INTRODUCTION The selection of the optimum coal preparation plant flowsheet is a vital part of the development of a new plant or the expansion of an existing facility. Selection of an inappropriate flowsheet or individual equipment items can result in costly production losses, or needless expenditures or redundant or oversized equipment. The accuracy of the flowsheet selection process is, like most decisions, heavily dependent upon the amount, reliability, and quality of the database. A flowsheet which is based on simple borehole information from an area that has experienced little or no previous mining activity must necessarily include significant allowances for uncertainties. However, a plant which is to be built at an existing mine with good information on run-of-mine (ROM) coal quality, as well as bulk washability data and accurate projections of future quality, can be optimized. The following chapter will describe the processes which should be followed to select the most appropriate flowsheet for each unique operation. They include: 1. Examining and adjusting the washability database to reflect the ROM feed. 2. An evaluation of clean coal specifications. 3. Selection of the level of washing required. This includes no washing, if the coal is already at the desired specification, all the way through to complex total washing circuits for metallurgical grade coals. 4. Selection of the appropriate circuit such as dense medium bath vs. Baum jig. The most appropriate circuit is generally determined on the basis of economics. An approach for performing the evaluation will be desired. 5. The steps that need to be followed to develop a balanced plant flowsheet. ADJUSTING WASHABILITY DATA It is not unusual to have as many as 10 to 20 sets of washability information available for a particular mining property. These may be a combination of core and bulk samples or all bulk samples. In the latter case, they may also be face and/or ROM samples. It is necessary to reduce all of this information to a single set of washability data that is representative of the mean feed to the proposed preparation plant. This set is used to compare the clean coal yield and quality characteristics of the various flowsheet options. The term "representative" has some serious negative connotations. It is recognized that ROM coal quality will vary throughout a mine. However, over a period of 250 to 350 days per year, certain trends can be established. If possible, this "representative" sample should be close to the coal quality of the mean daily sample in terms of raw ash and sulfur contents, clean coal yield, and clean coal ash and sulfur content. Mining economics courses have been taught in Europe for more than two centuries and in the United States for most of this century. They are the mineral industry's version of engineering economics offered by industrial engineering departments. In the 1930s, mineral economics first appeared in American mining schools. This subject goes beyond the deposit and the mine. It examines the economic aspects of mineral resources in general and the individual mineral industries in particular. In 1947, the first degrees in mineral economics were granted in the United States. There are mining and geological engineers who specialize in mining economics. But it has rarely become a separate degree program. Rather, in this country and several others, a graduate student in a mining department or school will include economics in his course work. Then the person writes a thesis or dissertation on a mining economics topic. One exception is found in Moscow at the Department of Geoeconomics of the Moscow Geological and Prospecting Institute (MGPI). To place this program in perspective, some background is needed on education in the Soviet Union.

Previous experimental results have shown that an increase in temperature and/or oxygen concentration leads to an increase in the hydrophobicity of fluorite (CaF2) with adsorbed oleate. Subsequently, ex-situ Fourier transform infrared (FT-IR) transmission studies suggested that this increase in hydrophobicity was the result of double-bond reactions between adjacent oleate species adsorbed at the fluorite surface. Now an in-situ FT-IR study on single crystals of fluorite has been used to monitor this phenomenon using internal reflection spectroscopy (IRS) with the crystals serving as reactive internal reflection elements. The double-bond reaction has been correlated with in-situ adsorption density measurements. These results demonstrate that only the first chemisorbed oleate layer undergoes the double-bond reaction at an appreciable rate. However, multilayers of precipitated calcium oleate in the case of fluorite appear to react minimally even for oxygen saturated solutions at elevated temperatures.

After a discussion of the principles of heavy-mineral enrichment and the sedimentary history of shelf sediments, four models are described that can explain the genesis of heavy-mineral deposits in shelf areas. On the basis of these models, the heavy-mineral potential of most shelf areas is estimated to he significantly lower than the potential of their neighboring coastal plains.

An electrochemical coal oxidation model involving heterogeneous kinetics is presented. This model was tested by collecting current transient data on three coals assaying different ash content under varying operating conditions such as particle size, temperature, and % solids. In all cases, the model fitted the data very satisfactorily. Three intrinsic rate constants, namely mass transfer coefficient of Fe(II) Ions diffusing from solution to the anode (kma), mass transfer coefficient of Fe(II) Ions diffusing from solution to the coal surface (kmc), and chemical rate constant for coal oxidation with respect to Fe(III) at coal surface (k), were calculated. It was interesting to note that in this system, the mass transfer at anode was as important as the chemical reaction at the coal surface. The validity of this model was further demonstrated through a comparison of the activation energy of coal oxidation: firstly, by utilizing calculated chemical rate constant and assuming Arrhenius' type of relationship: secondly, by utilizing conventional approach using limiting current values. The comparison revealed that agreement was quite close. This kinetic analysis is useful because such a model can be used in predicting the intrinsic rate constants so that the relative importance of mass transport can be rationally analyzed.

