JAMES BOYD 29.1-STAFF-AND-LINE ORGANIZATION Industrial organizations are established primarily to coordinate the activities of many individuals working toward a specific goal. In mining, the goals can vary widely, and the skills necessary to reach them likewise will vary from operation to operation. It is essential to keep in mind the principal point that an organization embodies the necessary skills which supplement each other and achieve a given objective. Those who direct such an organization are grouped together as "management" and accept the responsibilities for the regulation, administration, supervision and guidance of the enterprise. Those who comprise the "administration" and have supervisory authority are referred to as the "executives." In the early days of mining it was common for one executive to exercise virtually complete control over the entire organization, and direct its operation from a central office. However, the science of management has advanced significantly since then. Mining organization administration now allocates increased authority and flexibility to those in direct-line responsibility, and organizes competent people in specialized fields to provide supervisors with guidance where it is needed in day-to-day operations. Few mining companies today are confined to one operation. Therefore, highly developed skills can be provided in the staff which assists management. This is known as staff-and-line organization, illustrated, in general, in Fig. 29-1. Each operation requires diverse skills for the carrying out of specific functions. The acquisition and training of those with such skills is an important operation in assembling organizations. An organization normally is modified to accommodate individuals rather than being a "hard and fast" mold into which people are fitted. The modern manager is inclined to organize to minimize central direction, with delegation to line executives, providing staff whose day-to-day operations, in cooperation with line executives, coordinate a continuing drive toward the organization's objectives. The staff officers, therefore, tend to become what could be described as parts of the president's brain, dealing with specific areas requiring certain skills. They do not necessarily direct operations, but watch them to be sure that the skills which they have themselves developed can be transmitted to line operations by persuasion rather than by direct authority. The elements of management requiring staff assignments are: 1. Planning, which, at staff level, is only a coordinating activity. Planning is done at all levels in the organization. 2. Engineering. 3. Finance. 4. Control. 5. Personnel and industrial relations, which set personnel policies, including salary plans and the means of handling relations with the unions. 6. Research, which, in a modern organization, is essential to progress and needs to be overseen at the top. 7. Legal staff to see that all operations of the company are provided with sound legal advice, and that the company's policies stay within the law.

In many cases, substantial time may elapse between the exploration stage and a serious detailed planning stage which has the objective of putting a mineral property into production. This is always true where properties change ownership and new partners are brought in for joint venture situations. Such conditions make it imperative that the recording of complete and accurate geological data for the property is done during the active part of the exploration phase and accomplished by competent geologists and engineers. This work should not be left to helpers and technicians. Furthermore, it should not have to be redone years after the actual drilling was accomplished, when either those involved have parted company or those present have lost the touch and feel of their part of the exploration program and must rely on a memory sketchy in detail, at the best. All of this emphasizes the importance of thorough geological evaluation and reporting during the exploration program. To evaluate and comment on the application of geological data by a mine planning department, we must assume (1) that sufficient diamond drill holes have outlined the existence of a potentially economic ore deposit, and (2) that the next step is to obtain the required information to allow a detailed feasibility study. This paper will comment on: 1. what types of geological information are required, 2. how it can be obtained, and 3. comments on the application of this information by the mine planners.

It is doubtful if anyone knows precisely how many U.S. coal miners have been killed by roof falls. In 1931, 51 miners were killed by falls or rock in every 10-day period (Paul, 1). Roley (2) indicated that from 1882 to 1945, over 3,700 men were killed by roof falls in Illinois alone. During this 63-year period, roof falls accounted for 47.6 percent of the coal mine accident fatalities. Similarly, Price and Nolting (3) reported that during the 10-year period beginning in 1937, roof falls claimed over 50 percent of the lives lost in West Virginia coal mines. Over 150 miners died under fallen rock in West Virginia alone, in each of those years. Certainly, the statistics have improved over the years. The Theodore Barry Report of 1971 (4) indicated that during, the previous 4 years, fewer than 100 miners per year lost their lives to roof falls--in the entire United States. The improvement is less remarkable when it is realized that the accident rate has declined only as the number of miners employed underground has declined. The TRW Report (4) pointed out that although the number of fatalities in underground coal mining (from all causes) had been cut in half from 1956 to 1965, the fatality rate per thousand miners had remained virtually constant. The decreased accident rate was due not to a reduction in hazards but to a reduction in work force. Roof falls still claim approximately 50 percent of the lives lost in underground coal mines. Considering the increased underground production of coal which must result from our energy crisis, the environmentalists' pressure against strip mining, and our inevitably diminishing supply of strippable coal, it is apparent that some means must be found to reduce the number of lives claimed by coal mine roof falls.

