Many times during the construction of a project, whether large or small, the engineer will become involved with management of the work and workforce. In some cases, mine management will turn over the direction and responsibility of doing the work to the engineer. Because of this, it is important to know some of the basic principles of human resource applications- among other management concerns. This chapter, therefore, looks at the fundamental principles of human resource management. Three broad discussions are presented to the reader. These are: (1) organization, communications, and responsibilities of management; (2) analysis of worker motivation; and (3) supervisory leadership. Each topic encompasses the current thinking for coal mining and mining management. Much of the information in this chapter comes from Practical Coal Mine Management, by this author and published by John Wiley & Sons, Inc., which discusses in depth many of the ideas presented here. One of the important factors affecting the determination of the minimum number of increments in a gross sample of coal is the variance component due to segregation. The segregation variance may be estimated by following the ASTM standard procedures. Since the estimate itself is a random variable, it is important to test if the value obtained is due to chance causes. This paper introduces a statistical test, based on the procedures published by ASTM, to test if the segregation variance is significantly greater than zero.

Researchers at BCD Technologies and the University of Alabama have applied three statistical techniques to the information contained in a large database of measurements from a phosphate ore processing plant. The rust, Principal Components Analysis (PCA), replaces many measured variables with a few fundamental and un-correlated variables. The second technique, Projection to Latent Structures (PLS), is an extension of PCA that explores the relation between variables identified as either independent or dependent. The third technique, Cluster Analysis (CA), is applied to the results of the PCA or the PLS calculations, and identifies individual data clusters that represent uniform operating conditions in the plant. All three statistical methods can be seen as geometrical operations on the data viewed as points in space. A Viewer gives a corresponding graphical presentation of the data points. This paper describes the use of the above three techniques and the Viewer to explore part of the phosphate flotation database.

The Manhattan section of the New York Water Tunnel No. 3 constructed by the Schiavone/Shea/Frontier-Kemper Joint Venture is a $668 million project. The contract includes a tunnel drive of 8.85 km (29,045 feet), tunnel lining of 14.77 km (48,468 feet)and construction of nine shafts ranging in depth from 143 m (469 feet) to 169 m(555 feet). Construction methods for excavation of the shafts are presented including raise bore, ground freezing, soil excavation, blasting, slashing, muck handling, rock support and shaft final concrete lining.

I.H. 635 (LBJ Freeway) was constructed as a loop freeway around the city of Dallas in the late 1960s and early 1970s with a design capacity of 160,000 vehicles per day (vpd). Today’s facility is carrying over 270,000 vpd. To help mitigate community concerns with regard to right-of-way issues, noise, safety, and traffic disruption, the Texas Department of Transportation (TxDOT) is planning a number of significant improvements. The West Section improvements include the construction of managed HOV/Toll lanes. Within this 8-mile section, TxDOT is planning two mined tunnels(1.5 and 1.9 miles long) beneath the LBJ Freeway. The mined tunnels will connect to cut-and-cover box sections in both the east and west directions. This paper presents an overview of the project development from the design schematic, through the geotechnical investigations, into the current design stage. The project is being planned for implementation by use of a Comprehensive Development Agreement.

Optimization of the rock cutting performance plays a major role in the tunneling operation. For a given set of tool and cutting environment, rock fragments may be chipped away in numerous manners and it is crucial to understand and be able to predict the dynamics at the cutter-rock interface. This paper presents rational and realistic 3D finite element modeling of rock cutting where typical computational issues ?such as contact formulation, appropriate rock material response, mesh distortion, and crack propagation? are overcome. Cutting forces and failure mechanisms in this finite element analysis are successfully validated by laboratory single-cutter scratching tests in sandstone.

Horizontal stress is an important factor that contributes to roof failure during longwall entry development, especially when the immediate roof is weak. In this paper, the effects of stress angle between the maximum horizontal stress and entry development and stress ratio of the maximum to minimum horizontal stresses on the stress distributions in the weak immediate roof of a three-entry system are analyzed using the finite element method. The results have confirmed that stress angle has a significant influence on the stress distributions. Generally, the three-entry system is in the worst stress condition when the stress angle is about 60° to 75° . The stress ratio has also some effects on the roof stresses.

This paper is a description of the digital Data Acquisition and control System that is installed at Cities Service's Pinto Valley Concentrator. Pinto Valley Concentrator ? The Pinto Valley Concentrator (5, 41 is located approximately seven miles west of the town of Miami, Arizona. The Concentrator is situated south of the open pit mine and was designed to process 40,000 tons of ore per day with an average grade of .45% copper. The comminution process consists of primary, secondary, and tertiary crushing, and single-stage closed-circuit grinding 161. Concentration of the copper sulfides is by means of froth flotation. Concentrates are transferred to the Inspiration Consolidated Copper Company smelter in Miami, Arizona through a slurry pipeline.

