The opencast lignite mines in the Rhinel and Di strict/Germany are equipped with the continuously operating bucket-wheel excavator - conveyor - spreader system. High productivity requires large capital expenditure on main mine equipment as a precondition for efficient mining. In operation, the technology employed leads to a particular cost pattern which is quite different from that of other industries. Labour, auxiliary equipment and mobile vehicles are the most important cost factors which can be controlled by the management. In this respect information processing computer systems are used for systematical and interpretable representation of operational tasks and jobs both in planning and work preparation and in recording the operational data describing the work result and the use of resources. Another aim of the project is to relieve the middle management of major part of its administrative routine work. Job-related work planning and data recording open up various possibilities of analyzing the operational procedures. This analysis shows, for example, what auxiliary machines are particularly suitable for specific tasks, and working groups can be organized so as to take account of the different skills of individual employees for the sake of an optimal work product. Computerized information processing provides the decision makers with topical information related to their respective responsibilities. The mining department of the Hambach opencast mine is the first user of the PERMAD system. Due to the favorable evaluation it has been decided to introduce PERMAD in three other mines in the course of 1992/93.

This paper will present an overview of several hydrometallurgical processes which can be used for sea-nodule metal recovery and some simplified economics. Before going any further, here are some of the basic figures from which the economics were developed. The first is to establish a representative composition for a typical nodule feed (Slide 1). This set of chemical analysis figures can be taken as typical for a deep Pacific nodule feed and shows manganese at 30%, copper at 1.1%, cobalt at 0.2%, nickel at 13% and iron at 10% for the metals of economic interest1.

I read the paper “The jackknife approach” with interest. There appears to be a widespread misunderstanding of the kriging variance as a measure of the error variance of the kriged grade estimate of an ore block. Virtually all mineral deposits display skew frequency distributions and are subject to the well-known proportional effect. Thus, it is usual to find in an ore body, when subdivided a really into subpopulations, that the variances of the grades (or the total sills of the variograms) for the subpopulations will be correlated with the corresponding mean grades (usually linearly with the squares of the mean grades). Thus, the variogram will be stationary.

Even with conservative mine planning, rib instability can progress from a nuisance to a major safety hazard. This Bureau of Mines paper examines the mechanisms of progressive rib failure in high mine openings and discusses techniques to control rib slabbing. A field test site in a longwall mine was instrumented to investigate rib behavior during mining. While data analysis showed minor pillar dilation. sporadic zones of progressive rib instability were detected that culminated in eventual rib failure. The failure occurred despite conservative pillar dimensions and shallow depth. Models were used to demonstrate the mechanisms of rib failure and then evaluate the influence of support and other mine-related parameters on rib behavior.

The improvement of grinding circuit efficiency is a constant industrial requirement. It has often been connected to the improvement of classification. The paper discusses some operational aspects of hydrocyclone classification. A hydrocyclone should be operated close to roping but should not with high density slurries go to roping. Unfortunately roping is not well understood and roping models for controlling hydrocyclone operation are not adequate. The paper discusses also some ways of improving the classification in terms of bypass and imperfection. The last part of the paper discusses the effect of bypass and imperfection on circuit performance.

The National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study to optimize the rib control plan in a room-and-pillar coal mine. The study mine is located in the Central Appalachia coal basin. Two monitoring sites were selected at different sections in the study mine. The selected sites have different overburden depths and geologies. The instrumentation plans at study sites include borehole pressure cells installed at various depths in studied pillars, rib and roof extensometers and load cells mounted on number of the rib bolts. The instrumentation results and observed geology for one of the study sites showed great potential for optimizing the rib bolt plan at that section of the mine. Therefore, a rib support optimization study was followed using numerical modeling technique. A calibrated threedimensional model was developed using the instrumentation results of the optimization section. The calibrated model was used to determine the optimum rib support for expected overburden depths and rib heights. Baseline rib bolt patterns were assumed for the optimization study. Additional rib bolts, above and beyond the baseline bolting parameters, were outlined and identified as solutions to contain the rib fracturing identified by the modeling results.

I know this is, at best, a frustrating period for the coal mining industry. About 20,000 miners have been laid off, mostly in the Appalachian and mid-western areas, and several mines are working less than 5 days a week; however, the industry is experiencing modern growth and, at least, there is the potential for future growth. The coal industry is probably only operating at about 80 percent of its present capacity, and it is certainly capable of helping this country solve its energy problems. Growth, as a rule, does not come easy, and growth in the coal industry is no exception to this rule. Many formidable challenges have to be overcome. As we all know, mining relies very heavily on the earth sciences, which have advanced significantly in the past few years, but we are always working in a changing environment which in most cases is a hostile environment. Large quantities of material are quickly extracted and rapidly moved in, generally speaking, a very confined area. The very nature of the mining business directly and constantly impacts our environment during this period in which the Nation and the world has become increasingly smaller and more concerned about protecting our environment. In addition, growth brings about an expanding work force which is increasingly younger and less experienced.

