Introduction After two decades of contraction and consolidation, the uranium industry has seen a recent major expansion. Rapidly increasing uranium prices and the ability to raise speculative capital in share markets worldwide have brought over 300 new participant companies into the uranium industry: “juniors” as they are known. These companies participated in a global land rush for known deposits as well as for prospective land positions in order to secure a “piece of the action” for their respective portfolios. Mostly publicly-traded companies, these “juniors” have captured the attention of world’s investing public with spectacular gains; as much as 1,000s of percent in less than four years. The initial phase is over, however, and these companies must now prove that they can be successful in exploration or production.

The Clinton administration’s policies toward the environment have the mining industry on the defensive. The president and US Secretary of the Interior Bruce Babbitt continue to bypass Congress in their efforts leave an environmental legacy when they leave office in a year. So the mining industry must take its case to the public. And the public seems willing to listen if the industry is willing to tell its story, according to US Rep. Chris Cannon (R-UT). Cannon was one of the keynote speakers at the105th meeting of the Northwest Mining Association, in Spokane, WA. The conference, held in early December, attracted about 2,400 people and more than 200 exhibitors

The paper presents results of the mineralogical examination on samples from a bacterial leaching test which simulated in situ leaching for 482 days. Rock fragments (15 to 20 cm) were obtained from the top, the middle and the bottom of a bioleach column. Examination of the samples was carried by electron microscopy and image analysis. The surfaces of the rock fragments were studied to characterize the precipitation products, and cross-section cuts were studied to assess the advance of the bacteria leaching front and the dissolution of the different sulphide minerals.

Separation of valuable constituents from a complex mineral mixture was examined. Nitric acid leaching produced a solution containing copper, zinc, iron and a large proportion of silver. The residue contained antimony, lead, the remaining silver and elemental sulfur. A caustic sodium sulfide leach dissolved the antimony from the residue, producing an insoluble, high-grade silver-lead product and a filtrate for electrolytic recovery of antimony. The pH of the primary filtrate was raised, precipitating the iron and leaving a solution containing the copper, zinc and the soluble portion of the silver, which would be recovered by conventional means.

To enable the analysis of stability for a mine feasibility study a variety of geotechnical engineering parameters need to be obtained. At the early stage of a project it is usual for those responsible for the study to require a wide spatial distribution of RC holes in order to define a resource at the lowest possible cost. By the time a geotechnical study has commenced drilling priorities have usually switched to improving the definition of a resource, by drilling with diamond coring methods in the central area of the main orebody. The usual timing for geotechnical data collection is therefore after a wide distribution of holes have been drilled but which contain little geotechnical information. Conventional methods employed usually involve estimation methods, including book values and examination of disturbed core, or expensive additional drilling. With downhole geophysical methods we can economically take advantage of existing holes to obtain continuous values for density, defect orientation and ranking, elastic modulus values, unconfined compressive strength estimates and fracture frequency. This paper presents the results of a geophysical study and discusses the advantages and potential pitfalls of the method as compared to conventional methods of data collection.

A plug-flow model is described for the reactor mass balance of a typical AARL gold elution process. The model is in the form of a hyperbolic differential equation and was transformed using the method of characteristics. The transformed model was then solved simultaneously with models dependent on intraparticle surface diffusion and film transfer parameters. The solution was found to represent the experimental data for a modified form of the AARL elution. Correlation between the experimental conditions and the film transfer parameters estimated by the model are also presented.