In 1987, the International Agency for Research on Cancer designated crystalline silica as a 2A probable carcinogen. As a result, crystalline silica is regulated under the Hazard Communication Standard as a probable carcinogen at a concentration of 0.1% or greater in the workplace. Crystalline silica will be listed as "reasonably anticipated to be a carcinogen" by the National Toxicological Program. This designation of crystalline silica as a probable carcinogen has created major issues for the mineral and chemical producer, including labeling, hazard communications, marketing a material with potential hazard exposure, and potential liability. The State of California also regulates crystalline silica under Proposition 65 in products as a carcinogen, based upon the IARC determination that it is a probable carcinogen. More federal and state regulations are anticipated as a result of the IARC classification of crystalline silica and its subsequent federal regulation. Respirable crystalline silica has been regulated as a hazardous dust for many years by OSHA. This regulation was initiated to prevent silicosis, another occupational disease. OSHA has established monitoring devices for determining the concentration of airborne respirable silica in order to measure exposure to this substance. The accurate determination of the crystalline silica content is critical to dealing with these health risks and regulations. In the past, crystalline silica was considered to be safe and, because of its ubiquitous nature, little effort was made to determine or quantify its presence in most materials. The Hazard Communication Standard requires that a1l products containing 0.1% or greater crystalline silica must be properly labeled for this material and its hazard. Unfortunately, the 0.1% threshold was not chosen on the basis of established analytical capabilities for crystalline silica, but results from general limits for potentially carcinogenic chemicals and substances. Numerous methods have been developed for the determination of crystalline silica in a variety of products. However, these methods are not generally applicable since they must be specific for silica in any of its crystalline states and not just for total silica content. Chemical tests for silica are not difficult and quite accurate at the 0.1% level; however, in addition to its crystalline phases, it occurs in amorphous phases and in a wide variety of crystalline and amorphous silicates. In general, there is little correlation between total silica content and crystalline silica.

An overview of the evolution of computerized mine planning and design has been given, emphasizing the need for a knowledge-based system for planning and design of underground coal mines. An outline for the development methodology and procedure has been provided. Problem structuring guidelines have been used to incorporate intelligence and integration to the design modules. A skeletal model for a mine planning and design expert system has been prescribed, and the development process has been documented in detail. A feasibility prototype has been developed to test the structure of the skeletal model and to ensure completeness of the design process. The feasibility prototype development and its contribution toward proto typing has been addressed in this paper. At present, prototype development is underway. The prototype is expected to be avail-able for testing and implementation in early 1991.

This paper presents an innovative mining method with the application of the water jet. The basic principle of this mining method is to mine a thin panel slice with a water jet system and to allow the roof to deflect elastically and subsequently to be supported by the coal floor without artificial roof support. Through the sequential mining of layers from top to bottom, the entire seam is extracted and the roof rests upon the mine floor. The advantages of this method are that the safety of underground operation can be greatly increased and the surface overburden disturbance will be markedly reduced. . An economic evaluation of such a system is presented for the total cost estimated per ton of coal mined at the face. This evaluation is then compared to that of a continuous mining section utilizing a room and pillar mining method.

The paper under discussion provides an excellent and concise study of compartment ergonomics for thin seam equipment. However, in accomplishing this, some very important operational aspects were ignored. Since these are likely to be determinant, the authors' response is solicited. The novel shuttle car with its cross-car, end-mounted compartment is operationally very different from the current one. The latter can be considered a highly mobile extension of the continuous miner or loader, with a pass-through conveyor, dump boom, and extra storage. As such, the vehicle's kinematics are the simple "I," or shuttle pattern, bent for going around pillars, with an intermediate stop at the "change-out point" (Adler, 1986 ). The action of the cable reel adjusts well to this pattern. The proposed shuttle car's motion either superimposes a "Y," time is lost (5 seconds) for each cycle, space is needed, line of sight is compromised, and a cable anchor is probably required at the dump. A chute is almost prohibitive in construction time and cost. The lack of a dump boom further curtails flexibility in the proposal. The value of a standard hand and opposite standard hand configuration also needs consideration. Many front-end loaders have a rocker (overshot) capability that is designed to achieve an "I” pattern. And crawler loaders sometimes use a side dumping bucket variant for the same purpose. These examples indicate the pattern's importance. For underground, thin seam application, the ram car has become popular. This is an articulated truck, battery-powered, and with an ejector dump. Its operational patterns would be similar to the novel shuttle car, except without the loading flexibility provided by a conveyor. Since the cab location of the proposed shuttle car largely obviates some of the major advantages of the present shuttle car, the question arises whether this configuration could be adapted to the current ram car and scoop