Unitization and containerization continue to grow with great rapidity throughout the world today. Every industrial nation outside of the Iron Curtain is devoting more and more time toward research of these developing sciences. Unitization and containerization are proving to be the solution to many of modern industry's most pressing handling and shipping problems. Manufacturers make large savings, carriers receive many benefits, and customers take an increasing interest in demanding that their shipments either be unitized or containerized. Unit-loads consist of items, packages or bulk materials pre-assembled into a convenient mass for handling by mechanized equipment and to fit the internal dimensions of carriers. It has been found that unitized handling and shipping offers cost savings too great to be ignored by anyone interested in the distribution of goods. At present, the benefits from unitized shipping and handling are being enjoyed only to a small extent due to the failure of many persons concerned with handling practices in recognizing only some of the advantages of unitization. Before the full benefits of unitized handling and shipping can be realized, some major changes in packaging and distribution practices will be necessary on the part of industry. Numerous investigations in the last two years show conclusively that there are more advantages and more inherent savings for shipping goods on pallets in unit loads than by any other method. There is no question that unit-load handling can offer significant advantages to the user over piece-by-piece package handling. Reduction in handling costs is the primary objective of such activities, but it is by far not the sole objective. Some of the other benefits that can be realized are:

The operation of an electrolytic refining tank house is an art as well as a science. If the electro-refining industry is to progress, a better understanding of the refining process is necessary. This would help to reduce the amount of training necessary to produce competent tank house operators who, in turn, would be able to increase both quantity and quality of the tank house product. To aid in understanding this process, quantitative relationships between the critical tank house variables must be established. The inherent major contributor to inefficiency in most tank houses is short circuits. By quantifying the effect of short circuits on each of the other variables in the system, as well as their effect on over- all system performance, better decisions regarding manpower allocation can be made. Current distribution under short circuit conditions, which has always been somewhat of a mystery, can be studied in detail. The relative importance of electrolyte balance, proper anode-cathode spacing, low contact resistance at points of electrical connection, and other system variables can be determined, With a better understanding of these variables, the steps necessary to increase current efficiency are more easily defined. Relationships between most of these variables are described in qualitative terms in the literature, but quantitative relationships between tank house variables have never been established. A realistic mathematical model of the tank house could be used to test the effect of variations in a single variable on other variables in the system, and thus define the quantitative relationships between tank house variables. It is not the purpose of this paper to establish these relationships, but to describe a recently developed model that can assist in their establishment. A computer program implementing this model has been applied to examine the effect of short circuits on overall current distribution. Some of the results are given here as examples of the utility of this program.

Rock surrounding mine openings frequently is an impermeable type such as shale or granite. Most rock, however, has joints, bedding planes, cleavage planes, or other potential discontinuities. Permeability to fluids (gas or liquid) may exist via natural joints or fractures in an otherwise impermeable rock. In the mining situation, tectonic and induced tensile and shear stresses may be great enough to cause joints to open or fractures to develop in previously solid rock. The rock, as a result, becomes less self-supporting and may - require artificial support such as rock bolts or timber. Simultaneously, as fractures develop, permeable paths may be created. If fluid can be injected into a previously solid and impermeable rock mass, a logical conclusion is that a fracture (crack) flow path must be transmitting that fluid. The U.S. Bureau of Mines Laramie (Wyo) Energy Research Center has been evaluating results of in-situ oil shale fracturing (hydraulic or explosive) and retorting experiments by. a fluid (air) injection , and borehole air flow profile logging technique since 1956 (1, 14, 15). In the oil shale case, it is imperative to know the location and flow capacity (permeability) of natural fractures, if they exist, and induced fractures that inter-connect vertical wellbores at depths of fifty to several hundred feet. By injecting air into one wellbore in a system of several wells and measuring input volume and pressure while simultaneously measuring the output of other wellbores, the minimum areal extent of interconnecting permeable fractures can be determined. Exact locations (depths) of fractures and individual fracture flow capacities between wellbores can be determined by air flow profile logging (14, 15). Knowledge of fracture locations and permeability is essential to rational experimental in-situ retorting design.

