adversary relationships. The Department produced a detailed tunnel design and maintained responsibility for the design. The contract employed some new provisions; e.g., a review board for settlement of claims and disputes; escrow documents (contractor's bid documents) to determine the contractor's basis of bid when determining adjustments. The tunnel contract, plans and administrative efforts employed by the owner and contractor were very successful in this project.

Presented is a stability analysis for a trial stope in a lead-zinc mine. The trial scope would have an excavation width of 20 m with an initial height of 3 m. Filling would commence when the scope was heightened to 6 m. A two-pronged approach to predict the stability of such an opening was used viz. the finite element method and the rock mass classification method. Corroboration is shown to exist between the two methods. Deep borehole extensometer observations during stope extraction have been compared with predicted displacements.

The cooling water system for the Seabrook Nuclear Station involves 10.25 Km (33,623 ft.) of 6.7 m (22 ft.) OD hard rock tunnels, over one third of which is under and terminating over 1.6 Km (a mile) out in the Atlantic Ocean. The major excavation is accomplished by two TBM's concurrently driving the intake and discharge tunnels which by mid-January, 1981, completed 92% of the excavation. This paper presents the case history of the excavation work and describes a computer program developed to evaluate major activities of TBM excavation on a shift-by-shift basis. Details and summaries of the production efforts are computer plotted in different forms to facilitate the evaluation of production performance, trouble spots and trends.

A new device was successfully developed in order to overcome the difficulty of drilling longer holes for anchors in soft soil bedrocks or swelling bedrocks, which is one of the major impediments to rapid excavation by NATM (New Austrian Tunnelling Method). With higher rotation (1200 - 1800 r.p.m.) and lower percussion energy (4 - 6 kg.m), the new drill has following advantages: (1) Applicability covers soils and medium hard rocks with the same drifter. (2) Longer hole (more than 9m) is achievable only with air flushing even in cohesive soils or rocks. (3) Better borehole stability is obtainable even in earth or in fissured rocks.

INTRODUCTION This paper will update the status of small sized tunnel boring machines used in both the Mining and Civil Industries. I will mention a) new developments in small size hard ground tunnel boring machines, b) review North American performance records of the Atlas Copco Mini/Midi Fullfacers, and c) compare relative costs in driving a 1200m (4000 ft) typical utility tunnel using a leased TBM versus the conventional drill and blast method. NEW DEVELOPMENTS JARVA MACHINES Of all small rock tunnel boring machines currently in use, the Jarva MARK VI and MARK VIII are receiving the most enthusiastic acceptance. These circular fullface borers using usually 15 inch single disc cutters (manufactured also by Jarva) are designed on the 'T' bracing principle. Previously, Jarva's line of tunnel boring machines, even their smallest, was designed on the 'X' or double diagonal bracing configuration with a gripper in each quadrant. In small tunnels where net room is so very important, the 'T' scheme with gripping only at the spring line nets precious room around the cutter unit for passage of men and supplies. Since the early sixties, tunneling in the soft clay of Mexico City, has been done with the aid of open face shields and recently with compressed air. The use of pressurized shafts up to 1.5 kilograms per square centimeter, (147 kilo pascals) with vertical locks to launch the shields, have been used in two cases. After advancing almost 200 meters of tunnel, the same vertical locks were transformed into horizontal locks, to continue the work. Due to the high decompression times involved, it was necessary to install long locks, using the tunnel itself as part of the system. This article describes those cases.

The principal object of an underground coal mine transportation sys- tem is to move coal from the face where it is produced to the outside of the mine where it is prepared for market. In addition to the movement of coal, a transportation system must also move supply materials to the inside; it must move men in and out of the mine; and it must move rock and other debris out of the mine for disposal. Usually, mine haulage is divided into three categories named for the various areas of the mine served : 1) Pace Haulage. This is used at face from the mining machine to the intermediate transport system. 2) Intermediate or Secondary Haulage. Generally this is used between face haulage and main haulage. Sometimes this is merely an extension of the main haulage. 3) Main Haulage. This extends from the secondary haulage to the outside and is usually either a track or conveyor system, sometimes a combination of both. Transportation modes of coal in the various areas pose different problems, but the whole system must be synchronized. For instance, at the face the coal should be removed quickly from the various places to facilitate the movement of machines, whereas the intermediate system just passes the same coal on to the main transportation system. Selection of the transportation system must be based on the seam height, mining methods used to extract the coal, capacity required, ease of coal handling, and haulage efficiency. When driving rooms, mine cars can be used. They often simplify supply haulage and rock handling because they can also handle these items. Conveyors could be used and would have a greater haulage capacity but they cannot handle supplies easily or segregate the rock. When using a different mining method, such as longwall, mine cars cannot be used because there is not sufficient space to move the cars at the face nor can the cars haul the coal without delays which would cause excessive losses in production. As for ease of handling at a longwall face, conveyors are convenient because of their low height, ruggedness, and ability to operate while being advanced. Similarly, in low seam heights, conveyor systems are easier and more economic to operate than the regular track haulage because roof has to be taken down for handling mine cars of adequate size.