The operation of mobile mining equipment near the crest of stockpiles and wastedumps is a potentially hazardous practice which often results in localized slope failures. A limit plasticity approach to determine the total admissible weight for moving loads near slope crests is presented. A three-dimensional analysis provides an upper bound solution to the load that can be applied to the top of the slope (dump point), and it also provides the critical distances of the load from the slope crests. The analysis accounts for the inertial forces generated by the deceleration of a moving load (e.g., a dump truck), and it also includes the drag resistance of the front wheels if the brakes are engaged. The results can be utilized to determine the safe operating distances for mobile equipment from the slope edge. This presentation will discuss the application of limit plasticity to the development of the local three-dimensional collapse mechanism. An example with realistic parameters also will be presented.

If you believe that the goal of the space program should be a permanent, manned presence in space, then you believe in space mining. Historically, mining has been an integral part of the frontier. For the space frontier, mining is absolutely necessary. Any large-scale space facility must be built from materials mined in space. The reason is simple: the cost of getting material off the earth overwhelms all other costs. The cost of launching a pound of material from earth into low earth orbit ranges from $5000 to $10,000. Multiply this number by three to get to geostationary orbit. With the added expense of landing on the moon, an object is worth more than its weight in gold. Most space projects are impossible if materials must be hauled out of earth's enormous gravity well. For example, habitats (large structures in free-fall that simulate earth's gravity) and massive solar power satellites will take millions of tons of material to construct. Transportation economics alone dictate space as the source for oxygen, construction materials, and metals, among others. Space mining is not concerned with introducing materials for terrestrial use. The need for materials in space is infinite. The challenge for the mining industry is enormous.

Quartz dust is one of the most significant ongoing health concerns in coal mining today. Since initial verification of this health risk in coal mines by the Mine Safety and Health Administration (MSHA) during the early 1980’s, the Bureau of Mines has conducted numerous studies in underground mines to identify the sources of quartz dust and its fundamental characteristics. The most significant underground quartz dust source was found to be the continuous miner excavating rock. The percentage of quartz was also found to be higher in the smaller size fractions of the dust when significant amounts of rock was mined by the continuous miner. Furthermore, the quartz content in the continuous miner return remained fairly consistent at greater distances from the face. Another important factor speculated to affect quartz dust generation and its size characteristics is the morphology of the quartz bearing rock. The quartz content of dust between mines had notable differences with respect to the differences between kaolinite content in the dust. Low kaolinite content was associated with higher quartz content and increased size segregation of quartz into smaller dust particles, indicating that the free silica bonding matrix in the rock is most likely another factor responsible for quartz dust produced through mechanical comminution.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia)and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation. These questions pose a substantial risk to any potential mineral investor. Only probabilistic methods should be used to quantify this type of problem, short of drilling and metallurgical testing. Mine ventilation systems mostly are ventilation networks with fixed-quantity branches. The solution to the problem of ventilation networks with fixed-quantity branches is obtained by choosing the fixed quantity branches as chords and using Hardy Cross iteration method. The solution usually is feasible but may be not economical. This paper takes minimal annual ventilation electricity cost as an object, considering the power of main fans and boosters, natural ventilation pressures and resistances of regulators, and builds up a nonlinear programming model. A set of initial values of the nonlinear programming can be obtained by using Hardy Cross method, The MAP technique then used to find a set of local optimal solution The running procedure with a simple example is dicussed. In the networks, air quantity of branches are generaly regulated by increasing branch resistance or air pressure. A comon approch to the of the networks with fixed quantity branches is to formulate it based on Kirchhoff's current and voltage laws and the solution is obtained by Hardy Cross iterative technique. The solution usualy is feasible but may be not economical. The optimal plan of air quntities regulation of mine ventilation network should be to make the solution satisfy both required quantity of work places and minimal ventilation operating cost. It is the purpose of this paper to introduce a new approch and computational experience of nonlinear programming of the optimal problem.

A simple shape description scheme has been developed which has the specific aim of distinguishing between angular and more rounded particles. The procedure involves fitting a general polygon (usually about 20 sided) to the particle profile. Geometric shape descriptors have been defined based on variations in the angles between adjacent sides and their radial displacement from the particle centroid. A two-parameter shape description, incorporating an angular variabli1ity and an elongation index, has been shown to be clearly consistent with visual observations. A single-parameter angularity index has been shown to be very sensitive to small differences in particle roundness and seems to provide a better description of angularity than other approaches such as signature and fractal analyses. The scheme has been applied to three sets of fine quartz particles produced by different grinding procedures. The results indicate that the technique is capable of distinguishing between angular and re1atively rounded particles and can quantify their specific shape features.