INTRODUCTION The solid fossil and nuclear fuels, but especially uranium, are given prominent, indeed leading, roles by energy experts in most long range estimates of world energy futures. Optimistic forecasts are inspired partly by the disproportionately large solid fuels resource base compared to present rates of consumption or to oil and gas resources, and partly by the vision of inexpensive high technology applications. Such a view overlooks the fact that while resource- use disparities and new technologies give allure to the promise of the solid fuels, they do not guarantee cheap solutions to the basic problems of solid fuel uses: viz., their relatively difficult conditions for efficient ignition and control, including the management of environmentally acceptable residuals disposal. Contrary to the varied versions of this optimistic hypothesis, this paper shows that a great many persistent economic and technical problems interfere with such a simple inference. These act as constraints which qualify or dispute much of the national energy policy based on existing modeling of solid fuel requirements and optimistic engineering evaluations. The assumptions and techniques of such exercises are sometimes at fault. As often as not, however, the distortions created in open market fuel com- petition due to misdirected national energy policies themselves are to blame for misdirected efforts. A number of interesting implications result. Among them are the distinct possibility that the low technology applications will dominate, so that more direct coal and less synfuel or nuclear use will occur; that, accordingly, exhaustion rates for uranium will be low, that the most extensive growth of solid fuel through 2000 will be in conventional pulverized coal cumbustors, and that the traded share of the world coal bum will be much larger than predicted. These trends will place much more pressure on oil and gas prices than forecast by most experts. On the way to these findings the paper demonstrates that solid fuel resource adequacy in situ, balanced against the projections of demands as capacity requirements, mean little as conventionally measured by years to exhaustion or potential supply schedules. Indeed, all stock concepts of demand requirements or of fuel re- sources must be tied to the paths of the unit costs and the deliverable prices of all substitute fuels and systems over time. This requires a dynamic analysis of supply and demand, integrated with geological and engineering constraints, to provide insights into the multiple modes of market and product substitution. Market forces rather than technical promise will determine the allocation of the solid fuels. Moreover, the equilibrium paths of individual fuel prices and market shares are not easily simulated by general or network models, and decision makers will continue to rely on the partial, local comparison of alternatives in their choices of fuel systems at any time. During the course of evaluations by the Mine Safety and Health Administration’s Roof Control Division, the controls on ground instability were investigated at surface and underground limestone mines throughout the eastern and southern United States. Structural geologic features, including joints and faults, were identified by basic geologic mapping as primary controls on highwall and back instability in surface and underground limestone mines. By comparing the spatial orientation of discontinuities and internal angle of friction with the orientation of highwalls on a stereonet, the potential for sliding, toppling, and raveling failures was evaluated in a semi-quantitative fashion. Structural geologic mapping identified faults and joints, which dismembered the back and were associated with ground instability, in underground mines. This paper documents the importance of recognizing structural geologic controls on ground stability in limestone mines, advocates basic geologic mapping as a critical component of ground control programs at surface and underground limestone mines, and provides examples of simple stability evaluations using the stereonet method.

The Elkhorn mining district is located 35 kilometers southeast of Helena, Montana, on the southeast edge of the Boulder Batholith. Geologically the district consists of a folded sequence of Paleozoic limestones and shales which have been thermally metamorphosed and altered by monzonite to diorite intrusives related to the Cretaceous Boulder Batholith. For the most part, the skarns are associated with metasomatic: replacement of calc-silicate hornfels, diorite and marble by iron rich, dark green pyroxene, garnet, sulfides, the district contains excess of 30,000 Kg.

Begun in 1992, an abandoned and inactive mine inventory in the Black Hills National Forest has resulted in a hazard ranking of the most severely affected sites. For purposes of the inventory, the Black Hills were divided into three main regions: the northern Black Hills, with primarily gold mines; the central Black Hills, with pegmatite mines and some gold mines; and the southern Black Hills, with primarily uranium mines. A computerized data base has been developed along with standard forms for field crews. The forms were designed to provide maximum compatibility with other abandoned mine inventories on various federal and state lands. Measures recommended for the most hazardous and heavily affected sites include regrading of unstable slopes, fencing of open shafts, and remediation of the most severe acidic mine drainage problems. Specific examples are illustrated where remediation and safety measures were recommended or have been implemented. The vast majority of the sites, however, needed little or no remedial action.

Mineral commimition is an important and expensive industrial process and modern comminution circuits are complex There is considerable economic incentive to optimize circuit design and performance and to operate circuits at maximum efficiency, and these aims may be achieved by setting up mathematical models of the units in a circuit on a digits, computer and studying the behavior of simulated circuits. Models of grinding mills and cyclone classifiers which may be used for this purpose are discussed. The use of these models for design and optimization is discussed and particular mention is made of the factors which are important in circuit control. A flowsheet for the recovery of nickel and cobalt from laterite ores has been developed which involves acid leaching followed by hydroxide precipitation of the metal values and then releaching of the hydroxide cake with ammonia. Investigations of the chemistry of extraction of nickel by LIX® 84-I and a developmental reagent, XI-84-IT, along with the physical properties of the organic phases are described. Based on these investigations, suggestions with regard to design of a solvent extraction plant and operating conditions are made.