INTRODUCTION The application of oil field technology to large diameter hole drilling is beginning to offer a cost effective alternative to conventional shaft sinking methods. The drilling of ventilation and small production shafts are, of course, not new. The major constraint to the drilling of large diameter production shafts has been the inability to drill holes large enough and straight enough to install and operate relatively high volume hoisting equipment. This paper discusses recent advancements in drilling technology as applied specifically to large diameter holes for use in the mining industry. The paper emphasizes the geotechnical and hydrologic considerations in assessing site conditions and their application to drilled shaft technology. The authors worked together on a recent feasibility study for a 6 m (20 ft.) diameter 975 m (3,200 ft.) drilled shaft in New Mexico. Their individual experience in drilling and geotechnical investigations related to shaft sinking is world wide. INTRODUCTION Early in the morning of July 16, 1979, there was a breach in the earthen retaining dam of a tailings pond at the United Nuclear Corporation's (UNC's) Church Rock uranium mill. The acidified liquid and tailings slurry spilled through the damaged portion of the retaining wall into an arroyo that is a tributary to the Rio Puerco river system. The Rio Puerco runs through Gallup, New Mexico, and eventually crosses the New Mexico-Arizona border (Fig. 1). On its way to Gallup, the Rio Puerco and its tributaries pass through land with a checkerboard pattern of ownership, with portions owned or leased by the Navajos, individuals, the Bureau of Land Management, and the State. In terms of tailings liquid volume (3.6 x 108L; 94 million gal), the UNC spill ranks as one of the largest. The mass of solids released in the slurry (10.0 x 105 kg; 1 100 tons) appears to be close to the median for accidents of this kind, however [U.S. Nuclear Regulatory Commission (NRC), 1979]. The UNC first opened its Church Rock uranium mill in 1977 on land adjacent to acreage belonging to the Navajo tribe. The mill, which is next to the UNC Church Rock mine, is located approximately 16 km (10 miles) northeast of Gallup, New Mexico (Fig. 1). Gallup, a town of 18 000 people, is the closest population center. The region surrounding the plant site is sparsely populated by Navajos, at a density of approximately 5.8 persons/km2 (15 persons/sq mile). The UNC mill and mines employ approximately 650 persons, and the adjacent Kerr-McGee uranium mine employs about 300. The UNC mill normally processes 3.2 x 106kg/day (3 500 tons/day) of uranium ore, depositing the acidified tailings slurry in a series of three earthen holding ponds. The tailings ponds are located east of the pipeline arroyo that feeds into the Rio Puerco approximately 2.4 km (1.5 miles) from the southernmost tailings dam. The liquid portion of the tailings slurry evaporates in the ponds; hence, under normal conditions, there is no surface flow from the holding ponds to the arroyo. Both runoff from the plant site after heavy rains and possible seepage from the tailings ponds may deliver radionuclides to the arroyo-river system, however. The dam across the southernmost tailings pond was considered to be in keeping with the state of the art. However, the New Mexico Environmental Improvement Division (NMEID) had warned UNC about dangers of locating the pond over a heterogeneous geological formation. The state Engineer's Office approved of the site only after UNC agreed to strict design criteria. Others have pointed to dangers of constructing earthen dams for impoundment of uranium mill tailings (Carter, 1978). Causes of the dam break were multiple: the UNC mill filled the tailings pond to a level that exceeded permit criteria; the tailings pond was lined improperly; the dam was constructed using clay that was compacted excessively, resulting in cracking and subsequent seepage; and the unstable substrate beneath the dam permitted differential settling. The UNC Church Rock mine has continuously released dewatering effluent into the pipeline arroyo at a rate of 88.3 L/sec (1 400 gal/min) since 1968. Before 1975 this effluent was not treated; after 1975 it received precipitation treatment for removal of Ra-226. Radionuclides are also released into the river system through the dewatering of the Kerr-McGee uranium mine 1.6 km (1.0 mile) north of the UNC mill. During usual mining operations, approximately 227 L/sec (3 600 gal/min) are released into the pipeline arroyo and subsequently into the Rio Puerco. The Kerr-McGee mine began continuous release of dewatering effluent in January 1972. In 1974 Kerr-McGee began Ra-226 precipitation treatment of its dewatering releases, but NMEID data indicate that treatment has often been incomplete. The effluent from both mines has been responsible for transforming the downstream portion of the Rio Puerco from a sporadically dry riverbed into a continuously flowing stream and has contributed to the current levels of background radiation along the river system (Table 1). This paper will summarize the postspill monitoring efforts and relate the assessment of this spill to the general question of evaluating the health effects of nuclear fuel-cycle wastes. The data pertaining to the measurement of radionuclides in the Church Rock environment and the radionuclide concentrations in animals will appear in forthcoming reports. CHURCH ROCK HEALTH EFFECTS ASSESSMENT APPROACH The initial health effects evaluation involved identifying the radionuclides that were released into the river system from the tailings pond. Table 1 lists the State of New Mexico maximum permissible radionuclide concentrations for liquids released to unrestricted areas, the typical tailings liquid concentrations, and postspill river water concentrations. The tailings liquid contained comparatively high levels of Th-230, Ra-226, Pb-210, and Po-210--all of which, according to postspill river water samples, had exceeded the state maximum permissible concentrations (MPC) at one time or another. After the radionuclides in the tailings were identified, pathways through which humans could be exposed were clarified. The administrative processes of coal mines are becoming increasingly complex. As society evolves into a more complicated structure with greater emphasis on individuality, government regulations reach deeply into every activity in an effort to force individuals into a standardized mold. These contradictory pressures add an extra burden to the administration of a mining operation. Recent years have brought a substantial change in the skills needed by mine supervisors and managers. As a result, a better understanding of the administrative functions is necessary. The mine superintendent has the overall responsibility for the mine; for effective operation he must be sufficiently knowledgeable to oversee all the complex functions that make up the mine. This chapter does not cover all the administrative requirements because of the variation in mine operation and in company policies and organizational structure. It does attempt to identify the administrative functions that would be required at a large mine with a preparation plant. It is assumed that the mine operation is decentralized with very little duplication of functions at the organizational levels above the mine. Thus each function is assumed to be relatively complete at the mine and under the general supervision of the mine superintendent.