The need for an integrated approach to optimization of unit operations in both the pit and the mill has long been recognized, but the complexity and nature of the overall problem has up to now resisted solution. This paper reports on a modeling methodology which couples symbolic and numeric computing to unify operations in both the pit and mill. The ultimate goal of this work is to optimize all operations that are influenced by blasting. Blasting plays a key role in all facets of operations. Obviously, drilling and blasting costs are determined by blast design, but the down-stream costs that are closely related to blasting results are often treated as separate functions: loading, hauling, cleanup, and crushing and grinding are all heavily influenced. Diggablilty and bucket fill factor are a function of fragmentation, the condition of the floor and uniformity in the shape of the muck pile. Likewise, cycle times and loading delays partially determine haul cycles, while fragmentation distribution and size determines the efficiency of truck loading. Removal and breakage of oversize causes loading delays and increases cleanup costs. The influence of blasting doesn't stop at the crusher. Mill productivity, power consumption, and maintenance are a function of the feed. Even at the SAG mill a reduction of a critical particle size during blasting can increase throughput. Thus, a bottle-neck for production far removed from unit operations in the pit can be alleviated by a modification in blast design. The question is: how do we optimize blasting with respect not only to itself but to al\ related mining and milling operations? For that matter, how do we even model blasting so that we can control the results of a blast?

The building of sanitary and storm drainage sewers in urban or environmentally sensitive areas often requires the use of tunnel construction procedures. While hydraulic considerations may require only small diameters, traditional tunneling techniques make small sizes the least economical. Current state-of-the-art techniques using highly mechanized systems of pipe jacking can provide cost effective solutions to the problems of construction of small size tunnels. The characteristics of mechanized pipe jacking allow rapid advances under difficult ground conditions. The basic pipe jacking cycle is used with a variety of excavation systems to permit the contractor to satisfy engineering as well as economic parameters. These characteristics and several of the systems available are outlined.

Ground calcium carbonate (GCC) is used in the paper, plastics, paint, rubber, caulks, and sealants industries. The favorable properties of GCC include high whiteness and brightness, low hardness, and outstanding rheology in water systems. The quality of calcitic GCC ores, which include chalk, limestone, and marble, is dependent on calcite purity and the nature and quantity of ancillary minerals. Wet and dry grinding is used in the manufacture of GCC. Ore processed by optical sorting, flotation, and/or particle size classification has higher brightness and lower abrasion. GCC markets are a function of the product's properties, purity, and cost.

My talk today is an effort to project our thinking forward a few years to that point in the future when we will be producing gas and liquid fuels from coal. To those of you that are concerned with meeting today's production quota--my remarks may sound like a Buck Rogers projection. Not so. Although I'm talking about the future, please understand that my thoughts are focused on the near term future. The coal plant of the future will be an energy plant producing energy products to meet the needs of our modern society. This plant is an outgrowth of Government- industry cooperation. Much of the research work that makes such a plant possible was jointly funded, other work was a continuation into development of private research expenditures, other work was performed by private research organizations with Government funding, other work was performed in Government laboratories, both State and Federal. As indicated above, and in the title of my talk, I expect to describe the coal plant of the future. I will describe a plant producing Carbon, Oil, Pipeline gas, and Electricity--Project COPE. This plant copes with the Atomic-Nuclear Group. As stated above, this plant is an energy plant. Energy plants today are large-scale operations. Power plants of 5,000 megawatts are projected, refineries of 500,000 daily barrels are near term probabilities, 48" transcontinental gas pipelines are with us today and 25,000 daily ton mines are here as well. The COPE plant will be of the same general size and require 50,000 - 100,000 tons of coal per day.

Pocahontas Land Corporation, a wholly-owned subsidiary of Norfolk and western Railway Company, owns a 100,000-acre block of coal lands in Martin, Johnson, Pike, Floyd and Lawrence Counties, Kentucky. These holdings were largely acquired in three major purchases between the years 1942 and 1959. The area is undeveloped and constitutes a part of the coal reserve for future mining. This block, which is principally in Martin County, lies in a triangle formed by the Levisa and Tug Forks of Big Sandy River on the sides with Dewey Dam at its base and the Town of Louisa at the apex. The topography'is typical of eastern Kentucky and consists of steep hills rising from 500 to 800 feet above creek level. There is little level ground in the area. As a matter of fact, some roads are on the creek bottoms with what little bottom land is available in the hollows being utilized for small-scale farming. The steep hills are marked by three separate massive sandstone formations which form cliffs ranging from 40 to 100 feet in height.