A long history of weathering and bacterial alteration processes have transformed Georgia’s Coastal Plain kaolins from dark organic muds to recrystallized white pigment-grade industrial clays. A sequence of six stages in development of these valuable mineral deposits is outlined over their Late Cretaceous and Tertiary deposition and alteration history. Anaerobic and aerobic iron oxidizing and iron-reducing bacteria are present in the Georgia kaolins. These bacteria may have had a major role in iron and organic matter removal during several of the alteration stages that occurred over the past 60+ million years. Iron was likely solubilized by both iron-reducing and iron-oxidizing bacteria, depending on availability of Fe(II), Fe(III), and NO3. Thus, over long periods bacterial activity slowly led to nearly complete groundwater removal of iron from the kaolin deposits. Further bacterial iron removal on an industrial process scale may eventually prove feasible. “Without the multitude of living reactions as channels for energy and electrons and without the enormous capability of life to transfer with and against chemical gradients, there would be practically no or at least a very reduced geochemical rock cycle on this planet.” (Krumbein and Dyer, 1985, p. 157)

The US Bureau of Mines conducted, through joint funding with the Colorado Mining Association, large scale oil shale rubble fire tests to investigate flammability characteristics and different methods of extinguishment. Ignition of large rubble piles was easily accomplished. Foam blankets could be used to control surface flames. The results of these large scale tests confirmed that water was effective but not particularly efficient in extinguishing deep seated oil shale fires. "The city of Denver, CO has experienced extreme growth in the past decade, with the population of the city topping more than 700,000 people in 2018. The current storm water drainage system was put in place in the early 1900s and has not been able to keep up with the growth of the city.When it rains north and east of the city, the runoff goes toward the South Platte River. With the dense population and sometimes severe thunderstorms in the summer, the city has experienced significant flooding that not only endangers lives of residents, but some of the storms have caused millions of dollars of property damage.The Platte to Park Hill Project is a $298-million nearterm, four-phase solution to the flooding that includes the Globeville landing outfall; an open drainage project in the Cole neighborhood in north Denver; an area for temporary water detention and another temporary water detention in Park Hill.The largest and most complex phase of the project is the Globeville landing outfall — a $70-million box culvert project that includes a pair of 157-m (515-ft) long, 243-cm (96-in.) diameter storm water tunnels that pass beneath a busy rail yard with 17 tracks for the Union Pacific Railroad (UPRR) and two Regional Transportation District (RTD) commuter rail tracks. The tunnels, which were installed parallel to a pair of existing 243-cm (96-in.) tunnels, were designed by Brierley & Associates as a client of Merrick & Company for the City & County of Denver, and Bradshaw Construction constructed the one-pass tunnels.From the start, it was evident that the tunneling portion of the project would be the most challenging because of the rail yards.“It’s a little bit more complicated because the railroads have such tight restrictions for settlement,” said Rebecca Brock, Brierley’s project manager. “We had a lot of meetings with Union Pacific and RTD to figure out what are prescribed versus tolerable settlements.”“The portion extending beyond the UPRR under the RTD rails was challenging, as RTD is new to tunnel installations under its tracks,” said Lester Bradshaw, president of Bradshaw Construction. “The RTD tracks employed a unique foundation of continuous concrete with integral raised concrete ties on rubber bushings. Minimizing settlement to these tracks was a critical requirement.”"