An industrial engineering and computer simulation study was conducted on reclamation operations to evaluate the possibility of integrating mining and reclamation operations, and to evaluate the factors which influence the production potential of scrapers. The study was done in a southern Illinois strip coal mine producing approximately 2.27 M metric tons (2.5 million short tons) of clean coal annually. The main outcomes of this study are (a) it is possible to reduce reclamation cost about 20-25 percent by integrating reclamation and mining operations, (b) haul distance has the most significant effect on scraper production, (c) push-pull is the best mode of operation for wheel scrapers for topsoil/subsoil removal, and (d) historical data obtained from the mine for one year show that average dozer productivity in rock grading is about 60 percent lower than the expected production; similar data for scraper is about 25 percent less.

The organic, inorganic, and radiological characteristics of airborne aerosols have been measured as a function of particle size in controlled atmosphere test chambers and operating uranium mines. Concentrations of benzo(a)pyrene in two mines ranged from 26 to 57 ng/m3 of air. The carbon chain length of adsorbed n-alkanes was correlated with particle size. Normal mining activities produced an ore dust aerosol with mass median aerodynamic diameter (MMAD) greater than 2 µm. The elements Na, Al, Si, K, Ca, Ti, V, Fe, and U exhibited elemental ratios similar to bulk ore and had comparable MMAD's. The S, Zn, and Pb were higher in aerosols than bulk ore and were associated with smaller MMAD particulates. Radon daughter particle size distributions were influenced by the kinds of particulates

A Reichert cone concentrator was installed in an aggregate plant circuit to recover the extremely fine "flour gold" known to exist in the deposit. The gold content of the bank-run gravels averages about 0.1 grams per ton (about $1.45 per ton), based upon $14.47/g (345O/ounce) gold. Tine Reichert cone, in conjunction with a conventional shaking table, re- covers in excess of 85% of the gold. A screen analysis of the gold particles shows 44.1% is -i4 microns (-200 mesh) in size. The plant operates with a two-man crew.

