Over the past decade there has been a continual decrease in domestic oil reserves accompanied by a sharp increase in the demand for energy. Even with increased imports of foreign oil, the energy demand has not been met. This has forced many users to turn to substitute fuels. Of the many substitute fuels available most users are turning to and creating an increased demand for low sulfur coal. Because of the increased demand for low sulfur coal as well as the inherent problems in producing eastern coal, many producers have turned their attention to the large deposits of low sulfur coal in the western United States. Western coal mining is, however, not without its problems such as high moisture content, high ash content, highly variable sulfur content, multiple seams, and/or pitching seams. It is to aid in the solution of these problems that this chapter is directed.

Exploration of new resources and development of new equipment and designs are an ever changing facet of mining. New equipment to handle specialized operations is being developed and new techniques for its use explored. One such system is reviewed. Another is a potential system for handling the thinner stray coal seams between the more profitable thick seams. The availability of federal coal leases in the West is reviewed and current planning discussed. Gulf Coast lignites have been of much interest in recent months and are overviewed.

Capital and energy are the dominant cost factors in nickel production from laterites. Since the 1973 energy crisis, pyrometallurgical developments have been oriented towards lower cost sources of energy and higher grade ores and hydrometallurgy towards higher recoveries and greater flexibility in types of ores treated. Energy recuperation offers some potential, but at a price. 'The lower energy acid leaching process is indicated to have the greatest potential, particularly with its inherently high cobalt recovery.

This paper describes current research by the Bureau of Mines to develop technology for improving efficiency and productivity in metal/ nonmetal mines. The research program addresses a wide variety of problems associated with each of the major categories of mining: underground mining, surface mining, in situ mining, and premining investigations. An overview of the Bureau's research activities is given with emphasis on underground mining. In particular, two innovative and promising concepts currently under development are described: a unique shaft sinking system that uses an impact hammer for rock fragmentation, and a low-profile, portable crusher for underground hard-rock applications.

A model is presented to minimize the winning costs per shift within the different sections of a potassium mine by liner programming and to simulate the other areas to get all costs in order to comp re different production strategies. he model is based on a a given total layout of the underground mining which is considered to be fix during the planning period. Room-and-pillar mining is assumed to be used. Potassium extraction is done by drilling and blasting. Transportation of the raw material to sectional crushers is done by scoop-trams where it is crushed to coarse-grains which allow further transportation by conveyor belts to the hoisting shaft or to a bunker. When production is stopped, the continuously working factory is supplied by means of this bunker. Starting from a desired composition of the raw material the model has to keep the given total. demand of raw material per shift, to minimize the winning costs, to keep the capacity constraints of the equipment and to determine the planned output of production of the sections per shift. Costs of the areas which follow the extractions are added to extraction costs in order to allow a comparision of costs of several alternatives of production. Optimization in extraction and assignment of scoop-trams to sections is done by linear programming. The other areas of the mine are treated by simulation. The model output is a schedule of the calculated costs broken down into costs of processes, equipment, and kinds of costs. This proceeding enables to compare different ways of production.

On July 30, 1979 New Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of the decade-old National Environmental Policy Act went into effect. These new regulations replace approximately seventy different sets of agency regulations, providing some uniformity throughout the Federal government in the conduct of environmental reviews and preparation of environmental impact statements (EIS). This attempt by the Federal government at a general improvement in the preparation and quality of EIS's presents an opportunity for the mining industry to evaluate how the EIS process for mining proposals can be expedited. The environmental impact statement is often a key element on the critical path of a major mining project. Preparation of the EIS is ordinarily the responsibility of the Federal agency with primary decision-making authority over the project. Still, the proponent, i.e. the mining company, can play a major role in the process and have a major impact on the timeliness and adequacy of the effort. Typically, the Proponent will conduct (or will hire consultants to conduct) environmental baseline studies of, for example, air quality, wildlife, geology, water quality, vegetation and archaeology. These studies are then compiled into an environmental report and submitted to the agency. The agency verifies the data and incorporates them into the environmental impact statement.

In fact, much of the basis for today's computer programs was derived from manual procedures and actual experience of mining engineers and geologists.

INTRODUCTION The purpose of the report on which this paper is based is (1) to evaluate the potential for cost reduction of urban mass transit tunnels by use of alternative materials transport systems during the tunneling process, and (2) to identify research and development program elements to assure that the materials transport system will not become the limiting factor for the rate of excavation. The approach taken was: Review the state of the art of urban tunneling by extensive interviews with representatives of tunnel contractors, equipment manufacturers, government agencies and consultants, and by review of recent literature.

