The list of environmental issues facing industry in general, and the mining industry in particular, has placed greater emphasis on the concept of risk assessment and risk management. In informal terms, risk can be defined as the chance of injury, loss or damage. More formally, it is defined as the probability of an occurrence and its consequences. In simple terms, risk assessment involves three questions: What can go wrong? How probable is it to go wrong? If it goes wrong, what are the consequences? Experts on the subject of risk assess¬ment and management met in St. Louis, MO in October 1992 to discuss the extensive and innovative technology that has been developed in this arena. Each agreed that a consistent framework can be used to approach risk assessment/ management considerations in siting and design alternatives, as well as when considering financial aspects of mine development. And the environmental planning process for mines, as well as planning for operation through closures, will rely more heavily on risk assessment and management techniques. Risk assessment is a tool to assist engineers, scientists and managers make better, defensible operational decisions. A realistic and probabilistic risk analysis, coupled with a sound financial model, can combine a large set of alternatives and criteria to arrive at a defensible decision. Organizers of this regional SME conference believe that mining professionals should become fully conversant with risk assessment techniques and approaches because this arena provides opportunities to develop more rational decision-making techniques. Current health risk assessments rely heavily on Environmental Protection Agency (EPA) approaches. Several speakers and papers show how this approach has been applied to a variety of topics. Two major advantages come forward when applying risk assessment techniques to environmental clean-up options for contaminated sites. They are the selection of practical options and cost-effective alternatives. A probabilistic risk assessment provides results that can be directly related to clean-up costs. It has been shown that small reductions in risk are obtained for large increases in cost after a certain threshold value is reached. A preferred, practical clean-up alternative that provides permanent solutions can be selected based on a probabilistic assessment. Here are summaries of some of the papers presented at the meeting.

The factors that may potentially result in sliding, piping and collapse, are emphasized, given the existence of a large number of old salt mines. Also, a geotechnical risk map of this hydrosalt complex in Romania is presented.

Division Andina has considered in its long range planning, the exploitation by panel caving method of "Third Panel" mine, which was started its production stage during the second half of 1995. This mine has two production levels, the first is grizzly level and another is L.H.D. level. Both sectors use the same haulage level where mineral is recollected through ore pass. For mineral loading and haulage its use 50ton diesel trucks combined with electro-hydraulic chutes. The automation has permitted what this operation is carrying out with remote control by driver's truck, in concordance to short range planning.

Eastern Mesabi taconite is one of the hardest rocks known, but fortunately it shows little tendency to pack in the crushers, when the minus 5/16 inch material is removed. The crushing circuit is essentially as shown in the Engineering and Mining Journal article, "Reserve's New Taconite Project", dated December, 1956 except that the grizzly screen between the two stages of gyratory crushing has been eliminated. The Reserve operating staffs aim is to utilize the crushing equipment in such a manner that the maximum tonnage of taconite can be crushed to the required size at a minimum cost. As is readily apparent, the primary consideration is to produce a desired size product, with the other operating factors to be balanced, thus achieving the best setting for each crusher. Much effort has been expended toward the development of a satisfactory sized material for feeding the rod mills. The characteristics of this feed must allow the following situations to be handled by the existing equipment: 1. The material being fed to the rod mill must be such that it can be fed into the unit with the proper quantity of water to maintain the correct density within the mill. 2. The rod mill must produce a product from this feed which can be handled without difficulty by the magnetic cobbing and ball mill circuit. 3. The incidental tramp must not exceed that quantity which can be handled easily after the rod mill and after the ball mills.

ASARCO Incorporated embarked on a modernization and expansion program to improve overall operating efficiencies and to more effectively develop the large mineral reserve at the Ray Complex Open-Pit Mining operation located near Kearny, Arizona. Major elements of this Ray Modernization and Concentrator Expansion Project included engineering and construction of a 54,400 MTPD (60,000 STPD) In-Pit Crusher and Overland Conveying System. and a 24,200 MTPD (30,000 STPD) Copper SAG Concentrator and Tailings Disposal System. Detailed engineering, procurement, and construction management were initiated in November 1989 under contract with Bechtel Corporation. Field construction commenced in May 1990 leading to mechanical completion and start-up during February 1992.