The logic and importance of marketing in the industrial minerals industry is generally recognized by those of us intimately involved in this industry. The illogical instances where marketing is ignored in evaluating projects or poorly implemented in operations are also well known. The interplay between these two extremes is interesting territory and is explored commencing with a logical progression of a metal mine that became an industrial minerals mine and ending with the most illogical and failure-prone decision common to the minerals industry today. This paper will demonstrate how: 1. A logical progression of marketing expertise can result in previously unseen benefits to a minerals venture. 2. Logic can turn to illogic due to market conditions and price fluctuations. 3. How operations can turn marketing logic into illogical results. 4. Short term "logic" is often illogical.

INTRODUCTION Investigations of radon and radon daughter concentrations in Swedish [non-uranium] mines started in the late 1960's. The first screening measurements showed that the average annual exposure to radon and radon daughter products was 4.7 WLM. The main reason for high radon and radon daughter concentrations was inefficient ventilation and radonrich water entering the mine. In the radon regulations worked out later it was stated that no miner should be exposed to more than 60 000 pCi h/1 equilibrium equivalent concentration of radon annual exposure, corresponding to 3.6 WLM. Now, 1981 the situation has changed considerably. From the average annual exposure of 4.7 WLM in 1970 it is now only 0.7 WLM. Sweden has up to now had only one [uranium] mine and the work there has only been investigative. However, there are plans for a commercial uranium mine in another part of Sweden. The radon problems in these mines are widely different depending on the mineralogy. NON-URANIUM MINES The radiation problems in Swedish mines were not recognised until the late 60's. The first radon and radon daughter measurements were made in some sulphide ore mines in 1967 (1). The radon and radon daughter concentrations were surprisingly high for non-uranium mines. In order to have a complete picture of the radon situation in Swedish mines the National Institute of Radiation Protection (NIRP) decided to make measurements in all, at that time about 60 mines (2). To get results as fast as possible measurements on radon gas seemed most appropriate to start with. Sampling was made by mailing a number of evacuated 4.8 litre conventional propane containers from NIRP to each mine. The containers were then opened at the place of interest. After sampling the containers were sealed and then mailed back to the institute for measurement. The measurements were made in ionization chambers. This method only gave the radon concentration and the radon daughter concentration was estimated by multiplying the radon concentration by an assumed equilibrium factor. The equilibrium factor is defined as the ratio of the total potential alpha energy for the given daughter concentration to the total potential alpha energy of the daughters if they are in equilibrium with the given radon concentration. The results of this first preliminary survey indicated that a great many of the Swedish miners probably had an annual radon daughter exposure of more than 3.6 WLM. As the radiation exposure in non-uranium mines was not regulated in either the Swedish Radiation Protection Act or the Swedish Labour Protection Act work was started on special radon regulations. A lung cancer mortality study was also started. To check the results of the first survey and to get experience and knowledge of radon problems in mines, it was decided that personnel from the NIRP should visit each mine for a detailed investigation of radon and radon daughter concentrations starting with the ones with the highest radon concentrations. The main reasons for these so-called "basic measurements" were: 1. To estimate the doses received by Swedish miners 2. To find the sources of the high radon and radon daughter concentrations 3. To find appropriate counter-measures 4. To determine the most typical equilibrium factor for each mine. Unlike most uranium mines the reason for high radon concentrations in non-uranium mines is seldom the occurrence of highly radioactive minerals. The main sources were found to be waste-rock and radon-rich water. In order to filter and warm up the inlet air, especially in winter time, it was very common at that time to suck the air through broken wasterock. By doing so the air was contaminated with radon from the waste-rock and radon-rich water in it. It is noteworthy that the radium and uranium concentration in the waste-rock is relatively low. The uranium concentration is only of the order of 15 - 20 ppm. The action to prevent this contamination of the inlet air was to change the direction of the ventilation and in the case of radon-rich water entering the mine the action was to prevent the air coming into contact with the water. The first calculation of the radon daughter exposure of Swedish miners was based on radon gas measurements. The radon daughter concentration was estimated by using an assumed equilibrium factor of 0.5. Later when the mines were visited by institute staff it was possible to compare the assumed equilibrium factor with the measured ones. It was found that the factor varied from 0.15 at the air inlet to 1.0 at the air outlet and the average equilibrium factor on workplaces for almost all mines was between 0.4 and 0.6. The result of the exposure calculation in 1970 showed that more than 40 % of the miners had an annual radon daughter