INTRODUCTION Friction Rock Stabilizers, commonly called Split Sets,tm* have been under development since early 1973. Five years of intensive laboratory and field testing led to their introduction to the metal mines in the United States in the fall of 1976. Actual sales started in February of 1977 and, to date, over five million units have been marketed to metal mines. The present rate of useage is near 3 1/2 million units per year which is approximately 50 per cent of all roof fixtures used in the United States metal mining industry. Mr. Richard Hoppe, Senior Editor of Engineering & Mining Journal, in an article of the February, 1979, issue, entitled "Winning the Battle Against Bad Ground", said, "In hardrock mining operations in the western U.S., particularly underground uranium mines where exceedingly difficult ground is common, no roof support system has been accepted more quickly than the Split Set friction bolt invented by Dr. James J. Scott and developed by Ingersoll-Rand Co." This paper describes how Friction Rock Stabilizers function and presents technical data to show the uniqueness of the Friction Stabilizer system. While the use of synthetic polymers for solid/liquid separation is not raw technology (1)(its history goes back to the mid 1950's), its importance has increased dramatically over the past decade. This can be attributed to two major factors. The first of these was a change to mechanized mining (strip mining and continuous underground miners) which resulted in a lower quality (higher reject) preparation plant feed, as well as a higher percentage of smaller size particles in the feed. The second factor has been the greater restrictions imposed by governmental agencies on effluent discharge and solids impoundment, requiring pre-treatment of recirculating water before reuse and treatment of refuse before disposal. Today, synthetic polymers find utility in almost all applications requiring separation of solids from aqueous suspension, including "in-process" as well as waste treatment applications. In spite of the fact that there are over several hundred commercially different flocculants available in the marketplace (2), there are a limited number of chemically different materials available which are useful from a cost/performance standpoint. The potential reasons for using flocculants in a coal preparation plant are summarized in TABLE 1.

It is a generally accepted and widely discussed fact that the world in general, and the United States in particular, face a shortage of energy at the present time which will become worse in the future. There is, however, no sign of a similar concensus as to the actions which would prevent or overcome this expected shortage. An immense variety of solutions has, however, been put forward, ranging from the purely political to the outer fringes of sophisticated technology. One resource which surprisingly is often only cursorily included in this discussion is the immense known petroleum reserve lying within the United States. When this subject is discussed, indeed, it is usually in the context of the improvements in production or new discovery rate that could be expected to result from possible politico-economic actions that would raise the real price obtained for domestic crude. This interest in the potential for improved domestic production is undoubtedly justified, but very little attention is normally drawn to the fact that even under the most favorable policy framework the majority of the oil that has been, or will be, discovered will remain in the ground due to the inherent limitations of production through surface wells.

Cut-off grade is one of the most critical parameters affecting project cash flow. Its sensitivity is due to the number of other parameters that are correlated with any change in its value. Changes in cut-off grade, average grade and ore tonnage vary and they in turn can affect such parameters as capital and replacement costs, recovery, life of the project and operating costs. Perhaps one of the best definitions of cut-off grade is that of Taylor (1), "... any grade that, for any specific reason, is used to separate two courses of action, e.g. to mine or to leave, to mill or to dump ... . Obviously the most likely specific reason is one governed by economics, involving the return of investment and sufficient profit to motivate development and mining of the deposit. In this paper the cut-off grade is defined as that mining limit which will maximise the economic return for a projected mining venture. The following brief literature survey indicates that when computing the optimum cut-off grade there is a need to be able to directly compute the Discounted Cash Flow Rate of Return (DCFRR) or Net Present Value (NPV), as economically as possible, while allowing for parameter dependencies and variation in project structure.

The well-being of any company is directly related to the well-being of its employees and to the effectiveness with which the personnel resource is managed. In an era when personnel management has steadily become more complex, there is an increased awareness of employee information systems at all levels of management due to: (1) regulations enacted by federal, state, and local government agencies; (2) technological advances within the mining industry which have resulted in the requirement for highly skilled personnel; (3) increasing concern for the confidentiality of employee information; and (4) management's need for information for planning purposes to control costs and for early recognition of trends and potential problems. In the past it was sufficient to maintain records manually. Today computers are necessary to provide information on short notice and effectively manipulate large volumes of' data. This discussion will describe the following aspects of employee information systems: (1) collection and maintenance of information, and (2) applications which include employee health, salary administration, management re- sources, and labor negotiations.