"INTRODUCTION The Lisbon Valley Mining Co LLC (LVMC) operates the Lisbon Valley Mine located in SE Utah. The mine includes 3 open pits, 150-acre heap leach pad, and solvent extraction electro winning plant (SX/EW). Approximately 25MM tons of ore has been mined since 2005. The ore is stacked on the leach pad to an average height of 55 feet and occurs as a blend of crushed material (minus 2”) and run-of-mine (minus 24”). The host rocks include Dakota and Burro Canyon Sandstones. Copper occurs finely disseminated in this material at an average grade of 0.46%. Minerology is 63% sulfide, 27% oxide, and 10% insoluble. Total inventory mined through 2016 is approximately 230 MM lbs. METALLURGICAL CONSTRAINTS Copper production is constrained by areas of low permeability ore and geochemical issues, including acid consumption. The intrinsic permeability the ore ranges from 10-2 to 1 Darcy. This permeability does not permit sufficient aeration by natural convection, therefore oxygen transport is largely limited to the mass of oxygen that can remain dissolved in leachates. As a result, greater than 50MM lbs of copper remains in inventory and occurs secondary sulfides, including chalcocite, covellite, and bornite. BIOLEACHING FUNDAMENTALS Due to the higher activation energies of secondary sulfides, notably covellite and bornite, a strong oxidant is needed to remove an electron from the metal-sulfide lattice and release the copper cation into the sulfate solution. This process occurs most efficiently using the strong oxidant ferric iron (Fe3+). Ferrous iron can be oxidized to ferric iron by oxygen via chemical oxidation or biologically; which was measured to occur 500,000 times faster when using microbes versus oxygen.1 The microbes that oxidize ferrous iron (Fe2+) to ferric iron are naturally abundant and will develop biomass when appropriate conditions and nutrients present themselves. Most nutrients are provided by the ore/irrigation (P,N,Mg, Ca & Fe2+) while the others (O2 and CO2) are provided by air. In most cases, oxygen transfer is the rate limiting step during copper sulfide leaching. 1 Lacey & Lawson 1970 FORCED AERATION SYSTEM DESIGN This paper describes LVMC’s efforts to bioleach the remaining inventory by forced aeration. Two basic aeration systems were installed and tested including vertical wells and horizontal piping. Vertical System The vertical system was installed using the mine’s blast hole drilling rig. Wells were constructed using 4” high-density polyethylene (HDPE) connected to 4” polyvinyl chloride (PVC) screens similar to conventional bioventing wells. Ore samples were collected at each well location to characterize the spatial distribution of the remaining inventory along with fines (minus 200 sieve), pH (acid consumption), and iron. A block model of each analyte was developed and mapped in 3D."

The beneficiation of boron minerals flotation with well defined systems has been only slightly, investigated in the literature. The difficulty arises from fact that boron minerals cover a spectrum of solubilities. Colemanite (a calcium-containing, relatively insoluble, boron mineral) and borax (a highly soluble boron mine, have been used to exemplify the flotation of boron minerals. Using sodium dodecylsulfonate (SDS) and dodecylamine hydrochloride (DAH), the floatability responses of these boron minerals are considerably different. This has been ascribed to variations in the solubilities of boron minerals and the presence of cations in the lattice structure. INTRODUCTION Friction Rock Stabilizers, commonly called Split Sets,tm* have been under development since early 1973. Five years of intensive laboratory and field testing led to their introduction to the metal mines in the United States in the fall of 1976. Actual sales started in February of 1977 and, to date, over five million units have been marketed to metal mines. The present rate of useage is near 3 1/2 million units per year which is approximately 50 per cent of all roof fixtures used in the United States metal mining industry. The highly-efficient and economically-feasible technology for bitumen recovery from US oil sands using a water extraction approach was developed at the end of the last century. This water-based bitumen extraction process has been optimized based on observations and analysis of microscopic mechanisms of bitumen release from oil sands and the bitumen transfer to a froth product as well as measurements of interfacial properties of bitumen. The wetting mechanisms that occur in the diluent-assisted water-based processing of US oil sands include bitumen film rupture and recession on sand grains and bitumen transfer to nucleated and injected gas bubbles. These mechanisms are reviewed in this contribution.

Crystallization of ammonium paratungstate (APT) is frequently the last effective purification step in producing high-purity tungsten. However, crystallizer mother liquors are often several times higher in tungsten than predicted by the solubility of APT. The formation of heteropoly anions, particularly those containing phosphorus and silicon, is largely responsible. Solubility of tungsten in APT mother liquor can be linearly correlated with the concentration of these and other impurities. The problem can be overcome by direct treatment of the crystallizer feed solution with alum. By appropriate treatment, the aluminum hydroxide flocculates and is easily filtered, resulting in a purified low-aluminum crystallizer feed from which high APT yields can be attained.