This paper discusses the utilization of automation to increase productivity of continuous miners. Automation techniques are used during the design stage to decrease the time required and ensure the accuracy of the design. This is followed by automated manufacturing processes to reduce manufacturing time and improve the quality and consistency of parts. Combined, the result is a more reliable machine which can provide ongoing production capability. With the use of automation to enhance operator effectiveness and monitoring machine condition the productivity of machines is also improved.

Market confidence is on the rise and industry leaders turning toward the vast and diverse region of Latin America are faced with abundant, yet daunting, opportunity. From the iron orebodies of Brazil to the renowned copper mines of northern Chile, drilling teams in Latin America are often faced with abrasive, broken ground. These types of ground conditions tear up coring bits rapidly, making it extremely difficult for even the most seasoned drilling teams to maintain effective productivity. The drilling challenges faced in this rich and opportune region are being met today by advanced coring technology, bringing with it the potential for increased productivity in Latin American mineral exploration.

"Built in 1940’s to provide a key roadway arterial between New York and Boston, the Heroes Tunnel is the only highway rock tunnel in the state of Connecticut and is part of the Wilbur Cross Parkway. This 365.0 m long tunnel consists of two barrels, each with two lanes of traffic, and carries over 71,000 vehicles per day. For nearly 70 years, the tunnel has seen millions of vehicles pass through but time has taken its toll and now the tunnel lining, ventilation system and radial section joints are significantly deteriorated and in need of rehabilitation. Owned and maintained by the Connecticut Department of Transportation (CTDOT), CTDOT initiated a unique managed approach to mitigate the risk, social impacts and financial implications associated with rehabilitation of this tunnel. This new approach consists of performing field inspection and conducting a comprehensive study to explore six rehabilitation options, including construction of new tunnels and enlarging the existing tunnels. The main criteria for this study are: Impact on traffic and the resulting delay cost; Construction cost; Construction duration; and Construction complexity. This paper will present the results of the alternative study. PROJECT BACKGROUND Location and Importance Heroes Tunnel is located in the State of Connecticut within the Town of Woodbridge and the City of New Haven near the Town of Hamden border. Heroes Tunnel is the only true highway tunnel in the State of Connecticut. The tunnel is part of the Wilbur Cross Parkway (Route 15), a scenic connection between Hartford and New York. Originally constructed and opened to traffic in 1949, the tunneled portion of the parkway passes through the West Rock Ridge. The tunnel was originally named West Rock Tunnel, but was re-designated as Heroes Tunnel in 2003. Route 15 is a vital roadway within the State transportation infrastructure. In the vicinity of Heroes Tunnel, Route 15 carries approximately 71,000 vehicles daily. Locally, Route 15 provides access to residences, shopping centers, and points of interest, as well as other state roadways. Regionally, Route 15 connects New York to the Hartford area and serves as an alternate expressway route to I-95 and I-91. The tunnel is approximately 365.0 m long and passes through the West Rock Ridge. West Rock Ridge is an 11.3 km long rock ridge located on the west side of New Haven. A network of suburban streets abuts the mountain on all sides and a seasonal paved park road climbs to the crest of the ridge. Figure 1 depicts the tunnel topography and location."