exposure of more than 3.6 WLM. Prior to 1971, there were several clinical trials to evaluate programs for early detection of lung cancer. Among these, the Philadelphia Pulmonary Neoplasm Research Project,(3) the Veterans Administration Study published by Lilienfeld,(7) and the controlled trial of the Kaiser Foundation Health Plan showed an overall five year survival rate of 8% for newly detected cases (the same as the national statistic for unscreened patients). In 1971, the National Cancer Institute initiated three randomized, controlled mortality studies using lung cancer screening of persons at high risk (male smokers over 45 years old). The studies are being conducted at the Johns Hopkins University Hospital, the Mayo Clinic, and the Memorial Sloan-Kettering Cancer Center. The studies have slightly different designs in the combination of sputum cytology and chest x-rays. At the Mayo Clinic the study group is offered screening with sputum cytology and chest x-rays every four months, whereas the control group is advised to have an x-ray and cytology every year. No reminders are sent, and it is believed that only about 20% of the control group is screened. At Johns Hopkins and Memorial, both experimental and control groups are offered annual chest x-rays. The experimental group is additionally offered sputum cytology every four months.(5) At present all of the programs show that screening can detect cancers that are undetectible by other means. However, at this time mortality rates in the control and experimental groups are not significantly different in any of the three studies. OUR PROGRAM Our clinic is located in Grants, New Mexico and we provide most of the pre-employment physical examinations for the mines operating in the Grants area (Kerr McGee Nuclear, Homestake Mining, United Nuclear, Western Nuclear, and Ranchers). In the examinations, we obtain the previous mining history of the worker, a chest x-ray, a sample of sputum for cytological examination, and a blood sample. We also provide routine annual physical examinations of the workers, with special interest in the detection of bronchogenic carcinoma. In the early seventies, we did not have a definite surveillance program. We did not know whether we should have a program like the one started at Memorial or like the one started at the Mayo Clinic. After long consideration, we decided to have a program that does not demand a sputum cytology and chest x-ray every four months, but that allows as many chest x-rays and sputum cytologies as needed to diagnose lung cancer as early as possible. We believe that, if a screening method for cancer is to be optimally effective, it must detect the process at stages early enough for curative therapy. We order a test depending on the age of the miner, the race, the mining history, the smoking history, the radiation exposure levels, and the results of the previous chest x-ray and sputum cytology. With the help of the computer, we have a list of all the miners who should be watched closely because of age, race, mining history, smoking history, radiation exposure, etc. Examination of the miners is performed at our clinic, where all the records are kept. The sputum is collected there but examined in Grand Junction, Colorado, by Dr. Geno Saccomanno. There are two ways to collect sputum. The best way is to collect three consecutive morning samples. For this, we need the cooperation of the miners. They have to follow these instructions and mail the bottle containing the sample to Grand Junction. "Instructions for obtaining a good cough specimen" The enclosed plastic bottle contains a preservative solution, so do not empty out the liquid in it. When you go to bed, place the plastic bottle at your bedside where it will be handy in the morning. When you first get up in the morning (before breakfast) try to cough up some "phlegm" from deep in your chest, and spit it into the liquid in the bottle. Try coughing several times. If you have difficulty coughing, try inhaling deeply the steam from a teakettle (or home-type inhalator). Keep the amount of saliva (ordinary spit) that you put into the bottle along with the cough specimen as small as possible. Do not collect the "phlegm" or mucous that comes from the back of your nose. Put the cap back on the bottle, and shake it vigorously for two minutes. If the amount of material you have coughed up is quite small, then keep the bottle at your bedside for three or four days, and each morning try to add another cough specimen. After obtaining your cough specimen, repack the bottle in the mailing container, and attach the enclosed mailing label. It does not require any postage stamps. Unfortunately, some miners "forget" to mail the sample and end up with an incomplete physical examination. To avoid this some companies, like Homestake, request that we obtain the sample in our clinic by forcing cough and expectorant with a nebulizer machine. This method does not give as good a sputum sample as the previous one, but we do get a sputum sample for every miner. The U. S. Bureau of Mines (USBM) has investigated instrumentation and methods for measuring exposure to radon daughters in underground mine atmospheres. Both personal and area monitors have been studied through in-house and contract research. A field study in uranium mines identified some reliability problems that required additional work for the personal dosimeter systems. Improved versions of continuous working level detectors have been developed and tested for use as area monitors in underground mines. Test results for the personal and area monitors were satisfactory for underground mine applications.