Sedimentation in highly flocculated suspensions of fine particles such as clays occurs through individual settling units (flocs) which have very open structures and correspondingly low density -typically less than 5% solids by volume. It follows that such settling processes rapidly lead to the build-up of a bed of flocs which are essentially close-packed, with inter-floc porosity of perhaps 50%, but with an overall solids content of no more than about 2-3 percent by volume. An important consequence is that the thickening process is dominated by the consolidation of this bed rather than by simple settling of the individual flocs. Experimental measurements of sediment consolidation in flocculated clay suspensions indicate that for a given system, consolidation rates are essentially determined by solids concentration and can be evaluated using the classical Kynch treatment. However, these rates are strongly dependent on the physical as well as chemical conditions of the flocculation process. Furthermore the extent to which gravity consolidation proceeds depends on the total weight of sediment (i.e. on both height and solids concentration). The implications with respect to thickener operation and the requirements for laboratory testing for thickener design are discussed.

Rigid urethane foam can be used effectively for improving mine air conditioning systems by reducing heat and moisture transfer from mine rock to ventilating air and from mine rock to ventilation ducts, for erecting mine ventilation stoppings and overcasts, for sealings around door frames and bulkheads to prevent air leakage, for preventing spalling and sloughing of roof and rib and for erecting fire-resistant powder magazines and transformer or compression stations. Rigid urethane foam is a tough, cellular material, made by nixing diisocyanate and polyether polyol resin in accurate proportions through an applicator system, then the two chemicals react, the mixture expands thirty times its original volume with 85 to 95 percent closed cells. Within seconds, the mixture solidifies and takes a preset which will adhere to overhead or vertical surfaces. It will adhere to brattice cloth, steel, wood, concrete and rock, Excessive wetness will reduce the adherence, but in such cases adherence can be improved by preliminary application of an absorbent dust such as cement.

Searles Valley is located approximately 125 miles northeast of Los Angeles in the Basin and Range Province. Occupying the lowest part of the valley is Searles Dry Lake Playa, which is about 9 miles long and 7 miles wide. Three major subsurface evaporite horizons have been identified and are termed from bottom to top, the Mixed Layer, Lower Salt and Upper Salt. The evaporite beds were formed by desiccation of runoff from the eastern Sierra Nevada during Quaternary time. The saline beds are generally brine saturated with the important ions being sodium, potassium, carbonate, bicarbonate, sulfate, chloride and borate. These ions are present in the brines in various concentrations and have combined to form the minerals halite, hanksite, trona, nahcolite, burkeite, borax, thenardite, sulfohalite, glaserite and others. North American Chemical Company selectively pumps the interstitial brines to feed their chemical plants located on the western edge of Searles Lake. Minerals have been mined since 1873, beginning with borax and trona scraped from the surface. Brine processing began in 1914 with potassium chloride and borax recovery. Expansions have added sodium sulfate and soda ash to the product mix. Currently, dredging of trona ore is also taking place.

The leaching of heaps or sub-marginal waste ore dumps as it is practiced throughout the Southwest as well as other parts of the world, is the major method of secondary recovery of copper. In 1970, twenty percent of all domestic copper was produced by dump leaching operations (l). In recent years, this method has been successfully extended on a limited scale, for the recovery of uranium from low-grade ores (2). It is inevitable that this technique will be increasingly employed in metal production to satisfy the insatiable demand of our mineral based society. Although dump and heap leaching has been used effectively for some time (3) , its application has been more of an art than a science. Therefore, it is essential that we learn about the important factors and parameters affecting this versatile process so that we may make increasing use of this technique in the future. The dump or heap leaching process encompasses the preparation of ore for-subsequent inplace leaching, the flow of solutions and ionic species through porous rock masses, the leaching of minerals with inexpensive and, if possible, regenerable lixiviants under prevailing conditions of the inplace environment, and the recovery of metals from the pregnant liquors. It is evident that this comprehensive scope of dump or heap leaching falls under the realm of interdisciplinary science and engineering requiring the application of the principles of physics, mineral engineering, hydrology, computer modeling, operations research, economics, and allied disciplines. The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.