Most Newfoundland. mineral deposits can be clearly classified as within rocks formed either as accreting plate margins (ophiolitic pyrite-chalcopyrite massive sulfides such as Betts Cove, Whalesback, York Harbour, chromite at Lewis Hills, and asbestos at Baie Verte), at consuming plate margins (Kuroko-type polymetallic massive sulfides such as Buchans and Pilleys Island, porphyry-type Mo-Cu at Rencontre, fluorite at St. Lawrence), or within plates (zinc deposits at Daniels Harbour, sedimentary iron ores at Wabana, manganese in Conception Bay.) As these metallogenic patterns can be convincingly extrapolated southward into the Appalachians and northward to the Caledonides, they provide an important means of eliminating and selecting areas for particular exploration targets. Sonic criteria are described for the recognition of these environments of differing economic potential.

The oil shales in the Piceance Creek Basin of northwest Colorado occur in the Parachute Creek member of the Green River formation. The oil shales were deposited in a unique environment of deposition which caused the mineral nahcolite (NaHC03) to be precipitated within the oil shales. Post-depositional tectonics resulted in extensive fracturing of the Middle Zone of the Parachute Creek member, and to a lesser degree portions of the Lower Zone, which allowed percolating ground waters to dissolve the nahcolite in the fractured portion of the oil shale beds which is characterized by broken porous oil shale, certain beds of which have collapsed into rubble and debris. The extent and porosity of the Leach Zone aquifer is dependent upon the percentage of kerogen and nahcolite originally deposited in the oil shale. Any oil shale development program in the Piceance Creek Basin of northwest Colorado will need to be preceeded by an extensive study of the Leach Zone in order to determine the effects on a mining program.

The U.S. Geological Survey has for many years been flying and compiling aeromagnetic surveys. The aim is complete coverage of the United States, about half of which is presently done. Colored aeromagnetic maps at a scale of 1:1,000,000 are published as the states are completed; Minnesota and Colorado have been published. Michigan, Iowa, Nevada, Utah, Maryland and Virginia are presently being processed. Some of the most spectacular data collected to date is from the Piedmont of the Eastern United States. I am going to discuss a preliminary aeromagnetic map of the Piedmont region between New York and North Carolina, where coverage is nearly complete. This map has been compiled from many surveys. Flight spacing over Piedmont rocks is 1/4 to 1 mile with flight elevation of 500 feet above ground. The spacing over the Virginia Coastal Plain and Valley and Ridge regions is wider at 2 - 3 miles. Much of the data in Virginia has been produced by the Virginia Division of Mineral Resources. The map is colored on a spectral color scheme with red for the higher intensities and violet the low intensities. Each color represents a 100 gamma interval. Some of the highest intensities are beyond the range of the 13 colors - these are left white. It is necessary, of course, to remove first, the Earth's main magnetic field. The Geological Survey uses the International Geomagnetic Reference Field or IGRF (Fabiano and Peddie, 1969). The use of color in aeromagnetic maps is not new, but then not common. We have found that colored aeromagnetic contour maps are more useful by far than the uncolored versions because they allow the user to instantly compare intensities in widely separated areas and visualize long wavelength anomalies even when numerous short wavelength anomalies' are superimposed. One tends to see only steep gradients on uncolored aeromagnetic maps, the broad anomalies being quite invisible. We feel that colored maps take the place of various mathematically derived maps such as second derivative or averaged maps.

The disposal of sludges and other similar industrial wastes is a major problem. Liquid wastes from industrial operations, when treated, produce significant volumes of sludge which are difficult to dispose of, because of the chemical and physical properties of the sludge. In the mining industry sludge is produced from various water treatment operations, in particular mine drainage neutralization. Waste water from coal preparation plants also produces a sludge however the sludge is in fact a slurry containing clays, coal fines and coal impurities. In many areas the disposal of these sludges is producing a serious problem. Mine drainage sludge consists of a variety of hydrous iron oxides, usually ferric oxides, contaminated with other neutralization products such as calcium sulfate. Underground mines, penetrating well below the water table, quickly fill with water when abandoned. Ordinarily, these natural cisterns are not thought of as sources of industrial water. Under special circumstance, if chemically treatable, they might become valuable industrial water reservoirs. An example of a group of about 20 mines in a geological and structural setting insuring water entrapment, rapid recharge and a possible minimum of contamination, are the small, compact Belle Ellen and Piper basins in Alabama's small but second most productive coalfield, the Cahaba. The mines have been abandoned from more than 50 to less than three years. The county now produces about a million tons of coal annually, all from strip mining. Figure 1 shows an idealized cross section of the strata in the Belle Ellen syncline near West Blocton, Bibb County, Alabama. Figure 2, 3 and 4 are maps showing the location of the syncline, other structural features, the outcrop lines of the three principal coalbeds underlying the basin, and the mined-out areas on the three beds (1).