Projections of coal reserves in Central Appalachia are essential for long-term planning in the region. Annual production is declining in states such as Virginia. And minable reserves for the Central Appalachian coalfield are challenged by difficult geological, mining and market conditions. To project coal mining longevity in this region, interviews with mining companies were conducted to determine and assess technical and economic factors that affect coal seam minability. This information was ap- plied to seam and coal reserve data developed by state and federal governments. The results were analyzed to determine the effects of various factors on the overall minable coal reserve base.

At the beginning of the previous chapter, variation in the types of room-and-pillar stopes were briefly identified so that the reader could begin to understand the extensive application of this mining system. These same variations will be reviewed and elaborated upon in this chapter while discussing the methods by which the material is extracted. FULL-FACE SLICING BY DRILLING AND BLASTING When the entire mineralized thickness is taken in one pass of mining, it is known as full-face slicing. There is no mineral of economic value intentionally left either in the floor or the back. Theoretically, there is no limit as to how high the face could be in a single pass. But there are practical limitations to equipment size, pillar stability, and control of local loose slabs on the face, roof, and pillars that dictate current practices. The range of face height of the 15 typical room- and-pillar mines covered in Table 8 (Sec. 1, Subsec. 7) from the Dravo report, 1974 was 1.7 m (5.5 ft) to 9.8 m (32.1 ft), the average being 5.2 m (17.1 ft). In the Gaspe copper mine, Murduchville, Que., the drill jumbos were constructed with an extendable tower for full-face mining up to 15.2 m (49.9 ft) if necessary. However, a more common practice at that mine is to take the ore in multiple slices (Hall, 1959). In many metal mines the normal practice when starting stoping is to drive a single development drift into the ore zone a distance that will allow at least four or five rooms to be opened on each side of the initial drift. Since this opening will probably serve as the main haulage drift, it should be kept as straight and as level as possible. As to the other criteria for the stope developments, it might be well at this point for the mine planner to review the remarks presented earlier (Sec. 1, Subsec. 7) on drifts, entries, and crosscuts for production. After the initial drift is driven, it should be slabbed to the full room width if it is not that wide already. Next, the future pillars should be marked on the ribs and the rooms driven between them. If the ore extends beyond the length of the initial drift and is to be mined in the normal sequence of mining, care should be taken in a random room-and-pillar system to see that the extension of the initial roadway remains straight. If pillar "spotting" is left to the shift foreman or to the miners, they probably will not realize the importance of maintaining a uniform pillar line next to the roadway, and of keeping the line straight. Invariably, a pillar will end up in the middle of the future drift extension resulting in a "dogleg" in a possible main haul- age road. While this error is not catastrophic, too much weaving in and out of pillars will certainly slow down future production haulage and needlessly increase costs. Face or Breast Drilling and Blasting Practices To drill and blast the initial advances into the rock, usually some form of cut pattern must be used. In room-and-pillar mining, when a pattern is drilled in a face and that face is the only exposed surface to which all of the rock must be broken, the pattern is known as a "face round" or "swing." The face to which the rock must be broken is referred to as a "free face." Thus the most common way to advance a room into virgin rock with only one free face is by drilling swings. If, after breaking around a pillar, taking down back, or taking up bottom, there is a second (or third) face exposed, a group of holes drilled nearly parallel to a free face and breaking to it is known as a "slab round" or "slabbing." In some mining districts it is also known as "slashing." Obviously, because two faces exposed offer less resistance to fragmentation than a single face, slabbing requires less drilling and fewer explosives than required to break the same tonnage with the same degree of fragmentation with swings. It is well known that the anticipated mineral price at the start of a prospective mineral project can have an overwhelming effect on a property's ex ante value. However, possible price movements throughout the life of a project can also have an impact on this value. This paper demonstrates how different potential price paths can affect project value. When considering commodity price projections for mine valuations, it is thus necessary to estimate not only the expected commodity price at the start of the project, but also the manner in which that price is likely to fluctuate throughout the project's life.