INTRODUCTION The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, predicted by theoretical calculation based on washability studies and determined in the operation of actual commercial cleaning plants, will be different for each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods for evaluating the technical and economical efficiency of separating coal in coal cleaning equipment and for predicting the quantity and quality of cleaned coal produced, as well as profit- ability for the entire plant. Many formulas have been proposed by investigators to evaluate the efficiency of various coal cleaning operations. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however, each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. Technical Measures of Equipment/Plant Performance Conventional measures for evaluating the performance of a preparation plant are generally the same as those used to evaluate equipment performance. Measures involving separation efficiencies are influenced by the following three broadly encompassing primary factors: (1) density composition of the feed coal, (2) design characteristics of the cleaning unit, and (3) relative density of the separation. Since separation efficiencies are dependent on factors involving the nature of the coal, they are termed dependent criteria and represent a very broad technical indicator of an individual process or plant performance. Performance measures known as independent criteria are influenced mainly by quantitative errors inherent in the design and operation of the processing equipment. Economic Measures of Plant Performance True assessment of coal cleaning methods require reference to economic measures such as profitability. During the years in which technical efficiency criteria for characterizing plant performance were being improved, coal preparation engineers were also seeking appropriate economic criteria to assess plant performance. Technical and economic effectiveness of plant performance are important parameters for coal preparation flowsheet design. "Tell us how you got involved in mining and about your career path.My dad was a coal miner and my uncle was a metallurgist, so when I enrolled at Penn State’s New Kensington Campus, I chose the College of Earth and Mineral Sciences — exact majors didn’t get picked till the end of your sophomore year. Penn State New Ken had an associate degree in mining program and one of the guys in my carpool was going to take Mining 30 in the evening and the other guy (mechanical engineer) was also able to take an evening class. I didn’t want to break up the carpool, so I took Mining 30, complete with essay tests. I could write, so I did well, and the professor said I should go into mining engineering. Fast forward to the end of the next term at University Park, and I realized there wasn’t enough chemistry in mining. Switching to metallurgy would have meant another term at that point, so Dr. Lovell, my advisor, trotted me down the hall and to the next building and said I was a mineral processor. That stuck. I was a summer student at U.S. Steel Research between my junior and senior year and they paid for my master’s degree — all about clay and macerals in coal flotation. During that time, the steel industry tanked, and I thought a Ph.D. would be a good idea — I could always teach at the university level if I had those credentials. The Electric Power Research Institute had a Coal Cleaning Test Facility in Homer City, PA, and I conducted my Ph.D. research on rate and residence time in conventional coal froth flotation cells there and at a local cleaning plant. I went to work at the test facility in 1987 (later CQ Inc.) and stayed there until I started PrepTech Inc. in 1997. PrepTech offers some consulting services for coal cleaning plants and sells mineral processing equipment, mostly to coal companies. I can’t believe it’s been 21 years.And what about your SME career?Of course, I was a student SME member at Penn State. We used many of the SME books in class, so who wouldn’t want the student discount? While in Homer City, I became involved with the Appalachian Plateau Subsection of the Pittsburgh Section. We’d hold quarterly meetings with interesting speakers and had good attendance. I was the secretary. I’m still the secretary and also get the bank statements. We’ll need to close that out some time, but I guess I’ve been hoping for resurgence in the Indiana/Cambria/ Somerset area."

Over 2 million tonnes of smelter slags containing Co, Ni and Cu are produced and stockpiled in Canada each year. Smelters also produce SO2 an air pollutant. Recycling these materials will maximize the value of natural resources and minimize possible environmental impacts of industrial operations. The objectives of this research were to understand the characteristics of slag, the reaction of slag with SO2(aq) and to develop a novel method for extracting Co, Ni and Cu from slag using SO2. The properties of slags from different smelters were studied, with emphases on the form of Co, Ni, Cu and Fe. Leaching experiments were carried out in a batch reactor. The parameters investigated included concentration of SO2(aq), stirring speed, particle size, temperature and pH. O2 was introduced into the reactor to study its effect on the system. The amount of each of Co, Ni and Cu in all the slags was less than 1%, while Fe was between 30% and 45%. The form of Co and Fe was primarily oxide, however, significant portions of Ni and Cu were present as sulphides. SO2(aq) alone, was effective in leaching Co and Fe. Cu dissolution was negligible due to precipitation. The presence of O2 improved Cu and Ni extraction. SO2(aq) was found to be more effective in leaching slag than H2SO4 at the same pH. The leaching process was modelled using the shrinking core model. A scheme was proposed for the extraction of Co, Ni and Cu from slag using SO2(aq). The process makes efficient use of SO2, separates Co and Cu at an early stage, and minimizes the consumption of base during Fe separation.

Talk some about your background. Mining, particularly coal, runs in the family. I come from a mining family, one generation re-moved. Both of my grandfathers worked in the coal mines. My mother?s father had worked as a coal miner in the South Hills area of Pittsburgh after coming to America from Croatia. My father?s father (who died of black lung long before I was born) had been born in America and worked as a mine foreman and superintendent in mines just outside the Pittsburgh area. My father often talked about when, as a child, he accompanied his father underground on Sundays to check the mine pumps. While I never expected to go into mining, I often read some of my grandfather?s books on mining technology that my father had kept. I started college at Penn State and drifted into mining engineering as my third declared major. I was finally realizing the importance of a career choice. I?ve never regretted that decision. One of my children, Mark, has followed me into mining engineering, much to my surprise and pride. Evidently, he had been listening to the many conversations I had with friends and colleagues in the industry and never considered any other career path. He has since married another mining engineer, Kray Davis Luxbacher, so we truly have a mining family and can talk mining when we get together. My other children are in more mundane lines of work and rapidly tire of the mining discussions. I?ve worked for operating companies: Pittsburgh Coal Co. (then a division of Consolidation Coal Co., and a company I believe both of my grandfathers had worked for), Island Creek Coal Co., and a research organization: Occidental Research Corp. I am now with Glenn Springs Holdings Inc., dealing with legacy issues (primarily environmental) related to Occidental?s previous mining operations (coal and minerals). As such, I have a broad view of the industry and the critical changes that are shaping our industry.