24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

The purpose of this paper is to investigate trends in exploration expenditures of a selected group of mining companies for the interval 1968 through 1971. The paper also compares these trends with other financial factors that are associated with various groups of companies and comments on the implications of these trends. Although a four-year interval is hardly enough time to establish a long-range set of trends from which operating rules can be derived, the fact that the four years selected are in the immediate past gives some sense of relevance to the matter of exploration expenditures at the present time and in the near future. The sample under study here consists of 21 mining companies. Of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the extraction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining; for example, from oil and gas sates, Also, no companies which can be considered strictly as exploration companies are included in this study. Although this definition held up fairly well when studying this list in 1968, the strict application of this definition became more difficult through the years up to the present time. In 1971, three or four of the companies were changing their character in that they were phasing out of the mining business, and either deriving their income or planning to derive a substantial part of their income from activities other than mining. An improved mine environment is the single most critical factor affecting the health and safety of workers engaged in underground coal winning. A very important subclassification of this wide field is mine ventilation, which essentially deals with 'mine atmospheric environmental control.' To ensure proper mine atmospheric environmental control, adequate quantities of air must flow through working sections in the mine. In recent years much attention has been paid to the fan and its prime movers, but the efficient use of the fan output in the workings has not received an equal amount of investigation. In mechanically ventilated mines friction losses in main airways often account for 70 to 90 percent of the total pressure loss sustained in the system. Also the leakage losses are a serious detriment to the efficiency of mine ventilation systems. It is not uncommon to loose 60 to 70 percent of the air between the fan and the last open cross-cuts due to leakage directly into the return Proper assessment of these losses in simulating and projecting complex ventilation systems is vital. Network analysis of ventilation systems is not new. Scott and Hinsly (1951) presented the detailed mathematical framework. Since then work has been done in adopting this technique to analog, and within the past few years, to digital computers. Development of computer programs to solve ventilation network problems has been reported in United Kingdom, Japan, U.S.S.R., South Africa, Germany, and the United States. The purpose of these programs is to serve as an experimental mine wherein analysis of proposed alternatives or ventilation planning can be tested. The great power of the computer as a planning tool lies in the ability to input empirical or Projected data into programs with predicting ability. But, however good a computer program is, unless fairly accurate input information is available accurately assessing the engineering factors of the ventilation system, the output will be suspect. Thus, to simulate and project mine ventilation systems, good estimates of leakage and friction factors are important. Yet, relatively little work has been done in the past three decades to determine these more realistically.

While flue gas scrubbing with alkaline solutions is one of the oldest methods of removing SO2 from flue gas, a satisfactory scrubbing system for this application, which is both technically and economically viable, has yet to be developed. Interest in alkaline scrubbing has continued because of its basic simplicity and comparatively low capital cost. Drawbacks of alkaline scrubbing are the tendency for accumulation of solids to plug the system, scaling, corrosion and erosion problems and the need to dispose of large quantities of waste. Discussed are instrumentation loop applications to a 90,000 cfm alkali scrubbing test facility, the process problems the instrumentation engineer faces in. selection of equipment, the performance of the instruments selected and the problems encountered during start-up. The Test Facility incorporates centralized electronic process control with a digital data acquisition system provided to log process variables and print off normal (alarm) conditions. Flue gas SO2 content is measured by ultra-violet analyzers and analysis of the total gas stream is by gas chromatographs.

Although the physical appearance of excavating equipment doesn't seem to have radically changed over the past decade, important changes within the products and an innovative attitude on the part of the engineer in his design approach is becoming increasingly evident. The new philosophy is to go beyond simple refinements of existing designs that simply produce a machine which further reduces overall cost per ton or per cubic yard of material moved and to do it more efficiently than ever before. Standard ideas and preconceived notions have been discarded and have given way to providing a design and a machine that is best suited to get the job done. Understanding that the application will not always fit the machine, but, in most cases, the machine should fit or suit the application is a foremost consideration in the engineers' design criteria.