The regional geological setting and nature of the serpentinized ultramafic rocks are described. It is postulated that lateritization started in Miocene time. Repeated uplifts led to at least four physiographic cycles and to the development of a mature lateritic soil profile. Complete profiles are subdivided from top to bottom as follows: Zone A - chocolate-brown limonite; Zone B - ochre-brown limonite; Zone C - soft serpentine; Zone D - hard serpentine; Zone E - serpentinized peridotite; Zone F - ultramafic rock. Zones A and F rarely attain ore grade. Canga is conspicuously absent. Rocky ore of Zones D and E amounts to 40%, limonite ore of Zone B to 25% of total ore reserves. Nickeliferous serpentine is the major crystalline phase in Zone C. In this zone and deeper, crystalline quartz occurs, particularly in fracture zones where nickeliferous cryptocrystalline quartz is of ten accompanied by garnierite.

Marine ferro-manganese (Fe-Mn) crusts and nodules are metal-rich chemical sediments that are archives of paleoceanographic proxies and potential metal resources and targets of deep-sea mining. Traditionally, crusts and nodules are subdivided into hydrogenetic, diagenetic, and hydrothermal types. While hydrogenetic Fe-Mn crusts are a potential resource for Co, Te, Pt, and REY, nodules are enriched in Cu, Ni, Mo, and Li, and hydrothermal deposits may be enriched in individual metals such as Mo, Ba, and Li, depending on the temperature and composition of the hydrothermal fluid. The different types of marine oxidic Fe-Mn precipitates, therefore, have different economic potential. Hence, a robust classification is not only helpful in the general geochemical characterization of such precipitates (and as such is a useful teaching tool, for example), but may also simplify the evaluation of their importance as a potential metal resource, which helps to prioritize exploration targets for deep-sea mining.

Performance of mineral filler particles in ceramic applications can be enhanced markedly by adsorbing polymers of optimum molecular structure and dosage. In a recent work by Chen and Somasundaran (1997), a novel scheme of controlled polymer adsorption was used to produce nanocomposites of unique core-shell designs. Towards this purpose, adsorption and desorption behavior of selected polyacrylic acids (PAA) on three minerals; alumina, titania, and silicon carbide, was examined as a function of relevant parameters. Adsorption of P AA was found to depend on polymer molecular weight, pH, as well as solids loading. Specifically, the adsorption density was found to increase with increase in polymer molecular weight for non-porous alumina while it was found to decrease in the case of porous alumina. This is attributed to the inaccessibility of the pores to the larger polymers. An unexpected finding was the change in the adsorption density of PAA with solids loadings. PAA adsorbs on silicon carbide only at low pH values when the particles have very low surface charge suggesting that the adsorption in this case is controlled by electrostatic forces. Using polyacrylic acid as bridging agent between the alumina fillers (core) and nanosize alumina or titania particles (shells), controlled layer by layer deposition of nanoparticle on the core particle surface could be obtained.

INTRODUCTION Selective Reduction of Nickel in Oxidized Ores Oxidized nickel ores, either garnieritic or lateritic, contain much more iron than nickel. The regular carbon reduction in an electric furnace is operated in such a manner that the greater part of iron oxides is reduced simultaneously with nickel oxide, resulting in a low nickel content ferronickel. In order that the nickel content of residual slag may be suitably low, -excess carbon must be fed so that the carbon content of the ferronickel thus obtained is that of casting iron. The metal also contains other impurities such as silicon, chrome, etc. In order to convert the casting iron into slightly carburized ferronickel with high nickel content, the greater part of the carbon and more than half the iron contained therein must be oxidized by means of oxygen. Energy is thus consumed as carbon, and power to reduce iron oxides, and more energy is consumed as oxygen to re-oxidize the iron contained. This method can be economically adopted for nickel ores with grades ranging around 2. 5 to 370, but it gets excessively costly when nickel grade falls below these values. This is why, for nickel ores with low nickel grades and high iron content, studies were conducted to develop a selective reduction process which, while reducing only a small part of the iron oxide, would provide efficient reduction of nickel oxide. Surface mining consists of the removal of the geologic strata overlying the coal seam usually with large electric shovels, draglines or bucket wheels. The method produces more or less parallel ridges or peaks of cast overburden, usually called "spoil banks". The mined lands vary widely in their inherent characteristics to produce a vegetative cover and thus can be put to a wide variety of uses. Use is the key to economic and social benefits. Physical and Chemical Characteristics of Soil Material of Surface Mined Lands after surface mining operations, the soil material is a heterogeneous mass whose physical and chemical properties are dominated by the character of the geologic strata overlying the coal. These strata are highly variable in thickness and character. They may include the surface soil, loess, glacial till, sands, shales, slates, limestone and sandstone rock. The method of mining with the several types of mining equipment will also affect the resultant mined area.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.