Due to the understandable reluctance of some companies to disclose sales data, some estimation has been necessary regarding the tonnages and values shown in Table 1. INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. MARTA, The Metropolitan Atlanta Rapid Transit Authority, is building a 53 mile heavy rail transit system to serve the City of Atlanta. Phase A of the Rail System, consisting of approximately 14 miles of at-grade, aerial and subway construction is underway. Metropolitan Atlanta lies in the Piedmont Geologic province of Georgia and is underlain by rocks of essentially granitic and gneissic nature. The soils encountered are primarily silty sands which are in-place weathering products of the parent rock and exhibit their relic structure. In general, these materials have presented no unique construction problems other than those created-by proximity of manmade structures, local availability of ground water, and top of rock elevation. The subway sections of primary interest in this paper consist of hardrock and soft ground tunnels and extensive cut-and-cover sections. The cut-and-cover construction includes excavations as deep as 80 feet. Temporary support systems in these deep excavations consist of soldier pile-timber-lagging or soldier pile-tremie concrete (SPTC) walls with internal bracing or tiebacks. In shallow cut-and-cover sections, where right-of-way economics permitted, slopes were laid back partially or fully to reduce or eliminate the need for bracing systems. Two 6.17 m (20 ft 3 in.) diameter raises, concrete-lined to 5.49 m (18 ft) inside diameter, were completed in 1978 at the Monterey Coal Company Number One Mine near Carlinville, Illinois, by Frontier-Kemper Constructors. These two raises are the largest in cross-section yet completed by full-face upreaming, and the success of this project is expected to increase the application of raise-boring to coal mine shaft construction. WHY 6.17 M (20 FT) DIAMETER ? Raise boring is well accepted in the metal mining industry for a variety of applications, and is gaining in acceptance in the civil works construction industry. The use of raise boring to construct vertical openings for coal mines has not been as widely accepted, even though coal mining requires, per mine, the greatest number of openings to the surface of any underground activity. Several factors have influenced the low utilization of raise boring in coal mining: 1. Coal mine shafts must often be of large diameter to pass the required high volumes of ventilation air at acceptably low water gage pressures. Cross-sectional areas of finished shafts exceeding 23.23 sq m (250 sq ft) are common. 2. The life of ventilation shafts is comparatively long, and the typical sedimentary strata overlying coal seams normally require that the shafts be lined. Shafts on the intake ventilation circuit must have permanent water-tight linings. 3. Unconsolidated overburden at the surface is often thick, and as reaming cannot be safely utilized in unconsolidated material,

It is essential for a. mining company to determine an optimal mining strategy which will maximize the return on investment. In the case of Placer Development Ltd., the Lerch-Grossman three-dimensional optimization technique has been implemented on a digital computer to assist in the determination of such a strategy. It is the purpose of this chapter to explain and illustrate the methodology of the Placer Development Ltd. computer system with emphasis on the feasibility phase of a mine's development. In the Placer Development Ltd. strategy determination process, it is essential that certain objectives be considered: 1) There must be some means of constructing a realistic computer model of an ore body which gives a significant weight to geological constraints. 2) Data must be accurate and quantifiable. 3) Computer solutions must be unique, i.e., approximation or iteration methods of determining optimal solutions are undesirable. A method must be used which, when given fixed parameters and data, yields a mathematically sound unique solution. The following material is a presentation of how these objectives have been implemented. The flow of this outline will be from the general to the specific, with an example application.

Information Technology has addressed those problems unique to senior management in the mineral industry. In general, these problems are those concerned with decision-making. Peter Drucker in his discussion of making effective decisions identifies five phases: (1) define the problem, (2) analyze the problem, (3) develop alternate solutions, (4) decide the best solution, and (5) convert the decision into effective action. The scope of the chapter by Guernsey addresses the first three phases which provide input to the decision-maker. The decisions to be made relate, in most instances, to the economics related to a mineral property or process. Computer models have been designed to generate these economic and financial evaluations. No one model is appropriate to the solution of all management's problems. In this chapter several applications are identified and summarized; a model for the economic evaluation of a mineral property is described in greater detail. The implementation of such models is dependent on the unique needs of management.

As partial implementation of the Surface Mining Control and Reclamation Act of 1977, the Office of Surface Mining (OSM), Department of Interior, has requested each state to inventory hazardous abandoned mining areas within their boundaries. Primary interest is in such areas .as unstable waste-banks, subsidence and slumping, contamination of water supplies, and preservation of overall aesthetic qualities through reclamation. In addition to the concern expressed for abandoned mining areas, the legislation requires a complete inspection of operating mines quarterly and a partial inspection monthly. In Arizona copper has been mined for over 100 years and coal and uranium mining promises to expand in future years. The OSM requirement for a waste inventory and frequent monitoring of Arizona's large, widely spaced mines places a severe demand on limited personnel and operating budgets. Remote sensing by satellite provides an attractive and effective approach to aid the inventory and monitoring requirements of the OSM legislation.