The Line Creek Mine is operated by Crows Nest Resources Limited, a wholly owned subsidiary of Shell Canada Resources Limited. It is located approximately 25 km north of Sparwood in southeast British Columbia (refer to figure 1). The Line Creek coal deposit is part of the Upper Elk Coalfield in the East Kootenays. The coal is a medium volatile, low sulfur, bituminous coal and is used as a coking coal. Coal close to the outcrop is typically of low F.S.I. and is processed for thermal use. The present pits have a total coal reserve of 30 million clean tonnes and is a multi-bench, open-pit operation. The coal is recovered by front shovel and backhoe combination, and hauled to the plant with a fleet of 120-tonne and 40-tonne capacity trucks. Line Creek is unique in that it can simultaneously treat both metallurgical and thermal coal in separate processing facilities (refer to figure 2). Run-of-mine coal is delivered to the truck dump. The plus 50 mm material is scalped off and reduced to minus 50 mm in two rotary breakers. The raw coal is then conveyed to one of five, 5000-tonne capacity, silos. Typically one silo is used for thermal coal and four for metallurgical coal (refer to figure 3).

The results of an investigation to characterize the chalcopyrite/solution interface are presented. Several techniques including galvanostatic and steady state polarization, cyclic voltammetry and impedance spectroscopy were used. The results show that the dissolution of chalcopyrite is incongruent. Initially, at low potentials(<O.34V), iron species are released which give rise to the growth of an iron-deficient sulfide (IDS) layer. The dissolved iron might reprecipitate as a hydroxide layer depending on solution composition. Continued oxidation involves diffusion of species through the product layer. At higher potentials (>O.48V) further oxidation leads to dissolution of copper and sulfur species with a resultant breakdown of the IDS layer. The changes in properties of surface coatings resulting from various electrochemical treatments are discussed.

The quantitative evaluation,of quartz and other minerals in acid-insoluble residues from carbonate rocks and other industrial mineral products derived from sedimentary and low-grade metamorphic rocks is difficult. Commonly there are a dozen or more minerals present, and the suites vary from sample to sample. Because of these factors, either the absorption coefficient must be determined on a sample to sample basis or an internal standard must be used. Internal standards in general use are unsatisfactory. For example, [A1203] is often present in product samples because of ceramic grinding elements used in their production; CaF and LiF have peaks which overlap or nearly overlap mineral peaks in the samples. A careful evaluation has shown that magnesium aluminate (synthetic spinel) works particularly well as an internal standard for these types of samples. Not only does it have few, strong diffraction peaks which do not overlap, the peaks are in the same 28 region as the minerals, usually quartz and silicates, for which quantification is desired. Spinel also consists of equidimensional particles without prominent cleavages; this promotes a random orientation of the minerals in X-ray diffraction mounts. In addition, spinel can be used to correct for loss of diffracted-beam intensity due to thin sample preparations which are often unavoidable.

The Windy Craggy copper-cobalt-bearing massive sulfide lies in the Tatshenshini map area of northwestern British Columbia, where British Columbia joins Alaska and the Yukon. The area is covered with numerous glaciers and ice fields that mask geologic detail and hamper ground access. In 1957, Ventures Ltd., the predecessor of Falconbridge Ltd., undertook a reconnaissance of the area using a float-equipped Supercub. At that time, large lakes and glaciers were unnamed and little was known of the geology. The prospecting team was led by J.J. McDougall with Stan Bridcut as pilot-prospector. Prospecting was directed at the St. Elias Mountains between the rich Kennecott copper deposits to the northwest and the Maid of Erin silver-copper mine on the Haines Road, BC. Reconnaissance flying in 1957 and early 1958 eliminated vast segments of the Kennecott-Haines Road terrain as being too inaccessible for mining. In 1958, the Supercub landed at an unnamed lake and the terminal moraine of an unnamed 12.9-km (8-mile) long glacier was prospected. The lake was called Tats Lake and the glacier named Tats glacier (short for Tatshenshini). Float of sulfide was found in the moraine. Follow-up investigation along Tats glacier led to the discovery of several small sulfide deposits and these were staked. Prospecting active glaciers in this area can be complicated because of drainage capture by eroding valley glaciers. Glacier capture resulted in the float from one mineralized area being deposited at different times in three widely separated moraines. Float of the Windy Craggy deposit, therefore, occurs along the course of older glaciers and at the base of the currently active ones. The problem of sourcing caused much additional Supercub reconnaissance. It is interesting to note that about 40 geographic names were given various features in this unmapped portion of the St. Elias Range, and these names were ultimately officially adopted.