Crocidolite is a well known causative agent for mesothelioma. Studies have shown that the pathogenicity of the fiber from different mines varies considerably and it has been postulated the parameter that appears most likely to account for this variation is fiber width. Epidemiological studies have shown that ‘thin’ fibers from mining areas of Western Australia and the Cape Province, in South Africa are associated with a high mesothelioma risk while exposure to ‘thick’ asbestiform amphibole fiber of the same fiber type are associated with little or no mesothelioma risk. This study is concerned with ‘thick’ Bolivian crocidolite but similar findings also probably explain the paucity of mesotheliomas in the Finnish anthophyllite, South African amosite and African Transvaal crocidolite mines. The findings from the present study suggest the incidence of mesothelioma in the three major cities of Bolivia is not significantly elevated above background even though Bolivian crocidolite has been used for the past 60 years commercially and residentially in all three cities. Although some cases of mesothelioma may have been missed due to a failure to reach hospital or a shortened natural lifespan, mesothelioma generally occurs after the age of 50, we cannot tell precisely the extent to which these were confounding. We suggest the most likely explanation for the lack of mesotheliomas despite the large populations at risk from the long and extensive residential and commercial use of crocidolite containing products, is related to an increased fiber width distribution and a concomitant reduction in the ‘Stanton fiber size’ fraction.

This paper is intended to give the reader an update on the work being done at the Mackay School of Mines about the fate of cyanide on precious metals mill tailings waste. During the last two years several tailings impoundments have been sampled and analyzed for total and free cyanides. From our sampling program we are beginning to learn valuable information concerning the fate of cyanides in precious metals mill wastes. Included in this paper is a detailed description of our sampling and analytical techniques. Also, some of the data obtained from five sites are given.

There is now overwhelming evidence that, despite concerns to the contrary, natural degradation of cyanide and cyanide attenuation by hydrogeochemical processes are capable of minimizing or eliminating potential water qua1ity impacts from heap leach systems. A1 though there was some recognition of these data by the regulatory authorities, for example the initial USEPA modification of cyanide standards to an advisory level, many states have codified standards inappropriate to the clearly site specific nature of heap leach operations. As an overview to this problem, this paper will integrate the theoretical chemical data on cyanide with the observed geochemical behavior of cyanide in the decommissioned heap leach environment. The cyanide species that are likely to exist within an abandoned heap leach system will be identified, and the relative toxicity and potential environment effect of these cyanide species will be discussed. These data will then be used to evaluate cyanide detoxification regulations for decommissioned heap leach projects in 14 states.

The Mining design system is a CAE (Computer Aided Engineering) software and was developed as designer-oriented, interactive mode software to perform geological and mining design calculation and graphics. To perform geology and mining design, the deposit model files created by the software "Deposit Modelling System", are transferred to the environment of graphics support software, then a specially developed drafting submodule can be selected to proceed to interactive graphics design. If it is necessary to calculate the grade and quantity of a particular part of the ore-body, another submodule will be called and run. The resulting file is 'transferred back, and the recalculation program takes the data from the file and refers to the deposit model file to create a summary reserve report: The minimum hardware configuration of the system are IBM-AT Basic work station with high resolution graphic monitor and peripherals needed are digitizer, plotter, printer.

Horsepower requirement is recognized as a most important equipment characteristic. Other critical equipment characteristics will be isolated and analyzed by traditional operations research techniques, using off-highway trucks as an archetype. A computer search technique has been developed, employing various production and cost analyses. With this model, the optimum combination of horsepower, capacity, and velocity can be found, minimizing handling cost per ton. An example of the program's use and interpretation of its results will conclude the paper.