The decreasing supplies of natural gas and low-sulfur crude oil available for electric power generation in the United States will unquestionably shift the emphasis to nuclear and coal fired steam power plants in the immediate future. Failure to do so will ensure our dependence on mid-east low sulfur crude oil comprising some 70% of the known world reserves, and imported liquid natural gas. By contrast, the United States has 43% of the known world reserves of anthracite, bituminous and semi-bituminous coal and 48% of all known coal reserves of the world including lignite. It is evident, therefore, that coal is alive and well and will continue to be a significant energy source for the production of electricity for many years. Of course, concern for our environment and the development of new technologies will ultimately curtail the utilization of coal for the generation of bulk power, but information released by the National Electric Reliability Council and the Federal Power Commission is worth repeating. In the year 1972 the total capacity of generating units in the United States was 379,552 Mw of which 149,974 Mw, or 39.5% of the total, was produced by coal fired steam turbines which consumed 344,700,000 tons of coal. New capacity additions planned or in construction show that in the year 1981 our total generating capacity will be 843,503 Mw, of which 257,995 Mw, or 30.6% of the total, if from coal only. Translating this increase into terms meaningful to the bulk material handling industry suggests that ten years from now the utility industry will require 590,000,000 tons of coal per year - a monumental task - if we are to sustain our current demand rate for power.

The mining industry needs to assure compliance with the Federal Water Pollution Control Act Amendments of 1972 (Public Law 92-500). Congress has enacted this legislation with the intent of preventing, reducing, and eliminating pollution of the nation' s surface and groundwaters. Recognized sources of pollution such as seepage from tailings ponds, waste dumps, and contaminated effluent from mine dewatering operations pose a serious threat to adjacent groundwaters. In addition, technological innovations being implemented by the industry such as in situ leaching of low grade ore deposits may also lead to ground- water contamination. An adequate monitoring methodology designed to meet the needs of the mining industry is needed. Monitoring and control methodology devised for other man- caused sources of ground- water pollution - e. g., landfills - offer considerable promise for adaptation to the problem. The prediction of deleterious effects on groundwater quality usually requires extensive geohydrological data in addition to a thorough analysis of the mining activity that is underway or projected. If the avail- able data are adequate, mathematical models of surface and groundwater flow can be constructed that will help to predict effects on water quality. Data are inadequate to allow a realistic interpretation of pollution potentials. These data can be supplemented by computer simulation as a method to explore a number of possible environmental effects and also to develop a minimum-cost approach to identifying and gathering the additional necessary supporting data. Incorrect assessment of the important environmental considerations may, in many instances, prove to be the weakest link in analyzing the financial feasibility of a mining operation.

Virtually all fluorine consumed by the aluminum industry is as the electrolyte of the Hall-Heroult process for producing primary aluminum. A small amount of fluorspar is used but most fluorine is consumed as either aluminum fluoride or cryolite. Some fluorine- containing materials are used in secondary aluminum production, but the amount is negligible compared with primary production requirements. Any analysis of the future of the primary aluminum industry must take into account two powerful and closely related driving forces which are shaping that future. These factors are increasingly stringent restrictions on the emission of pollutants and the continuing cost-price squeeze. Nowhere do these factors combine more forcefully than in the area of fluorine consumption. We can safely assume that industry efforts to reduce fluorine consumption will be intensified and that these efforts will be fruitful. This paper will attempt to identify and quantify the factors and trends of fluorine consumption during the next decade. We will be concerned primarily with the demand for new fluorine. Sources of new fluorine will not be treated.

You here are all familar with the myriad of new laws, some enacted and some pending, that affect the mining industry. These laws, for example those dealing with suspended matter, affect us in Alaska as they do you. Likewise, our friends in government, the Geological Survey and the Bureau of Mines, provide us with the same fine services that they do elsewhere. I am not going to speak today about these, but concentrate on one act of Washington, D.C. the impact of which is felt, for now at least, principally in Alaska. A little more than a year ago, I spoke in Spokane on the subject, "Governmental Challenge to Mineral Development in Alaska." I outlined some of the policies of Government which were operating to change the rules under which the industry operates and to alter the relation- ship between government, industry, and the individual. At that time the Native Claims Settlement Act had not been passed, but was on the verge of being so. In reading over what I said in Spokane, I note that I touched on many points where Government was actually challenging mineral development in Alaska. With the passage of the Alaska Native Claims Settlement Act, many of these actions were given a cloak of legality, and machinery was set up to concentrate the drive to tie up the public domain, machinery which will allow govern- mental control and interference with the actions of individuals on something like 90% of Alaska's land surface. This remarkable law is going to affect each and every one of you. Now, a year after its passage, we are only just beginning to see its lesson for the future.