Mixed cable waste, which amounts to more than 200,000 tpy in Germany, is subjected to recycling. In most cases cable recycling means only recovering copper and/or aluminum metals. The remaining cable waste contains nearly 3-8% of the reusable materials, and is disposed of in landfills. Aluminum is recovered within copper products and leads to lower product prices. Preliminary laboratory tests show that the use of shaking hydro-tables as well as electrostatic separators result in less than 1 % of metals in the residual material. The products are high in grade at metal recoveries of more than 85%. Furthermore, applying a modified electrostatic separator may also lead to an efficient Cu-Al separation. The separation efficiency amounts to up to 95%.

Over the past few years, the School of Mines of Paris has carried out a program of research* on the grade-tonnage relationships in the border zones of porphyry copper deposits. The initial problem was quite difficult : how does the grade vary at the border of the known orebodies? Does it decrease regularly, or do some thresholds exist, where the grade diminishes abruptly? The answer to these questions have important repercussions on the prediction of the future reserves in the fringe of the orebodies. If the grade decreases regularly, very important reserves could exist; if not, there would be strong limitations to the possible recoverable reserves. The first step of our study was a critical study of previous work done on the subject. It appeared that, following Lasky's pioneering paper (Lasky, 1950), most of the authors used what we can call an historical approach to the problem. In this, the grade-tonnage relationships are calculated from the available figures for production and reserves and the results are then extrapolated to the future. The strong limitation of this model are brought out in this article.

The exact date of man's first use of coal is lost in antiquity. The discovery that certain black rock would burn was undoubtedly accidental and probably occurred independently and many times in the world over thousands of years. It is quite likely that these independent discoveries were made when primitive man chanced to build camp fires on exposed ledges of a black rock, then was amazed when it caught fire. The Chinese recorded the use of coal 1100 years before the Christian Era and from the Bible we learn that King Solomon was familiar with coal in what is now Syria. In Wales, there .is evidence that the Bronze Age people used coal for funeral pyres, and it is known that the Romans used this fuel. There are other ancient references. So the knowledge that coal would burn, and even some uses of that knowledge, go back thousands of years. However, practical and consistent use of coal seems to date to England in the Middle Ages.

During the 1970's geostatisticians were often accused of not paying sufficient attention to geologic features in the computerized generation of ore reserves. Unfortunately this charge was all-too-often justified and the results of such studies tended to be oversimplified and failed to reveal the full potential of computerized reserve estimation and geostatistical methods. There were some notable exceptions to this trend. Techniques were described that paid a great deal of respect to the geologic characteristics peculiar to certain deposits (Rendu J-M, 1984; Barnes T. E., 1982). At Gold Fields several techniques have been developed for handling the geologic characteristics of orebodies for reserve estimation purposes. These have developed over time and the evolution of their adoption has been a reflection of our own learning experience from the practical application of computerised reserve estimation on many precious metals deposits.

Steady-state simulation has proved to be a very useful aid in designing new plants and optimizing existing ones. The algorithms and data definitions of existing simulators often, however, require a great deal of expertise for implementing a simulation-based methodology. The constraints imposed by conventional simulators are explained and the advantages of a new algorithm, the Objective-Driven Simulation, are shown. These advantages are a) an improvement in the simulation results, which enables simplifications of the methodologies used, and b) the possibility of taking into account economic objectives for plant operation, thus extending the range of application of steady-state simulation.

This paper discusses the longwalling practices used at the San. Francisco Mine of Compania Minera Autlan in Mexico, in. the mining of a sedimentary, manganese deposit. Bethlehem. Steel Company is a part owner of this property. The San. Francisco Mine is located approximately 580 miles west of Mexico City, on the outskirts of the town of Autlan, in the State of Jalisco. The ore is shipped from the port of Manzanillo 120 miles southwest of Autlan. The mining method is a variation of the longwall retreat system, using friction. props that, until recently, had been used only in coal mining operations of Europe and the United States. However, due to the structure of the ore body and the modified longwall system that is practiced, there exists some unusual variations, such as: .1) friction props set by a mechanical two-step lifting device, 2) drilling and blasting, against the friction props, 3) a highly fractured and undulating, volcanic tuff roof; 4) displacement faults-up to 5 meters, and 5) a relatively stable, irregular floor.
